the

my

Late
I
was
being
quizzed
by

I
didn't
want
to
leave
the
matter
hanging,
so
I
just
gave
them
a
quick
little
interview.
I
need
to
draw
your
attention
to
the
emergency
evacuation
procedure,
which
is
outlined
in
the
agenda
and
being
displayed
on
the
screen.
I
trust,
it's
also
just
too
worth
letting.

know
that

the

As
usual,

that
last

dealt

if

deal

the
two
others

concern
about
the
forward
plan
is
an
issue
that
I've
shared
with
you
and

cabinet
colleagues.
Over
the
time
since
you've
been
appointed
and
I
know,
my
predecessor
and
awesome
was
sharing
it
with
your
predecessor
as
well.
So
this
is.
This
is
nothing
new,
but
it
is
an
issue
that
needs
to
be
addressed.

We
were
assured
by
the
previous
chief
executive
that
matters
would
be
addressed
and
dealt
with,
and
yet
here
we
are
at
the
last
meeting,
finding
the
worst
possible
situation
and
I'm
raising
this
not
be
I,
don't
see
any
political
capital
and
raising
it
I'm
raising
it,
because
I
believe
it's
impossible
for
you
and
your
cabinet
colleagues
to
carry
carry
out
the
role
that
you're
having
to
carry
out
if
the
forward
plan
is
not
fit
for
purpose.
So
it's
a
real
plate
of
this
has
got
to
be
a
top
priority.

The
second
point
regarding
vacancies
and
interim
appointments
I
would
just
really
like
to
make
the
point
that
the
level
of
interim
appointments
I
understand.
It
is
still
significant
and
I
that
we
may
discuss
how
the
authority
can
address
that
and
suggest
that
perhaps
some
recommendations
can
be
made
about
how
staff
can
be
recruited
at
the
appropriate
salary
level,
the
appropriate
expertise
to
fill
permanently
the
roles
that
are
required,
and
that
was
a
view
expressed
across
all
parties
by
members
of
azam
who
felt
that
interim
appointments.

While
there
is
always
a
case
for
some
interim
appointments,
we
have
to
keep
that
proportionate
to
the
needs
of
the
authority.
So
those
were
our
comments
and
they
say
recognizing
that
this
is
very
much
a
moving
feast
and
that
circumstances
are
changing
and
have
changed
since
we
made
the
statement.
But
thank

about
the

plan.
There
were
no
forward
plans
on
the
website
with
regard
to
health
and
well-being
board
Human
Resources
Committee,
the
neighbourhood
scrutiny
committee,
awesome
board.

They
haven't
got
any
planned
up
there
and
the
learning
cities-
partnership
I,
couldn't
find
them
I've
been
it
always
been
interesting
because
that's
the
education
engine,
like
though
so
so
none
of
these
were
there.
I
I'd
see
that
this
day's
cabinet
items
one
two
and
three
were
first
published
on
the
fourth
of
September,
which
is
the
month
coming
in
and
in
item
four.

It
was
put
there
on
the
26th
of
September,
which
again
it
for
October,
which
is
another
month
all
the
others
were
given
notice
of
monitoring
its
just
monitoring
all
of
the
other
items
so
they're
on
the
plan.
So
that's
that's
really
easy
to

interested
in
the
scrutiny
you

That

executive
and

the
partnerships.

it

good

strategic
leaders

in

I'd
like
to
keep
my
eyes
on
that.

that's

executive
functions

want

be
clear

you
can
do
something
to
make
that
easy
for
a
citizen
to
follow
that'd
be
very
useful.

Organizations
we
have
concerns
about
the
planning
and
transport
function
and
the
transfer
of
these
functions
to
Weka
I
mean
to
be
honest,
Weka
doesn't
look
fit
for
purpose
at
the
moment.
Has
a
temporary
director
of
transports,
as
it
doesn't
have
a
senior
director
of
planning
and
at
the
moment
doesn't
have
a
democratic
service
officer
and
it's
hemorrhaging
staff.
Now
this
is
a
body
that
the
government
set
up
by
statute
enacted
Parliament's
combined
of
Bristol
City,
Council,
South,
Gloucestershire,
Council
and
obviously
bath
or
North
East
Somerset.

