Housing
Commission
report.
The
Housing
Commission
currently
has
no
vacancies
and
a
membership
of
nine
people
july
elections
for
the
commission
saw
a
commissioned
officer,
saw
a
decision
to
make
no
change
and
extend
the
terms
of
current
officers
for
another
year,
so
that
leaves
Peter
Vasquez's
chair
Ruth
Norton,
as
vice
chair,
Chad
Knight
as
secretary,
and
then
we
have
LaVon
Lindsay
Jeff
hunter
Carolyn,
Copelan,
Phillip,
assessee,
Bob,
Polly
and
Nancy
Hargrove.

the
direction
of
an
experienced
supervisor.
The
program
aims
to
help
individuals
and
families
save
energy
and
money
and
to
improve
comfort
and
build
community
right
now
we
do
have
two
of
our
commission
members
engaged
in
this
program
to
encourage
a
walkable
community
and
other
transportation
options.

Numbers
of
the
housing
commission
met
with
interim
town
manager.
Al
Richardson,
shortly
after
grow
wnc
gave
a
presentation
about
the
organization
till
I'll
be
support
for
the
town
of
Black
Mountain
to
join
the
consortium.
The
Commission
feels
at
the
core
focus
of
wnc
fit
in
line
with
the
issues
facing
buck
Mountain
and
then
would
benefit
from
being
part
of
a
well-organized
group
with
various
key
objectives,
all
of
which
are
interconnected
and
focused
on
our
region
of
North
Carolina.
They
would
like
to
thank
mr.
I
Richardson
and
Mayor
Bartlett
for
their
support,
as
well
as
the
Board
of
Aldermen
for
their
unanimous
decision
to
join
the
consortium.
Members
of
the
Housing
Commission
have
already
joined,
grow
WMC
for
some
of
their
events
and
plan
to
continue
attending
the
Housing
Commission
hosted
presentations
by
Mike
by
Matt,
Siegal
green
building,
director
for
the
Western
North
Carolina
Green
Building
Council,
and
carry
run
sir
Turner
senior
planner
and
grow
wnc
project
manager.
At
its
gene
19th
meeting
the
Commission
learned
about
other
programs
under
the
WWN
cg
b
c
umbrella,
with
an
emphasis
his
own
neighbors
say.

We
discussed
additional
ways.
We
could
encourage
affordability
within
our
existing
homes
and
how
we
could
educate
residences
residents
or
provide
incentives
for
homeowners
to
increase
their
homes.
Efficiency.
The
presentation
by
mr.
Utz
are
turner
focused
on
the
housing
workgroup
drasticals
developed
this
far
at
the
community
meetings
that
grow
wnc
has
organized.

They
include
promote
the
development
of
a
variety
of
housing,
options
that
are
appropriately
priced
for
persons
of
all
income
levels,
encourage
the
development
of
affordable
workforce
housing
within
proximity
to
employment,
transportation,
services
and
recreation,
recognize
the
unique
needs
and
differences
of
rural
and
urban
communities
and
prevent
legislation
at
the
federal
state
and
local
levels
that
support
other
identified
housing
goals.
Most
recently,
the
attention
has
turned
to
amendments
to
the
2004
comprehensive
plan.

In
an
effort
to
be
proactive,
the
Commission
began
a
review
of
review
of
the
2004
comprehensive
plan
to
coincide
with
any
possible
amendments
brought
by
the
Planning
Board
providing
direction
for
the
future
development
of
affordable
workforce
housing.
Energy
efficiency
and
a
diverse
population
go
hand
in
hand
when
vision
statements
provided
in
the
2004
plan.
The
Commission
is
working
on
a
list
of
items
to
present
to
the
Planning
Board
at
their
next
regular
meeting
in
an
effort
to
try
and
establish
some
additional
community
involvement
and
ate
our
members
and
working
around
busy
schedules.

