E
Thank
you,
madam
mayor.
Unlike
council,
Adams
I
understand
the
act
may
be
a
little
bit
better.
The
general
manager
is
to
make
things
that
are
unlawful,
that
are
sort
up
to
the
general
managers.
If
you
saw
it
if
something's
unlawful
with
it's
not
up,
why
don't
agree
with
the
opinion
that
the
general
manager
has
on
this
matter
at
all?
No,
where
is
it
directing
the
day-to-day
operations
of
staff?
No
I
made
specifically
clear
in
the
motion
that
it
wasn't
an
attempt
to
interfere
in
the
day-to-day
operations.
E
Counselors
have
the
authority
to
disagree
with
the
general
manager
on
any
issuing
like
to
disagree
with
the
general
manager
might
not
like
that,
but
at
the
end
of
the
day,
the
structure
of
counsel
is
quite
clear.
The
council
are
at
the
top
under
the
council.
Is
the
general
manager
the
general
manager
implements
what
counselors
have
to
say.
I
heard
on
the
radio
mayor
Turley
say
that
we're
in
charge
of
strategic
policy.
This
is
not
not
true
councils
in
charge
of
policy
.,
the
general
manager.
Doesn't
this
side
policy
implements
policy?
E
He
can
advise
counsel
on
policy,
which
is
what
his
little
footnotes
or
recommendations
are
in
reports.
At
the
end
of
the
day,
councillors
decide
when
it
comes
to
the
workforce
and
the
policy
of
looking
after
the
workforce
we're
in
charge
of
work,
Health
and
Safety.
As
has
been
explained
many
times,
council
is
now
a
totally
as
these
other
managers
responsible
for
work,
health
and
safety,
we're
also
in
charge
of
the
workers
emergencies
structure,
we're
in
charge
of
the
structure
councils
in
charge
of
every
policy
when
it
comes
to
day-to-day
day-to-day
is
implementing
councils
policies.
E
The
general
manager,
I
think,
would
have
helped
council
out
greatly
if
he
determined
that
something
was
unlawful.
We
come
with
a
bit
of
background
information
why
that's
assigned
to
it.
I
will
eventually
get
to
discuss
the
matters
I'd
discuss
because
as
a
counselor
I
will
continue
to
try
and
represent
the
workforce
and
show
my
support
wherever
I
can
and
as
a
counselor
I
will
a
Dane
resubmit
for
a
new
extraordinary
money,
and
eventually
we
we'll
deal
with
this
counselors
need
to
understand
that
this
so-called
travel
policy
code
with
19
travel
policy
will
have
financial
implications.
E
B
B
E
I,
what's
in
front
of
us,
is
that
the
general
manager
is
ruled
that
it's
out
of
order
because
of
319
of
the
meeting
procedures.
Now,
that
is
to
do
with
the
the
general
manager
declaring
something
unlawful,
I'm,
arguing
that
it's
not
unlawful,
there's
no
I,
don't
know
how
councillor
Adams
has
come
to
the
conclusion
that
my
a
local
man,
who
is
arguing
against
the
general
manager
is
declared
an
item
to
be
unlawful
anywhere
in
my
argument.
Have
I
gone
off
of
that.
D
E
B
You
must
you're
speaking
against
what
is
already
our
code
of
conduct
that
kind
of
leading
practice.
Now,
as
I
have
said,
it
is
actually
up
to
the
general
manager
to
make
this
just
to
assist.
You
I
did
contact
the
og,
so
it
is
actually
up
to
the
general
manager.
I
did
seek
advice,
counselor,
Kennedy,
you're
out
of
order
out.
E
It
would
be
a
lot
easier
councils
allowed
me
to
put
my
five
minutes
argument,
which
was
fight
would
assume
it
would
only
be
a
couple
of
minutes
more.
It
would
have
been
a
lot
easier
and
a
lot
less
chaotic,
then
silly
points
of
order
that
have
no
bearing
on
what
is
being
said.
Every
time.
I
speak,
there's
an
interruption
on
something,
that's
a
debate
rather
than
a
point
of
order.
E
C
E
B
F
B
F
That's
all
right,
I'll
accept
that.
Thank
you.
I
do
want
to
just
add
those
if
I
can,
in
speaking
for
the
motion
and
against
what
councillor
Kennedy
has
said
is
that
we
have
to
be
very
careful
here.
This
motion
is
illegal.
We
are
moving
into
operational
territory,
we
we
know
I.
None
of
us
would
want
to
be
part
of
a
council
that
was
sacked,
because
we
did
something
like
this,
while
I
I
do
point.
B
E
B
F
F
Regardless
of
what
arguments
there
may
be,
that
all
councillors
are
supporting
the
the
Broken
Hill
City
Council
and
the
executive
leadership
team,
because
we
all
have
the
same
aim
to
provide
a
safe
and
healthy
workplace
and
in
doing
that,
I
would
also
like
to
express
our
appreciation
to
all
of
our
council
employees
for
all
the
work
they
do
and
they
have
faced
a
great
deal
of
hardship
in
the
community,
as
in
fact,
the
rest
of
the
workforce
at
Broken.
Hill
have
now
so
now
the
workforce
of
Broken
Hill.
F
Some
of
them
have
not
think
well,
quite
as
favored
as
the
council
workforce,
in
that
they
have
lost
their
jobs.
We
have
some
employers
who
have
lost
their
businesses.
I,
don't
know,
I
can't
tell
if
they're
ever
going
to
get
them
back
again.
I
certainly
haven't
got
a
crystal
ball.
To
tell
you
if
what's
happening
in
Victoria
is
going
to
hit
us
here
in
Broken.
C
F
A
A
G
Can
you
hear
me
what
on
what
I
was
about
to
say?
Madam
mayor,
is
that
I
tend
to
agree
with
with
councillor
Clark
we
need
to
formally
as
far
as
I'm
concerned.
We
need
to
formally
record
that
we
we
do
support
the
workforce
in
its
entirety
and
but
but
for
some
reason
there
seems
to
be.
It
seems
to
be
some
sort
of
problem
with
them
with
the
council
majority
that
don't
don't
appear
to
want
to
do
that.
G
Individual
councillors
may
have
done
that
set
individually
in
public,
but
the
council
as
a
whole
needs
to
make
a
decision
one
way
or
the
other
either
we
either
we
support
the
workforce
in
their
endeavors.
We
support
their
efforts
or
we
don't,
but
one
of
your
own
one
of
your
own
block
have
put
forward
the
fact
that
we
should
be
at
least
idling
the
fact
that,
as
a
group
as
a
governing
body,
we
do
support
the
workforce.
So
I
can't
see
why
there
is
a
resistance
to
do
at
least
that
as
a
starting
point.
