Local

in
Foster
City
covering
San,
Mateo,
County
and
I
wanted
to
come
here,
and
thank
you
for
the

to
speak
a
little
bit
about
the
need
for
labor
standards.
Labor
standards
should
entail
apprenticeship,
Health,
Care,
Program,
failing
wage
or
a
livable
wage
and
and
access
to
local
jobs
right.

that
point,
the
union
has
got
me
to
a
place
where,
when
my
daughter
was
born,
I
could
afford
the
health
care
to
to
see
that
she
was
born
and,
and
the
apprenticeship
has
given
me
a
proven
pathway
forward
right
I

field,
I
was
a
marine
pile
driver
which
is
like
a
specialty
craft.
I
got
to
help
build
the
new
bay
bridge
and
a
lot
of
other
neat
infrastructure
around
the
the
Waterfront,
and
during
that
time
you
know,
I
wouldn't
have
been
able
to
do
that
without
the
apprenticeship.

recognizing
pride
month
this
year,
I'm
so
excited
to
see
the
city
issue.
This
Proclamation
and
declare
June
as
pride
month,
I'm
honored
and
proud
to
accept
this
Proclamation
on
behalf
of
the
San
Mateo
County
Commission,
on
lgbtq
issues.

Our
mission
is
to
bring
greater
recognition
and
visibility
to
the
lgbtq
plus
community
in
San
Mateo.
For
a
second
year
in
a
row,
our
commission
has
invited
all
cities
and
towns
in
San
Mateo
County
to
formally
recognize
June
as
pride
month.
This
visibility
allows
lgbtq
residents
to
know
that
they
are
seen
and
that
they
are
important.

simple
Act
of
visibility
creates
a
deeper
sense
of
connection
and
inclusion
for
everyone
in
the
community
at
Large.
By
issuing
this
Proclamation
Brisbane
is
visibly
demonstrating
how
important
it
is
for
all
of
us
to
see
our
local
government
celebrate
pride
month.

meeting,
we
had
a
discussion
under
the
Sierra
Point,
open
space
and
park
planning
item
about
a
park,
development
impact
fee
and
the
council
asked
staff
to
go
back
and
look
at
the
options
relative
to
doing
what
I
might
call
more
generic
fee
or
one
that
is
kind
of
broader
base
in
terms
of
its
potential
use
of
funds.
So
we
will
go
do
that.
We
will
bring
that
back
to
you
this.

is
relative
to
the
issue
of
of
long-term
maintenance,
and
the
second
would
be
the
time
frame
in
which
fees
need
to
be
spent,
and
then
the
fourth
thing
that
I,
don't
think
we
discussed,
but
we
did
have
discussed
on
a
staff
level-
is
doing
a
comparability
analysis
with
fees
from
other
nearby
communities
just
to
make
sure
that
we're
kind
of
in
line
with
what
others
are
doing.
So
we
will
bring
all
that
back
to
you
in

couple

in

regards
to
that:

so

we
had
our
discussion
the
last
time

analysis
isn't
like
an
either
or
but
it's
rather

look

particular
options
and
then
having
various
options.

the
council,
including
this
park
development
impact
fee,
as
as
it
stands,.

then,

then
you
talked
about
looking
at
how
other
cities
are
implementing
impact
fees,
and
then
you
know,
South
San,
Francisco
I
think
is
a
great
example
of
how
they've
utilize
impact
fees
to
provide
a
community
benefit
to
their
city,
whether
it's
you
know
their
new
library
or
major.
You
know
Construction
in
some
of
their
Parks
and
then
as
well
as
affordable,
housing
too.
So
I
I
is
part
of
that
analysis.

think
it
would
be
really
helpful
to
look
at
say,
for
example,
South
San
Francisco,
when
did
they
initiate,
say
a
particular
impact
fee
and
then
how
much
revenue
that
they've
received
from
that
impact
fee
and
then
what
did
they
use
the
money
for?
How
did
it
make
their
City
better?
How
did
it,
how
did
it
benefit
the
community.

think
the
other
thing
that
we
could
do
is
I
mean
we
have
a
fairly
decent
idea
of
what
our
potential
development
envelope
could
be
in
the
next
20
years.
You
know,
we
know
what
the
bailand's
capacity
is.
We
know
what
Sierra
Point
capacity
is,
what
Central,
Brisbane
capacity
is
I
think
we
can
make
some
reasonable
calculations
on
what
a
fee
would
generate
over
a
certain
period
of
time.
Sure.

