welcome
our
new
alderman
jennifer
willett,
and
we're
grateful
for
her
to
be
here
and
if
we
will
now,
let's
stand
pledge
allegiance
to
flight.

All
right
public
addresses
and
announcements.
I
have
one
in
response
to
the
global
spread
of
covert
19
and
the
high
public
health
threat
posed
to
our
citizens.
It
humbles
me
to
address
you
remotely
for
the
first
time
in
our
town's
history
as
you're
aware,
the
town
by
consent
of
our
leadership,
our
town
is
part
of
the
state
of
emergency
declarations
issued
by
the
county
leaders
beginning
on
march.

2020
increases
in
the
covert
19
cases
throughout
bunking,
county
and
state
further
prompted
a
stay-at-home
order
issued
by
governor
cooper
on
march
27
2020
and
which
enacted
temporary,
closes
closures
of
certain
businesses
and
instructed
everyone
to
stay
at
home.
Additional
restrictions
have
been
ordered
today
to
mandate
social
distancing
within
essential
businesses.

I
understand
it
may
be
disappointing
to
hear
that
many
activities
and
gatherings
are
now
prohibited,
but
data
shows
social
distancing
hand
washing,
is
working
to
reduce
the
number
of
infected
people
and
flattening
the
curve.
I'm
confident
we
will
make
this
through
together
as
a
community,
and
we
will
all
be
stronger.

Welcome
fund
assists
both
individuals
who
have
lost
employment
due
to
cover
19
and
provides
loans
as
bridge
funding
to
small
businesses
across
buncombe
county
during
the
pandemic,
I
asked
the
board
to
approve
a
donation
from
the
town
of
black
mountain
to
the
one
duncan
fund
directing
town
staff
to
identify
sources
in
the
current
year's
budget
pulling
and
pulling
together
money
for
that
purpose.
This
fund
has
been
set
up
to
assist
people
and
businesses
throughout
oakland
county
in
both
incorporated
and
unincorporated
areas,
including
black
mountain.

During
the
unprecedented
crisis,
both
town
residents
and
non-residents
make
up
our
workforce
and
operate
businesses
here
for
the
retail
establishments,
service,
businesses,
various
facilities,
restaurants
and
breweries,
etc.
I
recommend
the
town
contribute
a
minimum
of
one
thousand
dollars
to
the
one
welcome
fund.
We
need
to
be
team
players
and
share
with
the
larger
community
that
gives
to
us
and
supports
our
functioning
and
our
well-being
in
many
ways.

can
readily
see
a
list
of
those
who
believe
the
importance
of
the
community
in
the
community
of
helping
each
other.

good
year
for
us.
This
is
my
first
full
year
as
a
director,
so
we
have
a
lot
of
good
things
going
on
I'll.

year

made
some
changes
to
park
rhythms,
as
you
guys
are
aware.
Last
year
was
the
first
year
that
we
moved
half
of
the
downtown
at
cherry
street
in
southern
avenue.

listed
there.
They
were
pretty
successful.
We
are
planning
to
do
that
again
this
year.
You
know,
depending
on
the
19
situation,
we'll
be
splitting
those
events
again
doing
four
downtown
and
four
at
the
lake,
but
as
you
can
see,
there
are
the
numbers
there.

on

the
next

Coming
into
our
hall
event,
we
had
a
really
huge
turnout
with
a
walk
to
school.
One
of
the
things
that
we
did
last
fall
across
the
school.

we
partnered
with
two
local
businesses
in
town.

lot
of
our
opinions
is
to
partner
with
local
businesses,
rather
than
shop
outside
of
black
mountain,
just
to
have
a
partnership
to
let
them
have
scholarship
of
what
we're
doing.

part
of
circle
of
life
in
2018,
we
had
some
big
snowstorms
and
we
had
a
huge,
huge
turnout.
We
partnered
with
the
elementary
school
to
have
their
chorus
out
there
to
sing
we
partnered
with
a
four
sisters
bakery
and
some
other
other
local
businesses
provide
coffee,
hot
chocolate
and
treats,
and
we
have
a
huge
huge
turnout
for
that.

on
the

I'm

Our
programs
for
2019.

We
had
a
very
successful
full
season.
Last
year
you
can
see
the
attendance
numbers
there
and
even
some
of
the
revenues
in
your
packet.

