effort

increase
access
and
the
public
meetings
for
people
with
disabilities
and
we've
installed
an

compliant
seating
arrangements
for
presentations
in
public
comment.

This
past
Saturday
board
members
were
honored
to
attend
the
annual
MLK
Prayer
Breakfast
and
I
got
an
email
from
one
of
the
dear
ladies
on
the
Beautification
Committee,
you
know
to
I.
Think
was
two
years
ago
we
were
recognized
as
a
pretty
small
town
in
America.
Well,
Oprah
Magazine
has
just
recognized
us
as
the
8th
out
of
64.
You
stop
small
towns
in
America
and
the
pictures
that
is
on
her
her
site.
I,
don't
know
if
it's
hardcopy
yet
or
not.

She
were
taken
from
the
town
square
and
with
that
I'd
like
to
mention
Carlos
Carlos
found
peace
and
comfort.
After
an
extended
illness,
January
27
2020,
he
was
committed
to
those
he
loved.
He
exhibited
his
strong
will
to
survive
fallen
during
his
fight,
Carlos
served
as
an
alderman
since
2009,
and
it
was
the
second
African
American
to
ever.
Do
so
in
the
town
of
Black
Mountain
served
as
a
member
of
the
Black
Knights?
A

Carlos
was
the
embodiment
of
fairness
and
looking
out
after
all
town
citizens
in
this
town,
he
he
was
his
own
vote.
He
was
tremendously
passionate
about
the
things
that
he
was
working
for
or
trying
to
achieve
happened.
He
probably
received
more
criticism
from
past
popes
and
bored
in
this
town,
just
because
of
his
firm
stance
on
what
he
thought
was
fair
for
this
town,
so
I'll
say
in
ending
about
Carlos.
He
was
my
friend.
A
He
was
a
dear
friend
to
a
lot
of
folks
on
the
entire
board
and
he's
gonna
be
missed
and
he's
gonna
be
almost
impossible
to
replace.
He
ran
two
times
was
elected
twice
and
was
not
gonna
run
again
and
he
was
talked
into
filling.
The
remaining
ears
on
my
term
result,
which
I'll
always
deeply
appreciate,
he's
willing
to
serve
two
more,
even
though
he
was
wore
out
and
wanted
to
step
down.
He
stepped
forward
and
I
appreciate
that
the
other
one
is
my
father.
He
was
our
district
two
county,
commissioner.

His
imprint
on
our
organization,
the
organization
and
community
large
is
undeniable
and
he
leaves
the
legacy
of
having
an
unwavering
dedication
of
making
life
better
for
everyone
in
bunk
county.
Mr.
Fryar
was
one
of
the
folks
that
was
the
stand
in
the
gap
when
it
came
to
spending
money.
Now
he
also
fought
to
send
some
of
our
money
back
15
of
$650,000.
In
fact,
he
and
all
the
commissioners
did
there's
a
total
of
650
thousand
dollars
that
came
right
back
into
this
community
from
the
board
and
Micra
sister.

aids,
Campbell
regional
Leadership
Award,
the
Charles
H
Campbell
regional
Leadership
Award,
was
named
for
full
time.
Council
chairman,
miss
lannen
sky
and
long
time.
The
Lord
Mayor,
who
was
who
himself
received
the
National
Award
for
regional
leadership
in
1977
the
award
was
dedicate
dedicated
in
1983
to
annually
honor
an
outstanding
contributor
to
the
betterment
of
Western
North
Carolina
in
the
land
of
sky
region.
The
council's
executive
committee
Awards
it
to
another
council
member
who
has
made
a
major
in
long-term
contribution
to
the
council
and
its
governance.

