of
this
meeting
is
to
hear
public
testimony
with
respect
to
agency
preliminary
budget
responses
to
community
board
14's
recommendations
for
the
city
fiscal
year,
2024
capital
and
expense
budgets
copies
of
the
boards
priorities
with
agencies.
Responses
as
they
appear
in
the
register
of
budget
requests,
are
available
on
the
cb14
website
and
were
distributed
to
the
board
with
prior
meeting
notices
and
reminders.

that
members
of
the
public
we

to
speak
at
this
matter.
There
are
no
pre-registered
speakers

Members
should

the

Yeah
highlights
are
perhaps
low
lights,
but
just
to
kind
of
remind
everybody
of
the
of
the
process
and
and
how
we
get
here.
We
do
we
collect
requests
or
ideas
from
members
of
the
community
throughout
the
summer.
We
then
hold
an
early
fall
hearing
on
Community
input
on
our
budget
requests.
We
then
compose
those
priorities
using
the
the
resident
input
and
and
other
data
points
and
Service
delivery,
and
all
of
that
into
our
district
needs
statement
with
our
budget
priorities.

Those
budget
priorities
go
back
for
a
second
Autumn
public
hearing
and
are
approved
through
the
public
hearing
process
to
submit
we
submit
that
usually
late
October,
and
then
we
get
the
preliminary
budget
with
the
agency
responses
to
our
budget
priorities
in
the
winter.
We
then
respond
to
those
responses
in
what
is
called
the
letter
of
comment
which
we
choose
to
bring
to
a
public
hearing.
That's
where
we
are
now.
This
is
not
a
required
public
hearing,
but
it's
been
the
practice
of
the
board
to
always
have
it.

Planning
are
the
two
agencies
that
lead
this
Charter
mandated
process
and
have
continued
to
promise
US
that
if
we
put
this
extra
work
into
the
district
needs
statement
and
budget
priorities,
we'll
get
healthier
responses
from
the
agencies,
so
for
OMB
to
respond
with
our
request
for
an
increase
in
the
Baseline
budget
by
telling
us
what
our
budget
already
is
was
frustrating
and
and
I
think
that
my
word
choice
in
the
draft
comments
was.
Oh
the
word
unfortunate.

So
this
is
really
an
exercise
in
still
continuing
to
try
to
get
the
city
to
get
the
agencies
to
respond
in
a
way,
that's
meaningful
and
helpful,
and
that
rewards
public
input,
because
this
is
the
only
part
of
the
process
that
includes
direct
public
input.
City
council
members
don't
hold
their
own
public
hearings,
agencies
don't
hold
their
own
public
hearings,
and
so,
if
the
city
truly
values
Community
input,
there
should
be
more
value
placed
on
this
end
of
the
of
the
process.
So
let
me
see
I
kind
of
that's.

So
we're
trying
to
figure
this
out
on
the
claims,
side
and
I
think
I've
presented
at
in
previous
years
that
the
city
never
saves
money
by
by
not
funding
a
robust
forestry
program.
They
end
up
paying
it
out
at
the
end
of
the
year
in
in
claims,
which
also
represents
the
you
know:
property
damage
and
sometimes
injuries,
and
sometimes
worse.
So
that's
our
big
statement.
There
yay
Uma
is
funded,
but
there's
a
comment
in
there.

You
know
dot
and
trench
restoration
and
oh,
that
was
a
good
one
too,
that
we
asked
for
funding
to
repair.
Road,
Bridges
and
Dot
said
that
our
requests
for
bridge
repair
weren't
at
contiguous
locations,
which
sort
of
suggests
that
maybe
they
don't
know
what
a
bridge
is
because
the
contiguous
Bridge
is
a
road
or
something
other
than
a
bridge.
So
that
was
frustrating
Newkirk
Plaza.
We
just
keep
going
back
at
that
Department
of
Sanitation
I'm
concerned
about
they
are
still
not
fully
funding
manual,
litter,
Patrol
and
I.

low

was
just
because

responses
were
so
bad
or
just
like
you

kind
of
just
shoved
us
away,

like

way,
even
though
we
didn't

not
granting
our
request,
I
thought
they
provided
some
good
information
in
response
to
capital
budget
request.

generators
being
installed
throughout
Firehouse
prior
houses,
and

point

to
be
addressed.

know
before
those
things
can
happen,
so
some
thought
has
to
be
given
to
that.

if
you

we
wanted

idea
behind
this
letter
is

upgrade
projects
are

14

which
ones
are
pending

what

not
on
the

needs
to
be
done
just

better
kind

layout

those
firehouses.

a

would
appear
that

capital
number

request

Precinct
house
also

mirrored

They
seem
to
be
almost
identical.
Are
you
aware
of
that?

there
a
difference
and
then
the
final
one
for

under
expenses,
where
you're
requesting
staff
and
I'm
wondering
what
the
hold
up
on
you
hiring.