just
looking
back
on
on
the
notes
from
our
subcommittee
meetings.
You
know,
there's
a
significant
amount
of
you
know:
potential
Revenue
I
think
it
was
like
33
million
over
20-year
period.
You
know
in
the
staff
report,
you
know
it.
It
mentions
that
you
know
the
the
Nexus
study
and
then
the
ordinance,
so
we've
hired
a
consultant
that
that
work's
already
been
completed.

ask
when
you
look
into
other
cities
impact
fees,
I've
been
doing
some
research
on
this
and
some
of
the
items
you
mentioned
like
affordable
housing.
Other
cities
are
using
under
Community
benefits
to
acquired
land
or
in-lu
fees,
not
as
impact
fees
but
Community
benefits.
So
I
would
just
make
a
request
that
you
consider
that
as
well,
when
you
start
looking
at
at
these
things
that
sometimes
they
go
under
either
category.

Staff
was
directed
to
proceed
to
explore
Bond
financing
to
pay
for
these
improvements,
but
to
also
look
at
funding
directly
from
the
city's
liquid
funds
so
City
and
our
financial
advisor
Marty
Johnson
with
jna
Consulting
Group,
who
is
also
here
tonight
via
Zoom.
We
explored
financing
options,
considering
bonds,
direct
lending
and
through
various
market
conditions.
They
end
based
off
of
the
feedback
from
the
subcommittee.
The
city
is
proposing
to
issue
a
20-year.

So
as
part
of
the
staff
report,
we
provided
a
few
samples
of
what
the
interest
would
be.
So
if
the
5.5
million
is
issued
and
if
we're
looking
at
about
a
4.45
percent
of
debt
interest,
then
we're
looking
at
a
cost
of
about
3.2
million
of
Interest,
with
an
additional
average
annual
Debt
Service
of
422
thousand
dollars,
and
as
we
were
deducting
the
proceeds
using
the
Assumption
of
the
same
interest
rate,
there
wasn't
a
feeling
that
the
interest
rate
would
would
change
much
because
of
the
the
smaller
dollar
of
the
offering.

So
as
part
of
the
staff
report,
you'll
see
the
interest.
Interest.
Costs,
of
course,
is
reduced
with
the
reduced
proceeds
and
the
annual
amount
of
payment
as
well
would
be
reduced.
However,
just
just
to
keep
in
mind
that,
even
though
the
interests
would
be
decreased,
some
of
the
fixed
costs
in
order
to
issue
those
bonds
would
stay
the
same
and
also
the
the
concern
about
using
our
liquid
funds.

just
wanted
to
make
sure
that
the
council
was
aware
that
it
would
just
if
we
were
to
use
our
own
funds,
that
it
would
be
less
opportunity
for
those
funds
to
be
either
used
for
programs
for
the
service
of
the
city
and
also
a
potential
for
losing
interest
opportunity
in
as
Investments.
So
with
that,
we
are
recommending
that
we
proceed
with
a
bond
offering
of
5.5
million
and
with
that
I
wanted
to
share
it
or
turn
it
over
to
Martin
Johnson
from
jna
Consulting.

If
you
go
back
a
year,
I
rate
shot
straight
up,
and
then
they
came
down
a
little
bit
went
back
up
and
they
came
seem
to
be
going
up
and
down
based
on,
if
folks
get
up
and
think
that
the
fed's
done
raising
rates
or
they're
going
to
continue
raising
rates.
Is
there
a
recession?
Is
there
not
a
recession?
There's
just
been
quite
a
bit
of
volatility
in
the
market.
In
fact,
since
I
put
this
graph
together,
interest
rates
have
actually
started
dropping
again,
but
again
with
volatility.

We
we
do
have
some
flexibility
in
our
timing.
I,
as
Carolina
said
we're
currently
estimating
an
interest
rate
of
about
4.45.
There
is
approximately
20
basis
points
or
so
of
cushion
in
that
rate.
In
the
event,
the
market
moves
against
us.
The
bonds
will
be
sized
we're
asking
for
authorization
to
issue
up
to
5.5
million.
However,
the
plan
is
to
size
the
bonds
such
that
we
will
net
5.5
million
dollars
for
the
project
in
the
current
market.

to
do
a
essentially
what
you
call
an
all-in
mortgage
where
all
the
costs
are
paid
out
of
the
rate
and
the
rates
slightly
higher
similar
idea
here,
and
so
we
would
net
five
and
a
half
million
dollars
and,
as
Carolina
said,
the
average
annual
Debt
Service
is
right.
Around
430
000.
In
that
example,
this
shows
how
it
fits
in
with
the
overall
general
fund
Debt
Service.
All
of
these
colored
bars
are
outstanding
bonds
and
then
these
orange
bars
are
the
proposed
ones.

