So
first
up
is
the
evolution
of
the
adult
education
budget,
the
legislative
process
I'm
going
to
ask
cancer
that
Anna
keen
to
lean
on
this
item.

this

essentially
request
to
access
funding
for
adult
learning
via
devolved
funding
for
the
west
of
england,
combined
Authority
or
Wecker,
rather
than
what's
previously
happened,
which
is
that
this
been
funded
directly
via
government.
There's
a
lot
of
information
in
appendices
attached
to
this
report,
which
you
can
read
at
your
leisure.
So
this
is
really
just
a
summary
and
I
think
it's
important
that
we
just
have
really
clear
transparency
around
what's
happening
now
with
this
money.

So
the
technical
background
to
this
is
that,
as
a
result
of
the
first
wecord
evolution
deal,
the
government
agreed
that
responsibility
and
funding
for
a
DB
federal
education
budget
would
be
transferred,
and
this
funding
is
likely
to
be
allocated
to
Weka
as
something
called
a
section
31
grant,
and
it's
done
on
a
financial
year
basis,
and
the
indicative
budget
for
the
first
year
is
17
point
2
million.
This
will
be
recalculated,
however,
after
the
1718
academic
year.
So
there
are
a
number
of
benefits
as
I
see
it
for
working
locally
rather
than
nationally.

Now,
in
our
city
for
adult
education,
that
we
involve
our
providers,
our
stakeholders
and
critically,
our
learners
in
how
we
shape
and
pilot
these
projects,
we're
developing
a
Bristol
adult
education
plan,
which
we
will
do
in
conjunction
with
the
people
of
our
city
through
our
learning
city,
partnership
with
the
city
of
Bristol
College
will
contribute
heavily
to
that
as
well.
The
council
and
other
a
be
funded
providers.
It
will
give
us
a
strong
local
offer,
rather
than
something
which
is
decided
nationally.

For
me,
an
important
part
of
this,
which
is
important
to
share,
is
that
in
Bristol,
it's
key
that
our
disadvantaged
learners
are
prioritized
and
to
do
this,
we
need
before
we
can
decide
how
this
money
is
spent
to
make
sure,
there's
accurate,
up-to-date
learner
information
and
data
in
place
so
that
we
need
to
have
which
hasn't
been
done
by
wackier.
A
detailed
equalities
impact
assessment
before
the
commissioning
rules
and
arrangements
are
finalized.
So
because
this
is
not
yet
in
place.

consent
to
the
devolution
of
the
West
of
England
combined
Authority
adult
education
functions,
statutory
duty
order
to
2018

delegate

Director

Finance,

consultation

deputy
mayor
and
cabinet
member
for
finance
governance
and
performance
and
the
mayor
authority
to
make
decisions
in
relation
to
the
order
and
its
implementation
and
provide
to
the
Secretary
of
State
written
confirmation
of
the
council's
consent
to
the
West
of
England.
Combined
Authority.
Adult
education
functions.

Requested
the
mayor
to
explore
ways,
library,
service
and
the
town
library
model
put
forward
in
last
year's
consultation.
Libraries
could
have
such
an
important
role
in
to
play
in
adult
education,
from
aiding
literacy
to
finding
relevant
courses
from
giving
access
to
distance
learning
and
online
courses
and
providing
a
safe
study
space.
And,
of
course,
there
are
books
for
research
and
study.
The

Bristol
libraries
provide
a
network
of
resourced
spaces
used
by
significant
sections
of
the
community.

Computer
access
is
of
paramount
importance
to
adults
looking
for
jobs
and
training
opportunities,
rather
than
the
planned
removal
of
95
computers
spread
across
the
community,
reducing
computer
hour
availability
by
45
percent.
Surely
it
would
be
preferable
to
improve
this
service,
supporting
the
well-connected
and
well-being
sections
of
the
council's
business
plan
with
reduced
funding.
It
is
important
that
alternative
additional
funding
streams
should
be
targeted.
One
such
is
the
adult
education
budget
currently
being
devolved
to
Weka
and
the
Weka
skills
budget.

It's
really
good
to
have
some

It
does
sound
a
bit
dry
when
I'm
reading

all
the

say

all
I
just
want
to
sort
of
reassure
you,
because
there
are
things
that
said
in
the
press,
and
there
are
comments
made
out
of
context.
We
haven't
removed,
am
I
right
in
saying
this.

we
haven't
removed
any
computers
at
this
date
and
so
on
nothing's
off
the
table.
There
are
many
options
still
being
considered
and
we
talk
all
the
time
about
exactly
the
things
that
you've
raised
about
education,
how
our
libraries
can
really
work
for
us
to
just
make
a
bit
more
detail
on
the
adult
education
side
of
things.

