resolution
of
the
Board
of
Aldermen
name
in
the
community
garden,
dr
john
wilson,
to
garden
and
dedicating
it
to
his
honor.
Whereas.

John
Wilson
helped
establish
the
community
garden
at
Lake,
tomahawk
Park
in
the
late
nineteen
seventies,
and
collaborated
with
the
Recreation
and
Parks
Department
to
open
and
expand
the
community
garden.
A
white
pine
drive
for
use
by
the
general
public,
but
whereas
dr.
Wilson
has
enriched
the
community
as
a
master
gardener
for
many
years
by
sharing
his
knowledge,
its
gills
with
local
amateur
gardeners
and
whereas
the
community
garden
now
produces
thousands
of
pounds
of
healthful
produce
each
year
for
the
benefit
of
individuals.
Families
agencies
within
our
community,
whose
mission
is
to
feed
the
hungry,
but.

has
contributed
countless
hours
of
service
to
improve
the
water
quality,
landscape
and
conditions
around
Lake
tomahawk,
also
establishing
and
maintaining
the
natural
feeding,
the
nesting
habitat
for
the
native
birds
of
this
region

whereas
dr.
Wilson
initiated
maintained
and
promoted
the
evening
primrose
garden
at
Lake
tomahawk
a
unique
feature
which
had
become
an
iconic
attraction
for
local
residents
and
visitors
alive,
whereas
dr.
Wilson
has
served
as
a
dedicated
volunteer,
the
town
of
Black
Mountain
for
over
35
years
working
tirelessly
to
present
the
cause
of
many
community
improvement
projects.

therefore,
be
resolved
by
the
Board
of
Aldermen.
Tell
black
mountain
that
the
community
garden
of
white
pine
drive
shall
be
named
and
forever
known
as
the
dr
john
wilson
community
garden,
and
we
do
hereby
express
deep
gratitude
for
his
commitment
to
the
betterment
of
our
community
through
public
service
and
education.

for
our
Parks
and
Rec
staff,

come
forward
and
present
the
plaque
alone
with
dr.
John
DeWitt,

recreation

interesting
to
getting
the
ward
for
playing
gardening
is
playing
and
I
have
been
guarding
I'm
only
95
years
old
up
in
garden,
since
I
was
five
or
six
in
Korea.
My
mother
was
one
of
the
best
gardeners
in
the
mission
field
out
there,
so
it's
a
great
tivity
its
funder
remarkable
to
get
an
award
for
the
plane.
I
would
like
to
say
a
few
words
for
me
about
gardening.
Generally,.

18,000
children
die
every
day,
every
24
hours
from
hunger
and
malnutrition
and
an
additional
219,000
children
hungry
mouths
are
born
every
day.
So
it's
a
tremendous
problem.
Just
today
in
the
mail,
I
came
17
million
hungry
children
in
this
country,
but
not
around
the
world
as
it
sits
in
this
country,
and
black
mountain
is
doing
a
lot
about
it,
dynamic
all
over
their
harvests.
Hundreds
of
pounds
of
fresh
vegetables
every
day
which
she
takes
to
the.

They'll
give
some
details
on
how
that
can
be
done
and
I
hope
each
one
of
you
will
take
it
home,
and
maybe
one
of
you
in
this
crowd
will
see
if
care
of
the
ball,
because
it's
something
that
you
should
grow
and
I
think
it
could
start
here
and
in
Buncombe
County
and
know
where
nobody
knows
where
it
might
stop.
So
I
have
some
handouts
and
I
hope
each
one
of
you
will
take
these
home
and
study
them.

employees
do

I

others
here

this
town
give
up.
You
look
at
how
we
have
probably
had

know
that
I
have
had
to
take
up
slack
from
employees
that
have
not
been
kept
on
and
we're
all
doing
a
lot
more.
With
a
lot
less
money,
a
lot
of
people
actually
had
lost
some
of
the
benefits.
This
board
continues
to
spend
their
money.
These
actions
must
stop.

average
town
person
cannot
cannot
allow
the
Board
of
Aldermen
to
spend
us
into
any
other
financial
difficulty
that
what
we
already
are
in
you've
raised
our
taxes
by
disguising
it
as
a
six
dollar
a
month
of
garbage
fee,
you
a
burden
on
construction
by
raising
fees,
and
you
continue
to
spend
our
emergency
fund
is
being
used
and
it
must
stop
Beast,
and
it
must
stop
now.
The
majority.

This
upon
us
by
past
spending
and
not
thinking
of
the
future,
start
praying
being
frugal
with
our
money,
the
nice
things
must
be
put
on
hold
until
we
can
see
a
large
turn
around,
and
this
is
probably
going
to
take
two
or
more
years
for
this
to
occur,
parks
and
greenways
we
can
set,
and
we
can
talk
about
they
being
part
of
the
infrastructure
infrastructure

they
are,
but
they

changed

afford

off

year

hope
to
maintain
the
same
level
of
services.

we

four
items
on
the
consent
agenda
this
evening.
First
is
adoption
of
the
minutes
of
your
July
meetings.
Second,
is
a
request
to
change
the
location
and
meeting
times
for
three
of
your
boards
and
commissions.
The
Recreation
Commission
has
requested
that
their
time
and
location
be
moved
to
the
four
Thursday's
each
month
at
five-thirty
to
be
held
at
Carver
center.
The
greenways
Commission
will
remain
there.