NYPD
that
further
study
is
needed
is

ludicrous.
There's
no.

study

needed
on
what
the
precinct
needs
in
terms
of
repairs,
because
it's
all
goes
to
them
in
the
form
of
a
work
order
when
something
breaks
down,

it's
Sergeant,
Rios
or
somebody
in
admin
sends
them
a
work
order.

they
don't.

need
any
further

this

hearing
is

strategy
to
get
this

we

enough
people
in
high
places

well

finally

moved
forward,

think
we
need
a
strategy
and
we
need
a
course
of
action.
So
if
we

a

us

map

Parkside
Plaza,
just
on
the
edge
of
our
district,
has
a
similar
layout.
It's
dot
prefers
to
sort
of
reclaim
streets
for
pedestrian
plazas,
so
any
place.
Any
street
that
had
been
trafficked
used
by
cars
makes,
but
that
can
be
turned
into
a
pedestrian
Plaza's
Dot's
first
priority
in
order
to
expand
pedestrian
use
of
of
the
public
right-of-way,
but
where
they
have
done
plazas,
where
a
plaza
already
exists.
Parkside
is
one
of
the
examples
I
know
of
and
I
think
there
was
also
there's
one
in
Fort
Greene.

So
we
do
try
to
use
that
as
the
example.
The
difference
is.
Is
that
there
isn't
a
lease
on
that
sidewalk
by
another
agency.
You
know
that
has
utilized
the
space.
You
know,
like
Transit,
actually
put
40
million
dollars
into
Newkirk
Plaza
at
one
point
to
to
refurbish
the
plaza
using
the
argument
that
the
surface
of
the
plaza
needed
to
be
restored
in
order
to
help
maintain
their
ass
assets,
which
lied
beneath
so
that
was
their
their
word.
Smithery
that
allowed
them
to
invest
in
the
plaza
but
dot.

Then
EX
considers
that
investment
sort
of
as
proof
that
its
transits
property,
so
you
know
you
know
it's
gone
back
and
forth
for
30
years
right,
it's
for
30
years
and
only
about
10
years
ago
was
there
a
DOT
pedestrian
Plaza
that
I
felt
gave
us
a
better
hook,
so
we're
still
trying
to
stay
hooked
onto
that
hook
and
and
I'm
hoping
that
Lucy
Phillips's
report
will
help
sway
it
and
and
I
think
you
know
it's
not
like.
Dot
has
put
money
into
it
and
Dot
would
come
here
if
they
were
here
now.

They'd
be

hasten
to
add
that
they
actually
have
provided
FDC
with
funding
for
programming
and
funding
for
there's
a
maintenance
contract
so
that
you
know
litter
is
being
collected,
but
I

don't
think
it
solves

problem

ultimate
purview
over
you

space
should
be
under
a
public
agency,
so
we
continue
to
push,
and
you

Greg
Alvarez
did
some
work
on
this
for
a

MTA

super
complicated.

committee

presidents
offices,

district
managers

the

spoke
there

request
for
a
baseline
budget
increase
and
the
difference
between
the
growth
and
most
other
City
agencies
which,
during
that
same
20-year
period,
community
board
city-wide,
decreased
by
11
and
that
it
you
know
it's
a
really.
It's
a

very
engaged
committee
and
our
own
kelman
Yeager
doesn't
serve
on
the
committee,
but
came
for
the
came
for
the
hearing
and
supported
district
managers
with
you

some
softball
questioning.
So
we
appreciated
that
we're
following
up
with

government
Ops
Committee,
in
order
to
continue
the
conversation
regarding
our
needs,
which
also
include
translation
and
interpretation
support.

we
had
a
follow-up
meeting
with
CEC
at
this
time,
being
the
Civic
engagement
commission
on
on
our
need
for
language
assistance,
language
access
assistance
and
so
we're
continuing
that
conversation
with
them,
which
it
will
either
appear
in
the
form
of
a
baseline
budget
increase,
but
also
more
likely
in
the
form
of
another
agency,
providing
that
support
through
something
other
than
the
the
call-in
line.

also
went
to
the
CEC
this
time
the
Community
Education
Council,
there's
a
lot
of
cecs
in
the
city.