But
there
are
functions
today
that
would
be
scrutinized
by
awesome.
They
in
future
will
be
scrutinized
by
queca
scrutiny,
which
is
to
bristol
members
community
peer
support
of,
but
it's
it's
things
like
bus
services,
Metro
bus,
metro,
rail
funding
for
those
big
projects,
even
the
supportive
bus
services
Marvin.
So
unless
we
can
get
Weka
scrutiny
sorted
out
and
we're
Kerr
officers
and
I'm
making
this
point
today,
we've
discussed
this
last
week.

That
might
be
an
answer,
but
have
nobody
there
when
he
got
the
strategic
city
plan,
this
city,
regional
plan,
the
CG
transportation
plan
and,
of
course,
government
are
listening
to
Weka
on
strategic
transport
and
planning.
So
we
need
to
find
the
solution
here.
I,
don't
know
whether
it's
lending
or
whether
it's
sending
or
whether
it's
how
we
make
it
happen,
but
having
everybody
over
at
some
temple,
maybe
the
answer,
but
certainly
some
of
them
to
be
working
to
help
Weka.

So
we're
very
concerned
at
these
big
projects,
which
of
course,
our
lap
worker
Temple,
Meads
regeneration
that
is
temple
quarter.
That
is
arena,
which
is
a
Bristol
project,
but
the
MetroWest
one
isn't
a
metro.
Bus
is
and
also
asked
that
I
was
also
shocked
as
well
to
find
out
that
Weka
comms
is
down
to
a
half
day
a
week
two
days
a
week.
So
if
there's
an
issue
around
responding
to
radio
Bristol,
Hema
Britain,
for
instance-
and
we
need
to
respond
to
him
because
otherwise
we
get
all
sorts
of
stories
answer
the
Bristol
post.

We
need
to
be
in
there
and
almost
make
sure
there
is
a
clear
position
of
yourself
and
Tim
Bowles
and
where
we
are
going
with
projects.
I
have
government
funding
because
we
want
more
money
at
you.
We
Rapti
aspirational
to
get
more
money
for
Bristol
and
run
greater
Bristol,
very,
very
well
for
transport.
So
perhaps
you
could
look
at
those
issues
and
go
back
and
talk
to
the
Metro
Mir
about
how
we
make
that
service
function.

stories.
I
won't
mention.
I

comment
on
that,
but
I
would
say
just
just
just
in
quick
response.
We
have
to
work
out
the
nature
of
our
relationship
with
a
combined
authority.
We
are
the
combined
authority.
There's
no
disembodied
organisation
is
the
combined
authority
without
Bristol
and
I.
Think
it's
role
is
to
enable
us
to
get
stuff
done
not
to
suck
was
also
out
of
us,
so
we
can
get
stuff
done.

We
didn't,
we
didn't
seed
our
sovereignty,
you
know
what
we
entered
into
was
a
relationship
of
cooperation,
so
I
would
expect
whatever
command
authority
does
to
be,
enabling
us
putting
results
in
to
us
and
they
you
know,

that's
the
purpose
of
this
cross-border
working
it's.
It
should
be
a
light
touch
lubricant
in
the
region,
not
a
new
quango.
But
let's

you

we'll
be
working

appreciate

you

obviously

up
with
a
congestion
task
group
as

think
people
can
probably
say
I

make
a
public
statement
to
say
that
in
some
ways
it's
a
support.
What
Jeff
said
with
regard
to
awesome,
there
was
a
media
report
that
said
that
the
churn
at
the
top,
the
loss
of
staff
within
the
organization
was
something
quite
natural
and
something
we
just
had
to
live
with.
I
just
want
to
say
that
I,
don't
think.
That's
really
a
true
reflection
of
what's
going
on
and
to
use
my
personal
experience
as
a
counselor
and
speaking
to
many
of
the
counselors.

