My
red
tie,
I
did
the
whole
thing
all
right
good
morning:
everyone.
This
is
the
broward
county
board
of
county
commissioners,
meeting
of
tuesday
february
22nd,
2022
and
wow.
It's
a
important
historical
meeting.
Today,
it's
a
meeting
about
somebody
whose
lot
life
is
about
to
change
so
for
our
pledge
today,
I'd
like
to
invite
up
somebody
whose
life
is
about
to
change.
Mr
bobby
henry.
E
C
F
Yes,
hollywood
lost
a
real
legend
this
last
week,
elsie
johns,
who
lived
to
be
a
hundred
had
the
longest
running
business
in
hollywood,
molina's,
lingerie
business,
and
I
think
every
woman
in
hollywood
knew
her
wonderful,
lady,
sassy,
irreverent
fun
the
whole
bit.
She
is
just
going
to
be
missed
and
that
business
will
be
missed
and
condolences
to
her
family.
G
G
She
passed
away
last
saturday.
She
was
a
martin
county,
commissioner,
and
she
was
a
lifelong
forceful
advocate
for
the
double
plates
for
everglades
restoration
and
an
incredible
voice
for
protecting
florida's
natural
beauty.
G
G
G
G
H
H
Julius
was
born
in
poland
and
when
in
1940,
when
julius
was
21,
the
thomas
al
ghetto
was
formed
and
he
went
there
in
june
of
1943
julius
and
his
brother
were
sent
to
auschwitz
birkenau
and
then
in
1944
they
were
sent
to
dachau,
julius
with
that
until
it
was
liberated
april,
29th
1945.
H
julius,
has
moved
to
america
in
1950.
He
was
a
strong
supporter
of
holocaust
issues.
Even
at
the
age
of
102
was
still
speaking
on
behalf
of
the
community
everywhere.
To
make
sure
people
knew
the
messages
of
what
hate
could
lead
to
and
to
make
sure
that
this
would
never
happen
again
and
it's
with
great
sadness.
Julius
was
a
great
friend
and
just
an
all-around,
great
guy,
and
it's
with
great
sadness
that
I
remember
his
passing.
Thank
you,
commissioner.
Bogan.
I
J
Thank
you
mayor
again,
no
one
who
has
passed
someone
to
commissioner
bogan,
but
again
I
do
want
to
continue
to
celebrate
black
history
month
with
our
last
commission
meeting
here
in
february,
I
again
want
to
lift
up
the
many
black
pioneers
who
came
before
us:
scientists,
lawyers,
doctors,
athletes,
elected
officials
and
those
who
may
not
be
famous
but
made
an
impact
on
black
culture
and
the
black
agenda.
As
I
said
in
our
last
meeting,
black
history
is
american
history.
Thank
you,
mayor.
C
K
Sorry
buddy,
so
I
got
to
tell
you
it's
quite
a
thrill
to
be
able
to
be
back,
although
not
in
person,
but
at
least
to
be
able
to
say
hello
and
tell
you
that
I
am
on
the
mend.
I
am
over
here
at
a
hollywood
memorial
rehab
center,
and
it's
one
of
these,
these
centers
that
the
south
broward
hospital
district
runs.
It's
a
really
really
super
dedicated
facility.
K
I
am
so
proud
that
I'm
able
to
to
rehab
with
this
facility,
I'm
getting
out
on
saturday
and
I'll,
be
back
in
the
office,
maybe
I'll
be
straight
on
the
part-time
work
on
monday,
but
for
all
of
you
with
all
of
your
well
wishes
all
of
your
expressions
of
sympathy,
gratitude
it's
been
so
so
encouraging
for
me
and
fulfilling
really
fulfilling
as
a
final
matter.
K
I
want
to
say
that
bertha,
you
know
I'm
not
going
to
be
able
to
say
enough
thanks
for
everything
that
you
have
done
and
the
nine
years
that
I
was
a
county
commissioner.
This
is
your
last
name,
but
I
understand
that
you
are
ready
to
come
back
on
a
volunteer
basis
and
talk
to
us
from
time
to
time,
with
sharing
your
words
of
wisdom.
Would
that
be?
Will
there
be
any
truth
to
that
versa?.
K
I
think
I
think
no
comment
is
by
by
far
the
the
most
relevant
answer
on
that
one.
So
for
everybody,
thank
you
again
for
all
of
your
help.
It
really
has
meant
a
lot
to
me
and
to
my
family,
I'm
so
encouraged
that
very
soon
I'll
be
back
giving
you
guys
a
hard
time,
and
I
know
that
there
was
one
particular
item
that
mark
mogan
wanted
to
get
the
jump
on
me
on
this
pay
equity
thing.
K
C
G
K
G
Been
the
the
go
through
person
for
some
of
us,
but
she
is
just
so
concerned
about
you
and
wanting
you
to
get
a
hundred
percent
better,
so
you're
very
lucky
and
fortunate
to
have
her.
K
I
am
very
fortunate
and
thanks
for
saying
that
dan,
because
he's
been
there
for
me
all
the
way
and
actually
at
the
same
time,
if
you
can
believe
it,
I
have
a
new
granddaughter
debbie
and
I
have
a
new
granddaughter
who
is
four
days
old
today
fiona
and
we
want
to
all
say,
thank
you
and
congratulations
for
the
healthy
birth
of
of
our
granddaughter
and
and
the
the
healthy
recovery
of
both
johanna
and
also,
to
a
lesser
extent,
her
husband,
who
has
got
good
good
group
with
good
reason.
K
C
C
Members

the
public

which
they

speak
upon

the

The
public

the
meeting
online
while

C
You
must
sign
up
for
the
county's
website
register
to
speak
at
broward.org
prior
to
9
30.
On
the
day
of
the
meeting
with
that,
today's
music
was
selected
by
vice
mayor
lamar
fischer
in
honor
of
our
outgoing
esteemed
county
administrator
bertha,
henry
the
first
song
was
hyperbole
syllabic
mystic
bertha's
favorite
song
by
isaac.
Hayes
was,
I
close.
C
I
think
I
was
no
okay
and
the
second
was
simply
the
best
by
tina
turner
and
kind
of
says
it
all,
and
I'm
going
to
invite
the
entire
county,
commission
and
assistant
county
administrator
down
to
the
well.
As
we
present
a
proclamation
to
our
outgoing
favorite
county
administrator.
F
D
M
M
C
C
Ms
henry
has
provided
leadership
and
directed
the
day-to-day
functions
of
county
government
under
14
mayors
and
over
50
diverse
county
departments,
offices,
divisions
and
sections
where
she
is
at
the
helm
of
three
progressive,
thriving
economic
engines,
including
broward
county
fll,
international
airport,
which
generates
13.2
billion
in
annual
economic
activity.
Port
everglades,
which
generates
29.9
billion
in
annual
economic
activity
and
visit
lauderdale,
which
generates
11.2
billion
in
tourism.
Economic
activity,
whereas
her
accomplishments
include,
but
certainly
are
not
limited
to
extensive
expansions
of
our
world-class
port
and
airport.
C
The
current
expansion
of
the
broward
county
convention
center
and
construction
of
a
headquarters
hotel,
the
consolidation
of
regional
911,
the
passage
of
a
one
penny
transportation,
surtax
the
renegotiation
of
financial
agreements
to
protect
the
county's
interests
in
its
220
million
872
000
square
foot
arena.
The
fourth
largest
national
hockey
league
venue
in
the
united
states
and
one
of
the
top
30
arenas
in
the
country.
C
C
Instead
by
embracing
them
successfully.
Completing
large
initiatives
for
broward
county's
community,
such
as
the
county's
commitments
to
resiliency
beach,
renourishment
and
climate
change,
whereas
her
commitment
to
equality
has
led
broward
county
to
precedent,
setting
protections
for
human
rights
and
the
lgbtqia
plus
community.
Now,
therefore,
be
it
proclaimed
by
the
board
of
county
commissioners
of
broward
county
florida
that
the
board
hereby
designates
february.
22Nd
2022
as
bertha
henry
watson,
appreciation
day.
C
Bertha,
I
didn't
mess
up
anything
until
that
bertha
watson
henry
appreciation
day
in
broward
county
and
encourages
all
residents
to
take
a
moment
to
recognize
and
appreciate
the
contributions
to
broward
county
and
the
broward
county
board
of
county
commissioners.
Of
this
amazing
amazing
woman
and
accomplished
public
service
during
her
tenure
as
county
administrator,
and
it
is
signed
by
the
entire
county
commission,
as
we
all
feel
that
way-
and
I
present
you
this
proclamation.
C
C
A
N
O
C
A
P
Q
A
A
C
A
S
L
L
So
my
family
will
tell
you
that
yesterday
I
woke
up-
and
most
of
you
know
that
periodically
I
suffer
with
herniated
discs
and
like
on
cue
yesterday
I
had
an
episode,
so
I
said:
okay
I'll
take
some
some
anti-inflammatories
and
and
some
creams
and
rub
on
the
back
and
I'll
be
fine
and
sure
enough.
This
morning
I
had
another
episode
and
I
did
the
same
thing
and
I
was
feeling
pretty
rocky
until
my
song
came
on,
and
so
when
my
song
came
on,
it's
like
oh
no,
this
is
this
is
this?
L
Is
the
time
you're
not
gonna,
feel
any
pain,
so
no
pain
right
now,
but
I
wrote
a
couple
of
words
because
I
I
wanted
to
speak
to
each
of
you
individually,
and
I
can't
do
that
today.
L
L
L
L
L
I
couldn't
do
what
I've
been
able
to
do
without
my
first
family,
so
you
see
my
husband
and
my
boys
and
and
my
parents
and
my
parent
with
my
mother's
deceased,
they
are
also
overwhelmed.
L
L
I
enjoyed
the
highs
and
lows
of
family
work
and
by
far
there
have
been
more
highs
than
lows.
I
come
to
work
every
day
enjoying
everything
that
I
do,
and
I
hope
that
the
team
that
we've
put
together
could
see
that
and
hope
that
they
continue
that
tradition.
This
is
you
know
this
is
about
service
and
delivering
good
service
and
and
wanting
to
do
it.
It's
not
a
job,
it's
what
we
do.
L
L
As
you
know,
there
are
times
when
you
you
want
to
sort
of
push
the
edge
a
little
bit,
because
you
know
how
important
it
is
to
make
things
happen
and
your
steady
and
guiding
hands
have
been
immeasurable.
L
You
know
I
walked
into
an
event
the
other
day
at
the
courthouse
and
there
were
flowers
from
the
county
attorney's
office,
totally
surprised,
but
again
it's.
Why
should
I
be?
We
we're
we're
a
family,
and
I
do
appreciate
that.
L
L
This
is
certainly
not
to
say
that
you're
not
without
passion-
and
this
is
where
I
get
to
have
a
little
fun
personally,
not
today,
but
I'm
going
to
talk
about
the
passion
from
each
and
every
one
of
you,
because
it's
that
collective
passion
that
has
really
propelled
this
organization
there
was
none,
not
one
monolithic
anything.
Each
of
you
is
passionate
about
something
that
collectively
is
awesome.
It's
incredible
and
the
public
doesn't
really
get
to
see
what
it
takes
to
make.
The
things
happen
that
you
have
made
happen
for
this
community.
L
L
As
I
said
I'll
thank
each
of
you
personally.
My
living
room
is
taken
over
by
gifts,
so
I
really
want
to
take
my
time
and
savor
each
and
everything.
That's
come
the
films,
the
the
everything
and
I
had
my
family's
like
we've
had
guests.
We
had
guests
at
our
home
for
a
couple
of
weeks
and
they
said:
when
are
you
going
to
open
things?
L
L
So
thank
you
for
such
an
incredible
send-off,
I'm
humbled
honored
and
will
be
forever
grateful.
Thank
you.
E
Okay,
I'll
I'll
make
this
short
well,
I
did,
and-
and
I
did
I
did
my
best-
I
didn't
say
anything
at
the
the
retirement
party.
I
allowed
her
to
to
walk
in
her
own
glory
and
she
so
well
deserves
that.
But
I
won't
use
that
old
cliche
that
says
I'll
be
remiss.
You
know
it
would
bother
me
to
death.
If
I
didn't
say
something
you
know,
I
had
the
right
burp
speech
for
her.
She
stole
all
my
thunder.
E
I
really
wanted
to
thank
each
and
every
one
of
you
because
you
have
been
really
an
extended
family.
Had
it
not
been
so
bert,
wouldn't
have
been
here
and
I
and
I
mean
that
immensely
to
all
the
deltas
and
everybody
else
out
there.
Thank
you
so
very
much.
I
I
remember
time
I
remember
those
who
sat
in
the
seats
who
are
no
longer
here.
E
I
know
some
of
the
history
of
some
things
that
has
transpired
that
I
never
wrote
about
and
and
and
you
know
so,
but
but
I
am
seriously
seriously-
you
guys
have
set
the
standard
so
high
for
a
man
like
me
to
try
to
meet.
You
know
burke
experienced
joy
when
she
came
to
work.
You
know
she
would
run
out
of
the
house
to
get
here
so
so
now
I
got
to
do
something
to
to
bring
that
to
bring
that
same
joy.
E
You
know,
so
I
I
want
to
say
thank
you
very
much,
but
that
county
phone
that
she
has
that
stuff
is
going
in
the
garbage.
So
you
can
you
can
you
can
you
can
do
away
with
that?
Monica
she's
at
your
beckoning
call.
You
know
for
a
little
while
you
know
where's,
daphne
daphne
left
well
well,
yeah!
Well,
so
I
I
really
want
to
say
that
that
that
this
has
been
an
emotional
time
for
all
of
us
to
see
that
their
mother
is
appreciated
and
the
fact
that
my
wife
is
appreciated.
E
E
So
so
again.
Thank
you
very
much.
God
bless
you,
and
may
you
continue
to
have
the
success
that
broward
county
so
well.
He
deserves
the
diversity
and
all
that
has
been
created.
There
was
a
time
when
that
wouldn't
happen,
but
it
has
happened
so
walk
in
it,
don't
walk
away
from
it.
You've
come
a
long
way.
Please
don't
regress
and
go
backwards,
continue
to
accept
and
embrace
all
the
diversity,
and
I'm
sure
ms
henry
is
a
part
of
that.
So
don't
don't
do
it
stay
on
the
course
god
bless
you
all.
D
R
R
The
cornerstone
of
delta,
sigma,
theta
sorority
is
public
service.
In
fact,
we
have
a
saying
we
are
public
service
and
bertha.
Henry
has
been
the
consummate
public
servant
and
we
want
to
say
we
thank
you.
We
appreciate
you
for
all
that
you
have
done,
and
now
I'd
like
to
ask
all
the
members
and
the
ladies
of
delta
sigma
theta
sorority,
to
come
forward
as
we
present
this
token
of
our
appreciation
and
love
to
you.
R
R
We
also
want
to
congratulate
you
for
your
46
years
of
membership
in
delta,
sigma
theta
sorority.
So
you
see
public
she's
always
been
about
the
business
of
public
service
and
we're
so
very
proud
of
her.
We
are
so
so
very
proud
of
her,
and
we
want
to
thank
her
for
all
that
she
has
done
and
now,
as
you
prepare
to
move
into
the
next
chapter
of
your
life,
we
pray
that
this
next
chapter
will
be
the
very
best
chapter
of
your
life.
Congratulations.
D
C
N
This
is
probably
off
of
your
script
as
well,
but
we
have
a
county
gift
that
we'd
like
to
present.
Mr
walton
perfect
from
all
of
us,
come
on
up
chris.
F
While
they're
doing
that
mayor,
I
just
want.
I
want
to
thank
chris
what
you've
left
us
with
you
and
your
staff
getting
helping
to
pass
the
surtax.
M
L
Okay-
and
you
know-
and
I
have
you
know-
I've
said
quite
a
few
comments
about
chris
over
the
last
couple
of
days
and
you
know
uball
said
it
all.
He
came
here
and
we
were
fledgling
transportation
organization
and
when
he
assumed
leadership
we
became
a
serious
transportation
entity,
and
so
without
mr
walton's
leadership,
his
tenacity
and
clearly
assembling
a
team,
that's
just
transit
oriented.
L
U
But
no,
I
just
you
know
just
very
briefly,
I'm
just
thankful
to
god
that
he's
brought
me
this
far
and
and
kept
me
and
I'm
just
so
appreciative
of
the
opportunity
to
have
worked
in
broward
county.
You
know
just
been
so
many
so
many
things
and
the
opportunity
to
work
with
a
true
unicorn.
U
You
know
they
say
that
they
don't
exist
and
you
know
you're
lucky.
If
you
ever
find.
If
you
ever
see
one
in
your
lifetime.
N
U
We've
been
blessed
to
have
a
true
unicorn
at
the
helm
of
broward
county,
and
you
know
I
can't
thank
her
enough
for
everything
she's
done
for
for
me
and
I'm
very
optimistic
about
the
future
of
the
county.
I
think
you're
in
great
hands
with
miss
apparel.
I've
watched
her
over
the
years
and
I've
complete
confidence
that
she's
going
to
do
a
fantastic
job.
U
You
know
and
and
to
you
know
all
of
my
colleagues
here
I
I'm
just
over
just
overjoyed
that
y'all
came
out
to
see
me
off.
U
U
He
that
go
go
way
back,
but
no,
it
really
has
been
great,
and
I
am
extremely
optimistic
about
the
future
of
public
transportation.
Here
in
broward
county.
I
think
we've
put
together
a
very
good
plan,
a
very
good
road
map
and
it
just
needs
to
be
executed
and
I'm
sure,
with
your
leadership
and
participation,
all
those
good
things
will
happen
and
to
the
staff
at
broward
county
transit.
I
mean
you
truly
were
the
wind
belief,
my
wings,
although
we
did
a
lot
of
good
things
out
there,
a
lot
of
them.
U
You
know
you
guys,
may
never
understand
or
recognize,
but
we
did
a
lot
of
good
things
out
there
and
it
was,
you
know
totally
due
to
the
the
dedication
and
hard
work
of
the
staff
that
we
had
there
I
mean
from
the
janitors
to
the
the
bus
drivers
to
all
of
our
schedules
to
everybody
in
the
organization.
You
know
I'm
really
proud
of
the
job
that
they've
done
and
like
I'm
really
looking
forward
to
what
they're
going
to
do
for
this
county
and
what
you're
going
to
bring
to
this
county
in
the
future.
G
Mr
walton,
I
just
want
to
say
something
to
you.
A
lot
of
things
have
been
said
about
you
in
terms
of
transportation
and
how
much
progress
we've
made.
There's
one
thing
that
wasn't
mentioned
and
it's
something
I
will
always
remember
about
you,
and
maybe
my
colleague
mayor
eudean,
will
will
remember
the
same
thing
and,
and
that
is
recognizing
your
humanity,
your
sensitivity
to
some
of
the
most
vulnerable
people
in
our
communities.

