Description
Regular Meeting of the Black Mountain Board of Alderman from Sept. 9, 2019.
A
A
A
B
Join
me
in
prayer,
will
you
please
father?
We
thank
you
so
much
for
the
beautiful
day
you
gave
us
today.
Well,
we
thank
you
for
the
opportunity
to
serve.
We
thank
you
for
the
opportunity
to
live
for
you
every
day
and
father.
We
pray
tonight
that
you'll
be
with
our
leaders,
be
with
our
Alderman's
as
they
meet
be
with
these
dear
folks,
as
they've
come
to
sit
in
and
some
to
share
comments
and
concerns
the
father.
We
pray
tonight
that
you'll
give
them
wisdom,
give
them
direction
the
Lord.
B
Most
of
all,
we
pray
that
you
will
be
with
alderman
Carlos
Lord
tonight,
as
he
is
not
doing
well
with
mr.
showers.
Father
I
pray
that
you
administer
to
him
be
with
the
doctors,
be
with
the
nurses,
be
with
the
staff,
as
they
ministered
to
him,
be
with
his
family
father
as
they
go
through
these
times
of
uncertainty
and
and
discomfort.
B
C
A
A
As
we've
already
mentioned,
miss
showers
is
going
through
some
medical
issues
right
now
and
he
is
touching
base
with
his
doctors
and
I
think
over
the
next
week,
he's
gonna
find
the
direction
in
which
way
he's
gonna
go
and
make
a
long
story
short,
keep
them
in
your
prayers.
He
wants
to
come
back
as
soon
as
possible.
A
If
you
have
a
cell
phone
make
sure
it's
turned
off
and
again
talking
during
while
the
meeting
is
going
on
is
not
acceptable.
You
have
to
respect
and
have
have
concern
for
the
rest
of
folks
who
are
in
the
audience.
So
please
give
them
your
respect
and
don't
be
talking
back
and
forth,
because
this
is
a
small
room
and,
and
it
bothers
the
rest
of
the
folks
here,
Thursday
September
19th.
A
A
D
I
want
to
do
this
out
front
to
know
that
I'm
going
to
use
my
teacher
voice.
So
you
can
it's
my
privilege
to
give
this
proclamation,
because
it
certainly
is
near
and
dear
to
my
heart
and
I'm
sure
to
many
of
you
who
are
here
tonight
and
I'd
like
to
call
forth
mr.
Ted
Smith,
who
is
president
of
beacon,
linens
and
certainly
knows
beacon.
Probably
better
I
would
say
that
anybody
so
Ted
if
you
would
come
up
I'd
like
to
present
this
proclamation.
D
It's
a
proclamation,
honoring
beacon,
blankets,
whereas
the
Charles
do
and
family
moved
to
beacon,
manufacturing
facilities
from
New,
Bedford
Massachusetts
to
swine
Loire
Valley
in
1923
by
rail
and
felt
beacon
and
beacon
villages
with
a
general
store,
thanked
gas
station
and
other
needed
goods
and
services.
As.
E
D
Is
fitting
and
proper
to
honor
and
pay
tribute
to
beat
the
blankets
who
had
provided
livelihood,
livelihoods
for
thousands
of
employees
and
families
in
the
Swannanoa
Valley
for
over
four
generations?
And
we
are
asked
for
approximately
1925
during
2002
beacon,
produced
an
estimated
500
Mary
blankets,
including
seven
billion
for
World
War,
two
and
whereas
even
blankets
made
France.
D
Slogan
became
known
worldwide
as
a
maker
of
all
types
of
blankets,
making
Swannanoa
home
of
the
beacon,
blankets
and
whereas
beacon
was
the
largest
manufacturing
facility
in
America
and
in
the
world
for
a
number
of
years
between
1925
and
2002,
and
whereas
beacon
manufacturing
contributed
to
the
growth
of
the
Swannanoa
Valley.
An
entire
region,
inspiring
Facebook,
beacon,
blankets,
make
warm
prints
and
a
documentary
the
rise
and
fall
of
an
American
mill
town
and
is
currently
working
with
investors
to
rebuild
beacon,
blankets,
which.
C
D
Each
other
vice
mayor
of
the
town
of
Black,
Mountain
and
board
of
ultimen
expressed
sincere
appreciation
for
the
contributions
made
by
people
manufacturing
over
the
years
to
the
citizens
of
Black,
Mountain
and
Swannanoa
Valley.
An
extent
well
wishes
reestablishing
taken
blankets
to
continue
producing.
American
makers
sign
this
ninth
day
of
September
9
2009.
D
C
F
Do
know
several
people
here,
if
you
know
me
at
all,
you'll
know
that
it
probably
takes
me
five
minutes
to
tell
you
what
time
it
is
I'm
gonna.
Do
you
a
big,
favor
and
I'm
just
going
to
introduce
my
partner
because
he's
a
real
pro.
He
can
say
things
and
a
lot
less
time
and
actually
stick
to
the
subject
and
everything.
But
yes,
she's
right
beacon
is
very
near
and
dear
to
me
and
always
will
be
anyway.
F
I'm
gonna
interview,
Steve,
Hutchison,
who's,
our
CEO
and
say
we
have
just
a
short
slide
presentation.
This
will
be
about
four
minutes.
A
little
bit
lesson.
Steve
and
I
have
a
similar
background
with
known
each
other
since
1981.
He
probably
knows
more
about
making
sheets
and
bedding
than
anybody
in
the
United,
States
and
I.
Don't
say
that
on
a
bias,
he
ran
the
product
development
area
for
Phil
Chris,
Mills,
JP
Stevens
one,
so
they
couldn't
keep
a
job.
F
G
Thank
you
all
yeah.
We
really
appreciate
you
having
us
here
tonight.
Ted
and
I
been
friends
for
a
long
time,
but
after
retirement
we
decided
to
start
this
new
company
called
beacon,
linens
and
our
goal
was
to
create
proprietary,
unique
products
on
the
market,
that's
dominated
by
enough
first
of
all
price,
second
of
all
price
and
the
third
most
important
things
price.
So
so
far
we've
been
successful.
So
we've
created
four
items
right
now
that
you
cannot
buy
any
place
in
the
world
other
than
from
Beacon
linens.
G
The
first
one
is
that
we
have
a
patented
construction
on
fitted
sheet.
You
know
a
fitted
sheet
gets
most
people
fits
they,
don't
they
don't
they
don't
fit,
they
don't
stay
on
the
bed,
and
so
we
created
one.
We
got
a
patent
on
it
about
a
year
and
a
half
ago.
The
second
thing
is
an
antimicrobial
sheet.
Now
the
biggest
thing
about
antimicrobial
is
pronouncing
it,
but
it's
we
have
an
@v.
G
We
have
an
unbelievable
process
that
we
did
not
create,
but
we
created
this
sheet
and
use
somebody
else's
technology
in
it,
and
this
sheet
will
kill
bacteria.
It
will
kill
viruses.
It'll
kill
fungus
and
for
anybody
that
has
cancer,
every
cancer
patient
has
a
suppressed
immune
system.
These
these
sheets,
we
know,
will
help
you
because
it
will
keep
you.
It
will
enable
you
to
sleep
in
a
clean
environment.
G
The
third
thing
that
we've
created
is
the
beacon
brand
we've
bought
we're
bringing
the
beacon
brand
back,
we're
using
that
brand
in
blankets
and
as
you'll
see
in
just
a
minute
some
other
products
too
we're
making
comforter
sets
making
sheet
sets,
and
then
the
fourth
thing
that
you
can
only
buy
from
us
is,
and
that's
a
new