The
Housing
Commission
gained
approval
from
the
board
of
aldermen
to
move
monthly
meetings
from
10
a-m
on
the
third
Tuesday
of
each
month
to
six
pm
on
the
third
Monday
of
each
month.
The
next
meeting
of
the
Housing
Commission
is
Monday
August
twentieth
at
6pm
in
the
town
hall
building.
We

share

we've
accomplished
does
have
this
year
inside
it's
impressive
and
I'm
really
pleased
the
work.
That's
been
done
and
excited
about
the
what
they
were
going
to
do
I'll
go
ahead
and
get
everybody
starting
I
think
we
start
without
financing
early.
It's
a
lot
call
Dean
Louie
and
on
his
way
up.

Auditors
just
left
last
friday,
so
we're
still
tweaking
a
little
bit,
but
we
can
we're
going
to
go
fund
by
fund
through
through
the
government's
finances.
The
general
fund
this
year
is
looking
at
revenues
will
exceed
expenditures
by
about
two
hundred
eighty
thousand
dollars.
A
large
part
of
that
is
sales
tax
increase.
I
have
those
two
lines
highlighted
up
there
in
yellow
because
we're
we
are
going
to
get
two
more
payments
of
sales
tax
of
about
a
hundred
thousand
dollars
each
and
another
130
thousand
dollars
of
franchise
taxes.

So
whatever,
when
it's
all
said
and
done,
total
fund
balance
for
the
one
will
increase
about
280,000
dollars
and
available
fund
balance
will
probably
increase,
probably
over
half
a
million
dollars.
So
it's
been
a
good
year
and
the
general
fund,
all
the
department
heads,
have
done
a
great
job
of
trimming
expenses
all
year
round.

general
before
we
go
on,
building
permits
actually
show
a
bit
of
a
slight
decline
from
prior
year,
which
is
a
little
disappointing,
but
that
is
not

large
part

our
revenue
in
the
general
fund,
but
I
think
it's
a
good
indicator
of
the
health
of
the
community
and
we
showed
a
slight
decline.
So
that
was
a
little
disheartening.

to
the
expenditures
and
the
general
fund
from
year
to
year,
it
appears
that
we,
our
expenditures,
are
about
seven
hundred
thousand
dollars
less
this
year.
It
shows

opposed
to
seven
million
three
hundred

thousand
that's
just
about
seven
hundred
thousand
dollars.
There
were
a
couple
in
fiscal
year

there
were
a
couple
to
separate
one-time
events.
We
purchased
a
bunch
of
vehicles
for
250
thousand
dollars,
which
shows
up
as
an
expenditure,
and
we
transferred
250
thousand
dollars
to
the
golf
course.

so,
if
you
factor
out
those
two
events,
expenditures
are
that
only
down
about
two
hundred
thousand
dollars
and
helps
us
with
with
the
gain
in
fiscal
year
12
the
water
fund
is
accounted
for
on
a
on
a
gaap
basis.

water
fund
is
probably
good
to
show
about
a
hundred
thousand
dollar
loss
this
year.

the

HR
department
worked
out
the
logistics
of
the
first
satellite
classroom
located
here
in
the
boardroom,
which
turned
into
a
great
classroom
each
Tuesday
night.
We
had
10
talent,
lat,
Mountain
employees,
taking
the
first
of
their
prerequisite
courses
to
earn
their
degree.
The
first
course
was
one
night
per
week,
starting
at
five
and
then
to
get
850
continuing
for
16
weeks
and
that
course
was
CSI
110
intro
to
computers.

one

local

joined
the
Day

paired

art

chapter
school
charter

scheduled

organized

Way
rally

with
a

to
organize
our
second
class
in
our
ongoing
satellite

public
speaking.

instructor
was
rusty
homes
and
November.
We
planned
the
retirement
party
for
Dawn
laws,
he
retired
after
18
years
with
a
public
services
department,
and
you

from
the

everybody

we
compile
the
annual
salary
and
benefit
statement
for
each
employee.
This
statement
lists
all
the
employee
benefits
and
a
value
of
those
benefits
and
dollars
and
completed
the
calendar
year
in
procedures
and
to
get
ready
for
the
w2's
in
January,
worked
up
the
personnel
budget
for
the
fiscal
year
2012-13
this
involved,
putting
into
an
XL
work
spreadsheet
all
the
employees
and
their
benefits
for
the
finance
director
to
use
in
budget
preparation
implemented.