I
C
W
Thank
you
mayor.
So
the
consent
agenda
is
items
one
through
38.,
so
we're
taking
away
or
removing
from
consent,
item
17,
which
is
withdrawn
and
items
23
and
29
which
were
pulled
and
then
adding
to
consent
would
be
items
48,
53,
54
and
57..
C
G
Thank
you,
mr
mayor.
I
just
could
not
let
this
go
by
with
all
that
we've
done
over
the
past
several
years
in
affordable
housing
and
with
bertha
retiring
today.
I
just
can't
say
enough:
it's
it's.
It's
not
easy
to
do
this
and
I
know
it
isn't
we
passed
an
affordable
housing
trust
fund.
Now
we
have
the
arp
money.
G
We
have
never
had
the
opportunity
to
do
what
we're
going
to
do
this
next
year
in
affordable
housing,
and
it's
just
so
exciting
that
we're
going
to
have
seven
large
developments
and
two
land
acquisitions,
47
million
dollars,
12.5
million
additional
into
our
trust
fund
for
the
housing,
affordable,
housing,
trust
fund
and
then
some
other
monies
coming
along
for
future
rfas
in
the
spring.
It's
going
to
be
probably
by
the
time
we're
finished,
close
to
1500
units
and
it's
you
know-
I
mean
everybody
realizes
that
we
have
a.
G
We
have
an
extreme,
affordable
housing
crisis,
but
this
is
the
first
time
that
I
feel
like.
We
are
really
making
a
tremendous
commitment
as
a
board
to
to
this
to
this
problem,
and
I
just
want
to
thank
bertha
and
administration
and
in
particular
ralph
stone
who
went
out
and
beat
the
bushes.
We
have
excellent
developers
experienced
affordable
housing
developers
that
came
forward.
G
I
know
some
of
them
are
here
today
and-
and
I
just
it's
just
amazing-
what
we've
been
able
to
put
together
and
the
impact
that
it's
going
to
make
on
our
community,
and
I
just
wanted
to
let
everybody
know
how
proud
I
am
of
what
we've
been
able
to
do
here.
C
I
had
no
idea
you
were
interested
in
affordable
housing.
So
with
that
senator
rich
you'll
move
the
motion.
Senator
rich
moves
agenda.
Item
number
23.
Is
there
a
second
second
by
senator
gellar,
all
in
favor
signify
by
saying
aye
aye
opposed?
Please
show
that
item
number
23
passes
unanimously
item
number
29
and
then
was
pulled
by
the
public,
and
then
I
just
want
to
recognize
senator
geller
after
this
item
is
done
for
a
quick
comment
on
the
calendar
item
number
29.
C
We
have
a
member
of
the
public,
please
open
the
phone
for
matthew,
scott
who
pulled
the
item.
W
Mayor
this
is
a
quasi.
Y
You
I
didn't
mean
to
pull
the
item.
I
just
meant
to
register
on.
C
So
so
matthew
scott
is
only
here
for
questions,
which
means
this
hasn't
been
pulled
by
the
public.
So
I
have
a
motion
by
vice
mayor
fisher
seconded
by
senator
geller
on
item
number
29,
all
in
favor
signify
by
saying
aye
opposed.
Please
show
that
that
passes
eight
to
zero,
senator
geller
on
the
calendar,
which
we've
already
approved
you
just.
H
Have
a
quick
comment
very
quickly:
I
did
not
want
to
object
on
the
calendar
because
I
know
every
time
we
try
and
change
something
it
will
inconvenience
somebody,
but
I
do
regard
the
living
wage
workshop
as
an
item
of
great
import
importance
when
I
was
planning
my
schedule
in
tallahassee
one
of
the
reasons
I'm
here
today,
of
course
main
one's
bertha,
but
I
thought
we
were
going
to
do
that
today.
I
will
be
calling
in
for
the
living
wage
workshop.
H
I
would
have
preferred
to
be
here
in
person,
but
since
it
so
was
the
will
to
change.
I
didn't
want
to
object.
That's
why
I
brought
this
up
after
it's
adopted.
I
just
want
to
say
if
I'd
known
I
would
earlier,
I
would
have
tried
to
change
my
schedule
to
accommodate
that,
but
it's
too
late
to
do
that.
Thank.
C
You

