the
council's

are
three
items
on
today's
agenda
have
not
been
included
on
the
forward
plan
for
this
meeting
to
have
been
published
within
five
days
notice
under
APR
15,
place
of
safety,
residential
children's
home
report,
which
seeks
approval
to
bid
for
capital
funding
and,
secondly,
the
better
care
fund
report,
which
seeks
approval
to
draw
down
on
the
fund
itself.
The
monitoring
officer
to
my
right
has
agreed
that
it
is
not
practicable
to
defer
this
decision
to
the
next
scheduled
meeting
of
the
cabinet,
the
chair
of
overview
and
scrutiny,
management
board
and
members
of
people's
scrutiny.

reason
for
the
exam,

exception

advance
of
publication
of
this

in
line
with
the

rules

the

in

at
infrastructure
projects,
including
the
underground
and
housing
developments
as
part
of
that
trip,
I've
registered
hospitality
from

normal
way,
which
is
transparent
and
open
to
public
inspection
agenda
item
five
matters
referred
for
consideration
by
scrutiny
or
full
council,
and
there
were
three
matters
from
overview
and
scrutiny
management
board.
One
comment
on
the
mayor's
forward
plan
and
late
agenda
items
to
the
arena:
three
scrutiny
of
the
1819
budget
recommendations
to
full
Council.

The
first
is
regarding
the
supplementary
item
regarding
the
wacker
strategic
transport
feasibility
and
awesome.
Note
was
disappointed
that
an
item
could
be
added
to
the
cabin
agenda
less
than
24
hours
before
the
meeting
in
such
a
way
that
most
members
and
interested
parties
won't
even
have
the
opportunity
to
have
read
the
paper,
let
alone
to
scrutinize
it.
The
the
comments
go
on
to
say
our
concern.

I
I,
am
easily
convinced
that
this
is
an
administrative
issue
rather
than
and
carried
out
with
intent,
but
from
scrutiny
point
of
view.
The
effect
is
actually
the
same,
that
there
is
an
opportunity
there
and
I
think
it
is
fundamental
that
all
decisions
they
are
taken
should
be
capable
of
being
scrutinized.
I
think
we
all
agree,
they
can't
all
be
scrutinized,
but
they
should
be
capable
of,
and
in
this
case,
that
hasn't
happened
and
I
think
that
requires
a.

requires
a
very
clear
commitment
from
the
new
Marvin
and
from
Cabinet
and
for
us
all
to
try
and
work
to
make
that
happen.
The
second
issue
that
we
raised
was
in
connection
with
the
arena.
Azam
had
a
presentation
of
the
report
last
night
and
the
there
were
concerns
expressed
by
members,
not
least
in
terms
of
the
time
frame.
We
were
assured
that
a
decision
will
be
taken
at
the
April
cabinet
meeting.

If
between
us,
we
can
resolve
a
way
to
make
sure
that
is
K
rule
of
scrutiny,
involvement
and
scrutiny
doesn't
believe
that
we've
got
any
right
to
ask
you
to
delay
a
decision
so
that
we
can
scrutinize
it.
But
what
we
do
think
we
should
do
is
ask
that
the
decision
is
presented
in
such
a
way
that
there
is
time
for
members
to
consider
it.
So
those
were
the
the
two
additional
issues.
The
the
third
item
is
in
respect
to
the
budget.

And
so
we
commented
on
the
fact
that,
although
we
were
impressed
by
the
cooperation
and
the
way
we
worked,
we
recognized
that
the
consultation
didn't
produce
his
higher
level
of
responses,
as
it
might
have
done,
and
we
didn't
involve
members
as
much
in
the
process
across
all
seventy
Council
members.
We
think
we
need
to-
and
we
think
officers
and
cabinet
may
well
share
that
view.
So
we
hope
that
we
can
work
on
that
over
the
next
year
and
see
if
we
can
prove
on
what
has
been
a
a
very
positive
process.

noted
that
there
was
a
need
for
a
much
strengthened
asset
management
plan.
There
was
frustration
in
pi
expressed
by
me
that
I
remember
being
involved
in
development
of
departmental
asset
management
plans
and
scrutinizing
them
many
years
ago,
and
that
seems
to
have
been
parked
and
and
now
needs
refreshing.
So
there
were
concerns
about
how
we
make
that
work.

