C
C
D
Broward
County
County
lost
a
very
staunch
and
committed
Advocate.
This
last
week
in
John
Primo
he
passed
away.
Last
week.
He
moved
from
Detroit
to
Hollywood
when
he
was
a
young
man
and
became
an
institution
in
a
bedrock
in
our
community.
He
was
the
Executive
Vice
President
of
Centennial
Bank
and
one
of
the
leading
members
of
the
South
Florida
finance
committee,
I.
D
A
guy
who
helped
an
enormous
amount
of
people
get
housing
throughout
this
County.
He
was
on
our
Housing
Authority
chaired.
It
has
been
doing
that
with
Liberia
economic
Association
as
well
for
years
and
years,
and
just
really
put
his
heart
and
soul
into
this
community.
I
want
everybody,
just
remember
him
and
he
will
be
missed.
Thank
you,
commissioner.
Vice
mayor,
yes,.
E
E
E
We
he
was
a
role
model
for
so
many
he
quietly
but
effectively
shared
his
kindness
and
his
expertise
with
people
of
all
ages.
We
will
be
remembering
him
Thursday
night
at
the
area
agency,
installation
dinner.
Thank
you.
F
I
just
want
to
briefly,
since
it's
been
a
while
former
Coral
Springs
City
Commissioner
Lou
simaglia
Who
was
a
good
friend
to
the
Northwest
Broward
Community
he's
somebody
who
always
had
a
kind
word,
always
all
over
town
and
I
just
wanted
you
to
keep
Lou
and
his
family
in
our
prayers.
Thank
you.
F
C
You
and
we
also
lost
a
Broward
County
Circuit
Judge,
Linda
Ollie,
who
passed
away
on
January,
the
4th
and
last
but
not
least,
Willie
Clark,
Jr
resident
of
Pompano
Beach,
who
we
just
celebrated
his
106th
birthday
just
a
few
weeks
ago,
has
gone
to
to
be
with
his
Lord.
So
let's
also
remember
in
honor
of
the
brave
men
and
women
who
have
served
and
continue
to
serve
in
our
Armed
Forces,
both
here
and
abroad,
and
thank
them
for
their
service
moment
of
silence.
Please.
C
C
We
have
special
folks
who
actually
are
singing
with
us
this
morning,
not
just
recorded
on
the
on
the
speakers,
Senator
Geller
I'm,
going
to
have
you
introduce
your
performances
and
please
allow
them,
hopefully
to
play
a
little
bit
for
our
Senator
Gallery
over
to
you.
H
Thank
you,
mayor
Fisher
today.
If
you
you
all
will
come
up.
Today's
musical
selection
will
be
a
wonderful
performance
by
Flamenco
guitarist
by
Bob,
Fosse
and
flamenco
dancer,
Maria,
Mercedes
Perez,
as
all
of
you,
maybe
not
the
new
ones.
New
Commissioners
know
who
have
whatever
commissioner
provides
breakfast,
also
picks
the
music.
This
is
a
continuation
of
what
I've
heard
called
the
Geller
Series,
where
I
bring
in
live
music
at
each
one.
H
I
am
the
Broward
County
Commission
representative
to
the
cultural,
Council
and
I
want
to
showcase
all
of
the
live
talent
that
is
receive
grants
from
the
coach
account.
So
I
truly
believe
you
can
tell
a
lot
about
the
soul
of
the
county
by
the
way
they
treat
their
Cultural.
Arts
I
was
I,
don't
know
if
you
know,
but
while
you
were
playing
earlier,
you
were
being
broadcast
throughout
the
floor,
so
the
most
of
us
were
in
our
rooms,
offices,
preparing
saying
boy,
those
are
wonderful
people,
so
we'd
like
to
hear
a
live.
H
Your
a
live
thing
from
you
at
where's,
Phil
I,
want
to
thank
Phil
Dunlap
there.
He
is
I'd
like
to
thank
Phil
Dunlap,
the
director
of
Broward
cultural
Division
and
its
assistant
Ava
Stringfellow,
for
helping
coordinate
today's
performance.
Now,
please
take
it
away:
Bob
Fosse
and
Maria
Mercedes
Perez
foreign.

H
H
C
C
C
H
C
I
C
We
are
now
under
our
proclamations.
We
have
two
proclamations
today,
followed
by
a
presentation
which
I'll
talk
about
momentarily,
but
our
first
Proclamation
will
be
given
to
Karen
swatchbaugh.
It's
a
gezzi,
Appreciation
Day,
commissioner
Bean
fur
will
present
a
Karen
with
that
beautiful
Proclamation.
C
D
All
right,
thank
you
to
be.
D
D
Is
to
recognize
people
that
really
deserve
it.
I
met
Karen
almost
20
years
ago,
when
she
was
working
for
children,
services,
Council
and
I.
Had
a
program
called
Born
to
read
and
I
had
a
chance
to
watch
how
this
how
this
children
services
Council
was
working.
They
went
easy
on
me.
They
weren't
easy
on
me,
but
that
was
okay
in
front
of
you.
You
have
one
of
our
book,
one
of
the
books
from
Children's,
Services
Council
and
what
you'll
see
is
all
the
different
programs.
The
Children's
Services
council
is
doing
Karen.
A
A
D
All
the
people
here
actually
Lee
sorry,
but
these
are
the
architects
of
the
Children's
Services
Council
in
front
of
you
and
it
they've
spent
over
a
billion
dollars
for
the
kids
in
this
community
and
it
has
been
I
think
one
of
the
best
assets
that
this
county
has
ever
had
and
if
we.
D
Have
the
CSC,
then
we
would
be
doing
this
here
and
I
will
tell
you
I,
think
they're
doing
a
much
better
job,
because
it's
they
had
their
focus
is
laser-like
and
they
are
and
and
they
as
you'll,
see
in
in
that
book,
you
see
how
things
are
monitored
and
judged
on
their
effectiveness
and
if
they're
not
being
effective,
they
don't
last
so,
and
part
of
that
is
due
to
the
way
these
people
have
decided
to
to
run
that,
but
the
everybody
else
is
still
working.
D
C
D
D
Was
one
of
the
first
steps?
Thank
you.
It
was
one
of
the
first
staff
hired
for
the
newly
created
Children's
Services
Council,
the
first
director
of
program
services
and
the
first
program
officer
in
which
time,
during
her
14
years
of
leadership
at
the
CSC,
she
helped
build
this
important
Community
Asset
and
created
the
systems
and
processes
that
have
to
date
put
over
one
billion
dollars
in
services
for
children
and
families
of
the
community.
D
And
whereas
in
csc's
first
year,
she
developed
and
released
five
separate
well-researched
procurements
to
address
issues
that
had
been
raised
during
the
referendum
to
create
the
CSC
to
make
sure
the
money
was
getting
out
into
Services
as
quickly
as
possible
and
whereas
upon
her
retirement
from
the
CSC
in
2015,
after
35
years
of
state
employment.
She
continued
her
commitment
to
serving
Children
and
Families
by
working
with
the
United
Way
and
was
a
director
for
Education
initiatives
from
2015
to
2018.
D
and
whereas
in
2016,
Karen
was
appointed
to
the
Children's
Services
Board
by
me,
serving
as
its
chair
from
2018
to
2022
and
in
this
role
deployed
her
many
years
of
experience
and
knowledge
in
helping
the
board
recognize
opportunities
to
collaborate
with
others
and
addressing
issues
facing
children
and
families
and
places
where
Broward
County
leadership
was
needed
and
she
continues
to
serve
on
the
board
for
the
Healthy
Start.
Coalition.
D
Now,
therefore,
be
it
proclaimed
by
the
board
of
County
commissioners
of
Broward
County
Florida,
that
the
board
hereby
designates
Tuesday
January
24th
2023
as
Karen
swartzbache
Appreciation
Day
in
Broward
County,
and
recognizes
her
for
her
multitude
of
accomplishments
and
diligent
life
in
public
service.
On
behalf
of
the
children
and
families
of
Broward,
County.
L
Wow
I
never
imagined
such
recognition
of
my
work
of
my
career
and
I'm
very
honored,
for
that.
I
would
also
like
to
thank
commissioner
for
appointing
me
to
your
children's
services
board
for
the
past
six
years,
I'm
very
proud
of
the
accomplishments
we
we
achieve
during
my
tenure
there.
Many
of
you
served
as
our
County
Commission
rep
during
that
time.
So
thank
you
for
that
service
too.
L
I'd
like
to
take
a
moment
and
introduce
the
folks
that
are
with
me
today
my
wonderful
husband,
Lee
Desi,
my
mentor
and
best
friend,
Cindy
Ehrenberg
seltzer,
secondary
best
friend
Monty
Larson,
the
CIO
for
the
Children's
Services
Council
and
Monica
King,
my
dear
friend,
who
is
the
CEO
of
Healthy
Start,
again
I
I,
it's
been
a
great
ride,
I'm
I'm
blessed
for
the
privilege
of
working
with
all
the
amazing
colleagues
who
have
been
next
to
me
all
along
the
way.
So
thank
you
very
much.
A
picture.
A
N
C
Karen,
thank
you.
So
much
again,
our
second
Proclamation
is
going
to
be
presented
by
our
own
commissioner,
Hazel
Rogers
Haiti
Independence
Day
be
presented
to
Mayor
Samson
Berglund
from
the
city
of
North
Lauderdale
and
Claude
lesant
president
emeritus
of
the
haitian-american
Democratic
Club.
If
he
would
join
commissioner
Rogers
at
the
podium
hello,
that
would
be
wonderful.
G
G
G
G
Haitian
fought
with
Valor
during
American's
war
on
Independent,
specifically
at
the
Battle
of
Savannah
in
December
1778..
Now
a
monument
stands
in
Franklin
Square,
honoring,
all
black
regiment
of
Saint
Dominic
and
its
role
in
the
American
Revolutionary
War
and
whereas
on
August
21st
1791
Haiti
began
its
struggle
against
the
French
occupation
on
November
18
1803.
G
G
Whereas,
despite
the
present
chaos
created
by
the
earthquake,
there
is
hope
in
the
heart
of
Haitians
throughout
Haiti
and
the
diaspora
and
Like
a
Phoenix
Haiti
will
rise
from
its
ashes.
Now,
therefore,
be
it
proclaimed
by
the
board
of
County
commissioners
of
Broward
County
Florida
and
the
board
hereby
proclaimed
Sunday
January
1st
2023
as
Haiti
Independence
Day
in
Broward
County.
G
C
Yeah
so
commissioner,
Rogers
I
didn't
know
if
Mr
Santa
do
you
want
to
say
a
few
words
or.
P
A
A
C
Thank
you
again,
commissioner
Rogers,
for
that
Proclamation.
We
are
now
opportunity
to
hear
a
presentation
from
our
own
as
I
call
the
rock
star
of
our
Port
Jonathan
Daniels,
our
CEO
and
director
he's
going
to
provide
her
presentations.
Thank
you
so
much
Mr
Daniels
for
being
here
this
morning,
great.
Q
Thank
you
if
I
can
just
open
up
with
two
statements.
First
of
all,
there
will
be
no
additional
song
and
dance
for
for
for
your
own
sake
and
for
those
that
and
for
those
that
are
in
the
crowd.
Secondly,
commitment.
Commissioner,
commissioner
Rogers
who's
stepped
down
for
just
one
moment
in
recognition
of
of
Haiti.
They
are
currently
our
11th
largest
trading
partner,
but
I
think.
Q
More
importantly,
we
are
the
second
largest
port
for
Haitian
trade
in
the
United
States,
and
that
is
an
area
that
we
are
certainly
going
to
work
in
the
future
to
be
able
to
get
to
a
position
we
are
where
we
are
number
one
I
will
not
mention
the
port
to
our
South.
That
is
currently
number
one,
but
we're
certainly
going
to
go
after
them
very
aggressively
good
morning,
mayor
Fisher
vice
mayor,
rich
and
members
of
the
commission.
Q
It's
indeed
a
pleasure
for
me
to
be
here
with
you
this
morning,
after
more
than
two
years
of
research
surveys,
focus
groups
and
being
told
by
many
in
the
public
that
change
was
necessary
in
order
to
provide
us
with
a
more
recognizable
presence
in
today's
changing
Global
Marketplace.
The
process,
while
thorough,
has
also
been
defined
by
an
emotional
attachment
to
the
Past,
with
many
feeling
that
quote
unquote.
Why
change?
Since
you
have
been
so
successful
anyways,
especially
recently
we're
putting
forth
a
new
logo
which
inspires
a
fresh
and
the
Bold
approach
to
Who
We
Are.
Q
Q
The
Trident
was
born
in
Greek
mythology
for
use
by
the
gods
of
the
Seas
Poseidon
and
his
Roman
counterpart
Neptune,
and
was
used
to
manipulate
the
Seas,
thus
enabling
them
to
control
their
environment
and,
ultimately,
ward
off
enemies.
In
today's
modern
times,
it's
used
by
Aquaman,
but
that's
an
entirely
different
story.
I
won't
get
into
today
the
U.S
Navy
special
Warfare
command
and
the
special
Warfare
Insignia,
worn
by
members
of
the
U.S
Navy
Seals,
contains
a
trident
which
represents
the
three
aspects
of
seal
Special,
Operations,
Air,
sea
and
land.
Q
We
needed
to
look
back
and
find
a
symbol
of
leadership
in
action,
while
also
defining
our
ability
to
be
aggressive
in
developing
our
long-term
vision,
and
in
order
to
do
so,
we
reach
back
Beyond,
modern
Maritime
symbolism
to
something
mythological,
and
in
doing
so,
we
have
found
the
right
mix.
We
have
been
able
to
separate
ourselves
not
only
from
the
Everglades
but
from
our
competition,
and
with
that
this
is
us.
Q
Q
Q
So,
with
that
new
symbol
with
that
new
icon,
we
stand
to
be
able
to
serve
you,
the
County
Commission,
to
be
able
to
move
the
port
forward.
We've
had
one
goal
during
the
last
several
years:
it's
to
be
number
one.
We
feel
that
this
new,
bold
approach
allows
us
the
opportunity
to
take
that
leadership
position.
Thank
you
be
willing
to
answer
any
questions
you
might
have.
C
C
Just
want
to

C
I
Yes,
I
would
like
to
pull
number
27.
The
honor
of
Mr,
commissioner
gather
I
was
going
to
pull
number
31,
but
I'm
not
going
to
pull
it,
but
I
think
it
should
be
pointed
out
that
we
may
have
a
problem
because,
as
you
can
see,
Ms
Lonergan
and
Mark
Gale
are
sitting
together.
They're
Philadelphia,
Eagles
fans
and
I
think
we
need
to
address
who
we're
hiring
in
the
future.
We're.
C
Going
to
announce
her
momentarily,
thank
you,
commissioner
Bogan
commissioner
Ryan.
He
pulls.
S
No
pulse
I
did
want
to
mention,
though,
that
our
new
Transit
director
is
also
from
Philadelphia,
so
we
have,
you
know
we're.
E
Any
polls-
yes,
item,
number
nine
for
an
abstention.
D
Okay,
great
commissioner
number
six
and
number
seven
for
comments.
Only
remember
six.
C
C
U
You
mayor
the
consent
agenda
is
items
number
one
through
44,
less
the
following
items:
item
one
was
a
public
pool
item
two
is
a
public
poll
item.
Three
was
public?
Excuse
me
item
four,
so
one
two
and
four
also
a
public
poll
item
six
was
pulled
by
commissioner
fur
item.
Seven
was
pulled
by
commissioner
Ferrer
and
the
public
item.
C
R
C
Okay,
please
come
forward
those
who
the
number
of
names
have
been
called
to
speak
in
this
item
as
you
do
come
forward
and
has
been
most
anticipated
by
all
of
our
two
Commissioners.
We
would
like
to
welcome
our
new
director
of
Transportation
Ms
Corey.
Longer
again,
would
you
please
stand.
C
V
Morning,
honorable
mayor
honorable
vice
mayor
and
fellow
of
the
commission
and,
ladies
and
gentlemen
present,
my
name
is
farida.
Rajkumar
I
am
a
mom
of
two
very
successful
daughters
who
both
were
educated
in
the
Broward
County
school
system.
I
am
a
business
owner.
I
am
the
co-founder
of
the
Hindu
American
political
action
committee
and
I'm,
a
resident
of
the
city
of
Plantation
I'm
here
today
to
Echo
some
of
the
sentiments
that
my
fellow
speakers
will
also
share
with
you
in
opposition
of
the
nomination
of
Julian
Stevens
to
the
position
of
what's
the
position
again.
V
I
just
want
to
share
two
thoughts
on
those
and
share
two
experience
that
I
have
to
support.
My
opposition.
V
A
second
incident
was
at
the
polling
site
during
last
year's
2022
election
cycle,
where
I
witnessed
him
using
language
that
was
inappropriate
and
a
behavior
that
was
intimidating
to
his
fellow
opponent
and
volunteers
at
the
voting
site.
I
also
believe
that
he
is
not
qualified
in
the
area
of
mental
health
for
this
position.
Nor
does
he
have
any
expertise
to
guide
our
children
in
this
way
or
to
make
recommendations
for
our
children
in
this
position.
V
So
I
hope
you
will
consider
my
thoughts
and
my
experience
and
my
encounters
with
Mr
Stephen
in
regards
to
this
and
take
that
into
account
in
making
your
decision
and
also
to
take
into
account
the
voices
that
you're
going
to
hear
from
other
residents
and
other
citizens
and
other
moms
today
in
regards
to
this
I.
Thank
you
for
your
time.
C
W
We
go
hear
me
now:
is
it
better?
Thank
you.
Okay,
I
am
also
here
today,
as
a
witness
first
hand
on
the
behavior
of
Mr,
Julian
and
I
am
still
shaky
from
what
the
part.
It
part
it
from
the
incident
that
happened
at
the
debut
Library
I.
Was
there
with
my
other
colleagues
as
volunteer
for
the
candidate,
and
we
were
gathering
together
a
group
of
us
to
make
a
picture
of
all
of
us
that
they
were
there,
so
we
can
post
it
in
our
media
and,
as
I
was
holding
the
banner.
W
W
They
went
ahead
and
called
the
police,
the
police
came.
We
took
testimony,
we
talked
to
them
and
the
police
left,
because
there
was
really
nothing
to
it
and
I
really.
W
I'm
upset
upset
that
he
is
even
considered
for
the
position
of
the
human
rights
board
when
he
does
not
respect
an
elderly
woman
carrying
a
banner
to
take
a
picture
and
having
his
mother.
Take
that
my
reaction
after
I
did
that
I
mean
it's
just
as
the
resident
of
Broward
County
and
also
a
U.S
citizen
of
the
United
States
of
America
for
65
years.
I
was
born
in
Cuba,
and
here
I
am
to
give
you
the
reason
why
they
should
never
ever
hold
any
public.
Thank.
C
X
All
right,
my
name
is
Valenti
head
I'm,
a
resident
of
Weston
I'm
here
to
speak
on
my
personal
experience
in
dealing
with
and
witnessing
behavior
from
Mr
Julian,
which
I
think
makes
someone
qualified
to
be
on
the
human
rights
board.
I'm
going
to
skip
some
things,
because
I
don't
have
two
minutes
mainly
at
the
Cooper
City
Daily
library
is
where
his
behavior
was
egregious.
Mr
Julian
had
been
physically,
intimidating
and
menacing.
Many
of
our
mostly
women
volunteers,
calling
them
horrible
names
such
as
trash
and
sub-human
garbage.
X
He
would
stand
over
them
and
physically
blockade
them
from
engaging
with
other,
but
with
voters
which
to
me,
was
a
clear
civil
rights
violation.
It
got
to
the
point
where
I
was
personally
asked
by
Brenda
Pham,
his
opponent
and
her
supporters
to
help
protect
and
defend
them
from
his
abusive
and
harassing
Behavior.
They
were
literally
scared
for
their
personal
safety
to
be
there
with
him
and
no
man
to
help
offer
and
mitigate
his
behavior.
So
I
actually
took
time
off
running
my
business
I'm,
a
small
business
owner
to
be
there
for
them.
X
What
I
witnessed
was
horrifying,
to
say
the
least.
He
put
up
fake
cameras,
I'm
an
I.T
security,
professional
I
scan
the
environment,
he
put
up
cameras,
they
were
fake.
There
were
no.
There
was
no
signal,
he
could
put
them
there
to
intimidate
voters
and
to
intimidate
volunteers
which,
to
me
is
another
civil
rights
violation.
He
continued
us
Behavior
every
day
he
called
my
female
friends
and
trash
when
I
would
speak
up
for
them.
X
He
would
immediately
try
to
lecture
me
about
how
Christians
are
supposed
to
behave
and
turn
the
other
cheek
and
bow
down
to
him.
When
I
informed
him,
my
grandparents
were
actually
Holocaust
Survivors.
They
were
prisoners
at
the
Cow.
He
then
tried
to
lecture
me
about
how
he
believed
Jews
are
supposed
to
behave
anti-Semitism
at
the
very
least.
He
also
then
proceeded
to
call
me
subhuman
trash
just
like
the
Nazis
called
my
grandparents
when
they
were
enslaved
at
the
camps.
X
We
also
had
some
very
nice
Christian
chinese-american
women,
volunteers
who
and
I'm
very
upset
about
this
right
now,
volunteers,
who
would
Mock
and
imitate
and
call
horrible
racial
slurs
when
they
tried
to
talk
to
voters
and
laugh
at
them,
mocking
their
accents
and
their
appearance.
This
kind
of
abusive
Behavior
wanted
every
day.
I
was
there
to
witness
it
for
Mr
Julian.
He
should
not
be
any
near
anything
related
to
the
human
rights
word
he's
an
overgrown,
Man
Child,
an
immature
abusive
bully
and
an
anti-semitic
racist
bigot
to
boot.
X
M
M
Foreign
reasons
I
opposed
his
nomination
number
one
Asian
hate
expressed
in
his
behavior
I
campaigned
for
Brandon
fam
for
Broward
County
School
Board
last
year
during
midterm
election
and
had
a
very
bad
encounter
with
Mr
Julian.
He
marked
my
fellow
Asian
American
volunteers,
accent
and
harassed
them
by
challenging
their
education
background
and
language
skills
number
two.
He
stopped
Brenner
fam
and
her
supporters
during
a
competition
for
Broward
County
school
board
at
a
various
campaign
sites
number
three
as
a
person
with
the
least
Integrity
honesty
and
character.
Mr
Julian
stands
for
the
opposite
of
Human
Rights.
M
N
Thank
you
so
much
for
giving
us
the
floor
at
this
time.
I
witnessed
what
happened
to
Olga
Santa
Maria.
Why?
Because
we
would
go
and
support
our
privilege
to
go
ahead
and
vote
during
our
election
every
day
he
harassed
our
volunteers.
Every
day
the
police
was
called,
it
was
just
it
was
just
a
joke,
but
the
fact
that
he
is
being
nominated
for
human
rights.
N
It
is
a
joke
and
I
would
believe
that
Broward
county
is
turning
so
so
well,
so
many
well
people
are
being
elected
and
so
we're
here
to
voice
our
opinion
that
I
even
have
some
photos
that
I
could
show
you
every
time.
Brenda
Pham
tried
to
do
a
fair
advertising
of
her
stuff.
He
would
go
ahead
and
actually
sit
in
front
of
it,
make
all
his
people,
our
our
people,
were
insulted.
N
Our
our
people
were
pushed
I
mean
to
think
that
this
is
really
happening
during
during
an
election
is
is
not
the
way
we
want
to
conduct
ourselves.
Broward
county
is
having
Fair
elections
and
that's
the
way
we
should
continue
to
be
so
you
speak
and
I
speak,
and
you
know
it's
we're
working
here
together,
as
citizens
of
Broward
County
so
I
have,
and
if
you
guys
would
like
to
take
a
look
at
these
pictures.
These
pictures
say
it
all.
N
Not
only
are
we
here
to
be
Witnesses
on
his
character,
but
nobody
that
disrespects,
an
elderly
disrespect
women
and
this
you
know
and
actually
handles
himself.
The
way
he
did
should
be
in
any
type
of
public
office.
So
again
he
they
would
make
sure
that
they
would
sit
in
front
of
our
opponent,
and
that
is
not
anywhere.
We
conduct
ourselves
as
any
kind
for
public
office.
Thank
you.
Thank
you.
So
much
thank.
Y
My
name
is
Dr
Kathleen
Tillman
I'm,
a
resident
of
Coral
Springs
I,
practiced
internal
medicine
for
40
years
and
retired
in
2017..
Since
my
retirement
I
supported
many
political
campaigns,
I
have
personally
campaigned
and
worked
election
precincts
for
multiple
candidates,
including
point
being
a
poll
worker
at
the
Broward
County
Board.
Therefore,
I
can
say
that
I
have
witnessed
appropriate
election
etiquette.
A
mature
and
confident
candidate
can
de-escalate
uncomfortable
situations.
However,
when
Mr
Julian
was
a
candidate,
he
himself
was
the
escalator
by
being
rude
violating
personal
space.
Y
Shouting
names
calling
us
Liars,
as
we
tried
to
describe
to
the
voter
our
campaign
platform.
This
displays
lack
of
self-control.
These
are
forms
of
intimidation,
not
only
to
me
the
supporter
of
a
candidate,
but
also
to
the
voter,
who
already
is
in
feeling
uncomfortable
coming
to
voting.
Precincts
actions
speak
for
themselves.
Y
Furthermore,
I
have
some
of
Mr
Julian's
election
flyers
and
his
and
the
Sun
Sentinel
reports
where
he
quoted
as
being
a
mental
health
expert,
does
Dr
Julian
hold
a
medical
or
doctorate
degree.
Does
he
hold
a
master's
degree?
What
are
his
qualifications
to
call
himself?
A
mental
health
expert
I
am
not
able
to
locate
any
evidence
that
Mr
Julian
holds
these
licenses
or
any
diploma
as
a
mental
health
counselor
in
Florida
words
and
actions
speak
for
themselves.
Y
When
a
citizen
is
vying
for
an
appointed
position
which
can
potentially
lead
to
a
political
promotion,
let's
say
school
board
that
candidate
needs
to
be
accurate
and
true.
In
summary,
I
have
witnessed
a
lack
of
control
when
confronted
with
competition,
immature
attitude
and
overstatement
of
self-accomplishments.
Thank.
Y
Z
Good
morning
my
name
is
Michael
White
I'm,
a
Broward
resident
I'm,
a
retired
operating
operations,
executive
of
Walgreens
and
right
now,
I'm
pretty
much
a
volunteer
at
my
church
and
I.
You
know
I,
take
time
finding
candidates
that
I
share
their
values
in
and
I
did
with
Brenda
Pham
Steve,
Julian's
opponent,
so
I
was
at
I,
witnessed
just
very
alarming
incidents
with
him.
Personally,
you
know,
for
the
second
person
spoke
Olga
with
the
white
hair.
The
Charming
lady
I
seen
how
she
was
physically.
Z
You
know
physical
men
with
a
person
like
her
bumping
against
her
trying
to
stop
her
from
speaking.
You
know
we're
there
rallying
that
we're
taking
pictures
we're
we're
in
prayer
we're
in
prayer
we're
in
these
groups.
These
people
are
trying
to
get
in
I
had
Steve
Julian
approach
me.
He
told
me
things
that
I
were
I
knew
were
not
true.
He
was
telling
me
about
views
of
the
candidate
that
he
could
not
back
up
that.
You
know
book
on
a
table,
so
he
drew
conclusions
from
that.
Z
I've
met
some
of
these
supporters
and
I
just
seen
how
physically
it
just
it
just
angered
me
how
physically
bullying
he
is
and
and
beyond
that.
What
I
was
concerned
is
how
he
would
laugh
afterwards
like
there
would
be
acts
of
violence,
and
then
him
and
his
group
would
just
sit
there
and
smirk
and
laugh
and
having
a
fun
time
with
all
this
and
I
just
have
to
fully
oppose
Steve
Julian
to
be
appointed
to
this
board
due
to
his
alarming
Behavior.
Thank
you.
C
H
Thank
you,
Mr
Mayor,
the
I'm
in
a
on
the
one
hand,
on
the
other
hand,
issue
here.
H
On
the
one
hand,
I
don't
know
if
the
speakers
were
a
bipartisan
group
here
or
if
they
were
simply
all
affiliated
with
the
winning
candidate
in
a
very
nasty
race
between
the
two
candidates
and
I'd
heard
generally,
that
police
were
constantly
called,
because
both
sides
were
alleging
that
the
other
side
were
doing
things
wrong
and
I
am
not
prepared
to
relitigate
an
election
and
have
one
side
come
in
and
say:
well,
the
other
side
was
acting
badly,
so
you
shouldn't
appoint
their
people.
H
On
the
other
hand,
some
of
the
statements
that
I've
heard
references
to
women
references
to
Asian
Etc
if
these
are
accurate
and
I
have
no
way
of
knowing
that
right
now,
I
would
not
be
able
to
appoint
a
person
that
made
those
to
a
human
rights
board.
Mr
Julian
had
asked
me
if
he
needed
to
be
here
today
and
I
advised
him
he'd
in
because
this
is
consent
agenda,
and
you
know,
I
think
this
is
the
first
time
in
six
years
that
I've
appointed
anybody
and
there's
been
an
issue.
H
So
I'm
going
to
ask
that
this
one
appointment
be
postponed,
so
I
can
do
some
additional
due
diligence
and
find
out,
if
again
to
the
speakers,
if
you
can
show
me
a
Bible
that
people
other
them
just
supporters
of
the
one
candidate.
That
would
no
we're
not
back
and
forth,
but
but
if
you
can,
you
know,
have
people
other
them.
The
supporters
of
the
one
candidate
so
I
know
that
it's
not
just
the
partisan
attack.
H
That
would
give
me
additional
weight
in
my
eyes,
but
please,
whatever
information
you
have
send
to
my
office
I
will
promise
you
I
will
look
at
everything.
Man
is
not
here
to
counteract
the
accusations
that
have
been
made,
but
I
would
like
additional
information
on
this,
because
again,
some
of
the
things
that
were
said
if
he
used
the
words
that
I've
heard
some
of
you
say
in
reference
to
women,
Asians
Etc
I
would
not
be
able
to
point
them,
but
that
would
have
to
be
proven
to
me.
Thank
you.