So
as
well
as
the
local
Fe
College
city
of
Bristol,
the
council
holds
adult
education
contract
already,
which
is
managed
with
a
Community
Learning
Team,
so
that
takes
place
across
the
city
very
successful
because
it
delivers
courses
in
150
venues
in
areas
with
the
highest
levels
of
deprivation,
so
for
people
that
are
a
long
way
from
learning
that
sort
of
the
Pats
in
a
more
traditional
sense
and
the
team
is
really
keen.
I've
had
conversation
with
them
already
to
work
in
partnership
with
any
group.

Any
organisation
including
what
have
been
traditional
library,
buildings
and
spaces
anywhere
that
can
offer
high
quality
learning
space,
particularly
where
the
partnership
organization
can
contribute
resources
to
help
us
add
value
and
really
maximize
learning
opportunities
for
adults.
Just
to
give
you
an
example
and
myself
and
counts
of
Chaney
represent
Hill
fields,
which
is
a
area
of
high
deprivation.
We
have
a
library
in
our
most
deprived
area.

There
that
has
had
very
low
usage
over
the
years
had
very
poor
numbers
returns
on
consultation
comments
on
as
well,
and
since
the
Children's
Center
has
been
running
other
services
out
there,
including
things
like
East,
Seoul
and
other
adult
learning
courses.
It's
been
much
more
used
because
of
other
things
that
have
been
going
in
there.
So
what
we're
keen
to
do
is
to
make
our
library
spaces
work
best
for
the
people
that
use
them.

It
was
barely
used,
it's
more
or
less
empty,
all
the
time,
Hill,
'those
library
and
actually
because
they
people
in
there
being
allowed
to
do
things
like
provide
crashes.
It's
now,
people
who
wouldn't
necessarily
go
into
a
library
in
the
first
place
are
now
using
it
and
that's
very
much.
What
we'd
like
to
see
is
these
spaces
use
and
maximize
for
things,
I,
adore
education
and
various
other
things.

It's
the
funding
for
Weka
comes
to
skills,
so
they
do
not
specify
how
that's
how
that
spend,
and
that
will
be
a
discussion
that
goes
on
with
with
us
and
also
with
our
neighboring
authorities,
but
I
absolutely
raise
the
issues
around
using
any
available
community
space,
particularly
where
people
group
together
that
work
for
communities
anyway
for
a
door.

mean
firstly,
we'd
like
to
thank
the
the
officers
involved
in
in
putting
together
the
report
and,
in
particular
the
senior
officer
presented
the
report
line-to-line
line
by
line
to
the
group
I
think
we
were
in
agreement
that
this
represents
a
huge
amount
of
work
and
we
were
really
impressed
with
the
details
that
were
shared
with
us
and
how
far
has
been
got
already
in
certain
areas.
Of
course,
we
all
wish
we
weren't
in
a
position
that
we
are
going
to
make
savings
like
this,
but
I.
E
The
the
recommendations
that
the
grouper
made
are
in
the
in
the
paper,
so
I
won't
go
through
them
in
detail,
but
I'll
just
speak
to
a
few
of
them.
I
think
the
plans
for
introducing
charges
for
commercial
activities
in
the
parks,
such
as
fitness
classes.
You
know
it's
likely
to
cause
a
few
problems,
but
I
think
we
accepted
that
the
10%
charge
seemed
proportionate
and
I
hope
that
you
know
it's
it's
practical.

We
also
discussed
those.
Some
sports
clubs
are
effectively
sort
of
subsidized
by
the
council
through
through
the
parks
maintain
in
their
playing
fields.
So
we're
happy
for
that
to
be
to
be
explored
but
I.
You
know,
I
know
enough
about
local
sports
teams
to
know
that
some
of
them
are
really
struggling
and
we
hope
that
parks
team
would
consult
Ali
A's
closely
with
them
to
ensure
that
no
teams
sort
of
fold
or
go
under
and
hopefully
that
can
be
brought
to
scrutiny
as
well.

