a
firm
believer
that
our
senior
citizens
in
town,
big,
true
treasures
of
any
town,
because
they
have
the
knowledge
and
the
wisdom
of
things
that
have
happened
and
brought
forth
their
knowledge
and
wisdom
today
to
their
offspring,
to
grandchildren,
to
the
great
grandchildren
to
the
great
great
great
grandchildren,
but
one
of
those
people,
a
gentleman
by
the
name
of
mr.
William
Margaret
Hamilton.
It's
time
to
live
to
be
93
years
old,
passed
away,
but
keep
it
in
mind
with
what
I
feel.
As
you
know,
recognizing
our
Jews
in
the
community.

Hamilton
refer
to
the

Hamilton
is
a
native
of
the
Black
Mountain
and
whereas
we
Marvin
Hamilton
is
but
a
lifelong
member
of
Mills
town,
Baptist
Church,
but
he
participated
in
community
projects,
served
as
a
Sunday
school
teacher.

superintendent
was
a
member,
the
board
of
trustees
and
legacy
and
later
became
a
deacon,
whereas
Margaret
Hamilton
was
instrumental
in
facilitating
a
purchase
and
development
of
a
community
baseball
field
was
served
at
Redmond
neighborhood
children,
which
equals
for
many
years
as
well
as
Martin,
Hamilton
food
and
vital
services.

father
went
out
and
wrote
to
John
Hamilton
who,
by
the
way,
was
the
first
african-american
assist
only
for
the
town
of
black
men,
whereas
more
men
helped

humble
in
Raceland

that
that
situation.
So
you're,

thinking
about
that
and
then
the
first

address
the
short-term
rental
problem,
tutor
crop
I've
emailed
all
of
you
and
provided
you
pictures
and
problems
that
have
occurred
most
recently.
Our
builders
have
not
protected
us
and,
as
you
know,
our
homes
are
very
close,
whereas
as
close
as
15
feet
or
less
and
the
streets
are
narrow
and
we're
the
only
community
with
a
zero
setback
between
our
homes
in
Black,
Mountain
I
have
a
statement
from
Robin
Haga
at
35.
Tudor
way
she
was
not
able
to
attend
tonight.

Here's
what
she

I
was
looking
for
a
safe
haven
in
the
home.
I
can
call
my
permanent
residence.
I
purposely
did
not
build
in
other
areas,
because
I
knew
they
already
were
allowing
Airbnb

I
thought
by
building
in
a
subdivision
under
covenants
and
a
homeowner's
association,
that
the
owners
would
make
certain
to
protect
our
privacy
and
provide
security
to
one
another
and
I
believe
the
same.
The
covenants
state
number

of
our
covenants,
single-family
residential
use.

All
Lots
shall
be
used
for
improved

devoted
exclusively
to
single-family,
residential
use,

lot

Restrictions

hope

have
for

future

do

feel

peaceful
anymore.
People
are
in
and
out
they
are
strangers
their
parking
problems.

is
garbage
and

noise.

chosen
home
for
retirement
continues
to
be
next
to
an
Airbnb,
I
will
probably
sell,
but
how
do
I
sell
those
that
know
I
have
a
near
being
deep,
v-neck,
so
under
either
not
buy
or
offer
much
less
for
my
property,
if
I
don't
disclose
there
as
an
European
deed
next
door
do
I
get
sued.
If
I
do
disclose,
then
my
property
value
goes
down
the
Airbnb
owners
next
door
from
Atlanta
they
own
and
rent
several
properties
as
their
profession.

Thank

Black
Mountain
currently
has
two
tennis
facilities
in
Black
Mountain.
We
have
the
first,
which
is
Craig
Mont
Park,
which
was
purchased
in
1933
and
served
until
1978
as
our
youth
center.
Many
of
us
growing
up
in
that
period
of
time
remember
that
very
well.