Question
just
hold
on
one
second:
okay,
just
be
put
the
record
again:
items
4748
are
related,
will
be
considered.
The
same
time
on
48
is
the
course
quadrant
digital
proceedings
and
I'm,
going
to
turn
over
to
the
county
attorney
Miss
Maite.
This
might
take
to
conduct
the
proceedings
once
the
Quasi
District
proceeding
is
completed.
Both
items
will
return
for
us
as
the
board
for
discussion
and
voting
on
the
items
will
be
separately.
Item
47
and
40..

H
Sir
I
think
like
most
Commissioners
I
have
met
with
Mr
mealy,
the
attorney
and
I.
Don't
recall
the
name
of
his
client
I
met
with
them
and
additionally,
I
believe
I've
spoken
with
Mr
mealy,
probably
once
the
general
may
have
been
two
quotes,
but
I
I,
don't
recall
one
or
two
quotes
General.
Nature
of
them
was
the
documents
that
have
been
filed.
Why
his
client
believes
and
he
believes
that
the
item
is
compatible
and
they
should
be
entitled
to
10
Flex
units
very
good.
D
G
Thank
you,
Mr
Mayor,
I
too,
have
had
conversation
with
Mr
Emily
and
his
client.
It's
just
about
the
compatibility
aspect
of
what
we
will
be
discussing
today.
Very.
C
I
C
AA
I
Kobe,
thank
you
in
our
audience
today.
I
want
to
introduce
some
very
special
people.
In
my
district.
First
of
all,
mayor
Josh
Rydel
who's
sitting.
There
Josh
you
want
to
just
Rogue
Wave,
not
vice
mayor
Sandra,
Welch
from
the
city
Coconut
Creek,
commissioner
Jackie
rayles.
Over
there,
commissioner
Becky
Tooley
and
commissioner
John
Brody
they're.
All
there
they're
ready
to
do
a
meeting
and
vote
right
away
as
soon
as
as
soon
as
we
get
things
going.
They
have
a
quorum
and
they're
ready
to
go.
C
AA
The
County
Commission
will
accept
personal
testimony
related
to
items
47
and
48
item
48
being
a
quasi-judicial
item.
The
applicant
staff
and
all
Witnesses
wishing
to
provide
sworn
testimony
must
be
sworn
testimate.
Testimony
may,
but
is
not
required
to
be
sworn.
However,
a
testimony
that
is
not
sworn
is
not
assigned
the
same
weight
and
credibility
as
testimony
that
is
sworn
attorneys
licensed
to
practice.
Law
in
the
State
of
Florida
are
not
required
to
be
sworn
for,
providing
the
testimony
I'm.
Turning
assuming
they
do
not
intend
to
present
sworn
testimony.
AA
Persons
providing
testimony
should
indicate
whether
they
have
been
sworn
at.
This
time,
Miss
apparel
made
the
board
secretary
swear
in
persons
who
intend
to
give
sworn
testimony
so.
C
AC
R
A
AA
At
the
conclusion
of
the
quasi-judicial
proceeding
and
deliberation
by
the
board,
the
board
May
approve
staff's
recommendation
and
approve
the
rezoning
and
flex
Union
allocation.
Alternatively,
the
board
May
determine
that
the
applicable
requirements
of
the
land
use
plan
and
Zoning
code
have
not
been
met
and
deny
the
applications.
AA
If
the
board
determines
that
the
testamentary
or
documentary
evidence
or
information
justifies
allowing
additional
research.
A
review
in
order
to
properly
determine
the
issue
presented.
Section
1332
of
the
code
of
ordinances
provides
that
the
board
may
continue
the
hearing
for
up
to
two
weeks
or
until
the
next
meeting
of
the
County
Commission
after
the
two-week
period.
H
J
So
again,
what
we're
talking
about
here
today
are
items
47
and
48,
the
first
of
which
is
a
consideration
of
a
compatibility
review
related
to
the
allocation
of
residential
flexibility
units
that
are
associated
with
item
48,
which
is
a
rezoning
petition
or
a
property
that
is
in
the
north
portion
of
the
county.
It's
a
lot
that
is
approximately
5.1
acres
in
size,
and
it
is
located
at
4211,
Northwest,
74th
Street.
J
Both
files
do
have
an
area
map
with
inside
of
them
for
item
47.
That
would
be
exhibit
two
page
one
and
for
item
48.
That
would
be
exhibit
three
attachment
a
at
page
one.
Both
of
them
of
course,
have
surveys
within
their
respective
resolutions
and
ordinances
they'll
be
in
there
and,
interestingly,
this
particular
property
is
surrounded
on
all
four
sides
by
the
City
of
Coconut
Creek.
J
Q
J
J
Of
course,
staff
did
review
the
rezoning
request
relative
to
section
3930
of
the
Broward
County
zoning
code.
Those
are
the
regulations
that
we
must
review
to
determine
whether
you
can
move
forward
with
irvy's
earning
request,
and
we
found
it
to
be
consistent.
That
analysis
is
at
Exhibit
2
of
item
48.
J
J
Subsequent
there,
too,
on
August
23rd
2022,
the
city
requested
a
compatibility
review
pursuant
to
the
Broward
County
land
use
plan
policy,
2.10.1
more
specifically
in
the
administrative
rules
document
3.4.
This
is
in
essence,
item
47,
which
is
that
compatibility
review.
The
rezoning
cannot
be
approved
unless
the
residential
units
are
in
fact
allocated.
J
J
H
J
H
J
There
are
a
number
of
elements,
there's
about
five
different
elements
that
we
have
to
consider
in
the
administrative
rules
document.
The
last
one
isn't
really
germane
to
this
particular
case.
It
has
a
different
basis
point.
The
the
compatibility
review
in
and
of
itself
is
somewhat
unique
because
it
doesn't
rely
on
some
of
the
more
traditional
comprehensive
standards
in
the
comprehensive
plan
that
we
might
use
in
a
rezone.
J
J
You
have
a
number
of
different
developments
that
have
come
in
over
time
that
are
at
a
density
that
are
reflective
of
what
is
basically
occurring
on
this
property
and
I
know
I'm
kind
of
glossing
over
a
number
of
the
different
policies,
but
that's
basically
was
sort
of
driving
these.
The
staff
review
on
the
compatibility
relative
to
this
item
is
because
what
we're
seeing
is
this
sort
of
trending
of
development
within
the
area
and
what
they're
proposing
still
basically
qualifies
in
this
three
units
to
the
acre?
What
would
be
deemed
as
a
low
density
development.
H
All
right,
and
so
you
you're
I,
don't
I'm
sorry,
Department
division,
Group,
whatever
looks
at
compatibility
it
within
quarter
to
half
a
mile
is
what
you
look
at
to
determine.
Not
you
know
two
miles
and
not
ten
feet.
H
J
This
is
the
type
of
review-
that's
not
done
on
a
traditional
basis,
it's
one
of
the
things
by
way,
history,
one
of
the
things
that
actually
triggered
this
compatibility
was
that
it
was
requested.
They're
not
always
done
so
I'm,
not
going
to
stand
here
and
say
that
there's
a
standard
rubric
that
we
would
forget,
it's
a
quarter
mile,
half
mile
a
mile.
H
J
I
J
A
little
bit
of
both
I
mean
we
don't
we
don't
necessarily
ignore,
what's
happening,
adjacent
to
the
property,
I
believe
the
the
Lots
immediately
east
of
it
they're
on
substantially
larger
Lots
with
just
single
family
homes,
and
so
one
of
the
things
we
were
looking
at
is
those
properties
would
be
considered
love
three
years,
the
acre
in
the
comprehensive
plan
is
considered
low.
So
it's
a
consideration
because
we
would
not
necessarily
want
to
Grant
dropping.
Let's
say
you
know,
10
years
today
for
12
units
acre,
you
know
Town
Homes.
I
I'm
familiar
with
all
that,
that's
my
question
is:
when
you
do
your
compatibility
review,
do
you
take
into
consideration
the
properties
that
are
joining
that
property
and
what
at?
What?
At?
What
percentage
of
your
decision
do
you
does
that
impact
your
decision
of
the
properties
that
are
joining,
that
property
I.
I
So
if
it
was
a
hundred
percent
of
what's
adjoining,
obviously
what's
adjoining
is
is
at
least
one
acre
per
home
correct
correct.
So
if
you
just
looked
at
the
properties
adjoining
that
you
would
say
it
wasn't
compatible,
but
by
looking
at
it
over
a
bigger
area,
then
you
say
it
does
become
compatible.
A
C
Okay,
any
different
questions
for
this
gentleman.
Okay.
Good
point:
a
good
point!
Thank
you,
sir.
Stand
by
I
think
we're
going
to
begin
with
the
presentation
by
the
applicant
and
then
we'll
follow
by
the
testimonies
Mr
Millie
good
morning,
good.
AC
AD
AC
You
thank
you,
so
this
is
an
aerial
photograph
of
the
property
it's
outlined
in
red.
You
see
the
areas
around
it.
As
was
mentioned,
there
are
some
environmentally
sensitive
lands
here
which
are
shown
in
yellow
both
east
of
us
and
west
of
us.
Then
there's
a
lake
north
of
us,
which
is
part
of
the
North
Broward
prep
school
and
a
city
park
immediately
to
the
South.
AC
These
are
the
areas
around
us
that
have
been
developed.
Most
of
this
property
is
in
the
City
of
Coconut
Creek.
The
areas
in
bright
green
are
government-owned
land.
There
was
a
number
of
purchases
through
the
2000
open
space,
Bond
program
that
you
see
in
kind
of
the
bright,
green
and
then
there's
also
a
city
park.
But
when
you
look
at
the
developments
that
have
taken
place
in
the
area,
you
see
them
down
at
the
bottom.
We
are
requesting
15
units,
which
is
three
units
per
acre,
and
you
can
see
that.
AC
But
for
one
development,
that's
called
secret
pond,
that's
a
2.9
units
per
acre.
All
the
others
are
same
density
as
us
or
higher.
All
of
them
have
smaller
Lots
than
we
have
all
of
those
properties
except
ours
are,
are
in
the
City
of
Coconut
Creek,
there's
also
an
unincorporated
area
up
at
the
upper
left-hand
corner
of
this
drawing
those
are
all
three
units
per
acre
as
well.
AC
You
can
see
the
small
Lots,
that's
an
unincorporated
area
called
Hillsboro
Pines,
the
apartments
that
were
mentioned
and
if
you
see
number
eight,
just
immediately
south
of
that
as
apartments,
and
there
were
two
sites
that
are
five
units,
an
acre
and
five
and
a
half
units,
an
acre
that
were
identified
by
staff.
One
of
them
is
number
five
and
another.
One
is
a
piece
immediately
north
of
number
five.
AC
This
is
the
land
use
map
for
the
area.
The
lightest
yellow
is
one
unit
per
acre.
The
kind
of
a
little
bit
brighter
yellow
was
three
units
per
acre
and
the
little
brighter
yellow
than
that
is
five
units,
an
acre
so
I
think
again,
the
staff
looked
at
the
areas
around
us
saw
that
the
development
pattern
has
been
three
units
per
acre.
If
you
go
back
historically
to
when
all
this
area
was
unincorporated,
pretty
much.
Everything
was
one
unit
per
acre
at
that
time,
but
for
some
commercial
development
along
Hillsborough
Boulevard.
AC
This
is
just
the
Coconut
Creek
map
subtracting
out
the
unincorporated
areas,
and
this
is
the
Coconut
Creek
zoning
map,
and
you
see
that
a
lot
of
these
developments
that
are
three
units
per
acre
on
the
land
use
plan
have
developed
as
RS4
or
PUD
in
the
City
of
Coconut
Creek
and
based
on
our
lot
standards.
Lot
sizes
setbacks
the
building
envelopes.
We
will
be
able
to
be
consistent
with
those
Coconut
Creek
Zoning
categories,
even
though
we
would
be
in
the
PDD
zoning
category
unincorporated
Broward
County.
AC
If
the
item
is
approved,
this
has
taken
you
back
to
1977
and
you
can
see
what
I
mean
the
turnpike
is
that
91
everything
to
the
right
of
that
is
in
Deerfield
Beach.
AC
All
of
the
other
area
was
unincorporated
at
that
time
was
all
one
unit
per
acre,
except
for
a
couple
of
small
commercial
Parcels
the
same
thing
here
and
then
these
are
all
the
land
use
amendments
that
have
been
done
over
the
past
I
guess
since
1977
and
all
of
them
went
from
one
unit
per
acre
to
higher
density,
except
for
ones
that
may
have
gone
too
commercial.
AC
These
are
the
annexations
that
have
been
taking
place
since
1996,
and
then
this
is
a
little
vignette
of
our
street
74th
Street,
so
74th
Street,
of
course,
has
single-family
homes
along
it,
but
there
are
also
a
number
of
home-based
businesses
along
74th
Street
near
our
site,
and
then
we
have
letters
of
support
and
petitions
of
support
from
a
number
of
people
in
the
area,
and
you
see
their
names
and
addresses
here
and
here
these
are
just
excerpts
from
some
of
the
support
letters
indicating
why
people
are
supportive.
AC
C
We
definitely
will
Mr
Amelia,
so
let's
go
ahead
with
the
public
Testament
at
this
particular
time,
we'll
Reserve
our
questions
until
the
end.
Okay,
thank
you
very
good,
our
first
speaker
to
provide
testimony
and
again
those
who've
been
sworn
in.
Just
please
come
forward
state
your
name
for
the

you
have
been

I'll
be
far
shorter
go
ahead
again,
my
name
is
Steve

and
I'm.
The

for
Douglas
element
real
estate
and
I've,
been
in
the
residential
real
estate
business
for
23
years,
I've
known
the
spear
group
for
several
years
now
and
have
had
the
opportunity
to
work
with
him.
AE
AF
Okay,
my
name
is
Jennifer

I'm,
an
architect
with
Miami
architectural
Studio
I'm
here
to
discuss
the
project
before
you,
I'm
honored,
to
be
here
and
I
would
like
to
take
the
opportunity
to
express
my
strong
support
for
our
client.
The
spear
group
as
developer
of
this
project
as
per
group,
is
a
long-standing
reputable
developer,
with
an
established
track
record
of
building
high
quality
construction
projects,
as
their
architect
I've
had
the
pleasure
to
work
with
them
on
several
occasions.
In
the
past.
AF
They
have
an
in-depth
understanding
of
the
local
market
and
have
a
proven
ability
to
deliver
projects
that
meet
the
needs
of
the
community.
The
proposed
project
will
feature
a
range
of
homes
that
are
designed
in
a
contemporary
tropical
modern
style,
which
features
clean
lines,
open
spaces
and
an
emphasis
on
indoor
outdoor

and
welcomes
the
new
way
of
life
for

including
incorporating
home

We
believe
this
project
will
make
a
positive
contribution
to
the
local
community
and
provide
much
needed
houses
for
families
in
the
area.
AF
I
would
like
to
again
express
my
confidence
in
the