new
benefit
focus
program.
As
a
march,
two
thousand
twelve,
the
state
health
plan
went
entirely
paperless.

enrollment
was
early
due
to
the
new

enrollment

the

quarter,

employees

the
help
of
the
department

were

little

with

we
were
down
in
both
permits
issued
and
fees,
however,
from
May
to
July,
which
is
it
included
in
this,
we
have
seen
a
steady
increase
in
both
of
those
well
over
even
the
past
three
fiscal
years,
so
for
permits.
We
were
down
about
nineteen
percent
for
the
year,
which
does
account
for
some
of
our
revenue
loss
for
our
fees.
We
were
down
about
seven
percent
again,
we
do
see
those
increasing.

We
do
see
some
residential
construction
coming
in,
which
is
a
good
sign
on
our
inspections.
We
had
an
increase
of
three
tenths
of
a
percent.
Some
of
that
has
dwindled
just
with
ingles
kind
of
coming
to
a
close.
That
was
the
majority
of
our
inspections
for
the
past
few
months,
but
they
are
back
on
the
rise
with
new
construction
and
remodels
going
on
for
privilege
licenses.
We
did
have
a
decrease
of
about
twenty
percent
again
just
kind
of
with
the
economy.

seem
a
lot
of
businesses
closed
and
not
a
whole
lot
of
new
ones
coming
in
throughout
the
year,
we
have
seen
several
come
in
just
the
past
few
months,
as
things
continue
to
get
better.
On
the
same
note
with
privilege,
privilege
license
fees,
we
did
have
a
decrease
of
sixty-eight
percent
for
our
zoning
complaints.

people
are
getting
better
about
maintaining
property
and
just
taking
care
of
their
yards
for
zoning
inspections.
A
decrease
of
about
forty
seven
percent
began
just
with
things
slowing
down.

hasn't
been
a
whole
lot
going
on

the
preschool
classes
at
the
First
Presbyterian
Church
on
bicycle
safety,
and
we
also
assisted
black
mountain
parks
and
recreation

conducted
a
bicycle
rodeo
at
the
First
Baptist
Church.
This
is
a
good
way
for
the
officers
to
be
able
to
interact
with
children
and
kids.

second
one
we
hear
is
the
police
department
fighting
an
accident
reconstruction
officer
to
assist
on
high
school
students
who
are
taking
college
criminal
courses
and
justice
criminal
justice.
By
assisting
with
these
courses,
we
were
able
to
educate
the
students
on
the
basics
of
motor
vehicle
crashes
and
in
this
type
of
class,
we
also
were
able
ryot
raised
awareness
in
students
about
the
major
causes
of
traffic
accidents
such
as
texting
and
driving,
speeding,
underage
drinking
and
driving
and
inattention.

ridgecrest
rally
is
an
annual
event
held
in
a
rich
press
conference
center
Christian
bikers
from
all
over
the
country
come
and
pay
their
respects
to
fallen
soldiers.
We
escorted
these
motorcycles
to
the
Veterans
Cemetery,
where
they
had
a
devotional
prayer
for
the
soldiers
and
their
families,
and
we
also
completed
our
annual
daytime
firearms,
certifications
and
ballistic
shield
training
bliss
the
ballistic
shields
were
purchased
through
drug
forfeiture
monies
from
big
cat.

shells
are
used
for
active
shooter
scenarios
along
with
recovery
techniques
and
again
these
were
purchased
through
the
BK
for
concern
money's
at
no
cost
of
taxpayers
and
finally,
the
reserve
hours.
We
had
1824
hours
that

donated
and
voluntarily
to
the
reserve.
If
we
had
had
to
pay
someone
that
would
have
cost
the
town,
twenty-six
thousand
nine
hundred
and
four
dollars,
they
also
held
in
the
solid
festival
that
we
had
no
major
incidents
during
the

with
fest.