F
Right
by
it,
but
you
had
mentioned
it
at
the
broward

and
this
has
to
do
with
the
the
airport
master
plan
and
the
people
mover,
which
is
going
to
be
for
all
of
us
that
have
traveled
all
over.
You
know,
and
you
see
places
that
allow
much
better
mobility
around
an
airport.
This
is
big
and
and
the
connections
that
this
is
doing
with

will
at

start
to

these
things.
This

this
is
a
big
day,
so
I
I
just
didn't
want
to
have
that
fly
by
without
mentioning
that
and
I'm
so
glad
we
were.
You
were
able

and
especially
to
ms
henry
and
mr
walton.
Congratulations
on
your
retirement
on
behalf
of
shiata
corporation,
a
a
graduate
of
your
cbe
program
and
a
current
vendor.
We
support
staff's
recommendations
on
items
a
b
and
c
for
the
reasons
that
they've
included
in
your
staff
a
memo
due
to
the
pricing,
discrepancies
and
confusion.
Y
Y
Of
course
we
are
proponents
and
supporters
of
the
cbe
program
having
received
those
benefits
ourselves,
what
we'd
asked
the
commission
to
consider
because
there's
a
somewhat
of
a
cliff
from
when
you
leave
the
cbe
program
and
then
you're
competing
against
the
more
established
larger
companies.
What
staff
is
recommending
for
these
14
subcontracts
or
contracts?
Y
Seven
to
be
set
aside
for
cbes
four
to
be
set
aside
for
sbes,
with
three
to
be
open
with
cbe
goals
of
either
30
or
35
percent.
What
we'd
request
is
that
one
or
two
of
the
seven
cbe
set
asides
be
changed
and
said
to
open
with
cbe
goals
of
30
or
35
percent,
just
to
give
companies
like
chiata
and
the
others
who
are
who
have
graduated
but
still
are
not
as
large
as
some
of
their
larger
companies,
an
additional
benefit
of
being
able
to
compete.
Thank.
C
S
X
Keith
from
ing
cleaning,
it
is
my
opinion
that
this
solicitation
should
not
be
rejected
and
thrown
out
over
16
businesses
submitted
appropriate
pricing
for
these
14
agreements.
The
best
way
to
proceed
is
to
reconvene.
The
evaluation
committee
reject
the
apparent
low
bidders
as
they
submitted
pricing
that
did
not
conform
with
the
solicitation
requirements
and
rank
all
of
the
submittals
appropriately.
X
C
Thank
you,
sir
one
last
time
for
miss
shahiwa
jarrett.
G
C
It
says
it
says
his
his
email
address
all
right.
It
says:
ing,
cleaning,
inc,
ing,
cleaning;
okay,
thank
you
all
right
that
that
concludes
our
on
the
phone
speakers.
Now
we
have
some
speakers
that
are
here
in
the
public,
I'm
just
going
to
recognize
them
in
the
order
that
they
are
on
my
list.
The
first
one
is
judith
silvera,
miss
silvera,
please
step
up
to
the
podium
and
you'll
be
giving
given
two
minutes
to
speak
on
deck.
Is
mr
bernie
friedman.
Z
Good
morning,
commissioners,
I'm
judith
silvera,
I
represent
my
own
small
business,
I'm
a
cbe
and
snap
them
into
prizes
good
morning
bertha
this
morning,
I'm
here
to
request
that
the
commission
comply
with
the
order
that
we
know
it.
As
the
the
you
know,
the
way
the
process
is,
I
benefited
from
the
process
from
you
following
the
procedure
and
to
now
not
follow
the
procedure
which
I
believe
is
if
the
first
person
the
first
company
does
not
pan
out
so
to
speak,
then
it
goes
to
the
next,
and
so
I
stand
to
lose
business.
Z
If
we
don't
follow
the
procedure
that
was
established
for
this
process,
so
I'm
hoping
that
you
will
consider
that
and
move
to
the
next
way
I've
benefited
in
that
same
way
before
as
a
small
business,
and
we
believe
in
the
system
and
the
program
and
we're
hoping
that
by
allowing
the
program
to
work
as
a
process,
that's
already
established
that
we'll
be
able
to
move
forward
with
the
next
vendor.
That's
on
the
list,
which
is
sunshine.
AA
Thank
you
very
much
mayor,
and
it
is
wonderful
to
be
here
after
two
years,
and
I
do
want
to
thank
everyone
from
the
bottom
of
my
heart
for
all
the
prayers
and
text
messages
and
calls
about
my
wife
she's
battling
very
well.
You
know
in
the
middle
of
her
battle,
but
thank
you
very
much
anyway.
I
have
five
very
quick
points.
First
of
all,
the
rf
for
bernie
friedman,
representing
sunshine
cleaning.
First
of
all,
the
rfp
is
a
good
rfp.
AA
You
know,
there's
no
fatal
flaws,
there's
no
flaws
in
the
rfp;
it
was
400
pages,
it
had
tons
of
meticulous
specifications.
We
don't
need
a
new
rfp,
because
purchasing
did
a
great
job
with
this
rfp.
Second
of
all,
there
was
a
lot
of
competition.
You
just
heard
from
some
of
the
cbes
that
would
be
winning
projects.
16
firms
will
be
going
forward
and
out
of
those
firms,
many
many
many
cbes
will
be
getting
contracts
and
will
be
participating.
AA
Third
of
all
purchasing
should
follow
the
process.
Many
of
you,
I
know
mayor
you
worked
with
purchasing
and
many
of
you
senator
geller.
Over
the
years
we
have
a
wonderful
purchasing
code
that
basically
calls
for
a
ranking,
a
posting
of
a
ranking,
a
three-day
objection.
A
five-day
protest
gives
purchasing
the
ability
to
reconvene
the
committee.
The
committee
can
re-rank
and
decide
what
to
do
at
the
end
of
the
process.
Everyone
up
here
gets
the
bite
at
the
apple.
AA
You
could
reject
it
all
in
a
month
from
now
you
could
approve
it,
you
could
do
whatever
you
want
and
you
that's
when
you
get
the
process.
Fourth
of
all,
do
the
process.
It
will
resolve
all
of
the
issues
reconvene.
The
committee
hear
the
objection.
Letters
go
through
the
process
and
we
know
that
it
will
clean
itself
out
and
you
will
then
get
official
rankings.
You
don't
have
any
rankings,
yet
you
don't
have
anything
to
reject.
Finally,
fifth,
fairness:
equity.
Doing
the
right
thing:
listen!
AA
These
vendors
spent
a
year,
thousands
and
thousands
of
hours,
thousands
of
dollars
doing
the
right
thing
participating
in
all
these
meetings.
I
know
staff
worked
very
hard.
Also
so
follow
the
process.
It's
not
right
yet
to
be
thrown
out.
You'll
have
your
bite
at
the
apple.
When
you
get
the
rankings,
thank.
AB
The
award
must
stand
janitorial
five
star
was
the
lowest
responsible,
responsive
bidder.
There
was
a
technical
error
entering
data
into
periscope,
but
the
vendor's
price
sheet
was
timely,
submitted
and
the
correct
bid
prices
were
also
submitted.
Timely.
The
procurement
code
allows
for
a
correction
of
an
error
of
a
waiver
of
a
technical
error.
The
county
did
not
use
incorrect
numbers
in
allocating
points
for
price
contracts
with
janitorial
five
star
will
save
the
county
in
excess
of
4.2
million
taxpayer
dollars
the
procurement
code.
AB
On
page
five
of
your
packet,
the
data
entry
error
was
evident
on
the
face
of
the
response,
so
the
procurement
allowed
proposers
to
submit
a
written
explanation
for
the
deficiencies
in
the
data
error.
Janitorial
five
star
submitted
the
written
explanation
clarifying
the
data
confirming
the
numbers
on
the
vendor's
price
sheet
as
correct
pricing.
No
scoring
irregularities
occurred.
The
assertion
that
janitorial
five
star
was
erroneously
awarded
30
points
for
pricing
is
incorrect.
Janitorial
5
star
was
the
lowest
responsible,
responsive
bidder
and
was
allocated
appropriate
points.
AB
AC
Good
morning,
mayor
commissioners,
county
manager,
seth
platt,
representing
sunshine
cleaning,
we're
just
going
to
ask
that.
I
just
really
want
to
echo
a
lot
of
the
stuff
that
mr
friedman
said
before
you
hear.
We
think
that
this
procurement
there's
not
a
flaw
with
the
procurement
per
se.
It
was
a
flaw
with
the
process.
The
process
wasn't
properly
followed.
If
we
send
it
back
to
the
committee,
they
can
make
the
proper
determinations.
AC
There's
no
reason
to
throw
this
out
too
much
money
and
time
has
been
spent.
It's
not
fiscally
responsible
to
send
it
out.
The
work
has
been
spread
around
the
way
you
all
have
situated.
Your
procurement
code
allows
for
us
to
allowed
for
the
work
to
be
spread
out
between
primes
and
cves
and
non-cves,
and
so
I
just
like
to
ask
that
you
send
it
back
to
the
committee.
You
reject,
do
not
reject
all
bids.
Thank
you.
C
P
Good
morning,
mayor
vice
mayor
and
commissioners,
I'm
laura
kanan
president
and
ceo
of
sunshine
cleaning
systems.
I'm
asking
you
to
reject
purchasing's
request
of
a
new
rfp,
but
instead
follow
the
procurement
process
as
set
forth
by
this
commission.
I
know
the
commission
has
worked
very
hard
to
put
in
place
a
fair
and
professional
procurement
process.
P
Sunshine
was
one
of
over
20
companies
to
submit
proposals.
The
time
and
attention
required
to
be
a
responsive
and
responsible
proposer
meant
passing
on
other
opportunities
that
are
not
available.
Now.
All
proposal
information,
including
transition
management
operations,
training,
mentoring
plans,
work
hours,
pay
rates.
Pricing
are
now
public
record
and
available
for
anyone
to
glean
information
to
improve
their
next
submittal.
P
P
P
C
Our
next
speaker
is
lisa
reeves,
followed
by
so
drew.
Is
this
a
okay?
So
we
can
we
don't
our
rules,
don't
permit
you
to
do
this,
so
what
I'll
do
is?
If
mr
obama
wants
to
speak,
I
guess
he
can
speak
because
he
waived
his
time
last
time
as
a
courtesy,
but
we
don't
do
this
stacking
where
you
can,
whatever
it's
called
there,
probably
is
a
legal
term
to
it,
but
I
don't
know
what
it
is.
M
M
T
T
The
county
did
not
use
the
incorrect
numbers
in
allocating
point
prices
contracts
with
janitory
five-star
services
will
save
the
county,
assess
of
4.2
million
taxpayers
taxpayer
dollars
in
just
four
contracts.
We
respectfully
we
respect
the
request
that
you
uphold
the
value
award,
the
contracts
of
january
5,
star
services.
T
So
when
we
look
at
the
heart
of
the
matter,
let's
talk
about
grace
for
a
moment
because
at
the
end
of
the
day,
folks
are
giving
grace
when
they
pick
the
right
lobbyists
they're
giving
grace
when
there's
other
issues
on
deck,
we're
a
small
business
and
we
get
it,
but
we're
a
small
business
that
can
do
the
job.
So
I
actually,
as
you
look
at
the
heart
of
the
matter
and
look
at
it
from
the
standpoint
of
grace
and
mercy.
Thank
you.
AD
AD
Actually,
it's
kind
of
fun
sitting
in
my
office
in
north
carolina,
but
I'm
here
today
on
behalf
of
sunshine
cleaning,
george
platt
from
lsn
partners
and
we're
here
to
ask
you
to
reject
the
staff
recommendation,
which
is
to
reject
all
proposals
and
to
keep
this
process
moving
thousands
of
hours
of
staff
time
proposer
time,
thousands
of
dollars,
you
know
like
18
companies
got
it
right
and
some
companies
didn't
get
it
right.
That's
life
and
you
have
a
process
that
can
address
that.
AD
Your
code
has
a
solution
to
finish
this
process
relatively
quickly,
come
back
with
14
different
agreements
for
14
different
projects,
probably
eight
or
ten
of
those
will
be
cbe
and
sbe
firms,
and
you
know
it's
obvious
to
us
that
this
commission
worked
very
hard
to
reform
its
procurement
code,
which
had
gone
probably
20
years
without
any
real
tweaks.
And
when
you
did,
you
made
it
a
flexible,
modern
code
that
is
prepared
to
address
precisely
this
kind
of
situation.
