some
very
brief

this
meeting
is

strange
one
of
our
most
important
roles
to
think
one
of
the
one
of
our
most
important
role
is
actually
to
work
with
our
communities.
It's
to
be
a
bridge
between
the
council,
so
I
bring
our
communities
together
soon.
We
should
remember
now
I,
think
probably
more
than
ever
before
and
Leslie
is
excellent.
At
this
I
mean,
if
you
look
at
her
resume
in
the
council,
then
she's
been
on
screening
committees
that
no
longer
exist
and
haven't
done
probe
for
a
while
she's
chaired
I've
got
the
list.

You
chair
of
people,
scrutiny
the
develop
Patrol.
A
committees
been
on
the
Avon
Fire
Authority
Brister
preservation,
trustee
allotments
panel
ble,
a
governor
recruitment
panel.
All
these
things,
I
didn't
even
know.
Half
of
these
existed
but
she's
been
on
them
in
some
case
chaired
them,
but
actually
it's
her
work
in
the
community.
I
think,
which
is
the
most
impressive
I
mean
three
years
ago.

She
set
up
the
beg,
Brook
retirement
club
to
actually
provide
activities
for
the
elderly
to
try
and
combat
isolation,
she's
managed
to
secure
grants
for
transport
improvements
and
she's
done
a
lot
of
work.
I
mean
we
do
somewhat
tongue-in-cheek
referred
to
her
as
the
lady
of
the
manor
of
room
Vale,
because
she
seems
to
know
everybody.
If
you
go
down
there,
there's
some
chuckles
yeah.
She
does
you
walk
down
the
streets.
You
got
all
that
and
to
give
you
the
life
story
in
confidence.

Don't
worry,
I
mean
I
only
believe
that
salacious
details
I
assure
you,
but
she
knows
everybody
and
she
has
been
such
a
rock
both
in
a
community
and
the
council
that
I
have
no
hesitation
in
recommending
her
for
Lord
Mayer.
She
has
all
the
skill
set.
We
need
she
will
be
even-handed.
She
will
be
friendly,
she'll,
be
charming,
I
think
she'll
be
a
real
asset,
so
I
proposed
casts
of
Lessig's
and
ER
to
be
the
new
book.

But
we
did
usually
resolve
those
I
will
miss
Leslie's
input
to
the
proposed
joint
scrutiny
committee
on
the
NHS
sustainability
and
transformation
plan
for
health,
but
I
know
that
she'll
bring
her
own
very
special
skills
and
understanding
to
the
office
of
Lord,
Mayor
and
I
wish
her
on
behalf
of
the
Labour
Party.
Every
success
in
that
role.

going

say
a
few
words
first
of
all
about
the
atrocities
in
Manchester
overnight.
There
are
not
enough
words
to
express
what
we
all
feel
about.
This
violence
and
barbaric
attack
on
people
enjoying
themselves
and
I
would
like
to
express
my
sympathies
to
the
people
of
Manchester
who
have
had
to
bear.
It
I'm
very
impressed
with
the
way
that
they
have
all
pulled
together
to
face
such
violence
by
driving
people
home
opening
their
homes
to
complete
strangers
and
to
the
emergency
services
for
their
prompt
and
heroic
actions
in
such
dangerous
and
difficult
circumstances.

obviously,
like
many
of
us
first
heard
about
the
incident
last
night
with
more
details
coming
out
this
morning.
I
think
first
thing
is
just
to
acknowledge
this
as
a
genuinely
evil
act
over
the
depravity
of
mind
that
it's
difficult
to
to
understand
to
attack
children,
we've
written
to
Richard
these
today,
just
to
give
our
condolences
and
express
our
solidarity,
the
City
of
Manchester
and
the
victims.

There
in
words
are
easy
to
do
such
a
thing,
as
that
is
an
easy
thing
to
do
in
many
ways,
but
all
I
can
say
is
that
we
in
sending
that
letter,
we
mean
it
with
absolute
sincerity
that
whenever
we
needed,
however,
we
needed
as
a
city
of
Bristol,
with
our
our
friends
in
Manchester
that
we
are
there.
I'd
also
just
say
that
again,
it's
really
it
becomes
so
important
for
us,
as
Mark
mentioned
earlier,
on,
that
we
really
are
proactive
and
very
assertive
in
defining
what
we
are
as
a
city.

