helping
to
finalise
recommendations

are
being
brought

us

us

make
our

really
reporting
pretty
well
exactly
what
I
reported
to
the
overview
and
security
management
board.
We
had
a
very
truncated
process.
It
was
delayed
a
bit
and
then
suddenly
rushed
forward
when
the
original
cabinet
meeting
was
reset
earlier.
We
were
also
very
conscious
to
the
fact
that
we
needed
to
present
to
set
a
high
standard
in
this
report,
so
we
in
fact
had
one
very
intense
day
and
I
think
got
a
lot
done.
It's
a
very
succinctly,
brief
report,
very
succinct
and
I
can't
claim
credit
for
that.

very
much
came
up
with
a
different
solution,
as
as
you
will
all
know,
because
it
was
all
discussed
in
various
conversations-
emotions
last
a
two
weeks
ago
at
full
council.
We
also
not
only
came
up
with
a
different
way
of
of
going
forward
in
the
extreme
circumstances
with
which
the
council
found
itself,
we
started
with
the
same
basic
financial
situation.

didn't
try
and
change
that
at
all.
That
was
our.
We
felt
that
was
our
remit.
That
was
our
duty
in
order
to
find
a
better
way
from
where
we
were,
and
we
started
with
what
we
understood
to
be
the
situation
with
the
staffing
arrangements
at
the
time,
in
other
words,
starting
with
the
the
the
same
number
of
staff,
as
would
be
required
to
run
the
ten
libraries
which
were
to
be
to
be
retained.

that
stage,
we
also
produced
a
way
forward
for
bridging
the
gap
between
where
we
were
and
the

order
to
buy
the
two
years
that
were
needed
to
transform
this
service,
and
we
did
that
out
of
some
of
the
options
that
were
being

air
as
it
were,
from
information
would
receive
from
library
officers.
So
we
sort
of
repatched
that
and
tried
to
fill
in
fill
in
the
blanks
and
make
it
work

very
pleased
with
what
happened
at
full
council,
as
you
would
expect.

as
a
litany

worth

Staff
have
taken
cuts
on
weekend
enhancements.

pay
freeze,
followed
by
a
1%
rise,
cuts
in
working
hours,
little
or
no
work-life
balance,
flexibility,
no
career
development
and
the
litany
of
work
harder
with
less
library.
Workers
are
proud
of
working
in
a
public
statutory
service.

cuts

staffing
numbers

fund
opening
hours

creating
a
difficult
future.

indeed,
there

the
public
library
service
are
turning

sector

war

social

who

up

and
ethical
service.

wheels

local

we
know
that
for
the
absence

it's
absolutely
essential

Marvin
in
last
year's
budget
before
I
had
the
adult
social
care
portfolio.
The
council
agreed
to
take
1.8
million
out
of
these
supporting
people
budget,
and
that
was
the
task
that
I
was
given
when
I
took
on
the
portfolio
in
March,
and
we
had
a
very
extensive
consultation
period
over
the
whole
of
the
summer
and
there's
a
very
good
consultation
report,
which
some
of
the
public
statements
refer
to
over
the
summer
period,
with
lots
of
meetings
with
the
people
who
are
affected
by
the
supporting
people.

Budgets
I
think
one
of
the
things
that
we
very
first
realized.
It
was
by
just
having
the
supporting
people.
Consultation
within
the
neighbourhoods,
consultation
that
it
was
likely
that
that
element
of
the
consultation
would
get
a
bit
lost,
because
people
were
quite
rightly
coming
and
defending
their
libraries.
The
public
toilets,
the
school
crossing
patrols,
I.
E
Think
for
me,
what
it
highlighted
was
that
really
it
isn't
until
you
need
those
services
that
you
know
that
we
provide
them,
or
you
know
that
we
work
with
the
43
providers
across
the
city
that
give
those
services
and
they
are
largely
accommodation
based
services
and
floating
support.
For
people
with
a
variety,
huge
variety
of
different
needs
now
supporting
people
itself
was
a
government
program
that
started
way
back
in
the
in
the
naughties,
and
then
government
stopped
ring
venting
that
money
in
the
late
naughties.

But
this
council,
unlike
many
others,
continued
to
commit
money
and
commit,
and
also
committed
to
continuing
to
call
it
the
supporting
people
Grahame,
even
though
I
think
we
all
acknowledge
that
a
lot
of
what
the
council
does
is
about
supporting
people,
but
it
doesn't
come
under
supporting
people
program.
I
was
really
grateful
and
I.
Think
colleagues
were
too
with
the
way
that
providers
really
stepped
up
to
the
plate
to
talk
to
us
about
how
they
could
potentially
deliver
their
services
differently.
They
put
us
in
touch
with
their
service
users
and
I.
E
And
although
obviously
the
consultation
wasn't
a
referendum
as
such
by
far
them
their
highest
number
and
highest
percentage
of
the
respondents
supported
an
across-the-board
cut
in
the
first
place
to
all
of
those
supporting
people.
Organisations
and
that's
been
really
welcomed
by
some
of
the
organizations
that
felt
that.
Maybe
that
might
would
you
like
to
listen
to
what
I'm
saying
and
then.

