A
C
B
A
Thank
you
councillor.
You've
had
the
minutes
they've
been
circulated.
Do
I
have
a
mover
councillor
adam?
Second,
our
councillor
look
nolan,
no
debate,
no
debate
I'll
put
the
minutes
or
those
in
favor.
A
That's
declared
unanimous.
Thank
you.
Councillors
disclosures
for
of
interest.
We
have
one
I'll
just
go
around
the
room,
counselor
clark,
you
have
a
disclosure
of.
D
Interest.
Sorry.
Yes,
that's
item
nine.
I
believe,
madam
mayor,
and
it
is
report
number
one.
Five,
five
slash
2020.
E
A
A
Everybody's
going
to
chair
the
meeting
tonight
councillors,
I
have
a
late
merrill
minute.
My
apologies,
but
it
goes
hand
in
hand
with
today's
deliberation.
This
is
the
assignment
of
delegation
to
our
new
general
manager.
A
What
I'm
asking
of
the
councillors
is
that
the
general
manager's
delegation
of
authority
and
authorization
pursuant
to
part
three
of
the
local
government
act,
1993,
section,
377
and
381-
be
issued
to
mr
j
nankeville
to
commence
on
the
1st
of
april
2021
and
3
that
the
role
of
the
acting
general
manager
during
period
during
periods
when
the
general
manager
is
sick
or
otherwise
only
be
a
decision
for
the
general
manager
in
consultation
with
the
mayor,
with
the
acting
general
manager
being
issued,
the
general
manager's
delegation
of
authority
and
authorization
pursuant
to
part
three
of
the
local
government
act,
act,
1993,
section
three,
seven,
seven
for
the
period
of
the
general
manager's
leave.
A
Sorry
councillor
adams
is
seconding
that,
yes,
your
comment,
counselor,
I'm.
F
Just
saying
it's
been
given
to
us
when
we
walked
into
the
building,
I've
not
had
time
to
read
it.
I
know
from
just
scanning
it
quickly.
It
may
be
a
repeat
of
previous
previous
delegations,
but
I'd
I'd
prefer
to
have
time
to
read
it.
A
I
know
thank
you
for
that.
Councillor
and
I'll
just
explain
that
the
delegations
for
the
acting
general
manager
finishes
this
week
and
because
we
have
appointed
a
general
manager,
we
had
to
put
the
general
manager's
delegations
in
otherwise
we
will
have
nobody
to
delegate
to
so.
It
is
goes
hand
in
hand
with
the
appointment
that
we
did
at
the
extraordinary
meeting.
F
A
G
Look,
I'm
pretty
sure
that
it
probably
is
the
same
as
what
we've
read
before,
but
like
council
oilgate,
I
don't
like
things
being
handed
to
me
a
minute
before
and
it's
a
breach
of
the
local
government
act
to
provide
this
in
any
other
circumstance
other
than
a
mayoral
minute.
And
what
what's
actually
happened
is
the
merrill
minute,
because
councillors
haven't
had
the
time
to
digest
this.
We
could
be
voting
on
anything
probably
very
unlikely
to
be
voting
on
anything,
that's
detrimental,
but
as
a
counselor.
G
20
pages
to
be
given
a
document,
that's
20
pages
in
length
when
we
got
here
which
was
at
the
beginning
of
the
public
public
part
of
the
meeting,
which
means
I
hadn't
even
opened
it
up
to
have
a
look
at
it
until
just
then
just
not
acceptable
from
a
counsellor's
point
of
view
to
get
this
without
even
knowing.
What's
in
it.
D
I
could
have
a
question,
and
that
is:
does
anything
within
this
document
pertain
to
duties
that
the
general
manager
may
need
to
take
up
tomorrow?
Yes,.
A
And-
and
it
is
no
changes
from
the
normal
delegations
to
a
general
manager-
it
hasn't
been
amended
I
take,
but
we
need
to
have
it
in
place
because
the
general
manager's
position
comes
into
place
and
it
was
the
we
need
to
make
sure
that's
endorsed.
Thank
you.
No
further
question
then.
Yes,.
G
Councillor,
if
that
is
the
case
and
there's
no
amendment,
why
weren't
councillors
provided
this
weeks
ago,
like
honestly,
if,
if
there's
no
changes,
why
would
anyone
think
it's
acceptable
to
give
this
to
councillors
now
this
could
have
been
given
well
before
we
appointed
a
new
general
manager.
This
could
have
been
actually
in
the
agenda
or
in
agenda
items
of
the
council
business
paper
saying
these
will
be
the
delegations
we
all
knew
well
in
advance.
There
was
going
to
be
interviews
today
and
a
general
manager
appointed.
Why
wasn't?
G
Why
wasn't
this
in
the
agenda
or
given
to
us
well
in
advance.
A
Good
point:
thank
you
councillor.
If
there's
no
further
debate.
H
Yeah,
my
question
is:
what
is
the
situation
if
this
motion
does
not
get
up
if
it's
not
accepted
by
the
council.
I
Thanks,
madam
yeah,
basically
that
there'll
be
no
position
of
the
general
manager
and
won't
be
able
to
run
the
organisation.
D
No,
could
I
propose
that
we
have
an
extraordinary
meeting
tomorrow.
D
A
There
is
a
process
for
requesting
an
extraordinary
meeting.
You
could
defer
the
motion,
but
tomorrow
morning
we
still
are
left
with
a
problem
so
way
forward
counsellors.
I
have
a
motion
in
front
of
you
I'll
put
the
motion.
There's
no
further
debate,
all
those
in
favor
councillor
norman
councillor,
brown,
councillor,
clark,
councillor
cool
councillor,
gallagher,
councillor
adam
smear
churley,
against
councillor,
kennedy,
council
or
gate.
Thank
you
for
your
patience
and
understanding
councillors
item
one.
A
We
go
to
notice
of
motion
item
one
of
the
most
notice
of
motion
which
has
been
given
dated
6
21,
page
30,
councillor
kennedy.
G
Yes,
I'll
move
the
notice
of
motion.
Thank
you,
madam
man.
G
Thank
you,
madam
mayor.
I
moved
this
motion
after
consultation
with
several
members
of
the
community
after
being
approached
by
several
members
of
the
community.
What
councillors
need
to
take
into
account
when
they
vote
on
this
broken
hill
being
named
the
first
heritage?
City
of
australia
is
not
just
about
buildings.
It's
about
the
people
that
live
here
all
councillors
would
know.
Even
today,
when
we
met
with
one
of
the
applicants.
G
The
first
thing
she
noticed
about
broken
hill
was
the
fact
that
how
friendly
we
are
as
a
community,
how
welcoming
we
are
as
a
community?
What
makes
us
unique
to
other
parts
of
the
city,
other
parts
of
australia
is
that
broken
hills.
Heritage
includes
the
people
that
live
here.
These
are
people
that
have
caught
the
bus
in
the
same
area
for
50
years,
an
area
that's
most
of
the
time
had
not
even
had
a
seat.
I
see
from
the
from
the
report:
it's
not
a
delegated
bus.
