on

the
timing

the
issues
arising,
it
was
not
possible

decisions

and
these
have
been
added

Council
officers
have

lateness

which
are
due
to
exceptional

Item

relates
to
the
ERDF
Enterprise
Support
Scheme

The
reason
for
that
there
is
a
significant
risk
to
the
delivery
of
the
whole
programme.

contribution
is

week
we
have
one
report

overview
of
the
school
admissions
arrangements
in
Bristol
conclusions
of
the
people
scrutiny.
Commission.
We
were
asked
to
adopt
the
recommendations.
Detailed
in
the
report
can
I
ask

of
the
people,
scrutiny
Commission
to
present
the
report.

Thank

thank
you
for
giving
me
the
opportunity
to
introduce
this
report
because
it's
the
culmination
of
considerable
work
by
all
the
members,
the
people,
scrutiny
committee
and
the
officers
who
supported
us
during
the
process.
The
rationale
for
producing
the
report
was
due
to
a
perception
that
residents
in
some
areas
of
restore
were
disadvantaged
with
the
allocation
of
school
places.

Both
these
days
were
felt
to
be
extremely
valuable
and
useful
to
enable
the
committee
to
determine
where
the
perceptions
were,
in
fact,
substantiated.
I
trust
that
all
cabinet
members
have
already
taken
the
opportunity
to
read
the
report
in
full
in
advance
of
today's
meeting,
so
I
just
want
to
concentrate
on
the
recommendations
that
came
out
of
it.

Following
the
compilation
of
the
report
is
intended
to
have
a
joint
on
your
meeting
with
representatives
from
Bristol
Schools
and
the
local
authority
to
review
the
report
and
determine
if
any
further
action
is
needed.
Members
also
request
that
the
mayor
meets
key
leaders
of
the
Academy
schools
present
in
Bristol,
particularly
where
their
schools
have
a
cross-boundary
intake.
As
we
were
concerned,
the
potentially
Bristol
pupils
could
be
disadvantaged
by
not
obtaining
a
fair
share
of
places.

This
will
also
apply
to
new
schools
who
receive
capital
investment
from
Bristol
City
Council
officers,
counselors
and
community
groups
should
work
together
to
improve
the
advice
and
support
available
for
parents
on
how
to
understand
the
admission
process.
Some
parents
do
struggle
with
completing
the
forms
etc
and
need
more
help
with
this.
Certain
areas
of
Bristol,
mostly
those
with
higher
numbers
of
disadvantaged
residents,
are
amongst
the
last
to
submit
applications,
and
these
do
need
additional
support
to
ensure
that
their
choices
are
made
known.

Councillors
do
have
a
role
to
play
in
this
by
encouraging
parents
to
think
carefully
about
which
schools
they
apply
for
and
to
consider
applying
for
more
local
schools
than
those
that
may
be
over
subscribed
and
have
a
limited
chance
of
their
children.
Obtaining
a
play
I'm
pleased
to
say
that
our
recommendations
that
various
groups
could
help
to
positively
recruit
more
black
and
minority
ethnic
members
to
serve
on
the
BCC
appeals
panel
has
already
proved
successful,
as
we
now
have
more
members
than
previously.

Finally,
we
request
that
the
mayor
councillors
and
other
city
partners
actively
promote
Bristol
schools
and
the
good
work
that's
carried
out
in
them.
We
hope
that
they
will
become
involved
in
their
local
schools
by
becoming
a
school
governor's
attending
open
days,
promoting
business
links
and
publicly
sharing
the
key
achievements
of
schools
in
their
wards.

take
every
opportunity
to
publicly
state
how
proud
we
are
of
our
schools,
so
can
I
conclude
by
thanking
fellow
members
of
pupils
of
people
scrutiny
and
the
many
BCC
officers
and
community
and
school
representatives

of

already

impact
and
I
think
that
so
anecdotally,
we've
heard
some
really
good
things
about
schools,
producing
open
day
information
in
other
languages
and
trying
to
make
those
days
as
inclusive
as
possible
to
bring
pupils
in
from
a
wider
pool.

link

the

strengthen

Council

scrutiny

make
improvements
in
this
complex
area.

