comments

support

petition.

clarify
that
I've
got
no
issue
with
former
chief
executive.

never
met
once

feel
sympathy

someone
in
a
demanding
job
who's.
Also
faced
with
stressful
family
pressures,
I've
been
in
such
a
position
myself.

mayor

kind
person.
We
saw
that
at
the
last
council
meeting,
but

should
not
be
kind
with
70,000
pounds
worth
of
Bristol
taxpayers
money
and
certainly
not

absence
of

explanation
when
councillors
of
a
variety
of
political
opinions
have
asked
for
one
that
is
really
the
heart
of
the
matter.
An
independent
inquiry
would
bring
the
true
facts
into
light
and
enable
us
to
judge
the
mayor's
actions
in
an
informed
way.

number

Bristol
Arena
site.

My
statement
concerns
the
management
of
the
impact
of
RP
send
since
the
introduction
of
parking
on
the
Downs.
Some
500
cars
have
flooded
into
the
Westby
Park
and
reddened
area.
Subsequently,
the
introduction
of
the
extended
RP
said
in
redlund
has
met.
The
situation
has
become
even
more
exacerbated
so
that
parts
of
redlund
and
Westby
Park
are
now
overwhelmed
with
commuter
parking.
My
own
road,
for
example,
is
cousins
Road,
which
is
adjacent
to
the
park
and
has
been
one
of
the
most
badly
affected.

To
give
you
an
indication
of
that
two
years
ago
a
survey
was
done.
The
road
which
found
that
in
the
daytime
there
were
26
cars
parked.
Now
there
were
56
cars
parked
during
the
day.
Our
road
gives
access
to
the
park.
It
gives
access
to
children
walking
to
Westbury
park
and
redolent
green,
so
that
were
road
safety
issues
as
well.
It's
a
blind
Bend
so
that
there
was
often
now
vehicles
coming
in
each
direction
getting
stuck
in
the
middle,
and
recently
the
police
had
to
be
called
to
resolve
one
of
those
situations.

demand
more,

turn
the
lock
on
any
library
door.
Our
last

socialism

doesn't

Bristol
doesn't
deserve
fewer
libraries.

for
sure
we
demand
more.

representing
a
not-for-profit
business
in
the
eastern
and
Lawrence
Hill
area
called
Bristol
space
works.
We
operate
a
few
business
centers
in
the
area
trying
to
encourage
employment,
one
of
the
buildings
that
we
operate
in
some
Phillips
on
Trinity
Road,
the
old
library
formerly
the
Phillips
library,
is
being
blinded
by
a
very
dangerous
junction,
which
is
also
a
considerable
public
safety
risk.
As
a
not-for-profit
business,
we
have
scarce
resources
and,
in
the
last
five
years
we've
had
to
make
for
insurance
claims
totaling
over
fifty
thousand
pounds.

a
result
of
this
Junction
cars
approach
from
the
Lawford's
Gate
Road
into
Trinity
Road,
especially
at
night,
veer
out
of
control
and
collide
into
the
grade
two
star
listed
building,
which
we
lease
from
Bristol
City
Council.
But
of
course
it's
us.

left
with
the
bill
to
repair
the
wall.
I'm

to
ask
the
council
to
look
at
measures
to
introduce
traffic
calming
is

service

the

needs

smart

money

by
building
the
arena

opportunity

create

great
cultural
venue
for
the
city,
but
to
meet
some
of
the
other
key
priorities.
This
city
faces
firstly,
jobs.
We
know,
joblessness
is
high
in
places
like
some
pools.

Hill,
Lawrence,
Hill,
no
West
and
their
access
to
the
jobs
that
are
often
created
in
the
north
of
the
city
is
hard
for
peat.
Those
populations
building
the
arena
in
the
city
centre
will
create
jobs
that
are
easily
accessible
to
these
communities,
not
only
in
the
itself,
but
in
the
cafes
bars
and
restaurants.
That
will
undoubtedly
thrive
around
it.
If
we
want
equality
in
our
city,
we
have
to
create
jobs
where
people
need
them.
Secondly,
we
have
the
opportunity
to
start
building
our
city
for
the
future.

that

Council
would
have

this

followed

with
action,
and
residents
will
look
forward
to
hearing
some
specific
ideas
to
address
their
concerns.

right

top

Manchester

tram
link
and
has
buses.

consider
all
those
things,
not
just
monetary
value.

tourism,

about
the
city
region
and
we've
got
to
get
this
on
right.
We
want
the
civilian
to
happen,
so
that's
the
transport
point
of
view
and
that's
been
supported
by
EF
GB
and
the
transport
unions.

scheme,

January
we
have
recruited
twenty-eight
toilets

toilet
scheme,

has
double

31st
of
January
Bristol
City
Council
closed
18
public
toilets
14
of
these
toilets
actually
closed
with
four
being
taken
on
or
in
the
process
of
being
taken

by
other
organizations.

signatures

support

cafe
I'm
quite
terrified
at
speaking,
in
front
of
an
assembled
council
and
large
audience
are
more
used
to
shouting
cheese
and
onion
and
toasty
ready
for
Tara.

In
2010,
council
officers
made
a
verbal
agreement
stating
that
I
would
be
granted
the
confession
for
as
long
as
I
wanted.

years
ago,

parks
department
reiterated
that

they
were
happy
with

concession
and

was

in
no
doubt
about
my
position.

who
has

in
any

expand

one
sentence
contained
within
the
petition.
It
simply
reads:
it

impossible
to

proposed
tender
process
what
the
present
cafe
contributes
to
the
park
community.

colleague
councillor
Davis

I
100%
agree
with
this
statement.
St.
Andrew's
Park
is
a
wonderful
and
very
unique
Park
for
many
reasons,
and
I
am
pleased
to
say
that
the
the
Friends
of
st.

Andrews
Park
and
face
teak
tea
garden
played
integral
part
of
this.
The
strength
of
feeling
demonstrated
four-phase
cafe,
also
shows
us
the
importance
and
value
of
Bristol's
local
small
businesses,
like
thousands
of
entrepreneurs
across
the
city,
Fay,
is
working
hard
to
deliver
something
really
special.
We
are
really
proud
of
this
spirit,
this
diversity
and
this
passion,
which
we
see
so
often
in
Ashley
Ward.
It
is
therefore
no
surprise
that
Ashley
Ward
is
home
to
the
renowned
Gloucester
Road,
the
high
street,
with
the
most
independent
shops
anywhere
in
Europe.

there

not
the
failure
at
the
pass
for
this

that
they

an
apology
from
various
people
within
the
council,
saying
that
this
has
been
managed

first
of
all,
I
would

like

managed.

trying
to
make
sure
that
everybody's
doing
the
right
thing,
and
that
will
happen.
The
process
is
going
to
go
forward.
There's
about
14
concessions,
being
we
tended
in
the
parks
and
some
of
the
ones
down
the
city
centre
and
down
at
Harbor
side,
so
Fay
I
apologize
that
this
has
been
done
in
a
poor
fashion
and
I
think
you
know
that
you're
going
to
be
supported
by
the
parks
and
certainly
by
me,
and
making
sure
that
this
moves
forward
in

correct

best

not

social
values,
ways
that
we
do

fantastic

bit
greedy
and
decided
that

money

is
getting

good
assessment
process,

does
not
disadvantage
local
traders
and
which
can
ensure
a
good
health
and
environmental
offer
within
our
parks,
concessions

recent
parks
consultation
supported
this
initiative.
We
have
put
a
great
deal
of
thought
into
how
we
will
allocate
these
sites
and
how
the
applications
will
be
assessed.
The
vision
is
to
have
a
viral
variety
of
mobile
vendors
across
our
parks
that
offer
refreshments
that
are
varied
and
meet
the
needs
of
all
park.