G
G
That
doesn't
mean
that
we
shouldn't
be
making
sure
that
we
do
what
we
can
to
promote
people
in
this
in
this
city,
so
we
can
sell
it
to
tourists,
because
what
is
important
is
the
characters
we
have
in
broken
hill,
the
people
that
are
warm
to
our
hearts,
they're,
the
people
that
we
believe
makes
broken
hill
different.
I
say
in
there
there's
mention
of
people
should
actually
pass
away
before
anything's
named
after
them.
This
isn't
the
first
time
we
have
the
victory
and
can't
think
of
the
council.
Adams
would
know
at
the
picton
oval.
G
We
named
that
grandstand
after
those
two
people
a
considerable
time
ago.
At
one
stage,
it
was
even
considered
to
name
the
whole
of
the
picton
oval
after
those
two
people
that
have
worked
on
that
committee
for
a
long
time.
This
is
not
a
new
precedent.
It's
something
that's
happened
before
it's
happened
to
honor
the
people
that
mean
something
to
us
as
a
community.
G
These
three
ladies
mean
a
lot
to
the
west
football
club
and
ray
wilde,
railway
town
as
a
whole.
I
think
this
should
be
one
of
a
number
of
people
where
we
we
acknowledge
people
that
are
still
active
in
the
community.
G
We
have,
we
do
honor
people
with
volunteer
awards
and
all
this
sort
of
stuff,
but
that's
only
known
amongst
the
compu
community.
This
is
an
opportunity
for
us
to
sell
broken
hills
heritage,
not
just
buildings,
but
as
a
livable
city
with
living
people
there
that
mean
something
to
us
and
hopefully
mean
something
to
people
all
around.
The
nation.
C
I'd
thank
councillor
kennedy
for
reminding
me
about
the
the
victory
o'neill
stand.
I
have
a
suggestion
that
you
know
we.
We
have
won
an
amendment
and
that
that
this
the
application
would
be
be
referred
to
the
assessment
to
the
asset
naming
committee
and
have
it
go
through
the
proper
channels
for
there
and
there's
quite
a
lot
of
work.
That
has
to
be
done,
but
at
least
we
could
get
started
on
that.
C
Just
that
this
is
this,
this
can
be
difficult
at
times
you
sort
of
you
think
of
an
awful
lot
of
people
that
could
be
acknowledged
in
some
way
within
our
city.
I
know
that
I
actually
went
to
school
with
these
girls.
Oh
ladies
and
I
know
that
they
are
loved
in
the
in
the
railway
town
area.
I
know
also
that
that
isn't
you
know
out
of
the
goodness
of
a
bus
driver's
heart,
it's
sort
of
become
their
bus.
Stop.
C
I
just
feel
that
it's,
it's
very
simple
for
us
to
say
tonight.
Yes,
we're
going
to
do
that,
but
it
does
have
to
go
through
the
asset
name,
income
asset
naming
committee.
There
are
rules
there
about
having
support
from
organizations
as
well
as
individuals
and
rather
than
us
say.
Will
he
nearly
hear
tonight
that
this
is
what's
going
to
happen?
Why
not
do
it
the
right
right
way,
and
hopefully
you
know
an
outcome-
would
be
acceptable
to
everyone
that
way.
G
G
G
The
reason
the
bus
driver
was
so
concerned
and,
as
council
adam
said,
it's
became
their
bus
stop
over
that
time.
It
is
a
bus,
stop
where
there
is
no
seat
or
shelter.
So
it's
fine
for
us
to
wait
for
naming
committees
to
name
it,
but
I
think
those,
ladies
and
everyone
else
would
rather
have
the
seat
in
the
bus
stop
as
opposed
to
acknowledgement.
G
A
Thank
you
speakers
for
the
amendment.
D
Just
a
question,
madam
mayor
and
and
perhaps
council
kennedy
might
be
able
to
answer.
Is
it
a?
Is
it
a
a
recognized
bus,
stop.
I
Thanks
mommy,
no,
it's
not
a
recognized
bus.
Stop
the
closest
recognised
bus.
Stop
was
in
the
report,
which
is
the
gypsum
and
pell
street.
D
Thank
you
so
further
question
than
madam
mayor.
Is
it
up
to
a
council
to
establish
it
as
a
bus
stop
or
is
that
up
to
the
bus
company
or
traffic
committee?
Maybe,
and
should
it
be
referred
to
the
traffic
committee
to.
I
Thanks,
madame
we're
certainly
up
to
the
bus
company
and
transport
new
south
wales
and
transport
new
south
wales
would
designate
bus
stops
so
that
conversation
would
need
to
occur.
H
C
Access
area,
I
would
accept
that
council,
of
course
except,
but
I
know-
and
I
will
accept
it,
but
I
will
also
say
the
gm
has
mentioned
a
bus,
shelter
further
up
in
the
corner
of
pelham
hill
and
gypsum
street.
But
I
noticed
today
that
there
is
already
a
bus,
shelter
and
stop
outside
the
tourist
park
there
in
raqqa
street,
which
is
almost
the
same
distance
from
where
the
girl,
the
ladies
live
to,
where
we're
talking
so.
C
A
We
have
two
councillor
adam's
amendment
is
that
the
applicant
be
re
that
that
an
application
be
referred
to
the
asset
naming
committee
for
processing
and
that
sorry,
just
can't
it's
not
very
big
that
the
matter
be
referred
to
the
traffic
committee
as
a
matter
of
urgency
with
regards
to
the
designation
of
a
bus
stop
with
seating
and
shelter,
okay,
good
outcome.
Thank
you
councillor.
There's
no
further
debate.
I'll
put
the
amendment.
G
G
This
is
an
opportunity
for
councillors
and
will
remain
an
opportunity
for
councillors
to
give
back
to
the
community.
One
of
the
things
mentioned
was
it's
not
as
designated
bus
stop
via
the
r
new
south
wales,
transport
or
the
bus
company
that
may
be
in
paper,
but
it's
been
a
bus
stop
for
50
years
50
years.
These
ladies,
have
been
picked
up.
It's
fine
to
talk
about
going
to
raqqa
street,
which
is
about
the
same
distance
from
houses
and
all
this.
G
If
someone's
been
picked
up
there
for
50
years
and
people
in
broken
hill
know
it's
50
years,
then
it
becomes
iconic
to
those
people
and
to
the
people
around
that
area
for
council
to
dismiss
it,
as
perhaps
we
can
go
to
raqqa
our
street
or
it's
not
a
bus
bus.
Stop.
Council
can
put
resources
into
areas.
It's
already
a
bus,
stop
in
reality,
maybe
not
in
name
but
in
reality,
50
years
being
picked
up
at
the
same
spot
to
me
from
the
bus
company.
That
does
it
tells
me
that
it
is
a
bus
stop.
G
What
is
the
difference
between
that
bus?
Stop
and
other
bus
stops?
Is
there's
no
seating
or
shelter?
The
broken
hill
city
council
can
probably
own
the
streets
we
own,
the
footpaths
we
own
the
roads
we
own,
all
of
it.
If
we
want
to
invest
in
infrastructure,
we
can.