2022

British
Library
will
work
with
partner
institutions
across
the
UK
to
develop
a
national
preservation
network
via
10
regional
centres,
of
which
Bristol
archives
is
one
together.
They
will
digit
digitized
preserve
and
share
our
unique
audio
heritage.
They
will
also
run
major
outreach
programs
to
schools
and
local
communities
to
celebrate
and
raise
awareness
of
UK
sounds
thanks
to
Heritage
Lottery
Fund
funding.

will
be
able
to
employ
three
new
staff
for
three
years
to
digitize
and
publish
online
5,000,
rare
and
unique
sounds
from
collections
in
Bristol
and
across
the
southwest,
which
are
most
at
risk,
including
local
dialects
and
accents
oral
histories.
Previously
unheard
musical
performances
and
plays
and
vanishing
wildlife
sounds.
The
aim
is
to
pervert
preserve
as
many
as
possible
of
the
nation's
rare
and
unique
sound
recordings,
and
also
to
protect
the
future
of
our
whole
audio
heritage.
By
improving
the
way
in
which
we
collect
and
store
sounds
digitally.

On
top
of
this,
the
funding
will
provide
us
with
the
skills
and
resources
to
support
the
development
of
a
new
business
model
from
2022
onwards,
which
will
allow
us
to
monetize
these
assets
and
drive
further
efficiencies.
I
welcome
this
report
and
approve
the
recommendations
as
set
out
in
the
report.

adds
to
the
existing
fund,
building
on
the
investment
made
and
properties
acquired
since
November
2015
and
extending
the
life
of
the
scheme
to
2025,
the
properties
will
be
managed
by
some
Mungo's
real
lettings,
with
Bristol
City
Council
having
a
hundred
percent
nomination
rights
in
order
to
be
able
to
place
families
directly
or
move
homeless
families
very
quickly
on
from
temporary
accommodation.
The
purpose
of
the
National
homelessness
property
fund
is
to
increase
the
supply
of
affordable
housing
and
meets
the
needs
of
homeless
households.
A
Bristol
has
high
number
of
homeless
households
approaching
the
council
and
being
placed
in
temporary
accommodation.
There
are
high
numbers
of
households
and
temporary
accommodation,
often
for
prolonged
periods
at
significant
cost
of
the
council.
In
August
2017
we've
started
to
see
a
slowdown
in
the
number
of
families
booked
into
temporary
accommodation
each
week
as
a
result
of
intensive
prevention
and
early
intervention
work.
Nh
PF
is
therefore
an
important
contribution
to
the
supply
of
affordable
rental
housing
in
Bristol.

The
current
investment
has
been
well
received
by
homeless
households
with
tenancies
being
successfully
sustained
and
households
helped
to
manage
their
tenancy,
build
skills
and
knowledge,
and
also
maximize
their
incomes
through
access
to
training,
employment
and
welfare
benefits,
and
we've
had
no
statements
or
questions
so
on
these
streets.

members

comment.

to

West

England
program
aims
to
provide
business
support
to
new
and
growing
companies
targeted
at
supports
to
residents
in
disadvantaged
areas
of
the
west
of
england
and
from
groups
underrepresented
in
enterprise.
It
started
in
April
2017
and
one
engaged
700
companies
and
create
230
new
jobs.
This
report
is
about
the
part
of
the
program
being
undertaken
in
Bristol
activities
in
safe
gloss
and
Baynes,
for
which
Bristol
City
Council
is
accountable
and
sees
retrospective
approval
for
the
council
to
enter
into
the
consortium
partners,
agreement
and
commit
match
funding.

Although
this
is
a
retrospective
proposal,
I
do
thoroughly
endorse

work.

done

both

organizations

worked
personally
with
business
West
in
the
past
and
I
can
testify
to
the
positive
impact.
The
resource
efficiency
program
had
on
local
businesses.

Couldn't
tell
from
the
documents
that
were
attached,
whether
whether
there
was
outreach
or
whether
there
were
events
people
come
to,
and
it
makes
a
big
difference
if
the
the
resource
efficiency
initiatives
go
to
the
traders
and
businesses,
rather
than
expecting
them
to
come,
come
to
some
event
or
session
and
because
they're
frankly,
too
busy.
But
if
you
go
go
through
their
door,
often
enough.
They'll
have
a
discussion
and
they'll
take
positive
note
of
it,
and
you
can
help
them
to
save
energy
and
resources.
I
sided
with
the
whole
group
of
local
businesses.

In
terms
of
the
second
initiative,
the
outset
program
I
actually
took
both
courses
that
were
run
in
groups
by
outset
in
the
past,
and
I
personally
saw
they're
extremely
valuable,
very
well-structured,
very
effective,
and
it's
helped
me
with
a
lot
of
work
with
other
businesses
and
startup,
so
I've
worked
with
since
then.
Drawing
on
the
lessons
from
that
program,
so
I
do
endorse
it
and
obviously
I
hope
it
and
assume
it
will
get
support
of
the
council
and
I'm
glad
resource
tapping
fan
to
collaborate
with
the
other
authorities.

really
positively

through
the

Regional

Fund,

being
able
to

us

provide

sorts

services

to
disadvantaged
communities.