This
is
our
bond
issuance
timeline.
We
are
waiting
for
some
information,
and
so
this
timeline's
been
is
going
to
be
tweaked
a
bit
more
than
likely.
We
will
be
looking
to
sell
these
bonds
later
in
June,
perhaps
as
early
as
the
22nd
and
then
close
in
July
I,
it's
a
slight
delay,
but
again
with
we're
waiting
on
some
information
to
provide
to
the
rating
agencies,
we
had
a
very
positive
conversation
with
standard,
of
course,
just
over
a
week
ago,
I
with
the
fund
balance,
the
fiscal
management
of
the
city.

Center,
of
course,
is
very
impressed,
but
we
have
to
get
this
additional
information
to
them
on
some
of
the
assets
that
are
securing
the
financing
before
they'll
be
able
to
give
us
our
final
rating.
That's
the
extent
of
what
I

additional

other
Bond
issues
out
there.
That
would
be
at
that
phase
that
we
could
potentially
look
at
paying
off
early,

reality

things
are
going
to
be
more
expensive

storms

joint
venture

managed

was
a

million
dollar
construction
project.

always

satisfied

think

proposal

fair.
He's
got
an
outstanding
Professional
Services
agreement
with
us,

we'd
recommend
you
award
the
contract

firms

apply
I
think
we're
going
to
put
a
calendar
up
once

here

proposed
calendar
over

next
month.

the
RFP
tonight,
we

send
it
out
tomorrow
to
a
list
of
about
10,
executive
recruitment
firms
that
have
records
in
California.
Several
of
them
have
very
strong
record
here
in
San
Mateo
County.

proposals
back
on
June
21st.

will
make
copies
of
each
proposal

all
of

We
will
meet
with
the
subcommittee,
which
is
Mayor
Davis
mayor

tem
O'connell,
on

proposals.
They
will
then
make
a
recommendation
to
the
council
that
we
will
then
take
up
on
June,
29th
and
the
council
will
make
a
decision
at
that
time
which
firms
you'd
like
to
interview.
We
would
like
to
have
the
night
of
July
6th
set
aside
for
the
interviews.

dissipate
three
to
four
interviews
that
are
going
to
be.
Obviously
your
your
call
in
terms
of
how
many
firms
you
want
to
interview,
we
will
let
the
firms
know
when
we
send
them
out
tomorrow

the
set
aside
July
26th

they
get
that
on
their
calendar
now,

we
can
get
to
get
everything
done
that
night.

the
interviews

resurfacing
work
for
Crocker.
Park
Trail
begins
on
June
7th,
which
is
next
week
with
the
Trail
closed
in
two
sections.
At
a
time
over
the
course
of
four
months
during
the
closures
there
will
be
signed
detours
to
sidewalks
on
Valley
Drive.
Thank
everyone

their

As
this
project
gets
completed
over
the
summer.

assignments
and
subcommittee

had
a
rather
long
meeting
last
meeting,
so
we
skipped
the
reports
from
April
29th
to
May
12th
I'll
go
ahead
and
report
out

the
meetings
that
I
had
council,
member,
Cunningham
and
I
had
a
public
art
advisory
committee
and
we
got
a
presentation
from
phase
three.
They
are
ready
to
install
or
they're
ready
to
contract
with
an
artist
to
install
pieces
of
art
at
their
campus.

came
with
a
few
proposals.
They
will.
They
really
want
to
just
kind
of
more
informal
Direction
they're
going
to
come
with.
Maybe
we're
going
to
continue
the
conversation,
but
what
they
showed
us
was
a
a
rather
large
like
metal
orb
with
cutouts,
possibly
like
on
a
pedestal
in
the
central
Courtyard.

also
presented
sculptures
of
human-like
figures
that
are
very
exaggerated.
Some
are
very
very
tall
and
lanky
others
have
are
maybe
sitting
in
poses
with
really
big
legs,
so
they
talked
about
also
working
with
another
artist
to
create
these
figures,
these
sculptures
that
would
be
placed
kind
of
around
the
campus,
and
they
would
invite
people
to
you
know
climb
on
that.

just
want

add
that
I
I
thought
it
was
unusual,
but
very
nice
that
the
owner
of
such
a
building
had
a
personal
interest
in
the
artwork
that
was
going
to
be
represented
at
their
property
and,
as
with
all
art,
it's
going
to
be
loved
by
some
and
hated
by
others,
but
it
was
very
interesting
to
see
the
Senior
Management
really
involved
in
that
process.
So
that's
my
only
addition
to
that
comment.

