census

family
and
everybody
gets
registered
in
their
in
the
census
and
that
they
do
their
part
to
make
sure
that
everybody
all
their
neighbors
mention
it
to
them.
Mention
it
to
your
family,
because
it's
important
when
it
comes
to
getting
funding
from
the
federal
government
citizen
comments.

These

minutes
of
july
13th

regular
session

call

a
public
hearing
for
blue
ridge
road
small
area
plan.
This
is
a
plan
we've
been
working
on
for
a
number
of
months.
It
has
been
through
the
planning
board.
It
has
been
vetted
through
the
planning
board,
as
well
as
we've
had
numerous
opportunities
for
public
input
on
this
plan,
and
it
is
like,
I
said
I
call
for
for
september's
regular
meeting
this.

small
area
plan
really
focuses
on
blue
ridge
road
in
that
area,
where
the
interchange
will
be
coming
in
from
I-40
5c
is
a
budget
amendment
to
recognize
insurance
proceeds.
We
got
some
damage
at
our
hempfield
water
tank
from
vandalism,
spray
spray,
painting
and
things
of
that
nature.
We
ended
up
fixing
that
and
we
need
to
do
a
budget
amendment
to
get
the
insurance
money
back
into
our
general
fund.
That
total
amount
is
dollars
and
eight
cents.

the

This
is
in
reference
to
our
solid
waste
ordinance
amendment,
which
is
item

eight

solid
waste
ordinance
up
for
adoption.

think
the
definition
of
household
garbage
needs
work.
There
are.
There,
are
items
generally
considered
garbage
that
are
not
subject
to
putrification
such
as
aluminum,
foil,
non-recyclable
plastics,
which
may
be
containers
not
accepted
by
the
recycler
plastic
silverware
plastic
wrap,
for
example,
drink
glasses,
not
recyclable,
etc.

updating
it
for
our
use,

we
bring
this
in-house,

recall
or
not,
but
as
we
went
through
our
discussions
about
bringing
solid
waste
in-house,
we
talked
about
a
number
of
different
things.

we've

in
here,
really
there
are
a
few
things.
I'd
like
to
highlight
that
may
be
well
definitely
are
of
importance
to
pull
out
my
highlighted

you
have
more
need
for
bulky
item
pickup,

charge
in

for
25
dollars
per
item
after
you
get
your
one
free
bulky
item
pickup
that
month
now,
when
I
say
your
free
bulky

pickup

dryer
and
both
together
or
couch
whatever
it
may
be,
you

that
you
get
that
one
time
pickup.
If
you
need
more
pickups

stay
behind
right

waste
pro
on
our

Pickup
we've

multiple
meetings
with
waste
pro
to
try

iron.
This

I
think
we've
made
headway.
Sometimes

feel
like
we
haven't,
never
had
a
discussion,
but
anyway,
currently
we
have
the
allowance
of
eight
cubic
yards
of
brush
pickup.
We
staff
wants
to
reduce
that
to
four
cubic
yards
of
brush
pickup
per
week,
and
that
is
a
reduction
of
half
of
what
we
currently
pick
up.

the
the
brush
pickup,
I
think,
is
on,
and
this
isn't
page
numbered,
so
it
is
under
article

and
that's

Subsection

yard
waste
collection
over

will
collect

maximum

yards,
which
is
six
foot
long
by

foot

camp
ranch,
road

suspects

rental
houses
outside
the
city
limits,

their
agreement,
rental
agreements
and
then
they
bring
it
to
a
place.
That's
in
the
city
limits
to
get
an
expected
town
to
come
pick
it
up
and
that's
that's
wrong.

wondering
about
the
merit
of
circling
back
around:
it's
not
going
to
happen
immediately
for
pickup
and
then
charging
them
for
it.
If
we
get
that
in
the
ordinance,
because
that's
fair
to
the
neighbors,
you
know
you
got

bunch
of
a
bunch
of
garbage
out
there.
It's
not
your
garbage.
It's
your
neighbor's
garbage
and
they've
they're
exceeding
they're.
Not
you
know,
abiding
by
the
ordinance
when
this
is
finalized.

able
to
pick
it
up

if
we
could
send
somebody
around,

in
a
smaller
truck
or

charge

that
through

don't
pick
it

problems

neighbors

north

rules
and

bunch

stuff
out
there

it's
creates
a
problem

everybody
driving

community

a
whole,

need

implement
some
way
to
deal
with
it,
but
that
you

the
offender
is
just.

like

paying

need

potential

put
out

charging

fee
for
more
trash
or
charging
them
a
fee
for
more
brush.
Instead
of
four
cubic
yards.

