is
about
an
urgent
decision
relating
to
the
current
West
of
England
partnerships.

Waste
contract,
so,
due
to
the
timing
of
this
issue,
is
not
possible
to
include
the
decision
in
the
previously
published
forward
plan,
but
under
the
provisions
of
the
access
to
information
procedure,
will
APR
15
as
set
out
in
the
council's
Constitution,
the
chair
of
the
relevant
overview
and
scrutiny
committee.
In
this
case,
that's
the
chair
of
neighbourhood
scrutiny.
Commission
has
been
informed.

report
contains
information
of
commercial
sensitivity
which
is
exempt
and
the
category
three
of
part
1
of
schedule,
12a
of
the
Local
Government
Act
1972,
for
reasons
I
set
out
in
this
agenda
and
the
cabinet
will,
as
a
result,
be
asked

agree
to
exclude
the
press
and
public
from
the
meeting
during
their
consideration

this

understand
that
this
is
something
that's
come
from
an
all-party
scrutiny,
commission,
which
is
charged
we're
trying
to
make
sense
and
try
and
do
the
best
thing
you
can
by
what
it
sees
and
what
comes
in
front
of
it.
So,
in
that
respect,
what
I'm
going
to
be
talking
to
you
about
today
is
advice
rather
than
a
challenge
rather
than
a
criticism.
It
is
purely
to
try
and
make
this
better
and
that's
what
I
think
our
job
is.

see
the
resolution
before
you
that's
a
fairly
quick
note
that
was
made
after
the
meeting
and
I'm
also
going
to
be
talking
to
some
of
the
other
issues
that
came
out
during
that
meeting
and
another
meeting
that
I
an
informal
meeting,
I
hope
with
some
of
the
members
as
well,
but
mainly
about
the
meeting
that
we
were
at
understand
why
this
consultation
is
necessary.
I
understand
why
it's
timed
the
way
it
is
because
of
savings
that
have
to
be
delivered
by
a
certain
date.

I
understand,
to
a
certain
extent
why
it's
been
put
in
this
format,
because
it
complies
with
the
requirements
of
of
your
responsibilities,
so
I
I
accept
all
of
that.
But
having
said
that,
parts
of
this
consultation
are
much
better
than
others.
I've
already
mentioned
to
you
mayor,
the
Community
Links
section
of
which
is
for
some
strange
reason
involved
in
this.
My
neighborhood
consultation
is
a
very
constructive.
It
sets
out
its
store.
It
actually
has
a
narrative.
B
It
invites
comment:
all
of
those
things
are
exactly
what
a
consultation
should
be
doing
and
I
think
in
that
respect.
The
Community
Links
section
of
this,
my
neighborhoods
thing
completely
fulfills
its
requirements.
The
others,
however,
do
not.
There
are
four
sections
apart
from
that,
only
one
of
which
has
any
any
inkling
at
all
of
a
mitigation.

All
the
others
are
a
stark
single
option
with,
in
some
cases,
small
tweaks,
geographical
tweaks,
but
they're,
basically
a
single
option,
and
some
of
them
don't
even
respond
to
the
ferry,
comprehensive
and
very
well
responded
to
consultation
in
previous
years.
That's
the
one
on
the
library's
and
in
fact
it's
actually
come
up
with
the
with
a
very
the
very
solution
that
was
pretty
well
dismissed
it
back
in
2014-15,
except,
of
course,
with
more
cuts
than
before.
So
we've
not
learned
from
that
consultation,
either
and
I
think
that's,
that's
a
great
shame.

These
things
cost
money
and
we
really
ought
to
be
doing
our
best
by
them
and
I'm
gonna
I'm.
Sorry,
I
am
going
to
refer
to
my
notes,
because
I
did
want
to
make
sure
I
capture
all
of
this.
So
with
with
the
other
single
options,
we
don't
really
address
the
ability
of
people
to
respond.
We
have
we
give
them
two
choices
in
the
consultation.
We
either
tell
them
that
this
is
the
way
it's
going
to
be
yes
or
no
or
or
1
or
3
minor
options
on
yes
or
no
or
we
in
all.

We
say:
please
put
down
your
other
ideas.
The
thing
that
I
think
we
all
felt
very
strongly
about
is
that
the
the
way
that
this
is
presented
closes
down,
that
ability
or
that
request
or
that
invitation
for
people
to
then
give
their
ideas
I've
met.
Many
people
who
have
said
well,
it's
a
done
deal,
isn't
it.
You
know
we
don't
like
any
of
these
and
when
we've
we've
suggested
that
they
might
put
done
none
of
the
above
and
then
put
their
ideas.