There
were
comments
about
the
HRA
which
again
we
know
cabinet,
is
fully
aware
of
the
pressures
there,
but
scrutiny
feels
that
it
needs
to
be
more
involved
in
that
process.
So
I've
just
highlighted
there
there's
much
more
detail
in
the
report,
but
whilst
I'm
not
commenting
on
my
views
on
your
budget
proposals,
what
I
can
say
is
that
I
believe
there's
been
a
very
positive
scrutiny,
engagement
and,
apart
from
thanking
offices,
I'd
like
to
thank
and
hopefully
not
jeopardize
his
future
career
counselor
Chaney
for
for
his
part
in
making
sure
that
process
worked
well.

my
most
radical
members
of
Bristol's
movements
are

from
backgrounds
that,
like

we
may
be
hosting

in

corporate
strategy
is
the
document
which
embeds
the
mayor
and
cabinets
vision
into
the
organization
and
everything
it
does.
It
shows
which
way
the
council
is
pointing
and
why
we
believe,
is
important
and
from
this
director
of
business
plans,
will
all
point
in
the
directions
that
the
corporate
strategy
defines.
It
has
been
created
with
a1
city
plan
in
mind
and
is
the
council's
key
component
of
that
plan,
something
which
was
set
Bristow's
direction
for
many
years
to
come.

corporate
strategy
promotes
more
self
sustained,
empowered
communities,
an
agenda
which
will
require
action
from
community
groups
and
a
wide
range
of
individuals
and
organizations
alongside
the
council.
In
order
to
be
successful,
successful
implementation
of
the
corporate
strategy
as
part
of
the
wider
one
city
plan
will
help
tackle
inequality,
build
resilience
and
independence
and
help
support
people
through
targeted
early
interventions,
rather
than
sweeping
up
problems
after
they
occur
with
well-being
as
one
of
its
main
strategic
themes.

is
a
strong
emphasis
on
health,
including
a
health
in
all
policies,
approach
which
will
help
improve
public
health.
There
are
explicit
commitments
to
minimize
in
our
environment
and
impact
and
put
in
the
city
on
course,
to

run
entirely

clean
energy

2050,
along
with
implicit
sustainability
improvements,
for
example,
in
commitments
to
resilience
and
improving
air
quality.

are
golden
threads
throughout
the
corporate
strategy,

commitments

fair

inclusive
theme

within
our

this
document
tells
the
city
what
we

in

we
intend
to

been
a
long
process
to
get
this
right,
but
I'm
pleased
to
recommend
the
report
to
cabinet
today
and
onto
full
council
in
due
course.

City
Council
is
committed
to
making
cuts
and
uses
consultations
to
reach
decisions.
Only
490
people
took
part
in
the
corporate
strategy:
consultation,
20,
18
to
23
in
a
city
of
450
4200
people.
Only
three
thousand
seven
hundred
and
fifty
people
took
part
in
the
September
2017
neighborhood
consultation.
Over
7,000
people
signed
one
petition
to
save,
read
and
library
from
closure
twice
the
number
that
took
part
in
the
neighborhood
consultation,
clear
evidence
that
Bristol
does
not
want
to
see
libraries
face
any
funding
cuts
and
that
consultations
do
not
engage
enough.

recent
full
council
meeting

suggested
one
of
many
ways
that
we
can
raise
money
for
libraries.

need
to
be
invited
to
suggest
innovative
ways
to
help
pay
for
public
services
rather
than
finding
ways
to
reduce
them

for
a
response
to
my
recent

the

request
to
find
out
exactly
how
much
these
consultations
are
costing
us.

the

joint
strategy,
along

we

good

adult
social
care
and
the

one

the
gwr
franchise
for
the
railways.

and

bid

we

franchise's

public
ownership,

feel
we
should
put

fingers
up
to
government.

isn't
often
enough
to

consultations
according
to
the
traditional
manner

we
still
do
them

our
problem
and
we
need
to
pick
that
up

to
discuss.

