Council
services
purchase
food
either
for
consumption
by
service
users
or
for
retail
sales
to
the
general
public.
Our
previous
Bristol
food
supply
contract
was
originally
per
cured
in
2012
and
it's
the
framework
agreement
to
supply
a
whole
range
of
commodities
for
a
number
of
council
services
that
we
are
going
to
consider
today.
The
contract
was
awarded
for
three
years
back
in
2012,
with
a
one-year
extension
option
being
taken
up
in
order
to
ensure
the
continuity
of
the
supply.

current
arrangement
that
we
have
in
place
with
the
existing
supplies
have
been
extended
under
the
original
terms
and
conditions
of
the
contract.
We
need
a
fresh
pickle,
mint
process
to
be
kicked
off
and
that
will
be
undertaken
to
secure
food
supply
for
city
council
services
to
be
implemented
from
the
1st
of
April
2018,
and
this
will
include
contracts
for
frozen
food,
groceries
and
catering,
consumables
contracts
or
a
framework
for
fresh
meat,
fresh
fruit,
vegetables
and
dairy
products.

currently
reviewing
potential
mechanisms
for
the
supply
of
fresh
food
that
will
contribute
to
social
value.
We
are
named
on
a
sub
regional,
dynamic,
purchasing
system
framework
for
the
supply
of
fresh
food,

that's
secured
on
behalf
of
the
council
by
bath
in
North,
East,
Somerset,
Council
and
officers
are
investigating
whether
or
not
this
approach
would
continue
to
offer
its
value
for
money
compared
with
a
separate
procurement
and
whether
such
an
approach
would
also
social
value
for
Bristol.

achieving
the
policy
objectives

there

series

objectives
we
do

as
a
council

doubting
that
that

the
strategic
director
to
go
to
Bass
North
East
Somerset
would
achieve
those
but
I'd
like
to
know
that
we're
sure
they
will
and
then
the
second
part
is
asking.

our
buyers
then
make
the
request
through
that
dynamic
purchasing
framework?

we

council

a
very
strong
social
value
policy
which
seeks
to
utilize
procurement
opportunities
to
improve
the
economic,
social
and
environmental
sustainability
of
our
city,
and
this
includes
making
sure
that
Bristol
based
providers
are
able
and
encouraged
to
bid
to
meet
the
City
Council's
food
supply
requirements.

sustainability,
a
social
value

provision
of
healthier

It
supports
public
health
outcomes,
this
public
health
outcomes
framework
and
the
health
and
well-being
strategy

sustainable,
more
resilient
food
system
for
the
city
to
benefit
the
local
economy
and
the
environment.

thrilled
it's
interesting
thanks
very

This
is
a
report
of
three
halves
and
all
of
them
are
actually
pretty
positive,
which
feels
like
little
short
of
a
miracle
in
these
hard
times.
First
of
all,
the
council's
environmental
policy
that
was
originally
written
in
2003
and
14
years
is
a
long
time
in
terms
of
not
only
politics
but
also
environmental
performance
and
external
pressures.
So
a
lot
has
changed
both
within
the
council
and
also
more
happily
in
terms
of
external
expectations
of
what
the
council
can
achieve.

Secondly,
our
environmental
management
system
leads
uncrating
as
well
for
similar
reasons
for
those
of
you
who
take
an
interest
in
such
matters.
We
are
adopting
the
international
standard,
ISO
141
2015,
which,
as
the
name
suggests,
is
both
international
and
dated
2015
and
like
the
last
one,
which
hopefully
should
provide
the
necessary
reassurance
that
we
are
adhering
to
international
standards
rather
than
making
them
up
ourselves.