Goers,
we're
also
looking
to
provide
an
overall
offer
that
is
good
quality,
environmentally
sound
and
ethical,
which
also
brings
in
an
income
to
the
council,
which
will
contribute
to
the
maintenance
of
the
city's
parks.
In
order
to
achieve
this,
we
will
put
more
emphasis
on
the
quality
of
the
concession
rather
than
the
price.
The
breakdown
of
the
assessment
will
be
as
follows:
45%
on
finance
30%
on
the
environmental
and
well-being
considerations,
20%
on
company
ethics,
social
value,
local
value
and
5%
on
management
and
staffing,
for
example,
fair
pay.

have
a
responsibility
to
ensure
that
a
fair
process
takes
place
when
allocating
these
sites,
and
for
that
reason
a
formal
process
will
have
to
be
undertaken
for
this,

we
also
recognize
the
need
to
ensure

local
traders

will
hold
an
open
session
for
interested
parties
as
part
of
the
process,

which
we
will
talk
about
all
existing
pictures
and
also
assess
whether
there

additional
sites

traders

interested

bidding

undertake

tender
process
ready
for
next
year.

sites

having

report
that

have
met

explain
the

scoring

lot

commercial
advertising
sites
we
already
see
around

city.
It's
encouraging
us
to
buy
something
that

probably
don't
really
need.
A
new
car,
a
hamburger,
a
pair
of
cheap
jeans
in
order
to
make
us
buy
these
things.
Advertising
often
makes
us
feel
that
we're
lacking
in
some
way
an
ideal
of
beauty
will
sell
you
a
fizzy
drink.
An
image
of
success
will
sell
you
a
fast
car.

A
happy
smiling
family
that
ideal
of
happy
smiling
family
will
sell
you
a
supermarket
ready
meal.
We
compare
ourselves
to
these
ideals
we
consume
in
order
to
make
us
feel
better
in
the
long
run
it
very
invariably
it
doesn't
work.
It
makes
us
feel
stressed
what
a
parks
for
parks
are
places
we
go
to
relax
to
feel
to
de-stress
to
escape
from
the
pressures
of
modern
life.

proposals

consultation
seem
to

a
little
bit
more

keeping
with
what
we
expect
parks
to
be
for
events
activities.
Advertising
really
isn't.
There
are
some
very
basic
criteria
suggested
in
the
consultation
which
might
be
excluded
types
of
advertising
which
might
be
excluded.
These
include
tobacco
alcohol,
payday
loans.
This
really
goes
no
way
to
addressing
what
the
over,
what
the
the
wider
impacts
of
advertising
commercial
messages
have
some
people
say:
if
you
don't
like
it,
don't
look
at
it.
You
have
a
choice.
Do
we
really
have
a
choice?

The
issue
around
choice
is
not
just
about
whether
I
can
choose
to
see
an
advertisement
or
not.
Unfortunately,
it's
also
about
the
lack
of
choice
I
have
in
how
it
affects
me.
A
lot
of
people
say:
oh
I,
don't
really
see
it.
It
doesn't
affect
me.
Unfortunately,
there
is
research
to
show
that
advertising
advertising
advertisers
spend
millions
of
pounds
developing
sophisticated
techniques
to
affect
us
on
unconscious
levels.
So
we
don't
really
have
a
choice
about
whether
it
affects
us
or
not
either.
Z
What
sort
of
advertising
do
we
see
around
our
city?
It's
lots
of
car
adverts.
I
would
say
that
these
undermine
attempts
to
reduce
traffic
and
cut
air
pollution,
a
really
big
problem
in
Bristol.
We
don't
need
adverts
and
you
don't
need
more
adverts
in
our
parks
as
well.
We
should
be
reducing
advertising,
not
increasing
it
junk
food
adverts
all
over
our
city.

report
out
last
week
showed
very
clearly
that
young
people,
in
particular
young
people
who
are
exposed,
who
regularly
see
junk
food
advertising
messages,
including
outdoor
advertising
messages
right
drive
advertisements
for
junk
food,
are
more
likely
to
be
obese.
This
is
a
problem
in
our
city.
We
should
be
addressing
that
problem,
not
introducing
more
risks
for
young
people.
Advertising
like
this
undermines
council
initiatives
like
the
sugar
smart
campaign,
seems
very
counterproductive.

The
council
estimates
thought
the
consultation
proposal
estimates
that
around
fifty
thousand
pounds
could
be
generated
in
revenue
from
advertising
in
parks.
I
would
say
this
is
really
not
worth
the
wide-ranging
negative
impacts
that
it
would,
but
then
it
would
have
in
times
of
austerity.
It
might
be
tempting.
It
might
seem
that
this
is
a
reasonable
proposal,
but
once
the
advertising
is
here,
it's
here
to
stay,
it
won't
be,
it
won't
be
got
rid
of.

So
in
conclusion,
then,
on
behalf
of
everyone
who
signed
the
petition
I'm
urging
the
council
to
drop
any
plans
to
introduce
advertising
to
parks,
the
key
parts,
advertising
free
and
indeed
to
understand
that
this
isn't
just
an
issue
about
parks.
If
we
agree
that
commercial
advertising
doesn't
have
a
place
in
our
parks,
why
does
it
have
a
place
on
the
streets
where
we
live?

We
must
preserve
these
important
spaces,
I'm
personally,
very
sympathetic
to
the
sentiments
of
this
petition,
as
a
socialist
I
believe
in
public
ownership
and
I'm
strongly
opposed
to
commercialism.
I
agree
with

organizers
that
advertisements
can
have
destructive
and
damaging
impacts
upon
young
people,
in
particular,
making
them
crave
hamburgers
fizzy
drinks
and
designer
shoes.

However,
if
it
is
a
choice
between
fear,
failing
to
keep
our
parks
up
or
even
closing,
some
of
them,
I
would
reluctantly
prefer
the
advertising
option.
We
have
to
keep
our
parks
properly
resourced
and
maintained,
and
we
may
have
to
make
some
compromises
until
the
madness
of
austerity
policy
is
over.

services
are
properly
funded
again.
The
consultation
and
Parks
revealed
strong
opposition
to
billboards
and
I'm
pleased
to
say
the
officers
have
stated
that
they
will
not
be
considering
them
at
the
present
moment.
Instead,
they're
thinking
of
less
intrusive
forms
of
advertising,
such
as
notice
it
on
bins
and
lampposts
and
I
urge
them
to
continue
thinking
along
these
lines.

Finally,
I
have
to
repeat
what
has
been
said
many
times
in
this
chamber.
The
administration
is
faced
through
having
to
implement
financial
restrictions,
forced
upon
it
by
the
horrendous
slashing
of
funding
to
councils
imposed
by
the
Conservative
government
and
its
erstwhile
collaborators.

Dems.

gonna
stick
to
the
knitting
and
stick
to
your
petition
if
I
may,
rather
than
launch
into
a
tirade
of
international
and
national
politics.
So,
firstly,
many
congratulations
on
bringing
this
petition

the
chamber

obviously
worked
with
you,
and
thank
you

all
the
people
who
signed
the

people
to
sign
a
petition

not

very
well

conservative

happy
to
support

sentiments

leisure
where

away

All
people

be
able
to
relax

escape
for
a
few
brief
moments
from
the
hurly-burly

today's

hard
to
relax
when
surrounded
by
large
at
the
advertising
billboards
they
jar
with
the
green
landscape
and
prevent
people
from
truly
relaxing.
They
have
no
place
in
our
parks
and
green
spaces.

do
recognize
that
the
council
designee
to
look
at
all
possible
income
streams.

are
ways
I'm
sure
of
increasing
income
from
parks,
but
these
need
to
be
ways
which
complement
rather
than
conflict
with
the
core
ethos
of
a
park
which
is
a
place
of
leisure
and
enjoyment.
So
cafes
and
we've
just
done
the
petition
on
phase
cafe
sporting
facilities,
sporting
lessons,
one
of
activities,
some
modest
retail
offerings.
All
these
I
think
are
acceptable.
It
might
even
be
possible
to
seek
commercial
sponsorship,
as
we
see
with
some
roundabouts
in
North
Bristol,
which
have
beautiful
floral
displays
and
a
very
small,
discreet,
sign,
saying
sponsored
by
XYZ.

worth

thought
of
large
intrusive
hoardings
in
park
trying
to
sell
me
things.

probably
don't
need,

horrific.

want
the
freedom
to
choose
when
I'm
exposed
to
advertising
if
I'm,
watching
ITV.