need
to
look
into

legal
background

actually
make
some
headway
between
us
and
take
responsibility
for
some
of
the
concerns
we
express

this

the
first
instance

been
sat
on
both
sides
of
this
consultation
challenge
haven't
worked
in
Bristol's
voluntary
community
sector
and
when
I
was
in
public.
How
a
huge
part
of
what
we
were
trying
to
do
is
to
genuinely
democratize
our
health
services,
particularly
put
particularly
Public
Health,
and
a
lack
of,
and
the
kind
of
apparent
lack
of
accountability
of
NHS
to
the
public
either
then
through
the
National
Minister's,
so
I
mean
I.
A
Absolutely
take
your
point
about
the
about
the
challenge
and
we
do
could
need
to
constantly
be
reviewing
our
methodology
but
I.
Let
me
just
say
three
things
that
have
been
rolling
around
in
my
mind
on
this.
For
a
long
time.
First
of
all,
we
do
face
a
challenge
in
the
Bristol
in
the
City
of
consultation
fatigue.
A
If
you
listen
to
radio
Bristol
on
Monday
morning
as
I,
do
every
weekday,
em'ly,
Britain
you'll
know
that
in
one
of
the
pieces
was
about
out,
people
were
fed
up
because
the
National
Health
Service
has
just
gone
out
to
another
consultation
and
the
exasperation
shared
by
the
presenter
and
some
of
the
you
know.
The
listeners
who
were
typing
in
was
was
clear,
so
we
faced
that
challenge
we're
all
out
us,
the
police,
the
Health,
Service,
all
consulting,
and
it's
confusing.
A
A
That's
a
judgment
on
the
city
and
and
decades
of
a
city
not
responding
and
actually
non-engagement
is,
is
also
a
judgment
on
the
quality
or
low
quality
of
our
politics,
and
we
all
say
it
off
hand
about
full
council
that
why
would
anyone
get
involved
in
that
people?
Don't
the
councillors
complain
about
it?
So,
there's
something
about
the
tone
and
the
quality
of
politics
and
the
quality
of
our
democracy.
A
That's
in
judgment
every
time
when
we
can't
expect
officers
to
make
up
for
that
and
I
know
you're
not
saying
that,
but
to
expect
officers
to
come
up
with
a
great
methodology
to
make
up
for
that
failure
of
politics
is
is
not
is
not
fair
and-
and
in
fact
that's
not
just
a
local
failure.
That's
a
national
failure.
It's
an
international
failure
to
which
we're
trying
to
deal
with
and
I
think.
Thirdly,
something
I
said
when
I
was
at
the
BDA,
often
to
our
membership.
A
If
people
are
waiting
for
a
perfect
invite
through
a
perfect
consultation
to
get
involved
in
a
perfect
decision-making
process,
it
ain't
coming
so
in
some
sense
we
need
to
step
up
anyway.
So
there's
a
responsibility
on
the
public
to
step
up
in
the
face
of
politics.
They
feel
doesn't
deliver
and
in
you
know,
in
the
face
of
you
know,
consultation
fatigue
is
worse.
It
is
there's
there's
a
lot
to
go
around
here,
but
I
think.
We
also
need
to
recognize,
too
that
the
response
rates
for
consultations
would
be
different
in
different
places.
A
I
think
some
of
the
numbers
read
out
earlier.
If
we
looked
at
the
race
and
class
analysis
on
there,
some
of
that
engagement,
we
can
see
that
we
have
to
take
those
things
with
a
very,
very
kind
of
health
check,
and
are
we
disproportionately
listening
to
the
the
voices
of
the
socially
engaged
middle
classes,
format,
form
and
backgrounds?
Are
we
generally
talking
to
people
from
some
of
our
more
marginalized
communities?
An
example
you
used
is
is
spot-on
that
you
know
the
face
to
face.
A
Survey
that
took
place
out
in
the
West
I
believe
actually
brought
a
better
response
rate,
and
we
need
to
think
about
that
and
one
of
the
avenues
for
doing
that
again
and
we
shared
it
a
number
of
meetings.
Is
it's
not
enough
for
70
elected
members
to
look
at
the
officers
and
ask
him
to
deliver?
Certainly
elected
members.
Part
of
our
job
is
to
engage
people
in
a
political
process.
Not
just
you
know,
and
we
got
to
do
accountability.

