time

the
council.
Incredibly,
just
put
it

record

grateful
we
are
to
John
for
his
work
over
the
past
four
years,
building
a
better
place
for
people
to
live
when
I
first
joined
the
council
when
they
come
over
from
public
health.

Again,
it
was
is
great,
just
a
chance
to
meet
him
when
I
was
working
in
the
public
health
team
and
among
his
many
accomplishments
are
the
leading
role
he
played
in
Bristol
becoming
a
unesco
learning
city
and
putting
a
focus
on
education,
all
its
forms
and
overseeing
work
to
improve
access
to
education
across
all
age
ranges
and
in
all
communities.
So
it's
worth
putting
on
record
our
thanks
for
the
for
the
hard
work
he's
put
in
to
Bristol
City
Council
and
the
city
at
large,
so
on
to
our
substantial
items.

But
we
do
feel
it's
time
to
refresh
that
now
and
there's
there's
a
number
of
reasons
for
that.
Firstly,
it's
a
good
opportunity
to
pause
and
look
at
what
we've
achieved.
We
do
have
less
children
in
care.
We
do
have
a
better
experience
for
our
care
leavers
and
we're
starting
to
broaden
the
corporate
parenting
conversation
so
that
it's
not
just
a
conversation
that
happens
within
the
City
Council
and
our
most
obvious
partners.
But
it's
a
conversation.
C
And,
finally,
the
children
of
Social
Work
Act
of
2017
is
enshrining
into
law
principles
of
corporate
parenting
for
the
first
time,
and
it's
also
talking
about
the
extended
duties
that
we'll
have
to
care
leavers.
So
Bristol
wants
to
be
really
clear
on
our
commitment
as
corporate
parents
and
our
focus
on
giving
both
those
children
the
best
possible
experience,
but
also
we
want
to
be
almost
ahead
of
the
curve
on
on
some
of
the
things
in
that
in
that
act.

The
children
also
want
the
opportunity
for
security
and,
where
possible,
for
permanence,
in
their
placements,
through
longer-term
placements
and
staying
put,
which
means
staying
with
foster
families
or
close
by
post,
18
and,
frankly
again,
in
order
to
offer
that
we
need
to
treat
our
foster
carers
as
the
VIPs
that
they
are
in
the
city.
Without
these
families
opening
up
their
homes
and
their
own
families
to
often
really
vulnerable
young
people,
we
we
would
be
really
lost
and
those
foster
carers
give
those
children,
the
safety,
comfort
and
support
that
they
so
desperately
need.
C
Again,
that's
a
conversation
with
the
wider
city
in
terms
of
asking
businesses
to
support,
fostering
wherever
possible,
either
as
employers
or
offering
concessions,
discounts
rates,
preferential
rates,
etc.
Too
often,
quite
large,
foster
families,
but
we
also
have
something
to
do
in
the
council
as
well,
which
is
to
bring
the
fostering
conversation
and
foster
carers
into
other
areas
of
the
authority
and
to
consider
them
when
we're
making
some
of
the
other
decisions
that
are
not
always
obvious
how
they
affect
foster,
foster
carers.

We
also
want
to
ease
the
burden
on
young
people
when
they
leave
our
care,
so
we're
working
at
the
moment
to
towards
exemption
from
council
tax
for
our
care,
leavers
and
I
hope
to
be
able
to
update
on
that
very
soon.
The
creation
of
Bristol
youth
Maps
is
designed
to
offer
support
to
young
people
as
they
start
to
make
big
decisions
around
housing,
so
we're
trying
to
keep
families
together
wherever
possible,
but
where
there
is
breakdown
or
uncertainty,
we
want
to
have
those
conversations
as
early
as
possible
to
protect
young
people.