We
don't
need
new
south
wales
transport
port
to
confirm
it.
If
we
build
a
shelter
there,
it
still
won't
be
designated
as
a
bus
stop,
but
I
can
tell
you
right
now.
Those
ladies
will
continue
to
be
picked
up
from
there
buses.
G
A
Thank
you
councillor,
I'll
put
the
amendment
all
those
in
favor
of
the
amendment
councilor
nolan
councillor
brown,
council,
clark,
council,
recall
councillor
gallagher,
councillor
adams,
mayor
chile,
against
councillor,
kennedy,
council
or
gate
I'll
put
the
amendment
councillor
kenny.
Did
you
want
another.
A
No,
I
thought
that
thank
you
I'll
put
the
the
motion,
all
those
in
favor
against
the
norman
councillor
brown
councillor,
clark,
council,
the
cool
councillor
gallagher,
councillor
adams,
mayor
turley,
councillor,
kennedy,
councillor
or
gate.
Thank
you
councillors.
We
moved
to
item
three
motion
of
which
has
been
given
number
seven
slash:
21
page
34,
councillor
kennedy.
G
I
thought
this
was
a
very
good
idea
when
I'll
move
the
motion.
Sorry.
A
G
G
It
is
becoming
overgrown
and
this
is
an
opportunity
for
council
to
minimize
their
maintenance
operations
in
that
area.
At
the
same
time,
return.
What
is
an
ideal
piece
of
land
back
to
the
community
that
may
be
operated.
I'm
sure
that
there's
already
half
a
dozen
or
more
people
that
are
looking
at
the
community
gardens
and
that
may
even
go
into
a
little
bit
further
as
far
as
use
for
sustainable
growth,
perhaps
even
vegetables
and
that
sort
of
stuff,
so
that
works
in
well
with
the
broken
hill
cities
council's
idea
of
sustainability.
G
A
Thank
you
any
speakers
against
no
speakers
against
I'll
put
the
motion,
all
those
in
favor
against
declared
at
carriage
unanimous.
Thank
you.
Councillor,
item
three
motion
of
which
notice
has
been
given
report
number
eight
slash,
21
page
36,
councillor
kennedy:
do
you
want
to
move
that
motion
I'll.
G
I
moved
this
motion
again.
I
approached
by
members
of
the
community
and
we
I'm
not
I'm
sure,
I'm
far
from
the
only
councillor
that
has
been
approached
about
street
lighting,
I'm
sure
our
new
general
manager
would
know
of
many
many
requests
for
extra
lighting
in
in
streets,
and
I
do
acknowledge
the
comments
from
the
general
manager
about
having
a
good
plan
as
far
as
making
sure
our
lighting
is
consistent
and
we
do
do
it
in
an
organized
fashion.
G
I'm
sure.
If
anyone
drives
there
they'll
see
that
is
quite
well
lit
where
the
train
tracks
are,
and
you
can
see
how
much
easier
it
is
to
see
it
would
only
take
three
or
four
lights
to
increase
that
or
fix
that
area.
To
some
extent,
it
wouldn't
have
to
be
a
massive
amount
of
money,
and
the
same
with
holton
drive.
Holton
drive
is
another
area
that
is
considered
considerably
dark
dark
and
would
have
great
benefits
to
people
that
often
drive
along
the
backtrack
road
for
safety,
etc.
A
D
Certainly
accept
points
one
and
two
remove
point
three,
because
we
note
that
the
roll
out
of
the
led
street
lighting
has
already
started
and
report
at
the
july.
2021
meeting
of
council
would
be
a
little
premature
and
not
give
enough
room
for
the
rollout
to
be
completed.
I
think
it's
expected
to
be
completed
by
july,
the
5th
july
this
year,
new
0.3,
excuse
me
new
0.3
and
that,
at
the
end
of
the
roll
out,
the
southern
lights
project
include
an
assessment.
D
A
Nolan
councillor,
would
you
like
to
speak
to
your
amendment
counselor
clerk.
D
Yes,
madame,
I
note
here
that
in
our
report
that
the
led
roll
out,
which
is
going
to
provide
the
city
with
a
greatly
improved
lighting,
it's
going
to
be
cheaper.
It's
going
to
be
brighter
and
and
certainly
a
lot
smarter
for
us,
and
that
this
has
already
started.
So
it
rather
makes
redundant
the
0.3.
D
We
have
to
give
our
give
that
roll
out
a
chance
to
be
completed,
which
is
expected
to
be
completed
by
july
this
year,
and
then
I
would
recommend.
I
would
certainly
hope
that
we
would
have
an
assessment
of
all
the
lighting
to
be
able
to
ensure
that
all
streets
have
adequate
lighting,
but
the
lighting
is
tested
to
ensure
that
it
is
bright
enough,
that
it
is
not
too
bright
and
that
all
streets
have
access
to
this
lighting,
including
the
roads
that
have
been
mentioned
here.
D
Halton
drive,
mcgilbray
drive
and
federation
drive,
but
there
would
possibly
be
other
streets
which
may
also
need
to
be
included
in
that
assessment.
F
F
And
if
there's
a
need
be
to
to
improve
the
lighting
in
that
area
or
other
areas
as
a
result
of
this
roll
out
or
so
be
it,
but
why
wait
we
spent
750
000
on
putting
that
sealed
road
up
to
the
up
to
the
line
of
load
and
now
we're
equivalent
about
a
few
lights.
I
just
don't
understand
the
logic
in
in
relying
on
others
to
tell
us
where
we
should
have
lights
or
otherwise.
G
G
I'm
not
sure
what
councillor
clark's
amendment
was.
It
sounded
pretty
pretty
pretty
similar
to
what
I
had
to
say,
but
my
motion
at
number
three
is
certainly
not
redundant.
The
led
lighting
that
is
proposed
light
admitting
diode
that
is
proposed
for
streaming
light
lighting
is
to
replace
the
street
lighting.
We
have.
The
led
lighting
is
cheaper
because
it's
the
same
amount
of
brightness
for
less
wattage
maintenance
costs
are
also
less
as
they
tend
to
last
fifty
thousand
hours,
as
opposed
to
five
to
ten
thousand
hours.
G
G
As
I
said
earlier,
the
general
manager,
I'm
sure,
would
know
just
about
every
place
in
town
and
if
he
doesn't,
there
will
be
members
on
the
on
the
council
workforce.
That
know
exactly
where
lighting
needs
to
be
put
in
this
city
as
the
same
people
that
have
complained
have
complained
for
20
30
years.
G
Lighting
in
broken
hill
is
an
issue.
It's
not
an
issue
in
july,
when
we
can
get
some
consultants
to
pay
for
it.
It's
not
an
issue.
Next
week,
it's
not
an
issue.
Once
we've
got
led
lighting
to
replace
the
existing
lighting,
it
is
an
issue
now
it
has
been
an
issue
for
30
years.
It
is
probably
one
of
the
most
common
complaints
councillors
should
receive
from
the
community.
