Thank
you
very
much
everyone
for
coming
here
tonight,
one
in
person.
Moving
on
to
the
minutes.
The

Are
there
any
changes
from

D
You

say
aye.
Anyone
object
to
adopting
the
minutes.
D
Anyone
wishing
to
abstain,
the
minute

March
general
meeting
of
community
board
14
for
2023
have
been
adopted.
Thank
you.
Moving
on
to
the
district
manager's
report.
G
You're
going
to
hear
more
about
the
the
youth
conference,
but
I
just
wanted
to
quickly
thank
everybody
who
was
involved
in
it.
It
was
a.
It
was
a
great
event,
very
successful
lots
of
fun
great
to
see
so
many
people
walk
through
good
group
effort,
but
I
especially
want
to
shout
out
to
my
staff,
Sarah
and
Patricia
olinder,
because
you
know
Jersey
hadn't
done
it
at
that
venue
before
and
if
Sarah
just
started
in
January,
and
then
we
were.
H
G
Hi,
throw
together
a
youth
conference,
so
I
really
appreciate
their
efforts
and
and
their
Innovations,
which
helped
make
which
helped
us
get
up
so
many
young
people
pre-registered.
So
thanks
for
all
who
came
out.
G
Other
things
to
follow,
I
didn't
mean
to
steal
any
of
your
thunder
and
then,
as
we
wrap
up
the
holidays.
I
have
a
few
more
things.
I
I
want
to
thank
Mo,
rasby
and
Coco
for
hosting
an
excellent
Ramadan
kickoff
event
this
week,
John
rot
will
take
place
on
Coney
Island
Avenue
on
Thursday
evening,
so
head
out
there.
If
you
want
to
take
part
in
that
great
cultural
festivity
and
celebration,
I
want
to
also
thank
the
department
of
sanitation
for
assisting
the
district
with
the
beginning
of
a
Passover.
G
They
dedicated
50
additional
trucks
for
enhanced
collection
in
the
days
leading
up
to
pesach.
So
we
appreciated
that
we
had
a
fruitful
District
service
cabinet
meeting
and
so
I
want
to
thank
the
mayor's
office
who's
working
with
us
to
make
sure
that
other
City
agencies,
such
as
dycd,
who
showed
up
to
this
District
service
Covenant
meeting
so
I,
could
express
my
regrets
that
they
weren't
at
the
youth
conference
so
hopefully
next
year
and
we're
trying
to
get
HPD
to
be
a
regular
participant
in
that
meeting
as
well.
G
G
So
please
join
us
for
for
as
many
of
those
meetings
as
you
can
attend,
because
there's
going
to
be
a
lot
of
good
information
as
we
head
to
the
summer,
we're
also
embarking
on
a
really
big
project
in
the
in
the
office
and
it's
something
I've
been
wanting
to
do
for
years
and
we're
able
to
to
get
it
done
this
year
and
that
is
to
digitize
our
it's
gonna
hold
on.
It's
really
exciting
we're
going
to
digitize
our
land
use
files.
G
I
know
thanks
for
that,
but
but
it's
going
to
be
a
it's
kind
of
a
heavy
lift,
I
mean
literally
there's
so
many
files
in
that
back
room
and
we're
going
to
pull
them
out
and
get
them.
Digitized.
I
am
reporting
this
in
part
because
I
just
wanted
to
share
the
enthusiasm,
but
also
because
it
is
a
an
expense
that
exceeds
ten
thousand
dollars,
and
so
I
am
obligated
to
report
it
out
to
the
board,
and
so
there
you
have
it.
G
We
have
an
estimate,
that's
Community,
about
nineteen
thousand
dollars
and
then
we'll
be
done
and
that
that
is
all
for
me.
Thank
you
very
much.
D
D
Antonio
Reynoso
Eileen
Mulaney
Newman
from
the
17th
Precinct
community
council
president
Al
Powell
from
the
70th
Precinct
Police
Officer
Michael
Joseph
from
Community,
Affairs
and
I,
see
we
have
the
commit
the
commanding
officer,
Deputy
inspector
Bruce
separano
here
with
us
Deputy
inspector.
Would
you
like
to
address
the
assembly
sure
this
is
yours.
I
Good
evening,
everybody
good
evening,
I
just
want
to
let
everybody
know
that
in
terms
of
crime,
the
Seminole
priesthood
right
now
we're
down
about
11
an
overall
crime.
But
we
do
have
our
challenge.
Thank
you.
I
We
do
have.
We
do
have
a
lot
of
challenges.
Friday
night
we
took
our
first
unfortunate
shooting
on
Albemarle
Road
East
21st
Street.
Just
rest
assured,
though,
while
we
have
a
suspect
and
our
detectives
are
doing
a
great
job
trying
to
solve
that
case,
which
I'm
confident
they
will.
I
We
are
seeing
a
troubling
Spike,
as
we
have
in
the
past
couple
months
in
two
areas:
shoplifting
still
along
Flatbush
Avenue
at
Church
Avenue,
mostly
the
large
change
stores,
but
the
short
ones
as
well,
but
also
mailbox
fishing
continues
to
to
play
some
victims
with
identity
theft,
so
still
we'll
be
doing
operations
with
the
postal
service.
I
But
please
try
to
if
you're
going
to
mail
checks,
try
to
mail
it
at
the
actual
postal
post
office
to
an
actual
clerk,
because,
unfortunately
they're
being
taken
out
of
mailboxes
and
your
ID,
your
ID
is
pretty
much
being
stolen
and
people
are
losing
a
lot
of
money.
But
thank
you
for
having
me
here
today
and,
if
I'll
be
here,
if
anybody
has
any
questions,
see
those
publicly
or
in
the
back
later
on.
Thank
you.
D
Thank
you
very
much
one
additional
representative
to
announce
from
assembly
member
Weinstein
office,
Huda,
shipper.
Sorry
a
little
tongue
side
tonight
welcome.
Thank
you
for
being
here
just
moving
on
to
the
chairs
report
good
evening
board
members
for
those
who
celebrated
Passover
I
hope
it
was
a
meaningful
holiday
of
reflection
and
renewal
for
those
celebrating
Easter
I
hope
this
Mark
I
hope
this
Mark
of
spring
was
filled
with
peace
and
joy
and
for
those
celebrating
Eid
a
fit.
