Description
Regular meeting of the Town of Black Mountain Alderman Meeting held September 10, 2012

May
everyone
be
mindful
that
we
are
nothing
but
stewards
of
your
creation
and
what
you
have
made
and
so
help
us
to
be.
Mindful
of
that,
and
thank
you
for
the
opportunity
to
live
here
in
black
mountain
ridge,
crest
where
I
live.
It's
been
a
delight
and
I
pray
that
you
would
continue
to
bless
this
community
and
bless
the
leaders
help
them
as
they
lead
Black
Mountain.
We
thank
you
for
this
time.
Tonight
bless
us.
We
pray
in
the
name.
C
A
With
you
have
confirmation
tonight,
sep
tember,
11,
two
day
of
service
and
remembrance
for
add
in
sep,
10
11
2001
period
attacked
America,
causing
great
loss
of
innocent
us
light
and
tremendous
damage,
whereas
the
events
of
that
day
instantly
transformed
countless
American
lives,
either
through
personal
loss
through
an
in
familiar
sense
of
individual
national
vulnerability.
Where
is
in
the
aftermath
of
those
the
witness.
A
Now,
therefore,
be
it
resolved
that
I
call
mayor
karl
bartlett
and
the
Board
of
Aldermen
hereby
proclaim.
September
11
2012
is
911
National
Day
of
Service
and
remembrance
in
the
town
of
Black
Mountain
energy
czar
citizens
to
recognize
the
heroism
of
Public
Safety
and
rescue
workers,
military
service
members
and
the
many
volunteers
who
responded
to
these
tragic
events
with
courage.
Compassion
termination
is
skill
to
dedicate
September
11
of
the
day
to
mourn,
reflect
and
remember
divisions.
E
About
our
upcoming
heart,
recycle
event
for
East
welcome,
it
will
be
Saturday.
This
coming,
Saturday
September
15
of
10
am-2
p.m.
it's
part
of
our
rotating
quarterly
recycling
collections.
But
if
they
viewed
in
east
bum
gum
last
year
at
the
fall,
it's
sponsored
by
Green
rainbow
recycling,
asheville,
DreamWorks
trips,
I
management,
the
cyclist
and
trashing
creative
reuse
center,
and
this
event,
being
in
a
spa
club,
is
co-sponsored
by
the
friends
and
neighbors
swannanoa
fans.
E
F
E
We're
recycling
all
kinds
of
metals,
wire,
small
appliances,
I
think
most
of
us
have
something
that's
dead
and
gone
and
still
hanging
out
in
the
closet.
We
try
to
have
groups
that
we
can
benefit.
So
we
have
a
local
animal
sanctuary.
There
are
shiny's,
come
come
in
east
asheville,
so
we're
accepting
pet
items.
Captain
bellick
things
leashes
collars
to
such
an
for
their
their
sanctuary,
use
their
makes
brooms
and
watering
cans
for
this
one
and
0
value.
E
We
also
have
a
collection
by
ABC
cm
and
they
will
have
that
stuff
failed
and
shredded.
The
fiber
will
get
recycled,
we're
also
collecting
I
glasses
in
the
hearing,
aids
for
the
McHugh,
Center,
assisted
living
and
along
with
this
and
something
I'm
very
happy
about
what
is
one
of
the
valley.
Christian
minister,
you
will
be
collecting
non-perishable
food.
I
think
everybody
knows
how
great
the
need
is,
and
that
will
probably
be
increasing.
B
E
As
I
said,
the
flyer
is
available
as
a
chamber
at
the
library
contact
rainbow
recycling
go
to
asheville
green
works
on
the
web
and
download
it
from
there.
If
you
have
specific
questions
like
well,
what
about
contact
retrievers
who's
listed
50
that
particular
item
a
group
of
items
that
phone
number
is
right
there.
You
can
get
your
questions
answered
and
please
remember
it's
a
great
thing
to
recycle
and
even
better
to
reuse.
G
H
G
The
town
square
is
really
belongs
to
all
of
us
and
we're
all
going
to
be
able
to
use
it
in
benefit
front,
as
you
can
see
out
there
that
a
grass
is
green
has
recently
been
mowed.
