I
know
this
is
an
exercise
in
futility,
but
I
want
to
register
my
complaint
and
I
wrote
this
so
I'm
gonna
read
it.
Our
forefathers
fought
a
revolution
to
correct
and
justices
of
being
ruled
and
taxed
by
England
without
the
say
or
representation
in
their
government.
They
then
form
this
great
nation
of
the
USA
on
the
Democratic
notion
of
our
leaders
being
selected
and
voted
into
office
by
the
people
for
a
designated
term
and
a
designated
length
of
time
in
Black
Mountain.

term
limits
four
years
for
each
of
our
aldermen
and
our
mayor.
The
elections
have
been
held
on
odd-numbered
years
now,
the
commissioners,
all
of
them
have
decided
to
change
the
election,
the
even
number
of
years.
This
is
being
done
supposedly
to
save
some
money
and
it
hook
up
to
the
general
elections
of
state
international
candidates.
That's
well
and
fine,
except
in
the
changeover
process.
Our
leaders
decide
to
give
themselves
an
extra
unapproved
year
in
office
to
cancel
the
election.
This
year
was
an
unacceptable
decision.

have
for
I
think
four
unelected
aldermen
sitting
in
front
of
me.
Perhaps
maybe,
since
your
volunteers
you'll
forego
your
wages
and
will
save
a
little
bit
more
money,
true
patriot
would
have
limited
their
terms
to
three
to
get
to
the
even
number
years
not
absconded
off
with
an
extra
year.
Canceling
an
election
undermines
the
basic
tenets
of
our
democratic
republic,
to
which
we
have
all
pledged
their
allegiance
tonight
also,
and
our
founding
fathers
fought
a
revolution
for
this
might
not
be
illegal,
but
it's
not
right.

on

A
new
resident
of
Black
Mountain,
my
wife
and
I,
moved
here
in
June
and
reside
on
3rd
Street.
Black
Mountain
is
a
new
home
and
I'm
interested
in
contributing
to
the
town.
After
attending
a
recent
meeting
of
the
Historic
Preservation
Society
and
expressing
an
interest
in
serving
I
was
invited
by
the
chair
to
apply
for
one
of
the
vacant
seats.
Evidently
they
were
having
a
challenge
meeting
quorum
and
they
had
no
other
potential
candidates.

applied
for
the
position
as
chance
would
have
it.
I
bumped
into
the
mayor
at
the
gun,
&
pawn
shop
and
I
conveyed
to
him.
My
interest
in
serving
on
the
committee
I
was
discouraged
by
the
mayor's
response.
He
stated
that
he
would
never
appoint
a
newcomer
to
any
of
the
town
boards
or
committees
since
I
have
not
received
a
response
to
my
application
and
the
town
clerk
informed
me
that
that
you
were
probably
waiting
for
other
candidates
to
apply
for
the
empty
seat.

read
the
whole
thing,
but
this
is
includes
all
of
our
required
communications
under
the
standards
to
provide
to
you
all.

just
want
to
go

kind
of
hit.

Some
of
the
highlights,
and
if
at
any
point
in
there,
you
guys
have
a
question,
do
feel

at
any

in

So
I'm
gonna
start
on
page
four

kind
of
one
of
the
things.
We
always
want
to
make
sure
to
point
out
the
comprehensive
annual
financial
report,
which
is
your
annual
financial
statements.
Those
are
prepared
by
your
management
team.
As
your
independent
auditor.
It's
our
responsibility
to
come
in
and
audit
that
information
with
the
intent
of
issuing
an
opinion
as
to
whether
or
not
the
financial
statements
are
materially
correct.

As
presented
we
can.
We
conduct
our
audit
in
accordance
with
generally
accepted
auditing
standards,
as
well
as
government
auditing
standards.
What
that
means
is
we
don't
test
100%
of
your
transactions,
but
we
test
enough
to
be
able
to
state
whether
or
not
the
financial
statements
are
materially
correct,
and
so,
through
that
process
we
issued
an
unmodified
commute
this
year.
That's
the
same
opinion
you
received
last
year
and
it
states
that
they
are
it's
kind
of
a
clean
opinion.
If
you
will
that
the
statements
are
materially
correct,
as
presented
by
management.