May
you
be
blessed
with
kindness,
patience
and
love?
D
Eid
Mubarak
I
just
wanted
to
offer
a
few
thanks
to
some
individuals.
This
evening,
I
wanted
to
start
with
thanking
Florencia
Chang
ajita
for
volunteering
to
be
a
member
of
the
Brookdale
University
Hospital
Community
Advisory
Board.
Your
participation
is
much
appreciated.
D
D
D
D
There
she
goes
okay,
so
I
didn't
have
an
opportunity
to
thank
Ms,
Gail,
L
Smith,
for
because
you
weren't
here
last
month
during
elections,
so
I
just
wanted
to
give
an
opportunity
to
thank
you
so
much
for
all
of
your
endless
wisdom
and
your
institutional
knowledge,
and
just
being
so
forthright
with
sharing
it
with
myself
and
everything.
I
was
here
in
the
community
here,
so
I
just
wanted
to
give
you
a
round
of
applause,
and
thank
you
so
much.
D
The
next
presentation
we
received
was
about
the
education
Workshop
series
administered
by
the
Civic
engagement
commission
and
was
delivered
by
Benjamin
Solitaire,
who
is
the
community
community
board
advisor
for
the
Civic
engagement
commission?
His
report
included
the
many
live
remote
trainings
for
Community
Awards,
since
their
Inception
with
topics
ranging
from
parliamentary
procedure
and
disability
accessibility.
D
If
you're
missing
any
of
these
trainings,
the
catalog
of
recordings
will
be
available
on
the
website
once
the
remaining
trainings
are
administered
live
and
the
last
agenda
item
that
was
discussed
by
the
was
discussed
was
a
discussion
about
the
borough
boards
bylaws.
The
ending
Saga
I,
previously
reported
on
the
1977
bylaws
in
the
ongoing
quest
to
establish
our
bylaws.
A
newer
version
from
2007
was
found
and.
D
Oral
board
member
The,
General
Counsel
of
the
office
of
the
royal
president
will
complete
a
legal
review
of
this
document.
Those
recommendations
will
be
on
the
agenda
of
the
neighbor
award
meeting.
We
expect
thereafter
that
the
bylaws
committee
will
be
appointed
to
review
and
recommend
changes
to
the
document.
Are
there
any
questions
about
scroll
board?
Meeting?
K
Okay,
can
people
hear
me
excellent,
so
chairwoman
Brown,
thank
you
for
that.
My
questions
for
the
bylaws,
so
given
the
discovery
of
that
document,
that's
being
validated
from
2007,
does
that
mean
that
the
work
that
the
bylaws
committee
had
done
in
the
prior
year?
Those
recommendations
are
pending
or
am
I
thinking
in
this
in
the
completely
wrong
way.
D
So
if
you
mean
the
work
that
this
board
did,
those
are
our
bylaws
and
then
we
are
required
by
the
city
Charter
to
have
bylaws
for
the
rural
board,
which
is
comprised
of
the
council
members
and
the
chairs
of
community
boards
and
the
Borough
president.
So
this
would
be
particularly
for
the
functioning
of
that
meeting
and
and
that
body
any
additional
questions.
D
So
the
question
is
for
the
record
of
the
board
member
is
asking
if
bylaws
are
standardized
across
the
borough
or
the
city
for
Community
boards.
So
the
answer
is
no.
Each
community
board
is
responsible
to
develop
their
own
bylaws,
and
so
there
are
some
best
practices
that
have
been
put
out
by
the
borough
president's
office
and
we're
sent
to
chairs.
So
if
a
community
board
decides
that
they
want
to
Endeavor
in
reconstructing
their
bylaws
as
we
had
last
year,
god
it
feels
like
forever
ago,
then
they
can
do
so.
C
G
D
To
re-clarify
that
Community
boards
have
their
own
bylaws
and
then
the
borough
board
must
have
their
own
bylaws.
Okay.
So
when
I
say
Saga
is
just
that
we
started
with
1977.
We
did
some
work
on
that
and
then
we
put
that
to
the
side
and
now
we're
starting
in
2007..
Oh
yeah,.
D
F
K
All
right
can
folks
hear
me
fantastic
all
right.
So
first
thing
good
evening,
happy
Monday
second
thing:
I
see
some
people
wearing
next
gear.
You
did
a
good
job
in
game,
one
so
we'll
see
what
happens
game
two,
all
right.
So
there's
a
few
things.
So
the
first
thing
is
on
April
3rd.
We
did
have
our
16th
annual
youth
conference
and
we
had
54
organizations
that
showed
up
in
over
400
students
who
attended,
and
so
the
first
thing
is
a
huge
shout
out.
K
I
had
said:
there's
many
people
to
thank
I
was
hilariously
told
the
Oscars
music
would
play
if
I
go
too
long,
so
I
will
not
do
that,
but
in
no
order
Brooklyn
College
definitely
gets
a
huge.
Thank
you
for
letting
us
use
their
facility
also
to
every
single
person
who
showed
up
it
didn't
matter.
If
you
were
an
official
community
board
member
or
not,
if
you're
a
citizen
and
you
had
a
pulse
and
you
showed
up
and
helped.
Thank
you
from
the
bottom
of
my
heart
and
our
heart.
K
The
other
thing
too,
is
Sarah
and
Patricia
getting
getting
shout
outs.
You
get
another
shout
out
again,
because
what
you
two
did
was
phenomenal
another
shout
out
to
everyone
here
as
well:
district
manager,
Sean
Campbell.
Yes,
thank
you
very
much
and
also
too
they're,
not
here,
but
you
know
a
shout
out
to
the
organizations
and
the
students
themselves
right
because
they
came,
they
were
engaged
and
also
Council
women,
pharah
Lewis
and
Rita
Joseph.
They
showed
up.
They
participated
in
the
meetings
mark.
Thank
you
as
well
for
the
recording
of
the
scenario.
K
So
so
many
people
were
involved.