think
the
whole
purpose
of
reducing
the
amounts
was
because
of
manpower
and
time.
So
you

eight
cubic
yards
is
about
the
size
of
a
about
the
size
of
the
vehicle.
You
drive
right
now,
which
is
takes

lot
of
time
to
pick
up,
but
as
far
as
the
the
charge
or
the
fee
to
pick
up
extra.
That
would
just
have
to
be
something
we
would
have
to
research
to
see
if
other
towns
are
doing
it.
You
know
that's
sort
of
the
way
we
come
up
with.

these
policies
is
through
other
towns.
We
took
some
from
waste
probe
and
just
put
it
together
what
we
thought
would
fit
us.

think
josh
hit
the
net
on
the
headwhile

There
will
be
some
bugs
we'll

work
out
through
this
year.
I'm
sure,
but
the
main
concern
to
me
now
is
just
the
limitations
on
some
of
this
stuff.

it's
out
of
control,

the
six
bags,
we
even
thought
about
six
bags
or
two
cans.

when
you
get
out
here
and
see

bags,
it
almost
makes
you
wonder
if
it
ain't
coming
in
from
somewhere
else

just
like
the
landscaper,
you

you
don't
know
that
they
made
that
be
down
here

swan

oil,
doing
landscape
work
for
somebody
else
and
then
coming
up
here
and
doing
that
work
and
then
leaving
what
they've
done
in
swanninoa
on
that
site,
because
they
know
it's
free
pickup
here.
So
I
know
that
happens.

that's
been
because
when
somebody
calls
and
says
hey,
you
got,
we
got
x
amount
of
brush
and
I
go
up
there
and
it's
a
it's
a
pile
of
bamboo,
but
there's
no
bamboo
on
their
property
or
pine

you

just
don't
add
up,
but
but
as
far
as
the
charges
that
would
just
be
something
we
would.
We
would
have
to
look
into
and
see
if
anybody
else
is
doing
that
my
only
concern
would
just
be
going
back
around
because
of
the
time
consumption

it.

pile

picture
frames
and
I'm

joking,
I'm
not
making

up
as
long
as
this
table

that
high

they
just
throw
them
out
on

side
of
the

the
way

which
carlos
passed
means
more
to
me
than
anything
that

the
man
that
I
say
on
his
deathbed,
he
forgave
anybody
and
everybody
that
had
had
issues
with
some
of
them
on
the
sport
and
he
had
nothing
against
anyone.

with
what
the
mayor
and
jennifer
had
said,
and
I
will
also
absolutely
agree
with
carlos
character
being
above
her
approach
and
the
outstanding
service
he
did
for
this
community
along
with
his
family.

thought
about
it

lot

about
what
carlos
advocated
and
I
thought
a
lot
about.
Our
budget
meetings
and
carlos
was
always
an
advocate
for
recreation
and
for
public
employees,
and
no
one
would
argue
more
for
improvements
to
the
public
safety
building
than
carlos,
and
so
the
three
options
that
I.

The
legacy
of
governor
and
senator
vance
has
been
well
documented
at
this
point
and
the
thoughts
of
that
time
period
no
longer
reflect
the
thoughts
of
our
community
and
replacing
that
with
carlos
showers
would
be
a
a
lasting
imprint
on
this
town.
For
the
value
we
place
on
what
the
african-american
community
provides
here.

thought,
as
the
carlos
showers
center,
encompassing
both
our
recreation
department
and
also
housing
public
works,
combining
in
with
his
recreation
and
and
love
for
the
town,
employees
and
last.
I
thought,
because
he
was
such
an
advocate
for
the
fire
department
police
department,
renaming
the
public
safety
building
was
in
honor
of
carlos
showers.

Well,
I
don't,
I
can't
say
anything
negative
about
any
one
of
those
suggestions,
but
I
think
the
green
way
through
the
section
of
main
main
part
of
town
would
mean
more
to
him
and
I
can't
speak
for
him.
Neither
can
anybody
else
would
mean
more
to
him
than
anything
we
could
do
because
that's
going
to
be
a
lasting
legacy
and
that's
going
to
be
in
the
future.

think
you'd
be
greatly
honored,
and
I
know
this.
He
helped
us
save
money
on
just
one
boat.
For
example,
he
saved
this
town
for
145
000
and
we've
put
350
000
of
our
tax
money
into
greenways,
and
I
can't
say
on
one
hand
that's
where
the
money
came
from,
but
I
can
say
this
has
been
a
whole
lot
tougher
to
put
the
350
there
for
the
greenways
than
it
would
be
if
we'd
had
spend
that
450.