as
a
developer
of
this
project
and
assure
you
that,
as
the
architect
for
the
project,
I
will
make
sure
that
the
project
is
built
to
the
highest
standards
and
quality
of
design.
We
are
committed
to
working
with
local
community
and
Regulators
to
deliver
a
project
that
meets
all
the
requirements
and
exceeds
expectations.
Thank
you
for
your
consideration.
Thank.
C
AG
Morning,
I've
been
sworn
I
understand
the
rules
Happy
New
Year,
it's
nice
to
see
all
of
you
in
this.
In
this
new
year,
Joshua
Rydell
on
behalf
of
the
City
of
Coconut,
Creek
I,
think
you're,
going
to
hear
from
my
colleagues
as
well
I.
Think
commissioner
udine
hit
the
nail
on
the
head.
AG
This
property
is
surrounded
entirely
by
Coconut
Creek
Coconut
Creek,
controlled
Coconut
Creek
designed
Coconut
Creek
sustainability,
Coconut
Creek
Landscaping
that
doesn't
exist
in
the
project
proposed
I,
don't
Chagrin
a
developer
coming
in
and
saying:
hey,
they're
great
developer,
you're
going
to
hear
from
their
realtor
that's
going
to
sell
the
houses
and
the
person
that's
going
to
design
the
houses.
But
this
is
what
this
Project's
about.
This
is
in
my
district
in
the
City
of
Coconut
Creek
in
an
enclaved
community
that
is
unique,
you'll
be
called
that
there's
commercial
elements
and
home-based
businesses
there
are.
AG
There
is
nothing
like
what
you
see
in
this
Community
anywhere
else
in
Broward,
County
right
now,
so
historically,
I
just
want
to
take
you
back
to
really
the
ultimate
land
use
of
unincorporated
property
versus
in
city
property,
and
that's
the
real
issue
here,
because
what
you
have
is
an
unincorporated
parcel
where
the
county
about
15
20
years
ago.
Well
before
any
of
us
were
elected
officials,
not
true,
not
not
true,
I.
Take
that
back.
AG
That
have
been
serving
the
State
of
Florida
in
very
great
capacity,
both
Senators
here.
So
I
commend
you
on
that,
but
about
20
to
15
years
ago,
the
Broward
County
said
we
want
everyone
to
Annex
in
to
the
cities
they're
in
they
went
through
it
in
the
Parkland.
They
went
through
it
in
Coconut
Creek.
That
was
the
intent
that
changed
about
a
decade
ago,
where
it
was
more
of
a
hands-off
approach,
but
the
reality
is
regardless
of
how
much
you
like
this
project
is
who
should
control
the
project.
AG
The
City
of
Coconut
Creek
shouldn't
control
the
project
with
our
design
standards,
our
landscape
standards,
our
sustainability
standards
are
density
standards,
so
you're
going
to
hear
from
a
lot
of
residents
today
who
have
taken
a
significant
amount
of
time
out
of
their
schedules,
leading
up
to
this
and
have
tried
to
be
heard.
The
reality
is
this
is
a
unique
Community
where
this
density
doesn't
fit.
So
the
two
questions
I
heard
that
I
think
were
the
most
astute
were
both
from
commissioner
Bogan
and
commissioner
udine
who've
dealt
with
these
more
struggles
in
the
Northwest
Broward.
AG
Community
is
if
you
take
that
20
000
foot
approach.
Oh
yeah
density
is
not
a
problem.
That's
not
the
approach
to
taking
this.
So
when
we
look
at
the
metrics
that
the
county
uses
the
metric
should
be,
let's
look
at
the
direct
neighboring
properties
and
candidly.
That's
what
our
cities
do?
We
look
at
that
real
approach
with
the
neighbors
and
how
detrimentally
certain
neighbors
could
be
affected.
I
appreciate
the
work
you
do
happy,
New
Year.
Thank
you
very
much.
Thank.
F
Why
hasn't
this
been
annexed
into
the
City
of
Coconut
Creek,
like
you
said,
we've
dealt
with
this
and
we're
dealing
with
it
with
enclaves
throughout
Parkland
and.
AG
So
I
can't
answer
that
you
can
ask
the
applicant
that
question
specifically
I
mean
the
only
thing
the
city
was
able
to
do
was
to
request
a
city
requested
that
compatibility
study
which
we
have
set
out
metrics,
as
opposed
to
more
of
the
vague
answer
you
got
from
your
staff.
We've
had
two
applications
of
other
five
acre
Parcels
in
the
city,
so
this
is
a
precursor,
maybe
what's
to
come,
that
we're
on
track
to
be
annexed,
that,
on
the
day
of
commission
meetings
in
my
city,
they
opted
out
for
some
reason.
AG
F
AC
Dennis
mealy,
on
behalf
of
the
applicant
we're
willing
to
Annex
to
Coconut
Creek,
but
we'd
like
to
get
through
this.
As
you
know,
when
you
Annex,
you
have
to
have
the
annexation
ordinance
adopted,
you
have
to
go
to
a
legislative
delegation
meeting
prior
to
the
beginning
of
the
legislative
session,
and
then
the
annexation
doesn't
become
effective
until
September
15th
the
following
year.
So
we
will
commit
if
this
item
is
approved,
that
we
will
Annex
this
property
so
that
next
year
they
can
go
to
the
legislative
delegation
and
it
can
be
effective.
September
15th
of
2024.
I
Excuse
me
Mr
well,
I
should
ask
Council.
Is
there
a
way
that
we
can
subject
any
approvals
that
that
subject
approvals
that
that
happens
because,
while
Mr
mealy
can
commit
today
tomorrow,
they
can
change
their
mind?
They
can
get.
AA
C
F
We've
done
this
before
through
an
interlocal
agreement
in
some
of
our
cities,
where
they
could
sit
down
with
the
City
of
Coconut
Creek,
come
up
with
an
interlocal
agreement
on
on
how
they
want
to
do
this
and
then
put
it
through
unanimously
through
the
delegation
at
the
next
opportunity.
They
could
do
that.
They
could
do
that
right
here.
I
have
no
I
mean
the
the
issue
just
becomes.
We
try
to
defer
to
the
cities,
especially
when
something
is
a
complete
Enclave.
F
C
S
You
know
I'd
like
to
make
an
observation
based
upon
what
I
have
experienced
and
I
believe
that
commissioner,
vice
mayor,
rich
and
and
commissioner
Geller
also
experienced
this
I
mean
when
you
go
back
like
20
25
years
ago,
there
was
a
big
push
in
the
Broward
delegation
of
the
Florida
legislature
to
Annex
unincorporated
areas
and,
and
we
we've
had
a
huge
amount
of
progress
at
that
time.
S
But
it
was
these
areas
that
were
not
so
appealing
that
that
never
came
through
and
I
and
I
think
of
an
area
that
I
later
represented
Broadview
Park,
and
you
know
years
ago
you
couldn't
get
Fort,
Lauderdale
or
Plantation
or
the
town
of
Davy
to
take
them
in.
They
all
had
different
reasons,
and
now
all
those
cities
would
like
to
have
Broadview,
Park
and
Broadview
Park
says
now
we
want
to
remain.
You
know
unincorporated,
because
we,
like
the
municipal
services,
that
we
get
from
Broward
County,
but
this
area
is
so
much
smaller.
S
I
mean
you
know,
you've
only
got
five
acres,
so
it
seems
natural
that
it
would
be
annexed.
But
the
question
is,
you
know
you
got
these,
these
vested
property
rights
that
the
the
owners
of
the
property
have
and
if
we
were
to,
you,
know,
allow
for
or
make
some
kind
of
an
agreement
during
a
an
extension
to
to
do
an
annexation.
S
Wouldn't
it
be
unfair,
I
think
to
the
to
the
owner
of
the
property
to
play
to
place
a
lot
of
new
restrictions
on
the
development.
When
you
know
they've
already,
you
know
made
their
investment
based
expectations
in
the
purchase
of
the
land
and
and
these
efforts
to
develop
it
so
right
at
the
last
minute.
It
seems
to
be
that
if
it's
simply
Annex
it-
and
it's
going
to
be-
you
know
developed
under
this
plan
of
three
units
per
acre.
S
Then
then,
perhaps
you
know
no
foul,
no
problem,
but
you
know
you
have
these
issues
about
whether
or
not
I
guess
the
owner
of
the
property
could
be
compelled
to
go
into
an
annexation.
And
you
know
what
rights
do
they
have
that
maybe
jeopardized
when
they
go
into
a
you
know
a
annexation
agreement
with
with
Coconut
Creek.
You
must
have
gone
through
this
attorney
melee
with
with.
C
S
AC
Life
and
a
lot
of
those
annexations
you
saw
on
that
map.
I
signed
the
people
up.
We
used
to
go
out
to
the
knock
on
doors
and
say
we
want
you
to
come
in
and
people
would
say
well
what
are
you
going
to
do
for
me
and
what
did
Coconut
Creek
do
for
him?
They
gave
him
three
units
per
acre
on
all
those
things
that
I
showed
you
on
the
map.
AC
Earlier
So
and
I've
done
a
number
of
annexations
in
the
city
of
Parkland,
mayor
D,
when
Michael
eudeen
was
the
mayor
there
and
in
each
case
it
was
voluntary.
It
was
an
agreement
between
the
property
owner
and
the
city,
and
it
was
all
signed
up
in
advance
prior
to
the
annexation.
Now
we
have
no
problem
meeting
the
Coconut
Creek
design
standards.
The
only
thing
we're
doing
today
is
establishing
the
number
of
residential
homes
on
the
property,
we're
not
deciding
what
there's
buffers
or
setbacks
or
any
of
that
we're
zoning
the
property.
For
that
many
units.
AC
Now,
after
you
had
your
meeting
in
November
with
the
motion
to
advertised,
we
did
have
another
neighborhood
meeting.
We
had
always
been
showing
a
plan
for
15
units.
That
night
we
showed
a
plan
for
13
units.
I
did
not
attend.
My
clients
did
but
I
understood
that
it
was
not
well
received.
We
just
want
to
nail
down
the
number
of
units
we'll
be
happy
to
go
into
Coconut,
Creek
and
design
it
to
their
standards,
but
we
can't
go
in
today
because
of
the
lead
time
that
an
annexation
requires.
I
Bogan,
a
quick
question,
quick
comment
to
commissioner
Ryan:
they
bought
the
property
not
on
three
units
per
acre,
but
on
one
unit
per
acre.
Just
remember
so,
when
you're
talking
about
they
bought
this
property
thinking
that
they
they
had
their
rights,
their
rights
is
one
unit
per
acre.
My
understanding,
though,
was
I
thought
that
there
was
going
to
be.
There
wasn't
going
to
be
three
units.
An
acre
I
thought
it
was
going
to
be
less,
but
I
haven't
heard
anything
less,
but
but
anyway,
okay.
C
Very
good,
so
Mr
Millie,
just
to
just
for
the
record,
as
commissioner
udine
maybe
has
suggested
an
opportunity,
maybe
to
go
back
or
wait.
You
want
to
move
forward
this
particular
time
your
client
wants
to
move
forward.
We
do
okay,
so,
whether
you
you
it's
voted
down
or,
yes,
you
want
to
make
sure
it
goes
together
today,
right.
We.
C
AH
Mayor,
thank
you
for
allowing
us
to
speak
this
morning.
I
think
the
issue
is
right.
Now
we're
not
considering
the
residents
that
live
there.
This
property
was
contracted,
knowing
one
acre
one
home
right
now.
They
want
to
jam
three
homes
in
one
acre
in
this
community
that
is
so
close
to
each
other,
socially,
economically,
intellectually,
they
have
a
community
that
they're
one
right
now
to
invade
their
property
and
their
quality
of
life
with
15
units.
AH
It
changes
the
whole
demographics
of
the
area
and
Coconut
Creek
Prides
itself
on
being
a
green
City
with
just
because
this
property
doesn't
mean
it
has
to
be
built
on.
We
have
to
take
into
consideration
the
quality
of
life.
Please
consider
our
residents
that
are
there
now
and,
of
course,
we'd
be
more
than
happy
to
incorporate
this,
this
property
into
the
City
of
Coconut
Creek.
Thank.
R
A
C
AI
Sure,
okay,
I,
have
been
sworn
in
and
I've
been
to
both
planning
Council
meetings
that
these
residents
were
at
and
talked
to
them
over
the
last
few
months
and
I
understand
how
they
feel
when
you
think
you're
going
to
do
one
house
per
acre
and
it
goes
to
three
I-
think
that's
a
little
bit
different,
but
if
we
can
work
with
them,
I
think
it
would
be
much
better
for
them
and
they
were
talked
a
lot
about
the
environment
and
I
like
to
see
the
areas
that
have
more
more
land
than
you
know,
just
packing.
AI
C
AJ
Morning,
hi
good
morning
and
I
have
been
sworn
in
so
I'm,
looking
at
you
Senator
Geller,
because
well
at
least
this
time,
we're
not
here
about
Waste
Management,
right,
I,.
AJ
So
you
know
part
of
that
incorporation
is
the
septic
to
sewer
providing
Services
Etc.
So
since
we
are
the
provider
for
all
of
that,
we
definitely
I'm
I'm
his
vice
chair
on
his
water
board,
so
I
I
really
think
we
need
to
take
into
consideration
those
other
four
sides
in
the
service
municipality
municipality
that
is
providing
those
services.
And
you
know
about
seven
years
ago
our
city
tried
to
came
into
conglomeration
with
the
county
staff
to
come
up
with
a
neighborhood
development
planning
study
for
this
area.
This
potpourri
of
parcels.
AJ
It
includes
Coconut,
Creek,
Parcels,
unincorporated,
Broward
and
the
county
backed
out.
So
we
had
to
go
forward
on
our
own
behalf,
but
you
know
shame
on
us.
We
really
need
to
learn
from
those
practices
and
and
resurrect
that
study,
look
at
that
unique
community
of
residents
and
parcels
and
and
to
whom
they
currently
reside,
whether
corporated
or
unincorporated,
and
the
folks
that
live
there.
Listen
to
them.
You
do
that
in
every
other
regard
for
for
what
you
do
here
at
this
board,
and
for
that
we
appreciate
it.
AJ
So
do
that
this
time
I
mean
let's,
let's
consider
the
residents
and
what's
around
it
and
really
just
leave
it
as
it
is,
and
then
let's
go
forward
with
a
study
that
will
look
at
each
and
every
parcel
and
how
it
can
best
be
served
for
all
of
us
regardless.
So
I
appreciate
your
time
and
thank
you.
R
AJ
C
AD
Good
morning,
John,
Brody
and
I've
been
sworn
in.
I
want
to
first
thank
everybody
for
for
listening,
I'm,
the
new
guy
on
the
Block
here.
So
this
is
kind
of
a
good
to
be
able
to
get
my
face
in
front
of
everybody.
I'm
feeling
a
little
under
the
weather.
I
had
food
poisoning,
so
I'm
gonna
make
this
short
for
all
of
us,
but
I
felt
so
compelled
to
be
here
because
of
the
residents
and
I'm
gonna,
say
I've
been
here
every
step
of
the
way.
AD
With
these
residents
fighting
this
every
meeting
has
been
booked
and
even
though
it
was
in
the
middle
of
the
day,
these
residents
were
taking
time
off
to
address
this,
even
though
sometimes
it
seemed
a
little
bit
unfair
that
they
couldn't
take
a
time
at
the
at
the
end
of
the
day
when
most
meetings
and
most
people
are
not
working,
but
they
took
the
time
because
they
care
you
have
a
full
commission
here
from
Coconut
Creek,
because
we
care
about
this
item.
AD
You
know
cohesive
to
the
development,
and
this
just
is
not
that
now,
if
you're
going
to
build
that
in
an
area
where
I
live,
I
wouldn't
blink
an
eye
because
that's
the
track
housing.
That's
there
that's
the
kind
of
developments
that
were
being
built
in
that
area.
But
this
older
area
is
not
like
that
and
to
start
redeveloping
an
area
that
doesn't
need
to
be
redeveloped
is
kind
of
unfair
to
the
people
that
paying
mortgages
for
20
and
30
years.
AD
The
word
of
the
day
is
annex,
let
us
Annex
Us
in
be
able
to
control
what's
being
built
in
our
own
communities,
I'm
sure,
as
we
all
all
of
you
at
sat
and
communities.
You
know
how
important
it
is
make
sure
that
we
keep
our
residence
quality
of
life
to
a
high
standard.
So
I'm
asking
please,
please
don't
let
this
go
through.
Thank
you.
Thank.
R
AK
Morning,
I
have
been
sworn
in
good
morning:
I
Le.
We
live
in
in
this
neighborhood
in
North
Broward
for
over
21
years
by
the
way
I'm
for
this
development.
AK
Not
only
do
we
live
there,
we
actually
have
a
commercial
property
on
74th
on
the
other
side
of
Lyons
Road.
We
have
we
own
both
properties
about
20
years.
Over
20.
One
of
them
is
about
15
years,
one
of
them
about
21
years.
I
live
there
with
my
children,
I
walk
down
that
street
daily,
the
City
of
Coconut
Creek
built
there.
A
beautiful
Park
I
am
currently
scared
to
walk
there
during
the
day,
because
there's
no
one
there
at
the
park,
there
are
no
homes
across
the
street.
AK
The
we
wish
we
can
accommodate
more
people
coming
in.
But
the
reason
I'm
here
is
because
living
there
for
21
years,
we
get
a
knock
on
our
door
daily,
not
daily,
I
would
say
monthly
one
or
two
cool
knocks
in
the
doors
on
a
per
month
asking
for
us
to
sell
our
house
for
more
than
it's
worth
and
I
asked
them.
Why
do
you
want
my
house?
Well,
they
say
either.
They
would
like
their
children
to
walk
to
school,
to
take
a
bike
to
school,
to
walk
the
parks
they
want
to
live
in
the
area.
AK
So
this
is
not
we're
sort
of,
like
you
know,
they're
playing
a
double
game.
If
you're
going
to
ask
all
those
landowners
that
you
know
to
live
to
at
those
that
are
not
in
in
Coconut
Creek
to
Annex
in
Coconut
Creek,
they
don't
want
to
because
they
want
to
have
the
benefits
of
big
land
and
trucks
and
everything
else.
On
the
other
hand,
when
it
comes
to
caring
about
building
up
the
city
they're,
not
there
there's
also
a
problem
with
sustainability.
There's
a
a
developer
that
wants
to
bring
in
15
beautiful
houses.
AK
These
people
that
will
move
in
will
utilize
those
houses,
so
their
children
can
actually
utilize
what
we
have
in
in
the
city.
We
have
beautiful
schools,
we
have
churches
that
are
underdeveloped,
we
have
a
park,
that's
not
used,
etc,
etc.
Now
I'm
not
really
familiar
with
politics:
I,
don't
I've,
never
gone
into
the
city
with
any.
Only
one
time
I've
been
in
a
commission
meeting
but
I
believe
in
the
past,
the
City
of
Coconut
Creek
has
approved
townhouses
and
that's
out
of
the
street.
AK
So
it
seems
like
if,
if
you're
in
the
city,
they'll
approve
it,
if
you're
a
North
Broward,
they
won't
approve
it
the
Dural
rights
here,
for
whatever
reason
they
did
an
accident
into
into
Coconut
Creek,
they
would
like
to
go
ahead
and
make
a
sustainable
Community.
Please,
let's
give
them
a
hand.
Thank
you.
R
C
AL
I
have
been
sworn
in:
I
too,
live
on
the
North
End
of
Coconut
Creek
and
unincorporated
Broward
I
believe
the
image
that
you're
getting
of
the
neighborhood
is
not
a
hundred
percent,
because,
although
it
is
surrounded
by
Coconut
Creek,
there
is
a
lot
of
property
that
is
unincorporated
Broward
there,
us
being
one
of
them.
AL
A
AL
AL
we've
been
on
the
North
End
since
2000.
when
we
bought
that
property
and
we
bought
our
synagogue
and
our
building
in
2007..
Right
now
we
are
around
the
corner
from
that
property.
We
walk
that
property
every
Saturday
to
and
we've
seen
the
neighborhood
change.
As
the
years
have
gone
on,
my
kids
used
to
go
to
the
park
every
weekend,
I
used
to
be
able
to
send
them
on
their
own.
They
are
not
little
little
kids,
but
right
now,
I
would
not
send
them
there.
It
is
not
safe.
AL
We,
and
also,
if
you're,
talking
about
the
amount
of
kids
and
what
is
hanging
around
there.
The
school
has
so
many
kids
over
there
that
nobody
is
supervising
and
I
believe
if
we
bring
in
nice
families
affluent
families
and
build
up
this
neighborhood
with
we're
not
talking
about
low-income
homes.
We're
talking
about
high
nice
development
with
nice
families
to
bring
in
and
I
think
that
will
only
bring
up
the
neighborhood.
Thank
you
for
your
time.
Thank.
K
Hi
good
morning,
Michael
crisp
I
have
been
sworn
in.
A
K
You
with
the
the
Kai's
company
Realty
Group
here
in
South
Florida
I've,
actually
been
in
South
Florida
for
a
little
over
20
years.
I've
done
development
all
over
the
state,
and
you
know
I'm
here
really
no
skin
in
the
game.
I
came
here
to
really
speak
on
the
the
behalf
of
kind
of
the
development.
K
What
I
see
going
on
in
the
communities
here
you
know,
I
I've
done
development
in
in
Tampa,
Orlando
have
properties
all
over
and
I,
see
that
in
areas
of
South
Florida
we're
still
struggling
with
things
like
green
factors
and
really
trying
to
get
sustainability.
We're
trying
to
get
things
that
really
are
are
not
disturbing
the
carbon
footprint
and
different
things
like
that.
We
have
a
not
only
a
socioeconomic
responsibility
to
the
area,
but
in
a
development
like
this,
it's
not
us
building
major
condos
or
you
know
really
putting
town
homes
or
big.
K
You
know
major
developments
that
have
zero
lot
lines
and
cramming
things
in,
but
we're
leaving
you
know
potentially
Green
Space
cases.
You
know
we're
doing
things
that
would
help
with
you
know
the
Smart
Homes
things
that
would
be
run
more
efficiently
more
effectively
and
then
really
start
to
affect.
You
know
even
environmental
changes
and
things
like
that.
I
see
a
lot
of
communities
all
over.
K
You
know
that
are
being
developed
and
specifically
some
in
Tampa
and
Orlando,
where
I
feel
like
we're
really
beyond
the
eight
ball
behind
the
eight
ball
on
that.
But
you
know
this
type
of
community
really
looking
at
the
way
that
it's
being
planned,
the
way
that
it's
being
set
I
think
it
brings
a
real
sustainability
to
the
future
of
a
community
here
and
I
think
that
it
would
really
be
a
very
impactful.
You
know
piece
of
growth
for
the
community,
so
all
right.
Thank.
C
AM
Hello,
everybody
I
was
sworn
in.
My
name
is
Brooke
gimler,
I
kind
of
have
some
notes,
I'm,
not
a
great
speaker,
but
I
live
just
east
of
this
property.
Everybody
that's
here.
The
other
people
that
are
speaking
do
not
live
in
our
community.
The
community
that
we're
speaking
about
is
lions
and
to
39th
and
in
and
down
74th,
which
is
the
road
that
this
is
on.
AM
AM
So
the
first
thing
I
want
to
say
is
about
the
flex
units
like
that
they
want
to
take
Flex
units
from
Broward
County
and
then
they
want
to
Annex
in.
But
why
are
you
going
to
use
flex
units
from
Broward
County
than
when
they're
going
to
Annex
into
Coconut
Creek?
This
shouldn't
even
be
a
discussion.
They
should
be
annexing
into
Coconut
Creek
and
then
let's
talk
about
the
building
progress.
AM
If
you
come
to
our
neighborhood,
you
will
see
for
ourselves.
I
live
on
Two
and
a
quarter
Acres
and
I
have
one
single
family
home
somebody
mentioned
about
them,
buying
the
property
it
shouldn't
matter.
You
know
they,
they
bought
the
property
yeah,
they
bought
the
property
and
it
was
one
acre
per
unit,
not
15,
on
five
acres.
So
that's
the
problem
that
we
have
we're.
There
would
be
no
problem
if
they
want
to
build
five
homes
on
five
acres
go
ahead,
but
to
put
15
homes
on
five
acres
does
not
fit
in
our
community.
AM
I'm.
Sorry
I'm,
like.
AM
Also
Mr
Geller,
you
said
you
know
when
they
were
talking
about
the
urban
and
planning
person
that
was
up
here
speaking
a
quarter
to
a
half
a
mile
like
that.
74Th
Street
is
about
a
half
a
mile
road.
So
when
they're
looking
there's
there's
nothing
on
74
on
the
on
the
south
side
of
74th
Street,
there's
parks
that
are
owned
by
the
City
of
Coconut
Creek,
and
there
is
another
house
on
that
side.
On
the
other
side,
there's
no
houses
on
74th,
Street
I
live
East.
AM
My
house
faces
39.,
so
there's
there's
no
other
homes
there.
So
to
put
to
say
that
they've
looked
at
statistics
and
things
in
the
neighborhood
it
doesn't
match
up
a
one
house
to
an
acre
is
what
should
be
built
in
our
community.
We're
asking
you
know:
if
anybody
has
any
questions.
Drive
the
community
see
it
like
you'll
see,
there
is
Crescent
Creek,
there
is
Wildwood,
but
those
neighborhoods
are
at
Hillsborough
Boulevard.
Thank.
AM
AN
Afternoon
my
name
is
Caleb
Devore
I
was
sworn
in,
I
want
to
get
Begin
by
saying,
I'm
a
second
generation
Broward
County
resident,
born
and
raised.
My
father
was
born
and
raised
here.
We
both
grew
up
in
North
Broward
I'm,
raising
the
third
generation
of
my
family
reason.
AN
This
is
important,
so
passionate
to
me
is
because,
as
a
resident,
there's
very
few
areas
that
have
been
preserved
and
I
used
to
love
hearing
stories
from
my
father
about
climbing
over
the
berm
in
Deerfield
Beach
as
a
Boy
Scout
lighting,
a
fire
on
the
beach,
you
know
going
out
west
past
441,
nothing
but
farmlands,
there's
absolutely
nothing
out
there,
and
these
are
areas
that
people
have
been
here
long
enough
can
enjoy
that
and
want
some
type
of
preservation.
I
get
it.
We
can't
continue
to
do
that.
AN
There
are
certain
districts
and
cities
that
stopped
building
on
the
actual
Beach
and
in
other
areas
they
have
been
able
to
preserve
the
area.
They
have
reason
I'm.
Speaking
on
all
this
is
I've
been
in
that
particular
area
for
about
10
years.
I
recently
bought
into
the
section
of
the
one
acre
estate
homes
about
a
year
and
a
half
ago.
AN
Prior
to
that
with
my
three
children,
we
would
spend
a
lot
of
times
riding
our
bikes
to
the
park
around
there
me
and
my
wife
would
go
on
walks
and
runs
I
mean
to
to
see
this
area.
It's
completely
different
than
anything
else.
That's
adjacent
and
I
believe
these
maps
that
have
been
brought
up
are
basically
they
don't
really
do
it
any
justice
until
you
walk
the
area
and
you
go
through
it.
Some
of
these
homes
are
not
luxury
homes.
AN
With
the
exception
of
off
the
39,
have
there
are
some
large
homes,
but
with
the
exception
of
39th
Ave
most
these
homes
don't
go
over
2
000
square
feet.
They
may
have
some
additional
buildings.
Some
people
run
businesses
out
of
them,
but
it's
a
completely
different
type
of
atmosphere.
There's
peacocks
wild
animals.
It's
absolutely
phenomenal.
I
think
commissioner
Bogan
here
had
hit
the
nail
on
the
head
when
he
basically
asked
What
Not
only
is
around
from
an
eagle.
AN
You
know
up
above
Eagle
eye
view,
but
what's
adjacent
to
it,
and
no
one
here
has
spoken
about
that
both
sides
of
the
property
is
preserved.
You
can't
even
so
much
just
knock
a
tree
down
on
both
adjacent
sides
of
the
property
across
the
street
from
the
property
is
15
Acres
of
basically
Park
that
the
City
of
Coconut
Creek
has
designated
and
again.
This
is
in
the
backyard
of
Coconut
Creek
Coconut
Creek
has
a
different
development
plan.
AN
Yes,
they
have
approved
the
two
developments
Crescent
Creek,
which
I
lived
in
for
about
eight
years
and
Lionsgate
that
are
very
close.
But
aside
from
those
two
in
that
little
area,
everything
else
is
an
acre
of
state.
So
much
to
the
point
that
every
single
property
that
is
Anna
that
is
unincorporated
in
Broward
is
an
acre
of
State.
You
would
be