One
of
the
casualties
can
only
be
can
always
be
the
relationships
within
our
communities
and
we'll
be
taking
measures
to
make
sure
that
we
know
what's
going
on
in
our
communities.
But
now
a
time
like
this
for
us
as
city
leaders
and
people
from
institutions
work
across
the
city
really
defending
what
Worstell
is,
is
an
open,
dynamic,
international
City.
It's
our
past,
it's
our
present
and
it's
absolutely
integral
to
our
future,
and
we
cannot
allow
people
who
will
plummet
to
these.
These
low
levels
of
existence
to
rob
us
of
what
is
ours
as
a
city.

I
stand
this
evening
with
the
heaviest
of
hearts
in
the
wake
of
an
attack
on
my
hometown.
I'm,
not
gonna.
Take
that
much
time
this
evening.
To
recap
the
horrendous
events
of
the
last
24
hours.
We
are
united
in
this
chamber
condemning
the
barbaric
offense.
Instead,
I
want
to
briefly
talk
about
being
a
teenager
as
a
proud
self
Audion
I
spent
much
of
my
teenagers
mooching
around
manchester
city
centre
or
town
as
anyone
local
would
call
it.
H
I
remember
those
first
taste
of
freedoms
as
I
bought
my
day
saver
jumped
on
the
bus
for
a
day
out
in
town
with
my
mates,
somehow
back
in
1999,
with
less
than
a
tenner
in
my
pocket.
I
could
get
my
lunch.
Bus
fare
and
a
new
outfit
for
a
night
out.
A
visit
to
the
M
en,
or
the
Manchester
arena,
as
it's
now
called,
was
a
real
treat
with
only
the
biggest
names
playing
here.
These
tickets
were
really
really
saved,
for
you
were
trusted
by
your
folks
to
behave.

Had
the
freedom
to
explore,
learn
more
about
the
real
world
and
make
your
own
decisions.
The
countless
hours
I
spent
hanging
out
in
Piccadilly,
Gardens
or
Affleck's
Palace
really
shaped
my
teenage
years.
These
freedoms
yesterday
was
shaken
to
that
absolute
core
at
school.
We
learned
about
the
Peterloo
massacre
where,
just
under
two
hundred
years
ago,
60,000
people
fought
for
freedom,
fairness
and
representation.
It
took
a
long
time
to
deliver
anything
like
real
representation
in
the
north,
but
these
qualities
of
collectivism
and
community
have
never
ever
left
us.

Sadly,
there
is
now
a
second
Manchester
Massacre
which
our
children
and
children's
children
will
have
to
learn
about.
I
left
Manchester
in
2003
and
nowadays
remain
a
proud
alumni
of
a
city
which
is
ever-changing
at
the
first
opportunity
to
go.
Please
go
and
visit
go
to
Chinatown
urbis,
the
Manchester
museum
have
some
rice
and
three
in
the
Northern
Quarter
and
head
to
the
curry
mile
I
promise.
You
won't
be
disappointed.

My
lord
mayor,
I
echo
what
what
everyone
else
has
said
so
far
and
I
think
we're
probably
all
going
to
be
in
agreement
as
part
of
who
bleeders
stand
up
to
speak.
I
realized
being
my
group
leaders
giving
me

opportunity
to
talk,
but
I'm,
not
really
speaking
today
as
assertive
or
group
leader,
it's
just
as
a
human
being
last
night's
act
of
barbarity
was
shocking,
awful
and
I
think
it
was
so
depraved.

fact,
it
was
the
deliberate
attempt
to
target
our
young
people
and
that's
what
I
think
shocked
load
with
some
I
went
to
bed
last
night
a
little
after
midnight,
and
the
detail
was
still
sketchy,
I
think
at
the
time
I
thought
it
might
just
be
one
person
and
then
the
numbers
grown
and
we're
sad
to
see
this.
There's
an
eight-year-old
girl,
I
think
it
was
spoken
about
earlier
and
it's
shocking,
but
you
don't
beat
intolerance
by
becoming
intolerant
I.

Think
we
have
to
remember
that
the
monster
that
perpetrated
the
attacked
of
a
parity
last
night
was
just
that
was
a
monster,
but
we
are
a
free
country
and
we're
a
proud
country
and
they're,
proud
people
I'm
fellow
northerner,
from
Merseyside
on
Manchester
and
I.
Think
we
need
to
remember
that
we
need
to
remember
the
values
that
we
share,
because
we
do
share
them,
don't
give
in
to
some
of
the
fear
some
of
the
siren
voices
that
are
saying
now,
I've
seen
it
today.
There
should
be
an
emergency
tiff
emergency.