The
organizations
that
we
contract,
with
many
of
whom
get
money
from
the
council
through
other
budgets,
are
all
I,
wouldn't
say
comfortable
because,
of
course,
no
organization
wants
to
work
on
less
resource,
but
none
of
the
organization's
futures
are
threatened
by
the
recommendation
that
we're
making
excuse
me
of
taking
15%
out
across
across
the
board
from
those
organizations.
And
importantly,
they
are
all
very
much
engaged
with
us
in
taking
the
next
round
of
how
we
contract
with
them
and
how
we
co
produce
support
services
with
those
organizations
into
the
future.

Buckley
Court
provides
a
specialist
support
and
accommodation
to
deaf
people
who
have
a
housing
need
support
needs
and
who
were
at
risk
of
developing
mental
ill-health.
Figure
suggests
that
deaf
people
are
almost
twice
as
likely
to
develop
mental
ill-health
as
their
hearing
peers.
Our
tenants
have
complex
communication
needs
that
can
be
backed
by
our
skilled
team,
but
cannot
be
met
by
generic
support
services.
We
provide
early
intervention
and
preventative
support,
equipping
people
to
live
independently,
reducing
the
number
of
people
that
requiring
the
costly
input
of
social
care
services.

Buckley
Court
is
successful
in
providing
support
in
line
with
the
mayor's
priorities,
early
intervention
in
health
and
well-being,
and
progressing
a
social
ability
through
access
to
education
and
skills.
A
15%
budget
reduction
can
only
be
met
by
reducing
the
number
of
support
workers
in
our
already
small
team,
which
will
have
a
huge
impact
on
our
ability
to
provide
this
valuable,
cost-effective
service,
for
which
there
is
a
steady
demand.

language
for
our
colleagues

make
sure
that
the
deaf
people
who
are
in
the
audience
are
able
to
access
the
information
that
I'm
giving
to
you
at
the
same
time.

The
budget
cuts
are
15%
will
effect
the
reduction
in
staff
numbers.
So,
as
staff
numbers
decrease,
we
will
be
not
able
to
support
as
many
people.
We
have
a
number
of
skills,
knowledge
and
the
ability
to
use
sign
language
to
support
our
client
base.
People
often
have
extra
complex
needs,
which
means
they.
They
need
additional
support.
A
high
percentage
of
our
services
support
people
to
prevent
early
intervention
to
ensure
that
customers
are
who
are
in
a
priority
of
housing.

We
also
don't
want
people
to
be
struggling
with
money
or
to
be
coming
to
debt,
so
we
help
them
to
manage
their
bills
so
that
they
have
the
ability
to
live
in
a
way
that
is
feasible.
If
you
cut
our
staff
cut
our
services,
then
the
amount
of
support
we
will
be
able
to
give
to
your
your
customers.
Your
public
people
will,
unless
your
citizens
will
be
affected
by
our
inability
to
support
them.

Then,
if
you
bear
in
mind
that
when
somebody
goes
to
a
customer
service
point,
the
issues
will
be
that
there's
an
increase
in
cost
for
the
council
itself.
There's
definitely
going
to
be
a
cost
implication
for
the
council,
because,
as
a
deaf
person
goes
to
one
of
those
customer
service
points,
you'll
need
to
be
booking
a
sign
language
interpreter,
so
that
first
of
all
takes
time
and
a
delay
in
in
accessing
that,
and
then
it
means
that
somebody
won't
be
able
to
go
today.

They'll
have
to
come
back
in
two
or
three
weeks,
so
their
issues
may
become
worse
in
the
meantime
and
then,
if
they
receive
a
letter
that
they've
not
understood
or
a
bill,
and
then
they
come
to
the
council
and
they're
not
able
to
get
the
support
there.
Then
there
are
going
to
be
issues
over
whether
or
not
they're
getting
to
further
debt.

Remember
we're
talking
about
people
who
use
a
different
language,
they're
people
who
are
British
citizens
who
use
British
sign
language
as
their
first
language,
and
we
because
we
also
sign.
We
are
also
deaf.
We
understand
their
needs
and
generic
services
will
not
be
able
to
understand
their
needs
and
therefore
their
needs
will
not
be
met.

So
without
a
sensory
support
service,
those
people
who
are
deaf,
blind
or
deaf
and
blind
will
have
additional
stresses
in
their
lives.
There
will
be
more
delays
in
their
lives.
There
will
be
a
lack
of
information,
so
they
cannot
even
control
their
lives
in
a
way
independently,
but
they
should
be
able
to.

we
support

through
things

well

and

three
services
based
in
Bristol
in
community
support.
We
support
people
over
the
age
of
18
with
mental
health
issues
ranging
from
mild
symptoms
to
more
severe
ongoing
illness.
Our
carers
service
works
with
arranges
officers
range
of
support
from
one
to
one
groups.
The
more
specialized
mental
health
focused
work,
our
community
development
worker
works
with
Bristol's
BM
e
communities,
and
this
is
the
only
post
in
Bristol
dedicated
to
race,
equality
and
mental
health.
This
part
of
our
service
also
delivers
mental
health
first
aid
training
and
be
any
specific,
tailor-made
workshops.

The
impact
of
cuts
to
our
service
will
be
in
their
way
less
specialized
mental
health
support
for
Bristol.
There
will
be
limited
opportunities
for
people
to
step
up
the
primary
care
or
step
down
from
secondary
care
when
needing
less
support.
This
will
cause
a
bigger
gap
in
service
provision
across
Bristol
and
will
put
more
pressure
on
our
emergency
services,
as
well
as
on
Bristol
base
carers.

we're

take

number
of
that
we've
recognized
the
challenge
of
accessing
services.
One
of
the
reasons
we've
made
such
a
big
thing
about
protecting
our
Public
Health
Service.
To
make
sure
we
to
do
our
best
to
make
sure
people
don't
need
those
services
in
the
mean
time.
So
what
we've
done
is
we've
prioritized
the
investing
in
the
mental
health
of
every
primary
school
child
in
a
city
and
protecting
all
of
our
children's
centers
through
councillor
Helen
Godwin.