thing
and
we
don't
have
a
patent
on
it.
Yet
it's
applied
for,
but
it's
a
trifle
sheet,
it's
basically
a
sleeping
bag
made
out
of
our
antimicrobial
fabric.
G
We
took
it
down
the
Fort
Bragg
and
showed
it
to
the
Army,
in
those
case
crazy
or
what
they
said.
Are
you
telling
me
that
we
could
go
out
and
spend
30
days
out
in
the
woods
and
we're
still
being
cooked,
sleeping
in
the
clean
environment
and
I
said
yeah?
It
won't
clean
the
mud
off,
but
it
will
keep
you
safe.
So
then
we
all
so
those
are
the
four
things
that
we've
done
so
far
in
the
last
four
years,
but
we've
also
got
number
five
number
six
and
number
seven
on
the
drawing
boards.
G
We
just
haven't
finished
the
development
of
them.
Yet
and
with
the
demise
of
the
US
textile
manufacturing
over
the
last
30
years,
we
initially
have
had
no
choice
but
to
import
what
we're
doing
now,
so
everything
that
we're
making
right
now
we
are
importing,
but
we
we've
always
had
the
idea,
and
maybe
you
could
call
it.
A
dream
is
probably
a
better
word
to
make
our
products
in
the
USA,
as
as
we
have
discussed,
are
made
in
the
USA
goals,
with
our
import,
our
foreign
manufacturers,
mostly
in
Turkey
and
India.
G
We've,
been
really
surprised
because
these
people
over
there
share
the
same
dream
that
we
do
in
a
way
they
want
to
invest
in
America
too.
They
want
to
make
menu,
they
want
to
manufacture
products.
Our
blanket
manufacturer
in
Turkey
has
already
told
us
as
soon
as
we
get
the
volume
that
we
need,
that
they'll
open
up
first,
the
sewing
factory
and
then
they
they
might
not
open
it
up,
but
they'll
finance
it
and
though,
and
then
they'll
move
they'll
start
doing
anything
that
we
can
sell.
G
They'll
do
it
here,
then
you
know
that
was
music
tires,
but
the
most
important
thing
for
us
is
that
we
want
to.
We
would
really
like,
first
of
all,
to
create
our
own
manufacturing
here
with
domestic
investment,
and
that's
our
goal.
I've
got
a
short
PowerPoint
presentation.
I
just
want
to
show
you
this
gives
you
an
idea
of
some
of
the
things
that
we're
doing
you
can
see.
Is
we
rebuilding
the
brand
of?
Can
blankets
make
warm
friends?
G
This
is
a.
This
is
a
pattern
that
was.
These
are
all
beacon
designs
that
we
have
developed
the
rights
to.
So
this
is
a
pattern
we
made
in
the
blanket
the
first
one
we
brought
into
the
warehouse
we
sold
it
on
our
web
page
and
one
and
I
guess,
two
weeks
after
we
had
this,
we
sold
our
first
one.
We
got
a
letter
in
the
mail
from
a
lady
who
said
she
saw
it
on
our
website
and
she
had
a
blanket
just
like
it
that
was
bought
at
Montgomery
Ward
in
1930.
G
G
G
Ok,
there's
the
bit:
there's
the
comforter
set
it's
a
beautiful
product.
Now
these
these
comforter
sets
right
now
we're
making
them
in
India,
but
we
can
also.
We
also
know
of
a
place
right
in
Henderson
County,
where
we
can
make
exactly
the
same
thing
that
soon,
as
will
be
it
as
soon
as
we
can.
This
is
Sheila.
This
is
this
pattern.
Was
the
last
pattern
that
Ralph
Lauren
used?
He
got
this
pattern
from
from
beacon.
Then.
G
I'm
not
getting
along
with
this
thing.
Okay,
this
is
Agawam
Agawam,
as
we
made
this
in
two
different
colorways,
the
other
one
has
turquoise
in
it
where
the
rest
is
here
and-
and
it's
actually
outselling
this
pattern.
So
this
is
chief
Henry.
This
is
a
very
new
blanket.
We
just
got
the
first
first
production
coming
in
and
to
it.
If
anybody
has
a
chance
before
you
leave
here,
you
ought
to
fill
this
blanket.
It's
this.
This
blanket
we're
making
it
there's
no
other
blanket
that
we're
aware
of
in
the
world
that's
made
with
this
construction.
G
60%
cotton,
30%,
acrylic,
10
percent
polyester,
doesn't
shrink.
It
doesn't
feel
this
blanket
is
soft.
It's
the
only
other
blanket
in
the
market
in
the
US
market
is
similar
is
Pendleton.
Now
there
are
three
major
differences
between
this
blanket
and
the
Pendleton.
This
the
Pendleton
blankets,
Mather,
has
wool
in
it
is
made
out
of
mostly
wool.
This
blanket
is
soft.
Pendleton
is
not
this
blanket.
G
G
So
a
couple
years
ago,
Martha
Stewart
was
on
had
a
YouTube
interview
with
this
blanket
collect
in
New
York,
and
her
name
was
Susan
Parrish
and
Martha
Stewart.
She
would
hold
this
beacon
blanket
up
and
she
didn't
even
call
it
a
blanket.
She
said
this
is
my
beacon,
you
know,
so
the
beacon
name
is
really
a
strong
name,
and
it's
something
I
think
everybody
in
this
room
ought
to
be
proud
of
the
heritage
of
the
beacon,
beacon,
name
and
I'll.
Just
close
by
saying
we
expect
to
have
some
big
things
happen
with
bacon
again.
A
A
H
It's
September
so
it's
time
for
the
hard
to
recycle
event
to
rotate
back
to
this
end
of
the
county,
and
it
will
be
doing
that
not
this
Saturday,
but
next
Saturday
September
14th
from
10:00
to
2:00.
It's
in
the
lot
between
the
Engels
gas
in
the
former
Bank
of
America
in
Swannanoa
and
it's
the
same
hard
to
recycle
event
basically
has
been
going
on
and
for
quite
a
few
years
now
you
can
recycle
books,
cardboard,
electronics,
appliances,
styrofoam.
H
You
can
donate
things
to
Habitat
for
Animal
Sanctuary,
Asheville,
Humane
Society.
There
are
Flyers
out
just
a
few
notes:
the
TVs
and
CRT
monitors
it's
a
ten
dollar
recycling
fee
and
for
the
styrofoam.
It's
packing
styrofoam
and
food
service.
Styrofoam,
no
peanuts,
though
just
this
sheet
in
the
molded
and
it's
a
dollar
per
bag
or
five
dollars
per
car,
a
truckload.
H
I
H
J
A
All
right,
speaking
of
type
of
comments
with
on
the
daycare
center
we've
got
folks
who
want
to
speak
on
behalf
and
against.
We've
got
in
order
to
to
give
everyone
a
a
chance.
If
you
will
select
one
person
on
those
that
are
against
and
one
person
who's
in
attendance
is
for
and
somebody
who
could
speak.
That
doesn't
mean
that
if
you
don't
have
any
additional
new
information
that
you
can't
speak
but
don't
come
up
and
speak
the
same
thing
that
that
the
person
that
you
select
is
coming
and
speak
to
us
about
it.
K
First
of
all,
if
you
have
a
sewer
problem
at
your
house,
call
MSD.
First,
two:
five,
five,
five,
six,
three
one:
the
reason
for
this
is
we
don't
want
you
to
call
roto-rooter
or
Sam
or
Jo,
and
have
them
come
out
there
and
charge
you
one
hundred
and
fifty
dollars
to
tell
you
that
it's
an
MSD
problem,
because
we
won't
pay
that
fee
and
you
won't
be
happy
response.
Time
is
going
to
be
a
little
more
than
30
minutes
day
or
night.
K