G
If
they're
listening
to
the
community,
people
feel
unsafe
in
poorly
lit
areas,
and
I'm
sure
our
counselor
dave
gallagher,
who
is
also
a
policeman,
knows
perfectly
well
that
poor
lighting
contributes
to
crime
the.
What
the
less
lit
up
an
area
is,
the
more
likely
your
car
is
to
be
broken
into
it's
more
likely
for
you
to
be
mugged,
robbed,
raped,
etc.
G
D
A
Any
misunderstanding:
no,
I
know
you're
aware
of
the
report
counsellor.
Thank
you.
So
we
have
councillor
clark's
amendment
we've
had
a
speaker
against
no
further
speakers
for
I'll
put
the
amendment
all
those
in
favor
councillor,
norman
council
brown,
councillor,
clark,
council
of
the
cool
councillor,
adam
smith,
early
against
councillor,
kennedy,
council
or
gay
councillor
gallagher.
G
Thank
you,
madam
mayor
I'll,
keep
it
pretty
pretty
brief,
as
I've
said
most
of
what
I've
had
to
say,
but
this
is
a
another
opportunity
missed
by
the
council.
G
The
motion
that
the
amendment
that's
passed
is
not
dramatically
different
to
the
original
motion,
but
what
it
sends
to
the
community
is
instead
of
a
council,
that's
working
together
for
a
common
goal.
It
sends
a
message
to
the
community
that
there's
definitely
two
sides.
Why
why
there
would
be
amendment
moved
to
change
the
date
from
july
to
another
date?
I
don't
know,
and
the
people
of
the
community
would
be
asking
that
exact
exact
same
question.
G
Instead
of
this
motion
being
about
improving
lighting,
improving
outcomes
for
the
community,
it
was
again
about
an
amendment
about
certain
councillors
being
the
ones
that
made
the
decision
and,
at
the
end
of
the
day,
the
community
are
getting
frustrated
with
it,
they're
sick
of
it,
and
it
will
have
an
impact.
It
disappoints
people.
What
the
people
in
the
community
want
to
see
is
better
lighting
and
better
outcomes.
A
B
A
Sorry
my
apology,
counselor
kennedy,
council
or
gate
councillor
gallagher.
Thank
you
item,
four
motions
of
which
notice
has
been
given
report
number
nine
slash,
21,
page
39,
councillor
kennedy.
G
G
I
I
However,
the
changes
will
in
effect,
allow
councils
to
rate
industrial
separately
to
businesses
without
a
sub
category,
to
capture
all
industrial
land
and
also
allows
council
to
place
different
rating
categories
on
different
areas
of
residential
land,
as
opposed
to
being
pulled
as
all
as
a
residential
group.
So
that
will
fix
a
lot
of
the
inequalities
we
do
have
on
our
rating
system
and
if
it
did
come
in
on
one
july
2021,
it
would
be
well
received
and
welcomed.
G
No
acting,
so
I
thought
that
was
important
because
particularly
some
of
the
councillors
that
have
been
involved
on
the
council
a
long
time
know
some
of
the
issues
we've
had
with
the
inequity
in
rates
around
residential
areas,
particularly
in
some
of
the
further
north
areas.
G
Now
it's
brown
street
who
we
are
looking
at
four
thousand
dollars,
plus
it
was
a
relief
to
hear
that
I
will
go
as
far
to
say.
I
was
excited
to
hear
that
and
I
believe
the
general
manager
probably
agrees
with
that.
It
is
a
it
is
a
big
outcome
and
it
is
going
to
have
a
huge
impact
on
some
of
the
people
that
are
mentioned
in
here
regularly
during
raiding
periods,
and
that
is
single
pensioners
that
are
living
in
high
rated
areas
in
their
ability
to
pay.
G
So
that
may
be
down
the
track
and
that's
a
that's
a
positive,
but
back
to
the
the
motion
as
a
whole.
G
Hopefully
that
does
happen
on
the
1st
of
july
2021
and
I'm
sure
our
new
general
manager
will
make
sure
he
finds
out
for
us,
but
what
we
do
need
to
do
is
actually
start
working
on
on
particularly
the
cananda
road
precinct.
G
I
would
hope
that
the
report
the
report
is
available
to
councillors
well
before
we
have
well
before
we're
in
the
process
of
setting
rates.
What
I'd
like
to
see
also
is
a
report
on
options
for
the
areas
such
as
brown
street,
so
that
we
may
be
able
to
give
some
real
rate
relief
there
in
the
short
term,
with
the
new
legislation.
G
It
was
always
pretty
clear
that
the
valuer
general's
hands
were
tied
as
far
as
having
any
impact
on
rates
in
a
particular
particular
area
land.
The
valuer
general
has
been
to
broken
hill,
countless
times
trying
to
help
out
the
broken
hill
city
council
when
it
comes
to
addressing
the
rating
in
inequality
between
different
areas
and
the
advice
is
always
the
same.
G
The
valuer
general
values,
the
lands
council
is
bound
by
the
legislation
which
requires
in
residential
areas,
council
to
set
rates
in
the
dollar
amount,
as
well
as
a
set
amount,
and
that
is
at
the
highest.
We
can
have
it,
which
is
50
percent,
so
at
least
no
room
for
to
us
to
address
the
inequalities
with
residential,
but
we
have
an
opportunity
now
to
address
the
inequality
with
the
increases
in
rates
out
at
commander
road
by
making
it
a
separate
raiding
category.
G
J
Quite
understand
where
councillor
kennedy
is
coming
from
this
is
just
an
attempt
to
simplify
it.
Have
in
the
notice
of
motion,
retain
point
one
and
replace
it
with
a
shorter
point
as
dot
point
two
broken
hill
city
council
recognises.
The
review
of
the
city's
rating
structure
has
already
commenced
and
reaffirms
the.
J
J
J
That's
literally,
it
I'd
be
happy
to
speak
to
my
mother.
J
You
madame,
as
some
council
kennedy
has
already
rightly
pointed
out
and
as
clarified
by
the
general
manager,
fairer
raiding
reforms
have
already
been
introduced
to
parliament,
new
south
wales,
parliament
that
happened
the
week
before
last,
however,
parliament's
now
in
recess
until
may,
but
we
know
where
this
is
going.
J
The
I've
got
a
release
from
a
minister
from
local
government
shelly
hancock
and
I'm
happy
to
circulate
that
one
of
the
dot
points
says
it
allows
councils
to
create
more
flexible
residential
business
and
farmland
rating
categories,
to
enable
them
to
set
fairer
rates
that
better
reflect
access
to
services
and
infrastructure,
so
we're
in
the
business
of
getting
on
with
it.
I
realize
that
things
don't
always
go
according
to
plan.
J
So
in
our
planning
process,
I
believe
we
will
plan
for
changes
to
rating
categories
and
a
much
fairer
rating
system
that
should
not
only
be
restricted
to
commander
road
and
and
the
areas
mentioned
by
councillor
kennedy
around
the
north
end
of
town
but
right
across
the
board.
So
I
look
forward
to
that
process
occurring
and
that
is
a
big
part.