We
are
experienced
stress
not
knowing
who
to
get
in
contact
with
having
very
long
delay
times
when
we
report
stuff.
We
are
the
buffer
between
the
citizens
and
the
organization
and
there's
no
casework
procedure
to
gather
the
data
as
what's
going
on
across
the
city.
If,
if
I'm
looking
enough
to
communicate
with,
say
roots
Pickers
girl
at
the
other
side
of
the
m32
and
find
that
we've
both
been
working
on
stuff,
we
can
get
together.
But
it's
not
a
very
effective
way
of
using
the
counselor
resource.

Counselors
are
stressed
and
counselors
need
to
have
more
assistant
and
more
communication.
I
do
not
feel
communicated
to
effectively
by
the
top
layers
of
the
organization,
huge
amounts
of
churn
huge
amounts
of
change,
and
we
really
would
appreciate
to
be
communicated
with
more
directly
and
more
often.

communication

one
that
we've
had
a
conversation
with.
Our
own
group
is
that
everyone
says
that
you
know
the
line
about
our
own
ECU
election
time
and
we
don't
hear

you're

sure
because

out

your
ward
and
into
all
of
our
individual
awards
and
have
the
same
narrative
in
terms
of

Think
that
when
we
talk
about
a
councilors
being
a
buffer
I'd
be
interested
to
know
what
that
is.

wouldn't
like
there
to
be
any
buffers
between
the
council's
in
the
between
the
council
and
the
city
itself
should
be
an
enabler
facilitative
role
and
in
terms
of
making
stuff
happen
in
the
city
as
well.

hope
that
we
can
get
to
the
point
where
the
role
of
elected
members
is
not
just
about
council
services.
It
can't
just
be
about
asking
officers
to
do
what
they
should
already
be
doing,
and
do
it
better.
There
has
to
be
a
role
which
is
about
reaching
out
beyond
council
services
and
that's
been
effective
cancer.

There
is
not
dependent
on
what
council
officers
can
do,
but
there
is
a
piece
as
well
where
there
was
a
lot
of
churn
a
lot
of
noise
in
the
city,
some
of
it
I'll
address
in
a
minute
which
was
about
what
was
going
on
the
senior
level,
and
it
was
political
gaming,
and
there
has
been
work
going
on
in
the
background
about
the
organization
of
an
der
structure
and
about
bringing
permanence
to
that
organization.
He's
just
that.

Think
it's
actually
about
using
the
councilor
team
effectively
and
not
not
stopping
us
from
doing
our
work.
Well,
which
is
you
know
there
is
a
there-
is
some
berries
in
the
system
just
getting
information
getting
time
from
officers.
I
know,
they're
all
stressed
and
I
know,
there's
new
things
coming
into
play
and
I
very
much
that
they're
going
to
we're
going
to
see
that
that
kind
of
makes
everything
perform
better.

is
all
adjust
that
in
a

again,
I

in
terms
of
what
it
means
in
the
role.

can't
just
be
about
chasing
officers.
You
know
to
get
stuff
done
for
us,
we've
got
a

to
our
communities
in
need,

statements

the
fuss
that

in
the
papers
and
although
the
local
broadcasters
sat
very
comfortably
within
the
tradition
of
hyperbolic

descriptions
of
mythical
failure
more
than
it
had
to
do
with
the
realities
of
the
challenges
in
the
scale
of
the
challenges
we
faced.
I
mean
I've
said
that
the
challenges
are
real
and
we've
been
open
about
the
reality
of
the
challenges
that
we
face
as
an
organization.
A
But
these
are
things
that
we've
been
working
on
and
I've
also
shared
that
if
we
had
to
design
where
we'd
be
we
as
an
organization
we
wouldn't
start
from
here,
but
in
order
not
to
start
from
here,
we'd
have
had
to
avoid.
We
would
have
had
to
have
avoided
inherit
in
what
we
did
inherited
has
described
burn
in
the
bondage
of
you.
So
we're
dealing
with
what
we
got
and
what
we
got
was
a
in
many
ways,
an
organization
that
was
incredibly
fragile.