We
get
raised
full
rates
last
year
for
game
history.
Family
passes
daily
passes.
I
think
the
revenues
kind
of
reflect
that
a
little
bit
just
trying
to
you
know
bring
in
some
more
money
to
pull
to,
in
turn
be
able
to
do
some
more
things
there
make
some
upgrades
do
stuff
like
that.

Moving
on
to
the
next
slide,
the
community
art
community
garden
had
a
95
extra
gardeners
last
year.
That's
full
plot
half
plot.
They
lost
close
to
2
000,
volunteer
hours
produced
over
4
000
pounds
of
food,
and
they
raise
about
thirty
four
hundred
dollars
through
their
empty
bowls.

center

sport
youth
is
probably
one

our
biggest
programs
that
we
do

you

in

of
the
revenues

things

indoor
software
remains
our
most
popular
program
in
town
with
kids
coming
not
just

black
down
but
from
nashville
as
well.
We
have
30
teams.
Last
year,
close
to
300
kids
participated
in
that
it's
really.

Swift
team
is
probably
another
one
of
the
larger
programs
we
have
for
you
sports.
It
continues
to
grow
every
year.
I
think
last
2019
was
one
of
the
biggest
years
for
the
swim
league
and,
like
I
said
she
continues
to
grow.
That
also
helps
out
with
the
pool
they
have
several
different
programs
that
they
run.

This
2020
season
and
extend
the
full
season
full
rental,
beyond
kind
of
the
labor
day,
closing
date
to
the
end
of
september.

Spatial
things

happened,
we
made
a
lot
of
revisions
last
year,
we're
constantly
trying

evolve.

think
it
looks
great,
a
lot
of
people
commented
on
that
we
also
partnered
with
munchery
for
some
of
their
volunteer
hours.
They
were
trying
to
complete
because
they
painted
the
exterior.

with
that?
We're
looking
forward

having
summer
camp
in
our
full
season.

Movie
night
and
they
were
able
to
take
away
the
programmer
event
without
putting
something
in
place.

two
of
the
things
that
we
did
this
year

kind

replace
the
movie
nights
was,
we
are
planning
to.

there

that
the
new
playground
is
completed.
It
can't
be
used
right
now,
but
it
is
completed.

are
going
to
be
finishing
the
picture
soon

hopefully
this

new
aggression
facility
out
there,
public
works
has
done
a
great
job.
Helping
us
do
some
parking
renovations,
which
is
kind
of
reflecting
the
embarking
that
was
lost
through
the
playground,
restaurant
facility
and
shelter.

lake

down

cragma

our
goal
was
to

get

housing,

they've

units

in

which
I
wasn't

aware

I

we

forget

we
would
like

designate

other
banks
in
town.

us,
we

able

work
this
one
out
with
this
developer
and
they
were
able
to
use
suntrust,
but
we
were
having
some
issues,
I
think,
with
all
the
coven
19
problems
with
with
getting

things
done
remotely

suntrust,
but
staff
thinks
it
would
be
a
good
idea
to
have
this
in
place
to
be
able
to
use
other
banks
in
town.

three
scenarios

play

activate
the
policy.

talks

single
building
scenario
that
would

affect

single
building

would
be
a
catastrophic
scenario
that
would
be
displacement
of

an
entire
department
or
other
departments,
and
then
the
third
one,
of
course,
would
be
the
one
that
we're
in
now,
which
would
be
a
pandemic
scenario.

goes

actually
has
an
agreement
that
an
employee
will
sign
if
they
are
being
selected
as
one
employee
to
work
from
home.
They
would
sign
the
agreement
and,
of
course
they
would
have
to
adhere
to
the
agreement

is
something
that
would
come
out.

guess
at
the
end
of
this
year,
specifically
related
to
2020
coronavirus
leave
and
the
acts
that

put

town
that
have

to
work
from
home.

are
a
handful
of
folks
that
could
work
from
home.

think
every
time
probably
alternate
on
the

hear

hear
is:

you
can
work
from
home
work
from
home,
you
can
stay
home
stay
home.

what
what
we're
trying
to
do
is
just
in
case
of
emergencies
now
and
going
forward
is
have
the
ability
to
let
folks
the
few
folks
be
able
to
work
from
home
if
they
can
work
from
home.
So
that's
what
the
policy
outlines.
It's
not
very
long.
It's
about
three
pages
long
goes
into
some
specifics
about
technology.

policy
when
you're
working
from
home,

it
doesn't
mean

you
get
to
sit
home
and
do
nothing

networking

apply
to

if
you
are
working

different

don't

we

There

quite

few
local
governments
that
do
have
a
policy
such
as
this
policy.
This
was
something

recommended
by
the
school
government
to
have
in
place.
If
you
were
going
to
have
people
tell
it
working
from
home.