met

the

it
takes
to
get

agencies

They
had
a
scheduling,
conflict
and
we're
going
to
move
that

police
department,
annual
report

Kind
of
feel
like
I'm
setting
from
the
conquers,
but
we'll
try
to
looks
like
our
itinerary
is
kind
of
for
tonight,
so
I'll
hit
the
highlights
and
try
to
expedite
this
as
much
possible,
but
again
in
2019,
we've
saw
a
year
full
of
changes
and
some
good
accomplishments
and
kind
of
what
we
want
to
discuss
the
night.
Really
quick
is
just
talk
about
the
call
volumes
we
saw
talked
about
the
calls
per
officer
and
how
we
rate,
with
other
municipalities,
similar
in
size,
again
talk
about
our
impact
on
drugs.
C
So
in
2019
the
police
department
received
about
2020
six
thousand
eight
hundred
forty
five
calls
for
service.
If
you
look
at
the
previous
five
years,
that's
about
a
11
percent
growth
since
2014
again,
you
will
see
a
small
dip
in
2018.
The
reason
that
number
is
a
little
bit
of
skewed
again
as
I
explained
last
year,
is
the
fact
that
we
started
the
new
of
what's
called
an
Ivor
system
and
it
changed
some
of
the
grouping
and
categories
and
reporting
methods
of
some
of
the
crimes.
So,
therefore,
we
saw
a
slight
drop.
C

So
throughout
the
southeast
we
can
actually
program
in
our
population
size
and
things
of
that
nature
and
come
up
with
how
we're
sort
of
rating,
amongst
other
agencies
that
are
similar
in
size
and
there's
actually
in
your
handouts.
Three
pages
of
this
I'm
going
to
hit
very
briefly
on
some
of
the
things
that
were
a
little
bit
higher
on
and
kind
of,
explain
those.
But
overall,
our
rating
is
extremely
well
as
we're
equal
to
many
agencies
in
twenty.
C
Six
of
these
categories
were
lower
than
all
the
agencies
that
we
were
compared
to
in
twenty
six
kind
of
different
categories
and
then
we're
only
slightly
higher
in
a
few
a
few
extra
categories.
So
one
of
them
that
we
were
a
little
higher
in
was
was
it
showed
kidnapping
at
three.
The
average
is
about
two:
we
had
no
true
kidnapping
cases.
Most
of
these
cases
ended
up
being
custody,
type
disputes,
and
things
like
that.
However,
when
they're
reported,
we
have
to
report
them
as
they
come
in.

Motor
vehicle
thefts
seem
to
be
another
one
and
all,
but
anyway
it's
showing
us
at
22
motor
vehicle
thefts
within
the
city
and
and
on
the
average
there's
20,
where
that
number
is
a
little
bit
of
skewed
as
17
of
those
vehicles
were
actually
recovered.
Vehicles
which
go
into
the
system
is
stolen,
but
we
we
simply
recovered
them
from
other
jurisdictions.
We
had
five
vehicle
s
within
the
town
in
2019,
four
of
those
recovered
recovered
locally
and
then
what
actually
recovered
on
the
coast.

So
we
went
Ruth
only
had
five
motor
vehicle
thefts
and
then
we
did
have
one
statutory
rape
which
most
of
the
other
municipalities
similar
in
size
to
us,
have
none.
We
have
one,
but
that
ended
up
being
an
unfounded
case.
It
just
not
go
into
too
much
detail,
disassembly
as
unfounded,
so
that
was
where
we
rated
a
little
bit
higher.
There's
a
few
other
categories.
C
So,
if
you
look
at
our
coal
incident
types
in
2018,
the
police
department
took
a
thousand
fifty
six
calls.
2019
we
took
1201,
which
is
about
a
thirteen
point,
eight
percent
growth.
The
majority
of
our
calls,
fell
underneath
basically,
what
was
called
all
other
offenses,
which
was
everything
from
welfare
checks
to
patrol
violate
parole,
violations
to
warrant
services.
Things
of
that
nature,
our
narcotics
was
the
next
highest
which
encompassed
18
percent
of
our
calls
and
you'll
notice
too.
That
DWI
is
right
up
there.
We
we
doubled
our
number
of
DWI
in
this
past
year.

However,
if
you
look
at
the
Wayne
Ivers,
the
National
Incident
based
reporting
does
their
reporting.
We
saw
a
sixty
two
point:
five
percent
decrease
in
violent
crimes
which
occur
or
which
encompasses
murder,
manslaughters
rape,
simple
assaults,
aggravated
assaults
most
of
ours
in
the
past
have
been
either
simple
or
aggravated
assaults,
but
we've
we've
had
a
62
and
a
half
percent
decrease
in
those
calls.

In
that
keep
in
mind,
we
also
wrote
seven
hundred
sixty
two
warning
citations
and
gave
over
twenty
five
hundred
verbal
citations
and
in
the
next
slide,
I'll
show
you
why
that's
important,
and
so,
when
we
start
looking
at
vehicle
accidents
2018,
we
saw
three
hundred
and
forty-one
motor
vehicle
accidents
in
2019.
We
saw
two
hundred
and
sixty-two.