The
CEC
22
legislative
breakfast
Valencia
had
actually
gone
to
a
community
safety
meeting
with
the
CEC
22.
This
was
a
follow-up
to
that
and
we
talked
a
lot
about
crossing
guards
and
the
need
for
more
and
the
need
for
that
to
be
properly
budgeted
so
that
they
can
actually
draw
people
to
that
job,
which
has
been
a
challenge.

Also,
last
Friday
went
to
the
Kings
County
Hospital,
a
Kings
County
Health
Center
legislative
breakfast,
which
was
a
really
great
program
and,
as
some
of
you
might
know,
that's
an
hhc
facility
that
recently
got
Nationwide
accolades
for
their
their
nursing
care.
So
it
was
nice
to
be
a
part
of
that
feel
good
moment.
One
two

you

they're
very
interested
in
making
sure
that
that
the
community
board
is
engaged
with
that
so
stand

for
more
information
and

please
and
participate
when
and
where
you
can,
that
you're
going

youth
conference
coming
up
on
on
April
3rd.
But
let
me
just
say
right
now:
this
will
be
reiterated,
maybe
a
little
bit
but

the
district

Hopefully

early

were
about
six
separate,
burglaries
overnight
when
people
were
sleeping
with
the
same
individual
was
sneaking
in
during
the
middle
of
night
and
stealing
money
Keys,
whatever
you
could
get
his
hands
on
and
running
out
the
front
door
and
back
door,
but
we
set
up
a
whole
apprehension
plan
last
weekend.
This
individual
was
based
in
custody.
It
is
the
same
individual
that
was
responsible
for
the
same
type
of
burglary
that
were
happening
last
November
and
December,
but
right
now
I
guess
I
can
happily
say
he's
incarcerated.

They
actually
gave
him
bail,
so
he's
in.
So
thank
God
for
that
and
other
than
that.
What
is
still
happening
also
is.
Is
people
are
mailing
bills,
things
on
their
on
their
personal
checks
and
they're
mailing
their
mailboxes
and
they
sold
mailbox
fishing
going
on
where
individuals
love
being
very
crappy
and
they're
they're
able
to
get
the
mail
out
and
lost
their
checks,
change
the
dollar
amounts
and
people
are
getting
scammed
for
a
lot,
a
lot
of
money.

the
meantime,
if
you
can
still,
if
you're
sending
out
mail
such
as
that,
if
you
could
just
go
to
your
local
postal
office
and
try
to
hand
deliver
it
until
until
the
postal
postal
inspectors
get
that
get

handle

they're
involved
with
the
investigation
as
well,
but
other
than
that,
you
know,
that's
really
the
two
main
themes
that
were
going
on
this
last
month.

response
to
these
storms,
the
U.S
army
of
Engineers
is
investigating
measures
to
manage
flood
risks,
future
flood
risk
in
ways
that
support
the
long-term
resiliency
and
sustainability
and
reduce
the
economic
costs
and
risks
associated
with
floods
and
storm
events.

Canterbury

Civilian
Complaint
review
board,
as
well
as
Jill
Cornell,
who
is
the
community
engagement
specialist
from
the
office
New
York
City's
office
of
Emergency
Management.

She
discussed
the
reasons
for
civilians
to
report
police
officers.
Some
of
the
reasons
were
excessive
excessive
force
used
by
a
police
officer,
abuse
of
authority
and
misrepresentation
of
power,
using
the
threat
to
call
Ice
on
immigrants
and
forceful
removal
to
the
hospitals.
There
are
two
new
additional
that
were
added
to
the
list
that
could
be
used:
sexual
misconduct
and
bias
based
racial
profiling.

said
it
excuse
me
that
civilians
should
check
out
the
right
to
know
act,
which
is
now
a
law
which
states
that
an
officer
must
provide
his

her
name
and
shield

proposed
Brooklyn
bus
redesign
as
it
impacts
bus
routes
that
go
through
our
community
District
limits.
The
MTA
emphasized
that
these
are
just
proposed
changes
and
that
the
MTA
is
currently
soliciting
and
listening
to
community
feedback,
so
there
may
be.
There
may
certainly
be
modifications
as
warranted
as
this
process
continues.
The
first
meeting
of
that
evening
was
attended
by
a
few
dozen
residents.
Second
was
closer
to
a
dozen.

It
was
the
same
content
just
different
attendees,
so
you
know
some
different
questions
and
comments
were
solicited.
One
primary
area
of
feedback
was
there
was
multiple
folks,
including
our
own
board,
member
Joel
Siegel,
who
objected
to
the
express
bus,
liens

Proposal
that
they
rerouted
down
Beverly
rather
than
Cortelyou
Joel,
urged
the
MTA
to
keep
the
bus
going
on
Cortelyou
and
pointed
out
that,

pointed

the
traffic

well
compared
to
Beverly.