got
to
do
scrutiny
absolutely,
but
part
of
it
is
about
leadership
and
engagement
and
that
will
up
the
quality
of
our
of
our
consultations
and
I.
Think
sometimes
some
people
have
lost
lost,
lost
sight
of
that
lack
of
challenge
about
what
it
means
to
be
an
elected
member.
But
I
really
appreciate
your
question.
That's
absolutely
absolutely
essential.
Can
I
offer
the

any
cabinet
members?
You
don't
might
have
something
to
to
say
on
our
consultations
and
engagement
of
the
city
and
our
decision-making
leadership.

corporate
strategy

crucial
part
of
our
city,
strategic
planning
and
clearly
articulates
how
we
contribute
as
part
of

wider
sister

system

we
are
only
one
player,

are
a
major
player,
so

want

acknowledge

incredible
amount
of
work
gone
into
this

consultation
report

and
time
again,

impact
assessment

now

back

council

take

decision

I

budget
recommendations
to
full

treasury
management

Now
this
report
and
its
appendices
set
out
in
my
revenue
budget
proposals
incorporating
the
revenue
spending
and
savings
decisions
for
2018-19
and
future
financial
years
capital
program,
twenty
eighteen,
nineteen
to
twenty
twenty,
two,
twenty
three,
the
treasury
management
strategy
and
prudential
indicators-
and
these
would
be
considered
by
cabinet
today
in
making
budget
recommendations
for
council
to
approve
on
a
20th
of
february.
Now,
within
the
overall
report,
there
are
four
decisions,
three
of
which
are
key.

These
need
to
be
made
to
give
effect
to
the
overall
budget
proposals.
Now
the
details
are
set
out
in
the
appendices
attached.
The
decisions
are
part
of
the
main
report
and
will
be
taken
together
with
the
main
decision
in
respect
of
the
budget
recommendations
so
in
appendix
B,
in
terms
of
the
West
of
England
combined
authority
to
give
consent
to
the
combined
authority's
borrowing
regulations
in
Appendix
C
proposal
to
removal
of
neighborhood
action
funding.
Specific
consultations
were
undertaken
in
relation
to
this
in
appendix
D
proposed
changes
to
culture
services.

Specific
consultations
were
undertaken
in
relation
to
these.
Also
and
in
Appendix
II,
to
delegate
authority
to
director
adult
social
care
to
draw
down
funds
with
reference
to
the
improved
better
care
fund.
Now,
I
want
to
acknowledge
the
work
of
my
cabinet
member
for
Nance,
Creek,
Cheney
and
finance
director
Denise
Murray.
Again,
it's
important
to
me
that
the
face
of
austerity,
conservative
austerity
we've
been
able
to
protect
the
vast
majority
of
frontline
service
is
a
minimize
service
reduction
while
protecting
the
most
vulnerable
in
our
city.

Now,
government
funding
has
been
reduced
to
unacceptable
levels
and
the
government's
only
offer
has
been
to
is
been
passing
on.
Cancel
tax
increases
often
called
the
poor
tax
instead
of
centrally
funding
local
services.
That
of
in
the
face
of
rising
demands
and
rising
costs.
But
our
corporate
strategy
means
we
will
be
able
to
continue
to
offer
hope
and
aspiration,
while
delivering
on
our
promises
to
the
city.
So
I'm
now
going
to
take
any

let's
come
back
to
something
you
said
earlier
Marvin,
because
I
also
agree
very
much
with
engagement.
My
statement
is
about
the
fact
that
there
was
inadequate
time
for
Azam
and
counsellors
to
engage
with
this
process
of
the
cabinet.
Today
we
had
less
than
48
hours
to
frame
questions
on
an
enormous
document
that
you've
been
working
on
for
a
very
long
time
and
it's
the
second
year
of
a
five-year
medium
term.
I
Financial
plan
last
year
was
very
difficult
and
I
gave
a
lot
of
leeway
for
that.
It
shouldn't
be
so
difficult
this
year
round,

the

dropping

council's

opportunity
to
have
informal
conversations
with
cabinet
members

offices

going

before
that
budget
is

we

allowed
to
do

and

wrong
and
while
I'm

the
point
of
engagement
and
the
reason

people

don't

the

the

the
consultants
they're

look

our
libraries

I
suspected

the

from

we
need

housing

know?