A
lot
of
our
cases
have
started
going
into
multi
counties
and
in
some
cases,
multi
states
and
even
nationally
and
in
some
of
the
cases,
so
we've
continued
that
impact
on
on
the
narcotics
that
we're
seeing
in
this
area,
mostly
what
we're
seeing
is
marijuana
and
its
derivatives,
methamphetamines,
cocaine
and
heroin
out
of
the
narcotics
that
we
took
off
the
street
last
year,
there's
an
estimated
they
were
at
an
estimated
600,
58,000
$215
street
value
of
what
we
got.
C
So
in
addition
to
of
the
narcotics
seized,
we
actually
seized
12
illegal
weapons
from
the
streets.
We
seized
approximately
one
hundred
and
forty
two
thousand
seven
hundred
and
thirty
dollars
in
cash,
and
we
also
seized
three
vehicles
which
have
been
taken
from
from
us
by
the
state
to
basically
auction
off
they'll
pay,
some
of
those
drug
taxes
on
the
north
cot
X.

I
was
telling
you
about
three
of
those
cases
were
adjudicated
last
year
in
federal
courts,
so
we
had
our
first
three
successful
federal
court
cases
and
in
those
three
cases
it
totaled
around
fifty
five
years
of
active
sentence
for
those
three
individuals
that
were
sentenced
so
we're
having
a
very
good
success
rate
and
ridding
these
people
off
of
our
streets.
For
some
time,
and
not
only
did
the
officers
last
year
make
a
difference
with
the
impact
on
narcotics
in
the
town.
We
were
also
again
through
through
the
narcan
that
we
carry.
C
We
were
able
to
help
with
the
saving
of
four
individuals
from
fatal
drug
overdoses
as
well
our
SRT
team,
as
I
kind
of
explained
last
year,
that
we
were
looking
to
put
together.
Essentially,
we
were
seeing
so
many
narcotics
search
warrants
that
we
had
to
come
up
and
get
the
training
and
things
that
we
needed
to
number
one
help
us
out
legally
and
in
service
of
these
warrants,
but
also
in
a
way
to
try
to
help
make
sure
that
we
were
keeping
the
town
safe,
keeping
our
personnel
safe
and
and
things
of
that
nature.

So
we
did
have
our
first
full
year.
This
year
we
saw
basically
17
call-outs
in
2019,
with
six
of
those
being
high-risk
search
warrants
for
were
narcotic
search
warrants,
three
high-risk,
violent
offender
apprehension
and
for
mutual
aid,
and
with
that
we
also
trained
over
a
thousand
forty
four
hours
and
60
of
those
training
additional
training
hours
or
with
outside
agencies
in
our
area,
for
a
multi
response.

If
we
have
something
huge
to
occur
here
within
our
County,
the
team's
goal
is
the
preservation
of
life
when
we're
out
on
home
calls,
and
the
one
thing
I
will
say
in
2019
is
the
17
call-outs
we
have.
We
have
no
offenders
hurt
and
no
officers
hurt
and
those
beings
hurt.
So
we
with
100%,
achieve
the
goals
that
we
wanted
with
the
team
and
then
I
want
to
kind
of
move
into.

Systems
or
the
conceit
key
concerns
with
our
radio
system.
At
the
time
we
ended
up
working
and
talking
with
wireless
communications.
There
was
quite
a
bit
of
negotiations
that
went
on.
We
started
out
at
somewhere
around
six
hundred
and
four
thousand
dollars
and
as
the
the
first
number
that
was
thrown
out
of
us
to
fix
our
communication
center
get
our
radios
upgraded.