In
1978,
the
park
was
updated
through
a
land
and
water
conservation
grant
for
recreational
purposes
and
I'm
not
exactly
sure
when
the
lower
courts
were
originally
built,
but
I
can
safely
say
it's
been
40
40
years
since
the
renovations
have
taken
place
there,
there
are
no
lights
at
the
lower
courts.
The
lake
tomahawk
Park
has
served
as
the
primary
courts
for
many
years.
This
courts
have
been
resurfaced
and
maintained
primarily
by
be
MTA
and
the
Black
Mountain
Parks
and
Rec.

All
of
this
to
say
it's
time
that
White
Mountain
tennis
was
put
on
our
budget
for
the
2020
fiscal
year.
We've
in
2007
we
were,
they
drew
up
a
plan,
a
proposed
plan
for
the
tennis
courts
to
resurface
the
two
upper
courts
and
build
four
courts
down
below.
As
a
current
member
of
the
Black
Mountains
Association
I
play
on
several
USDA
teams
and
the
United
States
Tennis
Association
is
the
only
service
about
300,000
tennis
players
in
the
United
States
we're
a
part
of
that
Black
Mountain
has
several
leagues
that
play
during
that
time.

We
have
huge
cracks
and
mister
showers
was
very
kind
to
go
out
with
Judy
to
see
those
courts
and
the
condition
that
they're
in
the
drainage
is
very
poor,
and
we
we
have
spoken
to
the
town
manager
in
the
past,
about
going
ahead
and
making
that
a
priority
for
us,
like
mountains,
been
my
home
for
57
years,
I
take
pride
in
our
town
and
we
can
have
better
tennis
facilities
and
our
town
deserves
better
tennis
facilities.
Please
give
this
line
item
serious
thought.

As
you
prepare
your
budget
for
june,
the
MTA
will
be
there
to
support
and
do
anything
we
can
to
help.
We
want
to
thank
the
board
Carla
showers
for
your
time,
mayor
Collins,
for
listening
and
helping
us
continue
to
serve
no
pun
intended
the
tennis
population
here
in
our
town,
just
a
little
bit
of
research.
That
I
did
was
that
it
takes
approximately
69
hundred
dollars
on
a
national
average
to
build
a
court
to
Maine
resurface.
Them
is
not
that
much
USDA
does
have
some
money,
I
mean
Black.

Mountain
ta
has
some
money
to
put
toward
that
which,
through
all
of
our
things,
that
we
do
to
support
the
town
when
we
bring
these
tennis
matches
into
town,
we
do
you
know
they
they
go
out
to
eat
here.
They
provide
our
restaurants
with
a
lot
of
money.
But
Tenace
in
general
is
a
very
healthy
way
to
build
our
community.
It
boosts
the
Commerce
and
the
culture
it
rebuilds,
our
community.
It
brings
communities
together.

It
attracts
our
league
play
which
in
turn
increases
our
economic
impact
through
the
food
and
retail,
and
it
also
increases
by
mountain
as
a
town
for
national
exposure
as
a
tourist
attraction
and
there,
if
you
drop
by
the
tennis
courts
any
given
day,
you'll
see
many
of
our
members
there
and
just
very
quickly.
I
want
to
ask
that
all
of
our
members
stand
up
that
are
here
tonight
to
support
the
courts
and
are
there
many
days
some
of
these
people
play
two
or
three
times
a
week
in
the
mornings.

But
it's
there's
been
a
lot
of
people.
Jimmy
McSwain
for
one
put
a
lot
of
time
into
those
courts
for
a
lot
of
happiness
to
a
lot
of
people
and
is
a
big
big
part
of
Black
Mountain.
So
we
ask
you,
as
the
board
to
please
take
serious
consideration
into
putting
us
into
your
line
item
for
the
2020
budget.

fire
chief
and
he
instilled
in
us
that
our
rating
is
the
way
that
we're
judged
as
firemen
how
we
give
fire
protection.
So
we
always
strive
to
improve
that
rating.

