From YouTube: Black Mountain Board of Aldermen June 8, 2020
Description
This is the June 8, 2020 meeting of the Black Mountain Board of Aldermen.
A
Tell
the
meeting
of
June
8th,
John
Paul
Town
Board
of
Black
Mountain
meeting
in
daughter
like
to
welcome
everyone
and
if
you
will
span
please
for
the
pledge
allegiance
to
the
flag.
I
blame
this
stupid
flag
of
the
United
States
of
America
and
to
the
Republic
for
which
it
stands.
One
nation
under
God
indivisible
with
liberty
and
justice
for
all.
A
A
A
Police
and
racism
in
different
parts
of
this,
this
country
and
I'm
sure
this
board
like
to
say
George,
George,
Floyd's
murder
was
appalling,
but
fortunately,
on
the
other
hand,
we
have
police
department
here
in
this
town,
that's
second
to
none
as
far
as
community
policing
and
we're
not
married
anymore,
but
we've
we've
got
some
good
folks
that
serve
on
my
police
department
and
with
that
says,
some
comments
we
have
none.
Is
that
correct.
B
You
can
send
agenda.
I
would
like
to
mr.
mayor,
add
a
item
item
B,
which
I
have
a
handout
for
you
at
your
at
your
location.
It's
a
capital
project
fund.
We
need
to
set
this
up
for
our
NC
9
sidewalk
in
order
to
move
that
money
from
our
current
budget
into
the
next
budget
year.
The
first
one
is
an
adoption
of
minutes
that
your
may
11th
2020
regular
session
minutes
in
may
28
2020
budget
workshop
minutes
the
capital
project
fund.
B
This
is
for
the
sidewalk
stretch
that
will
be
just
north
of
the
Cheshire
art
property.
If
you'll
recall,
we
did
we
try
to
work
on
on
getting
that
section
in
we're
unable
to
come
to
an
agreement.
So
we're
not
doing
that
section
right
now.
We're
going
ahead
and
good
gonna
go
north,
there's
at
least
two
property
owners
that
we've
been
in
discussions
with
and
they
have
both
for
the
most
part.
B
D
Mayor
in
addition
to
the
addition
that
the
town
manager
asked
for
the
consent
agenda,
I
would
like
to
ask
to
add
consent,
agenda
item,
C
being
being
the
Beautification
Committee
and
allocating
an
additional
$5,000
to
the
beautification
committee
prior
in
this
year's
budget
prior
to
June
30th,
as
we
know
that
Beautification
Committee
missed
their
annual
fundraiser
the
plant
sale
and
this
with
with
Angela
not
being
full-time
and
Dean,
not
being
full-time
here
this
past,
you
know
a
couple
of
months.
We
should
have
some
funds
to
be
able
to
move
about
and
make
that
happen.
D
E
B
That
finalization
is
not
gonna,
be
April,
so
about
ten
months
from
now
is
when
we're
hoping
to
have
that
design
finish
for
riverwalk
phase
two,
if
you'll
recall
I,
think
I've
mentioned
this
to
most
of
you,
but
as
far
as
the
NCDOT
funding
goes,
a
lot
of
these
projects
have
been
frozen.
This
one
in
particular,
is
still
is
still
moving
forward.
We
have
the
permission
from
it,
SIA
NCDOT,
to
do
to
finish
up
design
work
as
far
as
right
away
and
construction
that
will
be
frozen
at
this
time.
B
Far
as
item
be
when
your
this
is
your
Blue
Ridge
Road
interchange
project,
speaking
with
Mike
Clark,
Mike
Clark,
the
vision
project
engineer
he
had
said
right
away.
Acquisition
is
now
scheduled
for
June
of
2021
and
construction.
Let
is
June
of
2023.
This
is
also
something
that's
kind
of
been
frozen.
To
my
knowledge,
there
is
no.
This
is
still
gonna,
be
funded
project
still
on
the
books
to
be
funded,
just
kind
of
placed
in
a
suspended
status.
You
may
have
seen
the
news
or
read
the
news.
B
B
Item
C,
so
this,
if
you
were
coughing
back
in
maybe
April,
we
had
a
conversation
about
Montessori,
School
and
art
in
the
afternoon.
Both
you
know
with
school
being
closed.
They
have
issues,
of
course,
raising
funds
to
pay
to
pay
the
lease
payments
up
there
months
where
he
was
able
to
make
June's
payment.
B
So
they
were
able
to
do
that,
or
an
afternoon,
however,
was
not
able
to
make
June's
payment
and
speaking
with
Stephanie,
she
is
hopeful
that,
depending
on
the
virus
and
how
this
thing
progresses,
she
hopes
to
be
able
to
open,
potentially
in
July
for
some
summer
camp.
But
that's
not
that's
not
for
certain
right
now.
So
at
this
point
from
the
board,
she's
not
she's,
still
not
able
make
a
payment.