We
talked
them
down
to
like
five
hundred
eighteen
thousand
and
through
a
little
bit
of
research,
we
found
out
what
they
had
charged
Buncombe,
County
and
kind
of
threw
that
back
said
hey,
we
want
the
same
deal,
and
so
they
had
to
go
back
to
Motorola
and
talk
to
Motorola.
Ultimately,
that's
how
we
came
down
to
the
negotiated
price,
which
again
save
the
town.
Essentially
right,
$204,000
I
wrote
a
grant
back
in
early
eighteen.
We
knew
that
we
needed
our
MDT's
updated.
We
knew
we
needed
in
car
printers.
C
They
were
all
dated
and
just
coming
to
the
end
of
life,
we
did
receive
that
grant.
It
didn't
come
till
early
in
nineteen,
that's
when
they
released
the
funds
of
the
grant
was
for
twenty.
Four
thousand
nine
hundred.
Ninety
nine
dollars,
because
it
was
a
year
off,
we
had
to
seek
new
estimates
on
everything
we
were
able
to
reduce
those
costs
and
ultimately
we
were
able
to
buy
a
75
inch,
Smart
TV,
where
we
could
do
additional
trainings
with
the
briefings
and
emergency
events.
We
could
use
it
and
project.
C
Through
the
partnership
with
homeland
security,
when
you
start
talking
about
narcotics
investigations
and
things
like
that,
especially
in
our
town,
it's
it's
important,
because
every
time
runs
into
budget
cost
and
things
like
that
so
again
and
effort
trying
to
reduce
that
they
said
hey.
You
know
what,
if
we
can
take
this
federal,
reimburse
the
funds
to
you
and
so
to
date,
we're
looking
at
roughly
about
twelve
twelve
thousand
eight
hundred
dollars,
that's
being
reimbursed,
plus
almost
a
thousand
dollars
in
equipment
that
they
purchase
for
us.

We're
in
negotiations
with
them
on
now
indicate
it
will
be
I
think
on
the
later
slide
is
they're.
Looking
at
purchasing
what's
called
license
plate
readers
for
us,
they
run
about
ten
thousand
dollars
apiece
or
looking
at
buying
two
fours
to
help
out
with
the
narcotics
investigations
and
stuff,
like
that.
Also
through
a
partnership
with
project
Lazarus
when
fentanyl
and
stuff
is
so
bad
on
the
streets,
we
were
able
to
get
basically
the
narcan
injectors,
and
these
are
really
nice
for
the
fact
you
pull
the
cap
off
of
them.

They
walk
you
through
everything
that
you
have
to
do.
I
have
no
idea
what
they
cost
the
first
time
we
we
essentially
we've
got
nine
nine
boxes,
so
the
box
contains
two
actual
injectors
and
a
trainer
injector
talking
to
John
Wilson.
He
said
we
couldn't
use
such
things
like
$4,200,
a
box
and
a
little
bit
later
on
when
those
expired
project.

Lazarus
give
us
20
more
boxes,
and
not
only
do
they
give
us
20
more
boxes,
they
give
us
a
drug
drop
box
as
well,
and
so
the
estimated
cost
in-
and
that
was
almost
one
hundred
and
twenty-two
thousand
dollars
of
goods
that
came
in
that
we
didn't
have
to
pay
for
likewise.
I
think
and
I've
got
it
somewhere
in
here,
we've
actually
taken
in
through
the
drug
drug
drop
box,
almost
been
able
to
pull
two
hundred
and
twenty
pounds
of
prescription
medications
and
then
have
them
destroyed
appropriately.
Rather,
they
end
up
on
the
streets.

So
again,
to
assist
with
the
fleet
of
the
patrol
vehicles-
probably
one
of
our
highest
budget
in
areas
that
we
have
to
deal
with
and
it's
you
know
extreme
cost,
because
you're
not
just
buying
the
vehicle
you're
also
buying
the
equipment
to
go
in
and
stuff
like
that.
In
a
lot
of
cases,
we
were
able
to
use
drug
asset
forfeiture
funds
to
purchase
a
2018,
Dodge,
Charger
and
whip
it
at
a
cost
of
about
$30,000.
From
the
asset
forfeiture
funds,
we
were
able
to
see
the
2015
14
ranch
turn
it
into
a
canine
vehicle.

Know
we
have
the
individuals
within
the
town.
I
can't
talk
about
the
generosity
of
the
people
in
this
town,
not
only
for
support
in
the
department
and
in
equipment,
but
the
way
they
support
the
department
of
town
through
donations
to
be
able
to
do
the
Christmas
things
we
do
and
the
Thanksgiving
things
are
doing,
outreaches
that
we
do
I've
never
been
in
a
community.
That's
that's
so
giving
and
trying
to
take
care
of
the
community.
It's
you
know,
I
just
can't
describe
you
know
how
much
that
means
to
have
the
support
of
a
town.