They're
boulders
around
the
green
area
on
the
eastern
part
of
the
parcel,
the
parking
area
has
been
refurbished
and
there
are
concrete,
auto
stops
there
that
have
been
donated
and
recently
painted
in
place
and
done.
Thank
you
for
helping
us
on
that
that
hot
Saturday
we
did
that.
G
B
G
One
other
item
that
we've
talked
about
lately
has
to
do
with
the
signature
feature
of
the
town
square.
It
needs
to
have
something
unique
and
recognizable
as
a
central
feature.
We've
talked
about
a
bronze
gray,
you
a
bear
a
town
block
or
something
like
that,
so
any
that's
whatever
we
have,
it
will
be
incorporated
into
our
logo
and
any
input
you
all
have
on
this
would
be
much
appreciated.
G
I
Lots
of
noise
for
tenth
of
in
the
road
I
just
want
to
put
in
a
plug
for
the
fire
truck.
That's
going
to
be
on
a
consideration
tonight
when
you
deliberate
for
whatever
I
miss
the
agenda
meeting.
So
I
don't
know
what
he's
in
the
offing,
but
I
do
know
that
at
the
last,
especially
that
you
had
on
the
fire
truck
that
you
were
going
to
have
some
specs
brought
back
before
you
tonight,
and
I
noticed
in
the
Black
Mountain
News
the
week
before
I
went
on
a
trip.
I've
been
gone
for
a
week.
I
There's
somebody
wrote
a
letter
to
be
a
long
column.
It
was
from
the
top
of
the
bottom
of
the
Black
Mountain
News,
pretending
to
the
croquet
court
pleading
for
that
to
be
restored
and
I
thought.
You
know
it's
in
Congress
that
somebody
would
want
for
the
kind
of
money
for
that
when
you
don't
have
the
money
for
a
fire
truck.
So
to
me,
the
fire
truck
takes
precedence
over
a
croquet
court
right.
J
Thank
you.
We
have
a
PowerPoint
to
go
along
with
this.
First
of
all,
thank
you
all
for
allowing
us
to
serve
as
your
Parks
and
Recreation
Commission.
We
we
do
have
a
good
time
together
and
we
feel
very
positive.
Many
things
we
have,
as
you
see,
on
the
on
your
chart.
Their
clothes
are
the
members
of
the
Commission
45
share
and
this
year's
members,
and,
as
you
know
in
case
you
don't
recognize
them.
We
have
a
picture
of
them.
There's
our
our
meeting.
We
meet
again
on
the
fourth
thursday
of
every
month.
J
J
We've
completed
the
part
of
the
guard,
wig
green
garden,
Greenway
Trail
and
over
5,000
pounds
of
food
was
distributed
to
people
in
this
community
and,
as
you
know,
that
work
was
done
through
the
park
harborcenter
once
a
month
on
the
Thursday
a
month,
the
we
would
distribute
food
there
based
upon
the
tremendous
need
in
this
community,
the
Parks
and
Rec
Commission.
The
staff
worked
with
the
welcome
table
and
we
now
distribute
food.
J
Every
week,
every
tuesday,
from
one
o'clock,
two
three
o'clock
we've
been
distributing
about
1,200
pounds
of
fresh
vegetables
and
fruit
every
week
to
the
peoples
in
this
community
and
then
also
on
wednesday
mornings.
During
the
welcome
tabled
itself,
the
food
that
we
have
left
over
from
Tuesday's
handouts
are
all
given
away
and
we
have
nothing
left
and
we
would
get
more,
but
we
have
to
pick
up
trucks
that
go
every
Tuesday
morning
to
pick
up
all
the
vegetables
plus
what
we
get
from
the
community
garden.
So
there
is
a
need.
J
We
have
at
least
40
people
waiting
when
we
get
there
one
o'clock
just
just
asking
for
the
fresh
fruit,
the
vegetables
and
some
of
the
other
items.