You
would
be
looking
at
asking
the
people
to
think
about
what
further
reductions
or
cuts
will
happen
to
those
people
or
what
will
make
things
worse
for
them.
So
in
supporting
people
who
are
having
who
have
complex
needs,
specialist
services
that
are
meeting
the
needs
of
people's
specific
specific
care
needs
and
their
cuts
around
that
the
need
to
consider
the
criteria
under
which
people
will
be
receiving
services.

So
option
seeds
said
it
would
be
looking
at
a
number
of
vulnerable
people
and
deciding
how
much
on
a
sliding
scale
would
be
given
to
each
of
those
services.
But
now
it
seems
you're
going
with
other
options
which
were
not
what
people
wanted
you're
now
going
with
an
option
which
says
15
percent
across
the
board.
So
if
I
could
question
you
on
that,
please
as,
secondly,
the
sensory
support
service
is
a
specialist
service.
We
support
people
with
complex
needs.
I
I
Information
is
there,
but
my
question
is
this:
the
sensory
support
service
provided
significant
evidence
and
data
to
the
commissioners
regarding
the
efficacy
and
value
of
its
service
for
the
consultation,
we
also
provided
the
highest
amount
of
response
from
its
citizens
and
service
users,
127
responses
from
services
21
from
carers,
as
well
as
responses
from
7
tenants,
a
Buckley
Court
who
were
well
enough
to
do
so.
A
total
of
148
responses,
the
next-highest
response
rate
from
any
other
provider
was
38
and
39
responses.
Many
other
providers
response
rate
was
19
or
less.
I
I
Given
the
high
rate
of
responses
from
sensory
support
service
users,
who
clearly
demonstrated
the
need
and
the
value
they
have
for
the
service,
provided,
why
has
this
significant
response
rate,
approximately
20%
of
the
total
and
34.9%
of
the
service
user
in
carries
responses
not
seemingly
been
taken
into
account
when
allocating
equitable
budget
cuts
to
a
specialist
service
that
serves
people
with
complex
needs,
as
voted
for
by
66
and
68
percent
of
the
citizens
who
chose
o2,
because
those
two
criteria
is
very
important.

a
little
bit
inappropriate
for
council

We
watched
you
two
get
a
chance
to
have
your
say,
but
as
members
of
the
organization
you
can,
you
have
many
avenues
at
your
disposal
to
make
sure

voice

organisation,
both
working
with
your
managers.
We've
set
up
systems
within
the
Council,
such
as
hot
coffee,
hot
topics,
where
any
member
of
staff
can
make
a
presentation
on
any
issue
to
any
member
of
cabinet

point
in
time.

no

it

there
has

something
where
there
are
services
out
there
and
people
haven't
known,

any

relation
to
this

of
that
I'm
actually
very
proud,
I'm,
very
proud
of
the
organizations
in
actually
responding
to
that
to
improve
their
services
and
now.
The
reason
why
there's
so
many
homeless
on
the
streets
is
because
of
government
cuts
in
welfare
benefits.
So
the
actual
number
of
homeless
people
that
we
are
accommodating
is
actually
increased.

cut
out
some
of
the
bureaucracy
that
exists,
particularly
when
clients
move
between
different
services.
You
make
sure
that
all
the
services
that
are
out
there
are
actually
joined
up
into
one
system
so
that
people
don't
fall
through
the
clap,
the
cracks
and,
in
fact,
we
we're
starting
this
year,
commissioning
of
a
new
service
for
people
homeless,
people
with
complex
needs
which

options

the

was
at
the

you
cutting

they

The
service
and
I
told
them

consultation

libraries
and
they
what
the
options
were
around
that
and
one
of
the
parents
very
vociferously,
said
close
all
of
the
libraries.
Those
services
aren't
important
in
know,
you're,
not
listening
or.

view
was,

we
do
not
want
to
pitch-
we

want
to
pitch
one
set
set
of
people's
needs
against
the
other,
but
their
view
was
that

services

so
vital
and

we

the
issue
that
the
drop-in
centers
for
many
adults
with
learning
disabilities

because
they

in
the
community
and
they
link
people

local
community

closing
those
drop-in
centers

moving
people
off
would
not
meet
the
same
need
and
I.
Think
it's
really
important.

raised
that
issue
to
give
recognition
for
the
fact
that
that
was
listened

those
proposals
were
removed
from
this,
these
cuts,
so
I
also
think
people
speaking
out

so
I
want

encourage
people

feel

It
is
worth
contributing
to
consultations,
because
things
can
change
and
people
can
be
listened

safe
routes

school
is
very
important.
We
want

carat
encourage
kids
to
walk
to
school
and
for
parents
and
guardians
to
feel
that
it's
safe
to
do
so.
The
consultation
proposals
were
initially
based
on
a
reduction
in
a
budget
of
155
thousand
pounds,
which
would
have
meant
that
funding
was
been
removed
from
around
half
the
school
cross
and
patrol
sites
and
Bristol,
and
subsequent
to
this
officers
undertook
a
comprehensive
reassessment
of
all
school
crossing
patrol
sites.