So
a
big
shout
out
and
thank
you
for
everybody
who
played
a
role
in
making
the
April
3rd
event
a
very
successful
and
productive
one.
The
second
thing
is
the
next
committee
meeting
for
the
Youth
Education
Services
and
libraries
is
going
to
be
on
May
1st.
That's
a
Monday,
very
high
level.
The
agenda
will
be
two
things:
it'll
be
a
recap
of
how
the
April
3rd
event
went
and
then
also
there's
another
agenda
item.
That's
going
to
be
about
the
CEC
and
also
why
vote
next-gen.
K
So
that's
going
to
be
on
Monday
May,
1st
time
hasn't
been
posted
yet,
but
that's
coming,
and
then
the
last
update
too,
is
just
in
case.
Folks
may
not
be
aware
of
all
the
various
things
happening
with
the
upcoming
budget.
So
as
of
late
March,
the
current
mayor's
budget
proposal
does
have
a
20
million
proposed
20
million
dollar
budget
cut
proposed
across
all
libraries
in
the
city
and
out
of
that
proposed
20
million.
K
The
Brooklyn
Public
Library
system
is
projected
to
have
about
10
million
of
that
20.,
and
so
that's
where
things
are
as
of
late
March
and
so
the
person
and
head
of
the
Brooklyn
Public
Libraries
has
said
you
know
there
are
concerns
if
that
happens,
and
so
I'm
just
letting
you
know
that's
where
things
are
as
of
late
March.
Okay,
so
that's
it
for
me
on
the
updates.
D
Thank
you
very
much
for
that
report.
The
next
report
will
be
from
Community
environment,
cultural
Affairs
and
economic
development.
Dwayne
will
not
be
joining
us
for
the
report.
I
apologize.
L
That's
a
little
bit
better.
Can
you
hear
me?
Okay,
let's
see
later
meeting
on
March
28th
and
it
was
a
stinky
one,
because
we
had
dsny
come
back
to
revisit
the
trash
set
out
time
changes
remember
they
came
and
presented
to
the
full
board
and
everyone,
you
know,
was
sort
of
scratching
their
head
saying.
Well
what.
L
And
they
claim
that
it's
going
to
yield
cleaner
streets,
fewer
rats
and
if
you
want
to
hear
their
exact
presentation,
just
look
it
up
on
our
YouTube
channel.
We
still
had
a
number
of
concerns
and
Sean
wrote
a
brilliant
letter
to
commissioner
Tisch
and
I
recommend
I
mean
maybe
just
sending
that
out
to
the
rest
of
the
board,
otherwise
I'm
just
going
to
read
a
few
of
the
highlights,
because
so
many
people
have
contacted
me.
L
You
know
privately
with
questions
about
this,
so
the
points
that
she
had
made
in
particular
like
we
have
54
dead,
end
streets,
which
means,
if
you
have
two
trucks,
that
back
and
forth
back
and
forth
every
time
that
beeping
goes
off.
She
wants
to
be
sure
that
we're
not
gonna
have
midnight
tours
where
they're
going
off
all
the
time
in
54,
Streets
back
and
forth.
L
We're
on
this
is
a
great
line.
We
are
unpersuaded
the
dsny
conducted
robust
Outreach
to
buildings
regarding
the
option
to
take
the
four
to
seven
a.m.
Pickup
the
set
out
times
and
related
rules
seem
especially
burdensome
on
local
businesses,
and
she
gives
like
whole
paragraphs
explaining
it's
really
quite
brilliant,
just
sort
of
just
tossing
it
out
there.
You
know
just
like
three
or
four
more
points
here:
brilliant
ones
that
she
made.
The
plan
is
not
well
designed
at
least
and
not
fully.
Realized.
L
Enforcement
should
only
pertain
to
bags
that'll
go
out
too
early
and
not
the
bags
that
go
out
too
late
and
dsny
was
you
know,
I
mean
wait
till
midnight
and
put
it
out,
and
you
know
they're
really
going
to
come
and
ticket
you
because
you
put
it
out
at
midnight
and
then
in
particular-
and
this
was
a
big
issue
with
the
religious
holidays
and
the
religious
rights
they're.
Not
everybody
can
get
out
there
to
do
it
at
certain
times
and
they
did
say
that
they're
trying
to
address
that.
But
we
just
stressed
it.
L
You
know
more
and
more
and
then
the
last
thing
is.
The
enforcement
begins
on
May,
1st
and
Sean
noted
that
we
really
feel
that
with
the
current
status
and
the
disruption
that
it
could
potentially
cause
that
that
date
should
be
pushed
back
for
enforcement.
So
again,
if
you
want,
you
can
watch
the
whole
meeting,
you
can
watch.
You
know
dsny's
presentation,
but
that
was
I.
Think
a
great
takeaway
and
appreciate
all
that.
L
Cool
we
that
was
our
own
actual,
only
actual
scheduled
agenda
item,
but
at
the
request
of
Michelle
Brunson.
Thank
you.
We
Revisited
the
tobacco
and
cannabis
sales
issue
and
Ed
send
came
back
to
answer
questions
as
well
from
his
original
presentation
and
the
result
was
the
draft
motion
that
was
sent
out
to
you
all,
which
is
based
again
heavily
on
Sean's
testimony
to
the
city
council
in
January
and
Dad's
presentation,
so
I'm
going
to
turn
it
over
to
Joanne
to
deal
with
emotion,.
D
And
again
so
the
resolution
was
sent
to
board
members
and
the
reminder
email
along
with
the
minutes,
I
trust
that
you
all
had
an
opportunity
to
read
it.
Are
there
any
suggested
changes
or
Corrections
from
the
floor?
Regarding
the
resolution.
H
D
Is
we're
talking
about
a
cannabis
science?
Well,
this
is
the
resolution
is
twofold:
it's
it's
also
about
unlicensed
tobacco
and
Canada
shops.
D
So
what
the
board
member
is
suggesting-
and
please
correct
me
if
I
misunderstood-
that
to
add
to
this
resolution.
We
would
like
a
a
bullet
point
that
or
in
this
wording
that
ocm
be
more
expeditious
in
their
licensing
process.
G
Those
are
City
permitted
businesses.
