This
committee
and
the
city
council
voted
a
few
months
ago
to
support
SB
252,
which
will
require
the
state's
big
Pension
funds
to
divest
their
fossil
fuel
stocks
and
I
just
wanted
to
give
an
update
on
that.
I
did
pass
the
Senate
again
for
the
second
year
in
a
row
it
got
held
up
in
the
assembly
again,
although
in
a
different
way
than
it
did.
Last
year
last
year,
a
single
committee
chair
in
the
assembly
killed
it
without
giving
it
a
hearing.

year,
the
committee
chair
punted
and
made
it
into
a
two-year
bill,
which
is
there
are
many
Arcane
procedures
at
the
California
state
legislature
of
which
this
is
one
bills,
can
transmogrify
into
two-year
bills
from
one-year

there's
going
to
be
a
hearing,

fall
and

ready
for

bill

suspended

meeting
that
we
should
talk
about
finding
out
who
to
send
a
letter
to
saying
don't,
suspend
it

it
will

really
hard
to
get
it
going

provision

help

promote
the
circular
economy
that
requires

cities
procure
a
certain
amount
of
products
from
composted
materials

based
on
the
population.

some
larger
cities,
especially
those
that
don't
have

lot

public
lands,
have
these
huge
requirements
for
compost
or
mulch
that
they
have
know
where
to
put
and
just
one
small
example
of
some
of
the
challenges
in
implementing.

We
are
actually
in
fantastic
shape
compared
to
most
because
we
have
South
San
Francisco
scavenger,
which
has
an
anaerobic
digester
and
provides
RNG
that
their
trucks
run
on,
and
that
covers
something
like
50
or
60
percent
of
our
annual
procurement
requirement,
even
when
it
kicks
back
into
the
full
amount
in
the
legislation.
So
that's
one
side
of
things:
the
actual
law
does
not
require
that
cities
enforce
it
until
2024.

decided
to
start
enforcing
it
earlier.
There
was
a
lot
of
lead
time.
This
legislation
passed
in
2016..
It's
really
started
to
be
pushed
out
in
a
significant
way
in
the
last,
probably
two

three
years.

passed
our
local
ordinance
to
bring
the
city
into
compliance
and
allow
us
to
do
the
enforcement
that
we
are
required
to
do,
we
decided
to
make
that
enforcement
in
Brisbane
start
in
2023.

and
apparently
it
is
a
state
oversight
panel
that
has
recommended
suspending
the
requirement
altogether
and
Rural
counties
and
cities.
Difficulties
are
specifically
mentioned
so

Commission
apparently,
is
the
state
oversight
panel.

forward

project

replace

water
heater
that
serves

rooms

build

shed

updates

the
program
today
we
submitted
the
2022
annual
benchmarking
report
to
the
state
74
out
of
100
of
the
buildings
are
in
compliance
and
we're
working
on
getting
the
rest
of
those
buildings

compliance

mailing
out
citations
for
those
buildings.
This
week
and
as
for
the
Beyond
side
of
the
program,
we've
received
most
of
those
report,
submissions
and
we'll
be
sending
out
notices
of
violations
for
those
non-compliance
soon
as
well.

that's
all
going
smoothly.