The
feeling
is
is
very
often
that's
not
what
this
consultation
is
intending
and
we've
actually
said.
Yes,
it
is
it's
all
about
trying
to
get
ideas,
but
that
is
not
what's
being
what
people
are
picking
up
on.
If
that
the
paper
version
of
this
some
of
this
document
has
such
a
tiny
box
for
ideas.
You'd
actually
have
half
an
idea.
If
you
were
lucky,
it's
it's
pretty
gated
very
much
on
the
way
it's
put
together
on
the
words
on
the
electronic
version,
and
that's
that
you
know.
That's
another
great
shame.

So
we
are
really
being
asked
to
simply
to
choose
on
one
particular
one
particular
way
of
going
forward
and
that's
you
know.
That
is
not
what
a
consultation
is
about
and,
in
fact,
speaking
to
officers
speaking
to
executive
member.
It
is
about
trying
to
invite
ideas
and
a
way
forward,
and
this
is
particularly
true-
and
this
probably
isn't
strictly
relevant,
but
I
think
it
puts
it
in
context.

It's
particularly
true,
because
I
think
most
people
that
we've
been
speaking
to
feel
that
the
options
that
are
being
presented
are
really
not
the
options
they
would
wish
to
be
presented.
There
are
other
options
out
there.
The
trouble
is,
they
are
probably
time
barred
or
certainly
time
inhibited
because
of
the
need
to
deliver
savings
at
a
certain
time.
Now,
I
again
fully
accept
that
imperative
that
that
we
have
to
work
to
this.
B
But
if,
if
there
was
some
way
of
trying
to
see
away
over
the
immediate
hurdle,
the
immediate
horizon,
then
surely
this
consultation
should
be
so
much
more
about
inviting
ideas
for
the
future
options,
things
that
we
could
then
use
as
bricks
to
build
a
slightly
different
approach
a
way
forward.
There
might
even
be
some
premise
or
some
ability
to
actually
run
a
holding
operation,
while
all
that
was
going
on.
B
Instead,
what
we're
actually
putting
is
a
very
stark
option
in
four
cases
and
simply
saying
to
people
yes
or
no,
or
if
this
really
is
not
not
going
to
work,
then
let's
have
your
ideas.
It
certainly
is
not
it's
not
inviting
at
all.
So
we
we're
left
with
the
fact
that
this
consultation
is
it's
very
hard
to
see
its
purpose.
It's
pretty
hard
to
see
how
the
timing
is
actually
the
best
time
he
could
have
been.
B
Although
we
did
ask
for
them,
we'd
ask
to
know
what
was
going
on
with
all
of
these
savings
that
we
knew
were
we're
going
to
have
to
be
made
well
how
the
administration
was
trying
to
see
its
ways
forward
that
we
might
a
screw.
We
have
been
able
to
help
with,
and
you
know,
I
think
we're
a
very
positive
Bunch
I
have
to
say
it's.
It's
been
very
good
with
working
from
from
people
from
all
parties.
We
all
seem
to
be.
B
You
know,
mucking
in
and
and
and
trying
to
do
the
right
thing,
but
we've
not
been
given
that
the
raw
material
here
we've
not
been
given
anything
we
can
get
our
teeth
into
and
we
would
like
to
have
assisted
more
and
we've
not
been
given
that
chance,
so
it
for
all
of
those
reasons
above
this
is
I'm
afraid
flawed.
It
is
not
doing
any
of
the
things
that
we
would
have
expected
it
to
try
to
achieve.

I
can
understand
the
need
to
do
it
and
I've
already
sort
of
given
way
on
the
fact
that
the
timing
might
be
absolutely
crucial
and
that
we
don't
have
any
normal
choices
but
bundled
all
together.
This
is
a
fraud
document
now
I
think
we've
got
some
choices
here.
I
think
there
was
an
attempt,
a
couple
of
weeks
back
just
to
to
modify
this
document
and
I
think
the
office
has
said
no.
No.
We
can't
do
that
at
this
stage.
I
think
there
is
a
possibility
that
we
could
supplement
this
document.
B
In
other
words,
let
this
consultation
run
but
also
put
out
something
else
that
makes
it
rather
more
clear
as
to
what
we're
trying
to
achieve
I,
don't
think
that
would
compromise
or
negate
the
the
present
consultation.
That's
running
right
the
way
through,
but
believe
me
that
it's
it's
not
just
my
scrutiny.
Commission,
almost
everybody
you
meet
out.
There
is
very
concerned
about
the
fact
this
is
running.
I.
Think
you've
got
to
ask
yourself
what
you're
trying
to
do
here.

If
you
really
are
trying
to
save
money
as
fast
as
possible,
make
those
cuts
and
drive
them
in
as
fast
as
possible,
then
maybe
you've
got
it
right,
but
if
you're
trying
to
save
the
services
I
think
you
really
need
to
reconsider
and
I
think
there
are
some
options,
and
this
might
not
be
too
late.
If
you
would
take
this
as
a
friendly
word
of
advice,
thank
you.