That
includes
the
flushable
wipes
that
do
not
deteriorate
all
the
stuff
that
goes
through
the
garbage
disposal,
anything
that
you
or
your
children
throw
into
the
commode
somewhere
in
our
process.
We
have
to
get
that
out.
So
keep
those
in
mind.
The
other
thing
we'll
talk
about
is
a
10
year.
Capital
improvement
program.
I
was
glad
that
Josh
came
out
this
year
for
it
every
year.
We
update
our
plans
for
the
next
ten
years.
K
K
Over
a
thousand
miles
of
sewer
line,
that's
a
sewer
line
from
here
to
Key,
West
and
maybe
to
Cuba.
You
know
over
31,000
manholes
30
pump
stations,
216
square
miles
over
80%
of
Buchan
County
and
I'll
talk
about
some
additions
here
in
a
minute:
preventive
maintenance,
cleaning
and
15
to
20
percent
of
the
system
per
year.
K
Average
cont
response
time
is
31
minutes,
so
we're
continually
analyzing
the
system
looking
at
Pikes
and
we
think
about
the
one
out
here
in
front
of
the
building
that
we
improve
the
pipe.
And
what
do
we
end
up
with?
We
ended
up
with
all
this
groundwater
coming
up
and
that's
because
our
analysis
told
us
that
that
was
also
a
French
drain.
K
K
K
K
K
A
day
is
what
we
can
treat.
Sixty-Five
million
is
a
peak.
It's
the
largest
RBC
of
rotating
bin
collector
in
the
world.
It's
152
of
them.
It's
those
large
white
things
we'll
get
to
that
slide.
Closer
up,
I
can
figure
out
where
I'm
pointing
to
all
right
took
angel
out
there
and
what
January
Angela
would
have
crawled
on
her
hands
and
knees
through
mud,
to
see
what
was
going
on
in
this
plant
I
think
she
really
enjoyed
it.
K
K
That's
to
get
the
big
stuff
like
the
disposable
wipes
that
y'all
throw
away.
After
that,
we
went
to
a
quarter
inch
size
screen
to
collect
all
the
fine
stuff.
The
fine
stuff
clicks
on
the
screen,
then
that
material
collects
the
grease
to
the
right
there.
Where
you
can
see
the
equipment
used
to
be
a
an
old
system
for
collecting
grease.
K
These
two
new
components
have
tripled
the
amount
of
stuff
that
we're
able
to
remove
from
the
waste
stream
before
it
gets
to
the
main
part
of
the
plant,
so
they
have
been
very
effective.
The
two
large
stones
that
are
in
yellow
were
used
in
the
process
plant
years
ago
are
now
used
to
reduce
the
surge
on
the
plant.
So
if
we've
got
too
much
material
coming
into
the
plant,
we
can
store
some
of
that
until
it
drops
down
heavy
rains
produce
surge.
K
K
In
the
next
ten
years
will
spend
about
sixty
three
million
dollars
getting
the
stuff
out
of
a
sewer
system
that
you
all
put
into
it.
The
French
Broad
River
is
getting
cleaner
and
cleaner
every
year.
I
can
remember
growing
up
in
Hendersonville,
and
we
said
if
you
had
a
dog
with
a
mange,
throw
it
the
river
twice
would
either
kill
the
dog
or
cure
the
mange.
So
French
Broad
River
has
gotten
a
whole
lot
better.
K
K
Opiate
medicines
are
hard
to
get
out
of
the
system.
Fortunately,
there's
not
a
tremendous
amount
of
them
in
the
stream
flow,
but
all
this
medicine
we
need
to
package
up
and
deliver
to
the
police
department,
because
it's
very
difficult
to
get
out
of
system
what
Targa
is
having
trouble
with
estrogen
in
the
new
river.
Some
of
the
fish
aren't
sure
what
they
are.
So
just
just
don't
throw
your
medicines
in
there
again
what
you
put
in.
We
have
to
try
to
get
out.
K
Five
million
in
wet
weather
rehabilitation,
eight
million
in
general,
sewer,
rehab,
six
thousand
and
profits
or
rehab.
We
talked
about
that.
Some
other
time
which
you
can
see
is
subtotal
of
28
million
we've
always
put
a
million
in
their
can
in
contingency
a
29.89
and
capital
improvement
fees.
This
year.
K
K
Sanitary
sewer
overflows:
this
is
where
you
see
the
the
sewer
bubbling
up
because
of
a
of
a
blockage
or
high
flow
in
2020
we
had
two
hundred
and
eighty
eight
of
them
we're
now
down
a
virgin
twenty
five
to
thirty
the
year
that
had
fifty
two
was
in
2016.
If
you
remember
the
flooding
situation
peaked
at,
so
it's
something
that
we're
very
cautious
of
and
try
to
keep
those
to
an
absolute
minimum.
K
K
K
Their
system
is
basically
new,
so
there's
not
a
lot
of
rehab
in
it.
The
big
controversy
over
the
last
four
or
five
years
has
been
the
number
of
board
members
and
right
now,
I
think
we're
willing
to
accept
to
it
came
around
several
years
ago
and
Henderson
County
one
of
the
three
and
we
weren't
sure
what
Fletcher
and
and
Mills
River
would
do
about
it.
But
now
legislation
is
limited
to
we'll
be
looking
at
that
in
next
three
or
four
months
and
I
think,
probably
by
early
2020,
we
will
accept
and
let
them
come
in.
K
L
No,
no,
my
you
have
your
adoption
of
minutes
to
adopt
minutes
of
August
8
2009
teen
agenda
session,
August,
12th
2019,
regular
session
August
8
2019
closed
session
and
August
22nd
2019
closed
session
item
B
you'll
have
a
call
for
public
hearing
to
adopt
a
phase
2
stormwater
ordinance.
This
is
to
make
some
changes
to
our
existing
language
and
our
stormwater
stormwater
ordinance,
really
them
to
make
it
more
stringent.
On
folks,
coming
in
you'll,
see
that
this
is
the
call
for
so
that'll
be
coming
up
next
month.
Item
C
kind
of
goes
with
item
B.
L
It's
a
call
for
public
hearing
for
an
illicit
discharge
and
connection
ordinance,
which
is
also
part
of
the
stormwater
ordinance
item.
D
is
a
budget
amendment
for
police
equipment
donation.
We
got
some
some
money
donated
from
a
man
by
the
name
of
Sean,
Z,
Mac,
Mahan
and
I.
Think
that's
how
you
pronounce
his
last
name
$8,000.
This
was
to
buy
some
equipment
for
our
SRT
team.
Very
appreciative
of
that
from
him
item.
Ii
is
a
budget
amendment
to
utilize
fat,
wheel
funds
for
bridge
repairs.
We
have
our
bridges
inspected
about
every
other
year.
L
D
A
A
M
Get
is
this
I
guess
I'm
sending
this
is
being
put
back
on
the
agenda
for
decision
by
the
board.
We
not
yet,
but
we
will
plan
it
I'm
doing
and
I
think
it's
that
the
board's
pleasure
on
whether
or
not
to
treat
that
at
have
the
public
assistant
comment
now
or
after
you've
addressed
it.
I
suspect
having
it
you're
in
the
citizen
comment
period
as
it
is
on
your
agenda.
It's.
M
You
that
input
before
you
just
count
that
forward
just
for
information
crowd.
This
is
a
little
different
on
the
towns
on
the
lease
property.
It's
going
to
sell
property.
It
accepts
an
offer
and
then
advertises
that
you
could
beat
that
bit
when
you're
going
to
lease
property
without
actually
resolving
to
Lisa.