newspapers

magazines,

parks

public
spaces

the

there
many
reasons
why
this
idea
is
disastrously
wrong.

have
all
been
mentioned

look

few
fundamental
questions.

us
what
parks
are
for,
in
essence,
they're
places
for
urban
dwellers
to
stroll
around
a
little
taste
of
nature,
they're
places
for
parents
to
bring
their
kids
and
allow
them
to
run
around
with,
as
few
cares
as
possible.

why
advertisers
want
to
put
these
billboards
in
parks
and
elsewhere.
The
only
reason
they
want
to
do
that
is
to
sell
us
more
stuff
stuff.
We
don't
need
stuff

pollutes

be
making
us
happy
any
time
soon.
How
did
the
advertisers
do
this
excuse
me,
I

I

gonna
have
a

the
screen

Oh,

How
do
I
advertised
errs

this?
Well,
they
do
this.
This
is
a
picture
in
Liverpool
just
by
Lime
Street

feel
too
old,

poor,
too
overweight.
Many
academic
studies
have
shown
this
can
directly
affect
our
mental
health
and
least

problem
such
as
eating
disorders,
depression
and
low
confidence.
Even
crazy

this
context

the
advertising
campaigns
that
would
be
shown
often
go
completely
against
our
own
counsel
initiatives.
So,
for
example,
when
coca-cola
were
recently
told
that
they
had
to
serve
water
from
their
Christmas
truck
rather
than
coca-cola,
we're
all
worried
about
the
300
people.
The
year
300
people
plus
a
year
who
died
from
car
exhausts
yeah.

going
to
potentially
allow
large
diesel
four-by-fours
to
be
advertised
in
parks
and
where's?
The
logic
in
it
I've
got
particularly
oh,
so
I'm

ending
my

this
issue?
Well,
we're
not
the
first
community
to
have
thought
about
it.
Many
many
communities
around
the
world
have
have
done
something
about
it
and
have
stopped
it.

solution

fixture

advertising
can
be
easily
removed
and
may
not
necessarily

be
there
any
longer
than
necessary,

primarily

not
huge
hoardings,

The
Bristol
Arena
could
be
built
at
Temple
Meads,
not
Felton.
We've
already
heard
some
fantastic
statements
here
tonight.
I
would
just
like
to
sum
up
some
of
the
comments
that
were
made
on
this
petition.
Bristol
arena
should
be
developed
to
increase
the
cultural
offering
of
the
city
of
Bristol.

It
should
encourage
people
onto
public
transport
not
into
cars,
and,
if
you
bring
economic
benefits
to
the
people
of
Bristol,
at
Bristol,
arena
based
in
the
city
centre,
not
in
Filton
will
bring
people
and
money
into
the
local
economy
with
excellent
public
transport
links.
Nearby
an
arena
in
Bristol
will
encourage
visitors
to
make
a
weekend
of
it.
Stay
in
a
nearby
hotel,
enjoy
the
nightlife
eat
in
the
hundreds
of
nearby
restaurants,
go
shopping
and
spend
money
in
our
city
mine.

Meanwhile,
an
arena
on
the
border
with
South
Glaus
will
encourage
people
to
pay
for
parking
in
a
car
park
in
south
gloss
then
drive
home
straight
after
the
concert.
The
proposed
Filton
site
will
encourage
people
to
drive
from
across
the
city
and
from
other
cities,
clogging
up
already
congested
roads
in
northwestern
and
beyond,
and
increasing
the
already
dangerous
levels
of
air
pollution.
I
didn't
see
that
space
for
a
massive
new
car
park
is
a
benefit
I
see
that
as
taking
the
cowardly
option
and
building
yet
another
car
friendly
attraction.

The
City
Council
have
made
new
public
transport
links
a
requirement
for
the
proposed
Filton
arena,
but
the
developers
bidding
for
the
contract
have
made
it
clear
that
they
intend
to
open
the
arena
far
sooner
without
transport
links,
if
necessary,
I
live
in
San
Jorge.
Currently,
it
would
take
me
just
13
minutes
less
time
to
get
to
the
Phil
Turner
arena,
then
Cardiff's
Millennium
arena
by
public
transport.
This
is
not
an
option
that
benefits
the
whole
city.

This
development
should
create
an
arena
that
aweful
offers
equal
opportunities
to
all
of
the
city.
It
is
South
Bristol
that
desperately
needs
employment
and
opportunity.
South
whistle
would
benefit
from
the
temple
Key
Arena
site
north
whistle
already
hosts
many
of
the
employment
opportunities
for
the
city.
Here
we
have
the
opportunity
to
create
jobs
where
they
are
needed.
I
ask
all
here
to
consider
the
money
already
invested
in
the
temple
key
development
and
the
time
delay,
which
would
be
created
in
moving
the
development
to
another
location.

income
in
Bristol

to

and

mayor

delivers

be

that

to
and

exacerbate
the
congestion

problems

already

them
make

we

suggests

already
congested

term

council

on

strong

Youth
Council

police
and

run
a
youth
conference
and
appeared
on

BBC
rain
and
Bristol

talk
about
votes
at
16
and

work

the
Youth,
Council
and

we've
also
sorry

collaborated
with
the

erasmus
project
bid
with
the
Youth
Council,

twin
cities
visit
each
other
over
the
next
18
months
and
share
best
practice
over
youth
engagement
so
that
we
can
improve
our
current
model

hope

see
even
better
political
engagement
from
young

working
towards
developing

reformed
equality

champions

campaign
is
based
around
the
belief
that
the
current
phsc
curriculum,
which
stands
for
personal
social
health
education,
needs

updated

needs
of
young
people
and
to
be
taught
more
effectively
with
more
time
and
resources
dedicated
to
it.

we've
been
meeting
with
Julie
Cole
Todd
from
healthy
schools
and
working
with
her
to
achieve
our
goals,
we
wrote
a
letter
to
the
former
education
secretary,
Justin,
greening
about
making
phsc
compulsory
in
schools
and
how
the
curriculum
can't
be
watered-down.
We
wrote
to
her
about
the
parts
of
the
curriculum
that
we
felt
were
missing
or
we
were
taught
at
too
late
an
age.

wrote
a
survey
to
send
out
to
schools
which
we've
just
recently
sent
out
about
phsc
to
get
students,
opinions
on
how
it's
taught
in
their
schools.
We've
scrutinized
the
current
curriculum
taught
in
Bristol
schools
and
have
written
a
long
list
of
amendments
about
adding
more
to
the
curriculum
about
mental
health
and
gender,
which
have
been
set
and
off
to
be
incorporated
into
the
curriculum.

October
this
year
we
are
planning
and
holding
a
conference
for
teachers
and
some
students
from
schools
across
Bristol
to
share
best
practice
standards,
as
we've
realised
that
schools
have
very
different
approaches
to
pH
see.
This
would
involve
workshops
sharing,
how
schools
teach
phsc
and
sharing
good
methods
to
make
recommendations
for
schools
that
aren't
currently
so
great.

hope
that
this
conference
will
help
put
phsc
higher
unattended,
and
we
understand
that,
currently
with
sort
of
school
cuts
and
pressure
and
getting
good
grades,
it
can
be
sort
of
put
to
the
bottom
of
agenda,
but
we
believe
that
learning
skills
about
from
phsc
will
set
people
up
for
life
and
it's
just
important
as
science
or
maths.

youth
voice
campaign
group
over
12

a
half
thousand
young
people
took
part
in
last
year's
Bristol
youth
vote
representing
a
40
cent
turnout
of
11
to
18
year-olds
across

city.
This
shows
of
winning
lists
a
willingness
to
engage
politically
and
we
want
to
ensure
the
Bristol
City.
The
Bristol
City
Youth
Council
continues
to
be
seen
as
a
point
of
contact
for
breast
as
young
people.
One
of
our
major
achievements
this
year
was
the
success
of
the
youth
voice
conference.