Finally,
the
council's
carbon
target,
thanks
to
the
council,
success
here
and
we
can
be
feel
compelled
to
bump
our
target
up
for
our
carbons.
Emissions
reduction
from
50
percent
in
2020
to
65
percent
and
just
for
clarity.
I
should
point
out
that
this
relates
just
to
the
council's
estate,
rather
than
the
wider
Bristol
City
as
a
Green
Party
councillor.
I
wish
I
could
take
some
personal
credit
for
this,
but
sadly
not
as
this
is
obviously
the
result
of
many
years
hard
work
on
behalf
of
officers
and
also
some
quite
bold
and
creative
thinking.

So
I'd
like
to
take
this
opportunity
to
thank
them
for
all
their
hard
work
and
doing
this
we've
got
a
residual
35%
to
crack
through
which
will
be
a
tough
nut,
but
we
do
have
plans
afoot
for
further
carbon
savings
which,
along
with
the
infrastructure
plans
that
we
have
should
bear
fruit.
At
some
point,
and
just
finally,
this
report
does
look
quite
dry
and
there's
lots
of
numbers
in
it,
and
I
took
the
Mickey
slightly
out
of
the
reference
numbers
and
what-have-you,
but
in
the
spirit
of
tomorrow's
world.

For
those
of
you
that
remember
that
I
think
a
lot
of
people
don't
actually
I'm
actually
quite
proud
that
as
a
council,
we
are
in
a
position
to
demonstrate
that
this
can
be
done.
It
isn't
impossible
and
we
can
hopefully
not
only
save
ourselves
quite
a
lot
of
money
in
terms
of
the
fuel
that
they're
using,
but
also
save
those
carbon
emissions,
which
makes
a
city
more
resilient
and
a
future
proof
set.

Yes,
in
the
in
the
figures,
the
amount
that
the
council
spends
on
street
lights
is
quite
a
large
proportion.
So
I
just
wondered
if
we
could
get
an
update
on
the
efforts
to
replace
the
street
lights
with
LEDs,
because
that's
obviously
a
more
much
more
efficient
in
terms
of
environment
and
cost.
Well,.

Happily
or
happily,
this
report
has
coincided
with
a
campaign
by
10:10
to
look
at
LED
street
lighting,
so
we've
had
quite
a
few
inquiries
about
this.
I've
been
given
some
sort
of
Bigham.
Some
responses
to
the
questions
that
have
been
posed,
but
I
think
there
might
be
some
further
information
you
might
want
afterwards.

So,
for
example,
lanterns
that
were
installed
three
years
ago
are
using
twice
the
energy
that
the
latest
models
are
using.
We
have
got
some
capital
budgets
to
target
old
lanterns
in
conservation
areas
and
they're
being
also
being
replaced
with
LED
technology
and
they've
had
quite
good
feedback,
and
we're
also
producing
some
information
to
try
and
get
some
Salix
funding,
which
is
a
central
government
revolving
fund,
which
is
in
interest-free
and
we'll
be
targeting
some
lamp
types
with
this
and
for
those
who
are
interested
in
bollards
90%
of
our
traffic
signs
and
bollards
no
snickering.

with

success

bit

bit

kind

half

the
second
one

any
likely
investment
in
the
pipeline.

suggested
in
the
report
that
there
aren't
an
awful
lot
of
major
projects
still
coming
through
until
the
heat
networks
arrive,
which

leaves
potentially
a
bit

gap.

the
pipeline.

baseline
year

2000

all

making

actually

quite
seriously

baseline

2005

since
then,
we've
reduced
our
operational
carbon
emissions
from
49
thousand
seven
hundred
eighty
three
tonnes
to
eighteen
thousand,
six
hundred
and
four
tonnes.

is
from
a
combination
of
factors
of
the
corporate
estate
has
of
course
reduced.
So
they've
got
significantly
fewer
buildings
and
we
did
back
then
there's
been
reductions
in
building
energy
usage
through
installing
energy
efficiency
measures.
Some
of
them
funded
through
the
Salix
one
thing
I
mentioned
earlier,
would
also
save
money
on
street
lighting,
business
travel
and
we've
used
energy
generation
from
our
renewables,
along
with
a
gradual
reduction
in
the
carbon
intensity
of
the
National
Grid,
which
is
outside
of
our
scope.