Onto
going
into
page
six
as
part
of
that
process,
I'm
gonna
go
over
just
a
few
kind
of
financial
results,
kind
of
the
two
big
areas
that
a
lot
of
people
will
look
when
they
try
to
look
government-to-government
to
evaluate
how
entities
are
doing.
Is
they
look
for
general
funds,
because,
obviously
every
government
is
going
to
have
a
general
fund.
I
What's
in
the
general
fund
varies
between
entities,
but
everyone
has
a
general
fund
in
the
end
and
then
we're
also
going
to
look
at
your
water
fund
in
a
couple
of
pages,
but
on
page
six
kind
of
at
the
top.
We
just
got
a
four
year
trend,
just
as
a
glance
of
where
your
revenues
and
expenditures
have
been
in
your
general
fund.
I
People
will
gauge
a
general
fund
and
they
do
that
by
looking
at
fund
balance
compared
to
expenditures,
because
that's
going
to
be
consistent
for
the
most
part
entity
to
entity,
and
so
you
can
see
that
kind
of
the
graphs
there
at
the
bottom.
Your
unassigned
being
the
green
bar
is
the
predominant
amount
of
your
general
fund,
which
represents
what
you
have
available
going
forward
into
the
future
years
for
expenditures
in
the
bottom
of
the
graphs.
I
You
can
see
the
percentages
there,
which
will
also
hit
on
a
future
page,
but
this
year
at
the
end
of
June
30
2019.
You
ended
with
about
thirty
one
and
a
half
percent
of
your
general
fund
fund
balance
compared
to
your
2019
expenditures,
which
equates
to
about
a
hundred
seventeen
days
of
reserve.
If
you
want
to
kind
of
think
of
it
in
what
do
we
have
going
forward,
that
does
exclude
it
from
a
reporting
standpoint
that
excludes
what
you've
already
appropriated
for
FY
2008
purposes.
I
On
page
seven
at
the
top
of
the
page,
this
is
so
to
say
the
thirty
thousand
thirty
thousand
miles
high
view
of
your
general
fund
budget.
You
can
see
kind
of
the
way
the
chart
works
there
at
the
top.
We've
got
your
original,
your
your
very
first
amendment,
our
adoption
of
the
2019
budget,
your
amendments
and
then
the
final
column
represents
your
final
approved
operating
budget
for
the
general
fund,
and
so
you
can
see
we
started
the
year
with
the
anticipation
of
using
about
fifty
nine
thousand
dollars
of
your
reserves.
I
Through
amendments,
we
were
ending
the
year
anticipating
to
use
about
three
hundred
fifty
thousand
dollars
of
your
general
fund
reserves,
but
the
actual
performance
was
we
added
four
hundred
thousand
to
the
bottom
line.
So,
instead
of
using
the
three
hundred
and
fifty
thousand,
we
had
a
procreated
for
purposes.
We
ended
up
through
increased
revenue
collections
and
cost
savings
and
kind
of
controlling
costs.
In
your
departments,
we
ended
up
padding
through
the
bottom
line,
so
kind
of
a
nice
swing
to
see
at
the
at
the
middle
of
the
page.

You
know
we
just
talked
about
the
unassigned
numbers.
This
also
gives
you
kind
of
a
context
of
your
general
fund
budget
as
a
whole
compared
to
your
your
current
year
expenditures,
and
so,
as
we
talked
about
you
ended
the
year
at
about
thirty
one
and
a
half
percent
of
your
general
fund
being
unassigned.
Your
total
fund
balance
represents
almost
69
percent
of
your
annual
expenditures,
and
so
you
can
see
the
past
couple
of
years.

know
the
class
I
continuing
education
class
was

recently
and
I.
Don't
do
governmental
work,
but
they
made
the
comment
that
that's
where
most
this
guy
was.

good
bit
of
the
you

that's

someone
is
trying
to
perpetrate
some
sort
of
dishonesty,
they
do
it
with
the
journalism
and
so
I
just
sort
of
draw
that
that
that
to
the
public's
attention,