The
issue
our
advertising
in
parks,
controversial,
we
discussed
at
a
length,
we're
pleased
that
this
is
being
being
reconsidered
and
that
large
advertising
isn't
going
to
happen.
But
the
view
of
the
majority
of
the
the
group
of
the
task
group
is
that
all
advertising,
however
small
or
unobtrusive,
should
not
be
considered
fro
parks.

The
public
consultation
was
received,
a
good
number
of
responses
did
show
a
clear
opposition
to
the
idea
of
advertising
and
I
think
it
would
be
best
that
this
was
listened
to
the
consultation
responses
we
saw
showed
showed
the
public
were
willing
to
accepted.
You
know
a
certain
degree
of
commercialization,
but
clearly
advertising
wasn't
considered
acceptable,
so
we
would
hope
to
see
be
interested
to
see
what
comes
up
I.
Think
the
the
view
with
the
group
was
that
it
should
be
should
be
dropped
altogether.

So,
in
terms
of
further
scrutiny,
we
were
given
assurance
that
the
group
would
be
kept
updated
on
all
future
consultations
with
local
groups.
A
lot
of
this
work
is
going
to
have
to
go.
You
know
very
grassroots
level
and
we'd
be
interested
in
seeing
that
and-
and
finally
the
group
accept
so
this
isn't.
You
know
this-
isn't
a
parks,
vision
document
as
such.
It's
you
know
it's
not
designed
as
a
strategy
document,
it's
more
of
a
budget
didn't
thing,
but
I
think
the
group
would
like
to
see.

Thank

by
April,
the
1st
2019
parks
and
green
spaces.
Revenue
budget
will
be
reduced
by
one
point:
six
million
a
2.86,
eight
million
reduction
since
April
2017
and
a
four
point:
three
five
million
pound
reduction
since
april
2014
in
order
to
continue
to
provide
and
maintain
the
current
estate
of
green
spaces.
Here
in
Bristol
and
many
of
the
facilities,
including
play
and
sports,
and
amid
innovative
solution
is
needed
to
this
budget
reduction.
The
consultation
asked
residents
whether
they
supported
a
variety
of
income
generation
and
service
reduction
options
for
parks.

More
than
2,600
people
responded
to
the
consultation
and
detailed
responses
were
also
received
from
partner
organizations
and
community
groups,
including
the
Bristol
Park
forum
and
Navin
Wildlife
Trust.
The
consultation
broadly
supported
the
income
generation
plan
put
forward
by
the
council
and
supported
some
of
the
service
reduction
proposals.
The
council
also
needs
to
reduce
spending
on
parks
by
at
least
as
I
said,
two
point:
eight
six,
eight
by
April
2019.

So
this
means
that
the
service
will
need
to
be
run
in
a
very
different
way,
working
more
closely
with
communities
and
seeking
opportunities
to
generate
income,
as
well
as
making
services
as
as
efficient
as
possible
in
order
to
retain
as
many
park
services
as
possible.
The
intention
is
that
the
required
savings
can
be
made
by
generating
income
from
parks,
taking
into
consideration
the
outcome
of
the
consultation
and
engagement
process.

This
includes
fitness
instructors,
dog
walkers,
balloon
flights
and
any
other
business
using
public,
open
space,
introducing
new
fee
paying
activities
into
parks
and
allowing
private
businesses
to
operate,
pay
to
use
facilities
from
parks,
increasing
money
from
events
and
reducing
the
level
of
grounds
maintenance
on
marks
or
on
parks
or
part
of
parks
across
the
city
where
it
is
appropriate
to
do
so.
This
could
have
positive
impacts
on
wildlife
in
in
some
of
our
parks.

The
main
objections
to
the
proposal
centered
on
the
area
of
advertising
in
parks
in
response
I,
can
confirm
that
any
large-scale
high-impact
advertising
will
not
be
pursued,
but
it
is
proposed
that
low-impact
advertising
is
still
considered
and
that
further
work
takes
place
on
this,
including
local
consultation
in
any
areas
where
advertising
may
be
recommended.
In
addition,
proposals
about
reducing
the
opening
times
and
days
of
hen,
growth
play
park
and
other
parts
and
facilities
are
not
recommended
to
be
taken
forward
in
2018
19.