This
body
will
hear
from
the
office
of
cannabis
management,
which
is
a
state
entity
and
perhaps
after
hearing
from
the
state
there
might
be
an
appropriate
time
to
redo
a
more
ocm,
cannabis,
focused
resolution
or
letter,
or
whatever
document
seems
appropriate
after
hearing
from
that
agency
and
not
sort
of
jump
the
gun,
if
you
will
just
an
idea.
D
Did
you
then
want
to
retract
your
suggestions?
Okay,
thank
you
any
additional
Corrections
or
comments
to
this
resolution.
Yes,.
O
L
Oh
here
it
is
here's
the
line
a
way
to
prevent
companies
from
Simply
switching
business
names
to
avoid
enforcement
needs
to
be
explored.
That's
what
Ed
was
telling
us
is
one
of
the
main
ways
that
they're
able
to
dodge
it.
Aside
from
illegally.
You
know
snapping
the
locks,
they
just
do
a
DBA,
and
you
know,
in
a
matter
of
a
week.
B
O
M
Because
I
live
there
working
with
that
shop
to
address
what
he's
saying,
if
there
is
nothing
in
this
resolution,
that
recommends
that
once
a
facility
or
an
establishment
is
padlocked
by
the
police,
whatever
legal
processes
that
are
brought
up,
that
if
they
were
to
somehow
reopen
illegally
immediately
after
that,
that
would
the
procedure
to
re-padlock
them
would
not
have
to
be
this
whole.
It's
that
older
risks
have
to
go
back
around
the
whole
circuit
to
figure
out
who's
now
responsible
to
go
and
evict
them
from
this
location.
D
M
B
B
D
So
I'm
gonna
bring
to
I'm
gonna
bring
this
question
to
the
rest
of
you.
So
we're
going
to
add
in
the
sixth
paragraph
to
this
resolution,
nuisance
abatement
proceedings
need
to
be
rationalized
or
a
more
expeditious
and
enforceable.
D
D
D
We
did
it
is
the
ability
to
hold
building
owners
accountable
for
illicit
activities
on
their
premises
should
be
vigorously
explored,
and,
additionally,
we
added
explore
expanding
zoning
group
designations
along
commercial
corridors
that
further
specify
use
and
limit
the
incongruity
caused
by
smoke.
Shops
near
schools.
Houses
of
worship,
congregate,
housing,
Etc.
O
Yes,
hi
one
question
I
have
is.
G
That's
actually
that
came
out
of
the
out
of
the
public
hearing
that
I
attended
at
city
council
that
the
Sheriff's
Office
was
having.
There
were
what
the
amounts
that
are
being
sold
in
the
stores
doesn't
match
up
to
what
the
law
says.
You
can't
you
know
the
different
criminal
levels
of
sales
on
the
street,
so
I
don't
know,
as
specifically
as
others
might
and
if
you
feel
like,
we
don't
have
enough
Clarity
to
include
it.
We
we
can
either
explore
it
before
ratifying
the
motion
or
strike
it
or
turn
to.
F
A
little
bit
I've
been
in
the
drug
industry
for
50
years.
It
might
address
the
issue
of
what's
called
standardization
in
drugs,
where
one
person,
if
I
compare
it
to
be
or
somebody
could
have
a
five
percent
beer
and
an
eight
percent
beer
they're,
both
beers
but
they're
different
standardizations.
You
could
have
a
a
regular
Tylenol
and
an
extra
strength
tile
and
all
they
have
different
amounts.
One
has
a
325,
it
has
a
500
milligram,
that's
not
done
yet,
and
so
that
might
be
addressing
the
the
strength.
D
F
O
O
O
E-Cigarettes
at
all,
so
this
also
I
think
touches
on
some
new
cigarettes.
I
just
want
to
make
sure
that,
with
this
effect,
like
Bodega
sauce,
what.
D
We're
trying
to
address
in
in
this
paragraph
This
resolution
is
that
the
marketing
of
exotic
snacks,
particularly
ones
that
come
from
Japan
so
on
and
so
forth,
are
very
prevalent
in
some
of
the
Cannabis
shops.
And
so
what
what
we're
trying
to
curtail
is
the
the
attractiveness
of
the
Exotic
products
in
a
place
where
you're
supposed
to
be
21
and
Over.
L
Noticed
at
least
in
one
on
Church
Ave,
where
they
have
skateboards
and
Japan
to
make
figures,
and
you
know
you
just
wins
it
just
makes
you
cringe.
Knowing
that
you
know
they're
cross
marketing
with
you
know
the
weeds
that
they're
selling
out
in
that.
So.
D
If
I
may
offer
some
language
on
that
paragraph
products
that
can
be
purchased
by
a
Miners
and
soda
and
snacks
should
be
sold
in
separate
establishments
from
the
smoke
shops.
How
did
that?
Do
you
do
okay?
So
that
is
the
question
that
I
am
putting
to
the
floor.
Do
I
have
a
motion
to
approve
that
change
to
this
resolution.
D
This
resolution,
with
the
two
changes
to
paragraphs
6
and
paragraph
nine
as
I,
have
spoken
them
to
you
before
motioned
and
carried
do
I.
Have
a
motion
to
adopt
the
resolution
as
corrected
here
tonight.
E
D
D
I
just
want
to
say,
oh
resolution
passes.
Thank
you
very
much.
L
You
got
30
seconds.
My
friend,
that
is
all
I
need
the
we
were
going
to
have
a
second
agenda
item
at
the
meeting,
which
was
on
the
status
of
public
restrooms
in
New
York
City,
which
gathers
now
been
postponed
either
May
or
June.
L
L
Q
Good
evening,
everyone
good
evening,
you're
working
okay
good
evening,
thank
you,
chair
Brown
and
district
manager.
Sean
the
whole
entire
board.
Happy
to
see
you
all
happy
to
see
everyone
here
today:
I'm
councilmember,
Fair
Lewis,
representing
District
45.
I'm,
here
with
my
staffer
Kayla
Osborne
and
I'm
I'm,
just
very
happy
to
hear
you
all
are
submitting
a
resolution
regarding
illegal
smoke,
shops
and
cannabis
boutiques.