Really
so
thank
you
guys
for
the
Negus
and
I
take
what
you
say
at
the
beginning
seriously,
because
since
coming
in
since
getting
elected
last
year,
it's
been
an
it's,
been
an
interesting
and
used
to
the
culture
of
the
chamber
and
the
ability
or
inability,
as
elected
members,
to
form
constructive
relationships
built
on
integrity.
But
I
must
say
that
the
people
in
the
chamber,
you
are
one
of
the
people,
I
think,
does
have
as
approached
us
with
real
integrity
and
I
want
to
reciprocate
that,
but
I
do
obviously
do
have
a
response.
A
Sort
of
challenge
you
take
on,
and
one
is
that
we
have
to
be
clear.
That-
and
this
is
this-
is
a
challenge
not
of
our
own
making
I'm,
not
even
just
talking
about
party
I'm
talking
about
the
the
the
challenge
of
of
a
national
government,
giving
us
a
financial
framework
within
which
we
must
work
and
I,
know
and
I
appreciate
you
acknowledging
that,
because
not
all
everyone
does
when
you
make
the
points
about
us,
presenting
options
to
people
that
they
wouldn't
have
wished
for
they're,
not
options
that
we
would
wish
for.
A
But
having
done
some
of
the
hard
work
with
our
teams,
looking
at
what
could
what
could
it
look
like
to
meet
the
envelope
that
we
have
to
meet?
Unfortunately,
these
things
are
unpalatable,
which
is
why
I
wouldn't
agree
with
the
with
the
wider
national
policy.
So
it
is
a
challenge
in
that
sense
and
I
appreciate
you
acknowledging
there
I'll
say
from
the
out
that
I
am
satisfied
with
our
consultation
process.
A
You
know,
there's
a
lot
of
work
on
into
it,
that
in
and
of
itself
doesn't
make
it
a
good
process,
but
I
would
say,
there's
a
lot
of
good
work
gone
into
it.
I
just
say
a
few
things,
though
I
mean
when
you
talk
about
supplementary
supplementary
resources
around
the
consultation.
There
are
supplementary
resources
out
there.
There
are
70
elected
members
of
Bristol,
City,
Council
and,
as
I've
said,
the
number
of
times
in
the
chamber
since
getting
elected.
A
Having
believed
I
was
coming
into
a
chamber
of
leaders.
Sometimes
it
comes
in.
It
feels
as
though
I'm
coming
into
a
chamber
of
people
whose
whose
share
sole
expertise
is
about
getting
petitions,
and
we
need
to
lead
the
organization.
As
elected
people,
we
need
to
be
engaging
our
city
in
political
dialogue,
giving
them
the
tools
to
understand
some
of
the
nuance
or
some
of
the
difficult
decisions
we
have
to
face
and
and
when
people
are
making
broad
assumptions
about
the
motivations
of
Bristol
City
Council.
A
If
we
know
those
motivations
are
not
what
they
are
and
then
helping
people
navigate
that
as
I
said
in
the
chamber,
we
don't
have
an
election
until
2020,
so
we
have
a
couple
of
years
in
which
we
could
actually
work
work
without
having
cheap
shots
and
you'll
not
having
cheap
shots.
I'm,
not
saying
that,
but
it's
just
part
of
my
broader
experience
where
we
could
focus
on
helping
people
engage
with
the
process,
and
my
own
experience
of
growing
up
in
Bristol
is
in
that.
A
I've
seen
stuff
come
up
in
the
chamber
in
which
I
think
that
people
have
have
not
countered
that
narrative.
This
is
not
a
done
deal.
What
we've
done
is
we've
gone
and
done
some
work
and
we've
put
some
propositions
out
there
that
people
can
begin
working
with
it
is
not
a
done
deal
and
then
as
a
the
administration
and
one
of
our
consultations,
which
is
why
we're
going
out
to
meet
so
many
people
across
the
city.
So
someone
said
to
me:
we
don't
want
you
to
give
us
top-down
solutions.
A
We
said
we
put
our
propositions,
so
I
say
well,
what
do
you
want
to
do
and
then
they
say
well,
we're
not
the
experts,
you
tell
us
so
as
an
authority
we
face,
you
know
a
real
challenge
and
again,
as
elected
members,
help
us
engage
with
the
city.
We
don't
want
to
do
top-down
in
positions,
but
sometimes
what
we've
also
had
is
when
we've
said
well.
What
would
you
like
to
do?
We
get
people
saying:
will
you
come
up
with
the
answers?
You're,
the
local
authority
or
the
expertise?
A
You
can't
possibly
expect
us
to
do
it
so
we're
walking
this
dilemma
in
the
city.
That's
that's
a
that's
a
real
challenge
that
can't
be
done
by
this.
This
cabinet
working
alone,
I
mean
the
point
on
this.
The
space
in
the
paper
version
not
having
much
space
for
for
the
creative
input.
That's
it
I
mean
that's
gonna,
be
a
function
of
printing
because
the
the
papers
would
just
obviously
be
way
too
long,
but
I
just
you
know,
just
really
emphasized
this.
These
are
proposals
to
be
discussed.
It
is
a
consultation.
A
There
is
a
broader
thing
that
I
think
you
touched
on
if
I,
if
I
heard
it
right,
was
about
people's
disillusion
with
politics
and
the
cynicism
that
surrounds
it
and
I've
shared
that
cynicism
myself
in
the
past
and
sometimes
still
do
but
again,
that
is
a
collective
responsibility
of
the
quality
or
the
low
quality
of
politics
that
we
do
in
Bristol
and
how
we
work
with
each
other
or
don't.
So.
Let
me
go
on
to
take
a
statement
now
and
I
got
a
statement
from
Alan
a
borough.
Please
a
borough.