One
element
of
positive
Community
feedback
was
the
proposed
new
b-55
that
would
run
between
Kensington
and
JFK
Airport.

expressed
support

that
newly

bus

regard

the
MTA
said
it
would
take
those
comments
and
you

and
use

to
consider

the

with

enslaved
there

people
who
helped
build

connect
that

group
called
New
Yorkers
for
wire
tech
and,
as
the
name
suggests,
we
like
to
stress
wired,
Broadband
connections
over
the
ever
increasing
Wireless
infrastructure,
that
the
city
is
intent
on
building
many
reasons
for
this
health
privacy
and
cyber
security.
What
I've
come
to
visit
with
you
about
is
the
link
5G
poll
roll
out
across
the
city.

These
are
the
32
foot
high
three-story
towers
that
are
meant
to
bring
public
Wi-Fi
and
5G
telecommunications
services
from
five
different
carriers,
install
10
feet,
sometimes
closer
to
residences
in
other
buildings.
You
all
have
four
that
I
see
in
the
data
set
and
I'm
admitted
I'm
a
little
confused.
It's
not
in
the
most
recent
data
set
that
was
released
by
the
office
of
technology
and
Innovation
and
I'm,
not
sure
why
that
is
perhaps
they've
built
them
or
perhaps
they've
decided
against
them.

But
in
any
case
we
believe
all
Community
boards
should
be
aware
of
the
rollout
and
that
other
community
boards
have
started
taking
a
stance
on
them.
Many
communities-
Bushwick
Brooklyn,
for
instance,
which
has
a
huge
amount

pipeline
over

believe
many
already
installed
and
other
Towers
started
to
appear
that
they
had
not
been
informed
of.
So
they
recently
decided
to
take
a
stand
and
issue
a
call
for
a
moratorium
on
any
further
link.

antennas
until
safety
testing
can
be
done
on
all
the
on
the
live
installations.

Other
community
boards
from
a
Manhattan's
Upper,
East,
Side,
West,
Harlem,
Greenwich,
Village,
Brooklyn's,
Bay,
Ridge,
Queens,
Stevie,
one
Astoria
and
others
have
taken
some
form
of
action.
Then
Manhattan
bird
president,
Mark
Levine,
has
also
called
for
moratorium
until
the
public
can
have
more
of
a
chance
to
have
input.
The
public
design
Commission
in
approving
this
pilot
did
say
that
the
communities
should
be
consulted
more
than
just
on
the
placement
of
the
polls,
but
whether
they
wanted
this
project
or
not,
especially
in
residential.

So
I
I
just
wanted
to
stress
the
importance
of
this
at
this
time.
It's
important
to
look
into
right
now,
maybe
even
reopen
the
public
comment.
Period
of
these
have
not
been
installed
yet
because
otherwise
we
will
be
moving
on
to
two
thousand
four
thousand,
possibly
7
500
at
the
as
the
latest
contract
amendment
allows.

are
working
with

experts
who
have

sharing

So
there
is
nothing
small

these
jumbo
polls
they're
going
to
have
five
carriers,
there's
five
tiers
on
them.
That
will
have
transmitting
antennas
now.
What
oti
is
saying
is
that
the
radiation
is
safe,
that
it
meets
government
guidelines.
The
problem
is
these:
government
guidelines
are
27
years
old.

Now,
a
few
years
ago,
the
FCC
said
that
they
didn't
need
to
update
their
1996
limits,
which,
by
the
way,
are
set
on
standards
that
had
been
developed
years
earlier,
based
on
signs
from
the
70s
and
80s,
and
we
sued
the
FCC
regarding
this
issue,
and
we
had
a
favorable
ruling
in
2021.
The
FCC,
which
is
the
authority
that
is
supposed
to
be
regulating
and
ensuring
laws
are
adhered
to.

These
outdated
laws
was
ordered
by
the
U.S
court
of
appeal
of
DC
circuit
to
address
the
impacts
of
radio
frequency
radiation
on
children,
address
the
health
impacts
of
long-term
exposure
and
especially
the
environmental
impacts.
So
far,
the
FCC
has
not
responded.
It's
been
over
a
year
year
and
a
half,
and
really
they
have
nothing
to
respond
with,
because
they
there
is
no
Authority.
That
is
addressing
all
of
the
issues.
The
EPA
was
defunded
in
1996,
from
doing
the
environmental
monitoring,
doing
oversight
and
all
of
those
things
that
you
would
expect
with
an
environment
and.

Saturdays

times

which
is
the
organization
that
does

tax