can't
tell
you
much
about
the
remote
meeting
policy,
but
what
you're
I
haven't
even
looked
at
what's
written
closely,
but
what
the
guidance
we
got
from
the
school
of
government
and
read
this

this

stood
on
its
head,
the
statutes
read
and
it
references
remote
meetings.
It's
right
there
in
the
statute,
but
the
interpretation
up
until
30
days
ago
was,
if
you
called
the
school
of
government
45
days
ago
and
said
freda.
Can
we
just
you
know,
have
a
remote
meeting
and
nobody
show
up.

just
said:
that's
not
what
how
open
meetings
has
been
interpreted
that
changed
very
quickly.
The
first
steps
in
buckham
county
we
saw
was
the
city
of
asheville
having
a
meeting
where,
similar
to
this,
they
had
the
minimum
in
the
meeting
and
physically
had
board
members
attend
remotely,
and
then
you
got
into
voting
issues.
What
are
the
rules,
as
you
guys
know,
if
you're
at
a
meeting
physically
and
ron
makes
the
motion
to
give
the
town
attorney
a
raise
and
you
don't
vote
on
it.
You
voted
in
favor
of
the
motion.

The
school
of
government's
opinion
is,
you
can
sit
here
and
attend
remotely
and
if
you
vote,
your
vote
counts.
But
if
you
don't
vote,
it
doesn't
become
an
affirmative
voters
if
you're
here,
phys
physically.
So
it
is
possible
right
now
under
these
conditions
that
you
can
have
a
remote
meeting.
Nobody
could
be
here
for
that
matter.

As
long
as
you
have
the
active
participation
by
your
members,
the
public
could
see
what
was
going
on
and
in
some
fashion
you,
unless
you
have
a
public
hearing,
the
only
time
that
the
public
has
a
right
to
speak
at
these
meetings
about
how
statute
once
a
month
in
your
regular
meeting,
you
have
to
last
this
and
comment
and
you
have
to
allow
a
mechanism-
that's
reasonable,
which
you've
done
for
this
meeting.
It's
you
haven't.

You
know
you
had
to
be
on
the
ball
if
your
assistant
wanted
to
make
a
comment,
but
it
was
available-
and
I
understand,
be
assumed,
they're
able
to
see
the
proceedings
hear
the
proceedings
in
this
case.
You've
got
a
quorum
here.
You
don't
have
to
worry
about
that
piece
of
it
and
so
that
the
policy
just
sort
of
pulls
what
the
school
of
government
has
created
over
the
last
30
days
and
a
mechanism
where
you
can
have
your
meetings
and
comply
as
well
as
possible
and
again.

is
where
I
was
in
disagree
with
the
school
of
government.
In
the
first
place,
I
think
the
statutes
clearly
authorize
them
indirectly
speaking
remote
meetings
and
now
the
school
government
agrees
with
me
every
now
and
then
I
win,
but
obviously
circumstances
change
interpretations
and
angela
hooked
on
it.
The
best
is,
as
long
as
you
take
reasonable
steps
to
comply
with
all
the
open
meetings
requirements
and
those
are
that
there's
attendance
participation
and
the
public
can
see
what's
going
on
and
you
they
have
the
ability
at
least
once
a
month
to
comment.

a
reason
as
a
trial
lawyer,
I
can
tell
you
those
reasons
I
want
to
look
when
the
witness
testifying
I
want
to
sit
there.
I
want
to
see
how
they
fidget.
I
want
to
see
how
they
move
around
their
seat.

see
how
they
react
as
part
of
the
process
of
hearing
a
judicial
requisite
judicial
hearing.
So
the
time
being,
those
are
left
out
of
this
policy
that
you
have.

alderman
could

in

cart

the
ground
and

team
can

lately

a
guy
got
arrested
last
week,
simply
because
there
wasn't
any
toilet
paper
there,

he
got
completely
angry
and

started
knocking

screaming
and
using
curse
words
and
was
going
through

knocking
things
out
out
off
the
shelves.

started
to
get
in
the
confrontation
with
the
assistant
manager
and

long
story
short

innocent
bystander
to
step
in
between
them
and

to

him
to
calm
down
and
understand
that
this
we're
all
living
through
difficult
circumstances

didn't
work
and
the
guy
was
arrested
in
the
parking
lot
of
angles.

funny