AD
AD
AD
AE
AE
The
amount
of
work
that
was
put
into
this
bed
was
enormous,
especially
for
a
small
company.
A
lot
of
time
and
effort
was
made
into
it.
We
think
that
we
had
a
very
viable
bid
for
the
one
bit
that
we
put
in
and
to
be
for
that
to
be
taken
away,
I
think
is,
is
horrific
in
in
a
sense
at
the
start,
all
over
again
would
be
would
be
really
tough.
I
mean
we're
a
small
business,
small
business
enterprise
and
we
want
to
serve
and
part
of
the
the
reason
that
we're.
M
AE
Is
because
purchasing
would
like
to
rebuild
this
and
I
think
that's
unfair
to
us,
especially
at
our
levels
and
pretty
much
that's
what
I
wanted
to
convey
to
the
commission.
Thank.
AF
Vincente
throw
good
morning,
I'm
at
the
allenbrod
county
can
watch
this
three
lobbyists
and
all
their
subs
coming
against
one
small
minority
company
that
has
been
looked
at
to
be
a
prime
every
time.
Election
time
comes
around
everybody
comes
in
our
neighborhood,
the
former,
the
former
mayor,
came
to
the
community
talking
about
how
we
get
a
chance
to
possibly
get
some
additional
minority
seats.
AF
AF
This
is
not
for
them
to
always
pass
it
from
their
sons
or
their
daughters
and
to
see
these
lobbyists.
It's
almost
disgusting
that
every
time
we
turn
around,
somebody
else
can
afford
them,
but
a
small
company
can't
and
then
they
come
to
you
all
as
our
county
commissioners
and
say
award
this
to
them
based
on
this
this
and
that
what
about
the
taxpayers
when
y'all
come
to
our
neighborhood?
AF
AF
We
complain
about
the
governor
here
about
the
republicans
here
and
yet
we
as
democrats
watch
you
all.
Do
it
all
the
time
with
these
guys,
we
can't
have
it
both
ways.
A
small
company
was
recommended.
A
small
company
should
have
a
chance
at
getting
this
and
a
minority
company
doing
african-american
this
february.
AF
C
H
H
They
are
a
pain
in
the
neck
and
other
areas
of
our
anatomy,
and
they
take
a
lot
of
time
and
a
lot
of
work,
and
I
kind
of
right
now.
I
am
sitting
here
completely
undecided
as
to
what
I'm
going
to
do,
but
I
am
very
concerned
about
just
throwing
everything
out
because
of
the
amount
of
work
that
would
be
entailed
by,
I
think
14
16
companies
or,
however
many
that
did
a
lot
of
work,
and
I
I
don't
know
that
it's
fair
to
them
to
ask
them
to
re-bid.
H
H
I
have
a
first
a
question.
What
is
the
current
bid
of
five
star?
I
was
told
that
they
had
bid
by
mr
mcdonald's
office.
I've
been
told
that
they
had
been
bid
for
one
the
price
for
one
year
and
then
said
well,
we
will
honor
that
price,
and
I
don't
know
what
that
means.
Does
that
mean
that
they
will
do
the
amount
of
work
for
two
years
for
the
one-year
price?
Does
that
mean
that
they
will
do
the
one-year
price
and
a
renewal
for
the
second
year
without
any
income?
W
Senator
my
understanding
of
it
is
that
there
was
an
inconsistency
between
what
was
submitted
on
the
computer
system
and
I
think
it's
called
periscope
and
fernando
amachastega
who's,
our
purchasing
attorney
here.
What
they
submitted
was
for
one
year
pricing.
It
was
a
two-year
contract,
so
I'll
use
simple
numbers
assume
it's
a
million
dollars
a
year.
They
could
perform
for
two
years
and
they
should
have
submitted
an
amount
of
two
million
dollars
right,
a
million
a
year
in
periscope.
W
They
submitted
one
million
and
under
the
special
instructions
that
were
part
of
this
bid
package,
the
that
controls
in
the
event
of
an
inconsistency-
and
as
I
understand
it
also,
this
was
raised
during
the
evaluation
committee
meeting
and
five
star
said.
W
Yes,
we
will
honor
the
one
million
dollar
price
for
two
years
worth
of
work,
not
a
million
a
year,
and
the
concern
is
whether
that's
an
unbalanced
bid
and
whether
they
would
be
able
to
perform,
or
we
wind
up
in
a
situation
that
I
think
george
platt
referenced,
that
that
maybe
this
would
just
lead
to
problems
once
the
performance
began.
H
May
I
ask
the
mr
mcdonald's
office
if
you
concur
that
what
their
bid
was?
What
their
ex
explanation
was
that,
under
the
numbers
that
county
attorney
said
that
the
one
year
million
dollars,
instead
of
being
per
year,
that
that
was
the
total
amount,
that
they
would
be
charging
over
the
two-year
period,
mr
mcdonald,
or
anyone
from
purchasing
or
administration.
H
N
Believe
it
might
be
best
for
mr
gleeson,
our
purchasing
director.
H
Mr
I
have
no
whoever
administration
recommends
answer
that
question.
Is
it
cr
was
county
attorney
statement
correct
that
the
one
million
which
should
have-
and
it's
not,
we
realize
it's
not
the
number,
but
the
one
million
that
they
were
bidding
for
one
year,
that
they
said
that
they
would
do
the
contract
the
two
years
for
that
same
amount.
AG
H
AG
That's
the
key
question:
everyone
has
to
ask
themselves
and
I
I
think
we
determined
that
that
was
mathematically,
unbalanced,
leading
to
material
it
being
materially,
unbalanced.
Okay,.
AG
Of
everyone
attending
purchasing
in
consultation
with
our
consensus.
V
W
H
I
was
going
to
ask
you
about
the
response
of
this
issue
and
by
thank
you,
sir,
but
don't
go
far,
and
somebody-
and
I
don't
recall
who
it
was,
was
saying
if
they
were
stated
that
it
would
give
everybo
that
it
would
give
an
unfair
advantage
if
you
threw
out
the
bids
because
everybody
would
know,
I
will
tell
you-
I
am
not
persuaded
that
it
gives
anybody
an
unfair
advantage
if
everybody
has
the
new
numbers.
H
That
does
not
persuade
me,
but
what
I
am
trying
to
make
sure
is
that
we
have
a
lot
of
small
businesses.
I
would
like
to
give
as
many
small
businesses
a
chance
to
get
contracts,
but
I
also
don't
want
to
bankrupt
the
businesses
by
requiring
them
to
go
through
the
lengthy
rfp
process,
again
so
county
attorney.
H
W
That's
a
a
little
bit
outside
of
my
my
purview
senator
and
what
what
my
background
is
is
a
is
as
an
appellate
lawyer,
and
so
what
I
would
tell
you
in
that
context
is,
I
think,
that's
a
determination
that
ought
to
be
made
by
staff.
So
if
the
board
has
concern
today
that
five
star
maybe
isn't
responsive
because
the
board
doesn't
determine
responsiveness,
that's
a
staff
function,
okay
or
that
five
star
was
not
responsible
because
of
this
potentially
unbalanced
bid.
What
I
think
should
occur
is
that
it
ought
to
go
through
staff's
consideration.
W
It
could
be
sent
back
to
staff
to
further
analyze
it
and
then
because
the
process
still
is,
even
though
it's
taken
a
while
it's
still
pretty
much
at
the
beginning
in
a
sense
and
then
for
staff
to
ultimately
come
back
to
the
board.
You
know
with
perhaps
a
final
determination
as
to
non-responsiveness
or
non-responsibility.
W
H
Okay,
so
my
next
question,
you
will
give
me
the
same
answer
I
presume,
which
is:
were
there
other
vendors
other
than
five
star?
That,
in
your
opinion,
would
be
either
non-responsive
or
non-responsible,
and
I
think
you're
going
to
give
me
the
same
answer
that
that's
a
staff
determination.
W
Yes,
and
in
the
record,
there
are
other
issues,
and
I
know
mr
machostagey
could
provide
details
if
the
board
wants
to
hear
them,
or
certainly
mr
gleason
could
do
that.
But
there
were
certain
other
vendors
that
also
had
issues
with
their
with
their
submittal
and
could
also
find
themselves
in
a
situation
where
they
were
found.
Non-Responsive
were
non-responsible.
W
I
I
think-
and
I
thank
you
for
giving
me
a
little
wiggle
room
on
that-
I
think
it
should
go
through
the
personally
if
the
board
does
not
accept
staff's
recommendation
today
and
wants
to
go
through
a
different
process.
I
think
that
should
go
through
the
process.
That's
in
the
procurement
code
and
the
director
of
purchasing
and
the
evaluation
committee
would
make
a
final
or
make
a
determination
on
that,
and
then
it
would
come
back
to
the
board
to
decide
at
that
point
now,
having
all
of
the
information
available.
W
AG
It
would
be
seven
cbes,
five
sbes
and
two
non-cbes,
and,
and
just
so
you
know,
we
we've
been
through
all
the
calculus
the
analysis
here,
of
course,
the
cbe
ordinance
would
would
kick
in
too.
H
Okay.
Well,
mr
mayor,
in
that
case,
I
have
no
more
questions
I'll,
just
close
with
one
statement
which
is,
I
will,
I
have
no
opinion
right
now
as
to
whether
five
star
is
or
is
not
responsive
and
responsible.
H
County
attorney
has
advised
that
that
is
best
left
to
a
staff
determination,
which
is
what
I
would
be
supportive
of.
What
I
am
not
supportive
of
is
I've
thought
about
this
a
great
deal,
but
having
gone
through
the
rfp
process.
H
So,
at
the
appropriate
time
I
will
either
offer
a
motion
or
vote
for
whoever
else
offers
the
motion
to
send
it
back
to
staff
as
per
the
county
attorney's
suggestion
in
reference
to
let
the
staff
to
make
the
determination
whether
they
are
responsive
or
responsible.
G
Thank
you,
mr
mayor.
I
want
to
be
a
little
briefer
about
this.
I
I
am
not
in
favor
of
rejecting
these
bids.
I
think
it
is
incredibly
unfair
for
a
whole
slew
of
people
to
have
followed
the
procedure
and
they
there
was
lots
of
competition.
G
I
think
purchasing
followed
the
process
vendors
spent,
as
somebody
mentioned
over
a
year,
and
a
lot
of
money,
time
and
effort
to
do
the
right
thing.
They
did
the
right
thing
and
I
believe
we
need
to
do
the
right
thing
and
we
need
to
send
this
back
to
purchasing
as
far
as
I'm
concerned
and
and
let
them
move
on
with
this
and
bring
it
back
to
us
with
their
within
their
recommendation.
G
But
you
know
I
I
just
think
we
spent
a
lot
of
time.
I
think
maybe
gene
you
were
responsible
for
this,
going
back
and
changing
our
our
whole
process,
our
purchasing
our
process,
and
I
think
people
paid
attention
they
did
what
they
were
supposed
to
do.
As
I
said,
they
did
the
right
thing,
and
so
I
think
at
this
point
we
need
to
do
that
same
thing
and
purchasing
will
be
prepared
to
address
the
the
the
issues.
I
So
we're
here
today,
because
a
bid
went
out
bids
went
out.
I
mean
bids
were
submitted
to
an
rfp
right
and
staff
said.
Oh
there's
a
company
here
that
submitted
too
low
of
a
is
that
is
that
pretty
much
summing
up
a
company
called
five
star
submitted
too
low
of
a
bid
and
we
don't
think
they
can
end
up
performing
or
it'll
be
potentially
problematic
by
year.
Two
council
is
that
pretty
much
sum
it
up.
I
I
Well,
I'm
not
familiar
with
five
star
at
all:
I'm
not
familiar
with
the
company.
I
do
know
mr
obell
from
my
district
she's,
a
responsible
individual
business
person
that
I've
known
in
my
district,
so
there's
an
allegation
of
that
by
staff
that
you
guys
did
too
low
and
you're
not
going
to
be
able
to
perform
year
two.
How
do
you
respond
to
that.
T
Well,
so
I
think
was
being
left
out
here
that
staff
sent
an
email
requesting
our
clarity.
We
provided
that
clarity
way
before
we
went
into
the
interview.
We
are
more
capable
to
the
job.
For
two
years
we
sent
them
the
correct
numbers
for
the
what
that
would
actually
be
for
the
two
years.