This
was
the
first
time
that
this
was
done
and
they
used
the
Royal
Society
for
the
Prevention
of
accidents,
national
criteria
and
as
well
as
doing
the
Surrey
assessment,
the
using
this
criteria.
They
also
went
and
visited
the
sites
and
actually
viewed
from
a
child's
perspective,
actually
what
it
was
like
as
a
child
taking
that
routes
into
school
and
using
these
assessments
and
listening
to
the
consultation
responses
and
the
proposal
is
to
limit
this
reduction
to
90,000
pounds.

a
result,
only
24
active
sites
were
funding
and
15
of
which
I'm
having
an
engineer
crossing
and
in
the
consultation.
There
was
an
overwhelming
responses
about
one
engineer
crossing
which,
although
it
did
have
an
existing
engineer,
crossing
in
place,
was
felt
that
the
environment
was
still
not
great
for
it
for
children
to
walk
to
school,
and
so
it
was
felt
that
that
needed
to
be
kept,
and
so
that's
Hillcrest,
Primary
School
and
Wales
Road,
and
so
we
listened
there
and
and
we
axe
it.

So
this
means
that
we're
we've
ensured
that
all
school
crossing
patrols
who
meet
the
National
Road
Safety
guidance,
as
well
as
the
consultation
proposals,
are
retained,
which
means
that
56
schools
have
52
sites
in
total
and
we
remain
absolutely
committed
to
ensuring
children
walk
to
school
safely.
So
we're
looking
at
this
through
other
schemes,
improving
engineered
crossings
looking
at
actually
how
we
work
with
schools
around
busiest
junctions
and
school
routes
and
to
deliver
and
other
mitigations,
and
also
education
around
good
school
crossing.

initial
proposal
to
remove
the
service
was
met
with
you

understandable,
anger
by
parents.

was
felt
that
the
initial
proposal

done
without
reference
to
the

the
dangers
of
the
the
wells
road,
which
is
one
of
the
busiest
in
Bristol.
For
example,
the
evidence
presented
about
the
average
speed
of
cars
being
eight
miles
per
hour.
That
doesn't
really
reflect
the
speed
of
cars
going
through
the
cross
in
and
it
kind
of
led
to
feelings
that
the
proposal
be
made.

this

important
to
recognize.

know
just
how
much
we've
set
out
in

the
face

The
government
in
some
sense
at
the
moment,
is
trying
to
drive
the
car
100
miles
an
hour
while
changing
the
wheels,
and
that
is
is
a
massive
challenge.
But
what

you
have
seen
is,
irrespective
of
vast,
our
starting
point.

leadership,

willing
to
listen
and
engage

take
people
on

council

available
toilets
is
important
for
Bristol
residents
and
visitors
to
the
city,
but
the
existing
council
run
sites
that
are
not
fit
for
purpose
and
do
not
present
value
for
money.
So
we
put
forward
a
number
of
options
proposals
through
the
your
neighbourhood
consultation,
which
clue
it
included
investment
in
a
business
community
scheme.
As
a
way
of
reminder
for
those
of
you,
the
options
on
the
table
were
to
close
the
18
public
toilets,
raise
awareness
of
where
publicly
accessible,
toilets
are
and
introduce
a
new
business
community
toilet
scheme
option
two
was
closed.

toilets

invest
thirty
thousand
pound
in
just
keeping
one
open
an
option.

to
close
the
public
toilets
as
provide
no
alternative
provision
and
save
an
additional

We
have
carefully
considered
the
feedback
from
the
consultation
and
they
support
the
implementation
of
a
new
business
community
toilet
scheme.
Our
intention
is,
is
to
propose
to
work
with
a
range
of
partners
so
that
the
proposed
scheme
has
the
confidence
of
all
communities
here
in
Bristol.

The
key
elements
of
that
scheme
to
be
successful
will
be
to
recruit
local
businesses,
community
sector
organizations,
supermarkets,
corporate
and
chain
restaurants,
hotels,
pubs
and
public
organizations
to
open
up
their
toilet
facilities
to
the
public.
The
aim
is
to
establish
a
network
of
up
to
50,
publicly
available
accessible
toilets,
and
that
will
be
nearly
treble
the
number
of
toilets
already
that
we're
planning
on
closing
informal
talks
with
businesses
already
in
the
development
of
these
proposals
have
shown
that
the
final
number
of
toilets
may
well
be
in
excess
of
this
target.

The
equalities
impact
assessment
set
out
how
the
proposal
could
negatively
impact
on
disabled
people,
older
people,
women,
families,
small
children
and
transgender
people.
The
key
mitigating
measure
is
to
ensure
that
in
introducing
a
new
business
community
model
that
people
will
know
about
and
will
be
able
to
use,
toilets
that
are
set
in
business
and
community
buildings
is
successful.
As
I
said,
we
could
increase
the
provision
of
toilets
many
fold
across
the
city.

We've
considered
provision
for
homeless
people,
so
they
were
concerned
that
homeless
people
would
be
less
well
provided
for
by
a
community
toilet
scheme.
Well,
the
council
will
continue
to
work
with
scent
Mungo's
to
develop
an
appropriate
solution
for
homeless
people,
and
this
could
include
making
information
available
about
toilet
facilities
which
welcome
homeless
people
or
having
a
dedicated
site.

