impressed
with
their
knowledge

commitment
to
our
town
to
keep
the
planet
clean
for
future
generations.
So
we
we've
got
a
bunch
of
fourth
graders
who
up
and
come
the
leaders
and
very
proud
of
them,
and
that
was
essential.

behold,
we
didn't
know
that
at
some
point
in
time
that
one
of
our
guys
would
actually
use
that
to
save
a
life
and
that's
kind
of
what
we're
up
here
to
do
today.
So
I'm
gonna
read
a
basically
a
synopsis
of
what
transpired
and
if
I
could
get
sergeant,
Chris
Dayton
to
kind
of
step
up
as
I'm
reading
this
so
on.
March
7th
2018
at
approximately
four
o'clock
p.m.
sergeant
Chris
state
and
was
running
stationary
patrol
and
Blue
Ridge
Road
in
the
PVA
or
public
vehicle
er
area.

The
black
mountain
Commerce
Park,
located
at
201
T
State
Street,
the
pickup
truck
pulled
into
the
PVA
at
a
high
rate
of
speed,
the
driver
of
the
truck
jumped
from
the
vehicle
approaching
started,
stating
state
and
stating
that
the
passenger
had
overdosed
on
oxycodone
and
alcohol
sergeant
state
and
went
that
a
truck
found.
The
passenger
unresponsive
upon
a
quick
assessment
of
the
passenger
sergeant
state
noted
cyanosis,
which
is
a
person,
turned
blue
from
the
lack
of
oxygen
of
the
lips
and
the
facial
area
in
a
very
faint
pulse.

He
then
called
communications
and
advised
them
with
situation
and
had
EMS
dispatch
to
his
location.
At
this
time,
sergeant
Staton
took
the
narcan
from
his
pocket
and
administered
it
to
the
victim
immediately.
The
narcan
had
a
positive
effect
and
the
victim
began
breathing.
However,
the
effects
of
the
narcan
were
short-lived,
only
lasting
about
10
to
15
seconds
and
the
victim
returned
to
their
previous
state
sergeant
state
and
made
another
assessment
determined.
A
second
dose
of
narcan
was
needed.

Additional
officer
responded
to
assist
and
Sergeant
Satan
asked
for
their
narcan
and
dose
was
administered
to
the
victim
as
well
again,
providing
immediate
positive
results.
However,
this
dose
to
was
short-lived
and
the
victim
slipped
back
into
the
effects
of
the
oxycodone
alcohol
mixture.
This
time
the
Black
Mountain
Fire
Department
EMS,
arrived
on
the
scene
and
took
charge
of
the
victim
EMS
and
the
Black
Mountain
Fire
Department
worked
on
the
patient
until
the
patient
was
stabilized
enough
to
be
transported
to
hospital
for
more
advanced
treatment
before
leaving
the
scene.

Like

place,
parliament,
we
present
you
with
this
life-saving
award
and
our
outstanding
performance
and
heroic
life-saving
actions
that
occurred
on
March
7
2018
in
the
town
of
Black
Mountain
from
your
actions
reflect
the
high
standards
of
conduct,
but
law
enforcement
for
the
profession
and
brings
great
credit
to
yourself,
the
town,
Black
Mountain
and
the
Black
Mountain.

for
that
recommendation
is
my
complaint.
Thursday
of
last
month,
I
was
walking
around
in
the
path
that
goes
around
like
tomahawk
and
I
got
charged
by
a
pit
bull
and
it
scared
the
daylights
out
of
me.
Daylight's
is
a
nice
word.
It
scared
something
else
out
of
me,
but
I'll
say
daylight's
I
was
very
scared.

around
the
lake
is
used
by
small
dogs
and
small
children
and
I
think
the
pit
bull
the
charges.
People
really
doesn't
belong
there
about
the
leash.
Yes,
the
pit
bull
was
on
the
leash,
but
it
was
the
reverse.
The
pit
bull
was
actually
in
control
of
whoever
had
the
other
end
of
the
leash
she
couldn't
stop.
It
couldn't

citizen,
Academy,
look
at
the
screen.
This
logo
was
designed
by
LaRhonda
t
fool
she's,
a
member
of
one
of
our
boards
and
commissions.
She
has
a
design
agency
and
you'll,
see
it's
a
seeing
an
aide
and
there's
people
around
it
like
in
a
wheel
that
work
together
and
the
hands
and
our
seals
on
there.
I
thought
she
did
a
fantastic
job
designed
that
so
that's
gonna,
be
our
logo
for
our
citizens
Academy
going
forward.

So
a
lot
of
people
want
to
know
what
is
the
sit
ins,
a
citizen's
Academy,
the
Black
Mountain
citizen
Academy
is
an
educational
interactive
course
designed
to
give
citizens
an
inside
view
of
the
town's
history
and
governmental
processes.
Town
staff
will
teach
seven
sessions
for
the
2018
Academy,
and
the
sessions
are
going
to
begin
on
September
the
13th
with
a
graduation
planned
on
November.
The
second.