They
say
we're
going
to
look
at
at
least
we're
going
to
have
a
hearing
more
than
30
days
out
and
we're
going
to.
M
If
we
decide
to
go
forward,
we
could
pass
a
motion
to
direct
the
town
clerk
to
give
notice
that
a
regular
meeting
where
there
will
be
a
public
hearing
tonight,
the
board
is
just
going
to
look
it
up
whether
or
not
they
want
to
bored
so
I
just
want
to.
Let
you
know
that
it's
the
reason
there's
not
a
public
hearing
is
for
leases.
This
is
not
that
stage
of
the
game
where
you
have,
however,
half
the
board
and
a
citizen
comments
allows
you
to
speak
tonight.
M
Keep
your
information
concise,
because
it
is
a
big
decision
and
it
needs
to
be
putting
the
board
in
a
way
they
can
handle.
They
deal
with
it
and
let
it
bear
on
the
decision,
but
nothing
new
for
and
if
they
do
move
forward,
having
some
idea
what
they're
going
to
be
addressing
when
they
come
on
for
public
hearing,
we
should
probably
at
the
November
pregnant
me.
A
N
N
And
one
of
the
things
I
love
about
black
melody,
Black
Mountain.
Excuse
me
if
I'm
a
little
nervous
here,
the
first
thing,
I
loved
about
Black
Mountain,
was
having
a
community
garden
where
all
people,
even
those
that
live
on
steep
slopes,
could
gather
together
to
get
their
hands
in
the
dirt
and
produce
food
that
we
donate
to
this
community.
N
At
the
John
C
Wilson
community
garden.
We
donate
over
four
thousand
pounds
of
food
every
year
and
it
came
to
my
attention
two
weeks
ago,
as
I
was
planting
one
of
the
biodynamic
beds
with
charm.
Someone
commented:
can
you
imagine
what
that
building
is
going
to
look
like
on
the
hill
and
I
said
what
building
I
was
totally
unaware
that
there
was
a
plan
to
develop
Veterans
Park,
south
and
I
reached
out
to
a
lot
of
people
got
a
lot
of
information
and
I'm
continuing
to
do.
N
N
Each
story
is
about
people
veterans
that
had
their
first
flag
ceremony
on
the
Green
Hill
of
Veterans
Park,
this
past
May
children
and
families
that
loved
walking
the
trail
next
to
the
endangered
pollinator
beds,
which
were
created
to
give
food
for
monarch,
butterflies
and
honeybees.
It's
like
a
way
station
and
people
love
walking
there
in
the
peaceful,
green
setting
and
looking
at
all
the
beautiful
flowers
and
trees
that
have
been
planted
and
people
that
love
to
play
disc
golf
and
walk
their
dogs.
There
I
am
not
against
anything.
N
So
please,
let's
not
be
against
I,
am
in
support
of
this
entire
community
and
I
am
in
support
of
helping
children
and
Friends
daycare
facility
find
a
better
location.
I
have
been
with
bounty
and
soul
for
seven
years,
that
is
part
of
the
circle
of
life.
I
plant,
the
garden
I
harvest,
I
help
bring
it
to
bounty
and
soul.
We
distribute
it
to
the
community.
One
of
our
first
clients
is
children
and
trans
daycare.
N
What
I
want
to
do
is
save
that
green
space
for
the
future
gardeners,
children,
families,
dog,
walkers,
disc,
golf
players
and
veterans
and
encroaching
on
that
space
would
involve
a
tremendous
amount
of
infrastructure.
I
have
the
facts
and
figures:
six
hundred
forty
two
thousand
dollars
for
infrastructure
alone
and
then
putting
up
a
building
a
fenced
17,000
square
foot
playground
right
on
our
green
space
for
the
children
of
the
daycare
facility.
I
am
gonna,
propose
a
different
location
and
I
have
reached
out
to
mr.
John.
Do
it
I,
don't
know
if
he's
here
hello,
mr.
N
DeWitt
I
am
your
advocate
and
I
will
be
your
ally
and
I
intend
to
be
the
advocate
to
preserve
this
space
in
perpetuity
I'm
going
to
advocate
for
let's
own
it
back
to
mixed
use.
Recreational
green
space
is
threatened
by
development
everywhere
here,
so
I
have
identified
a
location
and
I'm
going
to
propose
it
to
the
board.
I've
already
sent
out
a
letter,
I
don't
know
if
you
all
received
it
and
I
went
to
visit
this
location
today.
N
The
access
is
a
two-lane
paved
road
right
off,
Abbey
Ridge
Road.
It
is
a
level
area
with
no
trees.
It
is
fenced.
There
is
a
sidewalk
on
the
perimeter
with
beautiful
wild
flower
beds.
I
understand
that
having
a
garden
nearby
is
very
important
for
this
daycare
facility.
It's
already
there.
The
parking
is
already
there.
I
counted
more
than
a
hundred
spaces
right
there
and
I
know
that
parks
and
recs
has
been
given
a
$300,000
grant
to
develop
the
north
side
of
Veterans,
Park
and
I
advocate
for
dropping
that
facility
on.
N
C
A
A
C
N
O
My
name's
Emily
Sampson
in
my
resident
of
Black
Mountain,
it's
alarming
and
disturbing
to
me
that
the
town
would
consider
developing
part
of
a
public
park
and
green
space
for
private
use.
Once
you
take
away
green
space,
it's
impossible
to
get
it
back.
If
you
I've
volunteered
for
four
years
taking
care
of
a
pollinator
garden
along
the
Greenway
just
below
the
proposed
area.
O
Under
there
just
about
every
week,
talking
to
folks
passing
by
on
the
Greenway
about
flowers
and
butterflies,
watching
people
enjoy
playing
disc
golf
in
the
green
space,
walking
their
dogs
or
riding
their
bikes
with
their
children
I'm.
Also
one
of
the
founders
have
this
morning
our
Valley
tree
Alliance,
which
focuses
on
recognizing
and
protecting
heritage,
trees
and
treasured
trees
in
Black
Mountain
and
the
surrounding
area.
There
are
at
least
a
half
dozen
of
the
largest
and
oldest
trees
on
town
property
in
the
proposed
daycare
parking
lot.
O
If
the
parking
lot
is
expanded
in
this
location,
I
seriously
hope
trees
if
you've
left
them
in
place.
What
would
we
be
teaching
our
children
about
caring
for
and
protecting
what
was
here
before
us
if
we
indiscriminately
remove
these
nearly
century-old
trees,
I'm,
not
sure
why
it's
the
town's
responsibility
to
provide
a
location
for
the
private
day
care
center,
but
if
the
town
is
going
to
be
part
of
this
building,
project
and
Hill
will
consider
some
other
options.
O
Apart
from
the
issues
with
cutting
significant
trees
and
destroying
public
green
space,
I
also
see
a
conflict
with
traffic
with
school.
Pick
up
and
drop
off
drop
off
relate
the
fire
station
emergencies.
I
think
there
are
lots
of
other
options
that
could
work.
You
know,
including
possibly
putting
a
daycare
center
where
the
fire
department
is
and
relocating
the
fire
department.
It
seems
like
it
would
be
nice
for
the
daycare
to
be
there
where
it's
near
the
garden
and
the
green
space
and
I
don't
know
that
a
fire
department
needs
that.
So
thank
you.