changing
your
own
rules
by
going
away
from
an
acre
estate,
because
that's
what
you
have
in
that
corner
from
basically
Lyons
Road
and
North
of
Hillsboro,
so
I'm
asking
that
you
guys
deny
this.
AN
The
flex
units
deny
the
rezoning,
maybe
defer
this
to
Coconut
Creek.
That
seemed
like
a
smart
idea
from
the
beginning.
Clearly,
more
residents
would
be
here
to
speak
on
this,
but
everyone
has
jobs.
This
is
10
o'clock
in
the
morning
on
a
weekday
I've
been
here
through
every
single
meeting,
with
the
exception
of
the
last
one
only
because
they
were
deferring
the
subject
and
I
chose
not
to
take
off
work
to
come,
but
I'm,
hoping
that
you
guys
listen
to
the
impassioned
residents.
AN
They've
all
pretty
much
signed
letters,
not
just
the
residents
that
we're
at,
but
the
residents
of
Lions,
Gate
and
Crescent
Creek,
for
the
same
reasons
that
we
enjoy
the
neighborhood
people,
love
walking
to
the
parks
riding
their
bikes
there.
You
should
see
the
kids
and
the
families
that
go
by
and
all.
C
AC
Just
very
quickly,
there
are
a
number
of
unincorporated
properties
in
this
area.
I
know
this
particular
five
acres
is
surrounded
by
Coconut
Creek,
but
if
you've
looked
at
the
maps,
we
had
up
earlier
there's
a
lot
of
unincorporated
property
up
in
this
area,
still
I'll,
just
repeat
again
that
we
would
be
willing
to
Annex
into
Coconut
Creek,
but
we
have
to
have
some
baseline
to
work
with
in
order
to
know
that
we
can
meet
their
standards.
If
you
have
any
questions,
I'd
be
happy
to
answer
them.
Thank
you
very
much.
H
Thank
you,
Mr
Mayor,
the
Norm
I've,
looked
at
the
document.
I'm
familiar
with
the
issue
of
compatibility.
I
would
normally
say
that
I
do
find
this
compatible
at
the
three
acres,
because
compatibility
does
not
mean
the
property
directly
next
door.
It
includes
the
general
area
and
our
expert
and
I
asked
them
about
that
said
that
it
is
compatible.
That's
the
county
representative,
on
the
other
hand,
I've
been
caught
between
competing
interests.
H
The
I
normally
go
with
the
local
government
decisions,
but
again
that
area
is
not
part
currently
of
Coconut
Creek.
So
then
I
default,
where
I
do
give
deference
to
the
county.
Commissioner,
from
that
area,
and
commissioner
Bogan
has
vehemently
advocated
against
that,
since
I
tore
in
both
ways,
I
would
like
to
offer
an
amendment
to
try
and
split
the
baby.
H
If
I
can
ask
County
I
I
didn't
want
I
wanted
to
hear
the
testimony
first,
so
I
could
be
sure
that
I
was
confident
with
what
I
was
going
to
do
and,
having
heard
the
testimony,
I
am
now
confident
you
have
a
group
of
people
advocating
for
three
units
per
acre
and
again
absent
the
the
absent
the
advocacy
for
from
commissioner
Bogan
I
would
probably
be
supportive
of
that,
because
I
do
think
it's
compatible
and
again
for
those
of
us
who
have
been
concerned
about
affordable
housing,
the
these
houses
are
not,
but
the
issue
of
creating
more
houses
is
critical
and
we
always
run
into
people
who
say
yes,
we
need
more
density,
just
not
anywhere
near
us,
and
that
is
a
problem
I.
H
The
amendment
that
I
will
offer
it,
which
has
been
drafted
by
county
attorney's
office,
is
a
revised
resolution
that
would
allocate
five
Flex
units
instead
of
ten
it
would
provide
for
instead
of
the
15
units
or
the
13
units,
it
would
be
a
total
of
10
units.
So
this
would
be
an
amendment
both
to
the
item.
47
and
48.
Just
I
kind
of
agree
with,
but
I
agree
that
I
think
it
is
compatible
at
15..
H
C
S
So
you're
speaking
of
this,
as
a
you
know,
a
five-acre
project,
it's.
S
You
could
have
you'll
have
a
total
of
of
five
units,
but
it
doesn't
necessarily
mean
two.
S
It
doesn't
mean
that
you're
confined
to
two
units
on
a
specific
anchor,
because
you
have
it
looked
like
there
was
a
discussion
about
having
some
kind
of
a
a
set
aside
like
a
retention
area
or
something
that
was
going
to
be
part
of
the
10
acres.
So
the
way
I
would
Envision
it
is.
Some
of
those
lots
may
be
a
little
bit
less
than
half
an
acre.
Is
that
something
is.
H
S
To
comply
with
the
the
question
is
best
address
to
the
land
use
lawyer,
so
Mr
mealy
I
mean
if
you
had
10
total
units
on
the
five
acres
you
could
have.
Perhaps
you
know
on
a
couple
of
Acres
that
could
have
like
two
and
a
half
units
as
long
as
you
had
10
units
on
the
entire
five
acre
parcel.
Would
that
be
correct?.
AC
So
I
think
what
we
would
plan
to
do
is
similar
to
what
we've
seen
in
the
area.
So
we
would
be
a
single
family
lots
of
the
areas
that
wouldn't
be
in
Lots.
This
is
the
cocomar
water
Control
District,
which
has
a
15
water
requirement.
So
we'll
have
to
do
that.
Just
like
all
the
other
developments
and
obviously
we'll
have
to
have
a
road
going
into
it
the
well,
it
would
basically
be
the
same
plan
you
saw
for
the
15
units
except
it'll,
only
be
10
units,
so
the
Lots
will
just
be
bigger.
C
AC
E
Yeah
I
I
would
like
to
support
this
amendment.
I
I
agree
that
I
mean
there's.
There
are
pros
and
cons
here,
obviously,
and
but
I
I.
Just
don't
really
believe
that
now,
even
before
I
didn't
but
I,
certainly
with
just
two
houses,
I,
don't
really
believe
that
it's
it
was.
There
was
some
suggestion
that
it's
reducing
quality
of
life
I
mean
these
are
going
to
be
beautiful
homes.
E
I
I
would
have
had
a
problem
if
it
were
delayed
and
and
waiting
to
think
about
whether
not
to
go
into
Coconut
Creek,
because,
as
one
of
the
Commissioners
said,
it
wouldn't
be
getting
developed.
If
Coconut
Creek
is
in
charge,
so
I
think
that
shuts
the
door
there
so
I
would
support.
K
E
Compromise,
and
certainly
as
long
as
the
developer
is
willing
to
go
along
with
it
and
then
the
standards
would
be
you
know,
coconut
Creek's
standards
would
be
certainly
the
ones
that
would
be
followed
here.
So
I
think
both
sides
would
be
getting
something
out
of
this
proposition
and
it
would
be
positive
for
everybody.
I
think.
Thank
you.
G
Thank
you,
Mr
Mayor
and
colleagues.
I
I
was
not
expecting
this
compromise
right,
but
I
wanted
also
to
share
with
my
colleagues.
I
live
in
a
community
that,
when
I
purchase
my
home
like
all
of
us,
did,
we
did
not
have
legislatures
who
are
now
changing
our
lifestyles.
We
have
group
homes
that
are
allowed
in
our
communities.
These
were
supposed
to
be
single
family
residential
communities
when
we
bought
our
homes
just
like
those
who
are
bought
their
homes
years
ago
and
they're
sitting.
A
G
Acres
and
won
a
house
or
two
acres
and
one
property.
We
need
to
remember
the
legislature
if
you
don't
have
your
a
homeowner's
association
and
have
certain
things
written
in
your
documents
to
protect
the
Integrity
of
your
property
at
any.
Given
time
your
home
can
have
tractor
trailer
outside
of
it.
You
can
have
all
sorts
of
home-based
business
that
do
impact
properties.
How
do
we
address
that?
In
this
conversation,
I
would
like
to
hear
from
the
developer
if
my
Mr
Mayor.
C
Again,
unfortunately,
we
can't
build
it
into
this
item,
but
I
think
we
have
the
commitment
on
the
record
that
the
developer
obviously
work
closely
with
Coconut
Creek
and
obviously
the
regulations
too.
Any
discussion
on
the
amendment
itself
before
we
vote
might
say
just
want
to
make
sure.
Are
we
a
menu
item
47
from
10
unit
Flex
units?
To
five?
Are
we
meaning
48
at
all
too
or
just.
AA
47.
we're
mending
both
in
in
48.
AA
On
them,
yes,
in
48
I
would
like
to
add
Senator
the
delegation
to
to
urban
planning
staff
to
approve
a
modified
Master
development
plan
at
two
units
to
the
acre.
Okay,.
F
AC
F
And
this
would
be
limited
to
two
units
per
acre.
That's
correct,
based
on
this
motion.
So
since
I
mentioned
before
about
the
possibility
of
annexing
I
I
want
to
not
not
speak
at
this
point.
I
I've
dealt
with
this
so
many
times
in
the
city
of
Parkland,
and
you
could
the
whole
Community
would
come
out
and
there
would
be
it's
almost
identical
to
what
we
see
in
a
city
and
everyone
up
here
has
seen
the
same
thing.
F
Unless
you
keep
it
exactly
as
it
is,
and
we
had
some
in
Parkland
that
were
one
unit
per
10
acres
and
it
was
the
same
fight,
it
was
the
same
war
and
at
the
end
of
the
day,
the
community
was
improved
by
some
of
the
improvements
that
were
made
that
come
in
so
with
the
idea
that
they
can
have
a
homeowners
association
work
with
the
City
of
Coconut
Creek
I'm,
going
to
reluctantly
vote
in
favor
of
the
amendment
proffered
by
Senator,
Galler
and
I.
Just
didn't
want
to.
F
I
C
The
Amendments
adopted
unanimously
now
we're
going
to
vote
on
item
46
7
as
amended
motion,
so
move
my
commissioner
for
a
second
by
Central
Geller,
all
in
favor,
say
aye
aye
opposed
your
post;
okay,
so
that
eight
to
one
passes,
that's
right:
item
48!
Is
there
a
motion
to
approve,
as
amended,
move
by
Senator
Galler
second
by
second
by
commissioner
Rogers,
all
in
favor,
say
aye
aye
opposed
I.
C
C
I
To
Mr
mealy,
Mr,
mealy
I
know
that
you
said
it
publicly,
but
I'm,
really
hoping
that
your
clients
will
stick
to
their
your.
The
agreement
to
you
know
be
incorporated,
or
whatever
the
word
I'm
trying
to
think
of.
C
C
Mr
margin,
you
see
them
separately.
You
can
do
them
together
mayor
this
one.
We
can
okay,
very
good.
Is
there
a
motion
to
obviously
thank
you?
Thank
you
moved
by
Senator,
regular
second
bye.
Second,
second
by
commissioner
Dean,
all
in
favor,
say
aye
aye
opposed
motion.
Kerry's
name
is
me.
That
puts
us
back
now
on
our
time.
Certains
to
item
number
61
is
a
motion
to
discuss
Broward
County's
9-1-1
system.
Commissioner
Bogan,
this
is
your
item.
I'll,
have
you
introduce
it
and
then
have
staff?
C
I
A
quick
60!
Second
summary:
if
you
don't
mind,
I,
don't
know
eight
months
ago,
nine
months
ago,
that
article
came
out
in
the
Sun
Sentinel,
which
brought
us
all
together
to
talk
about
the
problems
of
9-1-1,
the
the
reason
I
thought
we
were
all
talking
about
it
and
I
think
we've
gotten
lost
the
problem.
Was
it's
performance
bottom
line?
It's
not.
You
know
just
performance
and
answering
phones.
The
performance
can
get
in
in
in
the
system
and
the
the
sheriff
came
here
and
said.
The
problem
at
that
time
was
money.
I
I
This
is,
we
all
agree.
I
think
the
sheriff
would
agree
too.
This
is
one
of
the
most
important
law
enforcement
items
that
we
could
offer
to.
The
public
and
I
think
it's
incumbent
upon
us
as
as
Commissioners
to
direct
our
County
Administrator
to
to
to
take
Plan
B
simultaneously
eight
months
ago
or
nine
months
ago,
I
was
sitting
here
saying,
let's
at
least
get
a
Headhunter
to
find
the
mark
Gale
the
Jonathan.
You
know
the
mark
Gale
of
airports,
the
the
that
of
the
911
Center.
I
Let's
get
some
an
expert,
there's
no
downside
to
this.
Let's
just
in
case
things,
don't
work
out
with
the
sheriff
in
case.
Let's
protect
the
public
and
you
know.
Hopefully
we
were
hoping
things
would
work
out
with
the
sheriff
and
we
were
trying
to
work
with
them,
but
he
hasn't
signed
a
contract
I'm
just
being
factual.
He
hasn't
signed
a
contract
but
for
whatever
reason,
I'm
not
trying
to
be
negative
at
the
sheriff
I'm
just
saying
the
fact
is
we
sit
here
with
no
contract
signed.
I
There
was
I
I
wasn't
here
in
the
last
of
Workshop,
but
I
heard
he
wasn't
there's
as
well.
We
we
need
to
have
in
my
opinion,
we
need
to
have
a
backup
and
and
again
I
I
really
believe.
I'll
go
back
in
eight
nine
months.
We
should
be
having
a
Headhunter
finding
the
person
who's
an
expert
running
a
9-1-1
Center,
because
it's
not
working
out
right
now
things
now.
It
may
work
out,
but
let's
have
a
plan
B,
let's
have
a
plan
B.
I
So
if
it
doesn't
work
out
boom,
we
can
fit
somebody
in
instead
of
two
years
down
the
road
we're
going.
Oh
now,
who's
going
to
run
it
and
who's
going
to
do
something
so
again,
I'm
really
just
asking
my
fellow
Commissioners
and
I'd
like
to
you
know
eventually
make
a
motion
today
to
direct
our
County
Administrator
to
hire
a
Headhunter
to
find
and
I
use
as
a
compliment
to
Mark
Yale
to
find
the
mark
Gale
of
the
9-1-1
Center,
the
Jonathan
Daniels
of
the
seaport
Center
find
somebody
who's
educated.
I
Who
has
an
expertise
in
this
so
as
at
the
same
time,
if
we
work
out
something
with
the
sheriff
great,
then
we
them
that's
good.
We
have
no
downside
by
having
something
going
on
at
the
same
time.
I
hope
I
don't
have
to
be
here
a
year
from
now
saying
the
same
thing,
but
there's
no
downside
anyway.
That's
it.
Okay,.
C
Thank
you,
commissioner.
Bogan
for
the
record.
The
sheriff
was
here
earlier.
Unfortunately,
he
had
another
we
need
to
go
to,
but
we've
asked
the
staff
to
continue
on
just
be
with
us
to
answer
any
questions.
So
thank
you
for
that
as
well.
Mr
Pierre
did
you
want
to
bring
us
up
to
date
on
the
latest
where
we
are
and
then
we'll
open
up
a
discussion
too
I
just
want
you
to
set
the
stage
that
from
commissioner
Bogan
to
where
you
are
right
now
with
the
negotiation
with
the
sheriff.
Thank
you
thank.
AP
You
Mr
Mayor,
so
we
have
been
engaged
with
the
sheriff
and
his
team
Colonel
yarena
who's
who's
before
you
now
prepared
to
speak
as
well,
has
been
working
with
Michael
Ruiz
and
under
Sheriff
Nicole
Anderson,
as
well
on
on
trying
to
get
to
an
agreement.
As
you
know,
I
was
directed
after
the
board
Workshop
to
go
back
and
and
ask
the
sheriff
for
an
extension
agreement.
I
did
send
two
different
sets
of
contracts
over
to
the
sheriff
the
first
one
had
a
little
bit.
It
wasn't
a
straight
extension.
AP
It
also
had
some
components
in
there
for
transitional
language
that
you
all
had
requested
to
put
in
there
as
well,
and
then
we
heard
back.
You
know
through
other
conversations
that
he
was
not
interested
in
signing
anything
you
know
or
considering
anything
other
than
an
extension.
We
then
sent
another
agreement
over.
That
was
strictly
an
extension
just
to
March
31,
with
no
additional
extensions
just
to
give
the
public
that
sense
of
stability
that
you
all
talked
about.
In
the
workshop
to
date,
we
have
not
received
a
signed
extension.
AP
However,
you
know
the
sheriff
did
send
a
letter
to
you
all
on
Friday
late
afternoon
expressing
their
continued
commitment
to
conducting
the
call
taking
and
dispatch
services,
and
we
continue
to
work
through
some
issues
that
they
would
like
to
see
in
a
long-term
interlocal
agreement
relationship.
So
you
know
a
little
bit
different
than
the
concept
of
the
contract
for
vendor
services,
but
essentially
an
Ila
similar
to
that
that
we
have
between
the
airport
and
BSO
and
the
seaport
and
BSO.
AP
So
so
that
format
is
already
we've
been
working
on
that
and
Renee
Herod
from
county
attorney's
office
has
been
very
helpful
as
well.
In
drafting
that
and
putting
those
terms
into
place,
I
will
say:
I
think
that
there's
light
at
the
end
of
the
tunnel
and
that
we
have
been
having
some
productive
conversations
that
got
off
to
a
little
bit
of
a
bumpy
start
with
a
very
long
list
with
I
think
some
issues
that
were
not
appropriate
to
be
included
into
a
contract
for
service
type
of
an
agreement.
AP
There
were
other
issues
that
the
sheriff
and
his
team
were
hoping
to
include,
but
we've
separated
that
list
out
into
contractually
appropriate
items
and
non-contractual
items
for
discussion
for
future
discussions.
So
there's
about
a
dozen
issues
that
when
you
group
them
that
we're
working
through-
and
you
know,
I
do
think
that
there's
a
possibility
and
an
ability
for
us
to
get
to
an
agreement
again.
The
devils
are
always
in
the
details
and
and
how
you
get
through
that.
But
to
date,
commissioner
Bogan
we
have
not.
We
do
not
have
an
agreement
in
place.
C
AO
Good
afternoon
Mr
Mayor
Commissioners
Colonel
Oscar,
Arena
speaking
on
behalf
of
sheriff
Gregory
Tony,
the
Broward
sheriff's
office.
Well,
our
position
is
exactly
what
the
County
Administrator
stated:
the
sheriff
authored
a
letter
clearly
explaining
why
we
are
reluctant
to
extend
the
old
agreement,
but
we
had
a
very
productive
meeting
last
week
in
terms
of
reaching
a
new
into
local
agreement.
We're
set
to
meet
this
week
with
County
Administration
and
that's
the
course
that
we're
taking
to
re-emphasize
the
sheriff
is
clearly
committed.
We
are
Public
Safety
professionals.
AO
We
will
not
abandon
a
post.
If
the
county
decides
to
go
in
a
different
direction:
different
provider,
we
will
not
abandon
or
post
until
we're
duly
relieved.
As
far
as
having
a
plan
for
transition,
I,
don't
think
anything's
in
writing,
but
that's
something
that
we
agreed
to
if
we're
ever
relieved.
For
any
reason,
there
has
to
be
a
transition
plan,
that's
pretty
standard
and
we're
committed
to
that
as
well.
H
You,
sir,
first
of
all,
respectfully
commissioner
Bogan.
We
can
find
another
Mark
Gale
anywhere,
there's
one
of
them
and
he's.
C
W
H
What
he
turns
to
do?
Okay,
all
right.
So,
let's
resolve
we
all
like
Mark
beyond
that.
However,
on
this
issue,
I
am
starting
the
commissioner
Bogan
to
share
your
concern.
I
I,
don't
think
I
I,
don't
think
you
know
it'll
be
a
year,
but
I
am
concerned
that
we
need
to
get
there
there
soon
quickly.
I
personally
would
prefer
that
the
sheriff
continue
to
operate
the
dispatch.
I
am
my
one
complaint
that
I'd
had
was
it
wasn't
highlighted
to
us
earlier
I
understand
it
was
in
a
report,
but
it
wasn't.
H
You
know,
there's
a
old
journalism
story.
Don't
hide
the
lead.
Well,
I
think
that
the
shortage
of
the
911
operators
wasn't
emphasized
to
us
early
enough,
but
I
I'm
not
upset
that
it
we're
not
fully
up
to
staff
I
understand
you
had
over
3
000
applications
to
get
through
it's
a
14-week
training,
class
I
I,
and
then
you
have
the
after
that
the
one-on-one
match.
I
understand
it's
taking
time
to
get
it
fully
staffed
up.
That
doesn't
upset
me.
H
What
I
have
been
concerned
about
is
some
of
the
letters
from
the
sheriff
that
have
seemed
to
indicate
that
he's
not
going
to
be
willing
to
sign
an
agreement
with
us
unless
he's
in
charge
of
the
dispatch
and
I
think
previously
that
I've
heard
nine
Commissioners
say
that
that's
not
okay,
again
we're
the
ones
that
have
to
pay
for
it.
H
What
I
would
like
to
see
is
a
Time
certain
we
we
cannot
continue
to
go
on
and
on
where
again,
I
am
concerned.
That
I've
sometimes
seen
the
sheriff
appear
to
me
to
be
backsliding.
A
little
back
to
no
I
need
to
be
in
charge
of
everything,
so
I'd
like
to
put
a
reasonable
time
period.
I,
don't
know
whether
Mike,
if
I
can
ask
you,
is
that
two
weeks
is
it
a
month
where
we
get
a,
we
either
have
an
agreement
or
we
don't
have
an
agreement.
H
I
I,
don't
want
to
say
it's
got
to
be
three
days
from
now
or
a
week
from
now,
but
it
can't
go
on
forever
and
ever
when
there's
at
least
we
can
always
extend
it
once
there's
a
meeting
of
the
minds,
but
I
haven't
seen
a
meeting
of
the
minds
yet
so
Mike.
What
would
be
a
reasonable
time
in
your
opinion,
or
is
that
a
County
Administration.
AP
Okay,
so
we
have
been
trying
to
make
progress.
You
know
I
I
can't
say
that
I
feel
confident
that
we
can
do
this
in
a
week
or
two.
AP
Obviously,
once
we
have
the
the
boilerplate,
the
the
components
the
bones
of
it,
then
we
have
to
put
it
into
the
legal
framework
and
and
really
get
that
smoothed
out.
We
have
a
legal
based
document,
but
we
gotta
make
sure
both
sets
of
attorneys
sit
down
and
and
they
go
back
and
forth.
That
can
take
some
time
as
well.
AP
C
Yeah
and
Senator
gello
I
had
spoken
to
sheriff
because
he
had
reluctancy
on
this
new
agreement
you
sent
over
and
I
said.
If
we
send
the
exact
same
agreement
you
signed
in
October
with
a
deadline
of
March,
the
31st,
no
more
extensions,
I
I
had
thought
he
was
willing
to
do
that.
So
at
least
we
could
be
in
contract
and
then
final
come
up
with
the
final.
C
H
You
so
Mr
Mayor
just
to
to
conclude,
then
I
agree
with
commissioner
Bogan.
It
can't
go
on
forever.
I
think
we
need
a
firm
date,
not
necessarily
for
signed
contract,
but
a
firm
date
that
we
have
the
terms
agreed
to,
and
then
we
can
lawyer
them
up
I
if,
if
you
believe
Mr
Mayor
of
County
Administration
believes
March
31st
I'm
willing
to
go
out
that
far
I
would
have
probably
picked
a
little
earlier.
H
But
if
that's
your
opinion,
if
that's
County
Administration
I'm
willing
to
go
that
far
but
I'm
not
willing
to
go
further
than
that,
we
need
to
know
one
way
or
the
other
I
don't
mind
if
it
takes
a
little
longer
to
draft,
but
by
March
31st.
We
need
to
know-
and
that's
my
opinion-
I
hope
that
the
commission
will
share
that.
C
F
Okay
couple
comments.
First
thing,
sir:
thank
you
for
being
here
and
I
just
want
to
expand
on
one
thing
that
you
said
publicly
because
I
know,
there's
always
a
lot
of
media
here
and
and
I
I
believe
this
from
the
beginning,
I
mean
under
no
circumstances
should
our
the
public
be
worried.
The
sheriff
is
not
leaving
whether
there's
a
contract
or
not
they're
answering
these
phones
until
we
make
a
change
one
way
or
another.
F
You
won't
abandon
that
that
post,
of
course,
which
is
it's
clear
to
me,
because
I
think
it
would
be
one
of
the
biggest
derelictions
of
Public
Safety.
If
you
said,
if
we
said
we're
not
going
with
you
for
one
reason
or
if
you
said
you're
not
coming
with
us,
I
just
want
the
public
to
be
assured,
there's
going
to
be
no
change,
it
would
just
be
the
person
that's
overseeing.
This
would
be
somebody
from
the
county
versus
the
sheriff
correct.
AO
F
Just
want
that
to
be
abundantly
clear
for
the
public,
because
we
all
keep
getting
these
same
phone
calls
I'm
getting
calls.
Well.
Is
this
call
center
going
to
come
in
is
you're
going
to
throw
that
one
out?
That's
just
really
not
the
way
it
works
here.
The
men
and
women
that
do
this
are
our
Public
Safety
professionals.
F
That
would
be
able
to
do
this
job
if
we
had
it
in-house
in
Broward,
County
or
if
it's
with
the
sheriff
I
would
imagine
that
sheriff
Gregory
Tony
has
very
little
to
do
with
the
actual
answering
of
the
call
center.
It's
just
that
he's
the
duly
elected
sheriff,
and
this
is
a
contract
with
another
contractual
officer,
so
I
just
think.
For
the
Public's
point
of
view,
this
is
very
confusing
to
them
and
it's
actually
very
scary
to
them.
This
is
not
a
service.
F
F
Second
thing
is:
I
want
to
recognize
Chief
McKeon
who's
here
from
Carl
Springs
he's
been
here
whenever
and
he's
been
here
for
me
whenever
I've
needed
him
I
know
his
staff
is
always
very
forthcoming
with
me,
I've
speak
with
them
quite
often,
all
the
time
the
sheriff's
made
some
allegations
or
some
some
comments
lately
that
this
is
a
technology
issue.
We
have
the
same
if
not
better
technology
than
Coral
Springs,
not
that
it's
better.
It's
just
later
in
the
cycle
than
Coral
Springs,
Coral
Springs
always
comes
and
says
you
work
with
our
Tech.
F
We
we
all
work
with
the
same
backbone
and
Technology
if
I'm
mistating
any
of
that.
I
think
that
he
would
the
share
the
the
chief
in
Coral
Springs
would
correct
me.
This
is
not
a
technological
issue.
It's
a
staffing
issue,
that's
happening
Nationwide
that
were
caught
right
in
the
middle
right
now
we
are
right
in
the
middle
of
major
staffing
issues
which
we're
trying
to
correct
from
this
point
on
the
commission.
F
With
that
said,
commissioner
Bogan
has
made
a
point
that
I
I
agree
with
very
much
but
I
just
Nuance
it
a
little
bit
different
I.
Believe
that,
as
we
are
right
now
and
I,
think
we're
doing
this
with
County
Administration,
we
should
be
having
the
Fitch
group
The
Consultants,
that
we
have,
that
are
the
experts
in
this
field
telling
us
what
it
would
take
if
we
decided
to
transition
this
back
over
to
the
county?
Is
that
happening.
F
In
the
event
that
this
doesn't
work
out
with
the
sheriff,
this
is
going
to
come
back
to
the
county.
The
Fitch
group
is
going
to
be
our
consultant.
There
I
agree
with
I
agree
with
Mark
we're
going
to
need
to
find
somebody.
That's
going
to
need
to
lead
this
when
it
happens,
but
to
go
and
get
a
consultant
to
come
out
and
a
Headhunter
now
I
think
that's
putting
the
cart
before
the
barn,
because
we
don't
even
know
how
we're
going
to
do
it.
I
agree.
F
The
the
next
thing
I
have
to
ask
this
at
the
sheriff's
office,
because
I
keep
getting.
You
know
different
things.
We
have
this
ort
process
where
issues
bubble
up
through
the
ort
process,
I
call
it
or
cat.
Sometimes,
with
the
governance
committee,
the
sheriff
stood
up
here
at
the
well
of
the
Deus
and
said
the
reason
that
he's
going
to
be
able
to
do
this
better
is
because
he's
going
to
just
make
the
decisions
quicker
than
we
can
make
through
this
ort
governance
process.
AO
We
would
never
make
decisions
unilaterally
without
checking
with
police,
Chiefs
and
Fire
Chiefs.
The
ort
is
working.
If
it
ever
does
change,
it
might
be
set
up
in
a
different
way,
but
there
has
to
be
input
from
Fire,
Chiefs
and
police
Chiefs.
Okay,.
F
So
I
think,
then
the
question
becomes,
or
the
concern
I
have
is
maybe
County
Administration
and
the
sheriff
and
the
ort
people
find
a
more
streamlined
way
to
get
these
things
through
these
ort
governance
meetings,
because
when
the
sheriff
came
up
here
and
said,
it's
going
to
be
quicker
because
I'm
going
to
make
these
decisions,
I
know
that
the
city
Managers
Association.
They
don't
agree
with
that.
They
want
to
make
sure
there's
an
ort
governance
committee.
I
know
the
fire
chiefs.
They
just
want
some
some
some
stability
and
some
structure.
F
My
last
comment
becomes:
there