Yes,
we
did
staff
have
it,
I'm
sure
they
probably
should
have
provided
to
you
all
in
the
backup,
so
we're
more
than
capable,
based
on
the
current,
the
actual
numbers
that
we
submitted
to
staff
when
they
requested
it
from
us
of
the
clarification.
I
AB
AB
Along
all
the
way
through
the
process,
and
then
they
asked
for
clarification-
and
we
have
our
response
here,
clarifying
that
our
numbers.
Yes,
we
did
make
a
mistake
entering
the
data
into
periscope.
These
are
the
correct
numbers,
mr
the
director
of
purchasing
mr
gleason
waived,
the
technical
error
of
the
data
entry
and
no
nothing
was
awarded
on
incorrect
numbers.
If
you
look
at
the
numbers
today,
the
correct
numbers
that
the
county
had
all
along
so.
AG
AG
And
they're,
not
the
only
company
that
had
errors.
There
were
11
companies
throughout
that
had
errors,
many
of
which
were
not
due
to
being
mathematically
or
materially
unbalanced
and
some
of
which
were
immaterial
or
informal,
not
affecting
price
or
anything.
So
there
were
a
lot
of
issues
with
all
of
11
vendors
with
their
price
sheets
and
their
submittals,
some
of
which
were
waiverable.
I
Okay,
so
all
everyone
submits
bids
there's
errors
from
different
companies,
whatever
it
is.
But
then
this
company
is
the
lowest
bidder,
but
but
from
this
company
we're
we're
we're
b
you're
recommending
to
this
board
that
we
start
over
again
and
don't
take
that
lowest
bid,
because
you
believe
that
they
it's
too
low
of
a
bid
and
they
can't
perform.
AG
AG
W
W
No,
I
I
was
a
little
confused
as
well,
which
is
why
I
wanted
to
raise
my
hand
and
ask
a
question,
but
it's
my
understanding
that
the
vendor
verified
that
it
would
perform
the
two
years
worth
of
work
for
one-year
pricing.
W
That's
that's
an
issue
as
to
the
sort
of
I
guess
the
sanctity
of
the
of
the
procurement
process,
because
there
was
an
error
made
in
the
price
of
middle
in
this
in
the
one
place
that
the
bid
specs
say,
controls
in
the
event,
there's
an
inconsistency
so
right,
so
they
they
submit
price
sheets
and
it
says
2
million,
but
when
they
submit
their
pricing,
which
is
the
for
scoring
purposes,
it
says
we'll
do
it
for
one
million
right.
W
That
they
were
asked
specifically.
Are
you
aware
of
the
bid
instructions
that
say
what
you
submit
in
the
computer
system,
the
one
million
controls
in
the
event
of
conflict
with
your
pricing,
with
your
bid
sheet,
which
says
2
million?
They
said
yes
and
it's
my
understanding
they
verified
they
would
perform
for
the
1
million
over
2
years,
which
is
the
concern
as
to
whether
that's
really
viable.
Do
you
dispute
that.
AB
If
you
look
in
the
packet
that
was
distributed
to
you
earlier,
I
think
is
page
4,
page
5.
You
will
see
the
letter
in
which
the
purchasing
director
gleason
waived
the
irregularity
in
my
client's
procurement.
You
will
also
see
an
email
from
procurement
asking
for
clarification
and
if
you
would
like,
I
have
the
responses
sent
and
what.
AB
AB
I
AB
W
Yeah,
commissioner,
I'd
have
to
look
at
it.
This
is
not
provided
in
advance
and
it's
inconsistent
with
how
I've
been
briefed
on
this
matter.
You
know
it's.
It's
perhaps
another
reason
that
the
board
at
this
point
you
know-
maybe
this
is
not
fully
cooked.
Maybe
this
should
go
back
to
you
know
we're
meeting
next
week
and
then
we're
meeting
a
couple
weeks
after
that.
Maybe
we
need
to
make
sure
we
have
all
of
our
facts
right
because,
what's
being
stated
now
is
is
inconsistent
with
what
I've
been
talking
about.
I
What
I
think
we're
getting
is
we're
getting
up
the
side
of
the
staff,
but
the
vendor
is
prevent
presenting
facts
that
are
different
than
that
that
we're
being
presented
with
can.
C
M
C
I
And
also
before
we
go
any
further,
mr
thrower,
with
all
due
respect,
this
was
not
brought
up
by
any
lobbyists.
This
was
brought
by
staff.
Just
so
you
know
we're
here
today
because
of
what
staff
brought
back
to
us,
not
because
of
any
lobbyists
or
counsel
or
anybody,
but
that
we're
here
today
because
of
what
staff
felt
based
on
the
bids
and
I'm
happy
to
talk
to
you
about
that.
But
you
know
I,
I
don't
think
we
have
the
the
the
you
know.
I
AH
This
board
went
through
this
issue
with
the
airport
cleaning.
If
you
remember
correctly
so
here,
we
are
again
on
what
do
we
do
when
people
go
through
the
bidding
process
spend
thousands
of
thousands
of
dollars
going
through
it,
especially
to
our
our
small
businesses
and
we're
back
here
trying
to
be
the
judge
and
jury
again,
and
I
got
to
tell
you
it.
It
displeases
me
that
we're
going
through
this
process
that
we're
sitting
in
this
process
happen
to
be
talking
about
who's,
responsive
who's,
not
responsible,
not
our
job,
his
purchasing
job.
AH
So
I
have
to
get
that
out.
First,
then,
I
can
calm
down
and
come
back
to
it.
Now,
I'm
getting
information
now
on
the
diocese
right
now.
I
have
no
idea
know
what
what
this
stands
for
whatever.
But
how
can
we
be
that
judging
jury
now
and
make
it
intelligent
decision
when
you've
got
all
these
conflicting
stories?
And
commissioner
bogan
was
asking
the
same
questions
as
a
five-star
too.
I
think
when
you
sit
back-
and
I
think
you
know
you
got
somewhere
where
they're
saying
mr
gleason
waived
this
some
say
they
didn't
wave
it.
AH
Some
said
that
you
know
it
was
a
million
dollars
for
two
years,
which
is
a
half
a
million
dollars
each
year.
Gentleman's
saying
you
not,
I
mean
I'm
not
going
to
make
a
vote
or
intelligent
decision
today.
I
think
we
do
need
to
postpone
this
if
it
takes
another
30
days
for
mr
saint
mcdonald
to
get
involved
again,
go
back
to
clarification
on
these
contracts
and
come
back
to
us
with
a
recommendation.
AH
C
AI
Thank
you
mayor,
so
a
couple
of
a
couple
of
points,
so
I
spent
a
couple
hours
on
this
over
the
last
couple
of
days
going
through
the
procurement,
I
actually
read
the
247
pages
of
of
the
procurement.
So
let
me
say
a
couple
things
so
first
is
no
procurement
should
take
18
months.
So
that's
problem
number
one.
Let's
just
put
that
out
there.
AI
I
met
with
procurement,
mr
gleason,
who
has
a
very
long
record
in
procurement,
and
I
know
that
you
know
this
is
something
that
he
also
is
aware
of,
which
is
why,
quite
frankly,
I
think
staff
part
of
the
reason
staff
wanted
to
throw
it
out
and
start
over
is.
Is
that
they're?
They
believe
there's
something
that
are
not
fixable
and
the
easiest
thing
to
do
is
get
it
to
get
a
clean
process,
but
talking
about
the
process,
we
we
have
to
get
faster
at
solicitations
we
have
to.
AI
When
I
took
over
the
division,
it
was
taking
the
state
about
12
13
14
months.
I'm
sure
commissioner,
alston
at
dot
had
similar
instances,
and
eventually
we
started
getting
those
out
in
90
to
120
days,
it's
possible
to
do
that,
and
we
got
to
get
to
the
point
where
we
can
get
solicitations
out
in
months
and
not
years.
So
that's
that's
number.
One
number
two
is
this:
was
some
this
was
done
as
a
rfp,
which
is
the
right
way
to
do
it
staff?
AI
Did
it
the
right
way,
but
for
whatever
reason,
the
way
it
was
it
was
calculated,
evaluated
price
seems
to
be
one
of
the
determin,
the
major
determining
factor
here,
and
that's
not
really
how
an
rfp
is
supposed
to
go.
An
rfp
is
supposed
to
have
the
companies
differentiated
to
a
point
based
on
performance
based
on
history,
based
on
their
team,
based
on
the
categories
in
an
rfp
and
prices
evaluated
separately.
Here
it
appears
because
price
was
worth
30
points
and
the
companies
were
so
close
in
in
their
in
the
other
categories.
AI
AI
But
what
I
am
saying
is
we
need
to
go
back
and
look
at
our
rfp
process
and
realize
that
a
price
if
we
make
price
30
points
or
if
we
don't
really
get
into
the
nitty-gritty
when
evaluating
the
proposers
and
separate
them,
really
separate
them,
based
on
performance
and
history
and
teaming
partners
or
all
that,
then
then
price
is
always
going
to
win
out,
and
so
I
I
think
those
are
my
two
or
three
observations
of
the
process
itself
in
general.
Now,
let's
talk
about
what
should
have
happened
here?
AI
Okay,
so
if
you
go
into
the
purchasing
agents
report,
you'll
see
that
alj
services
had
an
omission
on
their
pricing
sheet
on
agreement.
One
anne's,
janitorial
services
inc
had
a
pricing
omitted
on
their
agreement.
One
triangle:
services
of
florida
had
a
pricing
omitted
on
their
sheet
on
agreement.
One
I'll
keep
going
agreement
number
two
and
had
a
had
a
pricing
area
omitted
mcj
professional.
Had
a
pricing
omitted
triangle
services
had
a
pricing
omitted,
that's
on
agreement
two
and
agreement
three
and
had
pricing
omissions
on
agreement.
AI
Three
demo
cleaning
enterprises
had
omissions
on
agreement.
Three
agreement:
four
anne's
had
pricing
on
missions,
agreement,
five
inj
cleaning
had
pricing,
omissions,
agreement,
six
select,
engineering
head
omissions;
I
won't
go
through
every
agreement,
you
get
you
get
my
drift,
and
so,
if
you
go
into
the
solicitation
you'll
see
on
page
three
of
the
solicitation,
there
is
something
that
says
right
here
and
I'll
read
from
the
solicitation.
AI
It
says:
failure
to
completely
fill
out
and
submit
price
on
the
item,
response,
form
and
price
worksheets
applicable
to
the
solicitation
will
deem
vendor
non-responsive
will
deem
shall
deem
not
should
not
may
shall
deem.
So
all
of
those
folks
that
I
highlighted
that
left
pricing
out
in
one
area
of
the
pricing
are
non-responsive.
AI
AI
In
their
instance,
they
submitted
their
pricing
both
ways,
which
is
what
everyone
else
did,
so
they
were
responsive,
meaning
that
they
submitted
their
pricing
on
their
pricing
worksheet
and
then
they
submitted
into
per
into
periscope.
Unfortunately,
when
they
submit
it
into
periscope,
what
they
did
is
they
only
submitted
their
year.
One
pricing
and
not
their
year,
two
pricing,
so
their
their
pricing
is
basically
fifty
percent
less.
It's
a
mathematical
calculation.
It's
not
like
they
submitted
50
on.
You
know
the
written
form
and
submitted
35
dollars
in
the
electronic
form.
AI
We
can't
figure
out
what
their
pricing
is.
It's
just
a
mathematical
equation,
but
the
document
specifically
says:
if
there
is
a
discrepancy
between
the
pricing,
worksheet
and
periscope
periscope
shall
rule
that's
what
it
says
shall
clearly.
I
don't
want
to
speak
for
mr
obel,
but
clearly
no
one
can
perform
at
fifty
percent
their
price.
That
would
then
be
non-responsible
right
and
it
would
be
non-responsible
for
a
vendor
to
get
nine
areas
or
twelve
areas.
Whatever
they
awarded
at
fifty
percent
less
either
they
were
billing
us
too
much
or
they
clearly
can't
reform
it.
AI
In
this
instance,
they
clearly
can't
perform
if
they
had
to
do
it
at
their
one
year
pricing.
So
why
do
I
bring
all
of
this
up?
I
bring
it
all
up
because,
quite
frankly,
the
process
was
a
mess.
Okay,
it
just.
It
was,
and
I
struggle
with
the
fact
that
we
waived
all
of
these
omissions