These
were
concerns
that
were
that
there
are
a
few
local
businesses
in
the
vicinity
of
the
toilets
on
the
Downs,
which
could
provide
alternative
provision.
Our
officers
have
been
talking
to
merchants
venturers
and
the
dance
committee
to
find
a
solution
to
toilet
provision.
Once
this
Bristol
City
Council
can
no
longer
fund
provision
on
the
Downs
and
finally,
provision
of
probably
accessible
toilets
across
the
city.
This
will
be
a
core
aim
of
the
scheme.
At
least
70%
of
the
provision
must
be
and
will
be,
wheelchair
accessible.

The
council
aims
to
increase
our
changing
places
provision,
and
this
could
also
include
mystery
shopping
by
Bristol
physical
access
change,
who
we
work
with
on
a
regular
basis,
so
we
want
to
initiate
a
smooth
transition
from
the
existing
arrangement
to
the
new
one.
So
we're
also
so
in
terms
of
communicating
and
letting
people
know.
What's
going
to
happen
where
we
recruit
businesses,
the
idea
is
once
the
decision
has
been
taken.
We
will
commence
the
recruitment
process
immediately
where
Bristol,
City,
Council
toilets,
are
closing.

The
aim
will
be
to
signpost
people
to
nearby
facility
before
closure,
so
that
there
is
no
reduction
in
the
service
in
the
short
term,
so
this
will
be
supported
by
a
dedicated
public
access,
toilet
page
on
the
council
website,
which
will
have
a
list
of
businesses
and
maps.
This
will
be
updated
as
the
scheme
grows
and
a
new
businesses
sign
up.

The
intention
is
that,
by
the
time
toilets
closed
at
the
end
of
January,
there
will
already
be
a
good
network
of
alternative
toilet
provision
with
clearly
recognizable
signage
and
an
online
map
to
help
people
to
find
them.
It
is
envisaged
that
the
hard
copy
printed
map
showing
full
and
greatly
expanded
list
of
participating
businesses
will
be
available
in
late
spring
2018
and
online
information,
as
I
said,
will
be
regularly
updated.

that

look

parts

bringing
forward
to
link
proposals
following
and
taking
into
consideration
the
responses
from
the
consultation.

The
first
proposal
showed
clear
support
for
resources
to
be
made
available
to
enable
community
meetings
and
communications
to
happen.
Bristol
City
Council's
aim
is
to
encourage
place-based
communities
to
self
organize,
create
a
welcoming
space
for
people
of
all
ages
and
backgrounds.
To
make
new
connections
build
on
what
strong
and
take
action
on
the
things
that
people
care
about.
Some
communities
have
access
to
suitable
meeting
places
free
of
charge
in
other
areas.
The
cost
can
be
prohibitive
with
no
funding.
There
is
a
greater
risk.
Venues
are
used
that
are
not
accessible
to
disabled
people.
P

But
the
idea
is
that
we
will
establish
six
area
wide
sill
and
section
106
committees
which
will
be
made
up
of
the
ward
councillors
for
those
six
areas.
The
purpose
of
each
of
the
committee
will
be
to
take
decisions
over
the
spend
of
the
local
element
of
SIL
and
devolve
section
106,
where
there
is
a
decision
to
be
made
about
what
and
where
that
section.
106
money
is
to
be
spent.
In
many
instances,
section
106
monies
are
already
set
aside
for
a
specific
project
and
therefore
the
only
decision
required
is
the
time
scale
for
delivery.

We
want
to
introduce
a
consistent
citywide
process
well
fit
the
bill.
Funding
is
available
to
all
community
groups
and
organizations
which
meet
the
criteria
and
are
best
place
to
deliver
priorities
agreed
by
area
committee.
Members
like
I,
said
input
in
consultation
with
local
communities
where
funding
is
approved
for
a
third
party
organization.
A
funding
agreement
and
appropriate
monitoring
arrangements
will
be
put
in
place.
So
we
are
suggesting
that
the
process
will
be
in
three
stages:
ward
members,
to
consult
their
communities
and
newly
established
self-organized
networks
to
agree
local
priorities.

The
area
committee
members
will
then
meet
agree
what
those
area
priorities
are
and
then
invite
and
then
finally,
the
decisions
will
be
made
in
committee
and
they
will
agree
how
that
money
will
be
spent
with
the
first
meetings
taking
place
in
around
June
of
July
2008
terms
of
reference
for
the
committee's
are
set
out
in
the
report.

would
like
to
point
out
that
nearly
50%
of
the
respondents
said
that
they
would
like
to
influence
decisions
using
online
platforms
and
suggested.

So
the
proposed
new
structure
brings
a
new
opportunity
to
improve
the
way
equality's
communities
engage
and
influence
their
neighbourhoods.
As
we
know,
the
barriers
to
equality's
communities
being
fully
involved
in
the
new
structure
are
the
cost
of
accessible
venues.
The
lack
of
outreach
to
encourage
marginalized
communities,
the
lack
of
resources
in
areas
without
social
capital
and
infrastructure,
and
the
community
led
work
may
not
ensure
the
views
of
equalities
groups
our
thoughts.
So,
finally,
this
proposal
will
meet
the
city's
vision
to
change
the
way.

by
declaring
an
interest.
I
spent
my
first
year
as
a
counselor
with
the
then
Council
of
Bev,
not
designing
the
neighborhood
partnership
system,
and
it
was
a
way
of
empowering
local
people,
certainly
not
empowering
counselors
when
in
carrying
empowering
local
people
with
the
lightest
possible
touch
in
terms
of
its
relationship
with
the
City
Council.
In
order
to
secure
the
transfer
of
funds
when
that
was
up
and
running,
the
last
administration
started
saddling
it
with
increasing
administration
more
and
more
City
related
hardware
and
stuff
standardization.