The
council
ourselves
has
been
having
a
tough
time
with
ocm,
so
we
submitted
some
bills
which
I'm
a
co-sponsor
on
I
just
quickly
want
to
share
it.
Q
One
is
in
regards
to
enforcement
of
landlords
that
allow
illegal
smoke
shops
in
the
city
of
New
York.
That
is
being
heard
in
committee
I
believe
next
week.
So
stay
tuned
and
we'll
email
you
about
that
and
the
other
one
is
in
regards
to
Illegal
smoke,
shops
and
cannabis
boutiques
in
the
city
of
New
York,
and
asking
the
state
to
put
together
a
real
program,
and
we
should
be
having
more
conversations
with
the
state.
Q
But
again,
we've
been
having
a
tough
time,
having
conversations
with
ocm,
so
we're
going
to
be
taking
a
more
proactive
and
aggressive
approach
on
that
and
look
forward
to
working
with
you
all
on
that
really
quickly.
I
just
wanted
to
also
share
with
you
all
we
put
together
a
transportation
highlight
just
so
that
every
community
board
is
aware
of
our
transportation
initiatives
in
the
district
and
what
we've
been
working
on.
Q
So
we've
been
working
with
commissioner
Rodriguez
just
to
address
a
lot
of
Transportation
issues
happening
in
our
district,
so
I'll
have
some
highlights
at
the
table,
but
we'll
also
email
it
to
you
all.
All.
We
did
a
walkthrough
of
cb14
and
cb17
areas
where
we
have
more
of
our
issues
in
District
45
and
having
a
conversations
on
Bike
Share
car
share,
as
well
as
restructuring
Flatbush
Junctions
traffic.
Q
So
I
wanted
to
quickly
share
that
with
all
of
you
and
let
you
all
know
what
we've
been
working
on
in
addition
to
that
I
know
it
was
mentioned
already,
but
we
want
to
send
the
rats
packing
so
there's
new
times
for
us
to
be
putting
out
our
trash
that
started
on
April
1st
from
6
to
8
PM.
But
if
you
have
any
issues
you
happen
to
get
a
ticket,
please
email
call
us.
We
would
love
to
support
you
in
that
effort
and
there
are
two
bills
that
we
just
introduced
in
the
city.
Council.
Q
One
is
on
screen
Android.
If
you
all
know
it
it's
for
seniors
and
disabled
people
and
that's
to
increase
the
income
amount,
because
what
we've
been
noticing
due
to
a
study.
There
are
seniors
that
actually
make
more
due
to
retirement
and
don't
have
access
to
screen
so
that
they
could
pay
for
their
rent.
So
we
increase
we're
asking
the
state
to
increase
that
amount,
and
the
second
bill
that
we
passed
a
month
ago
was
on
pay
equity,
which
I
can
email
that
to
all
of
you
and
Kayla's.
Here.
Q
If
you
have
any
questions
or
concerns,
feel
free
to
approach
her
and
I
want
to.
Thank
you
all
for
the
opportunity
to
be
a
peer
mentor
to
interview
youth
at
the
youth
conference.
It
was
a
lot
of
fun.
You
guys
do
an
amazing
job
at
this
youth
conference
every
year.
So
thank
you
so
much
and
look
forward
to
continued
partnership.
D
D
Moving
on
to
our
next
Community
report,
housing
and
land
use
committee.
Please.
R
Foreign
everybody
Greg
Alvarez
co-chair
along
with
Talisha
stainville
of
the
housing
and
land
use
committee.
I
just
want
to
make
a
reiteration
of
the
announcement
that
tomorrow
we
are
having
our
meeting
online.
We
have
two
agenda
items.
The
first
was
already
mentioned:
we're
going
to
hear
more
about
the
Brooklyn
comprehensive
plan,
so
we
welcome
everybody
to
join
us
for
that.
R
We
have
John,
Douglas
and
Aaron
Buchanan
from
the
borough
president's
office,
so
we're
going
to
hear
more
details
and
continue
that
conversation
and
then
number
two
we're
gonna
have
William
cooch
one
of
our
planning
fellows
this
year.
Who
is
going
to
report
back
on
his
work
regarding
the
affordable
housing
inventory
program?
So
we
look
forward
to
that
as
well
to
see
what
the
what
the
State
of
Affairs
are
in
our
district.
So
thank
you
very
much
look
forward
to
seeing
you
all
tomorrow,
night
online.
G
S
R
G
We're
gonna
have
the
other,
the
other
fun
for
the
City
of
New
York
planning
fellows
will
be
presenting
their
their
reports
and
that's
Newkirk
Plaza
part
of
it
and
and
Zoning
for
zero
carbon.
A
A
I'm
technically
challenged.
Sorry,
okay,
so
we
have
not
had
a
meeting
but
I
hear
that
things
are
in
the
works
for
May.
So
yes,
yes,
anything
but
nothing
solid.
Yet.
G
A
Though,
if
you
want
to
announce
the
yeah
sure.
N
Okay,
by
the
way
that
is
that's
that's
about
for,
like
overdoses,
right,
yes,
so
Sarah
asked
us
to
make
an
announcement.
N
Marie,
Antoine,
Pierre
I
was
a
resident
and
founder
of
Carmel
depression
and
anxiety,
Wellness
Foundation
and
she
is
hosting
an
event.
Love
your
mind
and
body
on
April
22nd
and
there's.
H
N
Flyer
is
it
on
our?
Is
it
on
our
website
by
any
chance
this
flyer?
Maybe
we
should
put
it
newsletter?
Okay,
it's
going
to
be
this
coming
Saturday
from
10
a.m,
to
3
P.M
at
PS,
2
45
in
the
parking
lot
249
East,
17th
Street,
that's
the
Carmel
depression
and
anxiety,
Wellness
Foundation
in
collaboration
with
Holy
Innocence
Church
activities
will
include
Health
screenings,
educational
Health
content,
Fitness
demonstration,
Health,
Food
samples,
Cove,
intestine,
testing,
music
and
entertainment
and
more
there
you
have
it.
F
E
It's
it's
both
of
us
florenceia
and
I.