like

clarify

when
it
comes
to
renaming
the
street,
does
the
do
the
residents
of
the
streets
have
to
nominate?
Do
they
have
to
start
that
process.

change
and

a

burden
on
the
people

fine

riverwalk
greenway

honor

alderman
carlos
showers,.

our
update,
I'm
gonna
attempt
not
to
lose
you
in
this,
but
also
try
to
be
cognizant
of
time
and
not
go
into
lots
of
details
because
this
you
know
this
project
has
has
been
going
on
for
a
number
of
years,
much
longer
than
much
longer
than
I've
been
around.
But
you
know
back
in
2002.
It
was
a
priority
that
came
out
of
our
greenway
master
plan
that
was
developed.

I
think
the
important
thing
to
realize
with
this
type,
this
type
of
project,
because
we
are
utilizing
surface
transportation,
money
which
it
comes
from
the
federal
government
which
is
federal,
highway
money,
these
types
of
projects
when
you
go
under
service
transportation,
funding.

But
from
from
my
records
going
back
to
around
2014,
the
town
spent
thirty
five
thousand
dollars
on
a
hydraulic
capacity
study
to
see
if
it
was
feasible
to
go
under
highway,
70
and
nc9
all
right,
we
determined
it
was
feasible.

said
too
bad
we're,
not
letting
you
do
it,
and
that
was
the
story
from
them
for
quite
some
time
now
they
did
allow
us
to
go
under
highway
70
after
some
back
and
forth,
and
I
don't
mean
a
phone
call
back
and
forth.
I
mean
months
of
conversations.
This
is
just
how
it
goes.

At
that
point
I
was
here
as
planning
director.
We
took
off
and
started
doing
some
preliminary
engineering
in
2015.
That's
when
we
first
allocated
start
allocating
our
match
money.
Eighty
thousand
dollars
from
our
general
fund
to
a
capital
project
fund,
riverwalk
capital
capital
project
fund.
Excuse
me
every
year
since
2015
we've
allocated
eighty
thousand
dollars
except
this
past
year,
due
to
covid,
we
only
did
fifty
thousand
dollars.

Currently
we
have
three
hundred
and
fifty
thousand
dollars
allocated
in
that
capital
project
fund
with
that
we
also
have-
and
I'm
skipping
a
little
bit
ahead,
but
since
we're
talking
about
that,
we
also
receive
some
money
from
bunking
county
four
hundred
thousand
dollars
to
go
for
riverwalk
greenway.
So
that
brings
us
to
750
000
of
our
total
1.2
million
match
money.
We
have
to
pay
20
of
the
total
cost.
Total
cost
is
about
6
million
dollars
for
this
greenway
project.
You
might
say
that's
a
lot
of
money
for
a
couple
miles
of
greenway.

But
the
thing
that
that's
important-
and
I
think
folks
may
not
think
about-
is
we're
going
under
two
major
state
highways
and
we're
going
under
a
railroad
and
the
engineering
and
design
and
construction
for
those
three
crossings
will
be
expensive.
Which
is
why
we're
at
that
six
main
six
million
dollar
mark.

2016,
we
really
got
into
the
design
starting
to
the
design
and
that
took
18
months
to
do
that
design
and
that's
back
and
forth
with
d.o.t
that's
back
and
forth
with
the
railroad
we
we
went
to
the
railroad
and
tried
to
see
if
there
was
another
option
instead
of
putting
our
own
tunnel
in
underneath
norfolk
southern
trying
to
use
the
existing
I'm
losing
that
term
right
now,
trestle,
that's
it
trying
to
go
into
the
existing
trestle.
They
would
have
none
of
it.

in
2017
we
took
a
little
pause
because
I
left
and
you
got
a
new
planning
director
so
that
stifled
it
a
little
bit
2016.
Let
me
go
back.
That
is
when
we
got
our
first
big
chunk
of
money
from
the
npo
under
stpda
funds.
Two
million
dollars
is
what
we
got
back
in
2016.

Move
up
to
2018,
we
expanded
the
scope
of
that
project
so
that
original
riverwalk
application
we
submitted
was
only
from
us
70
to
nc9
2018.
We
added
the
section
in
from
hampton
inn
to
veterans
park
or
to
in
the

exclusion.

those
details,
but

you
do
a
full-blown
eia

environmental

assessment,
those
can
take
anywhere

on
what
you
find
and
what
you
impact
we
are
actually
now
under
the
categorical
exclusion.

that's
a
good

the
folks

track

property

seem
to
be
on

showed

The
maps

them

two
weeks
ago
out
there

looked

notification
that

we

we

nice
to
see
all

long

in
the
flesh,

tonight
we're
talking
about
a
stream
buffer
ordinance
that
has
been
something
been
thinking
about
for
a
while
in
our
department
stream,
bumpers,
naturally
hold
banks
of
streams
and
rivers
and
create
riparian
zones
which
help
reduce
sedimentation
erosion
control
and,
to
some
extent,
low
glass
flooding
the
roots
from
the
trees
and
plants.
It
help
naturally
slow
the
water.
So
it
can
infiltrate
at
a
more
natural
speed.