Dean

he
gives
us
I
mean
the
journal
entries
are
always
in
the
met,
and
they
you
know
in
our
consent,
agenda
and
so
forth.

now
would
there
be
journal
entries
that
Dean
can
make
that
don't
show

the
the
consent

generally
speaking,
most
people
look
to
cash
flows
because
that'll
really
give
you
an
idea
and
it's
a
little
more
common
towards
a
non-governmental
entity,
a
lot
of
a
lot
of
people
kind
of
familiar
with
what
a
cash
flow
statement
looks
like
so
we've
pulled
out
certain
numbers
here
and
at
the
bottom
of
our
right
in
the
middle
of
page
10.
You
know,
generally
speaking,
we
start
with
cash
flows
from
operations
and
so
you'll
see
the
water
fund
had
a
positive
$400,000
from
operations.
I
When
you
see
that
we
kind
of
look,
what
do
they
do
with
those
cash
flows?
Hopefully
what
we
like
to
see
is
reinvesting
in
the
system
and
if
you'll
go
down
to
that
kind
of
third
section
there.
That's
your
capital
related
financing
activities,
and
you
can
see
we've
made
about
$300,000
of
capital
improvements
to
the
system,
as
well
as
we're
paying
on
debt
service,
which
is
financing
on
prior
year
and
so
we're
reinvesting
our
cash
flow
from
operations
into
the
system
itself,
which
is
a
good
thing
to
see
in
that
middle
area.
I
You'll,
see,
there's
a
big
inner
fund
loan
of
about
three
hundred
and
seventy
seven
thousand
dollars
and
that's
a
kind
of
cash
flow
timing
dealing
with
the
commerce
part
project
where
that
fund
was
waiting
on
a
reimbursement
and
we
had
to
pre-fund
the
disbursements
with
water
monies,
but
the
monies
once
it
comes
in
from
the
grant
will
come
back
and
reimburse
the
water
fund.
So
the
the
Gulf
Coast
excuse
me
golf
course:
fund.
I
Is
your
other
enterprise
fund
and
maybe
not
to
the
same
tune
as
your
water
fund,
but
not
a
typical
of
a
municipality
golf
fund
you'll
see
the
operations
actually
were
a
negative
hundred
thousand
dollars
for
the
year
and
that's
being
supplemented
with
a
transfer
from
the
general
fund
with
a
pretty
pretty
much
a
wash
for
the
year's
operations.

you'll

I'm
gonna,
just
kind
of
hit
a
couple
of
things
on
page
12
and
13
I
do
want
to
take
a
minute.
This
was
our
first
year
working
with
the
town
and
I
do
want
to
thank
Dean
working
with
him.
We
did
not
have
any
difficulty
working
with
management.
It
was
very
responsive
and
getting
us
the
information
we
needed.
It's
always
a
little
bit
of
a
bump.
I
If
you
will
dealing
with
a
change
in
your
auditors
getting
accustom
to
what
each
other
once,
but
he
was
very
responsive
and
very
good
at
getting
us
the
information
we
needed
to
conduct
our
procedures.
So
I
do
want
to
thank
him
too,
that,
through
the
audit
process,
we
did
have
some
audit
adjustments.
Those
are
included
in
the
back
of
the
packet
for
your
review,
but
we've
already
met
with
management.
I
We've
gone
over
those
they're
already
incorporated
in
your
financial
statements
as
part
of
the
the
capper
in
and
of
itself,
and
we
did
get
representations
from
management
that
the
financial
statements
they
that
we
have
helped
draft
based
on
the
information
they
provided
are
correct
as
they
intended
them
to
be
again.
We
are
independent
from
the
from
the
information
that
we've
audited
all
the
data.
That's
in
your
financial
statements
comes
from
your
management
team
and
we
audit
that
information
so
again
just
want
to
make
to
delineate
the
separation
there.
I
As
part
of
this
year's
audit
at
the
bottom
of
page
14,
we
did
have
a
couple
of
the
adjustments.
I
know
you
know.
I
mentioned
we
had
some
audit
adjustments.
We
had
a
few
adjustments
that
hit
thresholds
under
the
standards
to
be
recorded
to
be
reported
as
findings.
They
were
kind
of
just
one
time,
urine,
closeout
injury-related
items
so
not
earth-shattering
or
really
concerning,
but
under
the
standards
that
required
to
be
communicated
because
of
the
magnitude
of
those
entries.

