the
chairperson,
noted
that

correspondence
from
the
office
of
local
government
and
correspondence
from
the
ombudsman
role
to
oversee
the
implementation
and
recommendations

ombudsman's
final
report,
the
general
manager
advised
at
the
visit
the
representative
of
the
beneficial
and
shows
what
council
has
done
over
the
past
three
years,
implementing
the
ombudsman's
recommendations.
I
find
that
particularly
peculiar,
but
considering
we
fought
the
ombudsman's
ombudsman's
recommendations
and
ombudsman's
preliminary
report
draft
report.

the
ombudsman's
report

that
has
cost
significant
amount
of
money
to
council
in
legal
costs,
significant

we

have
at

we've

happy
and
that
council
has
made
over
the
past
three
years
to
implement
the
ombudsman's
recommendations.
That
is
completely
not
true.
The
review
of
council's
precuminary
framework
has
only
just
come
to
council
and
is
in
this
business
paper
three
years,
we're
not.

told,
we've
been
that
we've
done
the
right
thing
and
we
will
be
fighting
the
ombudsman
to
the
end,

prove
we've
done
the
right

can't

breath
pay
out
hundreds
of
thousands
of
dollars
or
whatever
for
label
fees
for
an
ombudsman's
report
and
then
say,
but
we
implemented
it
from
the
moment.
We
got
it,
it
just
cannot
happen.

the
mayor
explain
to
me
how,
at
the
same
time,
we
could
possibly
be
implementing
what
the
ombudsman's
report
said,
taking
it
on
that
we've
done
something
wrong
and,
at

same
time
be
fighting
it
all

time
costing

rate
payers
significant
money.

think
it's
an
excellent
improvement
on
what
we
had
it.
It
formalizes
our
procurement

the
best
benefit

broken
hill
because
it
encourages
local
suppliers
even

point
that

a
large
contract
is
called
for
and
traditionally
no
one
in
town
would
be
able
to
fill
that
and
we'd
have
to
look
outside
town.

we've
made
provision
that
for
a
minimum
at
least
of
local
subcontractors,

I
think
it's

great
balance
and,

it
formalises
the
intent
that
we've
always
had,
which
is
the
betterment
of
broken
hill.

the

of
outsourcing

the

fairness,
value

fair

all

pick

aboriginal
owned
business
ahead
of
all
businesses?
We
have
a

percent,
qualifying
thing
for
local
businesses
that
could
be
quite
easily
outweighed
by
an
aboriginal
firm
that
comes
from
sydney
or
wherever
else
we
should
be
looking
at
the
value
money.

far
as
extra
benefit

benefit

organizations
paying

money

to

spent

this
library
hub,

going
to
bring
nothing
new

to
the
centre
of

neutral

green
emissions

all

stuff

counter

of

contributed

humans,

we

getting
lower

broken
hills
contribution.

work

hundredths
of
the
australian
population
works
out
at
0.000
of
a
percent
of
that
three
percent
so
for
broken
hill
to
be
spending.
Who
knows
what
on
renewables
and
green
energy
and
being
comfortable
in
carbon
neutral
and
all
this
sort
of
stuff?

also
made
it
clear
that
I'm
as
a
counselor,
I'm
all
for
anything
that
saves
on
energy
and
saves
money
for
the
community
led
lighting
saves
energy,
but
it
also
saves
a
significant
amount
of
money
for
the
community
they're
significantly
better.
It
is
a
good
thing
for
the
community,
I'm
all
for
growing
trees.
Trees
has
a
benefit
to
the
community
beyond
carbon
dioxide.
Trees
are
great
for
the
community
as
many
trees
as
we
can
keep
rogan
hill
green
people,
white
greenery
greenery,
makes
people
feel
better.

is
only
a
minute
amount
of
the
purpose

trees

as
the

The
savings
in
energy
costs
are
what
we,
as
councillors,
should
be
driving,
not

savings

see
what
the
level
of

will

of
the

this

are

burying

ensure
that
we
paid
our
local
suppliers
promptly
in
these
times

covid

will
be
adjusted
again

coming

to