Therefore,
the
locally
devolved
proportion
of
SIL
funds
should
continue
to
be
allocated
locally
in
much
the
same
way
as
they
were
previously
allocated
by
the
14
neighbourhood
partnerships
to
sweep
all
sil
funds
into
areas.
Much
larger
than
NPS
is
no
longer
a
local
allocation
to
blindly
pursue
any
of
these
three
current
proposals,
I
believe,
could
leave
you
and
your
cabinet
open
to
a
serious
legal
challenge
by
way
of
a
judicial
review.

How's
the
apparent
unilateral
decision,
the
redefining
local
being
sanctioned
by
BCC's
legal
department
or,
in
fact,
is
planning
applications
manager.
Now,
in
your
answer
to
cancel
the
Negus,
you
did
say
well,
you're
open
to
ideas
or
all
I'm
saying
in
the
case
of
the
neighborhood
partnerships.
It
was
a
good
system.
I
was
an
active
member
of
mine,
I
would
say,
probably
its
downfall.
It
was
strangled
by
the
bureaucracy
of
PCC
internally,
but
that's
another
story.
They
worked
up
to
a
point
and
when
it
came
to
allocating
local
funds,
they
did
a
very
good
job.

really
interesting
because
all
I'm
ever
hearing
is
that
all
the
kind
of
negative
coming
from
one
particular
corner
or
or
a
particular
group
of
individuals,
on
the
one
hand,
about
doing
consultation
not
being
good
enough,
but
on
the
other
hand,
I'm
actually
hearing
a
different
conversation
from
other
people
in
the
city.
Who
are
actually
congratulating
us
on
how
clear
the
consultation
is.
It
says
what
it
does
on
the
tin
we
are
not
trying
to.

We
are
not
trying
to
you,
know
kind
of
put
forward
we're
not
putting
forward
ideas
around
a
transformation
of
the
service
and
I
know
the
thing
that's
really
irritating.
A
lot
of
people
is
around
the
libraries
and
the
kind
of
public
toilets
debate,
but
more
so
the
libraries
and
I
think
we
have
put
forward
three
proposals.
People
can
take
it
or
leave
it
or
they
can
put
forward
other
options,
I
think
as
a
result
of,
and
we're
only
what
four
weeks,
five
weeks
into
the
consultation.

So
we
still
have
another
seven
weeks
to
go,
but
the
discussions
that
we
have
had
and
I
think
the
quite
healthy
debates
and
discussions
that
have
been
had
at
the
eight
public
consultation.
Events
at
the
tables,
with
hundreds
now
of
people
across
the
city
have
been
quite
healthy.
They've
have
been
quite
informative.

have
put
forward
other
alternatives
and
ideas
about
the
way
forward
or
how
we
could
potentially
continue
to
deliver
our
services
but
delivered
in
a
different
way
or
to
complement
the
proposed
statutory
services.
So
I
hear
what
you're
saying
Antony
about
new
feeling
that,
but
it's
actually
flawed
I,
don't
believe
it.

been
vital
to
achieving
our

aims
over
the
last
fourteen

around
the
area

culture,

has
been
a
massive
part
of
Bristol's
offer
and
just
to
assure
everyone.
She
we
will
continue
to
be
working
together
closely
with
Mia's
culture
comes
into
my
portfolio
to
make
sure
it
has
senior,
but
it's
called
championing,
but
I'm
delighted
to
welcome
first
councillor,
Nicola
beech,
it's
my
cabinet
member
for
spatial
planning,
Nicola
and
city
design.

She's
gonna
play
a
key
role
in
shape
in
the
next
20
years
of
Bristol
development
and
working
with
cabinet
member
for
housing,
Paul
Smith
in
delivering
on
our
commitment
to
have
2,000
homes
a
year
built,
800
of
which
must
be
affordable
in
year.
2020
and
I'm
equally
pleased
to
welcome
cats,
to
the
voice
rifle
to
the
cabinet,
to
oversee
the
development
of
cities,
transport
and
play
an
important
role
in
both
local
and
regional
transport
planning
to
improve
services
and
plan
for
the
future.