The
goals
of
our
Academy
is
to
improve
and
enhance
citizen
our
communications
with
our
citizens
to
give
citizens
an
overview
of
how
municipal
government
impacts
our
daily
lives
to
provide
citizens,
a
behind-the-scenes,
look
at
town
services
and
link
them
with
employees
who
provide
their
services
to
assist,
informed
and
knowledgeable
ambassadors
of
the
town.
Who
will
be
able
to
become
an
informed
neighborhood
leader
with
the
ability
to
answer
questions
about
town
services
and
who
to
call
for
assistance.
That's
to
allow
a
better
understanding
of
issues.

should
citizens
expect
if
they
come
to
this
Academy
you're
gonna
get
a
shirt
and
a
notebook
and
we're
gonna
have
any
general
information
in
that
notebooks
and
materials
from
staff
for
each
of
the
presentations.
Each
department
may
or
may
not
have
a
couple
of
different
little
things
that
they
add
to
it.
We'll
take
them
on
tours.
Show
them
equipment
answer
questions
that
they
may
have.
We
will
also
provide
meals
at
each
Academy,
because
that's
very
important,
since
many
of
the
people
will
be
coming
from
work
or
school.

The
2018
Academy
will
consist
of
15
to
20
participants,
I'm
dependent
on
how
many
applications
that
we
get,
but
it
will
be
no
more
than
20.
The
applications
will
be
released
next
Friday
or
this
Friday,
the
18th,
and
due
back
by
July,
the
30th
to
me
and
I
plan
to
select
a
group
of
well-rounded
individuals
from
various
Wars
age
groups
and
ethnicities,
I've
already
reached
out
to
mantri
College,
who
they're
going
to
recruit
few
students
from
their
Honors
College
to
participate
in
our
Academy
as
well
as
Owen
high
school.

we
were
the
upcoming
seniors,
who
have
an
interesting
government-
and
some
people
may
question
why,
why
would
you
you
know,
do
that
youth
who
have
had
a
government
official
in
their
classroom
report,
higher
levels
of
trust
and
local
government
they're
more
likely
to
consider
a
job
in
local
government
and
youth
who
are
involved
in
their
communities,
have
a
more
positive
view
about
government
and
have
a
better
understanding
of
how
government
works.

extremely
excited
to
offer
this
this
Academy
to
the
citizens
and
hope
that
we
get
a
lot
of
participation?

delighted

share
with
you
an
anniversary
we
are
having
rainbow
recycling,
is
having
its
10th
annual
plastic
flowerpot
recycling
collection.
This
year,
it's
going
to
be
next
Saturday
May
19th
from
9
to
4,
it's
held
during
the
Black
Mountain
Garden,
Show
and
Sale
were
a
part
of
it
and,
and
it
happens,
rain
or
shine.

The
Garden
Show
is
located
on
the
grounds
of
the
Monta
Vista.
We
have
a
recycling
area
situated
at
the
back
end
of
the
library
parking
lot
where
we
have
a
drive-through.
So
you
can
pull
up
your
cars,
the
volunteers,
to
help
unload
them,
and
then
you
can
be
on
your
way
and
that
works
the
best
for
everyone.

do
we
take?
We
take
plastic
flower
pots
and
trays,
whether
they're,
reusable
or
whether
they're
broken
no
clay,
no
wood,
no
metal,
no
other
plastic
items.
If
there
are
metal
hangers
on
hanging
pots,
please
remove
them,
but
we'll
recycle
them
as
well.
All
the
items
we
collect
are
free,
as
is
to
anyone
who
wants
them
on
a
first-come,
first
choice
basis,
but
it'd
be
really
helpful
to
get
a
feel
for
it
and
get
a
glimpse
of
what
it
is
so

budget
amendment
for
the
irrigation
system
at
town
square,
so
this
is
to
install
irrigation
at
town
square.
The
Greenway
foundation
is
actually
reimbursing
the
town
without
the
way
we
generally
do.
That
is
that
we

pay
and
they
reimburse-
and
we
have
a
paper
trail
that
goes
with
it,
so
that
will
install
an
irrigation
system
on
the
Town,
Square
property
and
saved
us
some
some
time
and
and
man-hours.
We
have
a
budget
amendment
for
the
Asheville
Design
Center
contract.

The
children,
children
and
Friends,
and
the
green
light
foundation
again
have
offered
to
pay
for
portions
of
that
contract,
and
so
this
is
a
this.
Is
a
budget
amendment

reflect

this
is
the
one
thing

this
is
the
children's
portion
of
that
contract
to
come
into
the

make
a

our
budget
workshops
to
cap
lodging
at
one
hundred

dollars

read
various
travel
policies
for
various
other
municipalities
and
counties
in
North
Carolina,
and
one
of
the
additions
that
Buncombe
County
has
recently
added
to
its
travel
policy.
Is
that
they've
added
a
provision
that
all
travel
for
board
appointed
positions
which
for
them
are
their
County
manager,
the
clerk
and
the
finance
director?

would
be
approved
by
either
the
chair
or
the
vice
chair
of
the
Board
of
Commissioners,
and
that
also
the
Board
of
Commissioners
would
be
advised
if
any
of
those
positions
travel
out
of
state
or
out
of
the
country

understanding
it
correctly
we're
just
trying
to
bring
ours
in
line
and
produce
a
clear
sense
of
accountability
in
these,

recommendation
would
be
to
adopt
similar
language
within
this
proposal.

miles
of
water
line

the

city
of
Asheville
that
are
inside

town
limits
of
Black
Mountain
to
the
town
of
Black
Mountain,

it

two
phases:
we'll
take
about
three
hundred
customers
and
about
six
and
a
half
miles
of
line
on
January
1st
of
2019
and
and
that
triggers
a
one-year
time
line
for
the
next
300.
This
basically
starts
on
70
coming
in
there'll,
be
a
as
you're
all
aware.