are
certain
drop
dead
things
that
we're
being
told
I
guess
by
the
Sheriff's
Office
like
it's
got
to
be
a
decision
on
where
we're
going
to
locate
these
peace
apps,
that's
in
the
best
interest
of
Public,
Safety
and
I.
Don't
take
any
pride
in
ownership
if
the
sheriff
makes
a
case
that
this
P
that
a
peace
app
should
be
in
the
Broward
County
public
safety
building.
F
You
Can
Count
me
as
a
vote
to
try
and
really
push
for
that,
because,
if
that's
what's
better
in
public
safety,
I'm
voting
for
it
I
don't
really
care
what
County
Administration
says:
I,
don't
really
care
what
the
sheriff
says
on
that.
If
it's
proven
to
me
that
Public
Safety
necessitates
that
being
done,
I'm
a
vote
for
that,
but
I
haven't
seen
that
yet
all
I've
seen
so
far
is
we
want
it
here?
F
You
can't
put
it
anywhere
else:
go
go,
fly
a
kite
and
that's
not
the
way
I
can
operate
as
a
policy
maker
on
this
decision.
It's
too
important
for
us
to
keep
having
these
same
fights
I,
don't
really
care
about
the
contractual
Arrangement
they'll
work
out.
You'll
work
them
out.
This
always
happens.
It's
going
to
be
like
the
debt
ceiling.
It's
going
to
go
right
till
the
end.
Then
it's
going
to
work
itself
out.
F
I
I
want
to
make
sure
that
what
we
do
as
a
community
provides
the
greatest
level
of
Public
Safety
to
our
residents
and
from
what
I've
seen
so
far.
It's
a
numbers
in
Staffing
issue,
which
we
are
looking
to
correct
by
more
pay
by
more
training
by
more
mental
health
counseling
by
more
people
coming
in
there,
and
let's
give
that
a
chance
to
work
as
we
go
forward
with
this
I
agree
with
Bogan
I
would
do
it
a
different
way.
But
those
are
my
comments.
Well,.
C
I
understand
too,
through
Administration.
That
Fitch
obviously
has
the
ability
to
immediately
step
in.
If
that
was
the
case,
that
we
could
take
it
over
if
we
needed
to
and
then
ultimately,
like
you
said,
commissioner
Dean,
we
could
go
off
of
the
head
hunting
opportunity,
but
at
least
we
would
have
that
immediate
step
that
we
could
put
them
in
place.
Is
that
correct?
So.
AP
So
let
me
make
some
clarification,
so
we
have
been
engaged
with
Fitch
in
conversations
about
having
some
oversight
and
ability
for
transition
assistance.
We
would,
as
I've
shared
with
all
of
you.
If
that
is
where
we
land
in
the
future,
we
would
be
just
taking
those
employees
as
County
employees,
and
we
be
working
with
them
with
BSO
in
the
transition
and
Fitch
would
help
us
with
the
management
layer
to
help
that
transition
go
smoothly
consistently
and
concurrently.
AP
D
D
We
all
do,
and
hopefully
on
February
10th,
because
we
had
asked
for
it
on
January
10th,
a
monthly
report
showing
the
trending
how
things
are
trending,
whether
you
know
how
call
time
call
times
are
all
those
different
things
and
I
mean
I.
Think
all
of
us
are
wanting
to
see.
Is
there
being
a
Divergence
of
the
non-emergency
calls?
Are
those
alarm
calls
starting
to
be
diverted
to
make
sure
that
we
are
really
focusing
in
on
what
the
issue
is?
D
We
need
to
meet
those
that
are
accepted
on
the
national
level
and
I
think
the
sooner
we
set
those
the
better
I've
been
willing
to
up
to
this
point,
I'm,
you
know
I'm,
we
you've
just
hired
a
lot
of
people
that
takes
a
lot
of
training,
takes
a
lot
of
time
for
them
to
get
get
their
feet,
wet,
get
ready
and
I
and
I
think
I,
I'm
patient.
With
that
an
understanding.
This
is
a
very,
very
difficult
job
and
I
know
that
you're
still
trying
to
hire
so
I'm
I'm.
D
You
know
you've
got
somebody
or
you
had
somebody
here.
Still
there
I
guess
that
was
willing
to
be
patient
and
allow
those
people
to
learn
that
job
and
go
past
the
Sun,
but
then
to
say
I'm
not
going
to
sign
this
contract.
In
the
meantime,
not
a
good
way
to
be
going
about
it.
I
I,
just
I'm,
just
going
to
be
straightforward
with
you,
it
doesn't
make
sense.
D
You've
got
a
willing
partner.
Here
you
got.
This
is
a
team
effort
between
the
county
and
the
sheriff
act
like
you're
on
a
team.
That's
what
needs
to
happen.
We
know
we
shouldn't
be
in
competition
with
each
other.
We
should
be
we're
both
should
be
servicing
each
other
as
much
as
we
can
and
when
both
of
us
help
each
other,
then
there's
a
successful.
You
know
result
and
that's
where
we
should
be
going
so
I
hope.
D
That's
where
we
end
up
going,
but
I
do
I
am
looking
forward
to
seeing
the
metrics
and
the
timeline
on
February,
10th
I,
believe
that's
where
we
had
decided
and
every
month
after
that,
and
if
we
don't
start
to
see
those
metrics
get
down
to
where
the
guidelines
are
then
we're
going
to
have
to
make
a
decision.
Thank
you.
E
Thank
you,
Mr
Mayor,
and
thank
you
Cardinal
for
being
here
and
I
also
want
to
thank
Chief.
Mckeon
I
know
that
commissioner
Eugene
is
always
there
working
with
you.
That's
part
of
his
district,
but
I.
Look
at
this
as
a
county-wide
issue,
obviously,
and
because
of
that,
my
staff
and
I
went
out
a
week
ago
to
visit
the
Coral
Springs
operation
out
there
and
just
wanted
to
thank
the
chief
for
hosting
us
and
also
I,
wanted
to
thank
and
mention
Kathy
Liriano,
who
is
the
Coral
Springs
911
communications
center
manager.
E
E
One
of
the
things
it
keeps
coming
up
is
staff
and
I
just
want
to
mention
that
obviously,
Coral
Springs
had
staff
issues
too
less
because
it's
not
the
same
dimensions
as
BSO,
but
they're
doing
some
things
there
that
I
think
I
mentioned
them
actually
to
the
sheriff
after
I
completed
my
visit
that
we
should
be
taking
a
look
at
a
system-wide,
and
that
has
to
do
with
some
of
the
the
that
you
mentioned
about
the
orcat.
E
Well,
it
seems
like
they
make
decisions
there
that
that
that
impact
the
staff
with
the
full
involvement
of
the
staff,
which
I
appreciated
very
much
something
example-
would
be
they're
they're
having
a
lactation
center
they're
going
to
be
doing
that
they're
changing
their
whole
food
service
operation
and
what
and
what
they're
doing?
E
There's
another
thing
that
I
think
we
all
can
help
with
and
I
hope.
You
will
agree
if
we're
talking
about
treating
Public
Safety
professionals
the
way
we
should
because
of
the
the
the
service
that
they
do
for
our
community.
One
of
the
things
that
we
need
to
be
looking
at,
and
she
mentioned
this
and
these
bills
were
filed
last
year.
E
But
nothing
happened
but
they're
going
to
be
filed
again
in
this
year
by
those
and
some
of
those
in
the
prevailing
party
I'm,
hoping
that
they
will
have
a
greater
success,
and
that
is
that
the
bills
would
basically
revise
the
definition
of
first
responder
and
require
employing
agencies
to
provide
educational
training
annually.
E
There
are
also
going
to
require
mental
health
practitioners
who
specialize
in
post-traumatic
disorder
and-
and
it
also
has
to
do
with
making
them
a
part
of
the
the
Florida
retirement
system
which
they
are
not
at
this
point
and
they
should
be,
and
so
the
bills
are
going
to
reflect.
E
All
of
that
and
I
hope
that
we
can
add
that
and
the
County
Administrator
I'd
like
to
make
sure
that
we
can
add
that
to
our
I've
spoken
with
Mr
Cassini
about
this
as
well,
and
the
bills
are
in
drafting
now
so
I
don't
know
what
the
numbers
are,
but
they
they
need
to
be
pursued
by
all
of
us
who
are
live
in
counties
and
where
we
have
these
incredible
professionals
working
in
this
area
of
Public,
Safety
they're.
E
I
I
just
want
to
mention
that
I
mean
it
goes
without
saying,
I.
Think
for
all
of
us
that
the
safety
of
of
citizens
of
Broward
county
is
Paramount
here
and
I
I
personally
left
the
last
meeting,
believing
and
I
still
believe
that
the
sheriff
agrees
with
this,
and
you
can
correct
me
if
I'm
wrong,
Colonel,
that
we
we
have
resolved
the
issue
of
the
technology,
the
operational
staying
with
the
county
and
the
sheriff
being
having
the
role
of
the
dispatch
called
again
call
takers.
Would
you
say
that's
accurate.
AO
We're
working
closely
with
orcat
and
there
is
a
plan
to
clearly
articulate
a
technology
roadmap
I
think
is
what's
being
referred
to
as
far
as
technology
goes,
I
think,
there's
a
clear
path
forward:
I
think
the
County's
committed
to
advancing
some
of
the
the
technology
we
have
now,
but
it's
just
establishing
that
plan.
AO
I
think
once
that
comes
to
fruition,
I
think
once
that's
released,
I
think
that's
going
to
bridge
a
lot
of
the
concerns
that
we
have
and
again
to
be
clear
on
the
technology,
we're
not
stating
anything
different
than
what
Fitch
recommended
for
improvement
in
some
areas.
But
the
important
thing
is
we
do
have
a
path
forward
on
it.
Okay,.
AP
Do
it
Tech
roadmap,
but
I
can
address
it
now.
So,
as
I
shared
with
you
at
the
workshop,
we've
been
working
on
that
Tech
roadmap
and
I
am
actually
I've
asked
for
a
couple
more
tweaks,
I
think
that
visually
you
guys
are
going
to
see
and
and
Bs
and
all
of
the
law
enforcement
and
fire
stakeholders.
I
think
they'll
be
pleased
with
the
end
product.
AP
We've
got
about
18
or
so
type
of
items
that
are
going
to
be
included
on
that,
and
it
really
will
give
Comfort
to
where
we
are
and
when
all
of
these
things
are
expected
to
actually
be
in
place.
So
it's
a
lot
of
data
that
fills
up
into
to
funnel
up
to
that
that
timeline
that
I'm
looking
for
that'll
synthesize,
that
for
you
all
and
again
we're
on
the
final
stages
of
that.
So
you
should
be
looking
for
that
very
soon.
E
The
people
that
are
in
charge
of
technology
I
see
Mr
Ruiz
shaking
his
head,
okay,
because
and
then
the
other
part
is
what
we're
dealing
with
so
I
I
just
want
to
say
that
I
think
that
we
I
think
that
we
do
need
to
have
a
deadline,
whether
it's
March,
31st
or
whatever
everybody
wants
to
agree
upon,
but
I
just
don't
think
we
can
keep
pushing
it
out
at
this
point
and
as
much
as
I
as
I
agree
with
the
split
and
the
way
we
should
be
doing
it,
but
we
need
to
make
sure
that
we're
in
a
partnership
together
here
and
and
I
think
it's
time
you
know
to
either
either
we
can
get
it
done
or
we
can't
get
it
done
and
if
we
can't
I
agree
with
you
and
what
you
said,
I
believe
that
we
should
work
with
Fitch
and
not
go
out
and
hire
our
own
Headhunter
ahead
of
the
fact
it
may
be
at
a
point
we
may.
E
We
may
need
to
do
that,
but
I
think
at
this
point.
Hopefully
I
I
think
the
goal
is
to
have
us
working
together
and
have
us
come
up
with
an
agreement
that
we
that
we
all
can
support.
So
I
think
we
should
focus
on
that
until
the
deadline
that
we
set
and
then
after
that
you
know
it's
it's
fair
game.
Thank
you
before.
AP
AP
A
couple
of
you
had
mentioned
some
of
those
items
like
rapid,
SOS
and
ASAP
to
piece
up
and
I'm
happy
to
report
that
those
are
what
ready
for
the
pen
almost
so
both
of
those
are
really
close,
hopefully
in
the
next
week
or
or
even
sooner,
I
mean
I,
would
say
two
weeks
but
I'll
say
hopefully
this
week,
I'm
looking
for
I
know
some
of
those
are
final
stages
with
attorneys,
but
I
think
we're
ready
to
go
on
those
and
and
then
the
the
Motorola
piece
with
the
The
Hub.
AP
You
know
setting
up
that
environment
that
we've
talked
about
we're
getting
a
lot
closer
with
Motorola,
just
they're
talking
technical
terms
back
and
forth,
but
I'm
still
hopeful,
and
we
will
get
to
that.
February
14th
commitment
that
we
talked
about
so
I
don't
have
any
concerns
there
either.
Okay,.
I
Yes,
so
what
I
wanted
to
just
ask
is:
are
we
okay.
I
Sorry
Mark
go
ahead.
The
March
31st
deadline
that
several
of
you
talking
about
are
you
talking
about
for
the
extension
or
a
long-term
agreement.
I
The
sheriff
incorrect
me
if
I'm
wrong,
the
sheriff,
signed
the
extension
in
October
of
2022.
and
then
it
cut
it
came
due
and
he
refused
to
sign
the
extension.
We're
on
we're
all
understanding.
C
I
Right
I
understand
that
and
I
understand.
I
appreciate,
commissioner
Eugene's
comment
that
the
public
is
not
jeopardized
and
you're
comment
as
well
Colonel
that
you're
there
to
maintain
and
to
do
on
behalf
of
the
public,
but
I
I
really
hope
that
we
can
focus
on
what
commissioner
first
said,
and
you
know
Public
Safety
isn't
for
negotiation
and
I,
don't
understand.
If
I
can
ask
you
I
understand
you're
going
to
be
doing
the
job,
the
sheriff
will
be
doing
the
job,
whether
he
signs
the
extension
or
doesn't.
I
But
can
you
just
briefly
why
he
doesn't
want
to
sign
why
he
doesn't
want
to
sign
the
extension
on
the
same
identical
terms
as
of
the
October
extension,
commissioner,.
I
I
understand
that
that
can
we
at
least
agree
to
direct
our
our
administrator
to
not
just
talk
with
Fitch,
but
to
start
looking
in
anticipation.
If
something
doesn't
work
out
that
we
will
have
somebody
that
they
may
know
do
they
know
somebody
that
can
commissioner
they're.
I
I
P
AP
AG
K
AP
I
C
S
As
we've
gone
through,
the
discussions
I've
always
thought
that
the
the
extensions
with
the
sheriff's
office,
as
as
the
county,
tried
to
meet
the
the
needs
and
the
expectations
of
the
Sheriff's
Office
and
of
the
public
with
regard
to
our
technology.
I,
always
you
know
felt
that
we
were
doing
these
three-month
extensions,
and
that
was
that
was
really.
You
know
a
partnership
in
and
of
itself
and
after
we,
you
know,
moved
forward
more
quickly
on
our
technology
and
we
actually
were
you
know
working
it
in
the
field.
S
Then
we
would
be
able
to
really
reevaluate
how
well
the
sheriff
has
done
with
the
operations.
You
know
they
had
the
14-week
training
program,
but
after
14
weeks
and
operator
is
not
in
there
and
and-
and
you
know,
unexperienced
operator
there's,
you
know
so
much
to
prioritizing
these
emergency
calls
that
I
I
think
it's.
You
know
it's
somewhat
of
an
art.
It's
it's
not
just
you
know
like
picking
up
a
phone
and
and
transferring
over
you're
dealing
with
so
many
personal
issues
and
and
the
gravity
sometimes
can
be-
you
know
overwhelming.
S
You
know
the
the
mental
health
concerns
of
of
The
Operators
when
they,
when
they,
you
know
encounter
this
day
after
day,
so
but
but
there's
a
there's,
a
way
to
I
think
move
your
operators
in
and
out
of
those
stressful
situations
and
that's
part
of
what
your
your
your
operator
and
your
top
management
people
do.
S
S
If
you
know,
if
we
don't
I
mean
I,
don't
know
that
it's
a
it's
a
drop
dead
point
and
and
I
hate
to
like
sound
like
we're,
just
kicking
the
can
down
the
road
but
but
who's
to
say
that
with
you
know
what
what
we
see
in
technology
upgrades
in
the
next,
you
know
30
days,
you
know,
60
days
is
going
to
be
enough
for
us
to
really
come
to
an
understanding
about
how
the
Personnel
that
we've
brought
in
in
the
last
year
are
actually
operating
in
the
the
sheriff,
and
you
know
all
of
the
various
fire
and
police
Chiefs
and
the
city
managers
everybody's.
S
You
know
happy
together,
you
know,
perhaps
it
works
out.
Maybe
it
doesn't,
and
you
know
I
saw
Fitch
has
just
really
you
know
our
consultant
that
could
help
us
transition.
If
we
don't
come
to
a
long-term
agreement
with
the
sheriff,
it
doesn't
mean,
the
sheriff
is
going
to
abdicate
its
responsibility.
I,
don't
see
it
that
way.
I
mean
you've
made
that
commitment,
and
then
the
sheriff
has
made
that
commitment.
So
you
know
I'm
comfortable.
S
That
BSO
is
not
going
to
walk
away
from
from
Public
Safety
here,
but
you
know
at
the
same
time
I'd
like
to
to
leave
it
open
that
as
we
encounter
these
new
issues
and
the
developments
with
technology
that,
if
you
know
we're
not
working
it
out
with
BSO,
you
know
that
we
can't
transition
and-
and
you
know
most
of
the
employees
you
know-
are
people
that
that
do
this
day
in
and
day
out
and
whether
they're
with
sheriff's
office
or
with
you
know
the
county
or
with
some
other
provider,
you
know
they
could
do
the
job
they
just
need.
S
You
know
the
management,
the
operations
you
know
at
a
high
level,
so
hopefully
we
will
we'll
we'll
get
there
on
this,
and
you
know
this
discussion
about
transitioning
to
another
provider.
I
think
that
what
we're
hearing
is
that
the
county
would
not
take
on
the
operations
you
know
permanently.
S
The
technology
piece
is:
what's
our
level
of
expertise
and
I
think
that
we
should
be
looking
at
a
provider
long
term,
whether
it's
the
sheriff's
office
or
some
other
third
party.
Thank
you.
C
Before
we
go
to
round
two,
if
I
can
speak
real
quick,
you
know
obviously
I'm
sharing
the
commissioner
first
frustration
too
and
I.
Think
commissioner,
Ryan
and
I
understand
commissioner
Ryan's
position
as
well,
but
you
know
I
think
we
have
to
have
a
finite
date
number
one,
because
I
think
that
what
that
does.
Is
that
forces
both
parties
to
come
to
the
table
and
to
come
out
with
an
agreement?
C
So
as
a
businessman
I
think
we
need
to
have
a
contract,
and
that's
why
I
was
hoping
to
do
with
the
sheriff
and
I
thought
we
had
that
agreement
to
at
least
show
good
faith
on
all
parts
at
least
had
that
extension
in
place
and
shown
in
the
March
31st
was
the
deadline,
and
there
was
no
more
extensions
after
that
and
I
still
hope.
The
sheriff
can
take
that
into
consideration.
C
We
have
a
handshake
and
I
I,
agree
with
that,
but
we
also
need
to
show
good
faith
on
both
parts.
So
we
need
to
have
that
deadline
and
I
know
that
we
have
the
opportunities
to
move
forward.
If
we
can't
negotiate
with
the
sheriff
I
feel
confident
we
can
I,
don't
want
to
say
we
can't,
but
also
I,
want
to
to
allay
the
fears
of
the
employees
that
are
currently
answering
the
phones
that
if
there
was
a
transition
to
happen
or
coming
over,
then
they
would
come
on
over
to
the
county.
C
So
they
would
not
lose
their
position.
Is
that
correct,
Ms
subiro,
because
I
want
them
and
I
know,
there's
some
representatives
of
of
the
employees
not
only
that
we
want
to
assure
the
public,
as
commissioner
udine
says,
that
the
calls
are
going
to
be
answered
no
matter
what?
But
at
the
same
time,
I
want
those
employees
to
understand
that
if
there
was
a
transition,
they're
going
to
come,
have
a
Broward,
County
paycheck
versus
a
borrowed
Sheriff's
Office
paycheck.
So
please
relay
that
message.
C
If
you
would
to
the
employees,
because
they
are
the
most
important
here
and
we're
and
I'm
sure
they're
feeling
uneasy,
and
we
don't
want
them
as
a
board
I'm
sure
we
don't
want
them
to
feel
that
way.
We
want
to
make
sure
that
they're
going
to
be
taken
care
of
no
matter.
What
and
at
the
end
of
the
day,
I
I'm
still
remaining
positive,
that
we
can
get
to
the
broad
Sheriff's
Office
of
the
sheriff
and
Mr
Piero
and
their
team
and
we'll
come
together.
C
But
let's
please
as
a
board,
make
it
a
March
31st
deadline
and
at
that
point
we
can
be
prepared
to
either
move
forward
and
always
have
a
degree
which
will
be
wonderful
or
to
move
forward
with
the
transition
component.
Okay,
commissioner
fur
and
then
commissioner
Bogan
and
then
commissioner
Eugene
I.
C
The
No
No
to
come
together
with
a
long-term
agreement
or
the
long
term.
Yes,
yes,
indeed,
commissioner,
so
they
can.
They
can
surely
do
that
they're
down
to
a
dozen
issues
right
now
they
can
surely
get
both
teams
together
and
again
it
forces
them
to
come
to
an
agreement
one
way
or
the
other
okay,
commissioner,
Shapiro
I.
D
Mean,
okay
still
has
it
named
Monica
and
here's
my
thoughts
trying
to
figure
out
whether
or
not
they
are
with
all
the
new
technology
and
all
the
new
staff,
and
all
that,
if
they're
able
to
meet
those
guidelines
that
are
nationally
set,
it's
gonna
it.
We
know.
Based
on
what
we've
Fitch
reported,
we
can't
find
that
out
until
those
other
things
that
get
diverted
those
other
calls
get
diverted
the
non-emergency
the
alarm,
because.
D
We're
not
really
measuring
in
a
way
that
is
proper
is
going
to
be
clear,
so
I
once
we
get
those
done
and
I
hope
you
can
tell
us
as
soon
as
that
happens.
Yes,
because
I
think
that's
the
point,
I'm
going
to
start
looking
at
metrics
in
an
entirely
different
way,
because
I
think
it's
going
to
give
us
an
opportunity
to
look
at
things
with
a
look
with
a
clearer
eye
as
to
how
effective
the
call
center
is
being.
Do
you
agree
with
that.
AP
Yeah
so
a
couple
of
clarifications,
so
you
had
talked
about
metrics
earlier
as
well,
and
that's
one
of
the
conversations
that
we're
having
with
BSO
okay
for
and
to
be
included
in
that
in
that
long-term
agreement,
and
so
just
to
clarify
that
ASAP
to
psap
and
Rapid
SOS
we're
done
with
our
side.
It's
it's
now
going
to
be
executed
and
it's
the
The
Hub
one
that
we
still
need
to
work
out
and
so
to
expedite
those
conversations.
AP
It's
not
just
you
know
my
goal
sitting
with
Colonel,
yarena
and
and
the
others
and
under
sheriff
Anderson,
but
it's
also
the
attorneys
from
both
sides.
So
they're
hearing
it
in
real
time
and
already
being
able
to
start
putting
the
the
words
on
paper
and
helping
us
to
get
there
quicker.
So
it's
it's
a
you
know
all
hands
on
deck
and
we're
we're
all.
You
know
trying
to
work
towards
a
resolution.
D
Because
I'm
I'm
wanting
the
metrics
to
guide
us
on
this
I
mean
that's
what
that's
really
what
it's
either
it's
pretty
cut
and
dry.
It's
either
we're
either
answering
the
phone
fast
enough,
because
I
remember
in
2016
it
was
in
two
seconds.
Do
you
remember
and
I?
Don't
know
if
everybody
remembers
that,
but
it
was
incredible,
so
we
could
we
we
are
capable
of
doing
it.
The
Broward
sheriff's
office
is
capable
of
doing
this,
but
they're.
D
F
What
I
want
to
add
to
this
is
I
I.
Don't
even
think
you
really
need
to
I.
Think
commissioner,
Bogue
and
I
are
saying
something
similar
without
saying
it.
The
right
way,
I,
don't
think
we
should
even
really
be
waiting
that
much
I.
Think
Michael,
Ruiz
and
Monica
should
be
dealing
with
the
Fitch
people
right
now
and
we
should
be
transitioning
this
quote-unquote
looking
at
what
the
county
could
do
there
mayor
Fisher
made
a
great
comment
and
I'm
going
to
add
to
it.
The
sheriff
doesn't
pay
these
people.
F
The
county
pays
these
people
all
of
the
dollars
come
from
our
taxing
ability.
As
a
County
Commission,
the
sheriff
doesn't
have
any
taxing
ability.
We
take
the
dollars
through
a
contractual
Arrangement
and
we
pay
through
the
Sheriff's
Office
I,
see
Dan
Reynolds
and
the
people
here
that
are
representing
the
people
that
work
in
these
call
centers
they
could.
We
need
to
make
sure
that
they're
they
know
that
they're
coming
to
the
county.
If
it
works
out
better
with
us
using
the
sheriff
to
do
it,
we
should
use
the
sheriff
to
do
it.
F
If
it
doesn't,
then
the
county
should
just
be
doing
this
with
a
manager
with
a
team.
However,
it
works.
So
if
this
doesn't
happen,
we're
not
getting
rid
of
any
of
these
employees.
These
employees
are
in
serious
Demand
right
now
we're
saying
right
now
we
don't
have
enough
of
these
employees.
We
need
more
of
these
employees.
We
need
better
employees,
pay
wise
and
scale
wise
we're
bringing
this
into
the
county,
no
matter
what.
F
If
and
and
Monica
made
a
comment
that
I
that
I
really
think
I
need
to
kind
of
expand
upon.
Just
briefly
the
the
celebrated
or
the
the
publicized
calls
that
the
media
has
put
there,
I've
reviewed
every
one
of
them.
I've
looked
at
every
one
of
them.
There
was
Zero
technology
issue
on
those
calls
you
can
see.
The
public
can
make
a
public
records
request
of
any
of
those
phone
calls
and
see
when
the
calls
come
in
when
they're
hung
up
on
who
speaks
to
it.
F
There
was
no
technological
issue
on
those
calls,
and
our
technology
right
now
is
the
same
as
what
Coral
Springs
do
once
we
do
this
Viper
callback
thing,
it's
still
a
staffing
issue
to
do
that.
So
I
just
think
when
you
say
like
we're.
Looking
at
this
plan
to
do
the
better
technology
in
this
in
this
quadrant
I
I
agree
with
that.
F
I
want
us
to
do
that,
but
this
wasn't
a
technology
issue
on
any
of
these
calls
and
to
leave
it
out
there
like
that
I
think
is
a
mistake:
the
radios,
throttled
in
MSD
and
at
the
airport
that
happened.
That
was
technology.
That
was
outdated
at
the
time.
That's
not
this
and
I
think
it's
important
to
do
that.
The
technology
is
working
that
we
have
there.
It's
a
management
issue
of
how
this
is
being
done.
All
the
way
around.
That's
what
it
is.
F
That's
what
needs
to
be
fixed
if
I
hurt
anybody's
feelings,
I'm,
sorry,
the
the
the
county.
This
is
a
county
responsibility
by
Charter.
The
county
is
selected
to
have
the
sheriff
manage
this.
If
he
can't
manage
this,
bring
it
back
inside
and
let
the
county
do
it
and
let's
continue
to
do
it.
Like
commissioner,
first
said:
we've
done
this
before
in
the
past.
H
H
Landing
go
ahead,
I
just
because
what
I
think
Mr
bogan's
motion
was
not
what
I
had
said.
What
I
had
said
is
that
we
had
to
have
an
agreement
on
the
terms
by
the
31st
if
it
took
longer
for
the
county
attorney
and
the
attorney
for
BSO
to
do
the
drafting.
That
was
okay
with
me,
so
it
doesn't
have
to
be
the
signed
agreement.
But
there
has
to
be
a
agreed
signed
term
sheet
by
the
31st.
Was.
C
Right
very
good,
so
there's
a
motion
on
the
Florida
and
a
second
already
again
to
have
a
signed
term
sheet
by
the
31st
between
both
parties,
the
county
and
the
Broward
Sheriff
allows
to
move
forward
on
a
long-term
basis
for
them
to
handle
the
calls
centers
as
well.
Is
there
any
other
discussion?
I'll,
never
say
aye
opposed
motion
carries
eight
to
zero.
Thank
you
Colonel.
At
this
particular
time
we
are
going
to
take
a
lunch
break,
so
we're
going
to
be
back
commission.
It's
1
10
right
now,
109..
If
we
can
do
it.