future
investment
to
help
else,
we
make
make
art
meet
our
future
targets.
We've
already
committed
six
million
pounds
to
existing
projects,
including
heat
networks
and
solar,
and
in
the
current
capital
program,
there's
40
million
pounds
allocated
to
future
energy
related
projects.

managed
to
get
that

suggests

self-funding

we've
heard
shows
it's
really
well
worth
putting
our
capital
into
it.

investment
and

Energy
Service
being
a
net
contributor
to
the
council's
budgets,
not
next
year

interested

cost-effective

tax
reduction
scheme
for
2018-19,
as
you
know,
accounts
they're,
obliged
to
consult
annually
on
the
council
tax
reduction
scheme,
and
this
year
we
proposed
a
significant
change
due
to
our
increasingly
difficult
financial
position.
During
the
consultation
process,
we
were
working
away
in
the
background
on
the
council's
finances.
A
More
generally,
and
thanks
to
that
excellent
work,
combined
with
listening
to
the
city
and
our
commitment
to
protecting
the
most
vulnerable,
we
were
able
to
announce
in
Marvin's
State
of
the
City
speech
that
we
would
continue
to
maintain
this
at
the
full
rate
for
at
least
the
next
year.
This
report
recommends
just
that.
We
have
two
statements.
First
is
caseload
or

a

your

us

the
level
of
financial
control.
That
means
we
were
able
to
maintain
this
reduction,
which
is
so
important
for
the
most
vulnerable
people
in
the
community.
So
thank

very

we
collect
about
two
million
twenty
sorry,
two
hundred
million
pound
a
year,
so
one
percent
is
two
million.
Two
percent
would
be
four
million.
So
if
you
compare
that
with
the
amount
of
money
that
we
were
trying
to
collect,
which
was
six
million
gross,
it
would
have
had
a
huge
impact
on
our
collection
rates,
plus
the
issue
with
all
the
bailiffs
fees
that
these
people
would
have
paid
and
some
of
those
wouldn't
have
been
collected.
So
we
do
our
best
to
make
sure
we
use
data.

was
data
that
was
quoted
by
the
council
in
its
summer
paper
and
to
to
me,
it
clearly
shows
that
the
higher
the
percentage
you
go
for
and
we
went
for
twenty
five
percent,
the
worst
the
collection
rates
and
that's
not
a
surprise,
that's
common
sense.
So,
therefore,
given
this
my
question,
it's
not
a
question.
It's
a
statement.
My
statement
is
that
I
think
if
people
had
looked
more
carefully,
they
could
have
decided
not
to
go
for
all
this
and
therefore
saved
a
lot
of
pain
and
effort.

Testing
there
we

so
I've
got
two
questions
also
on
the
counts:
tax
reduction
scheme.
The
first
is
simply:
will
you
commit
to
protecting
the
poorest
households
in
the
city
by
keeping
the
council
tax
reduction
scheme
in
its
current
state?
Not
just
for
this
one
year,
but
for
the
remainder
of
the
term,
to
2020
and
just
to
predict
a
possible
response?
I
I
know
that
if
there's
a
proposed
change,
it
has
to
be
agreed
by
full
council,
but
I
also
understand
that
it's
within
the
mayor
and
cabinets
power
to
agree
to
protect
it
to
2020,
if
you
so
wished.
So
that's
my
first
question.
My
second
is
as
sort
of
link
to
Clive's
statement
and
link
to
the
issues
of
the
consultation
being
potentially
illegal.
Could
you
keep
and
and
let
councillors
be
involved
in
the
process
and
the
process
of
writing
the
consultation
from
an
earlier
stage
so
that
we
can
prevent
this
kind
of
thing
happening
in
future?.