Basically,
they
just
deported
on
our
joint
meeting
for
May
23rd,
which
I'm
not
sure
if
it's
confirmed
but
after
we
went
FDNY
to
come
and
teach
us
a
given
demonstration
of
how
to
do.
Cpr
and
also
the
dynamic
youth
Community
wants
to
give
a
presentation
and
a
Narcan
training,
so
we're
gonna,
it's
not
yet
confirmed,
but
hopefully
that
will
happen.
Thank
you.
P
Thank
you
everyone.
This
is
Steve
Cohen
on
behalf
of
the
transportation
committee.
My
co-chair
at
San
as
well.
I
was
glad
to
hear
hi.
I
was
glad
to
hear
councilmember
Lewis
talking
about
improving
safety
to
the
intersection
of
Flatbush,
Avenue
and
Avenue
H.
That's
that's
important
initiative
so
that
that's
good
to
hear
relatedly,
Summit,
relatedly
Sean
did
a
walk
through
with
DOT
on
another
intersection
in
the
district.
P
That
has
had
a
lot
of
safety
issues
and
that's
the
one
on
Cortelyou
and
Coney
Island
Avenue,
and
so
our
our
next
meeting
is
going
to
be
in
early
June.
P
We
don't
have
a
date
yet,
but
one
dot
will
be
there,
and
hopefully
one
of
the
items
that
they
will
be
discussing
will
be
that
intersection
on
Coney,
Island,
Avenue
and
Cortelyou,
along
with
the
bike
Network
and
maybe
perhaps
one
other
topic
we're
when
the
process
of
figuring
that
out
and
the
last
thing
I
wanted
to
mention,
actually
something
that
councilmember
Lewis
had
posted
on
social
media.
There's
a
related
to
the
Brooklyn
bus
Network
redesign
that
I
I
reported
previously
on
the
online
meetings
that
took
place.
P
There's
going
to
actually
be
a
pop-up
in-person
meeting
next
Tuesday
April
25th
from
3
to
6
p.m,
at
the
Flatbush
Avenue
Brooklyn,
College
2-5
subway
station.
So
if
you
didn't
get
a
chance
to
weigh
in
or
you
have
additional
comments
that
you
want
to
run
by
MTA
feel
free
to
show
up
at
that
meeting
and
let
let
your
voice
be
heard
in
terms
of
bus,
Network
redesign
proposals.
Did
you
have
anything
to
add
all
right?
That's
about
it
from
us
thanks!
D
Thank
you
very
much
for
that
report.
That
concludes
our
reports
from
topical
committees
and
moving
on
to
our
ad
hoc
committee,
the
cb14
Flatbush
African
Vero
ground
task
force.
Our
co-chairs
are
not
here,
so
I
will
do
the
announcements
for
them
on
April
24th,
which
is
next
Monday
New
York
City
Parks,
is
having
a
reimagining
meet
planning
meeting.
Well,
I'll,
wait!
A
two:
is
a
virtual
input
meeting
join
New,
York
City
Parks
to
discuss
to
share
and
discuss
your
ideas
for
the
design
of
the
Flatbush
African
burial
grounds.
D
It's
on
Monday
April
24th
at
6,
30,
Via
Zoom.
We
have
this
supplier
up
in
our
website
and
you
must
register
to
be
part
of
the
input
and
the
QR
code
and
the
link
is
on
our
website
and
then
after
that
on
Thursday
April
27th,
the
cb14
Flatbush
African
Barrow
ground
task
force
is
having
their
own
meeting
and
that
will
be
at
6
30
also
via
WebEx.
We
I
believe
we've
sent
out
that
link,
so
all
are
invited.
D
I
believe
Parks
is
going
to
be
there
as
well,
and
so
we
will
have
a
further
discussion
about
the
the
parcel
of
land,
and
that
concludes
reports
from
the
ad
hoc
committees
before
I
move
into
the
public
session.
I
just
want
to
just
sorry,
yes,
so
the
parks
meeting
will
be
on
Monday,
the
24th
yeah
6
30,
and
then
the
community
board
meeting
will
be
on
Thursday.
The
27th
ultimate
6
30
both
are
remote,
and
we
look
really
look
forward
to
seeing
everyone.
There.
A
B
D
So
again,
remember
on
that
Monday
meeting
the
parks
meeting.
This
is
a
meeting
that
is
being
administered
by
Parks.
You
must
register
with
Parks
so
that
you
can
receive
the
link
before
I
move
up
to
the
public
session.
I
just
want
to
thank
Rayne
Rosenberg
from
the
East
mid
East
Midwood
Jewish
Center
for
hosting
us.
Thank
you
so
very
much.
D
Moving
on
to
the
public
session,
this
brings
us
to
our
public
comment
periods
board.
Members
are
expected
to
remain
for
the
public
comment
period.
The
speakers
can
sign
up
for
time
with
Patricia
olander
at
the
back
of
the
room.
Matters
of
Civic
interests
and
announcements
of
public
events
are
invited.
No
partisan
political
appeals
or
advertising
of
for-profit
Enterprises
are
permitted.
Chief
speaker
will
be
permitted
to
speak
for
up
to
three
minutes
and
may
not
receive
additional
time
from
another.
Speaker
is
directed
to
address
the
assembly
from
the
front
of
the
room
at
the
microphone
here.
D
A
S
Hello,
can
you
hear
me
hello
good
evening,
everybody
I
know
there
was
some
talk
earlier
about
the
proposed
budget
cuts.
Thank
you
for
breaking
the
bad
news
before
I
did,
but
there
was
just
one
correction
to
that:
the
cuts
have
been
increased,
potentially
to
15
million
wow
from
10
million.
Why
was
it
the
last
week?
So,
of
course,
that
was
severely
impact.
The
Brooklyn
Public
Library
service
hours
and
everything
Staffing
I
mean
everything,
so
we
are
still
in
the
early
part
of
budget
season,
so
we're
hopeful.
S
These
will
not
be
as
severely
it's
really
severe
or
limited,
so,
hopefully
no
cuts.
That
would
be
ideal.
So
stay
tuned.
Two
programs
I
wanted
to
talk
about
coming
up
at
the
Kensington
library
in
18th
Avenue.