So
with
that
being
said,
we've
got
eight
thousand
dollars
to
purchasing
some
rifles.
We
need
it
because
some
of
our
guys
were
carrying
their
own
rifles.
Not
only
that,
but
we
had
a
citizen
step
up
who
paid
for
our
canines
food
for
the
year
and
they
also
bought
a
ballistic
vest
for
the
dog
that
came
out
of
their
pocket
to
make
sure
that
the
dog
was
taken
care
of
as
well.
So
that
just
shows
the
generosity
and
the
kindness
that
our
citizens
have
in
this
town
and
again
it's
overwhelming
to
me
it's
amazing.

So
in
three
years
time,
if
you
tally
all
that
up,
it's
it's
somewhere
a
little
over
a
half
a
million
dollars.
You
know
we're
going
to
continue
where
we
pushing
and
look
for
grants
and
any
kind
of
initiatives,
because
you
know
again
to
be
good.
Stewards
of
the
money
that's
providing
the
department.
Part
of
that
is
is
a
negotiation
of
prices.
C
It's
looking
for
ways
to
help
offset
that
and
save
the
town
money-
and
you
know
I
just
want
to
say
that
is
we're
going
to
continue
to
do
what
we
can
do
to
try
to
help
offset
those
costs
and
make
it
cheaper
for
our
budget
as
well.
Again,
we
did
apply
for
another
governor's
crime
commission
grant.
We
just
recently
got
word
on
it.
It's
a
no-match
grant,
so
no
cost
in
the
town.
It
will
be
sometime
next
year
that
the
funds
will
be
released,
but
it's
for
$21,000
that
will
be
used
for
us.

We
were
also
worked
with
Swannanoa
Valley
priests,
one
bill,
Valley,
Christian
ministries
to
do
the
town's
first
ever
Community
Day,
which
I
think
was
a
great
success
for
those
that
went
out
and
saw
the
number
of
people
that
they
came
out
to
that.
Even
though
it's
raining
I
mean
it
was
a
huge
success,
our
Christmas
again,
we
were
able
to
help
15
children
this
year.

And
again
we
still
do
the
coffee
with
the
cops
we
did.
We
participated
in
some
drug
drops
that
were
throughout
the
county,
we've
been
into
the
child
daycares
and
did
presentations
and
hung
out
with
the
children
and
we're
still
doing
coffees
with
the
cops
there
they're
very,
very
successful,
and
the
numbers
continue
to
grow
each
time.
We'd
have
coffee
with
a
cop,
so
the
last
thing
I
want
to
kind
of
throw
out.
There
is
the
fact-
and
this
is
more
for
the
citizens
than
the
board,
but
we
do
have
the
Newtown
webpage.

If
you
look
on
the
bottom
left,
there
are
some
tabs
when
you
scroll
the
bottom
of
the
webpage,
one
of
them
comments,
that's
where
you
can
either
give
them
accolades
to
an
officer
or
if
you've
got
a
complaint.
You
can
kind
of
start
the
process
there,
but
it
also
has
a
tip
line
and
I
can
tell
you
the
tip
lines
been
very,
very
successful.
At
this
point,
I
can't
tell
you
from
larceny
it's
been
been
solved
from
tips
coming
in
to
drug
offenders
being
arrested
due
to
tips
coming
in.

it's
been
one
o'clock
in
the
morning
and
then
I'm
on
the
phone
with
the
officer
saying
hey,
we
need
to
go
check
this
area
out,
so
these
please
use
these
sites
there
they're
making
a
difference
so
use
those,
and
then
lastly
I
just
want
to
say
that
again
this
was
a
great
year
for
a
success
for
us.

know
we
have,
through
our
partnerships
we're
able
to
save
the
town
money.

money

the

different
things
than
I

past.
In
the
past
I've,
given
out
you
quarterly
report,
highlighting
revenues
and
expenses
for
all
the
funds,
and
you
still
have
that
in
your
possession
and
I'm
going
to
continue
to
do
that
on
a
quarterly
basis.
I
may
not
be
standing
here
in
front
of
you,
but
you
get
that
in
your
boxes
and
you
can
ask
any
questions
on
that
anytime.
You
want
including
tonight,
but
for
my
presentations,
what
I'm
going
to
do
is
I'm
going
to
sort
of
focus
on
a
different
area.

time
I
come

So

we're
going
to
talk
about
property
taxes
and
what
I
have
here
that
I
have
the
five
unit.
Municipalities
with
in
Buncombe
County
would
fin.
We
were
unable
to
get
their
information
and
I'm,
showing
you
the
actual
tax
rate
and
how
that's
changed
from
fiscal
year,
11
to
fiscal
year
20.
So
there's
there
were
two
property
reevaluation
x'.
During
that
time
are
our
actual
tax
rate
is
on
down
almost
9%
in
in
that
time
period
you
can
see
Buncombe,
County
and
Asheville
are
pretty
flat.