as
well
correct
Kyle,
yep.
R
Item
number
four
motion:
a
is
a
motion
to
adopt
resolution
authorizing
conveyance
to
the
city
of
Lauderhill
by
quick
claim,
deed,
three
Parcels
of
real
property,
not
suitable
for
further
development
that
is
skeeded
to
Broward

for
delinquent
real

taxes
and
motion.
B
is
a
motion
to
adopt
resolution
authorizing
conveyance
to
the
city
of
Plantation
by
quick
claim
deed,
a
parcel
of
real
poverty
property
not
suitable
for
further
development
that
is
skeded
to
Broward
County
for
delinquent
real
estate
taxes.
H
C
R
R
D
Thank
you,
I
just
didn't
want
this
to
go
unnoticed,
I'm
totally
in
support
of
this.
The
idea,
one
there's
two
parts
to
this
one
right
now
are
probably
most
people
know
about,
but
our
bio
solids
are
kind
of
they're
graded
by
levels
where
the
group
had
kind
of
a
Grade
B,
which
is
it
those
bio
solids
can
only
go
certain
places
and
not
very
many.
This
is
how
this
is
really
a
kind
of
a
study
to
figure
out.
How
do
we
progress
on
this
and
and
because
nobody's
wanting
our
biosolids
to
the
north?
D
D
I
would
say
of
how
to
deal
with
biosolids
a
lot
of
us
going
to
our
landfill
right
now
as
well,
how
to
deal
with
it
in
in
ways
where
it
can
be
pelletized
or
things
like
that,
and
it
sounds
like
it's
you're
he's
working
with
all
the
wastewater
treatment
plants
in
the
entire
County
correct,
which
is
great.
This
is
a
far-reaching
it.
It
just
a
far-reaching
study.
I
just
wanted
to
pay.
Compliments
to
you
doing
that.
D
I
look
forward
to
seeing
where
it's
going,
because
it's
it's
I,
it's
gonna,
be
it
has
a
chance
of
going
on
Parallel
track
with
what
we're
doing
with
solid
waste
in
general
and
I.
Appreciate
you
doing
that,
and
the
one
thing
I
kind
of
wanted
to
know
to
know
was
the
timeline
of
when
this
might
be
finished.
Miss.
AQ
Well,
obviously,
we
have
to
you
know,
wait
till
we
get
everybody
signed
up
and
the
fact
that
you're
going
to
delegate
to
Monica
the
ability
to
execute
those
agreements
on
our
behalf
will
speed
up
the
process.
I
would
say
by
the
end
of
the
year.
We
should
have
the
the
study
done
and
know
where
this
group
is
headed.
C
C
D
Okay,
thank
you
actually.
I
didn't
want
this
to
go
unnoticed,
because
this
is
a
big
deal
and
our
legal
department
made
it
made
the
effort
and
really
really
kind
of
led
the
way
and
did
a
fantastic
job
on
this
I
thought
it
was
a
pie
and
honestly
I
thought
it
was
a
pie
in
the
sky
reach
to
that
I
I,
when
when
you
first
decided
to
to
do
this-
and
this
is
for
the
general
public,
this
was
a
public
settlement
on
opioid
opioids.
D
That
has,
you
know,
had
profound
effects
throughout
the
entire
country,
and
our
legal
department
was
one
of
the
main
leaders
on
this
and
the
fact
that
you've,
actually
the
the
settlement,
was
just
humongous
huge
and
the
fact
that
your
your
department
and
you
kind
of
helped
lead
the
way
on
this.
I
just
didn't
want
I
didn't
want
it
to
go
unnoticed
and
I
just
wanted
to
say.
Congratulations.
U
I
was
involved,
but
we
have
a
great
team,
and-
and
you
know
this
is
a
a
specific
expenditure.
We
talked
about
the
success
of
the
litigation
as
part
of
it
and
commissioner
and
mayor
vice
mayor,
Commissioners
more
to
come
in
still
some
claims
to
settle,
but
we're
in
a
really
good
spot
with
it,
and
it
was
this
board's
leadership
really,
including
selecting
the
right
outside
Council
team
to
work
with
us.
So
thank
you.
Yeah.
U
And
thank
you
mayor
and
commissioner
Rogers
there's
an
there's.
A
schedule
to
the
settlement
agreements
at
the
board
has
been
approving
over
time
that
lists
what
the
permissible
expenditures
are.
Kim
Campbell
is
the
main
representative
on
the
staff
side
and
I
see
that
we
have
Daniel
French
and
Karen
Gordon
over
here
from
the
county
attorney's
office.
So
anything
we
need
to
do
to
put
together
to
let
folks
know
we're
happy
to
do
it.
There
is
money
going
to
the
cities
as
well.
U
There
is
a
city
share,
so
there's
a
regional
share
and
then
there's
a
city
share
and
a
lot
of
cities
did
join
the
lawsuit.
Even
if
they
didn't
it
was
a
class
action,
so
they're
going
to
receive
protection,
but
we're
happy
to
work
with
the
administration
to
put
together
any
information,
that's
required.
Thank
you.
C
R
Number
nine
for
motion
a
is
a
motion
to
approve
referral
agreement
in
the
mess
in
the
estimated
amount
of
156
000
between
the
area-wide
Council
on
Aging
of
Broward
County
Inc
and
Broward
County
through
the
elderly
and
Veterans
Services
Division
motion.
B
is
a
motion
to
adopt
a
budget
resolution
to
appropriate
revenue
and
the
estimated
amount
of
156
thousand
dollars
vice.
C
E
Has
an
abstention
on
this
item
yeah.
Thank
you.
Mr
Mayor
I
serve
on
the
board
of
the
area-wide
Council
on
Aging,
which
will
be
impacted
financially
if
item
9
passes,
I
do
not
receive
any
compensation
for
serving
on
this
board
and
therefore
I
have
no
actual
con
statutory
vote
in
Conflict.
However,
to
avoid
the
appearance
of
a
conflict,
I
am
abstaining
on
item
nine
and
asked
that
this
will
be
reflected
in
the
minutes.
C
Made
by
commissioner
for
a
second
by
second
commissioner,
Dean,
all
in
favor,
say
aye
oppose
motion
carries
eight
with
one
abstention.
Thank
you
very
much
number
27
item.
R
C
And
commissioner
Bogan
actually
pulled
the
item,
yes,
and
this,
of
course,
is
to
advertise
motion
to
publish
public
hearing
so
shouldn't
that
explain
what
it
is
before
he
poses.
You
pulled
a
commissioner
bug
into
Almanac
that
Senator
Geller
introduced
the
item.
Since
this
is
item.
Okay,
how's.
That.
H
Okay,
as
some
of
you
will
recall,
I
had
previously
brought
up
in
the
issue
on
our
naming
policy.
This
I
believe,
is
a
compromise.
It
is
not
something
I'm.
This
is
not
a
hill
I
intend
to
die
on,
but
I
think
it's
an
improvement
over
our
current
policy
and
let
me
quickly
run
through
it,
and
commissioner
Bogan.
You
may
find
that
you
actually
don't
have
objections
to
it.
H
The
first
thing
that,
as
all
of
you
will
remember,
we've
had
issues
before
where
we
have
two
different
Commissioners
bringing
up
competing.
What
street
are
we
going
to
name
this
involved,
commission,
Congressman,
Hastings
and
some
of
the
judges?
And
there
were?
There-
was
a
lot
of
controversy
over
what
streets
we
were
going
to
name
for
what
people
where
we
actually
had
conflicting
items
from
Commissioners.
H
Recently
we
named
something
in
honor
of
Mike
Moskowitz,
and
we
changed
what
was
the
appropriate
location
on
that
I'm,
hoping
that
this,
the?
What
I'm
setting
forth
here
will
clarify
this.
First
of
all,
as
you
know,
right
now,
it
says
we're
not
supposed
to
name
office,
anything
for
anybody,
that's
currently
alive.
What
I
am
have
suggesting
changing
that
to
is
that
we
not
name
it
for
anybody
that
is
currently
in
public
office
unless
they
have
not
filed
to
run
for
reelection.
H
So
if
you
have
somebody
that
is
retiring
prior
to
their
retirement,
you
could
name
something
after
them.
It
also
says
that
if
you're,
if
you're
naming
a
road
after
someone
in
order
to
avoid
confusion
on
the
road
that
the
current
name
of
the
road
would
be
retained
as
a
secondary
designation,
we
currently
have
a
list
of
what
the
criteria
are
as
to
what
we
should
consider.
H
But
what
I
suggest
to
doing
is
say
that
I'm,
sorry,
any
individual
or
group,
including
a
county
commissioner,
shall
submit
to
the
to
the
county
if
you're
going
to
name
something.
What
that,
what
you
want
to
name
what
you
want
to
be
named
for
and
why,
after
that,
the
County
Administrator
would
distribute
to
the
board
and
notice
that
a
proposal
has
been
made.
The
County,
Administrator
and
staff
will
seek
input.
H
One
of
the
things
that
right
now
it
says
is
you
must
seek
input
from
two
or
three
Community
groups
doesn't
say
that
those
Community
groups
have
to
be
anywhere
near
that
property
or
where
that
person
has
done
anything.
So
this
says
that
you,
the
County
Administrator,
would
seek
input
from
a
minimum
of
three
local
municipalities
or
Community
groups
that
the
administrator
determines
may
have
relevant
input.
Regarding
the
proposal
frequently,
we
found
that
if
you
request
information
from
people
20
miles
away,
they
don't
respond.
H
So
this
is
asking
the
relevant
groups
instead
of
any
groups
for
comment.
It
says
that
the
county,
if
this
County
staff
will
issue
a
memorandum,
including
the
summary
of
the
of
whether
the
proposed
name
aligns
with
the
criteria
and
after
they've
done
that,
if
a
commissioner
still
wants
to
proceed,
they
can.
It
doesn't
prohibit
any
commissioner
from
actually
naming
the
submitting
and
aiming,
but
it
says
that
before
it
gets
to
the
County
Commission,
you
have
staff,
look
at
it
and
issue
a
report
as
to
whether
or
not
it
meets
the
criteria.
H
I
think
I'm,
hoping
that
this
just
clarifies
it
does
not
stop
any
commissioner
from
proposing
a
name
or
when
staff
completes
their
review,
whether
staff
says
great
or
what
are
you
crazy?
The
commissioner
can
still
proceed
with
it.
Bring
him
to
us.
It
just
is
giving
a
procedure
to
make
sure
that
everything
is
looked
at
and
that's
what
it
is
I,
listen
to
what
everybody
had
to
say.
I
hope
that
this
comports
with
all
of
that
and
I
think
there
was
one
commissioner
who
had
major
objections
that
in
fact,
as
Poe
did
so.
I
So
I
brought
a
just,
so
you
know
you
weren't
here
and
commissioner
Rogers
you
weren't
here
I
we
did
a
courtroom,
a
big,
huge
celebratory
courtroom
for
big
trials
in
in
our
courthouse
and
I
wanted
to
name
it
after
the
chief
judge
and
the
only
one
on
this
day
is
that
did
not
want
to
initially
do
that.
That
was
commissioner
Geller.
It
wasn't.
The
only
I
was
not
any
the
commissioner
just
to
clarify
my
good
friend,
Steve
Geller.
He
was
the
only
one
that
opposed
it.
He
didn't
like
that.
I
The
person's
still
alive
on
and
on
in
any
way,
I
see.
This
is
adding
just
another
layer
of
government.
Let's
get
the
County
Administrator
involved,
she's
issuing
a
report
take
more
Authority
away
from
us
because
it
doesn't
conform
with
way.
Commissioner
Geller
wants
to
to
do
it,
and
you
know
what
I
I
think
that
we
all.
Why
would
we
want
to
vote
for
something
that
takes
away
our
Authority
and
our
power
and
if
I
want
to
name
something
after
somebody
that's
alive
and
the
Commissioners,
don't
like
it
vote
against
it?
I
I
Don't
know
why
you
want
to
put
her
in
the
middle,
because
if
a
commissioner
wants
to
do
something-
and
you
may
not
want
but
you're
in
the
middle
of
what
she's
going
to
say
so
I'm
hoping
it
just
stops
the
dead
here.
There's
no
need
for
this.
Is
that
I'm
not
done
there's,
there's
no
need
for
this,
there's
absolutely
no
need.
We
can
vote
it
down.
If
somebody
brings
up
a
and
and
last
there
was
no
controversy
with
Moskowitz
and
there
was
no.
I
H
Against
it,
Mr
Mayor
I
just
need
to
clarify
one
thing.
First
of
all,
commissioner
Bogan,
if
you'll
review
that
there
were
other
people
besides
me
that
raised
concerns,
I
was
not
the
only
one
but
I'm
talking
voting
I'm.
Just
talking
about
how
we
voted.
I
ended
up
voting
for
it,
but
okay
I
just
want
to
point
out
one
thing:
it
wasn't
that
I
would
say
our
current
code
today
says:
property,
building,
structures
and
Facilities
should
not
be
named
after
living
persons.
H
So
when
I
was
raising
a
concern,
I
was
saying
it
violates
what
our
current
code
says:
I'm
eliminating
the
part
that
says
it
should
not
be
named
after
living
persons
and
instead
saying
it
should
not
be
named
after
people
currently
in
office
unless
they're
retiring,
but
our
current
code
says
that
that
it
should
not
be
named
after
living
persons.
If
you
want
to
see
that
it's
on
page
two
lines,
32.
C
H
A
time
so
I
I
think
that
this
is
better
than
what
we
have
now
and
is
does
not
take
away
from
the
commission
the
ability
to
do
it
even
if
county
says
no,
but
let
me
repeat
this
is
my
last
effort
at
fixing
this.
If
y'all
like
it
great,
if
y'all
want
to
leave
it,
the
way
it
is
okay,
I
will
not
be
offended.
I
just
think
right
now,
instead
of
continuously
violating
the
procedure,
we
should
clarify
it
and
fix
it.
We'll.
C
Just
point
the
order:
I
know
that
Mr
Myers
and
Mr
Myers
puts
in
the
and
the
ordinances
or
the
other
or
the
item
that
says
we're
waiving
that
component
I,
believe
of
always
the
living
or
the
by
the
deceased.
I
do
I.
Remember
that
very
clearly
correct.
I
C
C
I
Be
quick
I
just
and
if
we
go
along
with
what
Steve
once
proposed
and
we
want
to
name
after
somebody,
that's
in
office
like
another
judge
or
something
again
well,
we're
just
going
to
waive
it,
and
and
so
by
changing
it
or
not
changing
it.
If
we
want
to
accomplish
something
just
like
we've
done
with
purchasing
we're
just
gonna
wave
wave
it
and
the
only
thing
that
really
bothers
me
more
anything
in
here
is
giving
it
over
to
County
admin
and
the
staff
for
them
to
get.
I
If
you
want
to
amend
it
and
take
that
out,
I'd
be
happy
to
go
along
with
it.
Otherwise,
I
just
don't
know
why
we
need
to
bother
admin
staff
on
something
that
this
is
something
that
we're
voting
on,
and
you
know
so.
Monica
is
going
to
make
a
decision
and
I'm
going
to
base
my
vote
on
how
Monica
determines
you
say:
good,
no,
respectfully,.
C
E
Okay:
okay,
thank
you.
Okay,
all
right,
I,
I,
I,
I'm
gonna,
just
clarify
to
Senator
Geller,
because
I
was
one
of
those
people
who
did
vote
for
judge
Tudor.
It
had
nothing
to
do
with
whether
or
not
I
thought
he
was
qualified
and
and
and
and
should
have
something
named
after
him
at
some
point,
but
I
too
I
personally,
do
not
think
we
should
be
naming
it
after
living
people.
We
can
waive
it
if
we
feel
it's
an
exception
and
we
want
to
do
it.
E
There
are
many
many
places,
I
I
know
Dave.
There
are
many
places
that
do
not
name
things
after
living.
People
I
think
it's.
It's
I
think
what
what
Senator
Geller
is
trying
to
do
is
to
develop
a
really
good
policy
and
I
think
that
this
is
a
good
policy
not
to
do
it.
But
if
you,
if,
if
the
circumstances
you
know
are
such
that
everybody
feels
that
it
should
be
waived
fine,
then
we
can
do
that,
but
as
a
matter
of
policy,
that's
the
way.
E
I
was
thinking
about
it
that
we
should
not
be
naming
things
after
living
people,
you
know,
and
and
as
far
as
as
far
as
Monica
and
the
staff
I
know,
when
we
named
the
room
at
the
at
bark
after
Rocky
Rodriguez
this
year,
I
mean
there
is
a
procedure.
The
the
staff
goes
out
and
gets
the
information
from
the
relevant
Community
people.
E
Organizations,
others
that
are
are
the
ones
designated
to
make
comments
if
they
so
desire
and
I
think
that
that's
totally
appropriate
and
then
they
bring
it
to
us
and
again,
if
we
decide
that,
it's
not
something
that
we
want
to
want
to
adhere
to.
We
want
to
listen
to.
We
can
leave
it,
but
I
think
it's
a
good
policy
and
that's
the
way.
E
I
was
just
looking
at
this
and
I
think
that
I
I
still
don't
approve
agree
with
the
naming
after
people
that
are
that
are
not
deceased,
but
but
I
think
this
goes
a
way
to
compromise,
at
least
and
in
some
way,
but
I
I
just
think
it's
good
for
us
to
have
a
policy
in
there
that
we
adhere
to
and,
as
I
said,
we
can
always
decide
to
waive
it.
If
we
all
agree-
or
the
majority
agrees
that
they
wish
to
waive
it.
F
I'm
glad
that
this
is
brought
up
because
I
want
to
be
able
to
say
something
about
this
issue
without
having
somebody
on
the
hook
that
we're
naming
something
after
so
like
when
you're
a
lawyer
and
you
go
in
a
criminal
case,
it's
beyond
A
Reasonable
Doubt
and
then,
if
you
have
a
civil
case,
it's
preponderance
of
the
evidence.
F
From
now
on
and
I
know,
I
voted
in
the
past
to
name
things.
I
have
something
named
after
me:
I'm
close
to
the
Beyond
A
Reasonable
Doubt,
so
I'm
most
likely
going
to
be
a
no
vote
in
the
future
on
naming
something
after
people
and
the
reason
I
can
say
it
now,
because
we
don't
have
a
person,
there
is
I'm,
not
anti
Mike
Moskowitz
anti
black
people,
anti-asian
people,
anti-drug
people,
anti
whatever
it
is.
This
to
me
has
gotten
to
a
point
where
it's
I
I've
had
something
named
after
me.
F
F
Their
wives
here
their
families
here
the
whole
thing's
here,
I'm
I'm,
you
know
I'm
gonna
support,
taking
a
look
at
this
at
a
public
hearing
and
just
seeing
if
there's
something
there,
I
just
don't
want
anybody
to
be
offended
when
they
bring
up
a
name
next
time,
and
you
say
how
about
Michael's
not
voting
for
that
guy
I'm
telling
you
right
now:
I'm
Pro
or
gal
I'm
telling
you
right
now,
I'm,
probably
not
voting
for
these
anymore,
and
it's
got
to
be
something
really
really
spectacular
in
my
mind,
thanks.
I
Going
to
withdraw
I
just
want
to
make
sure
that
vice
mayor
Rich,
you
realize
that
what
Steve
Geller
is
doing
is
not
what
you're
saying
he's
taking
away
the
the
you
said.
You
don't
want
him
named
after
people
who
are
currently
alive,
he's
taking
that
away.
So,
if
you
vote
for
it,
you
he's
he's
changing
that.
Just
so,
you
understand
he's
doing
the
opposite
of
what
you
said,
but.
C
E
On
vice
mayor,
so
I
will
have
the
same
option
as
as
commissioner
Udan
I
I,
don't
believe
in
naming
things
for
people
that
are
living
so
I'll
vote
appropriately.
The
way
I
feel
that's
all
yeah.
Thank
you.