Gary
took
us
from
a
six
to
four.
It's
probably
the
biggest
jump.
My
career
Patrick
took
this
probably
from
a
nine
to
a
six
and
I'm
very
pleased
to
say.
Oh
you
already
know
this
didn't
start
in
February
one
will

my
own
fire,
probably
ready
to
the
class
three
I,
don't
mean
a
whole
lot.
I
The
people
sitting
out
here
out

because
I,
don't
they
don't
understand
it?
They
weren't
raised
around
it.

you

trying

explain
it
and
I'd
mess
it
all

it's
a
numbers
game,
it's

formulas,

have

going

try

do

We're
ready,
Don,
five
different
areas.
Water
flow,
give
you
an
example.

It
had
such
a
high
fire
flow
that
we
couldn't
get
enough
water
out
of
the
hydrants
system
in
that
area
to
provide
the
water
flow.
So
we
had
to
go
to
an
alternate
method
which
is
Holland
water,
and
we
don't
see
that
much
in
Black
Mountain
because
we
have
hydrants
everywhere,
but
that
one
building
had
such
a
flow
and
if
to
get
to
another
line,
to
draw
water
off
of
it
been
too
far
to
go.
I
Geographic
distribution
in
fire
companies,
so
we
have
a
fire
station
here
in
the
main,
we've
got
a
substation
on
the
white
pine
drive
and
another
substation
in
law
Ridge.
Those
are
all
strategically
placed
to
get
us
within
so
many
miles
of
a
residence
we
we
are
not
at
the
max
like
to
get
a
class
one.
You
have
to
have
a
fire
station
lever
within
a
mile
and
a
half
I
believe
it
is
of
every
residence
in
the
district.
Black
Mountain
just
can't
afford
to
do
that.
I
So
we
realize
that,
but
we're
grading
on
that
as
well,
we're
great
on
water
supply
and
that's
why
you
see
us
out
here
inspecting
them
cleaning
around
I'm,
painting
them
the
greatest
on
that
stuff.
So
that's
what
we
have
to
do
so
many
a
year
to
get
full
credit
for
that,
and
we
do
that
along
with
Jamie's
crew,
did
it
for
last
four
or
five
years.
The
fire
department
just
recently
took
that
back
over,
not
that
they
were
doing
anything
wrong,
that
we
found
out
that
by
the
firemen
not
doing
them.
I
They
weren't
as
familiar
with
hydrants
and
their
locations
in
the
fire
district.
So
that
makes
more
sense
they
get
out
and
see
where
that's
at
we're
graded
on
a
community
risk
and
reduction.
That's
why
we
have
fire
prevention,
fire
enforcement,
public
education
and
fire
investigations
we're
great
on
all
that
as
well.
I
So
when
you
see
us
at
the
school
or
you
have
tours
at
the
station
that
all
adds
into
that
grading
and
then
that's
the
five
areas
that
the
area
for
the
most
improvement
for
us
was
within
the
fire
department,
because
the
Department
of
Insurance
and
ISO
says
the
town
of
Black.
Mountain
has
three
engine
companies
because
we
have
three
stations.
Each
engine
company
is
a
minimum
of
four
people,
so
that's
12
people
I
believe
with
my
Master's
truck,
would
be
12
people
per
shift,
plus
a
battalion
chief
and
now
we're
only
running
7.
I
So
to
get
full
credit,
we
would
have
to
improve,
keep
improving
the
staffing
which
we've
improved
since
2007
and,
like
I
said
we
always
try
to
try
to
move
forward.
So
ever
who
takes
my
position,
will
be
the
same
thing:
they'll
be
coming
asking
you
for
more
staff
and
that's
why
they'll
be
doing
it
because
department
insurance
says
that
we
need
more
staff.
I
I
To
get
full
credit,
you
have
your
own
ladder
truck.
You
have
to
have
a
reserve
ladder
or
a
reserve
service
truck
which
a
service
truck
can
be
a
truck
with
a
bunch
of
portable
ladders
on
it,
not
exactly
a
truck
that
you
see
running
around
with
a
load
ladder
truck
running
around.
So
all
those
things
are
the
ways
to
improve
the
next
Radian
schedule:
training.
I
We
lack
in
the
training
area.
Just
for
the
simple
fact:
the
training
is
so
hard
anymore.
We
need
a
full-time
training
officer.
I've
asked
for
that
a
couple
times
in
my
career,
but
I
get
asked
this
by
every
manager.
You
got
to
prioritize
what
you
need,
and
you
know
have
to
prioritize
and
I
need
more
people
to
work
staff.
So,
in
the
very
near
future,
the
further
problem
needs
a
training
officer,
sawing
this
dedicated
full-time
to
do
nothing
but
train
your
firefighters,
because
that's
what
keeps
them
alive
and
what
keeps
people
and
say.