F
I'm
just
wondering
you
know:
there's
been
a
lot
of
discussion
about
raiding
special
areas
and
the
intention,
I
hope,
is
to
reduce
the
rates
in
those
particular
areas
because
at
canada
right
at
the
moment,
those
those
increases
were
just
laughable.
F
There
are
some
places
in
brown
street
where
the
figures
where
the
rights
out
there
are
just
ridiculous,
and
but
the
other
thing
is
that
there's
such
a
disparity
of
rates
in
broken
hill-
it's
not
just
those
that
some
are
too
high.
It's
some!
It's
there's
a
lot
that
are
too
low,
so
I
I
just
I
I
think
there
should
be
some
sort
of
balance
it's
wrong
to.
I
think
it's
wrong
in
some
ways
to
well.
F
First
of
all,
I
think
it's
wrong
to
charge
the
rates
that
we're
charging
in
in
brown
street
and
some
cummins
wyman
and
some
top
into
oxide
and
whatever
and
and
cannondale
road
on
every
sunday.
A
particular
businessman
asked
me
what
we're
doing
about
it.
I'm
pleased
that
I
can
tell
him
something
a
bit
more
positive,
but
I
think
the
the
problem
is,
as
I
said,
larger
some
people
are
paying
peanuts.
F
Others
are
paying
a
fortune.
If
you
look
at
the
difference
between
some
of
the
larger
blocks
in
brown
street
compared
with
some
of
the
blocks
in
south
broken
hill.
It
really
is
ridiculous,
absolutely
ridiculous,
and
whatever
is
done.
I
think
there
needs
to
be
some
sort
of
balance
introduced
and
there
not
be
any
massive
changes
overnight.
F
A
G
Optics
is
everything
my
motion
spells
it
out
quite
clearly
that
council's
going
to
do
something
the
amendment,
all
it
points
out
to
the
community
virtually
is
wait
for
a
report.
That's
what
it
says.
That's
how
people
take
it,
there's
a
big
difference
when
the
community
don't
sit
here
and
watch
every
council
meeting
watch
every
every
breath
and
hear
everything
we
say
all
they
see.
Is
that
council
voted
against
reducing
rates
at
commander
road
and
attempting
to
set
brown
street
rates
at
the
right
amount
or
at
least
look
into
it
to
see
what
we
can
do.
G
G
G
We
all
know
that,
eventually,
councillors
will
agree
with
the
motion
that
I
moved
near
six
eight
months
ago,
that
commander
road
rates
will
go
down
to
the
rates
of
2019
plus
rate
pegging.
We
all
know
that's
going
to
happen.
We
all
know
that
councils
will
eventually
vote
for
what
I
moved
eight
or
nine
months
ago,
and
give
relief
to
those
businesses,
but
this
is
about
politics.
G
This
is
about
trying
to
take
credit
for
something
another
counsellor
moves.
I
could.
I
can
assure
the
community
that,
eventually,
without
all
the
hype
and
all
the
the
rat
tricks
of
the
council
meeting,
the
councillors
will
unanimously
vote
at
some
point
to
reduce
cananda
road,
prince
precinct
rates
to
2019
levels,
plus
rate
we're
pegging.
Thank
you,
madam
mayor.
A
Thank
you
councillor
if
there's
no
further
debate,
madam.
H
Yeah
totally
reject
parts
of
what
councilor
kennedy
is
saying
that
we're
not
doing
anything
yeah.
Well,
I
dare
say
this
whole
council
is
going
to
vote
to
reduce
rates
and
do
a
fair
and
equitable
distribution
for
all
ratepayers
industrial
and
residential.
Look!
It's
in
the
report
we're
doing
the
thing
right
now
we're
working
on
it
and
we're
preparing
draft
rating
models
to
review
the
entire
rate
structure
for
broken
hill
and
that's
to
ensure
it
is
fair
and
equitable
distribution,
and
that
could
be
inclusive.
H
It's
right
there,
black
and
white,
of
an
option
for
a
sub
category
for
the
industrial
area.
That's
going
to
be
workshopped
with
councillors
during
our
budget
workshops
in
april,
so
we're
doing
something
we're
not
leapfrogging
bouncing
all
over
the
place.
We've
got
a
concrete
plan
in
front
of
us
and
we're
going
to
do
it,
we're
going
to
take
action
and
we're
going
to
work
on
it
and
that's
going
to
be
presented
as
part
of
the
draft
21
22
operational
plan
at
the
april
21
ordinary
council
meeting.
H
A
Thank
you,
councillor
cool
any
further
speakers
against.
A
If
not
they'll
put
the
amendment
all
those
in
favor
of
the
amendment
councillor
nolan
council
brown,
council
clark,
councilman
cool
councilman
gallagher,
councillor
adams,
mayor
turley,
against
councillor
kennedy,
council
or
gate.
The
amendment
now
becomes
the
motion
councillor
kennedy.
Did
you
want
to
write
a
reply.
G
A
well
laid
out
notice,
emotion
that
that
that
delivers,
what
the
community
wants-
and
I
believe,
will
more
than
likely
after
after
eight
months
or
whatever
councillors
will
agree
with
what
I
brought
up
and
have
argued
several
times.
I
will
say
again:
optics
are
important.
I
didn't
say:
councillors
were
doing
nothing.
What
I
did
said.
No,
what
I
did
say
is
the
perception
of
doing
nothing
is
as
bad
as
doing
nothing.
G
Counselors
might
not
like
that,
but
the
reality
is
the
community
aren't,
as
involved
in
the
decision
making,
processes
counselors
are
behind
the
scenes
and
I'm
glad
the
beside
behind
the
scenes
happen
only
after
I
moved
a
motion
for
it
to
happen.
So
the
beside
behind
the
scenes
probably
would
have
never
happened.
A
Thank
you,
council.
I
put
the
motion:
all
those
in
favor
council,
nolan,
councillor
brown,
councillor,
clark,
councillor
cool
councillor,
gallagher,
councillor
adams,
mayor
turley,
against
councillor
kennedy,
council
or
gate.
Thank
you
very
much.
Thank
you
for
the
motions
councillors
we'll
move
to
item
nine
rescission
motion,
for
which
none
has
been
given
move
to
item
10
a
report
from
delegates
item.
One
is
report,
number
one
slash
two
one
page,
forty
three
councillor
nolan.
Are
you
moving
that
way.
J
That
would
be
my
pleasure.
Thank
you,
madam
mayor.
The
actual
report
can
be
found
on
page
63
in
the
papers.
That's
been
preceded
by
some
important
attachments,
but
if
you
could
join
me
on
page
63
I'll
refer
you
to
that
fall
page
report,
there's
a
number
of
things
that
are
important
for
broken
hill
in
this
report.
So
please
take
the
time
to
look
through
that,
and
I
know
many
have
some
of
the
highlights.
J
I
guess
is
the
lobbying
that
we've
been
doing
around
mine
rates
so
that
we
can
continue,
as
all
councils
can
continue,
those
that
have
mines
in
their
area
to
set
the
rates
accordingly.