space
has
become
available
after
the
Bristol
workplace
program
delivered
working
spaces
at
a
hundred,
Temple,
Street
and
City
Hall
meant
more
people
could
work
from
these
buildings
than
first
expected.

are
required
to
undertake
some
alterations
to
the
ground
and
first
floor
to
allowing
the
space
to
be
made
available
for
commercial
leasing
in
January.
This
was
estimated
at
1.7
million,
but
the
design
progressed
during
the
discussions
and
at
the
freeze
position
in
mid
to
late
August.
This
has
risen
to
3.3
million
in
terms
of
revenue.
The
space
will
be
generating
a
market
rent
for
the
council
upwards
of
around
500,000.

per
annum
can
I
ask
any
covenant.

uses

Temple
Street

I

it's
something
that
we've
talked
about,
but
I
think
I'm
reassured
now
that
that
will
be
communicated
correctly
properly
and
sort
of
it.

I

the
word
that
we
should
be
using
there.
So
I
do
support.

the

of
the
building
to
be
lease
time.

terms
of

decision

approve
the
recommendations
are
set

in
the

this
is
a
procedural
issue
for
a
10-month
extension
to
the
existing
contract
for
street
light
maintenance.
It's
a
completely
procurement
of
a
new
three-year
contract
and
the
contract
relates
the
street
lighting
maintenance,
but
as
well
as
the
installation
of
new
lighting
and
the
maintenance
element
is
required
in
order
for
us
to
meet
our
statutory
obligations
under
the
Highway
Act
to
keep
the
highways
safe.
The
main
reasons
for
the
delay
in
procuring
new
contract
are
linked
to
the
fact
that
we
don't
currently
have
a
sufficient
understanding
of
our
current
asset.

It
is
really
important
that
we
develop
an
asset
register.
We
understand
what
our
street
lights
are
like
at
the
moment,
what
the
require
maintenance
will
be
and
where
we
need
to
replace
and
renew,
or
or
even
remove
street
lights,
to
ensure
that
we've
got
and
a
decent
coverage
in
in
line
with
the
statutory
obligations.

So
the
contract
extension
is
sought
for
10
months
and
has
a
value
of
over
500k,
which
is
the
need
for
a
cabinet
approval
and
10
months
will
be
sufficient
enough
for
us
to
get
through
the
EU
process,
a
tender,
an
award,
a
new
contract
for
for
July,
2018
commencement.
And
whilst
we
also
undergo
this
really
important
piece
of
work
around
street
lighting.

the
2017-18
budget
monitoring
report
period
for
the
period
for
budget
monitor,
shows
improvement
from
last
month.
Improving
picture
does
highlight
that
our
early
identification
of
issues
has
given
us
the
ability
to
work
this
down.
Throughout
the
year
at
p2,
we
were
looking
at
the
potential
of
a
nine
point:
1
million
a
overspend
a
period
for
this
looks
better,
although
still
significant
at
6.1
million.
A
The
chief
calls
for
this
significant
pressure
is
on
our
property
services,
team
and
adult
and
children's
social
care
teams
are
continuing
to
struggle
with
the
cost
of
care
packages.
Various
management
actions
are
taking
place
as
we
look
at
long-term
strategic
solutions
to
these
problems.
The
capital
program
was
slipped
by
approximately
17
million,
meaning
we
are
predicting
closing
the
year
on
two
hundred
and
twelve
point
four
million.
The

is
just
for
noting
and
I
asked
cabinets
and
the
recommendations
are
shown
on
the
board.

capital
program.

think
I
mean
we're
reviewing
a
couple
program,
but
you
say
it's
a
lot
of
money
that
we've
committed
to
in
that
program,
but
also
all
of
the
projects
within
it
are
important.
So
it's
just
the
case
of
going
through
it
and
trying
to
work
out
what
is
and
isn't
as
important
as
as
the
revenue
implications
of
borrowing
that
money
is.

a

envelope
calculation
based
on
the
capital
program
under
growth
in
business
rates
and
council
tax
gives
a
rough
indication
that
to
the
council,
it's
about
23
to
25
year
payback.
That's
a
huge
long
payback
for
us
to
put
all
that
capital
in
and
wait
that
long
to
get
the
money
back.

any
more
detailed
analysis
other
than
just
that
overview,
and
obviously
some

will
be
better

others
will
be

council's
overall
financial
performance

revenue
and
capital
budgets
resulting
from
the
second
progress
report
was
at
the
end
of
July
2017
in
terms
of
the
decision
to
be
made
today,
a
cabinet
notice,
the
recommendations
are
set
out
in
the
report,
and
that
is
the