We
must
remember
that
in
2014,
Bristol
City
Council
was
rated
inadequate
as
an
authority
and
respective
outcomes
for
care
leavers.
We've
done
a
lot
to
improve
that.
Since
then,
we
think
that
our
care
leavers
have
got
access
to
a
really
excellent
service
and
we
feel
they've
got
a
strong
voice
in
the
city,
but
there's
still
a
long
way
to
go
specifically
in
terms
of
educational
attainment,
for
children
in
care.
Just
over
40
percent
of
care
leavers
are
likely
to
become
NEET,
not
in
employment,
education
or
training.
C
It's
a
national
trend
and
we
sit
on
that
national
trend,
but
that
doesn't
make
it
acceptable
at
all.
The
learning
city
partnership
is
working
to
offer
apprenticeships
and
work
experiences
to
all
Bristol
children
and
I
want
to
make
sure
that
looked
after
children
are
frankly
at
the
top
of
that
list,
and
we
as
corporate
parents,
do
know,
though,
that
the
the
attainment
is
in
education.
C
It
starts
at
school
and
we
need
to
look
at
attendance
throughout
school
and
ensure
we
do
everything
we
can
to
support
our
children
through
their
educational
life,
going
from
simple
issues
like
homework
clubs
and
support
with
homework
right
through
to
challenging
than
a
high
number
of
exclusions
that
we've
got
in
Bristol
schools.
So
my
final
point
is
that
this
strategy
signals
a
wider
transformation
that
we
will
be
bringing
to
cabinet
soon.
Our
strengthening
strengthening
Families
program
will
be
a
whole
system
approach
and
that's
going
to
tackle
some
of
our
biggest
issues.

strengthening
Families
program
will
start
to
underpin
the
corporate
parenting
strategy
and
allow
our
extremely
dedicated
and
committed
foster
carers,
social
workers
and
social
work
management
teams
to
ensure
the
best
possible
childhood
for
our
young
people
in
care,
which
is
exactly
what
we
should
be
doing.
As
corporate
parents.

particularly

the
hope

learning
education
challenge

planning
to
work
together,

the

council

we've

no

very
quiet.
Voices
on

our
role
of
corporate
parent

areas

we
should
be
getting
on
and
doing.

haven't
always
had
great
results,
as
you
pointed
out,
and
it's
unacceptable,
and
we
really
want
to
champion
it
and
I'm
really
chuffed
that
you're
in
the
driving
seat
there.

even

we
do

not

asking

we

is
a
report
that
seeks
approval
from
Cabinet
to
accept
external
funding
from
the
Arts
Council
England
1.3
million
pounds
a
year
for
four
years
to
support
our
museum
service
as
a
national
portfolio
organization,
and
this
is
a
status
that
means
that
we
will
continue
to
be
seen
as
one
of
the
country's
leading
museum
services,
bringing
both
national
and
international
opportunities
to
the
city
and
the
service
and
also.
Secondly,
we
want
to
accept
half
a
million
pounds
a
year
for
four
years
to
lead
the
development
of
museums
across
the
whole
of
the
southwest
region.
A
So
both
you
know,
speaking
to
the
strength
of
our
city
offer,
but
speaking
to
the
strength
of
the
the
leadership
that
we
as
a
city
in
a
museum
service
offers
across
the
whole
of
the
southwest
and
a
museum
development
southwest,
there's.
Actually
a
hundred
percent
externally
funded
project
which
we
host
on
behalf
of
the
region.
That's
part
of
our
leadership
role
in
the
sector,
so
for
seven
million
pounds
coming
through
Bristol
into
our
museums
across
the
southwest
a
part
of
a
wider
approach.