So
I
think
we
wanted
us
to
come
back
in
June
to
talk
about
it.
So,
like
I
said,
Montessori
has
made
that
thing
that.
D
D
We
don't
have
to
take
any
and
do
we
need
to
take
any
action
other
than
to
tell
you
that
we're
personally.
For
me,
it's
fine,
it's
fine!
We
give
them
up
it's.
You
know
give
the
time,
though,
and
I
see
if
they
can
get
or
get
gets
things
open
up
a
little
bit.
Okay,
maybe
that's
that's
my
opinion
thing.
We
need
action.
F
We
can
the
last
time
we
made
that
decision,
I
sent
out
letters
to
both
schools
and
just
say
sonic
sent
me
back
saying
they
understand
that
we've
got
we're
still
responsive
security
in
our
space,
but
that's
forget
so
there's
more
once
I
can
do
that
again,
part
Stanford.
At
this
moment
you
just
signed
a
letter
saying:
okay
screw
the
month
of
June.
D
So
I
would
make
a
motion
that
we
ask
the
town
attorney
to
write
a
letter
and
we
are,
we
are
for
work
for
giving
rent
the
rent
through
June
is
that
is
that
what
we're
doing
is
that
what
the
board
wants
to
do?
I'm
just
so
certain
I
want
to
move
them
along.
What
didn't
we
do
with
Montessori
School?
Do
we
forget
it,
or
do
you
just
we're
just.
D
C
B
F
Handle
it
is
you've
been
there
before
seven
or
eight
months
ago,
you
passed
resolution
said
we'll
accept
this
easement
and
we'll
accept
the
gift
of
pottery.
We
will
produce
some
river
bank
stabilization
that
went
back
to
the
friends
reading
friends
and
they
didn't
like
some
of
my
work
in
the
easement,
and
then
this
is
on
the
surplus.
It's
on
your
part
just
think.
Once
again,
we
will
accept
that
we
will.
F
There
are
a
couple
of
conditions
in
the
easement
that
we
will
notify
the
concealer
from
work
on
the
bar
spells
out
that
whatever
contractor
doesn't
work
for
the
town
were
partying
that
things
back
the
way
they
were
obviously
will
identify
them
against.
Italy
are
to
be
our
people
or
the
contractor
his
equipment,
but.
F
The
easement-
that's
indecent,
wanna,
be
there
but
you're
not
doing
anything
bored
you
did
several
months
ago
says
we'll
take
these
men
will
accept
to
get
to
the
property.
If
you
recall
they're
giving
this
property
their
up,
that
their
buildings
isolated
from
the
river
and
having
that
property
eliminates
a
couple
of
bridges.
We
have
to
build
a
freeway
through
them,
so
we
do
so
we're
back
rest
apartment
stabilization,
but
we
get
an.
H
D
F
A
I
A
Right,
the
ABC
Board
we
have
one
vacancy
for
a
three
year
term:
ending
June
30th.
We
have
two
applicants:
Sam
Hobson
to
Hobbs
news
applying
for
a
second
term,
I
think
start
of
his
filling
paid
first
term
and
then
Philip
garrison
are
the
two
applicants
for
warmth
vacancy.
We
have
any
nominations,
but.
E
I
D
A
D
I
A
D
A
I5O
mystery
curliness.
Now
the
Planning
Board
all
right
more
to
adjust
adjustment
and,
as
we
know
here,
we
got
someone
who
has
dropped
out
and
did
not
apply
reapply
for
their
seat
on
the
Zoning
Board.
So
this
means
that
the
first
alter
and
second
no
alternate,
usually
move
up.
So
the
need
of
motion
for
Janet
McKimson,
who
is
the
first
alternate,
alternate
to
move
up
to
the
full
seat
on
the
board.
I
A
J
E
D
I
A
E
B
B
And
we
got
no
applications
for
those
David
sings.
Excuse
me
three
times
before
the
2020s
knock
on
your
signal
application
anyway.
So
it's
been,
it's
been
troubling
to
get
folks
to
be
on
that
Commission
as
well
as
have
four
times
once
that
is
suggested
here,
is
to
convert
the
early
urban
forestry
committee
to
a
ischemic
urban
forestry
commission
to
a
perfect
forestry
commit
similar
to
the
Beautification
Committee,
or
there
can
be
unlimited
members,
you're,
not
you're,
not
having
to
schedule
for
both
meetings
as
or
not
they're,
not
great.
At
of
meetings
halls.
B
B
It's
changing
that
all
the
language
from
a
mission
to
committee,
the
Board
of
Aldermen
will
need
to
appoint
a
chairperson
to
when
they
could
be
a
full-time
resident,
lieutenant
Black,
Mountain
and
then
I,
don't
even
know
how
many
members
Beautification
Committee
committee,
Angeles
businesses.
