that
there
are
many
dead
and
dying
trees
around
broken
hill,
for
example,
on
the
airport
road
council,
orga
countered,
20
dead
trees
today
that
doesn't
include
the
ones
that
are
dying.

something
had
been
done
about
this,
when
I
first
brought
this
up
about
eight
to
12
months
ago,
some
of
those
trees
may
have
survived.
We
now
have
20
that
are
dead
and
more
that
are
dying
in
air
street.
It's
even
worse
the
amount
of
dying
trees.
There
are
dying,
trees
coming
in
from
williams
williams,
street
rakhau
straight
into
town,
there's
dying,
trees
on
the
tipiboro
road,
there's
dying,
trees,
it's
on
the
silverton
road.
There
are
drying
trees,
all
around
broken
hill,
it's
gone
from
being
unsightly
to
now
being
dangerous.

have
branches
falling,
we
have
significant
trees
falling.
We
have
a
tree
out
in
air
street
that
now
is
pushed
up
against
a
fence
that
fell
down
in
strong
winds.
It's
only
a
matter
of
time
before
someone's
killed
in
broken
hill
because
of
a
lack
of
a
lack
of
maintenance
from
the
broken
hill
city
council.
When
dealing
with
dead
trees.

has
been
utterly
disappointing
for
me
as
a
councillor,
I'm
sure
it's
very
disappointing
for
the
community.
That
councils
allowed
our
trees
to
get
to
this
state
without
doing
anything
about
it.

now
are
talking
about
some
sort

plan

that
will
address
tree
management,
risk
management,
tree
inspection,
tree
selection,
guidelines,
etc.
Why
have
we
waited
to

of
this
year?

something
to

election

but
what
happened

four

we
need

and
effort
has
gone

formulation

tree
management
policy.

that
their
council
has
used
the
services
of
arborists
and
people

specialist
knowledge
of
the
trees
of
this
region
to
make
recommendations
as
to
the
most
appropriate
trees.
That
council
will
use.
We've
already
adopted
the
a
policy
that
every
tree
will
be
replaced
by
two
trees.
I
I
know
it's,
it's
somewhat
frustrating
that
these
processes
take
take
quite
a
long
time
to
do
properly,
but
it's
no
way
to
deal
with
a
situation
such
as
we're
in
at
the
end
of
the
most
catastrophic
drought,
this
century,
which
is
the
reason
why
the
trees
are
dying.
I
If,
if
council
were
to
keep
the
dying
trees
alive,
council
would
have
to
spend
its
entire
budget
buying
water
tankers
and
buying
water
to
do
that,
because
the
fact
is
that
the
trees
don't
depend
on
council
watering,
they
are
dependent
on
water
from
the
water
table
and
the
drought
has
has
diminished
access
to
that
supply.
So
nothing
anyone
could
do
could
keep
those
those
trees
alive.
I
I
believe
that
dealing
with
situations
by
demanding
you
know
an
immediate
increase
in
the
workforce,
such
as
seems
to
have
been
suggested,
is
just
not
practicable.
It's
just
not
feasible
and
able
to
be
done
to
say
that
you
can't
expand
council's
workforce
immediately
by
employing
a
dozen
people
next
week
without
any
consideration
of
the
cost.
It's
part
of
our
code
of
meeting
practice
that
any
notice
of
motion
deals
with
the
the
the
budgetary
impact
of
of
of
what
suggested
this.

see
any
consideration
of
that
in
in
this
notice
of
motion,
and
I
suspect
that,
if
you
were
to
do
as

been
suggested,
the
cost
would
be
totally
beyond
our
capacity

adopted
an
enterprise
risk
management
plan
which
deals
exactly
with
this
matter.

when
we
are
aware
of
dead
and
dying
trees,
either
being
alerted
by
the
community
or
through
our
workforce,
it's
under
our
risk
assessments
undertaken
by
our
team
and
in
consultation
with
a
professional
arborist,
and
we
remove
any
of
the
risks,
whether
it's
removal
of
a
limb
or
the
entire
tree,
but
every
single
tree,
and
that
is
reported
as
we
do
do
a
risk
assessment
on.

well
aware

we've
had
reports

arborists
before
at
least
two,

should
have
them
in

and

been
given
that
information,

yet
the
labor
party
again
are
deferring
it

which
they
often
do
with
these
things,

councillor
kennedy's

terrible
situation.

we've
had
this
drought,
the
trees
have
obviously
died,

council

because

think
to
keep
a
lot
of
the
trees
that
we
have
alive,
actually
thriving.

but

can
see

more
live
trees
and

point
that
I
was
trying
to
make
earlier
was:

already

prime
point

kennedy
was
making
at
the

about

overlooked

emotive
kind
of
presentation.

arguments
that

heard
as
councillors

just
said,

little
absurd.

councillor
clark
council's
always
cut
down
trees.
If
you
think
the
council
doesn't
cut
trip
down
trees
at
all,
then
I
don't
know
what
council
you've
been
on.
But
if
you
look
around
town
there's
hundreds
of
dead
trees,
this
isn't
there's
hundreds
of
dead
trees.

Councillor
brown
said
it
would
cost
our
entire
budget
to
water,
the
trees,
our
budget's
about
30
million
dollars.
That's
30
kilo,
liters

water.

of
water,
councillor
brown,
but
to
put
it
in
perspective,
one
megaliter
costs
a
thousand
dollars,
that's
a
million
litres
of
water.

we
gave
each
tree
a
thousand
leaders
per
day,
a
thousand
trees,
that's
a
million
liters
or
a
thousand
dollars.
I
don't
know
where
the
council
come
up
with
our
entire
budget,
30
million
dollars
for
30
gigalitres

water.
We
only
lose
fight,
use
five
gigalitres
for
the
whole
town.

is
this.

I
can
say
is,
I
hope
people
are
watching
this
podcast
and
hearing
what
some
of
the
counsellors
are
saying
and
I'm
glad
it's
an
election
year,
I'm
glad
in
september
the
community
get
the
opportunity
to
decide
who's
right
and
wrong
on
these
issues,
because

million
dollars
to
water
trees.

don't
know
what
councillor
brown
is
talking
about.
I've
got
30
trees
in
my
yard,
and
not
one
of
them
is
dead
amazing.
What
a
little
bit
of
water
with
a
hose
does
to
these
trees.

my
yard.

all

with

trees
that
would

years

it

to

public
open
space

public
amenity.

these
commercial

for
other
revenue,

also

cost
involved
in
them

manning

waste
bridge

the
soil

wentworth
the
pipeline

like
that,
there's
a
cost
in
disposal
of
waste,
the
council's
offsetting
all
the
money

comes
in
as
revenue
as
profit.
That
is
not
acceptable.

borrowing,

million
dollars
because
council's
spending
money

shouldn't,

spending
offsetting
waste
charges,
and
I
don't
know
if
that
money's
been
sent

service
legal
fees

there

money
coming

been
moved
around.
We
are
now
borrowing
money
that
we
shouldn't
have
to
borrow
for
a
waste
service
that
had
plenty
of
money
in
reserves
that

of
a
sudden
now
we've

something
in
reserves.

in
the
back

the
book.

going
up
a
little
bit
from

it
was
before

always
had

good
amount

money

wastes

pay

services

sudden
we're
talking
about
borrowing

commercial