She's
already
done
amazing
work
with
our
congestion
task
group
as
the
chair
and
we'll
bring
that
collective
pool
of
expertise
to
play

Jubilee
swimming
pool
is
currently
managed
by
Park
wood
community
Leisure,
whose
five-year
contract
ends
on
the
30th
of
September
this
year.
Within
that
legal
agreement,
the
contract
can
be
extended
by
agreement
between
both
parties.
We
currently
pay
Parkwood
for
Jubilee,
a
subsidy
of
20,000
pounds
per
year
covering
the
utility
costs
for
gas
and
electricity
of
around
47,000
pounds
per
year
in
total.

The
council
has
removed
the
sixty-two
thousand
pound
revenue
subsidy
as
part
of
the
2017-18
budget,
which
was
approved
by
full
council
in
February
2017.
The
sixty-two
thousand
pound
savings
identified
against
you,
Billy,
swim
swimming
pool,
relates
to
those
fully
a
utility
costs
and
50%
maintenance
costs
which
the
council
pays
on
the
facility.

Parkwood
leisure
requested
a
five-year
extension
beyond
the
current
expiry
date
until
March,
31st
2022
and
in
response,
the
council
challenged
the
operator
to
deliver
the
provision
at
no
cost
to
the
council.
During
the
negotiations,
around
Jubilee
pool
a
separate
tender
process
for
portway
Rugby
Development
Centre
was
issued
and
Parkwood
was
the
successful
bidder.
We
therefore
use
the
opportunity
to
negotiate
with
Parkwood
leisure
on
both
sites
together
as
a
standalone
facility.

However,
Jubilee
could
still
be
lost,
making
and
will
if,
in
effect,
be
cross-subsidize
by
the
operation
of
portway
Rugby
Development
Center,
which
is
currently
managed
by
another
provider
under
license
to
continued
operation
until
a
new
operator
is
in
place,
the
recommendations
under
the
existing
terms
and
conditions
for
portway
Rugby
Development
Center.
The
council
is
liable
for
replacing
the
existing
artificial
carpet
at
a
cost
of
85
thousand
pounds
in
order
to
achieve
a
nil
revenue
subsidy,
which
is
currently
62
thousand
pounds.

looking

fund
a
further
15
thousand
pounds
towards
a
small
fitness
suite
which
will
increase
throughput
and
income

Parkwood

two
initiatives
combined

and

council
is

exploring
the
option
for
part
with
leisure
to
use
one
of
its
trust
partners

by
using
that
model

upfront
payment

legal
advice
on

Leisure
operator
has
responsibility

system

switches

endless

mean
residents

worth
noting
that
the
do-nothing
option
is
not
really
viable.
Considering
the
flakiness
of
the
existing
system
and
having
already
invested
1.5
million
in
the
platform,
we
would
be
looking
at
a
similar
scale
of
investment
again
for
something
appropriate.

funding
for
this
is
coming
from

Bristol
workplace
program
budget
and
where
it
will
continue

mitigate

revenue
impacts

savings

realized

which

residents

service

we
decided
to
disentangle
the
medium
term
financial
plan

longer-term

important
to
note
what
this
document
is
and
why
it
isn't.

In
this
respect,
the
big
thing
to
take
away

our
projection
for
the
budget
gap.
Even
after

60
plus
million
pounds
worth
of
savings,
we
are
already

forced
to
make.
Our
budget
gap
is
now
estimated
to

a
further
forty
six
point:
seven
million
a
year
by
2021
22,
a
huge
Sun
which
makes
for
a
really
difficult
future
for
the
authority
and
the
people
of
Bristol
in
terms
of

process.

have
taken
this
through

on
board

feedback

those
sessions
to
really
get
cross
council
input
and
buy

this

couldn't

impact

the
government's
ongoing
austerity

turn
on
local
people.

being
forced
into
stop
in
many
of

things
people

used
to,

yet,
even
after
all
the
things
we
are
consulting
on
or
delivering
today,
we
still
have
a
huge

Gap
looming
in
the
medium
term,

even

our
best
endeavours
of
income,

with
our
best
endeavors.

making
ourselves
more
efficient
as
an
organization
and
despite
the
services
and
staff
we
have
lost
the
will
lose.

still
a
huge
sum
of
money
to
find

plea
to
government
that
they
stop
and
rethink
their
plans,
because
the
very
real
pain
that
this
is
causing
the
people
of
Bristol,
but
also
because
in
many
respects
this

false
economy.
Savings
made
across
the
public
sector
are
just
popping
up
in
other
areas.

the
public
sector,
the
police
forces
creeks
in
the
prison
services
creeks
in
the
NHS
is
creeks
in,
and
local
government
is
entering
a
genuine
crisis
phase
and
I
know
that
standing
up
for
Bristol
and
for
cities
nationally
in
the
face
of
this
crisis
is
the
underlying
message
in
the
green
paper.