Quite
a
few.
B
Yeah
I'm
just
saying
that's
part
of
duplication,
because
they've
got
a
bunch
of
you
know.
We
would
still
up
just
being
similar
to
that.
No
staff
will
still
be
doing
the
arbor
day,
scheduling
all
that
make
sure
we're
still
following
our
tree
city
guidelines,
things
of
that
nature,
the
staff
dozen
area
that
currently,
but
really
what
we're
doing.
If
you
recall
a
number
of
years
ago,
we
got
rid
or
we
were
moved
out,
our
Housing
Commission
that
we
had
this,
but
most
it
was.
G
Shared
and
healed
the
chair,
she
is
informed
staff
that
she
had
moved
out
of
town.
We
do
not
have
a
letter
of
resignation,
but
that's
one
of
the
seats
that
handed
in
this
month,
so
that's
that
seat
would
be
gone.
Ray
bockwurst
is
on
there
and
he's
one
of
the
members
and
he
attends
the
meetings,
but
I
believed
ray
has
to
leave
early.
G
The
application
that
you
received
his
from
the
gentleman
that
you
appointed
to
fill
a
vacant
term
back
in
January,
but
again,
two
out
of
three
meetings:
not
they
are
not
able
to
be
there.
Scott
oblah.
He
is
a
current
member.
He
has
a
certified
arborist
Scott
had
indicated
last
year
and
has
talked
to
their
Commission
and
I.
Believe
that
something
we
recommended
it
be
a
committee
because
of
his
schedule
and
he
wants
to
participate
in
come,
but
he
can
only
get
there
when
he
could
get
there.
G
G
But
if
you
look
at
the
ordinance
there's
a
lot
of
things
that
they're
still
bound
to
do
that
you're,
the
chairperson,
will
be
become
the
person
who
would
report
to
the
Board
of
Aldermen,
who
is
responsible
for
chairing
that
committee
to
ensure
that
they
are
carrying
out
the
things
that
they're
supposed
to
do
with
education,
and
maybe,
if
they
have
a
recommendation
of
a
ordinance
that
they
would
like
to
pass
them
start
that
process
through
the
plan
board.
Because
a
lot
of
those
ordinances
are
land-based
and
that's
really
where
it
needs
to
start
would
be.
F
G
The
SEC
reveal
the
Board
of
Aldermen.
We
wrote
this
so
that
you
would
choose
your
chairman
of
this,
because
we
were
converting
it
from
a
commission
to
a
committee.
So
that
way
you
can
ensure
that
they
still
will
report
to
you
to
do
the
work
of
the
town.
The
beautification
was
different,
that's
everything,
but
that
is
up
to
the
board's
preference.
If
the
board
would
prefer
it
only
being
a
committee
without
an
ordinance,
we
can
even
vote
to.
F
D
F
D
G
A
D
B
Really
all
I
have
remember:
our
budget
meeting
is
Wednesday
5:00
o'clock
right
here
and
I'll,
say
I'll.
Add
this
to
our
pump
station
went
on
line
today.
Keep
your
fingers
crossed
on
that
and
any
issues
at
this
point
so
that
they'd
go
on
line
late
this
afternoon.
So
now
we'll
be
a
little
beginning
to
start
work
on
changing
meters
and
got
438
out
of
it.
Okay,.
E
Yes,
I'd
like
to
make
a
comment
or
two:
this
has
been
an
interesting
say
what
ten
days,
two
weeks
since
we
put
the
budget
out
into
the
open
and
it's
given
me
lots
of
time
to
think
and
the
emails
I
have
received,
especially
from
one
particular
group,
the
community
garden
group
and
I
will
say
the
emails
probably
Larry.
Now
we're
trying
to
figure
probably
at
least
20
emails,
which
I
think
for
the
most
part,
had
lots
of
sense
and
sensibilities
term
I
would
phrase
and
I.
E
Also
last
Friday
went
over
and
toured
the
garden
and
saw
what
an
awesome
operation
is
going
on
over.
There
I
knew
bits
and
pieces
of
it,
but
I
had
never
really
gone
in
and
looked
at
the
whole
picture,
and
after
talking
with
several
people,
I
started
thinking.
How
can
we
pull
this
in?
Can
we
find
this
money
to
support
this
group,
but
not
only
I
didn't
want
to
leave
out
our
other
part-time
workers.
E
Is
there
a
way
that
we
can
support
these
financially
support
this
group
of
workers
that
give
lots
of
time
and
effort
and
what
makes
our
town
I
think
so
unique?
It's
all
the
communities
that
are
within
the
town,
who
have
different
aims
and
goals
and
are
all
make
our
town
so
much
richer
and
I
started
thinking.
Comparing
it
somewhat
a
little
bit
to
the
golf
course
community
and
what
goes
on
there
and
the
golf
course
course.
The
town
would
probably
be
fine.