The
first
is
a
Interactive
environmental
stem
workshops
for
kids.
This
is
on
Tuesdays
I
began
on
April
4th
and
we'll
conclude
on
June
6th,
it's
on
Tuesdays
from
3
30
to
4
30,
and
it's
conducted
by
solar
one
and
made
possible
by
a
grant
from
Con
Edison.
So
it's
a
great
Workshop.
S
S
Great
question:
seven
to
twelve.
Okay,
thank
you
is
registration
required
too.
You
could
go
to
our
website
at
bklynlibrary.org
to
register.
S
Second
program
will
be
tomorrow,
genealogy
Basics,
presented
by
the
Center
for
Jewish
history
and
it's
open
to
all
backgrounds,
and
they
will
be
a
one-hour
program
and
so
we'll
go
help.
Patrons
participants
teaching
the
tools
to
chase
their
family
history.
So
great
programs
tomorrow,
I
have
left
flyers
in
the
back,
both
these
programs
and
we
hope
to
continue
these
types
of
programs
and
services
so
hopeful
the
budget
cuts
will
not
come
to
for
this
year.
Thank
you.
Thank
you.
D
The
next
speaker
will
be
Robert
Mason
from
Brooklyn
lifelong
learning
and
following
Robert
will
be.
T
Hi,
my
name
is
Robin
Mission
I'm,
representing
Brookline,
Brooklyn,
lifelong
alert,
we're
continuing
education
program,
we're
affiliated
with
Brooklyn
College.
Although
we're
not
actually
part
of
the
college
pre-pandemic
our
classes
were
held
on
the
college
campus,
then
we
moved
to
zoom
and
now
we're
we're
kind
of
doing
by
a
little
of
both.
So
some
classes
are
and
soon
some
classes
are
on
campus.
T
We
offer
a
wide
variety
of
classes
on
music
literature.
You
know
they
change
from
semester
to
semester,
but
there's
a
wide
variety
of
things:
they're
interactive
classes,
you
know,
there's
a
presenter
and
a
class
discussion
is-
is
encouraged,
although
not
obligatory.
So
it's
it's
pretty
much.
You
know
you
take
it.
What
you
like
from
the
program,
you
don't
have
to
pre-register.
You
could.
If
a
class
title
interests
you
you
can
check
it
out,
you're
not
obligated
to
keep
coming.
So
it's
really
whatever
you
would
like
to
do.
T
We
also
have,
besides
for
the
classes,
Museum
trips
that
are
led
by
a
docent
from
the
museum
that
takes
people
around
and
you
know,
tells
about
specific
exhibits.
At
the
Museum
same.
There
are
walking
tours.
We
do
luncheons.
There's
a
theater
trip
down,
I
think
it's
to
Bucks
County.
So
there
are
a
lot
of
other
activities,
a
lot
luncheons,
and
so
you
know
we
find
our
classes
are
during
the
day
during
the
week.
T
So
it's
most
of
our
members
are
retirees,
but
if
your
schedule
allows
you,
so
anyone
is
welcome,
let
me
see
anything
I'm
leaving
out.
Well,
that's!
Basically,
if
we
have
a
website
to
run
some
flyers
at
the
table
and
there's
a
website
and
there's
a
phone
number.
So
if
you
have
some
questions,
feel
free
to
call
and
and
have
your
questions
answered.
Thank
you
for
allowing
me
to
speak.
Thank.
D
You
next
is
Alex
Lavin,
followed
by
Kenya
Cummings.
U
Thank
you
good
evening,
everybody
good
evening.
Norman
I
take
up
30
seconds
for
my
three
minutes
because
most
of
our
information
from
the
congresswoman
again,
my
name
is
Ellie
slavin
I'm,
Community
liaison
for
congresswoman
Yvette
Clark.
So
most
of
our
information
is
on
clark.house.gov,
so
I
tried
not
take
up
too
much
time.
However,
I'll
make
a
little
exception
on
you
60
seconds
of
my
33
minutes.
So,
first
of
all,
congratulations
on
the
youth
conference.
U
I
was
there
with
my
co-worker
Orlando
Ross,
who
I
was
with,
and
it
really
was
like
I
just
told
the
council
member
I
gave
her
four
stars:
I
watched
it
away,
Mark
interview,
it
was
very
interesting
and
congratulations
was
very,
very
heartwarming.
Okay.
So
now
the
Congress
room
is
beginning.
Now,
a
listening
tour
of
all
our
community
boards
in
our
area.
I
think
we
have
10..
We
had
one
last
a
month.
Community
board
12
was
very
successful.
U
We're
trying
to
expand
it
so
we're
going
to
have
one
with
community
board
14,
and
this
chair
is
involved
in
setting
this
up.
U
It's
going
to
be
Thursday,
March,
4th
6
to
8,
P.M
there'll,
be
a
flyer
and
with
information
of
location
and
more
detailed
information
on
that
I
also
left
some
flyers
on
the
table,
we're
having
four
actually
three
events:
2023
virtual
tax
clinics,
so
on
Thursday,
the
13th
of
April,
which
is
tomorrow
from
12
P.M
to
1
p.m,
General
filing
and
seniors
tax
tips,
then
on
Tuesday,
18th,
April,
2023,
12,
P.M
to
1
pm,
small
business,
self-employed
and
gig
economy
workers
and
finally,
Tuesday
April
25th.
U
We
keep
from
12
P.M
to
1
p.m,
non-profits
and
faith-based
organizations.
This
can
be
seen
at
our
webinar
on
Facebook,
Twitter
and
YouTube,
and
at
rep,
Yvette,
Clark
and
again
Clark.
That
house.gov
is
our
website.
So
again,
thank
you
for
having
me
and
if
you
have
some
time
to
participate
in
these
virtual
showings
I
left
flyers
on
the
table
for
you
to
take
good
night.
U
H
J
Hello:
everyone,
my
name,
is
Kenny
Cummings
I
am
the
program
manager
for
eye
of
Caribbean,
which
is
a
multi-disciplinary
venture
that
showcases
Korean
culture,
film
and
art.
I
have
two
programs
that
I
would
like
to
share.