for
a
bunch
of
vendors,
but
in
the
instance
of
five
star
we
brought
it
to
us.
Quite
frankly,
we
did
not
make
a
determination
whether
we
should
waive
that
as
an
irregularity.
AI
Now
I
understand
the
document
says:
if
there's
a
discrepancy,
we
should
use
the
electronic
form.
That's
clear.
Just
like
it
says
you
shall
be
non-responsive
if
you
don't
submit
pricing
in
all
in
all
areas.
So
what
I
struggle
with
is
is
why
didn't
staff
make
the
waiver
for
five
star
as
well
staff
may
say
that
they
can't
make
the
waiver
they're
not
legally
allowed
to
wake
to
make
the
waiver
I
would
I
would
differ.
I
would
say
that
I
think
purchasing
has
the
ability
to
say
that
it
wasn't
a
discrepancy.
AI
It
was
merely
a
scrivener's
error.
If
that's
what
staff
wanted
to
do,
I
think
they
do
have
the
power,
and
so
what
I
think
has
to
happen
is
we
got
to
send
it
back
to
the
committee.
Okay-
and
I
think
staff
needs
to
determine
if
they
were
to
make
the
waiver
meaning
for
for
five
star.
We
then
get
into
a
responsive
issue,
a
responsible
issue.
Here's
what
I
mean
by
that.
AI
What
I
mean
is
is
that,
because
price
dictated
basically
what
happened
here,
one
vendor
is
going
to
wind
up
with
like
nine
regions
or
12
regions,
that
that
seems
a
little
out
there,
and
so
I
I
think
we
should
give
staff
30
days
to
go
back
and
take
a
look
at
all
the
omissions,
okay
and
take
a
look
at
five
star
and
make
one
determination,
which
is
they
either
all
stay
or
they
either
all
go,
because
I
do
have
a
problem
with
that.
AI
We
picked
and
chose
who,
which
was
in
a
regular
omission,
which
was
not
material
versus
what
was
a
material
emission.
I
know
what
staff
would
say
back
is
well
look.
The
whole
pricing
was
incorrect
on
periscope.
Yes,
it
was
incorrect,
but
we
do
have
their
correct
pricing.
We
have
it
right.
It
was
just
a
mistake
into
the
electronic
system.
It's
not
that
we
can't
figure
out
what
their
pricing
is.
Now.
Is
that
something
we
should
be
doing?
Is
that
something
that
should
happen
in
the
process?
Is
that
fair?
AI
I
mean
to
be
quite
honest,
no
matter
what
happens
here,
whether
we
throw
five
star
out
the
committee
throws
five
star
out
and
goes
to
the
second
place
vendor
or
leaves
five
star
in
someone
is
going
to
be
aggrieved
because
the
process
shouldn't
shouldn't
have
gone
here
it
just
it
is
what
it
is.
There's
no
someone's
gonna
lose.
Someone
will
lose,
which
is
why
I
think
staff's
recommendation
was
to
throw
it
out
and
start
over
so
you're,
saying
you're,
probably
saying
stuff.
AI
Well,
I'm
going
around
and
around
with
all
this
stuff
and
kind
of
the
reason
I'm
doing
that
is
to
show
you
how
bad
how
bad
the
process
was.
So
you
know
I
would
support
sending
it
back
to
the
committee,
quite
frankly
for
the
committee
to
figure
out
who
is
responsive
and
who
is
not
responsive
and
after
they
do
that
figure
out
who
is
responsible
and
who
is
not
responsible.
AI
I
also
would
be
okay.
Quite
frankly,
if
we
separated
out
as
kind
of
a
settlement
separated
out
agreement,
there
are
14
agreements
here,
right,
there's
14.,
they're,
all
priced
separately,
so
technically
they're
all
like
many
procurements
in
one
giant
procurement.
They
have
separate
pricing.
I
would
be
okay
if
we
waive
the
procurement
code
as
some
sort
of
settlement
here
and
the
committee
could
make
that
recommendation
to
us.
AI
The
committee
could
make
the
recommendation
to
us
that
you
know
they've
gotten
with
the
vendors
they've
come
up
with
a
determination,
and
you
know
everyone
we're.
We
threw
five
star
out
everyone's
going
to
the
second
place
vendor
we
threw
out
some
of
these
other
vendors
and
we're
going
to
waive
the
procurement
code
on
agreement
one
or
two
and
we're
going
to
give
that
to
five
star
and
I'm
just
making
up
numbers.
Okay,
we're
gonna,
give
it
to
five
star
under
under
their
pricing
that
was
submitted
on
their
worksheet.
AI
Why
do
I
say
we
could
do
that
because,
literally
on
today's
agenda,
right
before
this
discussion,
we
waive
the
procurement
code
to
give
a
janitorial
contract
to
someone.
So
I
want
to
send
it
back
to
the
committee.
I
want
the
committee
to
understand
that
they
can
come
back
to
us
with
a
bunch
of
recommendations,
including
waiving
the
procurement
code,
to
try
to
try
to
figure
out
how
we
can
make
everyone
as
happy
as
possible.
I
want
to
give
staff
some
direction.
AI
J
Thank
you
mayor,
commissioner.
Moscow
is
I'm
not
sure
if
everyone
will
be
happy,
but
you
know
we'll
try
our
best
based
on
kind
of
the
direction
of
the
board,
and
I
think
well
said
by
you
and
really
all
my
colleagues
that
I
heard
over
the
past
several
minutes.
J
J
I
think
I
got
a
little
dizzy
when
I
think
senator
commissioner
geller
and
the
attorney
were
going
back
and
forth,
and
commissioner
bogan,
I
think
with
your
questions
as
well.
I
think
we
all
agree
that
this
was
not
the
best
work
product
by
the
county.
So,
commissioner
moskowitz,
I
agree
with
those
comments.
Honestly,
this
whole
thing
stinks.
J
J
I
do
recall
a
time
when
the
county
commission
was
directly
involved
with
selection
committees,
and
I
can
tell
you
I
absolutely
do
not
want
to
go
back
there.
I
think
I
was
staff
at
the
time,
so
I
do
remember
kind
of
the
culture
at
that
time.
So
I
appreciate
the
comments
from
the
board
and,
of
course
I
appreciate
all
of
the
correspondence
from
different
individuals
and
stakeholders.
J
I
would
just
be
brief
and
say
I
absolutely
support
sending
this
back
to
the
committee.
I
do
believe
that,
yes,
based
on,
I
think,
a
few
comments
from
my
colleagues.
I
do
agree
with
the
direction
you
have
provided
to
staff.
I
don't
want
to
make
that
decision
today.
However,
I
am
waiting.
J
You
know
at
the
appropriate
time
once
I
receive
the
absolute
I'll
say,
guidance
and
feedback
both
from
the
procurement
side,
as
well
as
from
the
legal
side,
because
I
still
have
a
series
of
questions
but
I'll
hold
that
based
on,
I
think
where
we're
headed
today.
So
I
agree
with
where
we're
headed
mayor
and
colleagues,
commissioner
fir
thank.
F
You
mayor
much
like
commission
vice
mayor
fischer,
I'm
not
happy
about
being
back
in
this
position,
but
the
fact
of
the
matter
is
since
we're
not
on
the
selection
committee.
As
you
bring
up,
we
are
the
backstop
for
fairness
and
that's
what
it
comes
down
to
you.
You
might
have
a
process
like
you
like
has
been
mentioned.
F
F
I
think
one
of
the
things
we
have
tried
to
make
sure
is
that
we
are
making
sure
that
the
wages
that
we
are
making
sure
that
come
out
of
this,
the
pricing
is
something
we
are
we're
trying
to
make
sure
that
our
our
employees
and
people
that
we
work
work
with
have
a
living
wage
and
have
to
have
the
kind
you
know.
That's.
I
think
we've
tried
to
make
sure
that
we
provide
that
kind
of
role
model
for
the
rest
of
the
county.
So
it
cannot
be.
F
You
know
discarded.
It's
an
important
part,
and-
and
it's
not
just
pricing,
it's
what
that,
what
what
that
means,
making
sure
that
people
can
raise
a
family
and
all
those
kind
of
things.
So
you
know
I'm
okay
with
it
coming
back
here
because
we're
the
ones
who
get
to
make
sure
that
we
maintain
a
fair
process,
and
so
I
do
think
you
know
I'm
not
up
for
sending
this
back
out.
I
mean
for
for
redoing
this
again.
F
I
think
lots
of
reasons,
commissioner
kelly
you've
enunciated
those,
and
it
is
a
laborious
process
and
18
months
is
a
long
time.
It's
way
too
long
way
too
long,
and
so
I
don't
you
know
this
doesn't
makes
we
need
to
kind
of
bring
this
in
for
a
landing.
I
I'm
going
to
ask
staff.
I
think
we
should
bring
it
ask
staff
to
take
another
look
at
it.
Think
about
what
the
values
that
we
have
as
a
as
a
county
commission,
re-rank
these
and
and
take
all
that
into
consideration.
F
You
know
your
your
point
about
all
all
the
waivers
is
a
very
good
point.
You
know,
I
you
can't
pick
and
choose
you
can't
cherry
pick
all
through
the
place.
You
know
so
we
got
it.
We've
got
I'm
going
to
ask
you
know
I.
I
hope
staff
will
take
another
look
at
that.
Take
a
fresh
start
and
act
like
we're
starting
over
and
and
do
that
so
that's
kind
of
where
I'm
at.
C
H
You,
mr
mayor,
I
think,
there's
consensus
on
the
day
is
not
to
send
it
back
out
for
bid
and
therefore,
at
this
point
in
time
I
would
like
to
make
a
motion
to
refer
this
back
to
staff,
for
a
determination
as
to
who
was
responsive
and
responsible
and
make
those
recommendations
at
that
point
in
time
the
commission
will
see
it
again.
I
am
not
as
part
of
this
giving
any
direction
as
to
who
was
or
who
was
not,
and
staff
can
or
cannot.
C
AI
This
is
a
question
for
procurement.
I
just
wanted
to
make
sure
I
understand
correctly.
A
vendor
could
be
the
lowest
responsive
vendor,
but
you
could
determine
in
some
of
these
agreements
because
the
scopes
are
different.
The
sizes
of
these
locations
are
different.
You
could
determine
that
yeah,
they
were
the
lowest,
but
it
wasn't
a
responsible
price
because
that
we
don't
think
they
can
perform
right.
You
could
determine
that
in
committee.
AI
C
W
And
I
think
this
is
part
of
senator
geller's
motion
not
to
prejudge
that
issue.
Let
staff
determine
waveability
the
only
other
point.
The
only
other
point
that
I
would
ask
mayor
and
senator
geller
if
possible-
and
I
would
turn
to
mr
gleason
to
see
if
this
is
correct,
but
once
staff,
re-evaluates
responsiveness
and
responsibility,
I
presume
at
that
point
they
would
then
post
the
rankings
and
then
allow
the
any
protests
or
objection
period
to
proceed
and
if
it
can
get
worked
out,
it
gets
worked
out.
Otherwise,
we'll
be
back
before.
H
C
O
AI
Sure
so
that
I
think,
is
the
critical
question
that
staff
has
to
answer.
Ultimately,
you
have
to
look
at
the
code
you're
going
to
have
to
make
a
determination
of
whether
or
not
you
think
this
is
a
waivable
issue
and
then,
if
it
you
determine
is
a
waivable
issue,
you
get
past
that
meaning
responsive
you'll
then
have
to
determine
whether
or
not
you
think
the
pricing
is
responsible
in
each
of
the
agreements.
It's
a
it's
two-pronged.
If
you
determine
that
it
is
not
waivable,
then
you
need
to
move
forward
with
your
evaluation.
AI
C
I
agree
with
that
said:
I
have
a
motion
and
a
second
all
in
favor
signify
by
saying
aye
aye
opposed.
Please
show
that
that
passes
eight
to
zero.
We've
already
done
action
two,
so
we've
extended
those
other
contracts.
That
brings
us
up
to
agenda
item
number
52.
C
agenda.
Item
number:
52
is
a
motion
to
approve
a
settlement
with
triple
r
paving
for
the
versus
broward
county
and
ch2m
hill
for
the
17th
judicial
circuit
case
number
ca09,
048,
929,
mayor.
C
C
I
Yeah,
commissioner
ryan,
I
think,
was
joking
okay,
but
okay,
but
because
he
knew
I
was
doing
this
and-
and
I
I
didn't
hear
from
council-
you
know,
I
said
if
it's
going
to
upset
him,
tell
him
drew,
and
but
I'm
I'm
willing
to
wait
on