have
to
continue
to
try
and
draw
in
with
the
investment
to
Bristol,
which
is
so
vitally
needed,
and
it's
just
worth
recognizing
the
role,
the
major
role,
our
museums
play
in
making
Bristol
a
city
that
is
so
often
named
as
one
of
the
best
places
to
live
now.
We
know
there
was
very
strong
qualifications
to
that.
It's
not
the
best
place
to
live
for
everyone,
but
we
do
appear
in
these
rankings
with
over.
A
You
know:
over
a
million
visits
to
capsule
manage
museums
every
year,
half
of
them
passing
through
the
doors
of
the
EM
shed
making
it
the
most
visited
free
attraction
in
the
southwest
and
I.
On
a
recent
visit
to
the
museum
at
the
top
of
parse
tree,
the
classic
one
that
we've
all
been
to
as
kids.
Those
of
us
that
are
growing
up
here
was
actually
really
blown
away
by
the
scale
of
the
operation.
A
There
I
all
the
artifacts
that
were
behind
closed
doors
that
are
being
looked
after
they've
all
of
the
universities,
Chinese
students
over
working
on
some
of
the
Chinese
exhibits
that
were
behind
the
doors
as
well.
The
loaning
program
that
goes
on
between
Bristol
museum
and
and
and
museums
around
the
world.
Absolutely
an
incredible
operation.
Iii
really
just
just
began
to
get
some
insight
into
you.

status

Council
recognizing

work

Bristol
does

being
both
a
regional

national

mentioned

Bristol.
And
we
all
look
at
them
as
you
do
slightly
awry
being
the
best
place
to
live
because
as
you've
said,
it
isn't
for
every
every
part
of

city.

work
to
make
sure
that
those
benefits
go
to
every
every
part
of
the
city.
But
in
at
the
end
of
the
year,
you
might
have
recognized
that
Bristol
got
museum
destination
of
the
year
2018
from
the
luxury
Travel
Guide
Awards,
and
we
know
that
lots
of
people
do
come
into
our
museums
and
come
into
our
visitor
attractions.
But
it
is
also
I
think
the
work
that
the
team
do
about
targeting
visits
and
the
learning
from
those
visits
at
the
key
sectors
within
our
own
City.

The
noise
quotient
goes
up
exponentially
during
those
those
days,
but,
as
I've
said
in
the
report,
those
three
categories
alone
are
25%
of
the
Bristol
population,
but
only
10%
of
the
museum
attendances.
So
it
is
something
that
we've
really
got
a
target
to
work
harder
on
getting
people
there,
because,
as
you've
said,
the
you
know
the
resources
that
we've
got
there
and
what
they
can
learn
about
their
city
about
the
world
around
them
is
really
valuable.
So
it's
so
it's
a
great
endorsement
like
us.

The
Arts
Council
is
also
finding
its
money's
a
bit
tighter
these
days.
So
the
fact
that
we've
been
able
to
maintain
that
relationship
with
the
Arts
Council
that
they
recognise
the
regional
role
of
our
museums
and
that
we
are
continuing
to
target
priority
audiences
I
think
our
ought
to
be
welcomed.

had
full
sight

the
exempt
appendix
referred
to
in
the
report

interest

openness
and
transparency
I'm
not
intending
that.

discussed
this
item
in
exempt
session,
although
obviously,
if
cabinet
members
wish
to
raise
any
specific
detailed
reports
about
the
particular
matters
only
exempt
appendices,
it
may
become
necessary
for
us
to
enter
into
exempt
session
to
enable
that
to
happen.
But
I'm
gonna
ask
Catala
cheney
to
introduce
this
report
like.

It
or
not,
usually
not
we're
tied
into
various
historical
PFI
contracts,
borrowing
that
took
place
in
to
build
things
like
schools
and
legislators
in
the
past.
This
report
deals
with
the
existing
pfoa
contract
for
the
Henry
Blosser
Center,
which
has
been
operated
on
behalf
of
the
council
for
the
last
five
years,
with
twenty
years
left
to
run
under
this
PFI
agreement.
The
contracts
have
borrowed
the
money
to
build
the
facility
and
then
operate
the
facility
for
25
years.
H
At
the
time
they
borrowed
the
money,
interest
rates
were
high
and
the
key
risk
that
the
banks
were
concerned
with
was
whether
the
facility
would
be
built
on
time
and
so
on
on
budget.
It
is
a
regular
feature
of
PFI
contracts
that
once
the
facility
is
built
and
the
risk
is
removed,
the
contractor
may
seek
to
refinance
the
project.
The
contractor
has
approached
the
council
to
pursue
a
refinancing.
H
The
refinance
in
may
only
go
ahead
if
the
council
agrees
and
the
PFI
contract
itself
stipulates
how
the
gain
from
refinancing
should
be
shared
between
the
contractor
and
the
council,
with
interest
rates
much
lower
than
when
the
original
financing
was
agreed
and
the
build
risk
having
gone
away.
The
council's
forecasts
share
of
the
refinancing
is
2.3
million
pounds.
We
are
proposing
to
take
this
as
a
lump
sum
now,
rather
than
as
a
reduction
to
the
ongoing
payment.