couldn't

it's

a
set

It
would

You
know
the
number
for
Tyson's
would
be
different
than
somebody
on
Cherry
stricted

have
to
get
up

insurance
game,

it

only
helps
the
business
owners
and
it

good
tool

draw

town

lower
their

We've
done
good
and

proud
of
the
fact

we
found
the
money
to
do
this.
Cancer
is
killing
firemen
every
year
more
and
more
every
year,
and
it's
because
of
the
environment
that
we're
in
is
how
many
people
has
ever
been
into
a
fire
station
and
seen
the
bunker
gear
firemen's
bunker
gear.

Sitting
there
on
the
floor,
weather
gear
pulled
down
with
your
step
in
their
boots,
pull
the
gear
up
and
go
everybody
seen
that
let's
kill
in
fire
and
what
it's
doing
is
it's
putting
carcinogens
from
the
exhaust
from
our
trucks,
which
we
have
years
ago
got
an
exhaust
system.
So
we
started
combating
in
a
long
time
ago.
Well,
it
turned
out
gear.
Is
the
number
one
way
that
we,
the
firemen,
get
cancer
and
until
mid
year
Dean?
But
mayor
do
cover?
I
I
I
Y'all
can
give
yourself
a
pat
on
the
back,
because
y'all
were
part
of
that.
If
we
hadn't
been
able
to
buy
a
brand-new
firetruck
and
Xena
I
haven't
been
able
to
save
enough
money,
we
wouldn't
have
been
able
to
afford
that.
So
that's
one
time
that
we
get
to
pat
ourselves
on
the
back.
There
were
combatant.
What
we're
doing
killing
a
fireman
and
I
didn't
realize
it.
It
was
that
bad
I
grew
up
in
a
fire
department
where
you
didn't
wear
air
packs.
I
can
remember
welding
Pressley.

pants
one,
they
just
throw
me
into
a
burning
building
with
nothing
on
but
and
I'll
have
my
handles
of
water
over
him
saying
it's
no
robbery,
you
get
it
boy,
I
get
so
so
we've
come
a
long
way
since
then,
and

the
route
the
routes
that
gets
us
is
around
her
neck
and
around
the
wrists
and
around
their
pants
I'm.
Six
foot,
three
and
four
years,
I
wore
us

pair
of
30
inch
long
hands.

when
I
got
on
the
ground
and
crawled

my
pants

up
around
the

my
boot,

guys

we
had
one
fire
month,
we
were
doing
good.
If
we
had
five
calls
a
week,
we
were
doing
good
now,
averaging
10
to
12
calls
a
day,
so
these
guys
need
two
sets
of
turn
again:
they're,
not
cheap.
We
just
bought
eight
sets
of
turnout
gear
full
sets
and
it's
drive
$20,000
engine