They
saw
over
100
young
people
from
across
the
city
engaged
in
democracy
and
debating
for
a
whole
day.
We
had
workshop
was
about
getting
more
young
people
involved
in
democracy
in
schools,
a
Q&A
session
which
involved
many
counselors
and
two
debates,
one
in
vote
16
and
one
on
another
referendum
and
the
terms
of
the
deal
have
brexit
late.
This
year.

plan
to
create
a
video
that
will
go
out
to
all
the
schools
promoting
the
Youth
Council
saying
who
we
are,
what
we
have
done
in
the
past,
and
what
young
people
can
do
to
get
engaged
with
politics

their
area.

this
is
to
increase
young
people's
engagement
generally
in
politics
in
the
make
national
make
your
mark
ballot
and
future
Youth
Council
elections.

our
involvement

we've

moved
to
work
with

consultation
with
the
Youth
Council
in

we

try
to
use
the
results
from
our
survey,
designed
by
a
part
of
the

next
team,
to
add
to
our
research
with

Satsuma
and
soon
in
our
calendar,
we'll

meeting
on
the
4th
of
April
at
the
engine
shed
to
design
MIDI
media
and
an
organization
program
to
use
for
work.

we
know

only

a
mayoral
priority,

British
youth
council

young
people

be
focused
on
promoting

as

believe
passionate
young

our

one

two
youth
mares

I'm
talking

our
year
as
youth
mares.
So
in
February,
2017,
Jack
and
I
were
elected
to
the
position
of
youth
mayor
we've
had
a
brilliant
year
and
I've
learnt
so
much
from
it,
as
well
as
handling
an
influence
on
the
city.
Over
the
year,
we've
met
with
the
mayor
every
other
month
and
attended
events
weekly.

One
of
the
main
things
that
I've
been
involved
in
is
working
on
the
2050
City
Plan,
influencing
the
plan
and
running
a
workshop
with
other
youth
counselors,
creating
a
giant
timeline
of
all
the
things
that
we
want
done,
which

included
in
the
plan.
I've
also
been
involved.
We
had
breakfast
meetings
at
the
city
office
to
help
create
the
city
of
the
future.

at
City
gatherings,
reminding
the
meetings
of
what
really
matters
to
young
people
so
that
they

informed
decisions
to

things
that
I've
been
passionate
about
over
the
last
year
and
talked

feminism

debates
about
feminism
spoke
on
a
panel
at
the
International
Women's
Day
celebrations

spoken
at
the
lantern
parade
to
mark
a
hundred
years

partial
suffrage.

and
the
imminent
sea
of
it,

as
speaking
about
creating
zero

something

really
strongly
support

issue

second
referendum,

massive
difference
to
kids
in
this
city,
because
I
think
you
raise
issues
that
otherwise
wouldn't
be
raised.
So
mental
health
I
think
is
a
really
big
one
and
I
think
that
the
profile
of
mental
health
is
getting
bigger
and
bigger,
and
it
makes
a
massive
difference
to
those
of
us
who
have
got
fat
young
children
actually
to
know
that
you
guys
are
blazing
a
trail
with
mental
health.
So
again,
that's
another.

bit

by

I
read

conference

had

have
young
people

Youth
Council

much

commitment

time

your

already
quite
hectic

outstanding

All

the
topics
you've
mentioned
today
are
really
important,
but,
as
they've
only
got
a
few
minutes,
I'm
gonna
pull
out
a
few
that
are
important
to
me
and
to
the
youth
that
I've
spoken
to
in
my
ward
I
know
there
is
some
debate
over
phsc
being
compulsory
in
the
school
curriculum
and
whatever
the
outcome.
I
would
hope
that
teachers
and
head
teachers
understand
and
see
the
important
benefits
of
continuing
to
teach
phsc
in
the
school
day.
It's
another
good
reason
why
your
survey
is
so
important.

All
schools
are
striving
to
achieve
high
exam
grades
and
the
mental
and
physical
well-being
of
the
youth
is
important
in
assisting
youth
in
achieving
the
good
grades.
Your
idea
to
involve
teachers
in
a
conference
to
give
this
powerful
message
is
an
excellent
way
to
raise
the
profile
of
phsc
and
I
feel.
This
is
a
vital
message
for
all
school
head
teachers
primary
and
secondary
for
work
experience.

youth
conferences
you
ran
in
November
have
provided
a
wealth
of
information
and
many
actions
for
you
guys
to
take
away
again.
One
issue
I
regularly
hear
complaints
about
is
the
reliability
of
Bristol's
public
transport.
It's
not
only
important
for
you
to
have
reliable
transport
to
get
to
the
school,
but
it's
vital
way
to
expand
your
independence
safely.
So,
if
there's
any
help,
we
can
provide
you
with
as
councillors
P.
Please
do
tell
us,
and
finally,
I
know
how
frustrating
it
is
when
not
everyone
supports
the
project
that
you
were
working
on.

at
16
is
a
project
that
some
of
us
do
have
a
different
view
on
and
that's
one
of
the
joys
of
living
in
a
democratic
society.
All
issues
can
be
seen
from
several
ways,
and
some
of
us
do
believe
that
18
isn't
quite
the
right
age
for
voting,
but
that
doesn't
mean
that
you
give
up
the
debt
if
you
and
the
people
you
represent,
feel
strongly
enough.
You
take
on
board
the
work
of
the
conflicting
views
and
you
keep
going
so
to
Max,
Hannah,
Jack,
Caitlin
and
Eddie.

experience
of
a
good
decision
getting
rolled
back
by
the
next
person

job

surveyed
and
consulted
those
who
represent
and
find
found
ways
to
communicate
your
ideas
back
to
them.

short,
you
have
had
a
real
experience
of
life
as
a
democratic
representative,
and,
of
course
that
means
that,
like
me,
you've
had
the
support
of
some
fantastic
council
officers,
so
at
our
mutual
midterm
points.

First
of
all,
I'd
like
to
thank
you
for
a
very
impressive
and
a
very
fascinating
report,
and
presentation
and
I
just
want
to
comment
on
a
few
of
the
things
that
really
stood
out
for
me,
because
there
was
so
much
that
was
really
powerful
and
good
that
we
can't
really
comment
on
all
of
it,
and
there
were
things
where
it
struck
me
that
national
and
local
politics
sometimes
help
and
sometimes
hinder
you
in
your
aspirations.
So
I'm
going
to
just
make
one
or
two
points
and
I
have
to
say
this.
I
will
be
political.

other
thing
which
I
noticed
was
that
the
lgbtq+
group
are
also
concerned
about
it
and
I
wondered
whether
the
listening,
pashed
partnership
would
also
identify
it
as
an
issue.
They
mention
a
stigma,
but
not
necessarily
hate
crimes
and
bullying,
and
yet
we
know
that
it
can
be
a
real
problem
for
young
people
with
disabilities.

I
do
wonder
whether,
in
thinking
about
your
future
programs,
you
might
be
able
to
extend
the
learning
that
you
are
getting
from
the
work
that
you're
doing
to
disability
hate
crime
as
well.
I
was
very
glad
that
Eve
mentioned
the
lantern
procession
on
February
8th,
because
it
was
a
joyous
celebration
of
the
centenary
of
women's
suffrage
and
also
when
working-class
men
got
the
vote
as
well.
So
I
genuinely
wish
that
we
could
help
to
celebrate
the
centenary
by
extending
the
franchise
yet
further
and
giving
it
to
16
and
17
year
olds.