has
a
couple
of
what
we
call
kind
of
byproducts
of
the
audit
areas
where
we
see
room
for
improvement,
but
they
don't
reach
the
magnitude
of
being
reported
as
any
sort
of
significant
deficiency
or
material
weakness
in

control
system.

just
kind
of
byproducts
and
recommendations
for
management.
We've
discussed
all
of
these
with
management.

We've
met
with
them
since,
and
we
can't
speak
as
to
whether
or
not
things
have
been
implemented,
because
we
have
an
audit
to
20
yet,
but
obviously
we're
working
with
them
to
make
sure
we
can
get
as
many
of
these
mitigated
began
and
then
on
page
17,
the
last
several
pages
here,
if
you
guys
have
trouble
sleeping
tonight.
This
is
all
the
new
standards
that
are
coming
out
in
the
next
several
years.
Some.

applicable
to
the
town
and
some
of
them
are
not
applicable,
but
we
always
want
to
make
sure
that
you
all
have
them
in
front
of
you,
because
decisions
you
make
will
and
can't
change
what
is
applicable
in
it
equal
time,
the
biggest
one
that
really
don't
need
to
dive
into
in
depth,
but
that
Gaby
87
deals
with
how
you
account
for
leases.
It's
applicable
and
you're.
This
way
you're
2021.
So
we
still
have
a
little
bit
of
time
to
get
it
in
place.
I
But
it's
ultimately
gonna
change
the
way
that
you
account
for
leases
and
that
any
operating
leases
you
have
have
always
just
been
disclosed
and
potentially
now
will
be
reported
as
liabilities.
But
again
that's
gonna,
be
for
all
governmental
entities
and
it's
gonna
be
kind
of
a
big
task
to
undertake.
So
that's
why
they
pushed
out
the
implementation
dates
so
many
years
in
advance.
So
we
will
be
working
with
your
management
team
to
make
sure
that
we've
kind
of
considered
all
aspects
of
that
as
we
get
ready
to
approach
into
2021.

Ten
in
the
financial
statements
point
us
to
the
number
you
were

one
that
is,
that
is
the
town's
responsibility
for
the
state
pension.
You
know
we
have
to.
We
have

that
pretty
complicated
calculation,
but
it's
an
interesting
number
just
for
the
public
to
understand
a
bit,
which
is
the
retirees,
is
the
plan
and
managed
by
the
state?

all
the
government
employees,
and
then
you
have
your
Leo
plan,
which
is
just
for
the
law
enforcement
officers
and
so
at
the
bottom
of

you'll

town's

the
state
plan
at
June.
30
2019
was
one
point:
five
million
dollars

and
that's
the
net
pension
liability
under
the
elders
and
then
the
liability
for
the
Leo
plan
was
seven
hundred
and
twenty

thousand
dollars,
and
that
represents
an
actuary,
not
our
calculation,
of
what
they
project.

as
this
saying
as
this
correctly,

you
take
it's
all
discounted
down
to
the
present
present
time
but
you're
saying
that
there's
1.7
to
a
little
more
than
two
million
dollars
of
liabilities
and
present-day

that's
for
the
town
of
Black
Mountain,
think
about
that
across
the
state.

big
number

supplementary
schedule
and

is
sort
of
the
funding
percentage
for
the
state
plan,

you

elders
plan

actually
about
92%
funded,
which
is
a
relatively
healthy
pension
plan

a
state
funded
plan.

while
you're

number

point,

is
that
very
top
percentage.

the

is

number

state

North
Carolina
is
almost

sales
tax

increased

They

in

of

permits

months

opposed
to
last

activity

Gibbons

is
still

popular
place

County