So,
on
the
first
one
I
think
I
mean
the
short
answer
is
that
we
don't
have
it?
We
don't
have
a
further
reduction
planned
in
the
medium
term.
Financial
planning
isn't
there.
That
said,
obviously
we
can't
guarantee
anything,
because
we
have
no
idea
what
the
government
might
do
to
us
next.
So
we
will
certainly
try
it's
not
in
our
long-term
plans
to
change
it,
but
I
don't
think
we
can.
We
can
definitely
rule
out
anything
financially
on.

always
open

suggestions
for
improvements,

the

think

rental
report
is

the

was

in

the

consultation
responses
made
it
very
clear
that
the
majority,
the
public
weren't
in
favor
of
any
of
the
three
options
proposed,
but
they
had
to
feed
this
in
through
the
text
boxes
rather
than
that
there
being
any
selectable
option
as
you're
not
able
or
willing
to
commit
to
protecting
council
tax
support
through
to
2020.
Could
you
at
least
commit
to
you
running
future
consultations
in
a
way
that
offers
people
real
choice
by
laying
out
not
just
what
you
want
to
do,
but
what
the
other
options
are
as
well,
and
my
second
supplementary
is
well.
I
Thank

think
this
is
a
bit
cheeky
but
I
think
it's
a
legitimate
question
in
the
mayor's
state
of
the
city
speech
he
said
quote:
the
city
cannot
afford
for
us
to
carry
forward
the
attitude
of
previous
administrations

picking
difficult
decisions
down
the
road
close
quote.
I
He
also
said
we
are
also
the
only
Corsetti
that
retains
the
full
council
tax
reduction
scheme
and
with
the
support
of
my
labor
colleagues
for
this
year
at
least,
we
will
recommend
to
full
council
that
we
retain
the
scheme
intact,
obviously
I'm
pleased
it's
been
retained
for
this
year.
But
could
you
explain
to
me
in
what
way
making
the
decision
for
one
year
only
isn't
kicking
the
can
down
the
road
I.

it's
just
as
I've
just
mentioned,
I
mean
it's
difficult
to
know
what
legislation
changes
the
government
might
introduce
over
the
next
few
years.
We
have
no
idea
what
we're
going
to
be
hit
with
next,
so
I,
don't
think
it's

easy
to
say.
We
will
guarantee
that
no
matter
how
much
more
this
costs
us
year-on-year
and
it
is
an
escalating
cost
that
we
can
afford
to
continue
to
do
it
year-on-year,
so
I
think
not
making.

Next,
we
have
agenda
item
11,
which
is
the
urgent
item
under
APR
15
plan
funding
before
the

the
report.
As
mentioned
at
the
start

the
meeting,
I
would
like
to
point
out
that,
due
to
the
timing
of
this
decision,
it
was
not
possible
to
include
it
in
the
previously
published
forward
plan
in
accordance
with
APR
15
of
the
Constitution,
the
chair
and
members
of
place.

delighted

be
bringing
this
paper
to
cabinet
today,
which,
and
what
better,
really
for
funding
for
Temple
Meads,
the
key
gateway
to
our
fair
city,
and
what
I'd
argue
is
at
the
heart
of
our
31
billion
pound
West
of
England
economy.
I'm
not
going
to
go
through
the
detail
of
the
paper
that
is
in
front
of
us,
but
I
just
wanted
to
pull
out
some
of
the
three
key
highlights
of
really
what
what
this
paper
demonstrates
to
me
and
this.