The
count's
has
engaged
its
own
legal
and
financial
advisors
who
have
provided
reassurance
about
the
legal
documentation
and
the
financial
robustness
of
the
proposal.
The
recommendations
confirm
cabinet's
agreement
to
grant
consent
to
the
contractor
and
it
gives
delegated
authority
to
officers
to
conclude
the
financial
transaction.
All
of
this
in
mind
I'm
pleased
to
bring
this
to
cabinet
today,
not
least
because
it
should
bring
us
in
over
two
million
pounds,
which
is
much
needed.
I
You
yeah
yeah
I'm,
a
member
of
awesome,
so
I've
had
sight
of
the
reserve
documents
as
well
and
I'd
like
to
congratulate
councilor
Cheney,
particularly
David
Tully,
as
well
on
what
I
think
is
a
remarkably
soft
work,
sizable
sum
of
money
and
be
happy
to
offer
in
my
credit
cards
afterwards
and
see
if
you
can
just
look
over
those
as
well
and
see
if
we
can
know
if
there's
any
other
PFI
deals
that
can
take.
This
is
scrutiny
owing.
That
would
be
a
good
move
as
well,
because
I
think
it's
remarkable
piece
of
work.

H
Marlon,
as
a
council,
we
are
required
by
law
to
provide
an
estimated
position
on
the
collection
fund,
for
both
the
council
tax
and
business
rates
in
January
to
enable
the
preceptor
is
to
incorporate
their
share
of
any
services
or
deficits
as
part
of
the
calculation
of
their
budget
requirements.
This
report
has
been
considered
by
overview
and
scrutiny
and
is
intended
to
be
considered
by
full
count
so
next
week,
as
it
must
be
determined.

My
full
counsel
for
this
year
we're
estimating
a
very
small
deficit
on
the
council
tax
of
thirty
six,
thirty,
seven
thousand,
which
should
be
seen
in
the
context
of
estimated
council
tax
receipts
of
some
226
million.
The
small
deficit
will
be
a
portion
between
the
three
preceptors,
the
council,
Aven
foreign
rescue
and
even
sunset
police
and
crime
Commissioner,
as
set
out
in
the
body
of
the
report.

With
regard
the
business
rates
this
year
has
been
the
first,
where
Bristol
has
been
part
of
the
business
rate
retention
pilot,
which
enables
authorities
who
signed
up
to
devolution
deals
for
a
limited
period
to
benefit
for
business
rate
growth
in
the
area.
It
does,
however,
mean
the
council
no
longer
receives
any
revenue,
support
grant
from
central
government
and,
in
addition,
pays
a
higher
initial
tariff
back
to
government
on
his
business
rates
after
the
termination
tops
life
of
the
government
tariff.
H
Ninety-Four
percent
of
what
is
left
is
retained
by
the
City
Council,
four
percent
to
wacker
and
one
percent
for
fire
and
rescue.
There
is
a
significant
deficit,
estimated
for
2017
2018
on
the
back
of
a
high
number
of
successful
appeals
to
the
valuation
office,
which
were
determined
after
the
session
of
the
budget
for
this
year.
This
deficit
is
down
to
the
historic
back
dainty
back
dating
of
the
amounts
that
have
to
be
reimbursed
included
with
the
successful
appeals
are
one
for
a
large
local
power
station.