this.
I
just
want.
I
I
think
it's
important
it's
important
and
I
would
like
to
point
out
one
thing
before
did
mr
melton.
First
of
all,
thank
you
for
the
work
you
did
on
this.
I
If
I
have
one
staff
member
and
I'm
paying
that
staff
member
eighty
thousand
dollars
a
year-
and
you
have
ten
staff
members
with
a
much
bigger
budget,
but
the
average
you're
paying
them
fifty
thousand
dollars,
you're
going
to
say
the
average
for
your
salaries
are
50
and
I'm
going
to
say
the
average
is
minus
80
right,
because
you've
got
a
600
000
like
indeed
you
have
a
600
000
budget,
10
people.
I
only
got
a
little
budget
for
one
or
two
people,
and
so
I
think
it's
misleading.
I
When
you
see
the
miami-dade
average
salary
is,
is
I
don't
know,
50
60
whatever
it
was
50
or
60
000
in
your
materials,
because
their
budget
is
so
much
bigger
and
they
have
so
many
more
employees,
and
so
I
I
think
we
all
need
to
realize
that
our
employees
have
no
security
in
their
jobs.
I
If
we
get,
if
we
don't
win
an
election
or
they
can
be
fired
at,
will,
there's
no
protection
for
them
for
union
nothing,
and
so
would
what
I
think
tim
was
going
to
say.
I
hope
he
was
going
to
say
would
be
that
to
get
to
attract
and
get
good
people
good
people
to
work
for
us.
You
need
to
pay
them
and
you
need
to
pay
them.
I
think
here
in
this
situation
more
because
they
can
be
fired
at
will.
If
we
don't
get
elected,
they
lose
their
job
and
there's
so
much
insecurity.
I
So
I
I
don't
know
if
you
guys
mind
moving
forward
with
this
or
I
want
I'd
like
to
move
forward.
C
Okay,
we'll
move
forward
with
it
before
we
do.
I'm
told
by
monica
that
we
have
a
caller
that
had
signed
up
to
speak
on
this.
So
there's
no
one
here
in
the
chambers
speaking
on
this
item,
but
we
have
one
caller
on
the
line.
Is
that
correct
monica
that's
correct
all
right
18!
So
can
I
hear
from
the
public
first
and
then
we'll
bring.
I
C
Okay,
att
operator:
please
open
the
phone
line
for
the
speaker
on
agenda
item
number,
51.,
50,
8,
58.,
sorry
and
we
he'll
he'll
have
three
minutes
to
speak.
C
S
B
S
Guy
from
the
last
time,
so
I
guess
you
guys
are
starting
to
get
to
know
me
now,
but
you
know
I
see
you
guys
giving
bertha
henry
her
own
day
and
how
about
giving
a
day
to
the
people
whose
businesses
she
destroyed
with
her
shutdowns
in
2020,
and
just
don't
forget
this.
S
The
median
salary
per
position
in
broward
county
according
to
this
report
is
74
360
in
miami.
It's
67
000.
What
does
that
tell
me
that
tells
me
that
it's
time
to
cut
some
government,
I
hear
commissioner
bogan
talking
about
people
in
their
job
security.
Oh,
no,
you
might
not
get
reelected.
You
might
get
fired.
S
Well
guess
what
out
here
in
the
private
sector,
where
we
don't
rely
on
all
this
government
money
that
you
guys
have
coming
in,
I
could
get
fired
anytime
too,
and
I
have
gotten
fired
before
so
trying
to
say
a
sob
story
about.
That
is
a
little
ridiculous.
Now
I
know
that
you
guys
need
employees.
I
know
that
you
guys
need
people
to
help
you,
but
I'm
looking
at
this
and
I'm
looking
145
000
dollars
per
commissioner
162
000
for
two
aides,
204
000
district
3
debts
for
three
aides.
S
This
seems
pretty
bloated
to
me
this
budget
of
1.5
million
dollars.
I'm
thinking,
maybe
you
guys
like
we
did
in
2020
under
you,
guys's
ridiculous
coping
rules.
Maybe
you
guys
could
learn
how
to
pair
down
a
little
bit,
maybe
learn
how
to
do
things
on
a
smaller
budget.
Maybe
each
of
you
should
only
have
one
aid
to
help
you
now.
I
know.
S
Miami's
got
all
these
people
and
miami's
got
this
big
budget.
We
need
more
people
too.
I
don't
think
so.
I
think
now
is
the
time
to
tear
down
government,
because
we've
seen
how
dangerous
a
bloated
government
can
be,
as
we
saw
in
2020
and
2021.
I
think
the
commissioner
should
be
an
at
to
be
a
voluntary
position.
I
don't
think
you
guys
should
get
salary,
and
also
the
county
administrator
should
make
no
more
than
the
governor
right
now.
She
makes
347
000
a
year
and
never
missed
a
paycheck.
S
C
Only
on
the
salaries
on
item
number
58,
so
if
you're
finished
with
that,
I'm
going
to
respectfully
recognize
you
for
your
three
minutes
that
you've
spoken
and
we're
going
to
move
on
to
the
item.
Thank
you
for
calling
in
there's
no
other
members
of
the
public
that
are
here.
There's
no
other
members
on
the
phone.
I'm
bringing
this
back
to
the
commission
can.
C
You
still
have
the
floor.
Thank.
I
To
that
guy,
that
was
speaking,
I
don't
even
remember
his
name.
I
don't
care
his
name.
We
have
a
job
to
do
and
our
job
is
to
serve
the
public
and
to
work
with
the
public
and
that's
why
miami-dade
has
similar
districts
as
we
do
similar
population
bases
as
we
do
and
that's
why
they
have
many
more
employees
to
serve
the
public
and
that's
why
I
agree
with
tim
ryan
in
initially
putting
this
up,
because
our
budget
does
not
give
us
much
does
not
give
us.
We
give.
I
I
have
two
employees,
I
don't
know
about
anybody
else
here,
but
I
I
have.
I
have
two
people
and
when
you
look
at
what
miami-dade
has
done,
I
think
they
have.
I
don't
need.
We
don't
think
we
need
10
people,
10
staff,
people
or
eight
staff,
people
or
seven
staff
people,
but
one
more
staff
person
can
certainly
be
be
beneficial
to
the
public,
and
so
I
I
have
a
number
in
my
mind:
I'm
not
gonna.
I
I
won't
say
it
yet,
but
unless
you
want
me
to
but
I'm
for
increasing
each
commissioner's
budget
so
that
we
can
bring
on
an
additional
staff
person,
not
eight
more
people
like
miami
dade
to
serve
the
public.
That's
all
I'm
sure.
That's
what
I'd
like.
That's
my
suggestion.
Okay,
senator.
H
Thank
you,
mr
bogan.
I
will
name
a
number.
I've
discussed
this
to
a
degree
with
administration,
here's
my
I
look
and
the
in
palm
beach.
They
all
have
three
their
average
tower.
Their
total
per
commission
office
is
substantially
larger
than
the
average
in
broward.
The
average
indeed,
is
at
a
look
well
over
double
the
average
in
broward.
H
What
I
would
rec
I
would
make
the
following
recommendation
that
each
county
commissioner
be
given
the
ability
to
have
salary
of
up
to
two
hundred
and
fifty
thousand
dollars
per
year
to
be
determined
by
them.
How
that
could
be
divided
among
their
staff.
Now,
currently,
the
average
the
highest
is
right.
Now,
two
we
have
several
that
are
204
no.
H
You
could
you
could
go
up
to
three
and
that's
something.
I've
been
asked
to
say
that
there
can't
be
more
than
three
employees,
because
we
don't
want
to
have
to
pay
health
insurance
and
other
benefits
to
more
than
three,
but
so
to
increase.
The
number
up
to
each
commissioner
could
spend
up
to
250
000
on
up
to
three
aids
at
their
discretion.
H
Additionally,
asking
that
that
numbers
that
we
don't
run
into
this
problem
again
that
that
number
be
indexed
such
that
tied
to.
If
the
general
employees
get
a
two
percent
raise,
then
this
number
would
go
up
by
two
percent.
The
general
employees
get
a
three
percent
raise.
This
number
would
go
up
three
percent,
but
this
be
tied
start
off
at
250
and
then
be
tied
to
the
average,
raise
that
we
are
giving
our
general
employees
and
I'm
throwing
this
out
for
discussion
purposes.
H
I'm
not
making
a
motion,
yet
I'm
throwing
it
up
for
discussion,
but
I
think
that
that
would
let
us
give
raises
to
our
employees
and
permit
us
each
to
have
three
full-time
aides.
If
we
want
to,
if
you
wanted
to
have
two
and
a
half,
you
could
give
higher
salaries,
it's
giving
the
discretion
to
the
commissioners
and
by
tying
it
to
the
salary
increases
of
the
general
employees.
We
won't
have
to
come
back
each
time
to
do
this.
So
that's
what
I'm
suggesting
I'm
not
making
motion
until
I
hear
feedback.
G
You
yeah,
I
I
I
think
it
needs
to
be
very
flexible.
I
have
never
had
more
than
two
aides
and
it's
because
my
aides
have
always
felt
that
they
could
do
the
job
and
they
liked
to
go
out
and
do
the
outreach.
So
I
have
always
you
know,
that's
the
way
I've
handled
my
office
and
I
I
would
not
like
to
see
us
say
that
people
have
to
have
three
age.
It's.
I
think
it
should
be
what
each
person
feels
they
need
to
do
the
job,
and
I
think
we
need
you
know.
G
We
just
need
to
be
careful
in
terms
of
of
money.
There
are
many
people
out
there
today
that
are
having
a
lot
of
difficulty
with
finding
affordable
housing,
the
food
insecurity,
and
I
have
no
no
problems.
I
I'm
not
ready
personally,
I'm
not
ready
to
make
a
decision
on
what
that
amount
you
know
should
be,
but
just
that
what
if
and
and
I've
been
able
to
give
raises
every
year
under
the
amount
that
I
have
to
the
people
that
the
staff
that
I
have
and
it's
worked
very
well.
G
I
think
so.
I
I
just
again.
I
I
just
don't
want
to
lock
us
into
to
anything
where
it's
a
specific
number
of
aids,
and
I
don't
know
whether
250
000
is
the
right
number
and
not
have
no
idea,
and
I
I
had
the
sense
that
that
commissioner
ryan
kind
of
wanted
to
wait
till
he
was
back
to
be
a
part
of
this,
and
I
I
think
you
know
it's.
I
think
we
could
wait
until
he
got
back
personally,
since
it
was
his
idea
in
the
first
place.
C
Okay,
we're
com,
we're.
I
have
a
motion
by
senator
gellar
just
to
prolong
the
second,
so,
okay,
all
in
favor
signify
saying
aye,
aye
opposed.
Okay,
we're
gonna
finish
this
item,
so
senator
rich
was
the
last
I
had
in
my
queue.
My
comment
would
be
I'm
very
comfortable.
With
the
budgeting
that
I
get
in
my
office,
my
office
provides
outstanding
constituent
services.
I
can
get
employees
that
I
need.
My
employees
are
compensated
fairly.
C
C
If
any-
and
I
say
this
as
a
compliment
to
my
staff-
if
there's
better
jobs
out
there-
that
you
can
make
more
money,
I
I
welcome
that,
always
in
any
position
of
any
person.
That's
ever
worked
for
me
being
on
the
bank
board
my
law
firm
and
in
the
county
position.
I
believe
in
people
getting
poached
away.
Like
bertha
mentioned,
we
have
great
employees
and
great
employees
get
stolen
away
all
the
time.
So
I'd
prefer
to
wait
for
this.
For
commissioner
ryan,
I
don't
think
that
anybody
in
our
staff
is
being.
H
Miss
mayor
can
I
move
to
defer
this
item
until
the
do.
We
know
when
commissioner
ryan
will
be
back
okay
until
march
15th.
Sure.
C
H
Okay,
does
that
work
county
attorney,
yeah,
that's
what
I
I
that's
what
I
said.
C
J
Break
all
right.
Well,
thank
you,
mayor
colleagues,
I'll
be
quick.
Great
things
are
happening
in
district
nine.
It
was
great
to
get
to
the
black
history
parade
in
the
city
of
lauderdale
lakes,
and
I
think,
as
I
mentioned
to
a
few
of
you
I'll,
be
at
the
citstrong
festival
and
parade
this
weekend
also
we'll
be
visiting
piney
grove
in
the
district
handing
out
some
covet
19
test
kits
so
please
be
on
the
lookout
for
those
in
district
9..
J
Last
point
on
friday,
I
am
excited
about
our
inaugural
virtual
tea,
with
tory
conversation
on
friday
at
9.
00
am
so
looking
forward
to
having
a
conversation,