in
every
city
is

problem,

north
south
is

is
fairly
adequate
for
most

One
of

things
that
actually
started
today
is
that
PG
e
has
new
rates
and
the
rates
primarily
are
going
to
cover
their
costs
for
power
distribution,
which
affects
everyone
and
much
of
San
Mateo
County
covered
by
Peninsula,
clean
energy.
We
still
have
to
pay
PG
e,
as
so
many
other
of
the
clean
power
companies
around
the
bay
also
end
up
incorporating
that
fee
into
their
rates.
So
we
are
subject
to
PG.
E's
rate
increases
on
a
different
topic.
I
There
was
a
program
that
Peninsula
clean
energy
started
in
Spring
of
2022,
looking
at
the
number
of
Uber
and
Lyft
drivers,
and
they
finally
ended
up
making
a
commitment
with
Lyft,
and
this
was
to
incentivize
the
drivers
to
rent
electric
vehicles.
Instead
of
driving
conventional
gasoline
vehicles,
there
were
300
drivers
took
advantage
of
this.
There
was
a
subsidy
provided
to
the
drivers
to
try
this
and
the
Milestone.
I
Now
that's
been
reached
is
there's
been
more
than
3
million
all
electric
miles
driven
by
Lyft
drivers,
that's
250,
000
rides
and
it
represents
470
thousand
dollars
in
fuel
costs,
and
this
is
not
emitting
greenhouse
gases,
so
it
was
to
to
both
show
the
drivers.
It
can
be
done
economically,
it
can
be
done
efficiently
and
it
saved
them
also
money
in
the
long
run.
So
it
was
to
convince
drivers
in
the
future-
maybe
not
just
renting
the
EVS
but
purchasing
them.
So
it's
probably
going
to
be
ongoing
as
well.

begin
to
tell
you
how
crazy
good
the
library
programs
are
and
the
and
the
direction
that
the
library
at
a
county
level
is
taking
the
three
big
things
that
are
going
to
be
happening.
This
year
are,
and
these
things
were
identified
by
people
within
the
community
is
the
adult
learning
opportunities.
So,
for
example,
we
know
if
somebody
speaks
great
English,
that
they
have
a
better
chance
at
a
better
job.

their
English
is
not
so
great,
they
may
not
get
hired
if
they
don't
understand
the
commands
Etc
so
and
the
problem
with
our
ESL
programs
as
they
stand
today,
is
a
lot
of
the
people
who
don't
speak.
Great
English
right
now
are
in
the
lower
paying
jobs
or
they're
working
two
jobs,
so
they're
going
from
one
job
to
another
and
then
I
have
time
to
go
to
city
colleges
and
learn
English
in
their
traditional
forms.
So
so
what
our
plans
are
at
the
jpa
are
to
put
many
more
language.

Assistance
programs,
I
I,
don't
know
what
they're
going
to
end
up
being
called
into
every
library
in
our
County
who
is
part
of
our
jpa,
and
not
only
that
but
computer
literacy
as
well
for
adults.
We
have
a
lot
of
our
aging
adults
who
do
not
know
how
to
use
their
smartphones.
They
do
not
know
how
to
use
a
computer.
When
we
have
certain
people
in
our
community
trying
to
fill
out
FEMA
forms
from
those
storms
in
December.
It
is
not
possible.
I
worked
with
one
of
our
people
to
get
an
advocate
from
the
county.

Just
to
do
these
forms,
and
even
that
Advocate,
who
is
a
very
well-versed
computer
worker,
said
this
was
not
set
up
for
anybody
who
doesn't
know
computers
really
well.
So
there
will
be
a
lot
more
programs
coming
into
the
library
spaces
and
the
other
thing
that
I
know
from
Brisbane.
We
we
had
a
lot
of
requests
for
additional
teen
programs,
but
that
wasn't
just
from
Brisbane
that
Dean
programs
were
requested
throughout
the
throughout
the
county.

library

airport
land
use
committee
subcommittee.
We
did
approve
one
housing
element
and
general
General
plan
change
for
gosh
I
forget
which
city

nothing

much

was
also
involved

San
Francisco
Roundtable
technical
working
group
and
we've
been
discussing
Landings
and
then
also
some
Innovative
flight
procedures
and
again
it
was
more
on
a
technical
level
and
nothing
to
report
out.