But
the
thing
that
is
really
dear
to
my
heart:
it's
high-quality
and
compulsory
PSHE.
It
was
a
backward
step
when
just
in
greening
was
replaced,
and
we
will
continue
to
press
for
this
in
every
way
that
we
can.
It
should
be
considered
as
an
entitlement
for
all
students
and
I'm
really
not
quite
sure
why
the
government
is
pussyfooting
around
on
this,
because
within
a
couple
of
years
of
implementing
it,
it
will
be
considered
as
natural,
normal
and
essential
in
producing
well-rounded
adults.

the

councillors

key
place
our
Youth
Council
has
not
just

this
chamber
but
across
the
whole

are

critical

relationship

our
citizens.
They
become
collaborators

determined

more

approaches

self-organization

consultation,
we
asked

city

best

spend
the
remaining
three
hundred
and
nine
thousand
pounds
and
how
communities
can
influence
decisions,

particular
the
local
element
of
sale.

proposal
that
we
have
before
you
takes
into
consideration
all
of
the
responses
that
came
out
of
the
consultation.

have
a
total
of
14,000
pounds
which
will
be
made
available
to
cover
the
cost
of
hiring
accessible
venues
where
this
is
needed.
Local
councillors,
where
appropriate

agreed
locally,
we'll
play
a
crucial
role

supporting
community
engagement

than
leading
it.
The
second
proposal
is
about
it's
about
establishing
six
area
wide
community
infrastructure,
levee

section
106
decision-making
committees.

committees
will
make
decisions
about
the
spend
of
the
local
element
of

devolved

there
is
a
dishes
in

be

what
and
where
that
money
is

The
details

the
decision-making
process

the

neighborhood
partnerships
that

out

blocks
after
the
decision

taken
to
disband
the
neighborhood
partnerships.
Our
st.
George
community
network
is
locally
driven
locally,

councillors

suppose
now
are
kind
of
bit
part
players.
Last
week,
I
had
I
had
the
pleasure
of
attending
one
of
our
Community
Network
meetings,
where
we
were
actually
taking
a
decision
on
priorities
for
Phil
community
projects.

community
led
there
were,
it
was
inclusive,
not
exclusive,
so
we
had
far
more
members
in
the
room
than
we
had
done
under
the
neighborhood
partnership
process
and
we
went
through
a
process
of
elimination
in
terms
of
what

local
local
people,

local
communities
actually
wanted
in
relation
to
the
future
of
st.
George.
So
you
know
it's
now
for
me
and
my
fellow
councillors
to
take
their
priorities
back
to
the
hopefully.
The
proposed
new
structure
have
this
conversation
with
with
colleagues
and
bring
forward
priorities
for
funding
later
on
in
the
year.

urged
the
rest
of
the
us
to
do
the
same:
let's
get
across

unity,

don't
think
as
it

the

a

percent
and

I've
asked

cabinet
member

bring
it
back
after
the
first
round
of
bids

person's
committee
and
we

review

more
much
more
happy

it

if

cross-party
support,

the
conservative
group

be
opposing
this
report

a
number
of
reasons.
Firstly,
we
simply
don't
understand
why
we
need
yet
new
boundaries.

have
ward
boundaries,
neighbourhood
partnership,
boundaries,
parliamentary
constituency,
boundaries
and
now
the
new
area
sill
boundaries.
The
very
name
area
is,
of
course,
a
complete
misnomer,
as
there
is
little
to
link
the
communities
within
each
proposed
area.
My
area,
for
example,
area
one
stretches
miles
from
Avonmouth:
I
stayed
Bishop,
Henley's
and
Westbury
to
Clifton
and
harbor
side,
all
very,
very
different
communities.

The
new
proposed
areas
could
result
in
some
very
odd
spending.
Decisions,
for
example,
sell
money
from
development
in
South
Mead
intended
to
mitigate
planning
harm
in
South.
Mead
could
end
up
being
spent
in
redlund
in
my
area.
There's
nothing
to
stop
cell
money
from
Avonmouth
or
Weston
being
spent
on
projects
in
Clifton
or
Harborside
or
even
Stoke.

Bishop,
not
many
people
would
see
that
as
fair
or
just
but,
ladies
and
gentlemen,
if
you
vote
tonight
for
this
report,
that's
exactly
what
could
happen
last,
but
by
no
means
least,
my
other
main
concern
is
that
these
changes
open
up
the
council
too
costly
and
protracted
legal
challenges.
Sill
rules
are
very,
very
clear:
15%
of
SIL
money
must
be
spent
in
the
locality
in
which
the
development
has
taken
place.

The
carroty
and
local
government
terms
is
defined
as
a
ward
or
potentially
adjoining
wards
which
share
a
distinct
community
which
has
been
affected
by
the
development.
These
proposed
areas
break
for
syllables
and
potentially
expose
the
council
to
legal
challenge.
For
that
reason,
my
group
will
be
voting
against
these
proposals
and
we
will
be
seeking
an
electronic
vote
for
the
avoidance
of
any
doubt.

essentially,
that's

the
report
is
what
I
think
we
could
easily
call
a
bit
of
accurate
egg

think
you

that
the

good
and
partly
bad,
and
if
I
talk
first
about
the
things
that
are
good
about
this
report,
the
things
that
I
would
focus
on
I
mean
actually
you
you
laid
it
out
in
two
different
parts
and
the
first
part
about
spreading
Syl
money
across
bigger
areas.

would
absolutely
support
that
from
the
very
beginning,
I
think
that
whole
idea
of
spreading
the
wealth
you
know
levelling
up
the
inequality
across
the
city
I'm
in
area,
one
where
we
have
Clifton
and
Avonmouth,
and
it
seems
perfectly
reasonable
to
me
that
that
that
larger
area
could
have
a
share
of
the
wealth.
I
don't
have
a
problem
with
that
at
all
and
when
you
talk
about
getting
away
from
top
down
government
and
in
getting
getting
out
of
people's
way
and
letting
people
get
on
with
their
community
organizations,
I
hear
that
and
I
think.

that
sounds
really
good
and
when
I
first
read
the
report,
I
was
actually
minded
to
vote
for
it,
but
I
am
representing,
as
I
said,
diverse
views
here
and
one
of
the
things
that
really
made
me
Vasily's
made
me
be

bit
more
ambivalent.
Made
me
think
a
little
bit
more
about
the
cure.
It's
egg
aspect
of
it
was.
We
have
had
a
recent
report
from
one
of
the
officers
who's
facilitating
the
area
committee

report
back
from

believe

going
to
be
something

facilitating

collaboratively
allowing
for
more
citizen

we're

putting
obstacles
in

way
of
community
engagement
communities.
Community
engagement,
community
volunteers
are
vulnerable
organizations
and
small
groups
that
need
nurturing
and
not

not
need
to
have
obstacles

fear

that

we'll

we've
heard
some
imagery
just
now.
We
had
some
passion
earlier
on
in
the
session,
which
I'm
always
very
pleased
to
hear,
and
we
had
new
speak
coming
from
the
executive
member
talking
consistently
about
top-down,
whereas
in
fact
we
all
know
that
neighborhood
partnerships
were
created
to
be
bottom-up,
for
people
to
actually
aspire
to
run
their
own
lives
and
organize
their
own
ways
of
moving
forward.
That's
exactly
the
exactly
the
opposite
to
what's
now
being
proposed.
Well,
you
people
have
got
to
bang
on
a
door
and
there's
even
less
largesse
than
ever.

There
was
before
so
they've
got
to
come
to
this
council
again
and
ask
for
money
and
ask
for
what
they
can
do
and
ask
permission
all
the
time
and
when
we
put
together
in
the
neighbourhood
partnerships
which
this
organization
has
butchered
the
most
political
act,
I
think
this
this
administration's
ever
committed.
It
was
done
for
political
reasons.

That's
where
I
come
from
and
not
not
having
to
listen
to
people
being
told
what
to
do
and
being
patronized
and
being
dealt
out
now
very
little
money,
so
I'm
very,
very
concerned
about
that
and
I
think
we've
gone
hideously
the
wrong
way
now.
I
also
want
to
say
that
we're
going
to
be
in
a
position
very
soon,
where
we're
going
to
find
ourselves
in
rooms
with
other
people
very
often
counselors,
that
we
we
only
meet
in
this
chamber
that
we
we.
We
will
be
doling
out
bits
of
money.

over
the
bones

what's
actually
left,
because
we've
drawn
lines
on
a
map
which

fairly
meaningless.

solve

administration

we

designed

deliver

fairer
distribution

funding
for
local
projects
across
the
city
and
better
reflect

indices
of
multiple
deprivation
we
face.

personally

George
Ward's
have
all
been
kept
together
and
I'm,
confident
our
community
organizations
will
continue
to
be
the
fantastic
crowd
they
are
today
and
we
will
look
work
with
local
elected
representatives
to
promote
our
community
within
the
new
model.

move
the
council
led
to
community
LED
action
that
we've
all
heard
about
my
recent
meeting
at
the
bishop
stern
library
for
the
BCR
AGM
is
another
fantastic
example
of
communities
working
together.
I
would
like
to
touch
on
a
community
asset
in
my
ward,
actually,
the
Meadowvale
community
center.
This
is
one
of
the
only
community
assets
within
the
Speedwell
estate
and
I
have
a
huge
amount
of
respect
for
the
volunteers
that
work
there.

volunteers
in
Meadowvale
have
just
managed
to
secure
funding
from
external
sources
to
refurbish
repave
and
refit
the
kitchen
in
the
center
Fiona
Russell
is
the
chair
of
the
Meadowvale
community
center
and
Paula.
She
is
in
control
and
she
wants
more
control,
I'm,
not
sure
how
many
people
in
the
chamber
tonight
will
have
heard
of
Meadowvale
in
the
community
that
Steve
and
I
represent,
but
by
broadening
this
Syl
area
to
me,
more
and
more
people
will
hear
a
federal
in
future,
and
that
can
only
be
a
positive
thing.