back

councils
haven't
got
council
housing
anymore,

our
three
surrounding
authorities.

provides
genuinely
affordable
housing
for
people
on
low
incomes.

secure

for
those
people
in
terms
of
their

locally
accountable.

mean
we're
seeing
that
the
Housing
Association,
which
used
to
be
the
the
council
housing
in
safe
Gloucestershire,
is
currently
going
through
a
proposal
to
be
taken
over
by
a
Housing
Association
based
in
Worcestershire.

us
with
huge
flexibility
to
respond
to
local
needs
and
there's
countless
examples
of
the
way
in
which,
because
we
are
also
involved
in
care
as
well
as
housing.
As
gangster

commented
on
earlier
and

whole
range
of
other
services,
we
can
bring
the
council
housing
to
the
table
to
be
part
of
the
solution
to
those
problems
which
we
we
try
and
do
with
the
housing
associations
and

think,
we've
been
increasingly
successful,

it
can
never
be
be
guaranteed.

we've
got
one
of
the
biggest
housing
associations
in
this
city
is
actually
run
from
an
office
in
Preston
without
office
with
local
regional
authority
that
that
creates
all
sorts
of
problems.
It's
also
driven
by
because
it's
from

cancer
for
the
wider
needs
of
the
city,
not
just
housing.
For
instance,
the
issue
of
the
gentrification
where
counts,
are
housing
in
parts
of
central
Bristol.

reason
why
we
haven't
actually
ended
up
with
social
cleansing
within
within
our
city
and
also
huge
synergy
between
our
legal
responsibilities,
around
homelessness
and
our
ability
to
respond
by
having
a
housing
stock
of
our
own.
So,
actually
you
know
having
council
housing,
I
think
is,
is
is
critically
important
to
this
city,
I'm,
really
glad
that
Bristol
took
the
decision
to
retain
its
housing
stock,
particularly
having
seen
what's
happened
in
some
local
authorities
where
they
haven't,
and
also
that
we
are
committed
to
increasing
our
housing
stock
and
that
is
factored
in
Anthony's.

what
the
numbers
were.
We
we've
dedicated
over
five
years,
45
million
pounds
to
new
house
building
by
the
council,
housing
department,
we've
identified
and
for
over
300
new
council
homes
and
we're
continuing
to
do
that,
and
we're
also
looking
at
very
innovative
schemes
to
make
better
use
of
the
land
that
I
count.
So
housing
is
on
to
also
increase
supply,
maybe
with
others,
funding
that
supply
and
then
and
then
leasing
the
buildings
back
to
us.
The
it's
not
easy,
I
mean
Anthony's
right.

There
have
been
there
how
there
are
problems
with
the
way
in
which
the
housing
revenue
account
is
funded
and,
to
be
honest,
the
worst
government
for
counts
are
housing
ever
in
this
country.
Was
the
coalition
government,
the
government
of
the
Conservatives
and
the
Liberal
Democrats?
It
was
that
government
which
forced
the
rent
reductions
to
try
and
make
council
housing
broke.
It
was
that
government
that
introduced
fake
borrowing
caps
to
stop
us,
both
expanding
council
housing
and
also
investing
in
our
council
housing
stock.

Actually,
unbelievably,
some
of
those
things
have
been
reversed
by
the
Tory
government
introduced
by
the
coalition,
but
reverse
bias
argument
which
I
welcome,
and
there
are
also
promises
that
we
may
be
able
to
increase
our
borrowing
to
build
more
housing
through
the
housing
revenue
account.
So
I've
got
this
interesting
situation
at
the
moment
where
I've
got
a
conservative
secretary
of
state
that
says,
I
should
build
more
council
housing
and
a
representative
here
from
the
local
Liberal
Democrats
who
says
I
should
stop
building
council
housing.