to

Has
there
been
any

to

what
about

six

I

deeply

The

to
see
Black

continue
to

for
the
ideal

for
the

I
too,
would
like
to

Veterans
Park.
It's
not
surplus
to
the
towns
needs
it's
serving.
The
town's
needs.
The
park
isn't
merely
holding
space
waiting
to
be
assigned
a
more
productive
or
commercial
use.
It's
fulfilling
its
purpose
as
a
place
for
recreation,
community
gatherings,
family
outings,
fitness
sports
and
our
community
garden.
I.
E
Think
it's
a
mistake
to
view
green
green
space
as
that
that
is
being
enjoyed
and
utilized
by
the
public
as
vacant
or
unimproved.
Rather,
we
should
view
this
park
as
a
critical
component
of
a
healthy
community,
rather
than
seeing
it
as
needing
improvement.
Let's
view
it
as
part
of
what
makes
this
town
vibrant
as
critical
to
economic
growth
and
character
of
the
area
as
shops,
grocery
stores
and
childcare,
I
hope
there's
an
opportunity
to
further
explore
potential
public
and
private
collaboration.
E
It
sounds
like
there
are
lots
of
options
that
people
are
continuing
to
propose
I
think
we
could
find
a
compatible
community
bringing
compatible
community
resources
together.
Many
communities
find
creative
ways
to
address
the
needs
of
all
the
citizens
across
needs
disciplines
and
spanning
generations.
I'd,
like
the
town
council
and
the
children
and
friends
board,
to
continue
to
search
and
generate
new
creative
solutions
that
will
make
use
of
existing
structures.
If
that's
not
possible.
To
look
for
property,
that's
already
prepared
for
our
more
appropriate
for
building
to
service
the
new
site.
Q
Mr.
mayor
and
members
of
the
board,
thank
you
for
the
privilege
of
being
here
tonight
and
friends
and
neighbors.
My
name's
also
huff
and
I'm
here
to
say
something
about
the
value
of
our
support
for
children.
I
feel
in
many
ways
like
a
person
who
has
three
legs,
because
I've
been
involved
in
all
these
issues.
You're
talking
about
tonight
when
will
Kennedy
was
mayor.
I
was
one
of
the
people
who
helped
establish
the
Black
Mountain
Health
Initiative,
which
in
many
ways
led
to
the
current
bill
on
our
community
gardens.
Q
But
this
founding
medical
director
of
Mission
Children's
Hospital,
which
serves
all
of
western
North
Carolina
I,
have
to
say
that
the
most
pressing
need
that
we
have
not
only
in
this
community
in
this
valley
in
this
state
in
this
nation
is
to
preserve
everything
we
can
to
support
our
children.
Children
and
Friends
have
worked
diligently
to
try
to
find
the
place.
Q
I
believe
that
the
good
there
is
no
absence
of
goodwill
in
this
room
I
believe
that
working
together
we
can
share
in
what
is
a
common
use
facility
in
this
community
and
I
would
encourage
you
as
the
board
to
work
diligently
to
make
sure
that
that's
provided,
so
that
children
and
Friends
will
be
here
for
many
many
many
years
to
come.
Second,.
M
The
procedure
available
to
the
town
to
sell
the
property
is
to
tenderly,
accept
that
offer
and
then
to
publish
a
notice
pass
resolution
to
accept
the
offer
basically
and
then
their
notice
is
run
and
published
will
one
time
in
the
paper
and
for
a
period
after
that
publication
that
know
there's
people
to
make
higher
bids.
The
statute
sets
out
how
much
the
be
it
has
to
be
raised
and
how
much
deposit
a
to
be
made
each
time
you
get
such
a
deposit.
M
I,
haven't
haven't
seen
the
latest
version,
but
you
may
have
written
offers
and
run
on
you're,
not
under
any
obligation
to
accept
pinyon
I
think
the
board
did
obtain
an
appraisal
as
the
values
that
gives
you
some
idea
with
an
offer.
The
offers
ripoff
you
willing
to
accept.
But
if
you
decide
to
accept
it,
then
the
resolution
I
think
that
it's
fresh
the
reading
last
night,
things
probably
still
with
but
which
you
take.
Maybe
if
you
have
a
bid,
that's
an
awfully
acceptable.
M
M
Sometimes
you
get
offers,
but
the
terms
that
come
with
them,
maybe
not
as
attractive.
So
that's
another
provision
if
I,
for
instance,
if
you
got
a
bid
for
me
offering
to
buy
five
hundred
fifty
thousand
dollars,
then
it's
contingent
upon
me
getting
alone.
You
know
not
to
waste
much
time
with
that.
Our
deal
in
cash,
it's
a
different
deal,
but
you
are
able
to
reject
offers
along
the
way.
M
I
Dated
23
August
23
2009
teen
we're
all
looking
at
the
same
one
and
that
offer
the
offer
for
527
thousand
dollars
if
I
think
I
touched
base
with
Josh
on
it.
But
if
you
do
the
arithmetic,
that
would
be
the
appraised
value
with
less
the
Commission
which
we
would
not
have
to
pay
factored
in.
So
they
backed
out
of
commission
is
basically
what
they've
done.
I
I
M
M
Okay,
the
town
has
the
ability
to
rent
or
lease
out
any
that's
real
property,
obviously
like
a
sale.
First,
if
you
do
resolve
to
lease
the
property
you're,
basically
determining
it
is
surplus
property,
there's
not
media
to
the
town
for
public
purposes,
but
you
can
enter
into
a
lease
for
that
property
and
earlier
the
process
is
a
reverse
of
what
I
just
described
for
the
sale
and
a
lease.
You
look
at
a
proposal
you
and
put
together
what
you're
willing
to
do,
and
then
by
motion
authorized
or
direct
the
town
clerk
to
publish
a
notice.
M
It
gives
at
least
30
days
notice
that
there
will
be
a
public
hearing
to
consider
the
lease
has
to
be
at
a
regular
meeting.
It
can't
be
a
special
call
meeting
it
causing
the
timeframes
for
publication.
Should
you
decide
tonight
and
you've
got
a
proposal
in
front
of
you.
I'm
gonna
go
over
something
that
detailed
in
front
of
in
a
moment.
M
I've
drafted
a
lease
that
describes
that
rectangle,
which
is
to
be
the
footprint
of
the
building
and
that's
exclusive
use
of
the
school
day
care
center.
At
least.
Do
you
know
that's
their
territory
100%
the
rest
of
it
is
a
common
use
area
and
that
common
use
is
parking
which
can
be
used
by
people
come
to
the
day
care
center
people
in
the
community
guard
people
come
at
the
grade
goal.
Center
people
come
to
look
at
the
fire
truck
as
a
fire
station.
M
If
you
do
lease
it
to
them
to
utilize
some
of
that
space
to
help
avoid
traffic
backup
from
the
fire
station
I'm
thinking.
Obviously,
that's
important
your
space
with
that
in
mind
how
to
described
in
the
in
the
lease
that
you
have
in
front
of
you,
the
rectangle
exclusive
use,
the
shared
area,
and
then
we
still
got
undefined
on
the
ground.
M
It
was
left
to
me
to
come
up
with
numbers
I'm,
getting
a
lot
of
responsibility
to
get
you
in
a
lot
of
trouble,
but
in
order
to
come
up
with
a
ground
rent
we're
releasing
nothing
but
dirt
and
they
worked
for
them.
I
talked
to
Linwood
Jackson.
He
does
in
a
lot
of
you
know
his
name.
You
ever
got
a
mortgage.
You
probably
saw
his
name
when
your
appraisal
back
when
either
doing
the
residential
walk.
M
It
does
almost
exclusively
commercial
that
unloaded
the
residential
work
on
his
wife
Sally
when
I
talk
to
him
about
the
locations
of
property,
access
to
commercial
activity,
access
to
the
property
itself,
so
you
know
and
Lewin
did
this
without
cost
of
the
town
said
here
is
where
we
begin
as
appraisers.
We
looked
at
the
value
of
the
property
right
now,
if
you
needed
the
thumbnail
guesstimate.
M
Please
look
at
that
property.
Look
at
the
tax
value
of
the
property
month
that
by