Bristol
City
Council
faces
the
pressure
to
change
the
way
we
do
things
as
a
result
of
the
funding
cuts,
we've
all
aware
of,
but
we've
balanced
the
budget
for
four
years
and
will,
of
course
be
keeping
an
eye
on
all
the
reforms
to
see
how
they
work
out.
Now
then,
in
my
role
in
particular
on
the
cabinet,
it
is
important
not
to
lose
sight
of
what
SIL
is
designed
for
as
a
mechanism
to
support
development
in
an
area
of
intensification
of
development.

a
member
of
that
cabinet
does
not
mean
that
we
won't
all
have
eyes
on
how
this
model
works.
Fundamentally,
it
has
to
work,
but
I
just
quickly
want
to
wrap
up
by
talking
about
leadership
and
Anthony.

leadership.
We
are
in
a
climate
where
new
formulas
for
schools
and
GP
practices
are
flipping
funding
on
its
head
stripping
away
support
for
some
of
our
most
deprived
areas.
Further
compounding
that
inequality,
our
city,
faces
this
new
model
of
Syl
area.
Part
ships
led
by
Council
adds
a
fairness.

would

forward
the

recommendation

ask
that
members
move
to

vote.

think
we've
heard
from
all
sides

which
way

but
we
are
where
we

communities
out

who

looking
at
projects
and

prepared
to
run
with

this

I'm
trying
to
draft
a
speech
in
this
chamber,
I'm
hunting
around
looking
for
facts
and
opinions
that
can
help
me
in
my
argument.
In
this
case
the
arguments
seem
really
obvious,
and
it's
also
clear
that
many
labor
politicians
at
all
levels
agree
with
me
actually
feels
impossible
that
this
motion
will
not
be
supported
in
this
chamber,
but
we
should
see
when
we
come
to
the
vote.
I
should
start
by
saying
that
many
greens,
including
myself,
have
doubts
whether
an
arena
is
a
good
idea.

be
built
at
arena
Island
rather
than
out
of
town
or
the
BRABUS
in
the
hanging.
I
appreciate,
of
course,
that,
as
dawn
and
Jeff
told
us
earlier,
we
haven't
yet
got
all

information
we
need,
as
we
are
still
waiting
for
the
value-for-money
report
from
our
friends
at
KPMG.
Nevertheless,
let's
look
at
the
information
we
have
got.
Perhaps
let's
imagine
this
is
a
boxing
match,
so
in
the
green
corner,
we've
got
arena.
Islands
here
are
a
few
opinions
that
other
people
have
expressed
on
this
contender.

First
up
is
one
of
our
own
councils
reports
on
the
subject
which
says
the
arena
was
serve
as
a
as
a
catalyst
for
the
development
of
the
Bristol
quarter:
enterprises;
okay,
that's
pretty
clear
nets.
Next,
lest
hit.
Let's
hear
from
a
few
of
our
local
Labour
MPs
Karen
Smith
says:
for
many
years
we've
been
looking
forward
to
welcoming
a
new
arena,
tour
area
and
the
potential
it
brings
with
it
for
jobs
and
apprenticeships
investment
and
local
economy.

Our
part
of
Bristol
contains
many
of
the
most
deprived
areas
in
Bristol
and
people
are
desperate
for
decent
job
opportunities
and
apprenticeships.
The
proposed
arena
in
my
constituency
offers
these.
Perhaps
our
Bristol
West
MP
also
Labour
will
disagree.
No,
she
says
sustainability
and
public
health
must
come
first
and
encouraging
more
car
journeys
where,
when
events
are
being
held,
would
not
be
justifiable.
Locating
the
arena
in
the
middle
of
Bristol
would
be
the
best
solution.

the
planning
policies
in

statement
to
this
full
council.
He
concludes
clearly
that
arena
Island
is
the
right
place
from
that
perspective.
Okay,
that
seems
pretty
clear
notes.
All
those
words
are
from
other
people
not
from
me,
but
let's
look
at
a
few
more
reasons.
Huge
amounts
of
money
have
already
been
spent
on
arena.
Island.
Do
we
want
to
really
end
up
with
an
eleven
point?
Three
million
Bridge
to
Nowhere
a
good
percentage
of
the
profits
from
all
those
Beyonce
in
one
direction
concerts?

Maybe
even
ed
Sheeran
ones
will
come
back
into
Bristol
rather
than
disappear
into
Malaysia
or
who
knows
where
visitors
will
want
to
come
to
the
middle
of
Bristol,
not
to
a
motorway
Junction.
The
benefits,
the
cafes,
restaurants,
hotels
and
so
on
in
the
middle
of
the
city
will
be
enormous.
Lastly,
but
very
importantly,
the
building
will
be
an
iconic
addition
to
our
urban
landscape.
It
would
look
great
and
make
Bristow
Lien's
feel
great
every
time
they
walk
past
it
and
in
the
blue
corner.
We
have
the
BRABUS
in
hanger,
well,
not
much
to
say
really.

the
words
of
the
chair
of
ytl
quotes
without
the
transport
infrastructure,
the
Brabazon
arena
isn't
viable.
So,
although
this
option
initially
appears
to
cost
less
money,
in
fact,
we
still
have
to
spend
a
hundred
million
on
the
infrastructure
and
yet
South
gloss
and
YTL
gets
people
the
profits,
not
very
even
is
it.
It
was
a
real
boxing
match.
He
would
have
been
declared
a
mismatch
ages
ago.
Lastly,
perhaps
we
should
look
for
the
answer
to
the
original
Brabazon
project.

in

the

outcome

study

Planning
Committee

confusion
and
concern
about
green
economics

members
of
that
group
on
financial
matters,
but
it's
all
relative
and

hear

hear

it
said

like
others,
I
have
an
instinctive
view
of
what
might
be
in
the
best
interests
of
my
residents
and
Bristow
Lien's.

talking
about
traffic
in
transport,

instinctive
view
says

Meads
every
time
but
I
don't
know,
we
option,
will
minimize
the
financial
risk.

don't

the
cost
is
to
this
Authority
of
taking
one
route
rather
than
the
other.
So
how
can
I
for
anybody
make
a
decision
today?
That
doesn't
mean
I,
don't
value
every
name
that's
signed
on
that
petition
and
every
view
this
expressed,
but
I
cannot
credibly
make
a
view
when
I
do
not
know
the
financial
implications.

would
suggest
there
may
be
one
person
in
this
chamber
who
does
know
what
those
implications
are
and
what
the
report
may
be
going
to
recommend,
but
actually
the
producing
of
that
report
in
detail
and
getting
it
right
is
the
bad
thing
we
expect
the
mayor
to
do,
because
if
it
is
done
too
soon
and
too
quick,
we
may
rightly
criticized
the
fact
it
hasn't
considered
all
the
issues.
So
I
repeat
my
comments
of
earlier.

negligent
of
any
member
of
this
chamber
to
make
a
decision
on
where
that
arena
should
go
without
knowing
what
the
costs
are
and
what
the
implications
are.
Now.
My
understanding
is
that
would
Temple
Meads
it's
a
very
simple
package:
the
taxpayer
effectively
underwrites
the
whole
of
the
borrowing
and
is
therefore
taking
the
risk.
If
the
Brabazon
proposal
reduces
that
risk,
then
the
very
least
dear
colleagues
on
the
green
bench.
We
have
to
consider
it.