But
this
focus
on
a
failed
structure
again
is
one
of
the
reasons
for
that
failure
and
I
think
in
many
ways
we're
in
the
weeds
of
an
organization
here
where,
naturally,
we
need
to
focus.
Not
just
on
the
old
machinery
of
the
City
Council,
but
on
its
ability
to
to
deliver,
and
there
weren't
many.
There
aren't
many
things
that
have
brought
to
me
in
these
sessions
that
are
about
delivery.
A
On
on
on
the
big
items,
a
few
political
questions
of
an
Iran,
a
couple
of
infrastructure
deliverables,
but
nothing
that
speaks
to
the
grand
future
of
Bristol.
So
within
48
hours
of
the
last
day
of
employment
of
my
former
chief
executive
Mateen
brought
forward
a
draft
senior
management
structure
for
consultation
with
the
organization
and
his
draft
restructure
will
make
the
organization
more
responsive
to
political
leadership
were
better
able
us
to
deliver
our
vision,
not
just
for
the
council,
but
for
the
city
and
saves
three-quarters
of
a
million
pounds
year-on-year.
A
We're
dealing
with
the
errors
of
the
past
right
now
on
the
concerns
around
the
cabinet
forward
plan
I
think
to
the
misdirected
I
mean
I,
hear
some
of
it,
but
to
list
the
raft
of
officer
ambitions
that
may
never
come
to
fruition
would
be
a
mistake
simply
to
populate
a
four
word
plan.
I
mean
the
policy
has
been.
That
no
item
is
added
to
the
mayor's
former
plan
until
I'm
completely
sure
the
policy
has
been
appraised,
costed
risk
assessed
and
examined
by
the
cabinet,
and
this
policy
will
continue.
A
However,
the
the
addition
of
non-urgent
late
items
we
accept
is
not
acceptable
and
I
do
sympathise
with
the
view
of
Azam
and
I've
told
officers
that
we
simply
can't
work
like
this.
But
let
me
add
just
one
more
thing
in
that:
over
a
couple
of
last
couple
of
weeks,
councilors
have
appeared
in
the
press
complaining
that
they
are
not
being
told
everything
that
we
are
doing
to
sort
out
the
council
appraised
and
secure
investment
for
our
major
infrastructure
projects.
A
Now
what
now
they've
been
doing
this,
while
at
the
same
time,
sharing
confidential
information
that
in
being
shared,
can
actually
harm
the
council
in
the
last
two
weeks,
senior
representatives
of
two
opposition
parties
who,
between
them
have
31
years
of
council
experience,
have
openly
shared
confidential
information
from
the
HR
committee
on
which
they
sit
to
the
press,
and
this
does
not
make
for
an
atmosphere
when
we
can
share
information
that
we
would
like
to.
But
that
could
harm
the
council
if
those
counselors
have
proven
themselves
both
untrustworthy
and
irresponsible.
A
That
is
of
critical
importance
to
the
future
and
the
well-being
and
the
welfare
of
this
organization.
And
unfortunately,
some
people
have
shown
that
they're
not
in
that
camp.
Now
we
will
continue
in
our
best
efforts
to
be
open
and
inclusive
in
the
way
that
we
lead,
but
we
do
have
to
be
wise
and
it
does
mean
that
sometimes
we
make
decisions
that
maybe
make
us
feel
uncomfortable.
A
So,
having
said
that,
I'm
going
to
move
on
to
agenda
item
7-
and
this
is
the
chairs
business
and-
and
it
actually
speaks
to
much
of
the
issue
at
the
moment
that
we
have
put
out
into
the
public
domain
a
proposal
for
a
new
structure
as
senior
levels
in
the
council.
That's
with
the
senior
leadership
now
and
you
will
all
have
an
opportunity
to
go
and
have
a
look
over
that
yourselves
and
we
would
welcome
your
your
feedback
on
the
structure
that
we've
put
into
the
public
domain.