Bristol
to
take
to
the
government
later
in
the
year.

the
key
purpose
of
the
medium
term
financial
plan
is
to
set
out
principles
which
aim
to
ensure
available
funding
is
aligned
to
our
vision
for
Bristol.
We
want
Bristol
to
be
a
city
in
which
everyone
benefits
from
the
city's
success
and
no
one
is
left
behind,
and
life
changes
in
health
are
not
determined
by
wealth
or
background.
That
requires
effective
targeting
of
limited
resources.
The
best
deliver
improved
that
comes
in
those
communities
of
need.

As
a
city,
we
have
collective
responsibility
to
support
those
in
greatest
need
through
the
learning
city
partnership
board,
we
work
with
key
partners
in
the
city
to
provide

promote
education,
skills
and
training
and
to
reduce
inequality

example
is

use
of
a
robust
analysis
of
education
performance
to
inform
the
targeting
of
resource
and
the
development
of
bids
for
new
funding
opportunities.

rates

managed
by
the
valuation,
a

agency,
often
with
little
engagement
of
the
local
authority.

particular
appeal
requires
a
significant
payment
to

business

dated

an
immediate
impact
on
2018-19
and
also
reduces
our
level
of
business
rates
going
forward.
The
appeal
was
settled
in
March
prior
to
us
retaining
100%
business
rate,
so
we
only
softer
50
percent
of
the
appeal
settlement
under
a
hundred
percent
retention.

provider

criticisms

often
hear

public
consultations

we've
already
made
up
our
minds
before
we
consults
and
that
the
process
is
futile.

hope

this
commissioning
plan
demonstrates
that
that
isn't
the
case.
We
had
an
excellent
response
to
the
consultation
document
both
from
the
sector,
our
young
people
and
also
from
councillors.

pounds
next
year

large
investment
in
youth
services

demonstrates

commitment

working

young
people

contribution
fares,
favorably
with
other
core
cities

London
boroughs
such
as
Louis
Sherman
Lambeth,
who
arguably
have
more
challenging
youth
issues
but
are
investing
on
a
similar
scale
to
Bristol.

I

proud
that
we
are
continuing
to
fund
the
sector
and
we
must
now
ensure
its
resilience
and
sustainability
in
the
face
of
a
continued
policy
of
austerity
from
Westminster,
this
reduction
means
as
an
authority.
We
must
target
the
money
we
do
have
to
the
young
people
that
need
it
most
by
the
three
main
area
contracts
for
targeted
youth
work.
These
providers
will
take
referrals
from
many
agencies
and
will
need
to
deliver
specific,
targeted
services
to
young
people
across
Bristol.

These
services
include
identifying
and
supporting
young
young
people
who
are
NEET
to
encourage
them
to
participate
in
education,
employment
or
training
opportunities.
The
specialist
support
services
for
sexual
health
and
drugs
and
alcohol
have
been
rolled
into
these
contracts
to
pull
budgets
and
maximize
frontline
delivery.
There
is
an
expectation
that
these
providers
will
walk,
will
work
closely
with
the
services
that
Public
Health
have
commissioned
in
these
areas.
To
avoid
duplication,
we
acknowledge
that
a
smaller
investment
means
targeted

providers
will
be
able
to
use
the
council's
investment
as
a
foundation
to
deliver
more
open
access
services,
but
could
be
funded
using
innovative
approaches
or
through
alternative
funding
sources
in
a
change
from
the
original
consultation
and
due
to
feedback
from
it.
The
waiting
between
north
south
and
east
central
Bristol
has
been
changed
to
allow
a
more
equal
split
based
on
the
need
and
population,
but
maintaining
a
weighting
on
areas
that
need
most
supports.

element
of
the
tract
will
be
subject
to
a
reduction
of
5%
per
year,
in
line
with
other
Bristol
City
Council
contracts.
We
would
like
to
see
evidence
of
collaboration
in
the
bids
for
these
contracts.
We
are
aware
that
the
nature
of
these
large
contracts,
due
to
pure
mint
procurement
requirements,
preclude
some
of
our
excellent
most
experienced,
but
smaller
providers
from
leading.

we
hope
that
the
successful
bidders
can
demonstrate
a
collaborative
approach
that
acknowledges
the
forensic
intricate
and
often
street-by-street
family
by
family
knowledge
that
many
groups
have
and
will
draw
on
this
for
the
benefit
of
our
young
people.
The
support
sector
contract
is
a
really
innovative
and
exciting
element
of
this
work.
Bristol
City
Council
are
providing
seed
money
for
the
life
of
the
contract,
with
the
expectation
that
the
successful
bidder
will
be
able
to
enhance
the
pot
by
sourcing
outside
funding
and
contributions.