We
have
with
the
success
of
our
plants
of
little
Caribbean,
exhibit
at
Brooklyn
Garden.
J
We
were
able
to
expand
that
exhibit
and
have
a
treason
which
trees
of
super
Bean
is
a
exhibit
from
February
20th
to
December
17th
at
Brooklyn,
Dental
garden
and
is
showcasing
all
of
the
Caribbean
trees
and
plants
alike,
and
we
have
activations
in
occurring
almost
every
week
we
have
one
coming
up
in
May
for
their
Weekend
In
Bloom
as
well
as
we
have
a
on
May
5th.
We
are
opening
up
at
Governor's
island
with
the
Caribbean
house.
J
A
lot
of
our
events
can
be
found
on
our
social
media
I'm
here
being
as
well
as
little
Caribbean.
So
we
hope
to
see
you
all
there
at
first
kindergarten
as
well
as
Governor's
Island.
D
V
Hey
everybody,
how
you
doing
it's
great
to
see
everyone
in
person.
I
think
this
is
the
first
time
the
community
board's
been
in
person
in
a
while.
Is
that
yeah?
Okay,
great
to
see
everyone
in
person?
I
have
I.
Think
four
announcements
to
make
of
events
coming
up.
Two
of
them
are
regular
events
that
I
want
everyone
to
know
about
so
we're
at
1711,
Gravesend,
Neck
Road,
now
right
on
the
first
floor
so
so
feel
free
to
drop
by
one
of
our
regular
events
is
every
Thursday.
V
We
do
have
social
worker.
We
have
an
entitlement
screening,
so
if
you're
in
the
district
I
know
we
have,
we
have
13
15
and
some
community
board.
14
is
in
the
district.
So
if
you're
in
the
district
community
board
14
and
and
if
you
feel
you
would
benefit
from
entitlement
screening
with
social
worker
from
short
front
wide,
stop
by
that's
every
Thursday
and
then
today
we
actually
started
with
it.
With
a
group
called
veteran
advocacy
project.
V
We
started
to
do
a
veteran-based
one
and
that's
more
geared
towards
VA
claims,
paper,
discharges
and
stuff,
like
that.
I'm
an
army
veteran
myself
on
this
one.
Since
we
don't
do
the
the
schedule-
and
it's
it's
done
directly
with
the
veteran
advocacy
project,
if
you're
not
in
the
district-
that's
that's!
Okay,
because
there's
not
there's
not
a
ton
of
veterans
population
wise,
so
it
will
usually
be
a
lighter
turnout
and
that
will
be
once
a
month.
V
Probably
every
Monday
was
this:
the
third
Monday,
probably
every
Monday
third
Monday
once
a
month
and
we'll
adjust
that
as
we
go
and
then
so.
Those
are
the
the
regular
standing
events
and
then
two
special
events
coming
up.
One
is
the
bend
shade
for
co-naming,
which
I
believe
went
through
this
community
board
and
that
is
going
to
be
at
4
pm,
Sunday
April
30th
at
4
pm,
so
that
will
be
at
Avenue,
N
and
East.
V
15Th
I
believe
the
northeast
corner
and
then
also
on
April
30th
I
might
have
to
pull
my
phone
for
this.
So
we'll
be
putting
a
flyer
up
for
that
very
soon,
and
then
this
other
one
is
also
on
April
30th.
It's
not
in
community
board
14,
but
it's
nearby.
V
It's
a
drive-in
movie,
theater
and
I.
One
second
I
have
to
pull
this
up
who's
seen.
Lyle
Lyle
Crocodile
anyone,
okay.
P
V
That's
going
to
be
playing
bear
with
me
to
add
up
that
is
going
to
be
at
7
30
that
same
day
and
I
want
to
get
the
address
out.
V
We'll
be
posting
this
one
too
for
sure
sorry
about
this
Lila
wild
crocodile,
that's
gonna
be
a
bit
at
Manhattan,
Beach,
Park,
Park,
Sunday,
April
30th
same
day,
7
30
p.m,
and
that's
at
760,
Oriental
Boulevard
in
Brooklyn
and
I'm
available
at
extension,
105
in
the
district
office
Council
wanted
vernikov
sends
her
best
regards
and
congratulations
on
on
a
great
youth
conference
and
feel
free
to
to
grab
me
after
this.
If
you
have
any
questions.
D
Our
next
registered
speaker
from
assembly
member
Weinstein's
office-
he
left,
okay
and
I-
just
wanted
to
acknowledge
that
from
D.A
Eric
Gonzalez's
office
Judith
Dustin
has
come
to
visit.
Would
you
like
to
speak?
Yes,
she
will
be
our
next
pre-registered
speaker.
W
Good
evening,
everyone,
how
are
you
good
evening?
Okay,
I'll,
be
brief.
Well,
I
just
wanted
to
bring
you
on
behalf
of
our
D.A
Eric
Gonzalez.
He
makes
his
greetings
and
he
wants
to
let
you
know
of
two
events
that
we're
having
well.
One
of
them
is
the
we're
having
a
National
XR,
take
back,
meaning
that
you
know
prescription
drugs
that
you
do
not
believe
laying
around
the
house.
W
They're
expired
all
right,
pretty
good
yeah,
Mercy
Academy,
just
to
forget
about
it,
but
then
again,
sometimes
these
dresses
are
harmful
to
children
or
even
people
who
are
of
age
who
misuse
it
for
of
substance
abuse.
So
we
want
to
take
back
these
medications
that
you
have
laying
around
and
don't
leave
them
in
your
house,
because
we
don't
want
to
have
an
epidemic
of
people
who
are
being
stronger
on
things
that
they
shouldn't
be
so
turn
your
unused
or
expired
prescription
medication
for
a
safe
disposable.
W
It's
going
to
be
Friday,
21st,
9
A.M
to
4
P.M,
so
we
have
dropper
locations
where
you
can
drop
them
off.
We
have
them
all
over
our
Brooklyn
all
over
booking.
So
please
take
a
a
flyer.
We
also
have
a
gun
back
by
a
good
bike
back
program.
That's
happening
in
the
district
as
well,
not
too
far,
so
thank
you
all
have
a
good
night
thanks.