Basically,
we
took
more
money
out
of
this
building
in
terms
of
making
decisions,
I
put
it
down
with
the
people
that
wanted
those
decisions
made,
and
secondly,
we
had
a
program
for
rolling
out
a
differentiation
across
the
city
for
different
areas
of
the
city
that
had
different
demands
and
greater
need
that
was
never
rolled
out
by
mayor
Ferguson.
It
was
there
right
at
the
beginning,
many
of
your
colleagues
have
denied
it
was
ever
there.
It
was
absolutely
there
from
the
beginning
and
we
sold
it
on
that
basis.

was
a
progressive
movement
over
time
that
was
gradually
going
to
make
this
city
much
fairer
and
much
more
representative,
and
you
finally
completed
the
Smashing
of
it
and
I
am
very,
very
sorry
that
this
is
going
on.

thing
that
really
sticks
in
my
throat
to
things
of
all
the
many
many
consultation
meetings
that
I
attended
and
so
many
other
people,
a
citizens
attended
I
think
I
have
never
been
so
impressed
at
the
lack
of
knowledge
of
the
people
that
were
trying
to
tell
the
residents
what
they
already
knew.

understand
fundamental
things
like
the
differences
with

and
with

which

pretty

people,

many
people
knew

those
implications
were
far

than
the
people

officers

tell
people

already

there

people
queuing

make

reading

hearing

the
value
of
small
local
grants
that
enable
them
to
go
out
there
and
win
other
bigger
grants.

get

funding

they've
got

funding.

grant
now

looking

other
grants
from
funds
and
trusts
and
donors
and
local
businesses,
so
we're
undermining
empowerment
by
taking
away
those
small

grants
and
well-being,
funds

made
in
the
statement-
is
that
by
asking
people
to
take
on
managing
the
facilities,
the
parks
and
the
buildings,
especially
you're,
doing
something
that
actually
absorbs
their
energy
and
takes
away
from
doing
what
they
want
to
do
in
their
neighborhoods.

most
people
didn't
set
up
a
community
group
to
run
a
building.

set
it
up
to
help
children
older
people
reading

other
activities
that
are
happening
across
the
city
day
in

out
using
buildings
or
using
parks,

health
well-being,
confidence

those
other
things
for
for
people,

old.
They

to
end
up
trying
to
run
a
building
instead
and
that
again,
this
empowers
them
all.
The
groups,
the
vasca
radium
the
other
day,
I
attended.
They
made
community
buildings
and
assets
the
theme
of
the
meeting
for
the
voluntary
sector
for
this
year's
AGM-
and
they
said
it's
really
hard.

again,
to
me,
that's
disempowering
people,
it's
not
it's
not
giving
control
back
to
people.
It's
giving
them
a
burden
of
an
asset
to
manage
and
it's
really
hard
and
some
of
those
assets
are
going
to
fail
because
they've
got
volunteers
running
them.
So
those
are
some
of
my
concerns
and
I'm
making
a
number
of
things
are
here,
but
obviously.

in

response
to

met
with
the
members

the
other
parties

housing
board

this
report
as
a
springboard
for
reintroducing
the
area
housing
committees
on
the
basis
of
the
six
areas
here,

often
forgotten.
When
the
neighbourhood
partnerships
were
created,
the
bodies
to
support
tenant
involvement
were
actually
dismantled,
and
this
seems
to
me
an
opportunity
to
rebuild
the
tenant
involvement.

tenants

city
and
a
framework
for
tenants
to
be
involved,
for
instance,
in
the
future
discussions
about
how
sale
section,

and
other
things,
because
one
of
the
things
that
we
saw
was
unfortunately

I
haven't
necessarily
got
theory
for
this
I'm
sure
Antony
may
have
one
is
that
we
saw
the
involvement
of
tenants
in
the
neighborhood.

devolve
to
almost
nothing,
and
so,
although
we're
we're
changing
one
system
here,
it's
also
given
us
the
platform
and
the
basis
to
reintroduce
the
network
and
system
for
involving
our
27,000
council.

Firstly,

council

elders
said
that
you
know
a
lot
of
people
didn't
set
up
their
organizations
to
run
buildings

I
am
inundated
every
week
with
requests
from
community
businesses.
Social
enterprises
read
residents
all
asking
for
a
building.
They
want
to
set
up
a
small
business
or
they
want
to
set
up
a
new
project.

So
I
would
call
into
question
your
view
about
whether
or
not
people
don't
want
to
be
managers
of
buildings.
People
want
buildings
and
they
see
that
as
a
sustainable
results
for
them
going
forward
and
there's
nothing
to
stop
developing
a
community
asset
that
all
communities
and
groups
in
local
areas
can
benefit
from
in
terms
of
the
missing
fill
that
people
keep
talking
about
decisions
that
were
made.

previous
neighborhood
partnerships
in
respect
to
the
use
of
SIL
and
all
section
106
fundings.
They
will
be
brought
to
the
committee

consideration

council
in

people
to
forget
about

with
you
to
ensure

we're
proposing
through
the
new
sill

kind

works

blends

some

advice,
grant
funding
agreements

April
2018
to
March
2019
and
councillor

This
is
your
report.