our
delegation:
Mr
truckstep,
good.
AR
Afternoon
morning,
friends
and
family
I
didn't
say
Mayors
and
Commissioners,
because
we
have
friends
and
family
I've
been
harassing
you
guys
for
three
months
before
I
continue,
I
want
to
say
if
you
guys
choose
to
adapt
to
make
a
highway
a
county
building
or
a
street
name
by
me.
I
want
to
post,
but
anyway,
I
want
to
start
by
saying.
Thank
you
honestly,
because
you
guys
take
safety
seriously.
Everyone
here
on
this
board
cares
about
the
community.
That's
why
we
are
here.
They
care
about
safety.
AR
That's
why
we're
all
here,
I'm
going
to
start
by
reading
the
OSHA
statement
that
they
have.
Okay,
OSHA
was
created
to
assure
safe,
healthy
conditions
for
working
men
and
women
by
setting
and
enforcing
standards,
providing
training,
Outreach
education,
compliance
assistance
under
the
ocean
law,
which
is
federal
employees,
are
responsible
for
providing
a
safe
and
healthy
workplace
for
their
workers.
AR
One
of
the
premium
goals
of
Osha
is
to
minimize
the
risk
of
injury.
They
did
not
mention
death,
minimize,
the
injury
of
workers
and
visitors
on
the
job
site.
In
addition,
if
a
job
site
is
not
properly
secured,
any
citizen
or
passerby
can
be
injured.
From
falling
debris,
objects,
that's
not
properly
tied
down
or
safely
Digest.
AR
AS
Roughly
50
percent
of
construction
workers
are
not
OSHA
certified,
nor
have
they
ever
received
proper
safety
training.
This
could
be
due
to
a
lack
of
training,
availability
or
overall
knowledge
of
these
requirements.
Osha
10
is
an
entry-level
certification
for
construction
workers,
teaching
them
the
basics
and
safety
and
what
risks
can
be
mitigated.
There
should
be
a
mandatory
policy
for
anyone
that
is
on
a
construction
site
to
take
the
OSHA
10
training.
AS
AR
So
I'm
gonna
give
you
guys
a
few
statistics.
Last
year,
a
19
year
old
died
his
second
day
at
work.
By
falling
off
the
ladder,
a
gentleman
was
working
45
years
he
got
hit
by
a
bulldozer.
Another
gentleman
that
was
63
years
old
was
hit
by
a
crane,
but
all
of
these
deaths
were
listed
because
they
were
supposed
to
be
because
they
also
had
no
OSHA
10
and
30.
does
not
include
the
deaths
that
did
have
the
ocean
10
to
30.
they're.
Also
decimal.
Here,
that's
unaccounted
for.
AR
If
you're
going
to
a
job
site
and
be
honest
with
you,
60
of
the
people
are
not
of
black
Heritage
or
white
Heritage,
they're
Hispanic
heritage
and
sometimes
sometimes
them
and
they're,
not
citizens.
So
what
happens
when
they
get
injured
or
die?
It
does
not
go
reported.
That's
another
problem
for
me
as
well.
I
think
everybody
living
on
the
construction
site
should
be
able
to
train
and
certified.
AR
Osha
is
federal,
but
it's
not
mandated
there's
20
states
in
the
United
States
that
haven't
mandated
with
that
being
said,
the
death
toll
falls
down
almost
60
percent
by
having
a
mandated
OSHA
training
course
and
by
the
state
mandated.
What
does
that
mean
for
the
state?
If
you
mandate
it
guess
what
that
means,
you
can
collect
on
the
fees
and
costs
ladder,
safety,
Alone,
Alaska,
I,
believe
it
was.
They
collected
3.5
million
dollars
on
just
ladder
safety
alone.
So
there's
pros
and
cons
in
adapting
these
things.
AR
How
can
we
help
that
there's
no
way
each
and
as
every
last
one
of
you
can
go
into
the
construction
site
and
see
what
the
problem
is?
That's
why
the
hook
step
group
wants
to
work
with
Broward
County
and
create
something
that's
going
to
show
safety
for
the
citizens
and
the
workers.
What
we
do
is
we
go
to
these
sites.
We
give
them
the
ultra
training
at
10
and
30
on-site
and
or
online
as
well.
We
also
look
at
the
site
itself.
The
problem
is
the
lack
of
mandates.
It's
not
mandated,
so
it's
not
required.
AR
Ultra
has
required,
but
who's
checking
on
it.
Oh,
she
doesn't
have
many
employees
since
coven
actually
OSHA
had
to
fire
at
least
700
employees,
which
means
those
employees
are
not
working
on
their
job
site.
They're,
not
checking
these
delegations
they're
not
checking
for
these
failures
of
equipment,
failures
of
the
structure,
failures
of
the
people.
So
what
we
do
is
we
put
a
structure
together?
It's
not
only
have
enough
people
to
do
that,
but
build
a
structure
for
the
counties.
The
cities
almost
customized,
so
we
can
save
lives.
AR
I
did
reach
out
to
other
developers
because
that's
where
it
starts
at
what
I
did
was
I
contracted
with
the
Related
Group
huge
company.
My
first
on-site
train
is
this
Thursday.
They
noticed
there
was
a
problem.
When
I
spoke
with
them,
they
admitted
they
had
a
problem.
So
what
we
did
was
we
tied
their
section
three
affordable
housing
with
the
OSHA
training?
What
is
section
three
section
three
is
connected
with
HUD
anytime,
there's,
affordable
housing.
AR
Hud
is
involved
so
section
three
give
those
gentlemen
and
young
ladies,
the
opportunity
to
work
on
the
construction
site,
get
them
a
skilled
trade
job.
But
how
are
we
really
doing
our
just
this?
If
we
put
them
on
the
construction
site
without
doing
the
ultra
10
and
30
for
safety,
we're
almost
setting
them
up
for
failure,
if
you're
going
to
New
York,
you
cannot
step
on
a
construction
site
without
having
your
10
and
30..
So
technically
we're
setting
up
a
failure
again
awesome
when
these
people
get
injured.
C
AR
C
Good,
thank
you
so
much
I
think
purchasing
division
facilitates
those
the
the
qvl
process
and
I
hope
they
reached
out
to
you
already.
They
did
perfect.
Okay,
we'll
get
you
signed
up
for
that.
Thank.
C
C
C
Okay,
let
me
read
my
script:
if
I
can,
how
are
we
doing
this?
Today?
We
are
choosing
15
candidates
as
nominees
for
consideration,
the
appointment
by
the
governor
to
the
Broward
Children's
Services
Council,
we
received
22
applications
and
21
were
deemed
eligible
for
the
board's
consideration.
The
applications
were
provided,
as
exhibit
one
to
the
item.
The
terms
of
the
process
will
be
as
follows:
staff
will
pass
out
a
ranking
ballot
to
each
commissioner,
which
Marty's
doing
right
now.
C
Commissioners
once
received
place
a
check
mark
next
to
the
15
names
of
your
choice
and
then
write
your
name
and
sign
at
the
bottom
of
the
ballot.
When
you
are
done,
raise
your
hand
and
staff
will
collect
the
ballots
and
once
the
ballots
have
been
collected,
we
will
table
the
item.
While
staff
tallies
the
votes
and
when
staff
is
done,
we
will
take
up
the
item
again
and
vote
for
the
approval
on
the
final
list
submitted
to
the
governor.
Thank
you
so
much
so,
if
I
take
their
time
right
now
and
complete
your
list.
C
I'm
not
sure
Mr,
Myers
I
think
we
should.
If
we
limit
the
discussion
or
not.
I
C
E
There
are
a
lot
of
good
names
on
the
on
the
list.
I
would
like
to
just
mention
a
few
first
of
all.
I
just
want
to
mention
the
two
that
are
currently
board.
Members
of
the
CSC
that
are
Jeffrey
wood
and
David
Kenton
David
Kenton,
actually
is
the
chair
of
the
CSC
now
and
they
both
are
asking
to
be
returned.
E
I
I
have
just
a
few
that
I
think
are
just
so
out.
There
are
many
many
good
people,
but
Melita
Akita.
Many
of
you
know,
is
the
VP
of
Memorial
Healthcare
and
is
on
our
homeless
Continuum
of
Care
board
and
many
many
other
things
she's
just
outstanding
Stacy
Bloom
is
a
children's
Legal.
Services
person
works
for
the
AG
in
Broward
County
on
child
welfare
issues.
Karen
was
here
this
morning,
Karen
schwartzbach
she
was.
E
She
is
been
a
program
administrator
there
and
and,
as
you
heard
chair
of
the
Children's
Service
board
here
and.
E
Let's
see,
there's
let
me
just
see:
oh
Carolina
Cardoza
has
been
recommended.
Many
of
you
know
through
Hispanic
Unity
involvement
and
by
the
way
there
is
no
one.
That's
Hispanic
on
the
Children's
Services
Council
right
now
and
she
works
she's
heavily
involved
with
immigrant
immigrant
children's
Coalition,
as
well
as
the
Hispanic
Unity
of
Florida.
E
H-U-G-L-E-Y
is
how
this
last
name
is
spelled
and
been
involved
with
affordable
housing
and
other
other
things.
Let's
see
I
mentioned
David.
We
have.
We
have
a
couple
of
County
people
on
here
that
also
the
Hiram
Montero
has
been
recommended
also
highly
by
Josie
bacalao
from
the
Hispanic
Unity
Carol
Morris
has
she's
a
municipal
government
administrator
implantation,
but
she's
very
involved
in
the
Parkland
Community
and
and
oh
and
Angelica
schlanger.
She
is
outstanding.
She's
been
an
ed
for
philanthropy
she's.
E
Currently
the
Ed
for
philanthropy
from
the
McKnight
Brain,
Research
Foundation,
strong
understanding
and
knowledge
of
the
issues
and
Dr
Christine
Thompson
is
Barry
University.
She
has
been
employed
by
the
ounce
of
prevention
fund
and
she's
collaborates
among
many
social
service
agencies.
Nine
years
she
served
as
a
guardian
ad
litem
Master's
in
social
work
and
public
administration.
E
Let's
see,
let
me
see
what
I've
got
here:
Tamara
Rodriguez
Haitian,
Community
involvement,
she's
CFO
of
Fatima
group
she's
very
involved
with
Junior
Achievement
other
things.
I
think
that's
is
that
it
I
don't
know.
Okay,.
C
D
The
only
ones
that
I
probably
would
value
that
were
is
a
Anitra
King
yeah
is
a
Community
Library
she's
been
in
schools
up
for
a
long
time.
Gloria
Kitchen
who's
with
ELC
has
done
a
lot
of
stuff
Yvonne
McMillan.
H
There
was
I
I
could
get
my
ballot
back
if,
depending
on
how
you
answer,
there's
one
person
that
I
voted,
no
I
did
not
vote
to
advance.
The
question
had
over
and
for
information
was
confidential.
C
Any
other
discussion
on
the
item
itself,
but
not
please,
give
your
ballots
to
Marty,
so
he
can
take
those
we're
going
to
table
the
item
right
now
and
we're
going
to
come
back
to
it
once
he
gives
me
the
sign.
Okay,.
F
C
F
C
I
So
with
commissioner
holness
no
longer
here,
as
you
know,
mayor
you're,
on
the
board
I'm
on
on
that
board
and
I'd
like
to
nominate
commissioner
McKenzie
to
be
on
that
board.
It's
the
allocation
of
10
million
dollars
to
beautify
the
neighborhood.
AB
Could
well
I
mean
during
the
controversy
in
the
Pompano
Community,
with
some
very
much
verse
in
I,
got
phone
calls,
but
I
had
no
authority
to
speak
well,
I
spoke,
but
I.
Don't
think
the
commission
at
the
time
or
was
interested
in
what
I
had
to
say.
AB
I'm
excited
to
be
that
western
part
of
Pompano
voice
and
sit
at
this
table,
and
hopefully
we
can
just
keep
moving
depending
on
beautiful
forward
to
just
get
some
some
things
done
on
the
on
the
western
side
not
to
to
take
away
from
if
you've
done
great
things
up
to
both
of
you
and
your
reputations
procedure
cells,
but
I
reluctantly
said
no
when
he
first
mentioned
it,
but
I
think
it's
only
appropriate
that
I
do
this.
Thank.
AB
AB
C
R
R
I
You
mayor
two
quick
things:
one
is
I
think
I
wanted
to
see
about
setting
up
a
meeting.
We
haven't
had
one
since
covet,
and
so,
if
that's
okay
with
you,
please
in
the
second
thing,
was
you
know
the
way
this
is
going?
You
know,
I
was
joking
around
thinking
that
we
might
not
be
alive
until
this
thing
is
done.
So
maybe
we
could
talk
about
Expediting
the
goals
to
spend
the
money
to
beautify
the
community
and
it's
gotten.
C
So
let's
make
sure
that
we
put
on
the
agenda
before
our
summer
break
that
we
get
a
report
on
where
we're
at
I
think
commissioner
Bogan
I
think
that
would
be,
but
who
was
to
have
that
report
so
we
know
in
the
meantime,
we
can
schedule
that
meeting
all
right
done
all
right.
Everybody
good
with
that.
Thank
you.
Okay.
Now
we're
under
item
number
62
again,
commissioner
Bogan
Broward,
College
Bridge
solution.
I
Fund
again,
commissioner
McKenzie
and
commissioner
commissioner
Rogers
something
you
weren't
here,
maybe
I'm,
not
sure
if
I
think
everyone
else
was
here,
we
allocated
money.
So
this
is
the
thing
there
are
hundreds
and
hundreds
of
students
here
in
Broward
County
that
want
to
go
to
college.
They
get
scholarships,
but
it's
not
a
hundred
percent
money,
so
that
might
be
short,
two
grand
three
grand
and
they
can't
afford
to
go
with
that
Gap
with
The
Gap
missing
money.
I
So
we
as
a
commission
allocated
a
million
dollar
total
amount
to
Broward
and
I
just
wanted
to
report
back
so
far,
373
students
have
received
that
Gap
money
allowing
them
to
go
to
college
students
from
every
one
of
our
districts
have
participated
and
just
and
I'll
keep
you
updated
I,
just
something
that
we
as
a
commission
were
able
to
help.
You
know
close
to
400
students,
get
a
college
education
and
so
really
proud
of
it
and
just
want
to
let
you
guys
know
about
it.
C
K
R
I
So
I
just
want
everybody
to
know
that
before
the
year
end,
you
know
how
we
allocate
extra
money,
so
I
allocated
ten
thousand
dollars
left
over
my
money.
My
office
money
to
this
mobile
mammogram
70
women,
who
can't
afford
mammograms,
don't
have
insurance
for
mammograms,
got
a
mammogram
20
of
them
had
issues
and
I.
Don't
know
the
specific
things
have
happened,
but
there's
a
component
to
this,
where
there's
a
non-profit
Miami,
not
non-profit
out
of
Miami,
that
if
a
woman
does
need
cancer
treatment
or
some
type
of
treatment,
they'll
pay
for
it.
I
So
we're
seeing
that
you
know
we're
talking
about
20
out
of
70..
You
know
so
you're
talking
a
good
30,
nearly
30
percent,
so
I
decided
out
of
the
10
million.
Even
though
everybody
approved
the
plan
of
other
types
of
of
the
cardiac
and
other
cancer
I
thought
it
was
a
nominal
amount.
Where
we
can.
You
know
again
save
lives
with
the
mobile
mammogram
and
it'll
go.
I
Well,
on
the
cardiac
thing,
the
problem
that
the
we're
supposed
to
start
I'm,
hoping
in
60
days,
but
here's
the
thing
if
Memorial,
if
we
have
problems
the
whole
thing
right
now,
what
we're
waiting
on
is.
We
need
someone
to
book
the
patients
get
them
into
whatever
facility
they're
going
to
go
to
follow
up.
You
know
it's
that
simple.
It's
really
simple
what
we
need,
but
it's
a
back
room
process
that
needs
to
take
place:
okay
and
so
I.
I
If
we
can't
get
this
done
within
a
certain
time,
I
told
this
to
talk
to
Monica
and
Kim
about
it.
If
the
third
parties
keeps
giving
us
issues,
I
would
come
back
to
you
and
just
say:
hey,
look!
Let's
just
we'll
just
hire
the
people
instead
of
book
having
a
third
party
company.
Do
this
or
find
you
know
a
way
to,
because
we're
really
just
talking
about
booking
people
at
Memorial,
Broward,
Health,
Holy
Cross!
You
know
for
the
cardiac
test
sooner.
The
better
no
I
agree
sooner.
C
The
better
but
discussion
on
the
item,
anybody
yeah
comment:
okay
hold
on
commissioner
McKenzie.
I
C
AB
Issue
I
know:
I,
never
got
an
issue
and
and
I'm
fine
with
it
in
concept.
I
struggled
a
little
bit
with
the
with
the
vendor
and
how
we
got
here.
I'll
tell
you
so
typically,
we
can
go
in
our
system
and
see
if
they're
one
of
our
vendors
or
have
they
met
criteria
and
things
of
nature.
Obviously
it's
someone
that
you
know
and
that
staff
did
not
have
that
information,
because
it's
a
commission's
item
but
I
do
want
to
support
them.
AB
I
just
want
a
little
bit
more
about
this
mammogram
because
we
do
have
mammogram
mobile
units
here
in
our
community,
which
I
have
experienced
first
things
I'm
not
advocating
for
anyone,
but
just
want
to
make
sure
we
we
we
got
this
one
right
so.
I
I,
don't
yeah
I,
don't
really
I,
never
even
knew
of
these
people,
but
what
attracted
me
when
I
found
out
about
it
was
they
don't
just
do
the
mammograms
if
the
mammograms
are
not
the
important
part,
even
though
they
are
important,
the
important
part
is
if
that
individual
needs
cancer
treatment,
biopsies
other
types
of
treatment,
counties
not
paying
and
so
who's
paying.
Well,
this
this
nonprofit
is
hooked
up
with
a
Miami-Dade
non-profit
to
pay
for
any
expenses
that
a
woman
would
need
if
she
needed
cancer
treatment,
biopsies
or
anything
else.
AB
I
went
with
this
and
then
I'll
try
to
look
on.
You
know
some
business
and
just
do
a
little
research.
You
know
I
think
the
registered
agent
is
out
of
New
York.
There
was
some
local
people
from
Coconut
Creek,
which
gave
me
some
comfort,
so
I
just
wanted
to
know.
If
there's
any
more
I'm
going
to
go
with
you
just
that.
F
Yeah,
just
my
I,
obviously
like
the
idea
of
mammograms
and
I
think
this
is
a
good
program
when
I
was
at
the
MLK
thing
over
in
the
city
of
Tamarac,
I,
see
the
mobile
mammograms
through
Broward
Health
y,
so
I
I'm
good
with
it
I,
don't
I,
don't
know
who
does
it
or
if
there's
somebody
that
are
they
doing
this
already?
Is
this
something
where
we
can
help
facilitate
so
that
they
can
do
more
of
it?
F
F
120
000
in
the
overall
scheme
of
life
is
not
the
hugest
number
in
our
budget
if
the
prod,
if
the,
if
the
project
is
worthwhile,
it's
not
a
it's
it's
an
issue,
but
it's
not
a
huge
issue,
but
my
only
concern
is
I
just
didn't
know
if
it
was
the
appropriate
way
to
just
start
taking
out
of
that.
If
we
could
do
that,
budget-wise
and
and
who
the
provider
is.
I
So
we
we,
this
commission
approved
a
plan
right.
The
plan
included
cardiac
testing
and
the
top
cancers.
Breast
cancer,
colon
cancer,
lung
cancer
and
I
forgot.
Maybe
they
won't
prostate
cancer
I,
don't
really
I'm
looking
forward
to
doing
any
of
those
other
tests
except
the
breast
cancer
I
want
to
focus
on
the
heart.
I
95
of
that
it's
the
leading
cause
of
death
and
and
the
breast
cancer
is
very
economical
and
stuff,
but
if
we
start
getting
right
now
into
the
lung
cancer
testing
and
the
prostate
cancer
testing,
it's
going
to
take
away
from
the
hard
stuff
and
so
I'm
right
now,
I'm
just
that
was
the
only
thing
because
I
saw
of
what
happened
in
November
20
out
of
the
70.
Women
had
issues
with
their
mammograms
and
that's
huge
and
then
I
hear
companies
now
for
women
instead
of
one
year,
they're
not
pushing
it
to
two
years.
I
For
some
women
instead
of
every
year
the
mammograms
are
going.
Women
who
are
under
40
aren't
even
afforded
mammograms
and
you're
hearing
more
cancer
under
40
anyway.
So
that's
all
to
answer
your
question.
Yeah.
F
I
I
think
the
concept
of
doing
it,
I'm
supportive
of
I.
Don't
remember
when
we
did
the
heart
thing:
I
thought
we
limited
it
to
the
heart
thing:
I
didn't
think
we
expanded
it
to
all
the
other
cancers.
If
we
did
that's
fine
but
I'm,
okay,
with
I'm,
okay
with
it
I
just
share
some
of
the
concerns.
If
it's,
if
it's
kosher-
and
we
can
do
it,
let's
do
it.
Okay,.
E
Thank
you,
Mr
Mayor
right,
so
I
don't
have
a
problem
with
the
concept.
I
also
have
just
a
concern
that
I
think
we
need
to
look
and
see
what
else
is
available
in
our
community.
I.
Don't
know
this
company
I,
and
but
we
we
do
have
people
that
do
mammograms
mobile
mammograms
here
and
I.
E
Don't
know
if
you
know,
if
an
RFI
or
or
something
to
to
give
us
an
opportunity
to
see
what
else
is
out
there
and
then
make
that
decision
about
which
one
is
the
best
rather
than
just
arbitrarily
picking
this
one.
That's
the
only
thing
I
have
a
concern
about
here.
It.
I
Was
an
arbitrarily
picked
I
looked
at
one
I
tried
to
find
one
that
has
a
component,
so
man,
if
a
woman
has
an
issue
that
she
needs
cancer
treatment
or
biopsies.
There's
nobody
there
to
pay
this
one
has
that
component.
So
it
wasn't
some
arbitrary
I
actually
and
that's
how
I
found
it.
I
found
it
through
calling
a
commissioner
who
heard
about
what
they
did
in
other
parts
of
our
County.
So.
I
No,
no,
the
non-profit
is
indeed
that
raised
millions
of
dollars,
the
non-profit
that
will
be
that
other
component
they're.
Indeed,
they
actually
came
when
we
were
there
in
November
in
Coconut
Creek
doing
the
mammograms,
the
the
executive
director
came
and
met
with
them.
I
had
my
staff
there
we
met
and
confirmed
with
them
and
confirm
with
the
head
of
this
person.
Okay,
it's.
E
Just
the
fact
that
we
have,
we
have
a
number
of
people
here
in
Broward
that
do
this
I,
don't
know
how
far
they
go
with
it,
but
I
think
that
we
should
really
just
check
it
out.
That's
all
and
see
because
we
we
have
our
own.
You
know
our
own
Hospital
districts
that
do
it
and
they
may
be
willing
to
do
the
same
thing
that
this
company
is
doing.
I,
don't
know
I
because
I
just
have
never.
You
know
we
we're
trying
to
focus
on
people.
You
know
who
have
Services
here
in
our
own
Community.
K
E
Are
all
taxed
here,
you
know
for
the
services
of
the
two
Hospital
districts
and
so
forth,
so
I
I
just
think
we
should
just
just
research,
it
just
see,
and
you
know
what
what
it
is
just
like.
We
would
do
with
any
other
bid
or
anything
to
give
money.
To
that
we
would.
We
would
look
and
see
what
else
is
available.
P
I
C
D
I
thought
we
were
doing
the
heart.
The
heart
test
and
and
I
was
very
much
supportive
of
that,
because
what
I?
What
I
saw
with
that,
was
that
that
test,
that
you
showed
and-
and
it
was
shown-
was
not
being
given
to
a
lot
of
people
and
that
there
was
a
chance
that
it
would
be
able
to
save
a
lot
of
lives.
So
it
was
a
specific
service
that
I
thought
that
we
were.
We
were
going
to
be
providing
or
doing
a
pilot
project
on
to
really
to
show
the
other
Hospital
districts.
D
They
should
be
doing
this.
That's
really
what
that
was
about
I.
Think
the
intent
of
the
entire
pilot
project
was
to
kind
of
nudge
the
hospital
districts
into
doing
this
service
on
a
regular
basis
because
it
wasn't
being
provided.
This
is
getting
into
something
that
there's
regular
service
for
and
there's
lots
of
people
doing
this.
It
is
a
great
thing
that
what
you're
trying
you're
pushing
forward
but
but
I,
do
think
it's
outside
of
the
scope.
D
That
was,
and
was
the
initial
part
of
that
and
and
I
know
it's
yes,
I
know
it's
cancer
I
know
that.
But
that's
that's
not
because
remember
what
we're
trying
to
do
we're
not
trying
to
do
all
these
ourselves
and
I.
Think
that's
what
the
the
our
part
in
this
was
to
try
to
kind
of
get
the
hospital
districts
to
be
thinking
in
a
different
way.
I
I'm
happy
to
go,
and
just
do
the
heart
thing
to
me:
that
is
the
most
important
thing.
The
plan
does
I'm
happy
to
amend
it.
If
Council
will,
let
us
amend
it
and
vote
on
it.
That
exclusively
only
goes
for
the
cardiac
testing,
not
any
other
Cancers
and,
and
you
said
that
the
board
can
amend
it
right
now,
it's
not
going
out
of
the
scope
right
now.
Four
different
cancers
are
in
that
scope
and
I'm
happy
to
get
rid
of
those
four.
I
AP
U
I
Good,
so,
okay,
so
you
know
what
we're
not
gonna,
I'm
gonna
withdraw
this
as
long
as
you
guys
want
I
would
draw
63.
We
won't
do
any
of
the
we'll
just
focus
on
cardiac
I'm
happy
to
do
that.
Okay,.
D
C
O
We
we
have
a
tie
for
15th
16th,
but
that's
okay,
because
we
could
send
more
than
15
of
these
Melita
akiti
Stacy
Bloom
Carolina,
Cardozo,
Karen,
schwartzbach,
David,
Kenton,
I'm,
not
sure
King,
Gloria,
Kitchen,
Yvonne,
McMillan,
Hiram,
Montero,
Carol,
Morris,
Tamara,
Rodriguez,
Angelica,
schlanger,
Dawn,
Shelton,
Christine,
Thompson
and
Jeffrey
wood,
bingo.
F
C
C
In
favor,
say,
aye
opposed
motion
carries
your
name
is
sweet.
Thank
you.
So
much
now
we
have
concluded
our
agenda
and
we're
not
moving
backwards
anymore.
Today,
okay,
we're
now
in
our
reports
and
we're
going
to
begin
with
the
commission.
I'll
begin
with
the
commissioner
Rogers
any
reports
you
have:
okay,
Senator
Geller.
C
You're
testing
my
skills
today.
Aren't
you,
sir
no
you're.
H
I
would
like
to
make
up
a
quick
announcements.
First,
I
yesterday
was
re-elected
in
a
committee
chaired
by
commissioner
yudi
and
I
recommended
that
I'd
be
re-elected
the
entire
slate
be
re-elected
to
the
South
Florida
Regional
planning
Council,
because
their
executive
director
will
be
resigning
this
year
as
of
October
31.
H
So
we
chose
to
keep
all
of
the
officers
exactly
where
they
were,
commissioner
for
was
re-elected
as
second
Vice
chair
as
well,
and
while
we're
on
the
subject
of
that
there
is
a
joint
South,
Florida
Treasure
Coast
Regional
planning
council
meeting,
which
will
occur
in
Broward
county
in
February
and
at
that
meeting
will
be
taking
up
a
number
of
important
topics
to
Broward
such
as
the
proposed
U.S
27
Inland
Port
project.
H
There
will
be
a
number
of
other
projects
I'll
make
sure
that
all
of
the
members
of
the
County
Commission
get
a
notice
on
that
and
in
March
the
sfrpc
by
itself
will
be
having
a
first
and
last
mile
Transit
issue.
I
know,
commissioner
Ryan
you've
been
very
active
in
transit
issues
as
well,
so
I
will
make
sure
that
all
of
the
County
Commissioners
get
an
invitation
to
that.
One
which
will
be
in
March
dealing
specifically
with
First
and
Last
Mile
issues.
H
D
Thank
you
couple
of
things
I'd
like
to
request
that
we
do
a
pres
that
Michael
Ruiz
does
a
presentation
on
the
policy
with
stray
animals.
I
think
it's
necessary
policy
on
Australian.
D
I
know
that
Emily
would
has
had
a
chance
to
speak
with
all
the
city
managers
on
this,
but
it
needs
to
that
information
needs
to
be
spread
out
wide.
It
needs
to
go
beyond
that
and
and
so
that
there's
clarification
and
everybody
knows
what's
to
be
done.
The
policy
is
a
good
policy.
I
think
it's
a
good
policy
because
it
brings
in
the
public.
It
has
a
lot
of
people
helping,
but
not
everybody
understands
that
policy
and
is
getting
misconstrued.
AP
I
can
add
some
add
something
to
that.
D
AP
So
I
had
just
talked
with
my
team
this
morning
and
we're
going
to
be
putting
together
much
like
what
you
guys
got
recently
from
me
on
an
update
on
the
convention
center
project,
things
that
are
of
significance
that
you
guys
are
hearing
about
and
that
we're
working
on
behind
the
scenes
I'm
going
to
start
bringing
some
of
these
updates
to
you.
AQ
A
AQ
AP
We're
putting
out
presentations
out
into
the
community,
so
you're
going
to
read
more
about
that
when
you
get
the
update,
but
that's
one
of
the
examples,
and
and
so
we
are
trying
to
really
not
just
talk
to
the
the
managers,
but
we're
also
going
to
the
league
of
cities
to
talk
to
the
electeds
and
doing
these
community
outreach
events.
Because
we've
heard
you
all
loud
and
clear.
C
D
D
I
also
want
to
thank
staff,
especially
Dr
irano's
office
and
Marty
cassini's
office,
for
those
who
didn't
see
in
the
National
Defense
Act
in
December.
The
restoring
resilient
reefs
act
finally
passed
through
Congress
after
20
years,
well,
I'm
trying
to
get
it
through
wow
huge
for
us
for
the
because
we're
the
ones
that
have
the
reefs
this
has
been.
D
This
is
huge,
and
so
Dr
Ross
office
and
Marty
did
a
great
job
on
that
that
took
a
lot
of
national
effort
up
and
down,
and
the
south
Florida
Regional
planning
Council
on
the
joint
conference,
Joint
Council.
They
helped
get
it
through
the
state
legislature.
So
it's
been
a
real
team
effort.
It's
been
a
heavy
lift,
but
it
did
finally
get
there.
D
Broward
county
is
also
doing
a
an
event
called
the
big
read,
and
this
is
a
book
for
this
this
year,
or
this
month,
infinite
country
by
Patricia
Engel
asked
the
library
that
might
get
you
one
a
copy
it's
about
migration
and
for
the
little
for
the
little
guys,
it's
called
dreamers
for
the
big
read.
D
So
it's
it's
a
nice
chance
to
to
have
an
entire
Community
read
the
same
thing
and
have
a
conversation
on
those
also
there
is
on
February
4th
is
the
art
lit,
which
is
always
a
big
event
at
the
South
Regional
Library,
and
then
the
Broward
County
cultural
division
is
doing
the
ignite
event.
January
25th
through
29th,
always
a
great
event.
I
know.
E
First
of
all,
I
I
want
to
congratulate
Monica
and
your
staff
for
the
incredible
I
believe
what
will
be
the
incredible
hire
of
Corey,
cuff
Lonergan
I
know
everybody
probably
had
the
opportunity
to
meet
with
her
talk
with
her
on
a
zoom
and
I
was
incredibly
impressed.
You
know
with
her
and
her
background,
Urban
Transportation,
Planning
and
all
the
different
areas
I
mean
obviously
Braille.
E
You
know
multimodal,
but
what
what
kind
of
impressed
me
the
most
was
her
concern
and
when
she
said
that
she
went
into
this
profession
to
help
people
and
that
she
feels
that
by
being
involved
in
in
creating
accessible
public
transportation,
you're
helping
people
who
need
to
connect
and
who
don't
have
that
opportunity.
So
I
was
really
happy
with
that.
E
We
talked
about
Paratransit
and
Community
shuttles
and
all
the
different
things
that
we
have
and
that
we
can
improve
upon
to
to
make
lives
easier
for
mention
the
large
number
of
seniors,
obviously
that
we
have
in
our
community
so
just
wanted
to
mention
that,
looking
forward
to
her
being
on
board
I
do
want
to
mention
animal
care.
I
was
out
at
the
Animal
Care
shelter.
I'd.
Go
out
regularly
to
visit
and
I
was
very
impressed
with
what
was
going
on
there.
There's
a
new
volunteer
recruitment
person,
she's
outstanding.
E
It's
really
focused
on
you,
know,
volunteerism
and
I
I
brought
out
with
me
Julie
price
who's,
the
new
CEO
of
Arc
Broward,
Dennis
Hass,
many
of
you
know,
has
retired.
E
After
what
30
years
and
Julie
was
his
right-hand
person
and
she's
going
to
do
a
great
job,
and
she
had
mentioned
when
I
went
out
to
my
staff
and
I
went
out
to
see
their
new
programs,
and
you
know
they
have
that
wonderful,
culinary
arts
program,
but
they
they
also
have
a
program
with
a
rescue
group
for
some
of
their
population
to
at
Broward
to
go
and
volunteer
at
the
rescue
organization.
So
I
said
Gee
have
you
thought
about
a
Broward
animal
shelter
and
she
said?
E
Well,
you
know
no,
not
really
so
I
said
well,
let's
go
out
there
and
take
a
look
there
and
I
have
to
tell
you
the
volunteer
recruitment
person
hit
it
off
with
her
and
they're,
so
excited
they're,
going
to
be
bringing
in
a
a
number
of
young
people
to
be
trained
and
volunteer
at
the
shelter
and
I.
Think
some
of
you
may
know
that,
particularly
with
people
that
have
developmental
disabilities
working
with
animals
really
is
such
a
special
thing.
We
have
the
horse
program
in
Davie.
E
That
does
that-
and
this
is
really
wonderful,
so
they're
very
excited
about
that
and
lastly,
I
just
want
to
mention.
This
is
a
obviously
a
very
thick
large
document
that
we
all
got,
but
I
just
want
to
say
that
you
know
the
Children's
Services
Council
was
passed
20
years
ago,
and
it's
been
in
operation
20
years
it
was
passed
in
2000
actually,
but
it's
been
in
operation
since
2022
and
the
unbelievable
difference
that
it's
made
in
our
community
beans
have
the
privilege
of
serving
on
the
council.
E
I've
been
involved
all
the
way
with
the
with
the
passage
of
it.
And
it's
it's
it's
it's.
You
know,
like
the
a
billion
a
billion
three
that
has
been
put
into
this
County
and
someone
may
I
think
you
made
the
comment.
You
know
that
about
you
know
what
this
difference
and
I
will
I
will
tell
you
that
this
some
people
were
opposed
to
it.
E
Some
of
you
will
remember
from
20
years
ago
a
lot
of
people
that
sat
on
the
Deus
at
that
time
were
opposed
to
it,
and
I
can't
even
imagine
what
this
County
would
have
been
like
if
we
had
not
had
this
passed
and
operating
in
our
community
for
over
20
years
that
money
just
think
about
that
money
having
to
come
out
of
general
fund.
If
we
were
to
do
the
right
job
for
for
children
in
our
community,
it
wouldn't
have
happened.
E
That's
why
we
worked
hard
to
get
this
passed
and
they've
done
in
a
phenomenal
job,
and
not
some
of
you
don't
know.
Cindy
worked
for
the
county
at
the
time.
Cindy,
Arenberg,
Seltzer
and
she
had
to
you
know,
be
very
quiet.
She
was
head
of
children.
She
was
head
of
children's
services
at
the
time
that
this
passed
and
and
then
she
became
the
director
and
she's,
been
there
for
over
20
years
and
done
amazing,
an
amazing
amazing
job.
E
So
it's
you
know
it's
worth
the
read
I
know
it'll