commissioner,
rich
on
housing
in
the
district.
So
we
picked
that
as
our
first
topic
mayor
and
colleagues,
I
had
the
opportunity
to
attend
my
first,
several
commission
appointed
committees
by
the
mayor
in
this
board.
So
thank
you
and
I
know
I
look
forward
to
many
other
discussions
that
I
anticipate
coming
up.
Definitely
from
the
mpo
as
well,
so
with
that
mayor.
C
I
I
want
to
thank
most
everyone
here
that
was
here
last
time
to
for
your
attention
on
the
pilot
program,
we're
working
on
it.
Hopefully,
within
30
days,
45
days
we'll
be
able
to
come
back.
We
now
have
all
the
support
from
all
the
hospital
districts
from
the
ceos,
and
once
we
do
a
draft
we're
going
to
be
giving
it
to
them
and
for
make
sure
we
don't
come
back
here
until
they
are
all
on
board
with
the
exact
pilot
program
and
the
cost.
So
thank
you
again
for
your
support.
H
Don't
wish
to
depress
anybody
here,
but
while
I
we
were
going
through
item
51
and
we
had
the
cavalcade
of
lobbyists
just
for
a
moment,
I
felt
quite
sad
and
teary
eyed
that
my
I
kept
waiting
for
my
friend
mike
moskowitz
to
come
and
speak,
and
it
really
affected
me
for
a
moment
on
that
and
that's
all
I
wanted
to
say.
AH
Thank
you
mayor,
just
just
one
quick
thing,
just
one
again,
we
talk
about,
you
know,
compliment
our
employees
and
all
of
us
have
done
it
probably
time
and
time
again,
but
jennifer
harado
dr
rado
is
is
just
amazing.
She
provided
a
presentation
to
john
knox
village
last
week
and
everybody
was
like
really,
I
mean
she's
just
incredible,
so
I
just
want
to
thank
you
doctor
for
for
being
part
of
my
district
and
part
of
john
x
village.
Thank
you.
G
Senator
rich,
I
really
I
I
wasn't
going
to
say
anything,
but
I
just
have
to
comment
that
commissioner
fur
and
I
have
the
good
fortune
to
co-chair
the
climate
change
task
force.
It
is
just
a
it's
a
privilege
and
a
pleasure
to
work
with
her.
She
is
you
know
such
a
resource
in
our
community.
So
thank
you.
F
A
couple
things
real
quick:
I
had
the
pleasure
of
speaking
as
a
panel
member
of
the
broward
workshop
looking
at
the
new
river
crossing.
C
F
But
the
part
that-
and
I
don't
know
if
you
had
a
chance
to
hear
the
last
speakers-
the
very
last
speakers
were
fantastic
and
they
were
you
know
we,
we
kind
of
heard
all
this
stuff
from
all
around,
but
the
last
two
were
from
out
of
town
and
they
were
talking
about
the
different
approaches
that
are
being
used
to
get
the
infrastructure
money
and
where
to
where
it
should
be,
where
p3
should
be
coming
in,
where
it
shouldn't
be
coming
in
how
seppelvildo
county
in
la,
which
is,
it
has
the
same
issue
we
have
with
the
with
the
tunnel
or
bridge
how
they're
doing
it,
and
I
really
I
know
this
is
taped
and
if
you
can-
and
I
strongly
suggest
all
of
us
take
a
look
at
this-
this
was
valuable
for
us
how
to
get
to
the
next
step,
because
in
la
this
county
they
actually
hired
both
somebody
to
they
did
an
rfp
one
up,
one
person's
coming
up
with
the
tunnel.
F
One
person
is
doing
the
bridge
and
they
have
to
live
to
the
price.
Whoever
gets
picked
so
they're
doing
that,
but
they're
also
they
were
talking
about
house.
How
much
money
is
being
is
out
there
and
and
where
they
are
going
over
50
all
giving
50
of
the
projects
some
are
going
up
to
70
some
are
going
to
80.
all
the
things
that
are
being
taken
into
consideration.
F
These
guys
are
great
and
we
need
to
look
at
it
because
it's
kind
of
you
know
we've
got
to
get.
We've
got
to
get
moving
on
this
and
I
do
think
we
do
need
a
full-time
negotiator
where
that
is
their
only
job
every
single
day,
because
my
we
got,
we
have
to
catch
up
with
miami-dade
and
the
only
way
we're
going
to
do
that
is.
That
is
somebody's
sole
job,
and
I
really
I'm
looking
to
you
guys
and
you
know
I'm
looking
right
over
there.
We
got
to
do
that.
F
That's
got
you
know
that
has
to
be
where
we're
at,
because
I
I
really
want
to
see.
I
mean
if
it's
possible,
when
that,
when
that
train
starts
to
come
up
from
miami
to
aventura,
I
really
want
to
see
it
coming
all
the
way
up.
I
know
we're
not
going
to
cross
the
river,
but
there's
no
reason
why
we
can't
coming
up
to
fort
lauderdale
the
airport
in
hollywood
and
what
that's
going
to
do
is
kind
of
push
the
momentum.
F
So
I
I'm
hoping
that's
that's
my
thoughts
on
that.
I
want
to
tie
a
bow
on
the
waste
generation
study.
Every
single
city
pass
it,
except
who
lazy
lakes.
F
The
fact
that
we
got
all
all
the
30
cities
on
board
so
far
is
really
good.
I
just
think
that's
a
good
good
good
start
on
it
and
then,
lastly,
this
thursday,
local
historian,
emanuel
george,
will
be
airing
his
new
film
stories
from
our
ancestors
and
ode
to
attucks
high
school.
This
should
be
really
good.
It's
about
30,
34,
35
minutes
long,
it's
going
to
be
in
holland,
death
cananoya
church
examines
the
high
school's
impacts
on
liberia
and
the
surrounding
communities
like
dania,
beach
and
west
park.
F
I
know
a
lot
of
people
are
actually
in
the
film
it's
going
to
be
really
good.
So
that's
all
I've
got
today.
Thank
you.
AI
Thank
you
mayor.
I
too
was
thinking
about
my
dad.
During
that
whole
thing
and
thinking
to
myself,
it
would
just
have
been
nice
to
declare
a
conflict
and
not
have
to
deal
with
any
of
that.
Quite
frankly,
okay.
AI
I
got
to
spend
time
this
weekend
at
golden
heights
hoa
to
learn
about
you,
know
the
district
and
and
some
of
their
challenges
so
that
that
was
nice.
I
look
forward
to
coming
back
there.
AI
I
also
will
be
at
the
sistrung
festival
and
parade
this
weekend
and,
if
you're
doing
a
tea
with
tori,
I
guess
I'm
gonna
have
to
do
juice
with
jared
I'll
figure
that
out
I'll
figure
that
out,
I'm
gonna
be
giving
a
proclamation,
mr
gellerman,
for
turning
a
hundred
years
old
next
this
weekend,
and
so
I
look
forward
to
doing
that.
Thank
you,
mayor.
C
All
right
my
comments
very
briefly,
then
I'll
recognize,
administrator
and
attorney
my
parks
and
rec
tour
continues.
I've
hit
a
lot
of
different
events
through
the
county
parks
and
they're
all
amazing,
and
our
parks
and
rec
people
are
unbelievable.
C
C
Every
day
I
see
on
social
media
yoga
at
the
park
wellness
all
the
different
things
they
were
doing
and
when
I
had
my
briefing
with
the
with
the
parks
and
rec
master
plan,
they
said
that's
the
things
that
people
are
asking
for,
and
this
was
they're
doing
this
without
reviewing
the
master
plan
at
first,
so
good
job
on
parks
and
rec
and
cultural
phil
dunlap.
C
The
guy's
awesome
he's
really
good.
He
was
with
me
at
the
progreso
thrive
opening,
which
is
in
the
city
of
fort
lauderdale,
but
it
adds
to
the
cultural
of
of
what
we're
doing
down
here.
So
I
think
that's
great.
I
also
dr
harado.
I
was
with
one
of
our
contract
lobbyists
before
we
went
to
chris
walton's
event
and
grabbed
her
coming
out
of
the
bathroom.
Unfortunately,
and
we
she
didn't
even
have
time
to
barely
wash
her
hands
when
we
were
talking
about
different
things
that
we're
going
to
get
going.
C
So
she
is
truly
a
gem
for
us
in
in
in
broward,
county
and
I'll
close
with
on
behalf
of
all
the
commissioners.
Just
everything
that
we
could
say
has
been
said,
and
god
bless
bertha
for
everything
that
you've
done.
You're
awesome
with
that
I'll
recognize
attorney
and
then
bertha
and
monica
and
let's
go
to
the
auditor
first,
do
you
have
anything,
mr
auditor?
Yes,
oh
you
do.
Okay,
alert
the
media.
M
M
W
Thank
you
mayor.
I
also
want
to
just
say
something
about
bertha
bertha.
You
are
truly
the
best
kind
of
leader
you
lead
by
example.
Always
try
not
to
get
emotional
here.
W
Nobody
brings
more
passion
to
the
job
every
day
than
you
do
and
I'm
so
happy
for
you
in
just
a
little
bit
jealous
that
after
having
to
cancel
so
many
trips,
even
for
milestones
that
you're
gonna
get
a
chance
to
do
all
of
these
things
and
not
have
to
always
keep,
and
I'm
gonna
minimalize
this
one
eye
on
on
what's
happening
at
the
county,
because
I
know
how
it
is
when
I
go
away,
so
I
can
only
imagine
how
it
is
when
you
go
away.
W
I
hope
your
retirement
is
as
long
and
rewarding
as
your
career
has
been,
so
I
wish
you
nothing
but
the
best
and
just
for
a
second.
I
also
want
to
just
acknowledge
and
some
of
my
best
wishes
to
chris
walton.
Aside
from
the
tremendous
respect
I
have
for
him
professionally,
we've
developed
a
nice
friendship
over
the
years
and
I'm
really
gonna
miss
him.
So
thank
you.
C
N
So,
like
bertha
said,
I'm
going
to
reserve
many
of
my
remarks
for
her
in
private,
because
I
can't
even
look
over
there
right
now.
N
L
You
sort
of
ended
today
the
way
you
began,
giving
recognition
to
the
employees
that
that
I
you
know,
I
feel
very
blessed
to
have
been
a
part
of
and,
notwithstanding
what
my
husband
said,
I'm
not
getting
rid
of
my
quote
county
phone.
You
know
I
will
always
return
calls
and
always
be
there
if
you,
if
you
should
ever
meet
me,
I
will
step
into
the
background
because
it
is
time
for
monica
to
take.
L
You
know
to
take
it
on
and
she
can
and
she
will-
and
so
you
know
I'll
say
my
little
goodbyes
to
her
for
later
too,
but
you
know
each
each
one
of
you
has
been
very
special
to
me
in
so
many
different
ways,
and
I
can't
say
enough
about
it,
but
just
thank
you.
C
Z
Q
Well
so,
first
of
all,
let
me
just
say
that
bertha
I
heard
I
missed
the
sea
of
angry
pink.
This.
M
Q
And
you
know,
being
in
elected
office
is
not
an
easy
job
and
for
those
of
people
who
are
watching
out
there
who
think
it
is
your
own.
Q
But
it's
people
like
bertha
henry
who
make
all
of
the
difference
in
the
world,
especially
when
we're
trying
to
please
everybody
and
there's
just
never
a
way
to
do
that
in
elected
office.
But
we
do
our
very
best
in
broward
and
we
did
our
very
best
because
of
you,
and
I
don't
think
that
that's
going
to
change
under
the
steady
leadership
of
monica
and
so
bertha.
Q
I
just
want
to
wish
you
much
success
in
your
future
endeavors
because
I
know
you're
not
retiring,
really,
and
I
know
you're
going
to
find
something
else
to
do,
because
I
did.
Q
I
can't
stop-
and
I
want
you
to
enjoy
every
moment
of
your
vacation
and
your
family
because
you
deserve
it,
get
so
much
needed
rest
and
when
all
of
your
waiting
period
is
over.
I
want
you
to
have
a
facial
and
a
massager.
Q
How
about
that
so
and
I'll
depend
on
my
trusty
mayor
and
lawyer,
michael
eugene,
to
tell
me
when
it's
legal
to
do
that.
Thank.
M
Q
Q
Thank
you
bertha
for
all
your
years
of
service,
and
I
I
I
wish
you
all
the
best
in
what
you're
doing
next.
AJ
AJ
AJ
AJ
AJ
Anything
from
you,
monika,
you're,
great
you're,
great
administrator,
but
finding
that
balance
is
really
powerful
and
huge,
and
you
did
a
great
job
in
building
a
team
to
come
behind
you.
It
wasn't
just
bertha,
you
built
a
team.
You
had
monica.
You
had
so
many
other
department
heads
that
were
capable
of
getting
the
job
done
and
you
did
it.
You
did
a
great
job.
Thank
you.