All
right,
I'm,
very
good,
I'm
gonna,
be
quick
on
this
run,
so
a
report
was
brought
to
cabinet
on
the
6th
of
September
2016
to
extend
the
current
advise
grant
funding
agreements
to
July
2017.
Whilst
the
whole
system
approach
was
taken
in
relation
to
advice,
provision
across
the
city
800,000
pounds
worth,
the
savings
were
to
be
made
out
of
an
estimate,
estimated
spend
on
information
and
advice,
services
of
8
million
pounds.
P
However,
the
savings
target
remained
the
same.
In
1718
we
made
a
three
hundred
thousand
pound
reduction
with
half
a
million
pounds
still
to
make
in
1819,
and
our
challenge
has
been
to
make
the
saving
without
impacting
outcomes
for
our
citizens.
Despite
many
varied
attempts
to
deliver
the
full
amount,
it
has
not
been
possible
to
find
this
level
of
saving
in
January
2017.
P
We
extended
the
agreements
to
31st
of
October,
and
then
we
took
a
further
decision
to
extend
until
the
31st
of
March
2018
the
agreement,
so
that
we
could
do
some
further
work
on
redesigning
the
service.
We
have
therefore
focused
on
identifying
the
maximum
amount
of
saving
that
can
be
made,
whilst
protecting
citizens
and
being
sensitive
to
the
current
situation.
P
These
challenges
are
evident
in
the
current
context
of
rising
need
and
at
the
same
time,
we
recognize
that
there
are
issues
with
the
existing
way
that
advise
information
and
guidance
is
delivered
here
in
the
city,
and
there
is
a
need
to
implement
this
whole
system
approach.
Moving
forward,
we're
currently
consulting
on
a
reduction
on
the
level
of
savings
from
500
K
to
250
K,
and
this
will
require
formal
approval
as
part
of
the
council's
budget
setting
process
in
2018.

highlight
the
great
importance
of
welfare
information
and
voice
services,
both
those
that
are
run
in-house
by
the
council
and
also
those
run
by
social
enterprise
providers
such
as
the
North
Bristol
advice
center,
which,
as
you
know,
is
based
in
Lockleys
and
serves
the
whole
of
the
northern
arc.
These
advice
services
are
the
first
lines
of
defense
for
vulnerable
people
against
falling
into
crisis.
They
offer
debt
advice
and
support
people
to
claim
benefits
they
are
entitled
to
and
to
appeal
on
fair
benefit
decisions
where
necessary,
they
really
aren't.

They
protect
people
against
the
effects
of
austerity.
My
concern
is
the
cumulative
impact
of
cuts
to
welfare,
our
money,
the
information
and
advice
at
a
time
of
increasing
need
for
such
services,
because
I
do
realize
that
there's
going
to
be
some
reduction
to
the
in-service
rammus
reduction
in
the
information
and
guidance
advice,
workers
in
children
centres,
as
well
as
some
reduction
in
funding
to
the
locality
advice
providers
such
as
North
Bristol
advice
centre.

The
combined
effects
of
these
reductions
are
likely
to
result
in
increased
levels
of
debt,
homelessness
and
family
breakdown
and
a
risk
of
deepening
inequalities,
and
so
really
just
as
a
supplementary
question.
I
just
want
to
ask
whether
you
can
reassure
us
as
mayor
and
cabinet
that
you
will
prioritize
these
welfare
and
advice
services
in
your
efforts
to
address
inequalities.
And
would
you
update
us
on
efforts
to
identify
other
potential
sources
of
funding
to
make
up
for
this
reduction,
perhaps
by
looking
at
youth
use
of
the
one
City
fund
through
the
one
city
plan.

is

that

value

as
further
development
through
a
scrutiny
inquiry
day
that
it
was
an
overall
reduction
in
funding
for
this.

we
received

imagination
and
openness,
grant
applications
for
the
culture
and
investment
program
total
in
1.5
million
pounds
a
year
now,
applications
went
through
a
two-stage
panel
process.
The
first
had
officers
from
our
finance,
equalities
and
arts
and
events
teams
who
scored
each
application
and
came
together
with
came
together
with
our
policy
and
culture
team
to
discuss
and
make
recommendations.

through

to
questions
of

effectively,
10%
of
the
total

astounded
that
our
application
could
have
been
considered
to
have
been
judged
fairly
without
this
information.
Secondly,
we
have
received
contradicting
feedback
that
Zion
scored
highly
on
increasing
participation
in
arts
and
events
across
the
city
with
examples
of
previous
work
and
nice.
Grassroots
delivery,
but
we
were
not
strong
on
naming
intended
impacts
or
evidence
of
outcomes,
I'm
not
sure
how
we
could
have
achieved
one
without
the
other.

the
cabinet
to
change
this
decision
and
also
just
having
been
here
and
listening
to
this
meeting
tonight.

don't
so
like
to
point
out
that
we
already
support
the
council
by
offering
public
toilets
we
offer
to
help

library

well-being
services
and
we
are
here
to
help
the
council,
and
it
would
be
great
just

crisis

poor
air
quality
and

results

300
people

year
dying.