So
this
ordinance
that
you
are
reviewing
was
drafted
by
the
environmental
protection
agency
and
has
been
widely
adopted
and
used
across
north
carolina.
I
do
want
to
say
it's
a
starting
point.
We
can
always
revisit
this
if
we
feel
like
it
doesn't
quite
achieve
what
we
want
it
to
do,
but
I
do
think
it's
a
good
starting
point
stream
buffers
that
are
all
that
are
already
excuse
me
stream,
buffers
that
are
already
required
for
projects
which
require
a
phase.
Two
stormwater
permit
only
capture
a
few
projects
per
year,
maybe
about
ten.
O
To
be
honest,
it's
not
very
often
that
somebody
comes
to
us
with
a
set
of
plans.
That
says
we
want
to
build
a
house
on
the
water.
It's
it's
sheds
that
often
won't
be
placed
very
close
proximity
to
water
and
and
intruded
into
that
riparian
zone.

This
ordinance
does
not
impact
existing
development.
So
if
you
have
property
or
development
in
proximity
to
these
streams,
creeks
or
it's
fine,
there's
no,
no
buffers
created
there.
This
applies
only
to
new
development
and
it
creates
a
30,
30-foot
buffer
and
a
20-foot
transition
area,
and
these
streams
are
identified
on
the
usgs
maps.
It's
not
necessarily
every
stream
or
ditch
you
see
in
town.

People
are
certainly
allowed
to
remove
plants
and
trees
that
have
fallen
into
their
streams
and
as
long
as
other
uses
follow
the
land
use
code
they
can
also.
It
can
also
be
used
for
street
crossings,
driveways
culverts,
recreational
features,
intakes
utilities
and
bridges
and
other
facilities
and
buffers
can
also
be
used
for
recreation
activities
like
trails
like
our
lovely
greenway,
clearing
and
replanting
of
the
buffer
can
be
achieved
and
is
supported
when
the
outcome
has
greater
benefit
than
how
it
started.

If
you're,
making
an
improvement,
storm
water
controls
and
temporary
erosion
structures
are
also
allowed
in
the
buffer,
essentially
is
when
you're
done
putting
it
in
you
put
it
back.
The
way
you
found
it
put
the
dirt
back,
put
the
grass
back
streams
that
have
been
piped
and
presumably
are
have
been
piped.
According
to
the
blessing
of
the
army
corps
of
engineers
are
not
subject
to
this
ordinance.

You
can
still
engage
in
invasive
species
management
and
control
view
corridors
can
be
created
and
maintained
as
long
as
they
maintain
the
integrity
of
the
soil
and
the
underbrush,
and
if
you
create
a
ditch
or
any
sort
of
man-made
conveyance
approaching
a
watercourse
as
you
approach
that
buffer
zone,
we
want
to
see
it
diffuse,
so
it
spreads
out
in
the
water
slows
down
before
it
makes
its
way
into
the
creek.

I
do
want
to
note
that
went
down
a
little
bit
a
little
rabbit
trail
regarding
some
of
the
language
in
here.
That,
I
think,
is
confusing
from
the
federal
government
and
the
state
government,
and
I
would
like
to
propose
some
slightly
different
language.

like
to
propose
that
that
language
should
be
changed
to
that
no
herbicide
and
or
pesticides,
and
no
application
of
herbicides
or
pesticides
labeled
as
harmful
to
aquatic
life,
would
be
used
in
the
buffer
in
north
carolina.

label
on
pesticides
and
herbicides
control
the
application
of
that
product.

structures

up
in
the
settings
occasionally
because
they
have
some
issues
with
their
set
packs
and

lot

streams.

also

just
want
to
remind
that

survey,
so
a
blue
line
stream
is
a
body
of
concentrated
flowing
water
in
a
natural,
low
or
natural
channel
on
the
land
surface
that
may
be
a
creek
stream
or
other
flowing
water
feature
perennial
or
ephemeral,
and
it's
indicated
on
that
usgs
logical
survey
and
it
is
not
a
man-made
water
force.
So
that's
not
included.