In
response
to
the
consultation,
the
Park
Service
will
also
look
further
at
the
proposal
to
not
replace
play
equipment
that
has
reached
the
end
of
its
life
and
engage
in
further
local
consultation
in
the
areas
where
any
play
equipment
needs
to
be
removed.
We
are
hugely
fortunate
here
in
Bristol
to
have
a
wealth
of
beautiful,
vibrant,
publicly
owned
parks
and
green
spaces.
No
matter
what
happens,
we
will
make
sure
these
remain
free
for
everyone
to
access.

Bristol's
parks
and
green
spaces
are
a
vital
part
of
the
city's
infrastructure,
they're
good
for
physical
and
emotional
well-being
of
citizens,
as
well
as
helping
to
make
Bristol
a
metro
tourist
destination,
maintaining
and
investing
in
parts
and
green
spaces.
It
is
getting
more
and
more
difficult,
as
council
budgets
become
smaller.

Thank

the
Downs
committee,
which
is
a
partnership
of
the
council
and
the
Society
of
merchants.
Venturers,
has
set
a
target
of
reaching
cost
neutrality
by
2020
from
its
former
demand
on
the
council
of
350,000
pounds
per
annum.
Plans
are
going
well
and
the
target
may
be
reached
a
year
early.
This
has
largely
been
done
through
proactively
seeking
to
improve
the
Downs
cultural
and
sporting
office
of
the
city,
which
has
brought
a
corresponding
increase
in
commercial
revenue.

is
now
the
committee's
intention
to
invest
excess
funds
into
exciting
capital
projects
such
as
a
cafe
and
Visitors
Centre
at
sea
walls
and
new
changing
rooms
for
the
Downs
League.
This
increased
income
will
also
enable
better
protection
of
the
special
environment
of
the
Downs
and
provides
sustainable
funding
for
the
educational
work
which
benefits
children,
animals
from
all
parts
of
the
city
and
we've
also
kept
the
toilets.

lot
about
savings
and
specifics.
I
wanted
just
to
touch
upon
some
other
basics.
I
think
that
we
mustn't
forget
in
this
as
we
continue
this
process.
The
first
one
is
that
the
social
value
of
parks
and
the
benefits
of
the
well-being
to
the
whole
community
of
Bristol
is
essential
and
that
mustn't
be
forgotten
in
all
of
the
attempts
we
make
to
try
and
to
try
and
make
the
savings
that
we
need.

Talking
of
things
like
play,
spaces
and
the
opportunity
to
keep
moon,
Eicher
and,
and
peace
and
quiet
and
various
other
things,
but
in
larger
open
spaces
we
do
have
opportunities
to
be
really
creative,
and
these
are
opportunities
that
can
can
happen,
can
actually
generate
some
income,
but
also
in
a
way
that
doesn't
in
large
spaces
that
doesn't
necessarily
affect
the
peace
and
well-being
of
everybody
else.
So
I
think
there
are
two
distinct
types
of
parks
that
we
have
all
green
spaces
that
we
have
to
keep.
We
have
to
understand
the
difference.

The
next
thing
is
that
events,
pricing,
I,
think
should
be
flexible.
I
think
it
should
reflect
the
value
and
the
type
of
event
and
the
contribution
it
makes
to
the
fabric
of
our
community
I
think
that's
to
have
a
shopping
list
and
a
price
list
of
venues
I
think
is
going
to
be
very
restrictive
and
will
actually
probably
strangle
certain
types
of
events.
I
think
we've
got
to
be
very
wise
to
that
and
try
to
try
to
be
intelligent
to
the
way
that
we
we
bring
it
forward.

And
finally,
there
is
the
the
charges
should
reflect.
I
believe
the
ability
to
pay
on
events
and
that
doesn't
necessarily
impact
on
the
people,
creating
the
events
or
not
necessarily
even
on
those
people
managing
and
running
the
events,
but
the
people
that
make
a
lot
of
money
out
of
events
are
those
tertiary,
food
and
and
hospitality
traders
and
those
are
the
people
I
think
we
should
find
a
way
of
tapping
for
the
money
without
impacting
on
the
event,
viability
itself.

to
be
more
and
I'm,

saying
they're
not
being

think
all
the

more
intelligent

be
very
sensible
to
what
parks
and
events
bring

many
people

allow
ourselves

deal
with
that

intelligent

have

big
campaign

physical
activity.

public

the

Health
Service

our
public
health
team,
we're
constantly
trying
to
drive
a
trace
of
physical
activity
and
active
travel,
and
actually
the
very
example
that
you
drew
on
just
now,
with
the
walking
festival
being
on
display
at
the
bottom
of
the
ramps.