Also,
the
current
government
is
agreed
to
reverse
the
the
cap
on
rent
so
that
we
can
start
increasing
rents
in
line
with
inflation,
so
that
the
housing
REM
accounts
in
difficult
position
is
probably
in
a
better
position
than
it
was
two
years
ago
in
the.
But
you
know,
as
I've
said
in
other
places
in
the
1980s,
a
third
of
the
housing
in
this
city
was
count
for
housing.

workers
with
the
right
tools
for
the
job
and

them
job
satisfaction,

we
have
got
rid
of
15-minute
slots.

things

mean

hopefully
more
people
will
come
into
the
care
market,
they'll
be
delivering
a
better
quality
of
care,
we're
working
with
our
voluntary
sector
providers.

them
all
in
the

we're
going
to
take
this
forward
and
using
that
money
which
is
declining
anyway.
So
although
it
sounds
like
a
lot,
eight

million
this

on
having

schools

have
their
pupil
funding
protected
at
the
same
level
as
2017
and
18,
which
I'm
very
pleased
to
share
and
additional
funding
is
being
distributed,
which
is
the
equivalent
of
an
extra
1.5
percent
per
pupil,
subject
to
the
final
budgets
being
endorsed
by
full
Council.
Next
month,
the
City
Council
provide
4.1
million
pounds
general
fund
money
to
supplement
a
dedicated
Schools
grant
to
match
the
fund
to
match
funds.
The
cost
of
the
PFA
affordability
gap,
which
is
channeled
through
the
eight
PFI
schools.

The
aspiration
is
at
the
national
funding
formula
set
by
government
will
recognize
this
additional
cost
and
reflect
it
in
DSD
funding
in
future
years,
and
this
will
neutralize
the
impact
of
the
PFI
issue
on
schools.
Schools
forum
also
agreed.

addition
to
transferring
2
million
pounds
and
the
schools
block
to
the
high
needs
block,
this
was
agreed
in
November
last

the
proposal
to

for

absolutely
committed
in
Bristol
to
delivering
high
quality
education
for
our
children
and
young
people
with
special
educational
needs
and
disability.

pleased
by
the
willingness
shown
by
the
schools
forum
to
support
this
area
of
the
budget.

concerning
the
introduction
of
a
national
funding
formula
from
government
for
early
years.
As
result
in
a
loss
of
funding
for
Bristol
over
two
years
from
6
pounds,
30
per
hour
for
three
and
four-year-old
children
to
570

2018

19,
spend
on
the
central
team
has
also
been
constrained
and
the
amount
that
settings
receive
as
their
base
allocation
has
been
reduced
by
nearly
three
percent
year-on-year.

use
of

is
extremely
prescriptive.

approval

submit

bid

Department
of
Health,

successful,
will
attract
400,000
pounds
of
capital
funding
towards
the
purchase
or
refurbishment
of
a
children's
home

Bristol.

funding
will
enable
us
to
better
meet
the
needs
of
children
in
our
care,
with
significant
mental
health
needs
who
have
been
in
hospital
either
in
an
emergency
or
who
are
being
discharged
from
a
longer-term
stay.

will
include
children
or
young
people
who
have
been
detained
on
the
basis
that
they
require
require
a
place
of
safety
under
the
terms
of
section
136
of
the
Mental
Health
Act,
the
law
changed
recently
to
state
that
children
can
be
held
no
longer
than
24
hours
on
a
section
136,
and
this
capital
funding
is
being
offered
to
support
local
crisis.
Concorda
deliver
a
safe
alternative,
the
terms
of
the
bid
that
it
should
deliver
for
those
in
crisis
to
avoid
a
crisis
or
following
a
crisis.

timescales
for
the
bid
have
been
short
with
the
full
bid
needing
submission
this
month,
following
the
agreement
of
the
crisis
care
Concordat
in
December,
which

why
it's
spread
along
the
decision
pathway

to
the
costs
of
reprofiling

homes

decision
can
be
made
on
the
project.

the

the

and

that
option
and

quarter
site

value-for-money
review
which

discuss

potential
financial

economic
impact

both
options

yet
to
rule
out

further

they

new
trains
from
Parkway
Station
through

Temple
Meads,

deal
with
the
crowds
and
the
proposed

patrons

we
need
to
get
all
our
ducks
in
line
with
this,

obviously
we're
talking
other
partners
here
at
Temple
Meads
we're
talking
about
Network
Rail,
the
homes,

obviously

big
investor
in
this
city
and
obviously
works
in
the
city

around

night
trains

services

England