Meetings
will
remain
on
third
tuesdays
at
seven
pm,
but
have
also
asked
to
move
to
Carver
center,
and
then
the
Zoning
Board
of
Adjustment
has
requested
a
change
in
meeting
regular
meeting
time
on
the
third
thursdays
from
6
30
to
six
pm
at
Town
Hall.
Those
have
all
come
as
a
request
from
the
Commission's
themselves.

is
zoning
text
amendment
to
the
land
use
code.
This
is
simply
to
correct
errors
and
transcription
that
occurred
with
the
adopted
code.
Specifically,
there
is
a
to
correct
an
alphabetical
listing
for
restaurants,
hyphen
brewpub,
a
correction
in
the
notation
of
restaurants
brewpub
in
the
permitted
uses
table
simplifying
the
language
in
the
definition
of
restaurants,
brewpub
and
then
correcting
the
uses
table.
The
you

eight
uses
table
for
omitted
uses.

the
Planning
Board

their
last
meeting,
and
finally,
we
have
adoption
of
a
local
water
supply
plan
for
the
town

Black
Mountain.

standard
report
and

that
needs

five
years
and
is
getting
ready
to
go
on
to
it
once
a
year
approval
this
is

the

facts

about
our
water
supply
system
and

commend
those

you

your

october,
two
thousand
ten,
the
Housing
Commission
hosted
a
Housing
Choice
Voucher
workshop
Anthony
Goodson
of
the
Asheville
Housing
Authority
presented
information
about
the
federal
government's
program
to
provide
assistance
to
qualify
persons
renting
property
through
the
Housing
Choice
Voucher
program,
formerly
known
as
section
eight.
This
program
provides
subsidies
to
eligible
town
and
tenants
and
property
owners
through
vouchers.
More
information
about
this
program
is
available
through
the
black
metal
housing
commission,
the
asheville
Housing
Authority,
or
from
the
US
Department
of
Housing
and
Urban
development's
website
at
HUD.

Gov
mountain
housing
opportunities
presented
information
regarding
the
rural
housing
rehabilitation
program
for
low-income
homeowners
and
the
emergency
home
repair
program.
This
program
has
been
responsible
for
the
construction
of
ramps
and
black
mountain,
with
the
goal
of
reducing
a
threat
to
life,
health
and
safety
for
low-income
elderly
and
disabled
homeowners
living
in
Buncombe
County.

In
January
2011
former
planning
director
Elizabeth
T
led
a
presentation
and
discussion
on
transportation
and
housing,
including
an
update
on
asheville
transit
and
mountain
mobility
schedules
and
the
pedestrian
master
plan.
As
part
of
this
discussion,
miss
Teague
reviewed
the
town's
methodology
to
increase
accessibility
to
transit
and
pedestrian
facilities.

The
Housing
Commission
made
a
recommendation
to
the
Planning
Board
as
part
of
the
land
use
code
revision
process
to
allow
smaller
sized
Lots
and
to
better
accommodate
duplex
housing
by
treating
it
the
same
under
zoning
as
other
types
of
houses
in
order
to
create
more
infill
and
housing
opportunities
within
walking
distance
of
downtown.

The
Commission
did
not
meet
for
its
regular
meetings
in
april
or
june.
However,
it
co-sponsored
the
homebuyers
expo
on
april
14
and
two
homebuyers
education
classes
on
jun,
11th
and
25th.
The
Housing
Commission
coordinated
its
efforts
with
First
Citizens
Bank
to
sponsor
a
home
buyers
Expo
as
a
service
to
the
community.
The
expo
was
held
at
the
Lakeview
Senior
Center.
It
features
featured
exhibits
and
vendors
sharing
their
portfolios
to
draw
public
interest
about
loan
programs
to
encourage
families
to
transition
from
renting
to
home
ownership.

The
Housing
Commission
prepared
lists
and
continues
to
add
to
that
list
of
persons
in
need
of
help
with
yard
cleanup
and
home
maintenance.
The
Commission
has
gladly
turned
the
administration
of
this
list
over
to
Swannanoa
Valley
Christian
ministries,
swarna
Valley,
Christian
ministries
is
better
suited
to
put
volunteer
groups
together
with
homeowners
that
need
assistance.

had
two
outgoing
members
this
year,
Joanne
Brandon
and
Connie
Pruitt,
both
whom
served
as
Commission
shared
during
their
appointments.
The
Commission
wishes
to
thank
them
both
once
again
for
their
service
after
a
brief
resignation,
period,
I
reapplied
and
was
reappointed
by
the
Board
of
Aldermen.
In
May
of
2011,
the
Housing
Commission
is
currently
comprised
of
seven
regular
members
with
one
member
on
a
temporary
leave
of
absence.
Due
to
medical
reasons.
We
have
to
membership
positions
open
an
election
of
new
officers
was
held
at
our
July
eighth
meeting.