This
resulted
in
a
total
refund
of
3.9
million
to
the
power
station
and
a
fir
the
repayment
to
the
government
of
six
point.
Three
million
of
previously
awarded
transitional
protection
payments,
because
the
appeals
are
historic.
A
large
share
must
be
borne
by
the
government,
as
I've
already
said,
is
intended
that
council
get
opportunity
to
consider
this
in
the
next
meeting
and
I
therefore
recommend
that
we
refer
the
reports
full
Council
to
consider
and
agree.
The
surplus/deficit
accounts
all
complies
with
statutory
requirements.

Hello

happy
New
Year
to
you
I've
got
two
crucial
points
on
this.
Firstly,
the
council
tax
part
and
the
council
tax
reduction
scheme,
and
my
suggestion
in
the
statement
is
looking
into
how
the
estimates
of
the
relief
given
by
council
tax
reduction
have
changed
so
much
since
summer.
In
the
summer
we
were
looking
at
relief
of
about
41
million
and
in
the
paper
before
you,
it
says,
38
million,
so
we've
made
a
saving
of
3
million
without
doing
anything
and
that
that
puts
into
context
all
that
whole
consultation
process
and
everyone
worried
about
it.

second
thing
on
business
rates
have
also
got
a
suggestion.

is

estimate

cloud

benefits
being
long-term
savings
for

accounts
on
longer

running
costs,
significantly
reducing
the
imminent
and
ongoing
cost
of
refreshing

the
council
to
pay
only

what

met
from

IT

inclusive
and
sustainable
economic
growth
strategy.

powerful
economy,
we
have
high
levels
of
productivity,
we
have
a
fantastic
story
to
tell
to
the
world,
and
yet
huge
numbers
of
our
children
in
poverty
and
the
gap
between
rich
and
poor
in
Bristol
is
growing
so
getting
at
the
very
nature
of
that
system.
That,
under
underlying
economic
system
is,
is
absolutely
essential
and
that's
what
this
economic
growth
strategy
is
intended
to
do.
So.
Take
us
down
that
road.
Now
we
have
a
number
of
audiences.

One
is
because
we
are
saying
we're
driving
a
form
of
economic
development
and
growth
that
actually
reduces
inequality
and
draws
people
into
the
economy.
But
as
one
of
the
conversations
we
had
with
Simon
Stevens,
if
we
get
one
of
the
right
kinds
of
growth,
when
it's
inclusive
gross
dignity
and
independence
and
power
into
people's
lives,
then
we
can
actually
create
a
society
that
makes
fewer
demands
on
public
services
that
often
kick
into
place.

people
have
been
left
behind
left
on
the
margins
of
society,
the
other
audience
is
obviously
the
city
and
how
we
rally
the
city
to
the
right
kind
of
economic
growth
particulars.
We
look
at
delivering
a
pipeline
of
investments
and
make
sure
we
get
the
improved
outcomes
on
on
education,
skills
and
employment.

pointed
out
since
coming
in
our
challenge
that
we
don't
just
want
an
economy,
that's
built
on
phd's.
You
know
in
a
high-tech,
the
glamor
industries
that
we
talked
about.
We
have
to
have
the
right
kind
of
structure
that
allows
for
a
diversity
of
employment
at
various
levels
of
academic
attainment
and
skills
development.
So
people
can
find
entry
points
into
the
economy
as
well
and
clearly
as
well
within
that
mix.

the
vision
is
a
starting
point
to
engage
with
our
stakeholders,
businesses,
those
communities
that
have
been
left
behind
or
left
out
of
the
best
of
Bristol's
prosperity
and
to
make
sure
that
we're
taking
into
account

full
diversity

our
population
as
well
and
when
I
do
say,
diversity
I
think
it's
one
point
we
want
to
make
to
many
of
our
partners
all
the
time.
Diversity
is
not.