They,
they
sort
of,
went
up
a
little
bit.
Weaverville
went
up
about
five
and
a
half
percent.
Biltmore
Forest
went
up
15%
in
actual
rate
and
we're
gonna
sort
of
leave
them
aside
for
a
minute
right
now,
because
in
five
minutes
or
so
you'll
kind
of
understand
why
their
tax
rate
did
what
it
did,
but
with
the
other
four
municipalities,
our
tax
rate
actually
went
down
now.
Don
among
other
people,
is
aware
that
we
with
both
of
those
property
revaluations,
we
actually
were
revit.

We
were
slightly
below
revenue
neutral,
but
for
the
most
part
we
were
revenue
neutral.
So
the
taxpayers
of
Black
Mountain
as
a
whole
did
not
see
a
tax
increase
in
the
last
nine
years,
so
the
second
slide
sort
of
has
to
do
with
property.
Taxes
is
going
to
show
you
what
how
property
values
increased
during
the
time
period.
These
numbers
are
in
millions
of
dollars,
so
we
had
a
in
fiscal
year.

million
dollar
property
tax
property
evaluation.

vehicles
and
it's
not
personal
property.
This
is
just
homes
and
businesses
within
Black
Mountain
in
20
and
fiscal
year,

we're
up
to
1
million

no

dollars

taxes
received

received
almost
3.5
million
dollars

property
taxes
in

last
fiscal
year,

middle

fiscal

percent

municipality

we're

little

They
were
higher
than
revenue-neutral
and
that
effect
in
our
overall
tax
percentage,

it
shows
that
our
percentage
increased
17%
is
less
than
the
other
three
we're
not
going
to
really
count
Biltmore
for
us
because
of
some
of
their
restrictions
in
development.

discussions

East,
sometimes
we'll
bring
it
up
at

board
that,

taxpayer

Buncombe,
County,
you're,

better
off
being
in
Black
Mountain

has
done
more
to
keep

taxes
low,

boards

board
must
appoint
someone
to
fill
that
term
in
in
the
spirit
of
transparency.

up
with

idea
of
this
notice
of
interest,

individuals
that
have
interest
in
serving
the
remainder
of
that
term
would
fill
out
this
form.

would
be
available
here
at
Town
Hall
for
public
inspection
for
individuals
to
see,
and
they
wouldn't
be
required
to
do
anything
other
than
that
they
would
certainly
have
the
opportunity
at
our
next
board,
meeting
to
come
and
speak
in
citizen
comments
like
any
other
citizen.

the
law
requires
little
other
than
this
board
appoint
a
replacement.
This
is
a
nonpartisan
board
and
that's
about
the
only
limitation
in
state
law
is
if
we
had

partisan
board
that
the
person
replacing

missing
member

the
same
political
party.
We
don't
have
that,
and
the
this
board
is
putting
this
together
means
just
how
do
you
get
your
name
in
the
pot?
So
they
know
your
interests,
it's
not
like
a
job
application.

late

summer
we
had
a
successful
rezoning
application
on
Flat
Creek
Road,
which
prompted
a
conversation
about
a
significant
number
of
parcels
in
this
area
that
were
legally
non-conforming,
and
we
had
some
requests
from
other
people
who
lived
in
the
area
who
were
also
interested
in
having
the
same
zoning
district
of
tr4.
So
we
wanted
to
seek
a
more
holistic
solution
to
that
corridor.

parcels
and

study
area,
if
Ruiz
owned,
then
there
will
be
only
8
parcels
that
remain
legally
non-conforming
because
they
continue

be
too

at

zoning
district

residential,

primary
difference
being

December
and,

the
rezoning
request
is

change

and
you
can
see
the
abundance
of
red
in
the
area
that
the
properties
both
adjacent
and
abutting,
the
requested
zoning
district.

short

acres
and

difference
between

requested
district