It's
up
for
consultation
for
30
days
and
at
the
end
of
those
30
days,
we
will
look
down
on
that
structure
and
then
we
will
be
in
a
position
to
recruit
tackling
the
issue
of
it
in
terms
and
so
forth,
into
the
permanent
roles
within
that
structure.
We'll
know
what
organization
will
point
out:

the

obviously
a
very
snappy
titled
item
not
written
by
the
sub
editors
of
the
local
media
for
us,
but
this
is
another
of
the
reports
relating
to
the
private
rented
sector
in
Bristol
and
how
we
regulate
it
more
effectively
and
it's
really
key
29
percent
of
all
the
housing
in
Bristol
is
now
in
the
private
rented
sector,
which
is
almost
60,000
homes.
So
it's
a
sector
of
incredible
significance.

The
only
thing
that's
higher
than
it
is
owner
occupation,
it's
bigger
than
the
it's
bigger
than
the
counts,
our
housing
stock
by
2
to
1,
whereas
you
know
many
years
ago,
it
would
if
that
that
would
have
been
reversed.
So
it's
absolutely
essential
that
we
have
good
quality
homes
and
good
quality
management
of
that
housing,
and
that's
not
just
for
the
benefit
of
the
tenants,
but
also
for
good
landlords.

Bad
landlords
spoil
the
reputation,
zov,
good
ones
and
there's
a
lot
of
pressure
on
us
from
those
that
manage
their
stop
well
and
provide
good
services
to
their
tenants
and
keep
their
stock
in
good
condition
for
us
to
clamp
down
on
those
who
do
the
opposite.
So
this
is
the
first
of
a
number
of
reports
which
will
be
coming
back
here
over
the
over
the
coming
months.

Looking
at
how
we
can
use
more
of
the
powers
that
we've
got
so
there
will
be
a
report
looking
at
how
we
can
extend
licensing
to
smaller
homes
in
Multiple
Occupation,
many
of
which
at
the
moment,
are
excluded
from
our
regulatory
framework
and
also
expanding
the
number
of
areas
covered
by
the
area
based
licensing
schemes
which
have
been
incredibly
successful,
actually
improving
housing
stock.
Whilst
every
now
and
again
we
get
a
story
about
somebody
being
fined
actually
for
every
one
that
we
find
about
hundred
people
do
some
improvements
to
their
property.

But
this
report
is
more
at
the
penal
end
of
what
we're
looking
at,
which
is
when
we
reach
the
end
of
the
road
with
some
of
the
private
landlords.
How
can
we
take
action
against
them
and
for
the
regulatory
system
to
work?
People
have
to
believe
that
we
are
going
to
use
it.
So
the
new
civil
penalty
notice
system
does
give
us
a
faster
system
and
a
more
gradated
system
for
actually
taking
landlords
into
a
civil
process.

Failure
to
comply
with
improvement,
notices
or
prohibition
orders
failure
to
license
a
property
which
requires
a
license
and
for
breach
of
a
banning
order.
So
it
means
not
only
what
the
counts
we'll
be
able
to
find
private
landlords.
We
will
also
be
able
to
put
money
back
in
the
pockets
of
tenants
or
in
some
instances,
the
Housing
Benefit
system,
where
landlords
have
willfully
failed
to
live
up
to
their
responsibilities
to
those
tenants,
so
I
I
do
hope
that
this
this
report
does
receive
support
from
my
cabinet
colleagues
and
the
mayor.

I
think
it
says
everything
yeah
I
mean
the
idea
of
getting
hold
of
the
powers
that
we
can
get
hold
of
to
be
proactive
in
pursuing
pursuing
the
use
and
implementation
of
those
powers.
The
opportunity
to
really
protect
both
our
private
rental,
tenants
and
I
would
say
actually
also
to
protect
some
common
assigned
good
landlords
who
are

they

be
tupid
over
to
the
new
organisation.

staff
are
fully