This
fund
will
then
serve
two
purposes
to
continue
to
grow
and
help
the
sector
to
remain
resilient,
but
also
to
be
a
source
of
funding
for
the
youth
sector
in
the
city,
to
enable
smaller
organisations
to
apply
for
funding,
to
invest
in
ongoing
universal
delivery,
to
enable
the
city
to
respond
quickly
quickly
to
crises,
to
changing
demographics
and
specific
issues.
We
are
really
excited
about
this
element
of
the
commissioning
plan
and
believe
it
is
a
real
opportunity
to
support
the
sector
to
become
more
sustainable
into
the
future.

A
final
element
of
the
plan
is
the
online
component
component
of
the
contract,
which
will
serve
to
signpost
and
aggregate
aggregate
play
and
activities
for
young
people
across
Bristol
and
will
eventually
include
the
findability
website,
which
specifically
supports
young
people
with
disabilities
or
specific
needs,
and
their
parents
or
carers
again
responding
to
comments
made
during
the
consultation.
This
contract
is
front-loaded
to
allow
for
the
initial
cost
of
setting
up
the
sites
and
the
resources,
but
then
moving
to
a
maintenance
model.

This
will
be
part
of
a
wider
online
offering
for
young
people
in
Bristol
and
will
eventually
include
the
Works
website,
which
signpost
post-16
education
and
training
opportunities.
I
am
recommending
that
this
work
is
brought
in-house
to
Bristol
City
Council
part
of
the
consultation
feedback
process.
A
decision
was
also
made
to
bring
the
data
management
of
our
young
people,
who
are
NEET
back
in-house
to
Bristol
City
Council.

We
will
use
this
data
in
conjunction
with
our
own
economic
development
and
apprentice
team
and
contracted
providers
to
ensure
we
are
offering
a
range
of
quality
opportunities
to
these
young
people,
as
well
as
reporting
directly
to
government
some
of
the
available
come
funding
is
being
pulled
into
other
relevant
contracts
or
commissioning
work,
including
counselling
services
and
the
new
young
people's
housing
pathway.
We
will
look
to
create
a
bespoke
commissioning
budget
for
the
youth,
offending
team
to
secure
provision
for
their
young
people,
many
of
whom
have
very
complex
needs.

Just
this
week,
I
spent
time
with
some
young
people
from
south
Bristol
who
was
taking
part
in
the
national
citizenship,
Service
Program.
They
were
volunteering
at
the
wild
goose
cafe
in
Stapleton
Road,
alongside
other
volunteers
who
had
taken
part
in
NCS
last
year,
but
it
continued
to
come
along
to
support
the
cafe
and
help
out.
This
to
me
was
a
real
demonstration
of
the
value
of
a
thriving
sector
that
can
benefit
the
entire
city,
the
entire
city.

more
than
this
it
was
a
live
demonstration
of
the
potential
that
Bristol's
young
people
have
and
how
they
will
make
our
city
better.
With
our
supports,
the
youth
sector
is
big,
bigger
than
Bristol
City
Council's
contribution.
We
appreciate
the
work
of
excellent
providers
across
the
city
from
large
organisations
to
community
groups
and
youth
clubs
guides
and
Scouts,
and
our
incredible
sports
clubs,
all
of
whom
are
changing
the
lives
of
Bristol's
young
people.
I
would
like
to
pay
tribute
to
the
youth
services
sector
in
Bristol,
which
has
proven
itself
to
be
realistic
and
pragmatic.

the
course
of
this
consultation
process.
I've
had
the
pleasure
of
meeting
many
providers,
big
and
small
and
I've,
been
struck
by
the
desire
to
collaborate
to
work
for
the
benefit
of
Bristol's
young
people,
to
recognize

work
of
others
and
to
work
positively
to
enhance
and
develop
the
sector.

is
thank

to
all
of
the
cabinet
the
council
for
continuing
to
invest
in
this
really
difficult
time
financially.

appreciate
that
it's
something
that
I
understand
it's
difficult
decisions
that
we
shouldn't
be
having
to
make
between
different
groups
of
vulnerable
people
in
the
city
we're
supporting,
but
you
know
it
is
genuinely
appreciated,
and
so
the
two
points
I
want
to
make
are
not
generally
I'm
very
supportive
with
the
document.

When
you
have
deep
and
long-lasting
relationships
with
young
people,
they
will
come
to
you
sooner
when
there's
a
problem,
and
also
you
can
cajole
also
to
push
them
forward
when,
when
the
time
when
that's
needed,
open
access
allows
you
to
do
that
before
the
problems
arise
as
opposed
to
when
you
simply
get
a
referral.
When
a
problem
has
already
arisen-
and
we
know
that
in
our
work
at
creative
youth
network
about
23%
of
the
referrals
that
we
get
a
vulnerable
young
people
come
through
our
own
open
access
work.