Our
group
of
men
but
recognizes
these
issues
and
calls
on
the
mayor
to
allow
proper
time
for
scrutiny
and
I'm
glad
to
hear
Marvin
is
indicating
that
will
be
the
case.
It
needs
my
lawn
mayor
more
than
a
three-hour
scrutiny
meeting
to
do
justice
to
all
the
issues
that
have
been
highlighted
today.
So
we
need
sufficient
time
for
that
process
to
happen.
So
why
this
amendment
now
I
my
law
met
I'm
nearly
there,
but
why
now?
My
group
doesn't
want
to
vote
for
the
green
amendment
that
implies
supporting
temple
needs.

against

green
amendment,

BRABUS

hanger

can't
support
either

we
don't
have
the
information
to
arrive

decision

site.

need
to
know

site

alternative

tax
and
business
rate
revenue
implications,
the
job
creation
implications
and
the
risk
and
capital
borrowing.

we
can
assess

back

publicity

petitioners

committee

weeks

further
consideration

were
criticized
for
delay

there's
something

because
the
mayor
or
former
mayor
has

lot
of
responsibilities
in
this.

as
a
greens

in

try
to
get
some
kudos
from
this.

wanted.
It
is
a
vanity
product
project
and

Don't
think
he'd
really
checked
it
out,

important

understand

value-for-money

doesn't
mean
the
headline
cost.

means
the
job,

crate
and
where
it
will
create
them.

means
what

community
will
gather
from
this.

lot
more
than

bill

therefore

is
right

proper.

secure

could
be
something
that,

a
larger,

impact

area
rather

this.

what

My
view
is
I
can't
support
the
motion
as
it
is,
but

Notwithstanding
the
curious
version
of
history,
we've
just
heard
from
councillor
dud
and
I'm
going
back
to
why
we
presented
this
golden
motion
in
the
first
place.
Gold
emotions
are
offered
to
each
part
in
turn.
The
greens
were
offered
this
one.
It
guarantees
one
debate
among
vote
in
turn,
preach
party
group
on
the
subject
of
their
choosing.
We
chose
to
submit
a
motion
for
guaranteeing
a
debate
and
a
vote
on
the
subject
of
bris
build
Bristol
arena
at
Temple.

What
there'll
be
is
no
opportunity
at
all
in
this
chamber
for
councillors
to
vote
on
their
preferred
location
for
the
arena,
because
we
haven't
been
promised
the
next
opportunity
to
bring
our
goal
to
motion
back
with
that
vote,
opportunity
to
the
full
council
to
advise
the
mayor
or
not
feelings
about
the
location
of
the
arena.
Today,
we've
seen
from
these
public
benches
a
very
fine
example
of
local
democracy,
citizen
empowerment,
thousands
of
petitioners.

They
signed
within
a
few
weeks
of
emotion,
being
launched
and
blocking
a
vote
on
this,
which
we
brought
to
bring
it
up
democratic
opportunity
to
respond
to
that
Rex
that
intention
they
wanted
an
arena.
They
wanted
members
to
support
an
arena
at
Temple
needs
and
there's
an
intention
to
deny
that
opportunity.
So
we
now
have
in
this
chamber
to
respond
to
the
wrecking
amendment.

do
we
want
to
show
our
listening
to
the
residents
or
recognition
of
their
their
advice,
their
intentions,
their
comments,
as
my
colleague
has
said,
do
we
want
the
opportunity
even
comment
on
that,
because
this
wracking
amendment
denies
that
opportunity?
It's
not
our
amendment.
If
you
pass
this
motion,
in
fact,
if
you
look
at
the
motion,
the
five
hundred
and
fifty
plus
words
in
our
motion
there
about
one
hundred
and
ninety
in
the
revised
motion,
most
of
them
on
task,
there
were
fifteen
clauses
out
of
twenty
deleted
in
that
motion.

what
the
Conservatives,

conservative
councillors

amendment
actually

it

we

KPMG
study

we
knew

it
was
available,
it
was
understood
and
it
was
consulted
on
by
the
seventy
members
in
this
chamber
by
the
council.

be

we

debate

issues,

we've
been
told
it
can't
be
debated
in
this

a

barely

look

it
and
it

asked
about
the
study.
Previously
we
heard
about
that
in
members
question
time,
I
never
got
the
details.

full
details
on
that
despite
reminders.

finally,
it's
understandable
conservatives
actually
keen
to
give
up
power
to
a
big
business,
with
a
private
site
to
privatize
the
facility
for
this
city,
to
put
it
out
on
the
edge
of
the
town
where
most
of
benefits
will
go
elsewhere,
they're
not
bothered.
He
gets
the
benefits.
The
drive
through
Koster
on
the
838
will
do
very
well.
I'm
sure
can.

So
this
is
our
only
opportunity
in
this
chamber
for
members
to
express
our
views
before
the
man
takes
his
decision
on
the
arena
at
the
beginning
of
May,
unless
he
too
needs
more
time
more
time
for
us
to
scrutinize
that
report
to
debate
it
to
look
at
their
claims
or
counterclaims
or
gaps
in
it.
But
if
he
doesn't
give
us
more
time,
then
don't
approve
the
amendment.

the
mayor's
lack
of
clarity
on
this
the
whole
will
he
won't.
He
thing
we've
been
seeing
for
the
last
six
months
has
been
hugely
frustrating
and
unhelpful
to
the
process
of
democratic
analysis
of
this
issue.
The
mayor
said,
he's
doing
a
value-for-money
review
and
that's
super,
but
actually
I'm,
very
skeptical
of
this
I'm
skeptical
that
the
review
will
be
able
to
or
even
try
to
quantify
the
long
term
loss
to
Bristol
of
the
successful
growth
of
a
rival
regional
center.

simply
don't
believe
that
that
analysis
will
be
anything
other
than
the
short
term
finances
which
will
inevitably
favour
the
out-of-town
option.
Now
it's
worth
bearing
in
mind
that
the
legislation
on
out
of
town
centers,
which
took
a
long
time
coming,
was
built
and
constructed
I
think
it
was
actually
a
Conservative
government
that
poll
to
put
it
in
place
in
the
end,
not
as
a
result
of
viability,
reports
and
value-for-money
projections
into
the
future,
but
thirty
years
worth
of
empirical
evidence
on
the
damage
and
harm
done
by
out
of
town
centers.

why
it
was
put
into
effect
and
finally,
I
know.
I
am
going
to
raise
this
issue.
There's
been
some
very
worrying
media
coverage
of
the
financial
conflicts
of
interests
among
the
land
owners
of
the
Filton
site
and
those
who
were
previously
actively
promoting
it
in
the
council,
but
who
now
work
for
those
landowners.
I
am
very
uncomfortable
with
some
of
the
revolving
door,
jobs
that
we've
seen
in
this
and
it's
legitimate
for
the
public
to
ask
of
the
Filton
site
who
benefits
from
this.

as
a
number
of
people
have
pointed
out,
we've
seen
democracy
at
its
best
with
the
presentation
of
the
petition
and
the
number
of
statements
that
we've
seen
today
about
building
Urena
at
Temple
Meads
and
we've
also
seen
pretty
healthy
democracy
with
you
guys,
on
the
opposite
benches,
be
give
given
a
free
vote
on
this,
so
that
nearly
all
councillors
could
can
make
up
their
own
minds
on
whether
to
allow
this
amendment
or
not.
I've
also
encouraged
the
Conservatives
to
be
free
spirited.

what
our
motion
doing
it's
giving
Marvin
a
steer
asking
him
to
listen
to
to
our
direction
without
tying
his
hands
and
I,
don't
mean
to
be
to
trivialize
this,
but
rather
like
deciding
what
breakfast
cereal
you're
going
to
eat
with
when
you're
deciding
whether
you're
going
to
eat,
toast
or
porridge,
and
unless
you're
a
chartered
accountant
cost.
It's
not
absolutely
essential
to
know
what
the
cost
of
each
breakfast
options
is
to
have
an
idea
about
what
you'd
like
to
eat.
For
breakfast.
We
know
a
great
deal
about
the
temple
mead
site.