something
so
it's
not
cheap.
I
So
it's
it's
not
going
to
be
something
we
can
just
we
have
to
budget
for
it.
I
mean
we
all
know
that.
But
that's
that's!
That's
what's
needed
to
help
combat
cancer
environment.
So
I
would
like
to
see
that
I'd
like
to
see
somebody
on
the
board
to
get
behind
that
and
stick
with
it,
because
it's
it's
killing
firemen
left
and
right
faster
than
we
can
camp
this.
The
next
topic
I
want
to
talk
about
it's
killing.
Firemen
and
suicide.
I
I
I
Not
everybody
don't
see
that
stuff
and
we
see
it
from
beginning
to
the
end.
We
go
there
when
it
starts
and
we
may
leave,
but
we
have
to
go
back
when
when
you're
everybody
else
is
done
and
cleaned
up,
and
this
is
kill
environment
alone.
In
California
of
those
last
two
fires
there
was
five
firemen
committing
suicide.
I
mean
it's
just
that's
just
the
way
it
is
now.
What
do
we
do
to
combat
that?
I
Well
number
one.
We
have
to
help.
We've
got
to
be
able
to
to
recognize
the
problem.
Not
just
say:
I've
got
an
Employee
Assistance
Program
I
mean
we've
done
our
part.
That's
what
we
did
for
years.
We've
got
to
tap
into
these
firefighters
and
see
what
like
what
hobbies
they
have
when
they're
at
work.
They
need
to
be
doing
more
than
just
worked
it
and
they
need
to
be.
They
go
out
here
and
fight
a
fire.
They
go
out
here
and
see
a
bad
call.
I
I
need
to
be
able
to
come
back
and
destress
not
have
to
worry
about
changing
oil
in
a
truck
or
like
you,
go
over
right
now,
they're
trying
to
fix
an
old
washing
machine.
So
these
are
things
that
the
town
can
do
to
help
these
firemen
get
to
clear
their
mind
and
they
have
problems.
It's
like
nobody
else.
Every
firefighter
over
there
works
more
than
one
job.
They
have
the
same
problems
as
everybody
else
has
at
home,
with
their
kids
they're,
no
different
anybody
else.
I
The
difference
is
their
job
is
way
more
stressful
than
anybody
else's
job.
That's
just
the
way
it
is
so
on
everybody's
meant
to
be
a
fireman.
I've
watched
people,
good
people,
come
to
the
fire
department
and
leave
because
it
was
too
stressful
and
it's
just
not
pepper,
not
everybody's
made
for
it,
but
we've
got
to
do
a
better,
a
better
job
at
recognizing
this
and
helping
these
people
get
through
these
bad
days
and
then,
lastly,
and
now
get
off
my
soapbox,
this
is
probably
longer
than
I've
ever
give
any
any
report.

Give
firemen
a
supplemental
retirement
just
like
the
law
enforcement,
yes,
and
for
some
reason
we
can't
get
anybody
in
Raleigh
to
do
anything
and
it's
it's
time
that
the
local
level
steps
up
it
starts
doing
something
for
these
people.
The
League
of
Municipalities
won't
sit.
They
sent
a
letter
here
last
year
telling
you
that
it
was
going
to
be
three
million
dollars
to
do
this,
because
it's
not
gets
a
phone.
Didn't
mandate.
Okay,
number
one!
That's
not
true!

The
circuit
system
is
gonna,
run
around
$125,000
we'd
original
budget

$50,000.
That

leverage

only

$25,000
of
that.
So
good
luck
to
use
$25,000
of
this
domain
to
help
fund
this
there
may
be
$100,000
bounce
will
come
from
50,000
from
fund
balance.
Prorated

2,000
will
come
from
producing
an
original
amount
budget
for
the
water
phone
for
general
water,
honor

is

at
least
part
of
what
you
mean

that

you'd

see
citizens
become
involved.

one

involved
this
moment
by
standing
before
you

offer

because
I
believe
in
the
value

doing

all

our
blind
spots.

us
kit
ourselves

times

admit

doing

we
each
offer

perspectives

around
our
blind
spots

to
being
what
is
drawn
from
the
fund
balance
yearly
to
balance

gulf

deficit,

seventy
two
thousand
to
two
hundred
ninety
thousand.

integral
to
our
form
of
government
voters,
not
the
board,
and
our
board
currently
is
not
truly
representative,
because
two
of
you
are
appointed
should
make
such
a
decision
as
to
whether
they
want
to
vote
at
the
same
time
as
approximately
thirty
other
positions
are,
are
voted
on
on
the
ballot
on
those
even
years,
or
focus
solely
on
choosing
quality
candidates
for
our
town
leaders
in
the
odd
years,
so
I
feel
having
a
referendum
on
the
ballot
in
2019
is
really
the
desirable
way
to
solve.