20%
to
allow
for
the
fact
that
property
tax
assessments
are
low
and
then
look
at
that
value
and
typically
on
the
ground
lease
and
not
in
a
high
commercial
area.
You
want
to
recover
the
value
of
that
land
every
10
years
from
your
rent,
with
that,
obviously
I
couldn't
use
our
tax
value.
We
have
none,
but
I
looked
at
nearby
properties
of
similar
areas.
M
I've,
given
you
a
real
analysis,
I
hope
made
to
you
where
I
picked,
those
in
slip
to
the
areas
and
it's
roughly
assigned
values
to
the
rectangle
into
the
larger
parcel,
multiply
those
by
1.2
and
then
made
some
adjustments
for
the
resident
for
the
foot
print
ability.
They
have
exclusively
used
to
we're
writing
100
percent
for
the
common
area.
I
made
an
adjustment,
probably
and
I
can't
remember-
call
right
about
60
percent
of
that
value
trivial
to
school.
M
The
school
hasn't
given
me
further
directions
that
you
only
got
just
got
it,
but
I
put
the
playground,
but
not
get
paid
for
rent
for
that
area
until
it's
identified
the
playground
of
destruction
and
and
that
value
got
placed
in
ten
thousand
dollars
or
so
rent
would
be
a
hundred
dollars
a
month.
I'm
clever
dollars
a
year.
M
I
would
take
the
rents
up
to
$750
a
month
plus
playgrounds
in
six
thousand
$50,
not
prior
to
that.
That's
the
wrong
structure.
I've
created
this
work
into
whatever
he
likes
of
them
and
I
thought
I
can
do
that.
Much
give
you
a
beginning
point
based
on,
but
the
guidance
this
level
would
gave
me
on
private
P
ground
back
police
provides
it's
a
10-year
lease.
M
As
you
know,
if
we
go
more
than
ten
years,
it's
a
sale
and
we're
back
to
what
we
talked
vacuum
it's
ago,
it's
long
term,
because
the
children
and
prints
needs
the
ability,
I
think
finance
this
project.
So
we
need
to
go.
They
need
to
go
as
long
as
they
can
that
a
bank
will
help
them
out,
I.
Think
you're
at
that
point
in
ten
years,
that's
the
lease
in
front
on
the
loose
in
is
the
playground
area
is
not
identified,
although
there's
a
number
assigned
to
it
for
rent.
C
I
So
the
process
would
be
that
we're.
We
would
we'll
take
this
up,
and
let's
assume
that
we've,
the
FIR
motive
Li
to
instruct
the
town
clerk
to
give
notice
and
then
we'll
take
this
up
at
our
November
meeting.
And
so
what
is
our
we
are?
We
is
it
prudent
for
I
mean
well,
it
will
anything
be
done
to
that
piece
of
property
prior
to
November
to
our
vote.
We
can't
I
mean
it
has
to.
We
have
to
wait
until
the
vote
in.
C
I
And
I
kind
of
want
to
I've
heard
and
had
some
discussions
because
of
the
pressing
time
frame
that
is
placed
on
children
and
Friends
that
should
the
board
vote
affirmative
ly,
you
know
you
desk
you're,
you're,
thinking
that
there's
that
impending
you
can
move
forward
immediately
and
I.
Don't
think
that's
possible.
Is
it
attorney
state.
M
I
M
M
M
Does
have
that
ability
should
they
so
choose
and
that
almost
two
months
do
you
actually
get
a
commercial
pressure
to
come
in
and
give
you
a
real
a
number
well,
but
you
have
a
little
working
room
and
that
you
are
and
you've
heard
me
say
before
that,
amongst
the
things
that
a
city
can
do
operating
a
daycare
is
not
one
of
those
things.
So
it's
not
something
where
you
can
give
and
say
go
forth
and
do
our
job
for
us.
But
there
is
a
statute.
M
M
C
I
I
would
remind
the
public
and
I
think
I
think
everybody
knows
this,
but,
and
this
is
public
information
which
you've
probably
all
seen
but
number
five
in
the
least
development
and
construction
that
the
council,
children
and
Friends
will
bear
all
cost
of
construction
of
the
building
or
buildings
to
be
used
for
the
daycare.
The
parking
space
space
is
essential
to
the
daycare
operation,
roads
needed
for
traffic
circulation
and
pedestrian
areas
and
walkways
essential
to
the
operation
of
the
daycare
line
within
the
properties.
I
Describe
the
council
will
construct
and
fence
the
recreational
area
or
playground
when
its
location
is
determined
and
surveyed.
The
council
will
construct
any
necessary
infrastructure
improvements
and
upgrades
necessitated
by
the
development
of
the
daycare
center
for
the
cost
of
any
street
work
to
make
the
traffic
pattern
traffic
flow
more
safe,
as
may
be
needed
as
a
result
of
the
daycare
facility.
Since
white
pine
drive
is
a
narrow
street
and
presently
the
only
point
of
ingress
and
egress
for
vehicular
traffic,
and
so
a
lot
of
folks
was
mentioned
in
some
of
the
public
comments.
I
The
traffic
flow-
and
that's
not
new
news
to
any
of
us-
and
some
of
that
you
know
we-
we
don't
need
to
get
into
the
weeds
on
it
tonight,
but
there's
some
of
that.
The
road
business.
It's
I
mean
it's
it's
what
it
is,
and
that
is
some
someone
a
current
responsibility
of
the
town
for
those
improvements
that
are
needed
for
the
town
facilities
over
there.
I
I
It's
not
I,
don't
know
what
that
is,
but
that's
it's
unfortunate
that
you
have
to
that's.
That's
an
added
cost,
but
that's
just
what
it
is
and
I
think
it's
important
to
know
that
that
would
not
be
the
town's
responsibility
it
just
couldn't
do
that
so
I
would
also
add,
while
I've
got
the
floor,
that
there's
not
anyone's
comments
here
that
I,
you
know
that
I
don't
agree.
I
can
understand
if
I
can
understand
every
bit
of
concern.
I
People
have
for
green
space,
certainly
for
the
garden
and
the
good
work
that
goes
on
there
for
the
community.
For
green
space,
Green
Wave,
the
garden
I
would
add
that
if
you
look
at
where
the
building
setting
its
setting
in
a
place,
that
is
kind
of
a
parking
lot,
and
it's
going
to
be
like
very
close
to
the
adjacent
to
the
current
fire
station,
and
so
it
will
not
impact
the
garden
directly.
It
will
not
impact
the
Greenway
directly.
I
It
will
not
impact
the
play
all
the
green
space
out
there,
where
the
people
play
golf
directly.
There
will
be
some
because
one
of
those
golf
holes
goes
back
toward
goes
back
up
toward
that
building.
So
there's
going
to
be
some
slight
on
the
edges,
but
it
is
it.
Is
it
going
to
be
some
impact?
Of
course
it
will
be.
There
gonna
be
a
new
building
there
if
that,
all,
if
it
all
occurs,
there'll
be
a
building
there.
I
D
But
for
me,
and
in
reaching
my
decision
trying
to
you,
know
people
say
what
about
what
are
you
going
to
do
about
portable
housing,
affordable,
this
affordable?
That,
and
this
is
one
of
the
areas
I
feel
like
we
as
a
town
and
contribute,
and
that's
that's
my
perspective
and
that's
where
I'm
coming
from
I.
I
I
Hundred
two
children
and
friends,
and
so
our
tax
dollars
somewhere
for
your
buck,
all
of
our
Buncombe
County
tax
dollars.
The
commissioners
have
seen
it
appropriate
to
support
daycare
of
expanded
daycare
in
Buncombe
County.
It's
my
understanding-
and
this
is
just
my
understanding,
which
may
not
be
correct,
but
that
is
how
the
commissioners
are
attempting
to
strengthen
daycare
in
Buncombe
County.
R
I
would
also
like
to
thank
everybody
for
their
comments
tonight
in
looking
at
this
and
I.
Think
everybody's
expressed
these
topics
already.
There
is
a
need
for
expanded
daycare
and
childcare
access,
not
only
in
this
community
in
this
county
in
this
country,
and
that
has
been
addressed
at
the
at
the
county
commission
level.
This
is
an
opportunity
for
us
to
do
this
here.