J
To
best
reflect
what
the
town
requires,
there
had
been
a
move
which
would
have
affected
many
other
councils,
far
greater
than
broken
hill
to
chop
mine
rates
and
place
an
additional
burden
on
the
community.
That's
not
going
to
happen.
I've
got
a
letter
here
from
the
honourable
shelly
hancock
mp,
who
is
the
minister
for
local
government
and
I'll
just
read
the
last
line,
which
is.
J
I
can
advise
that
the
government
does
not
have
any
intention
of
seeking
to
amend
the
local
government
act
1993
to
limit
how
mining
land
should
be
raided
by
local
government.
So
that's
very
good
news
for
broken
hill
and
and
other
mining
affected
communities
so
other
than
that.
I'd
be
very
happy
to
take
any
questions.
Anyone
would
have
or
any
clarification
that
anyone
would
need
about
the
report
itself.
Thank
you.
J
A
So
I'll
put
councillor
nolan's
report,
all
those
in
favor
carried
unanimous.
Thank
you
councillors.
We
moved
to
reports
report
item
one
broken
hill
city
council
report,
number
28-21
correspondence,
menindee
lakes,
project
page
69.
Do
I
have
a
mover
I'll.
G
Yes,
I
will,
if
councillors
could
just
look
at
page
71,
which
is
paragraph
four,
the
minister
more
or
less
says
that
broken
hill
city
council
isn't
in
interested
in
being
on
that
group.
I
just
couldn't
hear
you
so
sorry,
madam
males
back
a
bit
further
than
normal,
but
I
believe
that
councillor
brown
is
on
that
group
and
the
minister
needs
to
be
told
that
council
has
been.
G
I
forget
when
I
was
accepted,
probably
in
about
november,
or
something
like
that,
so
the
minister
is
well
behind,
and
I
think,
if
I
could
just
add
add
to
my
add
to
my
moving
there
is
that
we
write
back
to
the
minister
and
let
her
know
that
we
do
have
representatives
that
have
been,
and
I
think
councillor
brown
could
probably
add
to
that
a
bit
better,
because
I
think
councillor
brown's
actually
had
trouble
getting
in
contact
yeah.
They
haven't
so
I'll.
A
E
I
was
going
to
say,
madame
mayor,
is
that
we
may
have
an
opportunity
during
the
western
division
conference
when
the
minister
will
be
in
broken
hill,
so
I
I
think
that
I
know
sometimes
they
come
and
they
go
very
quickly,
but
it
may
be
that
we
can
take
the
opportunity
to
to
speak
to
the
speak,
to
the
minister
about
this,
but
it's
probably
not
the
most
important
thing
to
that.
E
We
need
to
speak
to
her
about
just
about
to
continue
to
restate
our
concern
about
you
know,
what's
happening
with
the
with
with
the
likes
so
she's
you
know
has
no
misunderstanding,
that
of
the
strength
of
our
views
about
that.
So
this
could
be
certainly
part
of
that.
Okay,.
A
So
we'll
include
that
in
the
motion
council
clerk,
as
the
second
are
you're
happy
for
that
to
be
included.
Okay
and
then
we'll
take
on
notice
that
to
take
the
opportunity,
when
the
minister
is
in
broken
hill,
to
raise
this
as
well.
But
we
will
write
to
the
minister.
G
Yeah,
so
I'll
just
keep
with
my
speaking,
so
I
think
it's
important
that
the
broken
hill
city
council
does
that,
because
the
response
is
a
little
bit
kurt,
it's
it's
more
or
less
saying
that
the
council
hasn't
taken
the
opportunities
that
we
should
have
to
be
involved
in
this
process.
We've
made
it
quite
clear
to
the
minister
that
the
106
gigalitres
is
not
acceptable.
G
I
do
believe
that
the
minister
has
looked
at
removing
that
106
saving
gigalitres
savings,
so
our
correspondence
has
had
an
impact
on
on
the
minister,
and
perhaps
our
councillor
gallagher
can
speak
in
a
little
bit
more
detail
about
that.
G
But
from
a
council
perspective,
we
need
to
make
sure
the
minister
understands
that
we
are
all
have
an
investment
in
the
lakes
and
the
water,
and
all
councillors
have
made
it
known
that
they
are
interested
in
the
menindee
lakes
and
councillor
brown,
and
I
think
councillor
gallagher
or
someone
was
the
run
backup
person
or
counselor
counsellor
paige
paige.
G
A
Thank
you,
council.
There's
any
speakers
against
the
amendment.
No
speakers
against
I'm
that's
not
much,
not
speaking
against
people.
Okay,
thank
you.
So
we'll
put
the
amendment
put
the
motion,
all
those
in
favor
against
declared
it
carried.
Thank
you
and
you're
completely.
It
does
unite
us.
The
issue
of
water
and
the
menindee
lake
scheme
in
the
darling
river
item,
two
broken
hill
city
council
report
number
21
correspondence
report,
late
motion
to
the
2021
national
general
assembly.
A
E
Yes,
madame
mayor,
it's
fairly
self-explanatory.
I
think
it's
important
that
we
just
move
the
motion
as
is,
and
don't
try
and
fiddle
around
with
it
or
you
know,
specify
a
certain
level
of
increase.
The
the
strength
of
emotions
such
as
this,
which
I
hope
will
get
fairly
widespread
support
from
from
councils
around
the
state,
will
be
that
it
speaks
with
with
one
voice
and
a
fairly
simple
message.
A
E
But
I
will
move
that
consideration
of
this
report
be
deferred
until
after
the
council
workshop
in
april.
I
I
believe
that
there
has
been
a
change
to
the
government's
recommendation
or
the
the
proposed
regulation
this
afternoon.
I
think
we
need
time
to
look
at
that.
It
seems
from
from
what
I've
heard
briefly
this
afternoon
that
there's
an
acknowledgment
that
those
very
specific
requirements
for
people
to
be
able
to
access
meetings
remotely
are
are
too
too
severe
and
too
strict.
E
So
I
would
like
to
have
an
opportunity
to
to
workshop
those,
because
I
think
that
there
are
specific
problems
that
we
have
as
a
as
a
border
community,
which
I'm
sure
would
be
shared
by
many
other
border
and
and
regional
communities.
A
Thank
you.
Do
I
have
a
seconder
second
by
councillor
clark,
sorry
councillor
clark.
Are
there
any
speakers
against
no
speakers
against
I'll
put
this
motion
all
those
in
favor
against
declared
it
carried
unanimous?
Thank
you
councillors.
Item
four
broken
hill
city
council
report,
31-21
page
92.
It's
the
order
and
risk
and
improvement
committee
meeting
committee
meeting.
B
Yes
matter
mayor,
it's
it's
a
very
good
committee
meeting
and
it's
also
proves
that
the
spoken
of
city
council
is
moving
along
greatly
in
relation
to
risk
and
risk
and
improvement.
It's
been
it's
chaired
by
independent
body
and
they've
only
got
recommend
only
high
recommendations
and
praise
for
the
broken
city
council,
as
it
moves
moves
forward
in
the
future.
A
A
J
On
the
bright
side,
low
interest
rates
mean
for
affordable
borrowings
and
we're
getting
on
with
the
task
of
using
money.