We
should
crack
down,
they
win,
they
win.
When
that
happens,
we
all
of
us
need
to
be
more
vigilant.
We
all
need
to
be
on
the
lookout.
We
all
need
to
be
careful,
and
it's
sad
when
you
have
to
have
this
conversation,
my
daughter's
nearly
7,
so
you,
but
have
this
conversation
all
about
our
security?
It's
almost
scary
they'll
have
that,
but
we
still
have
to.
As
you
said,
we
have
to
be
us,
they
have
to
be
them.
They
have
to
be
able
to
go
out
and
be
free
and
be
part
of
our
society.

So
I
turley
condemned
what
happened
last
night,
but
it
shouldn't
change
us
and
we
shouldn't
let
it
to
change
us
and
at
the
moment
my
thoughts
and
prayers
with
those
that
did
such
wonderful
job
with
the
emergency
services
and
with
thoughts
and
prayers
have
got
to
be
with
the
families
of
those
lost
loved
ones
and
for
those
that
still
don't
know.
What's
happened
to
this
because
I'm
afraid
there
was
still
some
that
have
question
marks
hanging
over
them.
Even.
I
On
behalf
of
myself
and
my
group,
I
would
like
to
send
our
heartfelt
sympathy
to
the
bereaved
to
the
injured
and
to
all
those
who
are
dealing
today
with
the
after-effects
of
yesterday's
explosion
in
Manchester.
An
attack
on
children
and
families
feels
unbearably
cruel,
and
our
thoughts
have
not
been
far
from
you
all
day.
I
I
also
send
our
thanks
to
the
emergency
services
and
to
the
people
of
Manchester,
who
showed
such
an
amazing
spirit
reaching
out
to
strangers
in
need
and
opening
up
their
hearts
their
homes
and
their
taxi
doors
to
give
help
where
they
could
hate
will
not
triumph.
While
there
is
such
goodness
in
the
world.

These
were
innocents
that
have
actually
not
experienced,
not
even
known
about
in
the
entire
lives
anything
as
horrendous
as
this
in
this
country.
It's
perhaps
terrible
for
parents
who
are
frightened
about
their
children,
but
it's
also
very
terrible
for
a
whole
generation.
Perhaps
who
suddenly
got
to
confront
something
and
got
to
experience
being
told
what
to
watch
out
for
and
how
their
lives
have
got
to
be
changed
and
all
the
rest?

And
in
the
midst
of
all
that,
we
must
not
forget
that
the
important
part
of
all
this
is
that
lives
must
go
on
and
must
be
unfettered
by
these
fears
and
that
we
must
all
understand
that
we're
all
part
of
the
same
sort
of
community
that
did
so
much
offered
so
much
kindness,
just
ordinary,
open,
handedness,
ordinary
people
being
ordinary
and
part
of
one
big
community,
which
we
all
are
as
I
said.
Words
really
really
can't
do
it
we're
going
to
be
having
a
minute's
silence
in
a
moment.

councillor
Louisville
for
his
hard

is
usual
for
the
Lord
Mayor
to
choose
a
project
for
the
year
and
I
have
chosen
to
concentrate
on
older
people
and
those
who
are
marooned
in
their
homes
because
they
are
unable
to
get
out
and
enjoy
themselves
without
help.
I'm
sure
you
have
all
heard
the
buzzwords
social
isolation,
and
one
of
my
ambitions
is
to
make
is,
is
to
make
life
much
more
enjoyable
for
people
in
this
position
and
to
open
up
their
horizons
again.
I
have
some
experience
of
this.
As
about
three
years
ago,
I
started
a
social
club
for
retired
people.

In
my
ward,
when
I
held
the
first
meeting,
I
asked
for
a
volunteer
to
be
Sherman
dead,
silence,
nobody
came
forward,
but
when
I
said
then
can
we
operate
on
a
committee
basis?
People
volunteered
and
we
now
have
all
the
people
we
need
to
run
the
club
successful
ease
with
so
many
good
ideas
that
I
do
not
need
to
be
there
for
meetings,
although
I
enjoy
their
company
and
friendship
and
attend.
Whenever
I
can
in
these
financially
straightened
times,
everybody
needs
to
be
creative
about
the
way
resources
are
used.