Housing
Commission
will
discuss
delegating

member
of
the
House,

commission
to
attend
meetings
of
the
consortium
with
the
town
manager,
a
duty
left
open

absence

planning

Commission
meets

Tuesday
of
the
month.
The
next
meeting
of
the
Housing
Commission
is
Tuesday.
August
sixteenth
at

Town
Hall.

Commission
will
discuss
its
recommendations
for
goals
for
the
year
and
report
to
the
town
manager
for
consideration.

many
months

reviewing
and
discussing
various
issues
of
concern
related
to
the
management
of
the
Gulf
operations,
in
the
condition
of
the
course
and
noting
that
the
course
had
failed
to
meet
revenue
projections
in
10
of
the
last
11
years
and
had
expenditures
exceeding
revenues
in
seven
of
the
last
eight
years,
this
Board
of
Aldermen,
by
a
vote
of
three
to
two
on
jun
21st
directed
staff
to
negotiate
a
management
services
agreement
with
billy
casper
golf.
After
considering
a
number
of
alternative
management
scenarios
for
the
Black
Mountain
course.

The
the
board,
along
with
staff
and
myself,
with
the
assistance
of
an
ad-hoc
golf
advisory
group
and
the
town's
Recreation
Commission
informally,
considered
proposals
for
everything
from
hiring
our
own
full-time
general
manager,
upon
the
departure
of
our
previous
manager
to
leasing
out
the
course
to
entering
into
a
management
services
agreement
to
looking
at
the
possibility
of
selling
the
course
or
portions
of
the
course,
and
to
maintaining
the
current
staffing
and
funding
arrangement.
As
is
at
the
board's
direction.

The
town
initiated
research
reference
and
due
diligence
on
eight
to
ten
management
companies,
inviting
several
to
submit
formal
proposals
for
a
management
services
agreement
prior
to
inviting
billy
casper
golf
for
an
informal
presentation
to
the
board
back
in
May.
In
response
to
that
presentation
and
the
contract
proposal
provided
by
billy
casper
golf.
At
that
time,
I
was
directed
with
staff
to
negotiate
certain
terms
for
consideration
by
the
board,
and
so
that's
the
point
at
which
we
are
tonight,
bringing
you
back
the
negotiated
contract
that
you
asked
us
to
pursue.

spent
quite
a
lot
of
time
in
the
agenda
session
going
over
the
some
of
the
details
of
that
contract
and
I
won't
go
through
all
of
those
at
this
time.
Although
I'm
happy
to
answer
any
questions,
I
would
like
to
address
the
points
that
have
that
were
the
points
that
you
specifically
asked
us
to
address.

Some
of
you
had
expressed
some
concern
about
the
non-compete
clause,
meaning
that
if
employees
were
first,
our
employees,
then
hired
by
Billy
Casper
in
the
contract
were
to
be
terminated.
The
original
contract
called
for
at
least
a
one
year
waiting
period
before
hiring
employees
back.
That
has
been
that
clause
has
been
removed
and
now
applies
only
to
Billy,
Casper
professional
corporate
level
staff.

The
incentive
management
services
fee
originally
discussed
at
twenty-five
percent
of
profit,
is
has
been
negotiated
to
twenty
percent
and
is
will
only
be
the
company
will
only
be
eligible
to
earn
that
incentive
once
the
town's
accumulated
deficit
has
been
completely
reduced
done
away
with
that.
Current
deficit
stands
at
approximately
one
hundred
and
seventy-five
thousand
dollars,
and
that's
before
we
have
final
reports
from
this
this
previous
year,
but
the
company
has
pledged
to
reduce
that
deficit
in
full
before
being
eligible
to
receive
incentive.
In
addition,
they've
agreed
to
fund
$25,000
toward
capital
improvement.

number
of
other
considerations
that
Billy
Casper
brings
to
the
table.
This
particular
contract
is
being
presented
as
a
term
of
five
years.

this

I

our
recreation
commission

recommend

contract

your

deliver
our
part

this
relationship,
hence
we're

incentive
until
all
your
money
is
paid
back.

a
consideration
because
we
feel
like
we

value

like

bringing

resources

own
in-house
media
public
relations
firm.

know

that
does
that
puts
Black
Mountain
in
the
press.

write
two
or
three
press
articles.
That

cost
you,
somewhere
between
twenty
to
forty
thousand
dollars,
to
get
those
published
all.

21-page
contract
management
agreement.

unless
there's

speed
reeves

the

they
don't

the

we've

for

better
than
the

Black
Mountain
Golf
Course

various

1937,
the
golf
course
has
meant
expenses

majority
of
the

told
this
board

her
profitability.

cannot
devalue
your
product

dollars
and
reduce

to