So
we're
excited
that
we're
able
to
meet
this
community
need
and
we're
sad
that
there
is
this
community
need,
but
we
are
fulfilling
that
as
much
as
we
can
and
we
would
invite
anybody
to
come
that
needs
food
on
those
days.
In
addition,
we're
continuing
with
our
back
pride
program.
J
There
are
two
other
activities
that
we've
done,
that
we've
increased
our
overall
in
tendence
at
all
the
activities
that
are
done
by
the
Parks
and
Rec
Department,
just
as
an
interesting
figure,
we've
added
up
a
total
of
one
hundred
and
twenty
nine
thousand
nine
hundred
and
sixty-one
public
interactions
with
people
in
the
last
year
that
have
participated
in
some
park.
Recreation
activity
that
does
not
include
the
golf
course
that's
just
all
the
park,
retro
activities
outside
the
golf
course.
J
So
you
can
see
we
do
have
a
tremendous
impact
you
do
in
terms
of
the
people
in
this
town.
The
swimming
pool
again
was
a
tremendous
success.
We've
seen
an
increased
participation
and
you'll
see
when
the
final
figures
out
there's
increased
revenue
in
that
area
and
again
Renee
was
able
to
get
the
recognition
as
the
senior
center
of
excellence,
which
means
would
get
increased
funding
from
the
state
for
the
Senior
Center.
At
this
point,
we
feel
that
what
when
they
did
was
will
help
us
a
lot
another
activity
in
the
parks.
J
With
your
approval,
we
successfully
banned
any
time
up
to
make
up
tobacco
use
in
the
parks
we've
also
we
had
finally
resolved,
I
think
the
tennis
courts,
the
drainage
is
working
and
the
company
replaced
the
surface
last
a
couple
weeks
ago.
So
the
surface
is
done
so
the
tennis
courts
are
operational
and
I.
Hopefully
you
haven't
gotten
any
calls
lately
on
the
tennis
court.
So
we're
excited
that
that
and
that
has
been
complete.
The
last
thing
that
we've
done
is
we
formed
the
playground
committee
under
the
Parks
and
Rec
dr.
J
marquee
is
chairing
that
we
have
a
full
committee
that
is
working
and
looking
at
building
a
new
playground,
they're
looking
at
possible
sites
in
this
town.
What
the
playground
should
look
like
and
at
funding
us
not
tax
dollars
with
private
funding
for
a
new
playground
in
the
town
and
we'll
keep
you
respond
to
that,
but
that's
active
and
going
on
kind
of
related
to
that
are
the
black
mountain
parks
and
greenways
foundation,
which
is
kind
of
related
to
much
of
the
work.
J
As
you
can
see,
these
are
the
present
committees
that
are
all
under
that
Parks
and
Recreation
Commission,
and
our
purpose
there,
of
course,
is
to
provide
a
tax-exempt,
501
3
basis,
for
we
can
apply
for
grants.
Obviously,
the
Town
Square
committee.
This
is
where
the
funds
are
going
for
the
Town
Square
committee,
I'm
being
handled
by
the
foundation
to
keep
track
of
it.
The
Town
Square
has
received
continues
to
receive
both
cash
contributions,
and
right
now
is
dr.
J
heavy
mentioned
we're
in
the
pledge
stage
and
again
we
appreciate
your
tremendous
support
on
that
in
terms
of
the
golf
course
itself,
which
falls
under
the
Parks
and
Rec.
Just
to
give
you
some
numbers,
you
can
see
that
the
cart
fees.
This
is
from
January
through
July.
The
actual
figures
brought
in
over
113,000
in
cart
fees,
143
in
green
fees.
The
Pro
Shop
is
brought
12
membership,
61,000
food
and
beverages
37,000,
so
that's
been
very
successful.
J
Miscellaneous
was
the
sixteen
hundreds.
Our
total
revenue
is
over.
Three
hundred
and
sixty
nine
thousand
expenses
were
366,
so
it's
for
the
first
time,
I
think
in
eight
years
that
we've
actually
see
a
positive
side
as
opposed
to
the
180,000
deficit.
