effective

the
first
of
january

endorsed
the
preferred
candidate
for
approval
prior
to
the
appointment
of
the
general
manager
and
that
the
mayor
and
the
deputy
mayor
be
delegated
the
role
of
negotiating
with
the
preferred
candidate
to
make
an
offer
of
appointment
once
approval
to
make
an
offer
has
been
resolved
by
council
and
finally,
that
council
points
mr
jay
nankeville
as
the
acting
general
manager
from
january,
2nd,
2021
and
assigned
mr
joni
nakamura
with
the
general
manager's
delegation
of
authority
until
the
new
general
manager
is
appointed.

firstly
thank
the
general
manager
for
his
contribution
over
the
nearly
five
years
that
he's
been
with
us
and
certainly-
and
I
was
just
having
a
reflective
moment
about
some
of
the
early
achievements,
but
I
know
that
this
position
for
him
hasn't
been
taken
lightly.
But
tonight
we're
here
to
discuss.

resolve
the
process
the
way
forward.
We
need
to
we've
already
asked
for
expressions
of
interest
so
that
we
can
bring
back
to
council.

think
the
general
managed
performance
review
committee
is
the
basis
of
the
way
forward,

the
interest
that
other
councils
may
want
to
participate
in
that
I've
included
and
any
other
interested
counsellors
to
start
that
process,
and
they
will
establish
the
process
to
be
undertaken
for
the
recruitment.

is
council
who
will
endorse
the
preferred
candidate
for
approval
private
prior
to
the
appointment
of
the
general
manager
and
as
the
practice
is,
and
within
the
legislation,
the
recruitment
selection
of
a
gm.

is
the
mayor
and
it's
practice
of
this
council
that
the
deputy
mayor
negotiates
the
negotiation
is
actually
within
what
council
is
endorsing.

don't
go
out
and
negotiate
what
council
doesn't
endorse
so,
and
I
think
that
having
mr
j
nankeville
steer
the
ship
in
this
process
will
keep
us
strong
and
focused
on
what
we
are,
especially
with
all
our
infrastructure

strong
background
and
about
the
way
forward.

want
to
achieve
in
the
next
three
months
to
four
months
of
recruitment,
because
kennedy
do
you
want
to
speak
against
the

This
motion
concerns
me.
This
is
a
very
important
position,
the
position
of
general
manager,
it's
a
position
that
is
likely
to
be
held
for
four
plus
years.
This
is
a

position
that
the
council
needs
to
get
right.
It
shouldn't
certainly
shouldn't
be
a
position,
that's
rushed
and
we
end
up
with
with
people
that
probably
don't
meet
what
what
is
acceptable
to
the
community.

The
other
concerns
I
have
with
with
the
with
the
mayoral
minute
is
the
appointment
of
mr
nankeville
as
acting
general
manager.

That
puts
a
lot
of
pressure
under
on
the
acting
general
on
j,
mr
nankeville,
who
already
has
a
position
within
council,
especially
with
litigation
for
the
civic
center
and
other
things
that
are
going
on
with
the
council
at
the
moment.
I
think
it
is
a
lot
to
expect
from
any
employee
the
council
to
suddenly
put
that
on
to
an
employee
of
council
and
not
knowing
exactly
how
long
it
will
take
to
fill
that
position.

think
that
council
needs
to
act
immediately
immediately
to
accept
the
general
manager's
resignation,
as
of
now
that'll
enable
the
general
manager
to
move
on
and
do
what
he
has
decided
to
do
in
his
position.
Whatever
reason
he's
decided
to
leave
the
broken
hill
city
council
and
the
broken
hill
city
council
needs
to
do
the
same.
The
reality
is
the
general
manager
has
decided
to
lead
the
organisation,
and
we
must
now
act
with
what
we
have
left
not
not
continue
to
for
another
month
in
no
man's
land.

concerned,

concern
me
is-

the
mayor
did

that

little

government

is
that
the

hill
city
council,
particularly

where
we
need
experience
and
an
experienced
acting
general
manager.

expecting

about
him
having
maybe
a
more

bigger
load
than
what
we
would
like
him
to
have,
because
he
had
to
hold
such
an
extremely
important
position,
but
that
is
up
to
mr
neckerville,

think

that
the
mayor,
if
not
already
we'll
be
discussing
that
with
with
mr
negro,
whether
he's
ready
for
that.

think
it's
very
clear
that
councillors
were
talking
about
the
fact
that
it
will
take
some
time
to
recruit
and
we're
actually
saying
that
we're
starting
now,
because
we
anticipate
that
we'll
be
recruit
started
the
finalization
by
march

april,
but
it
is
a
process
that
we
must
undertake.
We
must
be
very
clear
about
the
local
government
act
and
the
recruitment
and
selection
process,
and
certainly
I
was
really
disappointed
about
the
motion
of
asking
our
general
manager
to
take
leave.

He
is
a
very
experienced
local,
and
I
say
this
again,
who
will
be
stepping
into
this
role.
I've
had
a
conversation
with
mr
nankeville.
He's
certainly
acted
in
the
role
before
and
he
will
have
a
team
around
him
and
he
will
have
every
one
of
us
counsellors
supporting
him,
and
that
is
the
part.
I
think
it's
very
exciting
that
we
have
someone
of
james
calibre
able
to
stay
in
that
position.

kennedy
said
to
thank
mr
roncano
and
certainly
from
all
the
councillors,
our
general
manager.
We
thank
you
for
your
leadership
over
the
last
four
and
a
half
years.
I
am
certainly
going
to
miss
our
discussions
and

your
advice,
and
we
wish
you
well
in
your
new
role,
but
can
I
say
that,
for
all
of
council
staff,
what
they
want
to
see
at
the
moment
is
stability,
and
for
that
we
are
going
through
the
process.

continues
to