take
time,
but
it
shows
the
incredible
accomplishments
that
have
been
happening
happened
in
this
community.
Thank
you.
Thank
you,
commissioner.
F
Eugene,
thank
you
just
a
couple
quick
things.
The
first
one
is
more
towards
administrative
staff,
I'm,
really
hopeful
that
that
we
can
can
really
make
some
Headway
on
the
e911
and
really
sit
down
and
and
see.
If
you
can
streamline
that
ort
governance
committee
too,
so
that
people
can
get
get
off
this
idea
that
something
comes
to
the
county
and
it
just
goes
in
a
black
hole.
I
know
that
it
doesn't,
but
I
think
we
need
to
do
a
better
job
explaining
that
and
it
should
be
us
and
the
sheriff
working
together
on
that.
F
But
the
ort
governing
board
I
think
adds
to
layers
of
frustration
with
this
with
the
people
that
are
involved
in
doing
this.
So
I
just
hope
that
we
we
can
get
something
done
there.
Second
I
had
the
privilege
last
night.
I
know
the
mayor:
was
there
also
of
the
first
ever?
That
was
the
first
ever
time.
They
did,
that
the
state
of
the
system
for
Broward
Health
and
really
the
the
advancements
and
what
they're
doing
moving
forward
for
the
community.
F
The
collaboration
with
the
South
with
Memorial
health
and,
what's
going
on
at
Broward,
Health
they're,
bringing
new
medical
availability
to
to
I
think
they
were
called
medical
deserts
in
areas
within
the
county.
That
really
didn't
have
enough
of
you
know,
programs
and
whatnot,
and
just
a
lot
of
great
things
happening
with
Shane
Strom
and
their
board,
and
all
the
doctors
and
our
health
care
Heroes
over
there.
F
So
it
was
just
great
to
see-
and
it
was
great
to
be
a
part
of
it.
I
know
that
maybe
Senator
Rich
will
agree
with
me.
Maybe
she
won't,
but
the
one
good
news
that
we're
starting
to
get
on
affordable
housing
is
our
quote-unquote
friends
in
the
development.
Community
are
starting
to
do
us
a
little
bit
of
the
of
a
favor,
because
what
happens
on
this?
There
is
so
much
in
the
pipeline
right
now
in
multi-family.
F
So,
assuming
that
a
lot
of
this
stuff
gets
financed
and
gets
out
of
the
ground,
I
think
you're
going
to
start
seeing
prices
come
down
a
little
bit
more
because
all
this
is
is
supply
and
demand,
and
what
usually
happens
in
these
kind
of
Cycles
is
when
it
gets
to
the
top
and
the
rents
are
higher.
The
developers,
if
left
on
their
own
will
over
build
and
I
think
that
double
the
number
of
units
are
coming
out.
F
You
know
and
set
to
go
this
year,
as
was
last
year,
and
that's
it
there's
so
much
in
the
pipeline
that
I'm
hopeful
that
that
will
bring
some
good
news
and
some
relief
and
and
bring
some
of
these
prices
down,
because
it
is
a
huge
issue
that
we
need
to
and
that
we
are
staying
on
top
of
and
finally
this
weekend,
although
you
will
see
it
all
in
the
papers
and
all
over
the
media
they'll
be
talking
about
Miami,
it's
not
really
Miami
Broward
County
will
be
the
horse
racing
capital
of
the
world
this
weekend
right
in
Hallandale,
Beach
they'll
call
it
Miami,
but
it
won't
be
Miami.
F
We
have
the
Pegasus
cop
I
know
the
mayor
is
going
to
go
out
and
do
a
proclamation
out
there.
We
it's
bad,
it's
more
fun
to
do
it
out
there
than
it
is
here.
They'd
rather
be
there
too
to
get
it.
F
The
Pegasus
cup
and
all
of
the
Groot
Hospitality
places
that
are
in
Miami
they'll,
say
it's
Miami,
but
it's
going
to
be
right
at
in
Hallandale
Beach
at
Gulfstream,
they'll
be
out
there
with
their
restaurants
and
their
facilities,
so
it'll
be
a
good
weekend
for
Broward,
County
and
I
hope
everybody
enjoys
it
if
they
have
a
chance
to
check
it
out.
Those
are
my
comments.
Thank
you.
Thank
you.
Vice.
E
Sorry,
I
I
just
wanted
to
throw
something
out
and
and
hope
that
might
we
might
be
able
to
agree
to
do
something
on
this
I
I'm
sure
you've
all
seen
all
the
articles
in
the
paper
about
the
the
issue
of
attacks
on
academic
freedom
at
our
universities
and
colleges
in
in
our
state-
and
we
have
you-
know,
examples
at
new
College
University
of
Florida,
just
all
across
the
board.
E
So
I
was
wondering
if
there
was
a
an
appetite
to
possibly
put
together
some
kind
of
a
resolution
on
the
importance
of
academic
freedom
for
our
colleges
and
universities
in
this
state
on
behalf
of
the
County
Commission.
So
that's
thank.
S
To
the
government
right,
you
know
on
this
discussion
about
you
know,
affordable
housing,
I,
just
think
additional
housing
units
in
general
is
is
where
we
really
need
to
go
and
the
demand
is
there.
So
as
we
get
more
and
more
Supply
I
think
we'll
see
more
of
a
leveling
off
rather
than
like
really
prices
going
down.
But
you
know
what
I've
heard
from
a
lot
of
people
is
that
they
can't
even
find
a
rental
unit.
S
You
know
like
at
any
price
and
it's
so
it's
so
difficult
to
go
through
the
process
of
being
approved.
You
know
the
the
screening
process
and
then
you
know
the
the
amount
of
money
that
you
have
to
put
up.
So
I
agree
with
what
commissioner
Eugene
mentioned,
that
additional
Supply
into
the
market
is
really
good.
S
I
mean
the
you
know:
the
population
continues
to
to
come
and
I
also
want
wanted
to
mention
that
will
have
a
courthouse
construction
task
force,
meeting
on
February
3rd
and
one
of
the
issues
we'll
be
addressing
is
that
latest
detection
detection
of
some
of
some
structural
deficiencies
on
the
top
four
floors
of
the
western
courthouse
I'm,
you
know
information
I
have
so
far.
S
I
You
know
there's
one
issue
that
has
not
been
talked
about
that
I
think
could
cause
thousands
of
people
to
go
on
the
streets
and
lose
their
homes,
and
that
has
to
do
with
after
Surfside.
The
state
legislature
made
it
required
condominium
associations
to
have
fully
funded
reserves
by
2025
and
not
only
mine.
I
It
plus
all
the
insurance
for
all
the
homeowner
and
condominium
associations
are
doubling
going
up
a
hundred
percent
and
you
have
all
these
people
on
fixed
incomes,
Social
Security
that
are
getting
huge
special
assessments
and
I
think
we're
going
to
see
a
potential
major
problem,
new
units
going
in
but
I.
You
know
all
I
hear
about
now
is
potentially
huge,
foreclosures
and,
and
it
looks
really
bad
I'm
actually
working
with
somebody
until
I.
Ask
you
right
now
to
see
if
they'll
extend
that
law
to
2027.
the
reserve
requirement.
AB
Yeah
I
have
a
couple
things,
but
I
do
agree
with
the
commissioner.
Bogan
I've
been
interacting
with
Lauderhill
commission
and
they
have
actually
started
bringing
in
professionals
to
to
talk
about
a
lot
of
folks
went
out
and
bought
some
of
these
older
units.
You
know
that
was
once
a
a
economic
engine
and
attraction
when
Jackie
Gleason
was
there
now,
not
very
many
people
would
know
who
he
was
and
they
couldn't
they
couldn't
even
sell
his
home.
AB
That's
correct
with
all
of
his
personal
things
in
there,
so
they
are
struggling
they're
trying
to
figure
it
out,
but
these
are
private
Ventures,
but
the
folks
that
bought
them.
AB
AB
We
have
the
multi-family
that
we
mentioned
and
I
would
love
to
have
you
know
ownership
and
that's
what
I
already
gear
affordable
housing
towards
not
any
more
units.
But
how
can
we
get
someone
in
to
home
ownership
because
owning
a
home
if
you
can
get
one
in
the
right
price
range?
The
mortgage
is
way
cheaper
to
rent.
Now
so
it's
scary,
but
it's
out
there
I,
don't
know
how
we
get
there,
but
I
think
we
can
do
it
collectively.
AB
But
in
the
Lauderhill
conversation
there
was
a
couple
things
that
was
brought
to
my
attention
through
my
relationship
and
a
meeting
I
had
with
the
city
manager,
commissioner
and
other
staff
in
the
past
and
I
brought
it
up
to
staff.
Doing
our
agenda
review
yesterday.
There's
a
couple
things
I
brought
up
and
I
want
to
make
sure
we
come
back.
I,
know
I'm
sure
Monica
is
going
to
bring
me
the
information
back,
but
there
was
talk
of
we
were
there.
AB
Lpac
is
the
Performing
Arts
Center
and
they
wanted
to
extend
38th
Street
from
19th
Street
441,
because
on
19th
going
east,
the
first
red
light
is
where
they've
invested
a
lot
of
their
CRA
dollars
and
they're
activating
that
little
pocket
into
concerts
and
an
Entertainment
District.
But
they
tried
to
tie
to
the
lpac,
which
is
over
almost
on
441
and
Sunrise
Boulevard,
but
they
want
to
go
back
from
38th
Street,
where
it
ends
at
UPS
in
night
and
I.
AB
Think
that's
16th
Street,
but
they
want
to
go
to
the
back
of
that
and
connect
to
the
elf
pack.
So
when
they
have
these
major
events
and
and
activations,
they
can
just
you
know,
direct
traffic,
mostly
pedestrian
through
that
and
close
that
gate
at
night.
I
think
the
thing
that
Bertha
had
an
issue
with
last
time
was
having
that
gate
secured
at
night
so
that
people
don't
enter
into
the
into
the
Regional
Park.
So
we
could
just
have
some
discussion
or
I
know.
AB
Models
can
come
back
and
and
direct
us
on
where
to
go
with
it,
but
I
want
you
to
just
you
know,
keep
your
ears
and
eyes
open
in
case
you're
in
that
area.
You
can
get
a
visual
of
what
we're
talking
about
and
that'll
help
them,
and
it
was
another
issue
that
they
spoke
to,
which
is
and
I
experienced
it
at
the
city
of
Fort
Lauderdale.
AB
When
we
created
Central
City
CRA,
which
wasn't
in
the
boundaries
we
created,
they
didn't
they
didn't
drink
from
the
Tiff,
but
they
created
a
central
CRA
at
Northeast,
13th
Street.
It
was
a
blighted
area
and
and
they
had
people
that
were
interested
coming
in,
so
they
created
incentives
and
other
forms
of
funding
to
to
activate
that
that
area.
AB
So
what
has
happened
here
from
19th
Street
and
31st
Avenue,
going
back
south
to
Broward
Boulevard
you'll
notice,
when
you
drive
these
corridors,
that
a
lot
of
these
businesses
are
closed,
barely
open
or
they're,
these
I
call
them
City
convenience
stores
and
when
you
get
to
441
in
particular
right
there
where
windy
starts
before
you
get
to
on
Broward
Boulevard.
AB
Oh,
that's
Plantation
carved
out
commercial
that
they
protected
for
so
many
years.
So
what
they
wanted
to
do
was
just
expand
their
CRA
boundaries,
not
dip
or
sip
from
the
Tiff,
but
be
able
to
now
create
and
attract.
Folks,
coming
in,
if
you
look
at
this
route,
if
you
will,
in
particular
commissioner
Geller
with
the
movie
studio
coming
over
there
at
the
old
Wingate
dump
site,
they
are
coming
in
heavy.
AB
They
have
great
ideas
and
they're
going
to
do
some
serious,
investing
in
some
of
these
shopping,
plazas
and
and
a
lot
of
other
things
so
it'd
be
a
great
opportunity,
I
think
to
get
the
feedback
from
staff
or
if
we
can
and
cannot,
do
that
and
Grant
them.
This
not
having
them
take
from
the
Tiff
but
expand
the
boundaries
and
the
another
issue
they
brought
up
to
me.
AB
I'm
not
advocating
I'm,
just
they're
going
to
bring
this
world
cup
cricket
tournament
in
2024
I,
don't
know
if
we've
already
engaged
them,
but
they
thought
it
necessary
to
to
give
it
to
me
to
talk
about
and
I
told
them.
I
would
put
them
with
staff
and
staff.
We
talked
about
it
yesterday
and
we're
going
to
bring
in
you
know
tourism
states
of
her
group
and
see
what
it
what
it
is.
AB
According
to
their
numbers,
I
mean
it's
going
to
be
a
huge
economic
impact
and
it's
in
Broward
County.
So
I
hope
that
we
can
participate
or
give
them
some
feedback,
so
they
can
know
where
to
direct
their
energies
and
then,
last
but
not
least,
there
is
a
a
concerning
on
Broward
Boulevard
at
27th
Avenue
back
to
Sunrise
Boulevard.
There
is
a
streetscape
project
that
started
in
2016
as
a
legacy
of
projects
project
as
I
got
the
the
information
from
staff
yesterday
where
they
are
doing
some
improvements.
AB
You
know
we
all
sit
on
the
mpo.
We
know
how
those
projects
pan
out
some
of
us
sleep
next
to
each
other,
that
commissioning
your
Dean,
but
there's
there's
good
stuff
that
goes
on
there
and
we
did
the
very
same
thing.
AB
Just
south
on
27th
Avenue,
south
of
Broward
Boulevard
I
got
involvement
from
the
community
and
I
had
my
HOA
presidents,
their
Community
come
up
with
their
streetscape
plan,
which
is
was
similar
in
concept
concept,
but
they
decided
to
paint
it
paint
the
street
in
case
there
was
an
uproar
about
these
improvements
with
infrastructure
and
we
made
it
one
way
right
there
by
the
Walmart.
AB
Some
people
complain,
but
they
were
able
to
get
past
it
and
navigate
it,
but
it
was
painted
so
that
in
the
future
we
wanted
to
change
it.
We
just
paint
the
road
back
on
the
Northern
end
if
you've
traveled
up
since
trunk,
and
you
turned
south
or
north
on
27th
Avenue.
It
is
a
nightmare
just
with
the
cones,
but
now
they're
at
the
end
of
the
project
coming
to
the
end
and
they're
they're
Paving
Planters
are
there
the
the
medians?
Are
there?
AB
The
trees
are
being
installed
and
I'm
getting
emails,
I'm
getting
called
to
meetings
about
they
don't
want.
They
want
a
part
of
and
I've
been
a
part
of
this.
These
these
acts
about
they
weren't
involved.
But
one
of
the
answers
I
got
from
staff
yesterday
was
that
it
was
a
crime
deterrent
and,
to
me,
I
mean
just
not
allowing
someone
to
turn
into
my
neighborhood,
especially
these
neighborhoods
that
have
a
higher
crime
rate.
AB
It's
not
going
to
stop
that
person
from
going
in
picking
up
a
a
package
or
or
a
drug
deal
I
think
it's
a
call
for
service
for
the
sheriff,
a
policing
and
Community
involvement
to
to
to
attack
that
issue.
But
someone
thought
it
necessary
to
the
block
entry
ways
to
to
businesses,
and
you
can
see
clearly
there's
some
people
who
probably
were
sitting
at
the
table.
Their
businesses
did
not
or
were
not
affected.
AB
They
got
to
cut
through
entries
to
their
to
their
to
their
businesses
or
or,
and
others
didn't
and
I
had
the
same
problem
on
Systrom.
When
we,
when
we
did
that
street
Improvement
when
I
was
a
young
man,
there
were
buildings
on
those
vacant
Lots,
but
when
we
did
the
Improvement,
there
were
no
buildings
and
it
was
a
county
road
to
it.
AB
I
worked
with
John
Ross
on
that
project,
but
there
were
no
cut
ends
to
these
empty
lots
that
we
wanted
to
one
day
come
back
and
develop,
and
you
know
it
was
a
fight
during
my
city,
commission,
but
I
I
see
us
going
down
that
same
road
where
we
tore
down
the
tater
tot
Tater
town,
Farmers
Market.
But
you
can't
turn
in
to
that
Community.
AB
If
you're
headed
south
on
that
on
27th
Avenue,
so
I
I,
I
I
was
hoping
we
could
pause
or
find
out
what
we
can
do
to
just
maybe
take
out
a
few
things
or
make
a
few
things
more
navigable
navigable
to
those
residents
that
are
trying
to
go
on.
We've
invested
heavily
in
infrastructure
in
these
unincorporated
areas
and
there's
tons
of
other
things
that
we
plan
to
do,
and
then
we
block
access
to
these
already
struggling
community.
AB
AB
So
if
you
go
out
west,
a
very
few
go
this
way:
travel
that
road
and
turn
right
or
left
on
27th,
Avenue
and
you'll
see
what
we're
talking
about
so
I
want
to
bring
that
to
you,
and
that
concludes
my
report.
C
Come
would
you
buy
a
report?
Someone
will
talk
to
the
other
administrations
before
just
real,
quick,
Hayden
Perry,
the
when
mayor
Dean
gave
the
medal
of
valor
to
in
Perry's
mom
for
the
herova
efforts
of
attempting
to
save
the
young
person
life
in
the
car
and
I
know.
You
had
ties
to
that
too
Miss
pharaoh
just
announced
in
December.
It
was
announced
that
he
also
received
the
Carnegie
award
and
it's
North
America's
highest
honor
for
civilian
hero
as
well
so
in
December
yeah.
C
So
thank
you
mayor
for
doing
that
and
recognizing
it
and
again
Monica
continue
our
prayers
with
the
family.
I
continue
to
brag
about
this,
just
because
it's
such
a
great
a
win
for
City
Fort,
Lauderdale
Broward
County
to
keep
our
federal
courthouse.
Downtown
Debbie,
Wasserman,
Schultz
congresswoman
dead,
boss
results
secured
the
55
million
dollar
Gap.
That
was
necessary
to
get
that.
So
we
I'm
on
the
task
force
and
we
had
our
call
last
week
and
GSA
is
all
for
us,
so
we're
just
moving
forward.
C
Hope
you
have
a
groundbreaking
very,
very
soon
same
site
right
long
time
coming
same
site.
It
hasn't
changed,
no
the
site.
Of
course,
is
the
Old
Hudson
site
that
we
purchased
on
Southeast
11th
there
I
guess
so
exciting
things
are
happening
there
earliest
month,
I
provided
a
proclamation
to
one
of
our
employees.
Grandmothers,
that's
kind
of
mundane,
but
listen
to
this
Judith
Charlton
from
HR
divisions,
grandmother,
Nesta
I
think
is
lilu
turned
106.
C
on
January
5th.
So
we
wish
her
a
happy
birthday.
106
years
old
God
bless
her
someone
who
we've
known,
maybe
not
the
newest
folks
here,
but
we've
known
for
a
while,
as
Rose
Yorkshire
dedicated
support
from
ETS
for
all
the
Commissioners
and
for
22
years.
She
served
the
commission
and
she
retired
this
month,
so
we
wish
Rose
the
best
of
her
retirement.
Thank
you
for
her
service
and,
lastly,
kudos
to
Stacy
ridded
her
team.
Last
week
we
were
on
Good
Morning
America
Broward
County,
all
31
cities.
C
It
was
mentioned
Good,
Morning,
America,
so
stay
server.
Thank
you
for
what
you're
doing
for
a
visit
Lauderdale.
So
that's
my
report,
so
I'm
not
going
to
go
to
yes.
Yes,
welcome
back
Kimmy
Monroe!
Thank
you
so
much
for
so
glad
to
see
you
and
well
wishes
and
prayers
brought.
You
back
so
we
look
forward
to
continuing
to
your
service
to
the
commission.
We
appreciate
you
Mr
Myers.
Thank
you.
Okay,
Mr
Milton.
Give
us
some
words
of
wisdom.
I.
Ask
you
that
every
time
any
words
of
wisdom.
C
S
and
last
but
not
least,
Monica
sapiro
with
and
I
think
she's
going
to
talk
about
what
was
brought
up
already
about
our
Courthouse
update.
So
thank
you
for
that
update
when
you
provide
all
right.
Thank
you.
So
I
am
going
to
ask
Trevor
Fisher
our
director
of
Public
Works
Trevor.
If
you
can
make
your
way
up
to
the
podium,
so
you
know
on
Thursday
evening,
I
got
a
phone
call
the
one
one
of
those
phone
calls
you
don't
like
to
get.
C
You
know
that
there
might
be
an
issue
happening
with
one
of
our
facilities.
C
The
moment
that
I
got
that
in
fact,
I
think
the
mayor
and
I
were
just
leaving
another
board
meeting
together,
got
the
phone
call
and,
and
so
immediately
all
of
our
our
staff
was
on
alert
and
headed
over
to
the
courthouse
to
make
sure
that
what
we
needed
to
do
was
starting
with
evaluations
and
whatnot
we're
taking
place
and
then
sent
you
an
email
later
that
evening
and
and
actually
we
started,
then
I
think
actually
Trevor
would
hit
send
on
the
email.
C
But
then
we've
been
updating
you
consistently
each
day
with
an
email
at
the
end
of
the
evening.
After
the
long
days
of
evaluations
and
work
and
and
the
crews
that
we've
got
going
to
the
courthouse,
you
know
the
basics
I'm
going
to
let
Mr
Fisher
fill
you
in
on
where
we
are
the
latest
of
today
and
we
continue
our
evaluation.
There
go
ahead.
Trevor.
Thank
you,
mayor
vice
mayor
before
I
start
on
my
report.
C
And
yes,
this
has
spurred
a
lot
of
interest
even
from
the
employees
who
are
involved
and
the
occupants,
so
it
also
impacts
the
court
chief
judge
and
the
clerk
of
courts
and
it's
a
Major
Impact
to
their
operations
and
I
mean
we're
just
thankful
for
and
really
appealing
to
them
to
continue
to
express
the
patience
with
us.
While
we
navigate
these
difficult
times
on
a
more
serious
note,
though,
I
really
wanted
to
make
sure
that
it
is
understood
and
I'll.
C
You're
all
aware
that
we
have
closed
the
upper
four
floors
and
there
is
a
sense
of
confidence
that
there
is
not
a
danger
and
I
think
it's
important
for
our
employees
and
the
public
to
understand
that
if
we
felt
that
there
was
a
danger,
we
would
have
taken
more
stringent
actions
to
protect
them.
Because,
as
an
engineer
and
the
many
engineers
and
Architects
that
report
to
me,
that
is
one
of
our
legal
and
ethical
responsibilities.
C
With
that
said,
I
also
would
like
to
apologize
for
the
late
night
reports
that
I've
been
sending
to
you
more
because
it's
really
when
the
day
slow
down
and
we're
able
to
accommodate
our
thoughts
and
share
it
with
you.
On
Thursday,
we
forwarded
a
photograph
to
the
original
designers
of
the
project
and
they
were
alarmed
by
what
they
saw
on
Friday.
C
However,
it
is
worthy
to
note
that
these
beams
are
cantilevered
beams,
meaning
that
they
stick
out
beyond
the
support
columns,
and
some
of
them
are
up
to
17
feet.
Approximately
they
are
huge
beams.
They
are
four
feet
thick
two
feet
wide
and
there
was
not
a
possible
way
for
them
to
access
what
was
happening
on
this
lid,
because
this
structure
now
was
30
feet
above
the
roof
of
the
courthouse.
C
So
we
with
that
said,
they
thought
it
was
necessary
for
them
to
take
a
close
look
at
what
was
happening
on
these
extended
portion
of
the
cut
of
the
structure
to
be
able
to
verify
that
what
they
thought
that
they
ones
that
they
had
access
to.
Although
it
resembled
the
overhanging
portion,
they
wanted
to
confirm
that,
indeed
the
conditions
were
the
same,
and
that
gave
us
a
level
of
comfort.
C
So
since
then
we
really
have
been
trying
to
expedite
getting
the
stanchions
in
place
scaffolds
in
place
in
order
to
be
able
to
have
them
climb
up
that
30
feet,
because
these
beams
hang
30
feet
over
the
roof
of
the
courthouse
and
on
this
floor
is
where
we
have
all
the
mechanical
equipment,
the
chiller
plants
and
air
conditioning
units
and
all
of
that
stuff.
So
these
beams
support
a
Precast
panel
frame
on
top,
and
with
that
said,
the
access
to
them
was
practically
impossible.
C
Without
building
these
scaffolds-
and
we
have
been
pursuing
that
over
the
weekend,
we
were
able
to
get
a
contract
and
vendor
to
show
up
with
these
scaffolds
and
started
shipping
discuss
food
in
and
up
to
the
roof
and
building
these
towers.
To
allow
this
to
happen.
On
Sunday
night
we
had
two
built
on
Monday.
We
had
six
built
and
we're
continuing
that
process.
C
What's
going
on,
I
am
expecting
that
between
today
and
tomorrow,
we
will
be
able
to
have
full
access
that
they
needed
to
have,
and
we
would
start
the
additional
testing
that
they
have
requested
of
us,
because
they
wanted
to
make
sure
that
the
cracks
have
been
stabilized
and
there's
no
further
action
and
we're
now
equipped
we're
installing
the
equipment
to
get
that
monitoring
done.
C
They
wanted
that
done
for
two
weeks
and
they're
also
wanting
to
do
what's
called
GPR
on
the
beams
to
ensure
that
the
reinforcing
steel
was
at
the
proper
placement
for
them
to
be
able
to
see
comfortably
that
the
structure
was
built,
the
way
it
was
intended
and
it
should
be
performed
now.
I
must
admit
to
you
all
that
the
conditions
of
those
beams
are
concerning,
because
for
a
building,
that's
seven
years
old
I
would
not
have
expected
to
see
those
characteristics
displayed
on
the
that
that
are
there.
C
So,
yes,
some
remedial
action
will
have
to
be
taken
and
that
remedial
action
is
going
to
be
dependent
on
the
evaluations
that
has
been
done.
So
we
know
what
caused
it
and
then
we
know
how
to
remedy
it.
I
know:
we've
really
been
sending
you
some
long
emails
to
make
sure
that
you're
up
to
Snuff-
and
you
know
we
appreciate
those
Mr
Fisher,
because
it
keeps
us
informed
and
that's
the
whole
thing
about
communication
to
be
able
to
respond
to
our
constituency
and
the
media
if
necessary.
C
So
we
thank
you
for
those
and
and
Mr
Mayor
and
and
commission
if
I
may
I
just
want
to
make
sure
you
all
know
that
I
mean
I'm
in
contact
every
day,
sometimes
multiple
times
a
day,
with
a
chief
judge
about
the
situation.
So
it's
not
just
the
the
daily
emails.
C
So
as
as
the
operator
and
the
person
in
charge
over
there,
you
know
we
are
trying
to
make
sure
he's
we're
communicating
with
him
and
and
the
needs
that
they
have
in
the
building
that
we're
working
with
them
to
try
to
work
through
some
of
those
issues
also
spoken
with
yesterday.
I
spoke
directly
with
Harold
prior
the
state
attorney,
and
we
have
we're
going
to
be
amending.
C
You
know
when
you
guys
get
your
updates
I'm,
not
the
chief
judge
and
I
had
kind
of
an
agreement
where
he
was
going
to
be
contacting
and
communicating
with
those
stakeholders
in
the
building
I'm
going
to
just
go
ahead
and
add
we're
going
to
add
Harold
prior
and
Gordon
weeks
and
and
Brenda
Foreman
directly
to
the
email
as
well.
So
they
just
get
it
real
time
as
well,
because
I
think
that's
important
as
well.
C
So
so
what
you're
seeing
here
is
you
know
a
lot
of,
and
we've
also
been
in
chart
in
communication
with
some
of
the
business
owners
in
the
area
and
now
I
heard
from
from
a
couple
Commissioners
about
some
folks
that
has
some
access
issues
and
happy
to
say
that
this
afternoon,
hopefully,
by
close
of
business
today,
we
may
have
be
able
to
open
the
southbound
lane
on
first
Avenue
I
believe
is
Streeter
Avenue
Avenue,
just
to
make
sure
that
we're
able
to
facilitate
that
and
that
that
is
a
safe
distance
for
the
the
recommendations
that
we've
received
thus
far
on
on
that
perimeter.
C
So
we're
working
through
a
lot
of
those
details
and
we
will
continue
to
give
you
guys,
up-to-date
information
and
again,
like
Trevor,
said:
apologies
for
the
late
night
emails,
but
there's
a
lot
of
folks
that
are
involved
in
that
process.
To
make
sure
you
guys
have
the
latest
information
and
how
Trevor
started
his
remarks.
C
I
want
to
thank
them
and
all
of
the
Public
Works
teams
and
the
external
consultants,
and
it's
literally,
a
a
big
heavy
lift,
but
a
lot
of
folks
are
working
around
the
clock
to
make
sure
that
we
are
operating
the
the
building
in
the
safest
fashion
and
we're
evaluating
every
aspect
of
this.
No
commissioner
Bogan
had
a
question
for
Mr
Fisher.
C
You
said
you
were
getting
a
second
opinion
who
what
is
your
first
opinion
from?
Who?
Are
you
getting
your
first
opinion
from
they
did
that
did
the
designers
of
the
facility
who's
that
AECOM
and
then
your
second
opinion
is
from
who
Thomas
City
I
have
the
business
Engineers?
Yes,
they
are
the
engineers
for
that:
okay,
okay,
okay
and
and
I
assume
legal's
involved
talking
about
any
type
of
warranties
or
things
that
might
be
involved
with
this
building.
We're
analyzing
everything,
commissioner.
Yes,
all
right,
Senator
Geller
we're
working
with
them.
C
Commissioner,
Bogan,
yes,
yeah!
Thank
you,
Mr
Mayor,
first
question
to
the
county
attorney:
I
I,
just
don't
do
construction
work.
What
is
the
general
statute
of
repose
in
Florida?
Is
it
seven
years
or
ten
years?
This
is
probably
a
latent
defect,
issue
and
I.
Believe
in
my
career
is
10
years.
Okay,
thank
you
all
right
and
Sir.
First
of
all,
Miss
pero
I
think
somebody
said
apologize
for
sending
the
lengthy
memos.
C
Please
don't
apologize,
I,
read
them
and
appreciate
getting
this
information
telling
you
that
there's
late
night,
the
emails
and
then
when
you
can
okay,
no
actually
I
read
them
when
they
come
in
the
couple
questions.
First
of
all,
I
just
wanted
to
verify.
Maybe
it's
a
follow-up
to
a
Mr
Bogan
was
asked.
The
AECOM
I
believe
is
the
descendant
of
the
company
that
did
the
actual
designing
I
mean
I,
think
they
bought
the
company
that
bought
the
company
that
bought
the
company.
C
That
is
correct,
bought
the
company
that
did
the
design
or
something
okay.
I
just
want
to
make
sure
that
you
know
it
certainly
is
appropriate
to
have
them
involved
because
they
know
more
about
the
building,
but
I
just
want
to
make
sure
that
there's
another
independent
company,
because
it's
not
that
we're
not
just
having
the
engineers
that
designed
it
say.
C
Oh
yes,
it's
fine,
and
even
if
it's
not
it's
caused
by
somebody
else,
not
us
that's
why
we
Engage
The
Services
of
Thornton
Thomas
City,
to
be
that
second
opinion
on
the
issues
and
what
we're
working
closely
and
doing,
though,
is
as
the
AECOM
prescribes
the
various
tests
that
they
would
like
to
have
performed
we're
making
sure
we
coordinate
that
with
the
Thornton
Tomasetti
group
2
make
them
coincide
as
closely
as
possible
and
whoever
is
more
stringent.
We
will
go
with
that,
so
we
can
only
we.
C
We
will
be
able
to
do
this
just
once
and
it
would
represent
a
fair
sampling
that
both
parties
can
use.
Thank
you
and
secondly,
I
am
not
an
engineer
nor
do
I
play
one
on
TV
and
I
didn't
even
stay
at
a
holiday
in
express
last
night.
But
my
question
pertaining
to
this
is
as
a
simple
attorney
way
attorney.
C
It
seems
that
big
giant
steel
girders
on
a
building
seven
years
old,
normally
shouldn't
be
falling.
Apart,
like
this,
that
I
realized
it's
fog
of
War.
It's
early,
you
don't
have
the
answers
yet,
but
I'm
hoping
it
relatively
short
order.
You
can
give
us
some
idea
as
to
why
this
is
occurring
is
if
that
inferior
steel
was
used,
is
if
the
building
was
designed
wrong.
Is
it
that
they
were
placed
strong
or
something
you
know?
Was
there
an
earthquake
that
occurred
while
I
was
sleeping
and
didn't
know
about
this
experience?
C
C
So
we
can
have
those
updates.
You
know
daily
if
we
can
get
them.
Okay,
thank
you
and
just
to
close
that
I
just
want
to
see
it's
a
Paramount
importance
to
us
to
ensure
that
the
health
safety
of
the
occupants
and
the
citizens
using
that
building
is
our
primary
focus
and
and
and
the
floors
are
being
utilized,
are
safe
at
this
time.
So
we're
all
good.
Thank
you
all
right.
Thank
you.
Mr
Fisher.
Thank
you
mayor.
C
That's
one
again,
Mr
Fisher,
mayor
I
know
which
one
it
is
okay,
no
mayor,
yes,
can
I
speak
a
comment,
I
mean
and
what
I
was
trying
to
understand
from
staff.
The
other
day
was
a
communication
is
important
to
me
and
how
timely
I
can
get
it.
But
if
you
evacuate
four
floors
because
of
what's
happening
on
the
rooftop
or
beans-
and
you
didn't
have
all
of
the
information
to
say
it
was
eminent
grave
or
today
comfortable.
C
C
If
you're
taking
the
top
four
floors
and
say
hey,
you
guys,
gotta
get
out
of
here
correct
and
then
the
other
floors
I
mean
unless
the
building
was
designed
in
such
a
capacity
that
you
know
that
the
first
four
for
the
first,
the
top
four
floors
if
they
were
to
collapse,
they're
not
saying
this
is
going
to
happen
right
that
the
other
18
will
be
saved.
I,
don't
know
how
it
was
put
together.
C
Correct
I
think
it
was
the
way
it
was
designed,
but
I
think
Mr,
Fisher
or
Mr
Superior
will
give
us
that
answer.
I
mean
I.
Don't
really
want
to
make
this
no
I.
Think
it's
been
out
there.
So
I
think
we
want
to
be
able
to
to
provide
the
answer.
C
Miss,
Shapiro
or
Mr
Fisher
I
think
the
attorneys
want
to
confer
on
something
real
quickly:
yeah,
okay-
and
this
could
be
an
issue
potential
that
thing
back
up,
but
I
think
Mr.
Kerr.
Might?
Okay?
Generally,
just
generally
in
my
car,
okay,
Mr
Curry,
you
want
to
come
to
the
podium
and
just
okay,
yeah
good
afternoon,
just
one
slight
correction,
commissioner:
these
are
not
steel
girders.
C
These
are
concrete
with
rebar
in
them,
because,
hopefully,
steel,
girders
wouldn't
crack
like
this,
but
but
anyways
with
that
said
dance
the
question,
commissioner,
when
the
first
recommendation
came
out,
it
was
by
the
designer
and
they
recommended
the
evacuation
non-occupancy
of
the
floors
that
you
are
mentioning.
Okay,
you're
asking
a
very
logical
question,
because
the
way
these
beams
sit
they're
on
the
east
and
west
side
of
the
building,
so
the
concern
the
initial
concern
was
the
Precast
panels
that
are
attached,
they're,
pretty
much
decorative.
C
You
can
see
them,
it's
that
beige
color,
that
they
would
somehow
fall
off
or
the
beams
would
collapse
in.
So
the
higher
floors
were
the
floors
deemed
by
the
designer
to
be
at
risk,
not
the
not
the
floors
below,
because
you
have
the
layers
of
slab
concrete
and
columns.
Excuse
me:
okay,
that's
good!
Okay!
