member

tcc,

french
broad
river
mpo.

that's
jessica,
trotman,
our
director
of
planning

the
alternate
is
josh
harold,

town
manager,
the
metropolitan
sewer
district
is,
is
the
appointment
has
been
held
by
bob
watts
for
the
since
2018,

we

reappoint

would
reappoint
a
new
member
tonight.

believe
you

This
board
can

think

cycle
that
we've
been

processes

we're
using
the
best
one
for

kind
of

down,
and

receive

of

to
get

far

item

budget

we

folks
are
starting

take
advantage

that

little
more
than
they
have
in
the
past.

think
it's
something
good
that
we
can
provide

our
employees

they're
going

better
themselves

mentioned

in
the
agenda
meeting-
there
is
some
language
in
here
that
talks
about
salary
adjustments.
Any
salary
adjustments
do
come
before
this
board
for
approval.
So
it's
not
something
that
is
going
to
be
happening
outside
of
of
your
knowledge,
but
just
wanted
to
point
that
point
that
out
to
you,
so
you
would
be
aware
of
that.

is

cleanup

the
construction
infrastructure

was
started
to
serve

bottom
plant

we

lines

town's
name.
That's
just
the
way
the
grant
was
structured
and
so
sewer
lines.

although
I
don't
think,
they're
really
conveying
anything,
because
if
I
remember
correctly
just
about
all
the
water
lines
went
within
streets
where
we
could,
we
could
create
encroachment
permits
for
that.
But
nonetheless,
the
the
county
has
executed
a
conveyance
to
us
of
any
interest
they
have
in
the
easements,
where
the
water
lines
are
great.

Thank

I'd
remind
the
public
that
this
is
part
of
the
economic
development
process
in
north
carolina.
Our
county
commissioners
joined
in
in
in
on
the
same
process
and
the
town
of
black
mountain
received
a
grant
of
in
the
neighborhood
of
eight
hundred
thousand
dollars
from
the
golden
leap
foundation
and
another
approximately
eight
or
nine
hundred
thousand
dollars.
It's
a
one
point.

Six
million
dollar
project,
half
of
the
funds
from
economic
development
and
federal
dollars,
and
the
other,
apart
from
economic
development
in
north
carolina,
which
is
funded
by
the
golden
leaf
part
of
partly
funded,
but
this
is
entirely
funded
by
the
golden
leaf
foundation.
So
we've
been
very
blessed
to
have
this
happen
to
us
it
is.
It
gives
us
a
in
addition
to
the
development
good
development
in
that
part
of
our
community.

far
as
the
commercial,
the
commercial
path
down
70,
it
has
allowed
us
to
pump
volumes
significant
volumes
from
the
asheville
water
system
and
the
actual
water
system.
Just
for
the
public's
interest.
The
capacity
is
enormous,
40
million
gallons
a
day
and
about
half
of
that
is
utilized.
A
So
the
good
news
for
the
town
of
black
mountain
is
that
this
pump
station
really
addresses
our
water
capacity
needs
for
the
foreseeable
future
for
decades
and,
for
you
know,
perhaps
longer
so
we're
very
we're
very
blessed
to
have
this.
This
this
happen
to
our
community
and
it'll
be
a
good
thing
for
the
county.

The
avatam
building
the
actual
building
about
the
the
business
itself
has
been
in
the
market
for
public
offering
and
public
offering
on
stock
exchanges,
and
that
in
itself
creates
a
period
where
they
they
just
really
can't
communicate
that
much
that,
together
with
the
covet
pandemic,
you
have
slowed
them
down,
but
they
will
assure
you
that
at
some
point
in
time,
the
leadership
of
the
corporation
assure
us
that
that
they
will
assures
the
county
and
economic
development
that
that
that
will
occur
at
some
juncture
and
it,
and
I
think
it
will,
because
there
is
some
implication
to
to
it
on
their
part,
for
they
have
some
responsibility
on
that
end.

we'll
look
forward
to
that
when
that
day
comes,
but
all
that
to
say
that
I
would
entertain
a
motion
to
approve
the
conveyance
of
the
sewer
lines
and
easements
to
msd
and
authorize
the
mayor
and
town
clerk
to
execute
that
conveyance
and
to
approve
and
accept
the
conveyance
of
the
water
line.
Easements
from
the
county
and
direct
the
town
attorney
to
record
that
conveyance
in
the
office
of
the
registrar
of
deeds
for
buncombe
county.

One
came
up
probably
four
to
six
weeks
ago,
the
finance
office
from
the
town
wanted
said
that
we're
having.

had
the
ability
to
impose
a
500
fine
and
I
couldn't
find
the
basis
for
that
and
when
I
went
looking,
I
found
that
our
present
ordinance
says
it
shall
be
unlawful
for
any
person
to
interfere
with
the
hydra
plugs
or
sidewalk
cut-offs.
That's
all
it
says
that
said
that
from
at
least
1975,
the
earliest
set
of
warnings
I
have
so
what
I've
done
is
I've
drafted
an
ordinance
that's
before
you
today
that
spells
out
what
tampering
means
and
specifies
that
sets
out
that
civil
penalty
right.

and
if
I
can
I'll
say
this,
isn't
that
large
of
an
issue-
it's
not
something
that's
happening
on
a
daily
basis,
but
we
do
have
your
regular
folks
that
someone
continues
to
do
this
monthly,
and
just

When
someone
does
this,
that's
typically
in
this
situation,
the
meter
is
being
broken,
which
means
we
have
to
purchase
a
new
meter
and
install
it,
and
those
are
usually
around
100
a
piece
just
for
the
meter.

public
quickly

to
determine
what
tampering
was

operated

easement

sunset

no,

part

the
property

won't