Disabled
transport
can
also
be
a
problem,
but
there
are
small
pots
of
money
out
there,
which
can
be
applied
for
to
arrange
such
transport
and
oner
in
cars
became
too
small.
As
the
club
expanded
the
club
I
involved
with
employed
a
local
charity
who
collected
people
from
and
returned
them
to
their
homes.
I'm
sure
there
are
people
who,
with
a
little
help
and
guidance,
could
be
persuaded
to
take
on
the
role
of
running
similar
clubs.

There
are
many
charities
operating
in
this
field
and
a
good
example
is
contact
the
elderly
who
arranged
monthly
tea
parties.
They
find
local
hostesses
drivers
and
guests,
and
all
that
is
needed
is
a
local
coordinator,
which
is
not
a
huge
task
and
I
would
like.
I
would
like
to
encourage
people
to
get
involved.

Company
is
very
important
for
the
health
and
well-being
of
everyone,
as
well
as
old
people
who
we
need
to
keep
engaged
as
long
as
possible.
So
please
get
involved
I'm

experiences

if
you
want
to
know

us
all

give
lots

older
people
the
happy
old
age
they

labor
group

a
civic
reception
for
Geoff
and
Bridgette
at
some
point
in
the
future
with
the
mayor,
but
we
would
like
to
thank
Geoff
and
Bridgette
for
how
well
they've
done
this
year,
not
only
for
themselves
and
for
the
ward
of
Phil
wood,
where
I
know
everybody
just
been
around
so
many
different
parts
of
the
ward.
In
his
role,
but
also
I,
know
for
a
fact,
well
he's
represented
Bristol
as
its
first
citizen.

year,

Dean
wrote
about
the
role
of
Lord
Mayor
as
being
part
of
the
glue
that
holds
the
city
together.
He's
right,
you

Bridget
will
have
visited
in
many
different
groups
of
many
different
ages

backgrounds

felt

warm
welcome
given
to
the
First
Citizen,
and
you
will
have
made
them,
feel
valued
and
appreciated.

Sadly,
since
the
last
full
council
meeting
to
order
Minh,
both
of
whom
were
long
serving
and
highly
respected,
former
councilors
have
passed
away.
Firstly,
former
Conservative
councillor,
Joyce
Fay,
passed
away
in
March
Joyce
very
served
as
a
councillor
for
13
years,
representing
Henley's
from
1984
to
1997.

During
this
time
she
sat
on
the
airport
committee,
the
Women's
Committee,
the
open
spaces
and
amenities
committee
and
the
Housing
Committee.
She
was
made
an
honorary
alderman
in
May
1997,
former
labor
labor
counselor
John
B's
has
also
recently
passed
away
Jambi.

King's
Weston
from
1991
to
2010.

this
time
he
held
many
positions,
including
in
particular
the
chair
of
the
contract
services
and
resources
committees.
He
also
served
as
a
cabinet
member
and
as
a
council
representative
on
a
range
of
outside
bodies,
he
was
made
an
honorary
alderman
in
June
2010
and,
as
many
of
you
will
know,
his
funeral
was
held
earlier
today.

looking
forward
to

This
morning
many
of
us
attended
John
Beezus
funeral,
and
if
you
were
there,
we
will
know
that
there
was
no
better
testament
to
the
contribution
that
he
made
by
the
numbers
that
were
there
and
the
wide-ranging
people
that
they
represented.
Obviously,
the
Labour
Party
was
strong,
but
there
was
others
there
as
well.
Jeff
and
I
were
impressed
and
said
we'd
never
seen
so
many
former
officers
turn
up
for
a
former
members
funeral,
and
rightly
so,
because
John
was
special.

He
I
learned
something
this
morning.
I
didn't
realize
that
he
was
a
trained
teacher
and
that
when
you
look
back
it's
clear,
his
knowledge
of
financial
business
of
counsels
was
incredible.
He
didn't
have
the
accountants
touch
Jane.
Would
you
respect
to
a
very
lonely
clients
in
search
of
my
son?
He
had
the
street
cred
knowledge,
he
knew
what
was
possible
in
local
government
terms
and
I
got
a
feeling.
That's
why
they
were
so
former
a
lot
of
former
finance
officers
there
this
morning
because
they
respected
him.

So
I
thought
it
would
be
a
very
good
idea
to
get
new
members
into
the
mansion
house,
because
a
lot
of
them
came
and
went
without
even
seeing
it
so
I
invited
him
in
his
partner
out
for
tea,
and
we
had
a
wonderful
afternoon
and
it
was
a
very
good
start
to
a
very
useful
working
relationship
with
him
over
the
years.
I
was
always
impressed
with
John
didn't
always
agree
with
him,
but
that
is
what
it's
all
about,
and
John's
debating
skills,
particularly
on
financial
matters,
was
something
so
critical
and
so
needed.