is
our
building.

this
this
comes
down
to
a
question
of
everything's
a
priority,
but
we
also
do
get
some
revenue
from
the
vestibules
as
much
as
you
want
to
make
them
open
as
well.

get

authority

everything
trades

cities

service

the

mayor
promoted

branded

lot
of
volunteering,

their
policy

will
not

longer

washing
on

walls

volunteers
can't
reach
that
could
end
the
clearing
of
graffiti
and
tagging,
the
entirety
of
Gloucester,
Road
and
Cheltenham
Road
because
of
a
small
budget
saving
that
threatens
the
entire
volunteer
operation.
That
goes
out
364
days
of
the
year
to
deal
with
tagging
and
littering.

challenges
we
face,

we

work

make
sure
we
build
hope
and

people
coming
with
a
strong
sense

prevalence

domestic

talk

people
are
getting

funding

not
from
any
ideological
standpoint

from
the
ideological

our
government

we

be
doing
all
we
can
to
support
them
in
kind,

understanding

new
environment

wanted

leap
prospectus
will
initiate
a
soft
market
testing
exercise
aimed
at
local,
national
and
international
organizations
to
enter
into
partnerships
with
the
council
to
deliver
a
city
scale
low-carbon
smart
energy
infrastructure
programs
over
the
next
decade,
and
it's
building
building
on
the
the
work.
That's
already
been
done,
the
yet.
The
objective
is
to
scale
up
the
delivery
of
infrastructure,
enabling
us
to
continue
on
a
path
to
be
run
entirely
on
clean
energy
by
2050.

It's
also
ensure
that
Bristol
is
globally
competitive
and
a
sustainable
City.
So
we
estimate
that
the
potential
investment
opportunity
for
the
leap
partners
could
be
in
the
order
of
between
800
million
and

billion
pounds.

potential

we're
talking
about
so
some
of
the
initiatives
that
are

prospectus
are
one
of
the
main
one
is
heat
networks,
so
we
anticipate
that
potentially
there
could
be
a
300
million
pounds
opportunity
here
to
deliver

the
delivery
of
low-carbon
heats
around
the
city.

heat
makes
up
45
percent
of
the
energy
demand
at
the
moment.
So
if
we
can
do
that
in
a
more
efficient
way
that
obviously
reduces
the
reliance
on
carbon
at
the
moment,
there's
potential
for
a
very
large
heat
network
in

Avonmouth
area,
there's
already
networks
operating
in
the
city,
so
redcliffe
in
my
constituency.
At
my
decisions,
my
ward
is
is
a
good
example.
So
there's
a
heat
network
which
operates
from
Broughton
house
and
since
it's
been
in
operation
heating
bills
for
the
local
residents,
there
have
been
more
than
more
than
half
so
I.

Remember
having
one
of
my
residents
come
to
one
of
my
counselors
surgery,
complaining
that
the
energy
bill
was
had
gone
down
so
much
so
she
suspected
that
she
was
being
overcharged
before
so
she
couldn't
believe
the
impact
that
the
heat
network
had
so
we've
already
also
got
one
in
Helens
ward
in
the
bishop
or
fives
council
flats.
So
that's
that's
a
key
part
of
this
prospectus,
the
heat
networks.
So
looking
at
smart
energy
systems,
smart
energy
demand
systems
that
deal
with
appliances
so
turning
turning
them
off
during
the
night,
etc.

All
that
kind
of
thing
and
there's
a
pilot
project
being
run
through
replicate,
which
is
already
success,
successfully
trials
some
of
the
principles
so
looking
at
battery
storage,
domestic
energy
efficiency,
commercial,
energy,
efficiency

a
renewable
energy

projects
of
wind,
solar,
PV.
So
looking
at
some
transport
measures
and
marine
energy,
so
this
is
all
part
of
the
prospectus.

the

commercially
sensitive

we've
also
had
a
lot
of
backing
from

of
international

very
keen

through
British
embassies
and

commissions

world,

the
key
aim
of
this
prospectus.

the

information
we
need
on
an
array
of
these

we

no
strategy
in

to
effectively

brings
a

of
risk
to
the
council,

report

survey

those
assets
to
ensure
we
reduce
that
risk
going
forward.

allocated
funding
to
Commission

design
team

progress,

detailed
planning
application
and
in

recommendations
in
order
to
progress

and
procurement
of