less

philtrum
side,
and
this
is
much
more
serious
than
than
what
we
might
eat
for
breakfast
is
about
a
real
choice
for
the
city,
about
what
kind
of
future
city
we
want
to
create,
and
it's
really
important
that
we
don't
suffer
from
analysis
paralysis
on
this,
that
we
go
round
and
round
in
circles.
Looking
at
the
same
things
when
we
already
have
a
site,
that's
good
to
go,
and
what
many
of
the
petitioners
were
saying
was
that's
what
they
want
us
to
do.

love
us
to
get
on
with
it.
Okay,
we
had
5,000
people
signed
the
petition
over
a
hundred
presented
statements
here
today,
not
a
single
person
from
the
public
gallery.
Speaking
in
favor
of
filter,
that's
of
real
significance.
These
petitioners
want
to
know
what
your
views
are.
They
would
love
to
hear
your
votes
and
to
hear
you
giving
a
sense
of
direction
to
Marvin
on
the
preferred
location
for
the
arena.

that
scrutiny
should
be
as
well
as
a
vote
today,
not
instead
of
it
and,
as
you
know,
as
greens
we've
been
asking
what
the
nature
of
this
brief
is
that
KPMG
have
been
working
to
Martin
asked
in
in
January.
He
was
assured
he
was
going
to
get
answers.
Nobody
here
knows
the
brief
that
KPMG
is
working
to
sitting
on
these
benches.
I'd
also
strike
a
note
of
caution
with
KPMG
KPMG
had
talked
about
the
experts
and
independent.
You
know
independent
expertise.
We
know
just
with
Karelian
that
there
are
plenty
of
other
examples.

reassuring
people
weeks
before
Karelian

trust

judgment
as

conservative
amendment
and
to
allow
the
motion

preferred
location

arena

ahead
as
per
our
original
golden

I
think
first
I'll
say
is
that
we
really
need
to
be
clear
that
the
decision
has
not
yet
been
made
and
we
are
in
the
process
of
building
an
evidence
base
to
ensure
that
we
as
a
as
an
organization
of
best
position,
to
make
the
right
decision
for
Bristol,
and
we
absolutely
acknowledge
that
there
were
strong
arguments
in
both
ways.
One
of
the
things
to
reflect
on
is
that,
actually
from
being
in
a
position
where
we
were,
we
had
one
option.
P
We
now
have
two
meaningful
options
which
is
better
than
it
was
just
some
months
ago,
but
I
just
want
to
say
I
think
the
framing
of
this
debate
is
problematic,
because
the
first
question
that
needs
to
be
asked
in
this
debate
is
not:
where
will
we
build
the
arena?
But
it's
can
we
afford
to
build
the
arena,
which
is
the
journey
we
have
been
on
as
a
city
and
affairs
you've
followed
over
the
last
few
years.
P
You
know
this
has
been
the
dominant
question,
but
having
said
that,
our
first
priority
is
a
commitment
as
a
city
to
delivering
an
arena
for
Bristol,
and
we
know
that
we
remain
the
only
major
city
in
the
UK
without
an
arena
so
but
I
just
want
to
suggest
that
you
has
been
raised.
This
debate
is
taking
place
without
key
facts
and
without
a
full
understanding
of
the
current
situation
which
I
wish
I
could
share.
But
it's
subject
to
commercial
confidentiality
at
this
time,
but
the
current
situation
is
that
we've
commissioned
three
pieces
of
work.
P
Firstly,
a
value
for
money
exercised
around
the
aunt
Arina
site.
Now
it's
a
project
we
know
was
gone
substantially
over
the
proposed
budget,
all
the
available
funding,
that
is,
our
primary
focus
identifying
if
we
can
and
how
we
can
build
an
affordable
arena
in
that
location.
In
addition,
we
have
to
review
existing
agreements
to
ensure
they
work
for
the
city,
but
just
bear
in
mind
that
Nottingham
was
only
broken
even
with
its
arena
development,
because
it
build
an
ice
rink
alongside
it,
and
we
have
a
responsibility
to
ensure
this
project
is
sustainable
and
supports
Bristol.
P
For
50
years,
alongside
this
work,
we're
reviewing
the
economic
assessment
of
this
project.
Leeds
arena
in
a
city
centre
bought
fewer
than
20
full-time
jobs.
All
arena
bring
all
arenas,
bring
temporary
casual
and
shorts,
and
workers
carry
pointed
out
earlier
on
and
what's
more
leads
and
other
city
centre
locations.
Around
80
percent
of
all
visitors
arrive
by
car.
We
could
say
if
people
behaved
in
the
way
that
we
want
them
to
behave,
then
things
would
be
different,
but
people
behave
the
way
they
behave.
P
As
part
of
that
offer
and
our
second
piece
of
work,
we
have
to
assess
the
infrastructure
already
in
process
in
that
area
and
what
we
would
need
to
deliver
to
enable
it
to
be
built
and
whether
we
could
progress
through
planning
and
we
need
an
economic
assessment
for
that
build.
And,
finally,
we
have
to
look
at
what
the
options
could
be
available
on
temple
Island.
If
we
couldn't
proceed
with
the
arena
there,
along
with
the
jobs
and
economic
assessments,
the
land
wouldn't
just
sit
there
empty.
P
It
is
actually
possible
that
if-
and
we
say,
if
Filton
was
progressed,
we
could
deliver
an
alternative,
perhaps
even
better
economic
impact
for
the
city
and
particularly
the
size
of
the
city
through
an
alternative
project
on
arena
Island.
It's
also
true
that
the
economic
picture
in
Temple,
Meads
and
a
temple
quarter
is
different
today
than
in
2012
with
the
university
developing
a
300
million
pounds
campus
on
our
housing
infrastructure
fund
bid
for
housing
development
in
the
area
change
in
a
catalytic
catalytic
situation
there.
P
So,
on
top
of
those
pieces
of
work
that
will
inform
the
decision,
we
will
have
a
valuable
and
intelligent
assessment.
That
will
mean
we
can
make
the
right
decision
for
the
city
with
evidence.
We
will
bring
together
the
evidence
and
you
will
have
time
to
assess
it
before
our
decision,
but
it
will
be
based
on
facts
now.

Bad
financial
decision
bear
in
mind
if
we
save
the
ring-fence
money
through
proper,
a
private
development
option
and
it's
AIT's
an
option.
We
could
open
up
tens
of
millions
of
plans
for
alternative
projects
for
the
economic
development
of
the
city.
These
decisions
aren't
made,
but
we
have
a
responsibility
to
the
city
to
consider
these
points
now.
I
spent
a
formative
period
of
my
life
in
the
late
90s
in
the
United
States,
with
a
with
a
wellness
activist
called
Jim
Wallace,
and
he
coined
a
phrase.
P
He
called
him
wet
finger
politicians
these
are
people
that
lick
their
fingers.
Stick
him
in
the
air,
see
which
way
the
wind
is
blowing
and
go
in
that
direction.
We're
not
going
to
do
that.
What
we
want
to
do
is
we
haven't
been
excited.
You
talk
about
going
around
the
tracks.
This
is
the
first
time
we've
done
this.
What
we
want
to
do
is
look
at
the
evidence.
P
Get
the
assessment
done
look
at
how
it
balances
for
Bristol,
not
just
as
an
isolated
arena,
but
as
an
arena
that
comes
as
a
whole
package
of
developments
that
we
want
to
bring
through
for
Bristol
and
make
the
assessment
on
what
will
provide
the
houses?
What
would
provide
the
yuck
and
economic
uplift?
What
would
provide
the
jobs
for
the
people
of
Bristol,
so
I
just
say:
wait
for
the
evidence.
We
will
make
sure
you
get
the
opportunity
through
the
scrutiny
process,
to
look
closely
at
it
and
we
can
all
ensure
this
is
a
make.