We
got
to
see
every
year
at
so
far
this
year,
and
that
includes
the
fifty
thousand
dollars
of
the
golf
course
returned
back
to
the
town
and
payment
of
the
debt
that
they
had.
So
the
total
rounds
are
15,000,
so
it's
about
virginity
but
we're.
J
Finally,
seeing
some
positive
figures
in
terms
of
the
money
is
paying
for
itself
and
we're
excited
about
that.
The
exciting
thing,
of
course,
I
think
some
of
you
participated
in
that
and
W
Casper
came
out
to
the
course
of
the
18th.
We
had
a
special
tournament.
We
had
almost
100
people
at
the
tournament
and
we
the
time,
received
a
two-thousand-dollar
contribution
to
the
town
square
from
the
dead
Castro
organization.
J
Also
I
think
some
of
you
were
involved
in
the
next
slide
when
Billy
Casper
sponsored
a
national
world
largest
golf
outing
to
raise
money
for
the
Wounded
Warrior
Project
and
over
375,000
was
raised
nationally,
and
we
had
over
a
hundred
participants
here,
95
participants
here
in
Black
Mountain,
who
supported
that
project
by
the
Billy
Casper
fund.
As
you
know,
they've
done
a
lot
more
advertising
you'll
see
a
lot
more
specials
that
they're
offering
to
attract
people.
You'll,
see
it
more.
J
In
the
newspaper
and
a
couple
months
ago,
I
gave
you
the
new
brochure
on
each
of
the
hole,
so
they've
been
very
active
in
marketing
and
obviously,
there's
been
success
in
terms
of
the
maintenance
itself.
July's
heat
was
tough
on
the
greens.
They
had
to
move
the
aeration
up
by
two
weeks
to
try
to
combat
this,
which
has
been
very
successful
and
so
there's
a
picture
on
that.
They
continue
to
follow
your
input
and
recommendations
and
I
think,
especially
on
the
next
slide.
J
As
you
look
at
the
16th
hole,
which
is
always
issue,
we
alderman
souls
recommendations
a
couple
months
ago
about
clearing
up
all
the
sides
has
made
a
big
difference,
so
you
can
see
the
pictures
there.
We
followed
that
recommendation
and
again
they're,
saying
very
positive
results
on
that.
Then,
on
the
last
slide,
we
need
to
say
thank
you
to
your
staff.
J
Parks
and
Rec
Commission
could
not
do
anything
without
the
tremendous
support
and
leadership
that
Casey
provides
for
Parks
and
Rec
that
Brett
and
John
do
with
the
golf
course
Jamie
in
keeping
everything
working
perfectly
out
there,
Parks
and
Rec
is
so
appreciative,
but
you
have
some
of
the
best
staff
in
the
state
of
North
Carolina
to
handle
Parks
and
Rec.
It
makes
our
job
or
easy.
So
we
thank
you
for
allowing
these
staff
to
do
what
they
do.
Thank
you
very
much.
J
J
K
J
L
Sir
we've
got
to
pour
you
a
budget
amendment
to
allocate
money
from
the
pal
bill
and
the
amount
of
twelve
thousand
eight
hundred
dollars
to
to
sign
a
contract
with
civil
design,
to
do
the
sidewalk,
different
construction,
engineering
and
overseeing
of
the
sidewalk
instructional
mantri
up
to
South,
cotton
and
then
you've
got
a
we've
got
our
computer
internet
and
social
media
policy,
which
is
a
internal
person.
Addition
to
the
personnel
policies
of
the
employees
will
understand
their
rights
and
responsibilities
with
use
of
the
internet
and
computers.
L
K
L
L
Be
there
are
some
there's
still
some
ATA
requirements
for
for
sidewalk
design,
but
will
me,
but
the
design
will
take
all
those
future
partners
into
account
and
of
course,
we've
had
there's
easement
issues
and
other
things
too.
So
the
sidewalk
will
will
me
and
your
gently
down
mantri
road
but
and
around.
K
L
K
A
K
Mother,
in
just
clarification
for
the
public
Charles
Coughlin
could
not.