He
was
there
and
he
was
making
his
influence,
but
he
didn't
try
to
draw
the
credit
for
everything
that
was
being
done
when
he
left
the
council.
I
know
all
sides
were
sad
that
he
would
be
missed,
because
we
don't
get
many
members
like
John
and
so
I'm
sure
you
agree
with
me
that
our
thoughts
go
to
Rowena
and
his
family
Claire.
Of
course
his
sister
was
also
a
member
of
council
and
all
those
of
his
family,
because
he
was
a
very
good
loyal,
proper
full
member
of
this
council.

Joyce
Fay
died
a
couple
of
months
ago
now,
but
we
haven't
had
a
council
meeting
she
sort
of
had
a
touch
of
John
about
her
in
many
ways,
because
she
was
a
very
intelligent,
lady
school
mistress
at
Tufts
and
Ursula's
and
represented
the
Henry's
Ward
and
was
very
very
strong
in
what
we
call
today
the
human
resources
side
of
the
council,
which
I
thinking
about
it.
When
I
was
putting
my
thoughts
together.

Today
we
remember
Joyce,
who
was
one
of
the
husband-and-wife
teams.
Her
husband
was
a
member
of
council
for
a
number
of
years
and
he
sadly
died.
A
few
years
ago,
Joyce
said
was
in
a
nursing
home
come
the
end
and
the
last
time
I
saw
her
was
at
her
husband's
funeral.
But
she
was
a
very
dedicated
member
and
a
community
person
library
committee
tongues.
Women
guild
all
those
sort
of
things
that
you'd
expect.

The
words
that
will
usually
use
was
the
formidable
Joyce
Fey
and
she
will
be
missed
so
I
hope
that
those
words
will
cover
very
briefly,
because
they
were
both
big
people
who
meant
a
lot
to
this
council,
but
set
our
thanks
for
their
service
to
this
city
and
to
their
efforts
to
make
this
a
better
City.

recall
that
when
he
used
to
stand
up
to
make
one
of
his
absolutely
incisive
speeches
and
Jeff's
beginning
to
wince,
because
he
knows
that
normally
he
was
the
target
of
it.
He
would
stand
up.
He
was
on
the
front
bench
for
most
of
his
some
political
career
in
here,
and
he
would
always
start
by
hitching
his
trousers
up
and
you
knew
if
he
kind
of
hitched
his
trouser,
particularly
decisively
that
you
were
in
for
it,
and
there
was
a
lot
of
gesticulation.

Again
this
morning
much
was
said
about
John's
ability
to
tell
a
tale,
and
in
the
days
when
used
to
be
much
more
common
for
people
to
go
together
across
across
the
chamber
and
go
over
the
back
of
their
council
house
to
the
the
horse
and
groom
or
committee
room

as
it
was
sometimes
called
for
refreshments
after
council
meetings.
John
was
bound
to
be
there
telling
tales
now
many
of
the
tales
related
to
when
he
worked
on
the
docks,
and
they
were
very
very
funny.

So
much
was
said
this
morning
and
it
was
a
very,
very
moving
service
and
about,
as
I've
already
said,
John
living
close
those
socialist
values
and
I
just
wanted
to
refer
to
one
other
role
that
he
played,
which
I
don't
think
has
been
mentioned.
But
that
was
the
one
which
I
think
Steve
Pierce
now
occupies,
which
is
our
representative
on
the
local
government
pension
scheme
and,
as
was
said
this
morning,
that
really
for
John.

Apart
from
because
of
his
huge
interest
in
finance,
his
interest
was
also
in
making
the
lives
of
working
people
better
and
arguing
for
better
pension
rights
and
more
equality,
and
so
that
role
suited
him
to
a
team
I'm
not
going
to
hitch
my
trousers
up
and
shout
it
at
you
all
in
in
John's
style,
but
I
think
that
Bristol
and
Lawrence
Weston
in
particular,
Kings
Weston,
lost
a
real
champion.
A
few
weeks
ago,
with
John's
untimely
passing
and
on
behalf
of
the
labor
group.

greatest
respects

his
family,
both
Claire
his
sister
and
Terry.
His
brother-in-law
were
former
members
here,
who's

bit
of
a
beast
dynasty
at
one
time
and
at

as
the
outgoing

funny

of

bees

contribution
to