Item
8b2
mapping
for
rezoning
to
300
Flat,
Creek
Road
from
a
car
to
CR
for
vote
on
this
last
month.
However,
this
specific
page
about
the
amendment
of
the
official
zoning
map
was
not
in
your
packet,
so
I
want
to
make
sure
we
get
that
done
correctly,
so
that
is
before
you.
You
also
have
some
information
in
with
this
that
specifically
references
the
reasonableness
statement,
which
is
also
in
here.
M
At
your
last
meeting,
you
you've
had
your
public
here
and
had
your
discussion.
You
found
that
it
was
in
compliance
with
the
master
plan.
We
just
fail
to
have
the
actual
ordinance
make
to
pass
the
amendment
in
the
package
with
reasonable
standards.
So,
basically,
all
you
need
is
the
motion
to
pass
the
ordinance
and
adopt
the
reason.
The
standard
reason
there's.
L
You
know
this
new
new
item
that
was
introduced
by
the
legislature.
We
passed
our
ordinance
in
July
of
this
year
since
that
passage,
it's
been
a
little
bit
difficult
for
staff
to
interpret
when
and
who
we
charge.
These
fees
to.
We
did
have
numerous
conversations
with
the
School
of
Government
and
League
of
Municipalities
on
on
moving
forward.
They
suggested
that
we
pick
I,
guess
I
and
at
date,
and
time
really,
and
what
we've
got
in
here,
we're
going
to
be
revoking
section
e
of
the
previously
passed
ordinance
and
replacing
it
with
one
through
five.
L
I
L
This
is
something
that
was
worked
on
over
the
past
few
years.
We
did
do
a
section
of
tomahawk
Creek
as
it
flows
to
the
golf
course
a
few
years
ago.
This
is
our
next
phase
of
that
of
that
stream.
Bank
work,
$25,000
is
the
engineering
contract.
For
this,
this
is,
is
our
dollars
that
we
have
budgeted
and
our
capital
for
we'll
put
this
money
back
every
year,
and
we
did
that
for
this.
This
came
out
of
our
watershed
restoration
plan.
L
C
D
A
T
The
town
well
I,
guess
I'll
start
with
the
automated
meters,
both
water
electric
gas.
This
has
been
kind
of
a
trend
of
going
on
about
the
last
10
years,
and
the
town
has
sampled
some
Mueller
meters.
These
are
the
same
meters
that
town
of
Montreat
and
the
city
of
Astral
have
used.
We've
had
about
50
of
them
in
the
ground
for
close
to
three
years
with
great
success.
The
these
meters
are
also
the
same
meters
that
we'll
be
taking
over
from
asheville
of
the
600
new
accounts,
mostly
located
on
the
west
side
of
town.
T
T
L
T
T
Think
Duke
Energy
has
this
all
over
town
already
right
now
that
you
just
don't
see
the
meter
readers
that
position
I
mean
this
will
still
take
us,
probably
three
or
four
years
to
have
completed
the
whole
town,
but
then
that
position
of
the
meter
reader
will
then
sort
of
shift
into
the
public
works.
You
know,
Jamie's
peoples
are
I'm,
sorry
Jamie's
employees
are
working
very
hard
and
and
and
they'll
be
able
to
utilize
that
position
to
help
to
help
them.
T
T
Doesn't
excellent
question:
we
won't
be
paying
that
upfront
because
we're
seeing
these
meters
will
will
be
buying
about
125,000
dollars
worth
of
meters
a
year
so
that
that's
why
it'll
take
three
or
four
years
to
get
in,
so
we're
not
going
to
take
out
any
debt
on
it.
This
was
really
money
that
has
been
in
the
capital
improvement
plan
for
well,
we've
we
put
for
three
or
four
years
yeah.
It's.
I
T
C
T
So
because,
as
older
as
meters
become
older,
the
the
readings
become
a
little
less
accurate
and
it
really
is
the
town
it
favors,
the
customer,
because,
as
the
meters
get
a
little
bit
old,
they
don't
quite
catch
every
little
drop
of
water
going
through
them.
So
with
more
accurate
reads,
we'll
also
I
mean
they
sort
of
estimate.
Our
revenues
could
go
up
like
five
percent,
so
yeah.
A
A
L
Software
we
had
discussed
a
number
of
months
ago
would
get
to
pay
our
portion
in
to
this
software.
I
think
that
Weaverville
is
taking
the
lead.
The
every
fire
department
in
the
county
is
following
suit.
The
hope
was
Macomb
County
was
going
to
fund
the
rest
of
this.
However,
they're
still
examining
it
with
a
new
manager,
she
wants
to
make
sure
that
it's
something
they
want
to
continue
to
cover.
I
think
that
does
seem
to
be
positive,
that
that's
going
to
happen,
but
unfortunately,
it
something
happened
until
the
next
fiscal
year.
L
So
at
this
point
we're
asking
that
the
town
of
Loch
Mountain
2,560
dollars
to
finish
up
our
our
contract
with
first
first
to
size
up
software,
the
other
departments
within
the
county
will
be
paying
the
same
amount.
So
this
is
some
interdepartmental
software
where
we
can
communicate
the
police
department
could
get
on
in
the
communique.
It's
according
to
the
fire
chief.
It's
it's
really
much
better
software
than
what
we
had
before.
A
I
A
M
A
U
Right
good
evening,
the
first
one
we're
gonna
hear
tonight
is
the
definition
of
duplexes.
The
definition
that
we
had
before
was
maybe
concise
to
a
fault,
and
so
our
new
definition
takes
some
language
and
considers
ownership
possibilities
for
future
work
and
also
considers
the
construction
methods
that
are
described
and
the
North
Carolina
Building
Code.
Now
I'm
going
to
go
and
just
read
that
for
you,
so
the
new
definition
will
be
a
duplex
third,
they
say
two
family
residents.
The
duplex
may
be
held
a
single
ownership
and
may