He
is
he
applied,
but
he
cannot
go
ahead
and
be
a
board
member,
because
he's
associated
with
a
restaurant
that
Excel
about
alcohol
and
the
ABC
state
rules.
If
you're
involved
with
any
business
to
the
sale
of
alcohol
and
preclude
you
from
being
honored
ABC
book.
A
L
L
L
A
A
A
L
Sir,
this
morning
we
had
advertised
it
had
a
bid
opening
for
a
for
a
pumper
tanker
to
replace
the
bumper
tanker
that
is
going
down
for
the
fire
department.
The
quote
for
that
I'm
slagle
fire
equipment
is
239
757.
We
would
request
that
that
the
contract
be
awarded
to
slagle
for
that
purchasing
that
you
off
throughout
the
town
manager
to
sign
that
contract
I,
do
have
and,
like
I
said,
I
apologize
for
getting
information
to
you
lately
as
late
as
the
day
we
had
advertising
requirements
and
spec
requirements
to
get
to
get
this
done.
L
L
We
do
have
a
contract
here,
it's
pretty
standard
and
what
we
would
do
and
I
think
what
what
is
a
staff
are
comfortable
with
is
coming
back
to
you
in
October,
with
the
financing
package
that
would
include
putting
ninety
thousand
dollars
down
home
purchase
his
financing
it
for
three
years
at
an
interest
rate
right
now,
1.79,
and
that
gives
you
an
annual
payment
of
roughly
fifty
one
thousand
dollars
a
year
for
34
36
months.
L
L
B
C
A
K
And,
of
course,
it's
something
that
we
haven't
done
here
by
in
black
white
mountain,
but
it
is
something
that
is,
that
is
done.
Nation
nationwide,
the
city
of
Colorado,
Springs
Colorado,
had
gone
ahead
and
instead
of
purchasing
a
six
new
trucks
at
three
hundred
seventy
one
thousand
dollars,
they
went
in
and
refurbished
trucks
to
a
level
one
specification
as
tribe
and
detailed
from
this
little
booklet.
K
Here,
the
NFPA,
basically
the
Bible
that
the
fire
department
goes
by
and
of
course
it
was
my
intention
that
hope
that
this
board
would
go
ahead
and
would
refurbish
the
truck
that
we
do
have,
because
it
is
and
speak
with
mechanics
who
have
seen
this
drug.
When
asked
question,
would
you
put
a
new
engine
in
and
continue
on?
They
said
absolutely
so,
but
as
this
board
works
its
way
through
different
issues,
compromises
the
name
of
the
game,
and
so
part
of
the
compromise
here
is
the
fact
that
we
do
have
coming
up.
K
We
do
have
the
1992.
Is
it
the
1992
truck
that's
coming
up,
as
that
is
that
we're
going
to
have
to
either
replace
or
refurbish
and
part
of
the
compromise
that
we
worked
out
was
the
fact
that
we'll
go
ahead
then
and
replace
this
existing
truck,
the
one
that
has
the
balloon
injured
with
a
new
truck
from
purchasing
from
slagle.
A
H
F
You
know
like
to
just
make
sure
that
everybody
understands
that
the
fire
department
matt,
is
we
all
work
together,
and
I
like
to
thank
biographer
for
being
able
to
work
with
us
and
understanding
it
to
you
know
that
money's,
tight
and
I
appreciate
that,
on
behalf
of
the
board,
the
mayor
number
two.
This
is
a
good
compromise
and
it's
a
good
compromise
because
we're
still
paying
money
down
on
the
debt,
we're
still
increasing
our
fund
balance.
F
D
See
it
too
much
being
a
compromise,
I
see
it
as
being
a
necessity.
Public
Safety
in
Black
Mountains
job
one,
whether
it's
our
Police
Department,
was
on
fire
department
was
our
public
services.
We
need
to
give
them
all
the
tools
that
they
need
to
have
in
order
to
provide
the
safety
and
security
for
our
citizens.
So
I
see
it
more
of
a
necessity.
I've
stood
with
filed
moravian
since
day,
one
in
his
request
and
his
requesting
that
this
vehicle
be
replaced
and
I
skills
them
back
tonight.