You
know
a
backhanded
word
for
ethnic
diversity
or
racial
difference.
Diversity
is
just
what
a
city
is
from.

are

live

we
are
different
and
we
have
to
have
an
economy
that
works
for
people
across
all
that
across
all
that
difference.
So
the
engagement
around
this
whole
process
will
include
a
symposium
earlier
this
year.

general
ideas,

division,
gained
support
from
partners
and
share
the
information,
and-
and
the
aim
is
that
this
strategy
also
forms
in
many
ways
the
backbone
of
the
single
city
plan
that
we
are
looking
to
develop.

mean
within

single
city
plan,
we'll
be
talking
about
housing,
transport,
Education
and
Skills
connectivity,
homes
and
communities,
but
I
think
it
must
be
built
around
the
right
kind
of
economic
development
for
for
the
city
and
for
the
region.
I'd
say
as
well,
because
we
start
talking
to
our
neighbors
about
how
we
we
share
in
this.

progress
would

we
should
see
this
vision
as
the
continuation
of
our
intention
to
build
a
successful,
inclusive,
sustainable
local
economy

brought
to

missing
dimension
to

If
this
is
the
whole

shape

dimension

fields

work

attention

the
strengths
of
the
economy
like
like

Renewable
engine
energy
skills?
You

30
percent
of
the
wind
turbines
in
the
world
are
designed
with
Bristol
input.

that's
a
pretty
staggering,

figure
for
a
field,
that's
growing
all
around
the
whole
globe
to
be
to
be
supported
from
Bristol
technology
in
Bristol
engineers,
and
we
want
those
to
be
whole
whole
spectrum
of
engineers,

commitments
to
countries
where
they,
their
technologies
will
be
applied
and
I
said.
The
homes
across
the
whole
of
Bristol
need
work
done
to
them,
and
that
could
be
a
very,
very
inclusive
process.

reference

things
like
like
climate
change,
greening
the
economy
and
the
export
opportunities

the
internal
local
opportunities
from
these
technologies
and
sectors
in
the

just
felt
it
was
missing

this

going

become
the
economic
strategy
for
the
city,

One
of
my
grievances
and
I
wrote
a
couple
of
reflections
on
European
Green
Capital
year
that
we've
spent
a
lot
of
time
looking
at
tightrope
walkers
celebration
and
at
no
point
did
not
ban
anything
of
substance
that
we've
been
able
to
pick
up
that
locks
down
a
genuinely
sustainable
future
for
the
city.
Despite
all
the
hoopla,
there
was
a
real
absence
of
meaningful
critique
of
that
year.
A
You
know
that
we've
been
clear
that
we
see
social
justice
and
environmental
justice
as
inseparable
and
I
hope
within
those
owners
and
there's
never
any
assumption
that
that
connection
isn't
being
made.
I
think
one
of
the
things
that
we
have
pointed
out
is
that
sometimes-
and
it
is
a
challenge
of
the
environmental
movement
that
they've
had
an
absolute
absence
of
race
and
class
diversity
and
if
sometimes,
when
you
get
the
lines
like
people
should
just
pay
a
few
pennies
more
to
source
locally
and
so
forth.

They're,
not
taking
account
of
the
fact
that
sometimes
people
are
trying
to
feed
their
kids
tomorrow
rather
than
worrying,
about
existential
threats
to
humanity
so
actually
doing.
The
job
of
social
justice
is
also
about
making
a
space
for
people
to
engage
in
these
broader
these.
These
broader
challenges
facing
us-
and
that
was
something
that
was
that
was
really
absent.