The
best
way
it
can
be,
and
I've
got
nothing
but
appreciation
for
the
way
our
financial
matters
are
currently
being
handled.
Thank
you.
A
Thank
you
speakers
against
no
speakers
against
I'll
put
the
motion
all
those
in
favor.
It's
carried
unanimous.
Thank
you.
Councillors,
move
to
item
six
broken
hill
city
council
report,
number
33,
21,
it's
the
companion
animal
management
report,
page
113.
A
G
G
I
A
That
is
one
of
the
biggest
challenges
we
have
is
around
the
legislation
as
well.
Thank
you
councillors.
There's
no
debate,
no
debate.
I'll
put
the
motion,
all
those
in
favor
against
declared
carried.
Thank
you.
Councillors.
Unanimous
vote
item.
Seven
seven
report
number
three,
four.
Twenty
one
page
one,
four,
four:
the
update
on
construction
certification
process
can
I
have
a
mover
for
this
report
moved
by
councillor
cool
secondary
councillor
adams,
councillor
cool.
Do
you
want
to
speak
to
the
report.
H
The
chair,
what
a
statement
really
I
think
council
needs
to,
or
has
it
considered
traineeships
in
this
field
so
that
we
can
start
growing
our
own
and
having
that
resource
come
up
through
the
ranks.
I
G
Yes,
thank
you,
madam
there
look.
This
can't
be
held
against
the
current
general
manager.
G
As
a
council,
I
think
we
need
to
provide
the
general
manager
with
the
resources
that
are
required
to
give
him
the
ability
to
resolve
this
situation
as
soon
as
he
possibly
can.
G
There's
no
way
that
this
situation
is
going
to
be
able
to
be
resolved
without
voting
a
budget
item
to
give
the
general
manager
the
opportunity
to
resolve
this.
This
situation
as
quickly
and
as
effectively
as
he
needs
to
haven't
said
that
I
will
amend
my
amendment
slightly
to
say
that
the
general
manager
to
deliver
report
for
the
april
meeting
to
tell
council
what
the
general
manager
would
require
to.
G
Take
care
of
the
short
the
late
construction
certificates
and
to
ensure
new
construction
certificates
dealt
with
in
a
timely
manner.
B
G
Look
if
our
councillor
cool
is
prepared
to
accept
that
I'm
more
than
happy
for
that
to
take
place.
I
think
councilor
cool
is
acknowledged
and
I'm
sure
all
councillors
acknowledge
and
the
management
how
important
this
situation
is,
how
critical
it
is
to
businesses
in
broken
hill
and
not
just
businesses,
the
community
as
a
whole,
and
more
than
happy
for
a
council
of
cool,
to
accept
that.
A
A
Not
no,
I'm
asking
you
as
a
seconder.
Are
you
happy
for
that
to
be
included
in
the
motion?
Okay,
yep?
Okay,
thank
you.
So
it's
included
in
councillor
calls
motion,
so
we
don't
need
any
amendment.
Counselor
adams,
you
had
a
question
of
the
general
manager,
clarification
yeah.
C
It
was
just
a
question
in
that
when
we're
talking
about
what
is
required,
is
it?
Is
it
financial
or
are
we
our
greatest
greatest
problem,
is
actually
getting
assessors
to
come
to
the
to
the
city?
Thank.
I
Thanks,
madame
yeah,
it's
certainly
financial
and
council
did
adopt
an
extra
fifty
thousand
dollars
at
the
last
meeting
to
help
us
with
contractors
to
catch
up
the
backlog.
So
we've
still
got
funds
there
available.
The
biggest
problem
we
have
is
getting
qualified
staff
to
the
city.
We've
been
out
recruiting
for
the
last
probably
four
months
now
and
we've
had
one
successful
applicant
who
withdrew
earlier
this
morning.
I
Looking
likely
that
we'll
be
able
to
commence
just
after
easter
to
catch
up
the
backlog,
that's
their
main
focus
and
then,
as
councillor
cool
said
prior,
we
need
to
look
at
growing
our
own
through
trainees.
Again.
A
A
A
Oh
okay,
I'll
just
read
the
report
and
I'll
go
to
council
adams.
Broken
hill
city
council
report
number
36-21,
page
149.
This
is
the
application
for
new
dwellings,
council
adams.
C
Yes,
madam
mayor
recommendation,
one
as
it
is
and
I
would
suggest
that
we
defer
a
decision
on
this
motion
for
community
concern
to
be
addressed.
C
I
do
man
and
mayor-
I
I
defer
to
mr
olsen,
who
we
are
all
well
aware
that
is
experienced
in
these
matters,
and
I
think
it's
only
fair
that
we
we
look
at
the
the
list
of
concerns
that
he
and
others
have
before.
We
make
a
decision.
F
I
think
this
is
a
you
know,
classic
against
classic
example
of
our
lack
of
expertise
in
this
area
really.
F
I
know
that
staff
shortages
across
the
country-
I
think
in
this
particular
area,
but
you
know
in
our
in
our
health
and
building
section
we
used
to
be-
we
used
to
be
right
up
with
it
now
all
of
a
sudden
we're
at
the
tail
end
making
mistakes.
You
know
if
this
had.
If
this,
if
this
d.a
had
gone
ahead
without
anybody
commenting
from
the
public,
we
could
have
found
ourselves
in
really
deep
trouble.
A
I
think
the
issue
of
private
certificators
as
a
problem,
so
thank
you
councillors,
I'll
probably.
G
Speak
against
unless
a
well-moving
amendment
or
lesser
councillor
adams
accepts.
I
agree
with
what
council
adam
said,
but
I.
G
The
amendment
needs
to
be
more
detailed,
and
that
is
that
it
be
received
and.
G
Well,
council
of
adams's
amendment
is
actually
the
motion.
There
is
no
emotion
on
the
table,
except
for
counsellor,
which
is
just
an
amendment
to
what's
written,
not
really
an
amendment,
so
thank
you
yeah.
So
the
second
part
is
that
a
rep
be
deferred
and
that
a
report
be
written,
outlining
the
technical
concerns
that
mr
peter
olsen
had
with
the
application
and
the
concern
the
technical
concerns
that
the
other
speaker
had
and
the
reason
I
moved
that
that
that's
my
amendment.
If
I
get
a
second
one.
C
Well,
I
personally
think
that
that's
what
I
would
expect
anyway
from
from
a
report
coming
in
as
we
look
at
the
concerns,
so
you
know
if
it
may
have
counselor
kennedy,
wants
it
expanded
to
that.
That's
fine.
G
G
Yeah-
and
I
was
just
stating
that
it
wasn't
being
fussy,
it's
about
making
sure
that
the
report
comes
back
outlining
the
concerns,
because
it's
important
to
me
that
those
matters
are
addressed
because
alleges
legislative
and
not
just
concerns
they're
legislative.
A
A
Officer,
thank
you.
Councillor
clark.
The
motion's
been
deferred
to
address
the
issues
raised
during
the
public
forum.
Thank
you.
We
moved
now
to
item
10,
broken
hill
city
council
report
number
37-21,
page
172.