question
and
I
would
accept.

than
issue
that's
been
talked
about
some
time
now,
at
least
a
year.
It's
been
pretty,
you
know,
heavily
talked
about
and
the
reason
my
person
as
I've
been
asked
to
sort
of
spell
out
some
kind
of
key
numbers
and
some
key
dates.
The
reason
this
really
becomes
important
is
because,
like
the
town
right
now
produces
about
500,000
gallons
a
day
from
its
wells,
and
we
purchased
about
two
hundred
thousand
gallons
a
day
from
the
city
of
Asheville
and
the
wells
are
pretty
much
reached
their
limit.

So
we're
not
going
to
get
any
more
water
from
those
wells
and
there's
a
little
bit
of
fear
that
if
some
of
those
wells
start
to
dry
out,
we
have
to
get
more
water,
we're
also
taking
on
600
new
customers
and
the
bottom
new,
the
bottom
business
down
at
the
Commerce
Park,
that's
going
to
increase
our
water
needs.
Asheville
has
a
lot
of
water
and
we
are
going
right
now
we
have
a
capacity,
then
we
can
buy
up
to
200,000
gallons
a
day
we
bully
the
last
12
months.

actually
only
purchased
146
thousand
gallons
a
day,
but
a
new
pump
station
is
being
built.
Some
new
water
lines
are
being
put
in
we're
going
to
be
able
to
up
that
capaz,
and
the
question
really
is:
when

we

that
we

fixed
cost
to
Asheville

town

Mountain
to
the

was
first

the

obviously

going

can
serve
right

tapping

community

a
long
year

there's

type

local
bill

considered

the
legislature.

people
like
it
or
not,
there
could
be
debate

active
in
a
short

legislature

not
take
on
any
local
accent,

objections
to

any
arguments

body
people

want

especially
the
legislature,

like

delegation

folks

requesting
to
close
the
entire
portion
of
that
right-of-way,
which
measures
approximately
two
hundred
and
seventy
four
feet
in
length.

has
agreed
to
put
in
a
15-foot
easement
for
accessing
utilities,
for
everybody
to
use
and
for
it
to
connect
to
that
existing
alleyway.

part
of
the
closure.

off
on
the
closure.

There
were
two
sections
in
there
and
planning
more
tweaked
them
just
a
little
bit
so
that
they
now
say
no
vegetative.
Debris
such
as
wood,
piles,
down
trees
or
branches
which
could
cause
blockage
of
culverts
or
bridges
or
which
could
otherwise
create
a
hazard
during
a
flood
event,
shall
be
permitted
to
accumulate
within
the
floodway
areas,
and
the
second
is
no
discarded
or
stored
items
such
as
abandoned
vehicles,
white
goods
tires
or
miscellaneous
debris
shall
be
allowed
to
accumulate
within
the
floodway
areas.

So
on
your
map
kind
of
the
turquoise
area
in
the
middle,
that
is
what
is
considered
the
floodway
area.
It's
also
where
you
can't
build
anything,
and
this
is
it's
a
good
mechanism
for
our
floodplain
administrator
to
go
through
before,
during
or
after
major
rain
events,
flood
events
and
get
people
to
move
things
out
that
they
may
have
inadvertently
placed
in
they're,
realizing
that
this
will
not
be
an
everyday
occurrence
and
it
also
will
not
be
an
everyday
enforcement.

don't
have
the
staff
to
do
that,
so
we
do
have
some
people
that
are
going
to
be
legally
non-conforming,
that
they've
had
things
there
for
years
and
years
and
years
they
just
can't
add
to
that.
But
otherwise
it's
mainly
you
know
the
tree
falls,
get
the
tree
out.
We
don't
want
it
washing
down
the
bridge
and
potentially
washing
the
bridge
out,
and
this
one
I
believe
past
is
either
6:07
you're
claiming
board.

can't
remember
how
many
university

be
able

rather

get
ready

budget