I
would
say
is
obviously
we're
working
with
our
upon
this
you'd
be
welcome
to
visit
the
website,
which
I
assume
you
would
have
done
at
some
point
and
looked
at
the
range
of
expertise
they
are
bringing
whereby
sustainability

key

they

waste
and
you

waste
management

how
cities
developed,

opportunity

year

the
global
Parliament,
immerse
and

priorities

the
GPM

migration

sustainable

challenges

on

are
many
more
issues

faith
in
the
cities,
women
in
leadership
as
well,
an
inclusive
economic
development.
But
but
those
are
those
are
two
issues
that
are
be
high
up
on
the
list
of
priorities
and
again
we
will
be
looking
to
showcase
what
we
do
as
a
city
and
and
do
stuff.

this
document
or

could
be
more
explicit

it
doesn't
make

point
and
more
generally,

that's

on

actually

we
are
planning
our
economic
system
and
how
we
make
it
fair

addressing

big

time

city

kind

listening

excluded

voices

the
needs
are
of
key
communities
right
across
the
city.
So
yeah,
you
know
we're
at
the
beginning
of
this
process,
but
I
think
it's
going
to
be
a
really
great
document
because
it
will
be
inclusive.

The
focus
that
you've
given
on

inclusive
growth
I
mean
what
we've
seen
is
it's
really
really
easy
to
have
growth
isn't
inconclusive?
That's
what
inclusive
and
isn't
sustainable
I
mean
I
just
want
to
make
a
few
points,
believe
it
or
not
about
housing.
There's
a
bit
of
a
surprise
to
people
at
its
peak.
In
the
early
80s
we
had
nearly
50,000
council
houses
in
this
city.
We've
now
got
27,000
homes
and
very
few
houses.

You
can't
expect
that
a
sort
of
free
market
system
will
generate
the
social
housing
that
the
city
needs
and
I
think
that,
having
some
very
ambitious
plans
getting
that
proportion
of
social
housing
up
initially
at
least
up
to
25
percent
from
the
lower
than
20%
is
now
having
a
city
where
nobody
has
to
sleep
on
the
streets
has
is,
can
be
really
really
at
the
core
of
this.
But
what's
also
important,
though,
is
a
debate
coming
up
at
planning
tomorrow.
Is
that
we
don't
want
the
city
of
gated
communities
in
and
ghettos.

Think
really
critical.
What's
in
here
is
it's
bringing
together.
Our
fiscal
powers
are
planning
powers,
our
land
ownership,
alongside
those
of
other
players
within
the
city,
so
that
we
get
a
higher
proportion
of
affordable
housing,

lands

on
other
people's
land
as
well,
and
certainly
the
message
is
clear
to
a
lot
of
developers
that
if
they
want
to
get
involved
in
housing
developments

the
council's
land,
they
have
to
look
at
the
level

affordable

they're
delivering

their
land.

think
that

it's
great

this

been
brought

the

an

it's
very
easy
for
people
to
see
that
we've

growth
strategy
and
think
that
that's

about
physical
infrastructure,

important

portfolio

is
the
growth

sector

good
jobs

it
making
sure
that
Bristol
people
get
those
jobs.
It's
not
only
limited
to
care,
it's
true
of
some
of
the
other
kind
of
bread-and-butter
sectors,

it
retail,
tourism
and
catering
and

on.

those
are
really
good
job
opportunities
for
people,
both
the
entry-level
people
who
are
coming
back
into
the
workforce.

proud

work

we've
been
doing
recently

partners

Southwest
Region
campaign
and

think
the
Bristol
Victor's
got
particular
impetus

portfolio
going
out
meeting
partners
from
the
smallest
organizations
that
only
might
employ

handful
of
people
to
the
large
organizations,
the
hospitals
ourselves,
some
of
the
big
providers.
They
do
find
it
difficult
to
get
people
to
be
attracted
to
those
jobs
and
I.

want

make
sure
that
these
jobs
have
got
status
because
they're
always
going
to
need
doing,
and
we
do
need
to
make
sure
that
those

those
opportunities
that
people
are
talking
to
youngsters
in
school
in
college
to
adult
returners.

flexible
jobs
there
with
good
career
prospects
and
they're
ones
that
we
need
to
champion
through
the
growth
strategy.