a
result,
Bristol's
bus
fleet
accounts
for
approximately
23
percents
of
nitrogen
dioxide
emissions,
which
is
one
of
the
most
health
harming
air
pollutants,
and
so
cleaning
up
the
most
polluting
services
is
absolutely
essential.

be
targeting
our
year

two

three
services
and
in
order
for
us
to
starts
working
towards
improving
our
air
quality
and
back
in
August,
we
managed
to
secure
funding
to
invest
in
a
refueling
station
and
110
bio
gas
buses.

essentially

another
business.

led
by
us

time,
supported
by
our
West
of
England's
local
authority
partners
and
to
apply
for
funding
to
retrofit
some
of
the
most
polluting
buses
and
to
bring
them
up

a

This
report
is
about
bringing
together
two
key
aims,
one
to
replace
rationalize
and
upgrade
the
CCTV
estate
and,
at
the
same
time
develop
a
sustainable
replacement
model
for
the
future.
Two
to
optimize
the
fiber
network.
Two
in
order
to
support
the
development
of
smart
city
services
such
as
telehealth,
the
existing
1700
CCTV
asset
base
across
the
council
is
outdated,
non-compliant
and
in
some
places,
unsupported
maintenance
and
replacement
is
reactive,
disparate
and
inefficient.

Consolidation
of
the
CCTV
asset
base
will
provide
the
opportunity
to
negotiate
best
value
contracts
and
deliver
a
structured
program
of
maintenance
and
replacement
on
a
future
base
of
1,500
cameras.
The
business
case
invests
in
the
acquisition
installation
of
500,
pan
tilt
and
zoom
CCTV
cameras
for
traffic
and
security,
and
thereafter
it
aims
to
reinvest
a
portion
of
the
new
income
from
the
smart
city
applications
into
the
replacement
of
a
further
1,000
CCTV
cameras
and
then
on
going
into
a
sustainable
replacement
program.

exciting
piece
of
work
which
will
not
only
deliver
real
benefits
for
citizens
immediately
through
improved
CCTV,
but
also
has
the
potential,
through
smart
city.

telehealth
to
deliver
huge
future
benefits

NHS
and
those
in
need
of
help
and
support
in
the
home.

been
developed
and
the
proposal
is
for
Bristol
City
Council
to
operate
and
maintain
the
network
across
across
the
West
of
England
area,
on
behalf

other
local
authorities
contracting
for
back-office
support
for

minimum
period
of
three
years.

benefits
of
the
proposal
include
putting
Bristol
on
course
to
be
run
entirely
on
clean
energy
by
2050,
by
accelerating
the
transition
to
electric
vehicles,
supports
the
strategy
for
Transport
and
any
energy
infrastructure,
also
long
term
income
generation
for
Bristol
city
council
reduction
in
air
pollution
from
transports
by
encouraging
the
switch
to
electric
vehicles.
The
project
is
in
step
with
the
process
of
making
charge
charge
points
accessible
across
the
whole
city.

maintain

local
flood
risk
management
strategy,
setting
out
how
flooding
will
be
managed
in
the
Bristol
City
Council
area,

conjunction

partner
organization.

strategy
is
a
statutory
document,
but
includes
actions
that
are
both
statutory
and
discretion,
its
discretionary
eg
aligning
with
the
mayoral
priorities.
All
data
tree
management
acts
actions
are
included
within
the
council's
existing
budget
envelope.

some
long-term
mitigation
action
under
the
proposed
strategy
may
lead
to
significant
capital,
investment
and
infrastructure
development,
which
is
subject

full
business
case
approval.

funding
source
for
these
schemes
have
not
yet

identified.

is
between
100
million
and
200

schemes
will

younger,

the
bath
is
a
Victorian
grade,
2
listed
building,

was
listed
as
an
asset
of
community
value
in
May
2016,
but
it
has
been
in
significant
disrepair
for
many
many
years
opened
in
1889.
It
provided
hot
baths
and
swimming
pool
in
what
was
an
area
described
as
just
deprived
130
years
ago.

The
baths
closed
in
1970s
and
converted
into
a
community
managed
dance
and
at
the
end
of
the
70s
until
2016.
Since
that
time,
it
has
been
temporarily
managed
and
occupied
by
art,
space,
nice
space
for
dance,
music,
art
and
community
activities,
neither
of
which
of
these
organ
could
generate
any
rental
income.

Consultants
carried
out
the
detailed
stakeholder
consultation
resulting
in
a
feasibility
study
which
came
forward
in
January
of
this
year
following
a
public
meeting
in
February
2017,
the
Council
of
the
building
to
third
sector
organizations
and
a
two-stage
selection
process
was
embarked
upon.
The
cat
selection
panel
community
asset
transfer
made
was
made
up
of
local
councillors.
Principal
city
council
staff
and
the
chief
exec
of
st.
George's
was
also
on
the
panel,
and
they
interviewed
the
applicant,
which
were
four
bidders.

to
be
noted,
provision
exists
within
the
proposed
lease
to
create
future
revenue
share
to
the

Fusion
lifestyle
scored
the
highest
of
both
bidders
and,
on
the
basis
of
that,
the
selection
panel
are

a
35
year
lease
without
a
break
option.
The
rent
will
be
abated
to
peppercorn
for
as
long
as
the
tenant
complies
the
service
agreement
will
be
monitored
annually
and
reviewable
every
five
years,

it
sets

minimum
times

which
the
property
should
be
available.

2018
we

hand
over

lease
to

repairs
will
be
undertaken

grant