More
importantly,
about
62
percent,
then
go
back
into
after
they've
been
supported
on
a
one-to-one
or
small
group
basis.
They
go
back
into
open
access
as
a
way
of
developing
their
social
skills,
their
self-confidence,
reintegrating
into
their
community.
So
I
would
just
like
to
emphasize
the
importance
from
our
perspective,
of
open
access,
work
and
I
hope
that
the
tenders
will
reflect
that
and
the
second
is
just
by
dividing
and
I'm.

but
by
dividing
the
contract
into
three
bits,
I
think
there's
a
danger
that
you
lose
a
strategic
element
to
the
work
and
Helen
and
I
have
spoken
a
bit

deliver
our
contracts
in
our
certain
areas
and
we
deliver
them
well.
But
what
there's
not
is
a
sort
of
overarching
sense
of
how
we
bring
young
people
together
from
across
the
city,
how
we
respond
to
emerging
needs
across

city.

on

future

other
ways
of
supporting
yourselves
reducing
reliance
on
the
council,
which
we
believe
would
be
absolutely
essential
to
to
that
resilience.

investment
shows
our
commitment
to
supporting
our
young
people
in
the
city,
and
we
remain
passionately
committed
to
early
intervention
and
work
to
improve
the
life,
chances
and
future
opportunities
of
all
young
people,
no
matter
where
they
live
in
Bristol,
so
I'm
now
going
to
hand
back
to
cancel
the
godwyn

take
our
first
cabinet
decision,
which
I
fully

commitment
to
that
focus

young

training

outcomes
for
our
young
people,
there's
nothing
more
important
than
than
getting
a
hold
of
that
issue,
that
young
people
turn
into
older
adults
and
their
life
chances
are
going
to

limited
if
we're
not
really
on
the
ball
at
this
early
stage.

I'm
really
really
welcome
that
particular
focus
on
this.

provision

this
is
targeted,

budget
monitor
of
the
year,
which
brings
us
up
to
May.
We've
changed
the
way
we
present
our
regular
financial
performance
information,
so
that
is
more
timely,
succinct
and
enables
better
focus
on
problems
as
they
arise.
This
early
monthly
monitoring
report
is
part
of
our
commitment
to
providing
thorough
and
transparent
reporting
about
the
council's
financial
position
and
our
progress
against
essential
budget
savings
to
address
the
significant
financial
pressures
we
face.

The
report
outlines
for
each
Directorate
current
financial
performance,
based
on
the
information
available
at
the
end
of
May
key
additional
risks,
but
also
compensating
opportunities
that
we
are
reviewing.
They
also
highlights
progress
against
the
budget
savings
that
council
agree
that
is
meeting
of
the
21st
of
February.
It
doesn't
make
for
great
reading.
It
shows
a
projected
overspend
at
the
end
of
this
year
of
9.1
million
pounds.
There
are
two
main
areas
responsible
for
this.
The
first
is
within
the
property
function:
2.4
million.
H
In
order
to
tackle
this,
we
are
beginning
a
zero-based
budget
review
and,
with
this,
the
service
will
produce
a
recovery
plan
to
bring
itself
back
under
budget
in
people,
despite
the
fact
that
we
have
put
an
additional
17
million
pounds
into
the
budget
this
year,
the
predicted
overspend
is
a
further
7.2
million.
The
social
care
crisis
caused
by
a
government
unwilling
to
tackle
this
massive
problem
sweep
in
the
country
is
the
main
contributing
factor
to
this.

For
us,
this
is
one
of
the
defining
problems
of
our
time
and
until
agent
action
is
taken
by
the
government,
we
will
see
reductions
in
the
Services
Council
off
for
a
year
on
year,
as
this
budget
gets
larger
and
squeezes
the
rest
of
our
budgets
downwards,
where
I
do
take.
Some
satisfaction
is
that
it's
thanks
to
our
new
rigorous
reporting
regime
and
in-depth
analysis
of
problems
as
they
arise
that
we're
able
to
see
this
early,
giving
us
the
best
possible
opportunity
to
find
solutions
and
take
mitigating
actions
before
we
get
too
far
into
the
year.

With
regard
to
ring-fence
budget,
the
Heysen
revenue
account
is
predicting
a
small
underspend.
However,
there
is
a
merging
concern
with
regard
to
dedicated
schools
grant
and
an
action
plan
to
address
the
underlying
pressures
in
the
high
needs
block
is
in
development.
The
new
report
also
includes
progress
against
savings
targets
for
the
year,
and
this
shows
that
of
the
33
point,
1
million
agreed
in
the
budget,
5.6
million
is
currently
deemed
at
risk.

huge
amount
of
work
has
gone
into
getting
us
into
this
position,
despite
the
Metro
mayor
and
national
elections,
and
restrictions
and
delays
that
they
brought.

would
also

more