A
L
The
the
croquet
Court,
the
croquet
club
of
Black
Mountain,
has
offered
three
thousand
dollars
towards
that
those
renovations.
The
total
cost
of
it
is
six
thousand
two
hundred
thirty-eight
dollars
and
sixty
four
cents,
Billy
Billy
Casper
golf
will
take
care
of
the
other
portion
of
that
of
that
project.
So
there
will
there
shouldn't
be.
L
There
will
be
the
upfront
cost
to
the
town
of
Black
Mountain
for
that
the
annual
cost,
of
course,
in
part
of
the
contract
with
with
Billy
Casper
golf,
the
croquet
Court
is
included
in
that,
and
so
those
annual
costs
we
parted
Billy
Casper's
services
like
it
will
be
reseated
with
big
grant,
will
need
to
do
it
in
the
next
week
to
10
days.
I
think
it's
all
over.
So
they
pointed
out.
L
A
K
Number
of
years
20
30
years
ago,
that
was
a
very
foggy
area.
It
became
a
leaf
dumb
when
that
croquet
court
was
built,
unfortunately,
was
not
all
the
blue
mud
that
was
underneath.
All
those
leaves
was
not
dug
out.
So
that
could
be
one
of
the
reasons,
contributing
reasons
why
that
court
has
a
dip
in
the
middle
of
it.
K
It
even
had
a
little
dip
when
they
first
put
the
grass
in
there
when
Buzz
Lee
was
the
main
man
pushing
pushing
for
this,
so
that
we're
going
to
need
to
make
sure
that
we've
got
proper
drainage
on
that,
and
you
know
in
the
proper
sand.
I
also
mentioned
to
to
Matt
that
several
years
ago,
when
I
was
on
the
MSD
board,
when
we
had
to
run
when
we
mean
MSD
had
to
run
a
new
sewer
line
across
number
four
fairway.
K
We
went
ahead
and
extended
the
width
of
that
trench.
All
sewer
lines
are
packed
with
gravel,
but
also
to
enhance
drainage,
and
also
we
went
hasn't
put
running
towards
the
T,
a
couple
lateral
lines
in
there
for
french
drains
that
help
drive
that
up
now,
if
you're
on
that
Creek,
you
can
see
the
water
coming
out.
We
talked
with
Phillip
garland.
K
So
after
two
years
we
finally
got
french
drains
put
in
there,
and
so
when
we
got
the
french
drains
put
in
that
help
dry,
that
court
up
and
then
when
they
did
the
repairs.
I
think
that
will
be
I'm
thinking
we're
going
to
have
any
problems
with
the
resurfacing,
but
but
we're
going
to
need
to
make
sure
that
we
got
some
proper
drainage
up
underneath
that
croquet
cool
when
we
did
it
and
hopefully
it
won't
run.
D
D
D
L
L
D
B
L
K
L
D
Comin
I'm
in
agreement
with
the
plan,
the
only
problem
I
have
is
that
it's
taking
so
long
for
the
croquet
court
to
raise
his
head
to
say:
hey
guys.
Let's
take
a
look
at
this.
This
happened
in
this
agreement
like
autumn
is
over
said.
This
is
something
I've
disagreed
upon
about
20
years
ago.
I
believe-
and
you
know,
while
I
see,
there's
no
fault
in
the
town
as
to
our
position
that
you
know
over
the
last
couple
of
years,
anybody
driving
past
that
croquet
Court
would
wonder
what
what's
going
on
over
there.
D
But
if
some
of
my
explanation,
I
heard
he
snapped
in
croquet
club
members,
came
to
several
managers
and
complained
about
it,
but
nothing
was
ever
done.
I
would
just
ask
them
that
if
they
see
that
the
Magnus
is
falling
off
and
just
going
back
to
a
place
of
disrepair
again,
they
don't
sit
back,
but
they
do
come
forward
and
let
us
know
because
you're
talking
a
bunch
of
money
here,
just
to
get
it
back
up
and
running.
Yes,.