This
funding
opportunity
here
is
living
proof
of
the
benefit,
an
opportunity
that
devolution
presents
here
in
Bristol
were
at
the
epicenter
of
the
sub-region,
and
now
we
have
the
right
minds
making
decisions
at
the
right
level.
The
report
also
demonstrates
the
value
of
our
approach
to
stakeholder
engagement
and
engaging
our
stakeholders
better,
which
is
a
core
value
of
our
administration.
We
brought
Network
Rail
to
the
table
here,
and
this
commitment
of
a
further
1.6
million
pounds
takes
our
total
value
pot
for
feasibility
to
3.6,
which
I
think
is
a
fantastic
opportunity.

output
of
this
study
will
be
really
incredibly
helpful
in
supporting
existing
and
our
future
funding
bids
and
leveraging
the
private
investment
that
this
part
of
the
city
desperately

the
money
are
moving
on
I'm,
just
a
little
bit
worried
about

fact
that
we're
not
taking
these
things
to
scrutiny
because
I'm
learning
this
the
hard
way
and
the
reason
being
the
obviously
Network
Rail's
a
public
body
homes
community
to
the
public
body
and
so
is
City
Council,
but
the
other
public
have
called
his
duty.
We've
got
one
project
also
underway
down
there
now,
which
has
come
through
the
Weka
process.

predecessors
to
Weka,
which
is
extremely
difficult
from
passages
trying
to
access
the
station
we've
got
bus
stops,
moved,
we've
got
highways
which
are
not
fit
for
purpose
as
far
as
there's
not
pavements
or
it's
very
accessible

we
spare
there
today.

was
here
this
morning
for
four
hours
with
your
officers,
I've
got
the
DFT
come
into
a
conference,
because
Marvin
asked
me
to
bring
them
down.
They're
coming
on
Monday,
that's
going
to
happen
near
temple
meets,

what
the
learning
curve
is.

to
engage
more
with
stakeholders
on
this
project
as
we
go
through
the
master
planning,
and
that
includes
Transport
focus
includes
equality
groups.
Bus
use
UK
includes
the
Bristol
qualities,
disability
forum,
which
is
part
of

council's
of
i3
team,
the
black
and
ethnic
minority
forum,
LGBTQ,
etc,
because
without
going
through
the
public
qualities
duty
and
actually
getting
stakeholders
on
board,
we
get
engineers
from
network
realm.

and
I
know
a
lot
of
them
work
with
them
and
a
lot
of
Engineers
in
first
group
and
a
lot
of
engineer's
homes,
community
agency-
and
we
may
not,
so
you
not
come
up
with
a
scheme
which

this
is
absolutely
welcomed,
but
we've
got
a
learning
curve
down
there
now
going
on
for
the
next
part
of
this
scheme,
because
it
fits
in
with
this
scheme
going
on
for
the
next.

this

nearly

the
moment
we
have
bus
stops
out
of
use,
we
have
no
pavements
and
we
don't
have
drop
curbs.

this
is
the
major
railway
station

heart
of
the
southwest.

only
station
they
were
trying
to
get
big
government
money
from
part
from
Plymouth
and
Exeter,
and
we've
really
got
to
get
it

station

the

group
that

at
the

in

linkages

linkages
which

the
savings
at
risk
for
the

reduction

mask
the
ongoing
problems
with
adults,
social
care,
where
we
see
continuing
pressure

we

and

annual
State
of
the
City
address,

18th

He
announced
that
Bristol
will
host
the
global
Parliament
of
Mayors
convening
in
autumn
2018
for
openness
and
transparency.

Marvin
has
asked
that
the
full
report
comes
a
cabinet
as
an
on
key
decision.
The
annual
convening
of
the
GPM
in
2018
could
potentially
bring
80
to
100
global
mayors
and
their
staff
and
up
to
40
international
experts
to
Bristol
showcase
in
various
aspects
of
Bristol
and
the
West
of
England,
including
our
universities,
our
industries,
our
approach
to
key
issues
such
as
migration
and
climate
change.
It
is
expected
that
external
funding
and
sponsorship
will
fund
the
event.
Many
key
city
and
national
partners
are
positive
and
supportive
of
the
event
and
we're
engaging
with
core
cities.

Trade
and
the
DC
LG
I
want

be
absolutely
clear
that
the
costs
associated
with
this
event
are,
by
far
a
worst
case
scenario
and
will,
of
course,
be
scaled

this

huge
boost
to
the
city's
economy,

to
partners