A
The
local
traffic
committee
moved
by
councillor
brown.
Second
councillor
nolan
councillor
brand.
You
want
to
speak
to
the
motion.
E
I
don't
think
so,
madam
mayor,
the
explanation
and
the
the
account
of
the
the
discussion
is
fairly
complete
there.
So
unless
there
are,
there
are
questions
I'll,
just
move
it.
G
Probably
through
the
chair
to
councillor
brown,
I
was
contacted
by
mark
sutton
who
operates
or,
and
it
helps
manage
the
tourism
business
next
to
the
art
gallery.
There
yep,
so
there's
a
photo
and
I'll
send
it
through
to
councillor
brown.
The
parking
goes
right
up
to
the
actual
ramp
there
and
actually
obscures
the
vision
of
cars
reversing
out.
If
I
I'll
pass
it
through,
if
you
could.
E
Bring
it
up
councillor.
A
E
Yes,
madam
mayor,
I
I
believe
that
that
particular
problem
has
been
brought
to
the
attention
before
I
can't
it
was
a
couple
of
months
ago.
I
can't
recall,
but
yes,
please
send
it
back
the
next
meetings
in
in
a
week
or
so
so.
G
And
just
another
question
through
the
chair,
probably
to
the
general
manager
and
I'm
sure.
Well,
I
know
the
mayor
did
get
a
copy
of
this,
and
that
was
a
mr
howarth
who
car
was
damaged
by
a
tree
parked
in
glen
street.
If
the
general
manager
at
the
next
meeting
or
if
he
can
now
could
explain
what
council's
obligations
are
as
far
as
falling
trees
and
damage
to
property
and
that
sort
of
stuff,
probably
better
for
next
meeting,
I'm
not
sure.
A
G
Justice
just
yeah
question
and
business
arising
from
the
the
action
list.
Last
last
meeting
councillors
did
vote
to
look
at
no
stopping
no
parking
signs
etc.
At
at
the
silver
city
cinema,
there
was
a
petition
going
around
the
city
that
the
management
of
the
silver
city,
cinema
and
the
citizens
of
broken
hill
would
like
to
request
that
the
broken
hill
city
council
create
a
drop-off
zone
in
front
of
the
cinema,
to
make
it
easier
for
the
elderly,
frail
people
on
walking
frames,
etc,
etc.
G
To
access
the
cinema
at
present,
there
is
no
stopping
no
parking
sign
on
the
footpath,
so
they
cannot
a
light
from
the
vehicle
in
this
area.
If
you
agree,
please
sign
this
position,
so
I
gave
it
undertaking
that
I
would
drop
this
to
the
mayor.
There's
close
to
a
thousand
sig
there's
960
signatures
on
this
with
another
60
that
have
to
be
collected
so
I'll
just
hand
that
to
the
mayor.
A
Thank
you.
We
note
that
we
received
the
petition
and,
as
councillor
kennedy
said,
there
was
a
motion
in
the
last
meeting
with
that
I'll
put
the
motion
and
all
those
in
favor
against
declare
it
carried.
Thank
you
councillors.
We
moved
to
item
12.
committee
reports
item
one
is
broken
to
city
council.
A
One
to
four:
is
there
a
seconder,
a
councillor
clark
I
just
have
to
get
one
to
four.
Is
there
no
debate,
there's
no
debate
I'll
put
the
items
one
to
four,
all
those
in
favor.
A
Again,
it's
declared
it
carried
unanimous
and
we
know
the
heritage
festival
is
being
held
this
weekend
for
councillors
and
those
in
the
public
that
haven't
got
their
tickets.
Please
join
us
item.
13
is
questions
taken
on
notice
from
previous
council
meeting?
Do
I
have
a
page
242?
Do
I
have
a
mover
brown
second
by
council
of
the
cool?
A
Is
there
any
debate?
No
debate
about
council.
E
Brown,
yes
madame,
I
can't
I
can't
find
this
I'm
just
going
on
memory,
but
I
just
I
think
it's
worth
worth
noting
that
the
response
to
the
question
about
the
the
library
those
report
on
the
library,
I
think
that's
worth
it's
worth
reminding
people
that
a
clear
majority
of
people
wish
the
the
library
to
be
replaced
new
library
and
cultural
hub.
I
think
we
tend
to
forget
that
we
had
extensive
public
consultation
on
this
on
this
matter,
and
a
majority
of
people
want
the
library
to
be
replaced.
G
Further
debate
yeah
just
a
question
on
the
questions
and
I'm
not
sure
if
councillor
brown
has
had
the
opportunity
about
the
school
bus
zone
at
the
public
school.
A
Okay,
no
councillor
adams,
no
okay,
hey
no
favorite
debate.
I'll
put
the
motion,
all
those
in
favor
against
declared
it
carried.
Thank
you.
Councillors,
moved
item
14
questions
for
next
meeting
arising
counsellors.
Is
there
any
questions
that
we
haven't
captured.
C
C
Sorry,
cancer
kennedy:
I
know
that
it
isn't
connected
to
our
to
the
business
of
tonight,
but
I
think
it
needs
to
be
raised
about
tonight
before
things
get
worse.
There
are
concerns
about
the
1919
railway
station
and
community
members
have
come
to
me
that
it's
get
the
the
damage
and
the
deterioration
is
getting
worse.
Now
they
have
been
in
contact
with
arctic
who's.
Who
has
the
responsibility
of
that?
I
have
spoken
to
arctic
as
well.
C
They
are
having
problems
getting
someone
to
do
any
work.
I
just
would
like
to
ask
council:
would
they
check
the
report
that
I
believe
was
was
actually
completed
by
paul
davis
about
it
and
perhaps
contact
out
of
the
scene?
If
council
can
help
in
any
way
to
try
and
save
this
station
before
it's
completely
gone
so.
G
Yes,
just
one-
and
I
suppose
it's
they're
always
on
the
agenda,
really
the
south
football
club,
as
mentioned
a
risk
with
their
footpaths
trip
hazards
a
lot.
A
lot
of
people
use
it
if
they,
someone
could
just
have
a
look
at
that.
I
think
it's
important
that
we
take
care
of
those
things
as
soon
as
we
can
there's
a
considerable
length
of
area
there.
That.
G
Out
the
front
of
the
actual
the
club.
J
Just
just
in
relation
to
councillor
adams
and
in
regards
to
that
19
years.
J
No,
no!
No!
I
was
just
going
to
see
if
we
could
have
some
wording
in
there
around
contacting
artc
that's
australian
track
corporation.
It
may
already
be
noted
in
paul's
report.
A
Thank
you,
teamwork
tonight,
teamwork.
Thank
you
councillors.
There's
no
further
questions.
We
move
to
item
15
confidential
matters.
Can
I
have
a
motion
for
to
go
into
closed
session,
move
by
council
gallagher
seconded
by
councillor
adams.
I'll
put
the
motion
all
those
in
favor,
unanimous
vote.
Can't
care
carried
will
ask
comms
manager
to
stop
the
live
screening
street
screaming
streaming.