be
divided
as
a
townhome
or
condominium.
U
It
is
a
building
designed
as
a
single
structure
with
two
residential
units,
each
of
which
is
totally
separated
by
the
other
and
by
an
unfused
wall
extending
from
the
ground
to
the
roof
or
an
unpierced
ceiling
to
the
floor.
Instead
of
extending
to
exterior
wall
to
exterior
wall,
except
for
a
common
stairwell
or
exterior
to
both
dwelling
unit.
C
F
J
A
U
A
V
Mr.
Milton
406
West,
8th
Street
I,
would
ask
that
you
maybe
think
about
the
ramifications
of
this.
With
respect
to
I
have
a
friend
that
she
had
a
mobile
home
and
it
became
a
non-conforming
use
was
not
here
in
the
town
of
Black
Mountain.
It
was
in
another
city
and
her
mobile
home
fell
under
the
was
a
class-action
suit.
With
respect
to
the
water
lines
that
were
placed
in
us
in
a
series
of
mobile
homes,
the
mobile
home
was
not
livable
until
the
water
lines
were
replaced,
she
could
not
afford
to
do
those.
V
V
So,
by
the
time
she
got
the
money
she
wasn't
able
to
use
it
and
that
begins
to
go
towards
the
people,
who
have
maybe
the
least
resources-
and
my
thought
is
that
you
know
by
shortening
that
to
six
months,
I
would
hate
to
see
anyone
put
into
a
hardship
situation
like
she
was
because
she
ended
up
having
to
move
the
mobile
home
out
of
the
district.
She
was
in
and
and
incurred
a
tremendous
amount
of
expense.
So
that's
the
only
thing
I
can
see
with
respect
to
shortening
the
time
frame.
Thanks
so
much.
U
I
actually
had
experiences
like
that
and
I've
always
managed
these
types
of
ordinances
that
that
would
not
be
considered
an
abandoned
use
by
the
by
the
occupants.
This
had
a
tragedy
fire
or
something
like
that
and
they're
dealing
with
a
proceeding.
It's
in
fact
that
use
is
active
while
it's
being
sorted
out
and
the
discontinuation
of
that
you
should
not
be
determined
until
that
process
is
settled.
You
get.
M
That
is
a
sort
of
an
unusual
situation,
because
the
mobile
home
was
still
there
through
all
that
time
and
I,
don't
know
which
deadline
ran
on,
but
for
a
non-conforming
use.
If,
if
it's
the
talents
policy
to
not
to
pull
the
plug
on
somebody
due
to
something
beyond
their
control,
but
I
think
the
key
word
is
just
because
the
turbine
is
abandoned.
M
W
Sheelane
larson
hi,
sir,
for
for
10
Davina
Road
I,
almost
forgot
where
I
lived.
What
was
the
purpose
of
changing
this
anyway?
Why
wasn't
it?
Why
couldn't
it
just
be
left
one
year.
U
W
A
J
A
U
This
is
largely
just
cleaning
up
some
inconsistent
language,
they're,
two
very
similar
terms
in
this
ordinance,
there's
the
conservation,
district
and
historic
district,
and
they
were
intentionally
used
interchangeably
throughout
the
ordinance.
So
we
tidy
that
up.
Only
substantive
change
involves
the
required
review
for
folks
who
are
in
the
conservation
district
was
which
is
not
the
designated
area.
S
A
D
A
M
Had
reminded
me
that
we
still
got
the
infield
property
out
there
waiting
the
next
step
as
those
several
months
ago
brought
to
your
proposal.
That
will
don't
tell
them
a
piece
of
that
property
mere
announced
by
the
town.
So
we
passed
back
to
the
estate
and
they
could
deal
with
it,
raise
a
little
money
and
end
it
how
the
exchange
was
when
we
go
from
Sunset
Drive
into
the
property
rather
than
just
single
access
over
the
railroad
tracks.
M
On
the
interstate,
we
did
our
part,
of
course,
it's
to
step
we
renounce,
and
then
it
goes
to
the
Conservancy
to
side.
So
they
can
renounce
that
goes
of
the
estate
and
their
insurgency
appeared
to
drop
the
ball
and
not
acted
on
it,
but
we
just
learned
a
day
or
two:
they
didn't
drop
the
ball.
The
axe'
don't
tell
anybody.
M
It's
hope.
Those
steps
are
taken
and
I
and
of
course,
the
next
couple
weeks
I've
got
to
go
the
residuals
beneficiaries
that
those
releases
finally
done
from
them.
Yeah.
If
you
folks
remember,
if
we
don't
take
that
property
as
a
park,
then
it
goes
back
to
the
state.
The
state
sells
it
and
the
residuary
beneficiaries,
we
get
some
money,
whereas
right
now,
they're
really
getting
nothing
and
all
along
all.
Four
of
those
beneficiaries
to
other
churches
to
old,
Community
Foundation
is
one
and
then
delays
about
the
cat.
M
They've
all
said
by
that
they're
not
interested
in
that
the
town
have
a
park
than
to
get
any
money
from
the
estate,
but
I
needed
to
know
what
we're
doing
little
pieces
of
property.
So
I
could
probably
trap
that.
That's
where
we
are
hope,
you
of
course,
the
next
month
that
will
get
done
in
the
following
month.
We
get
that
transfer
from
the
state
and
Conservancy
to
the
town.
C
A
L
D
I
Mean
Josh
just
put
it
on
your
to-do
list:
I
wonder
if
you'd
reach
out
to
do
tea
on
mr.
googe's
comments
about
the
road
down
there
and
also
and
I've
meant
to
mention
this
a
couple
of
times
and
it
might
be
knocking
about
getting
information
on
us.
Maybe
getting
on
his
cell
phone
may
be
asked
and
wanted
to
do
it
publicly
about
the
town,
cyber
security
processes
and
procedures
and
and
that
sort
of
thing-
and
that's
maybe
something
you
could
report
to
us
briefly
at
some
point
in
time.
But
in
the
place
we
live.
I
It's
a
good
thing.
I
think
to
make
public
is
what
we're
we're
doing
or
planning
to
do
or
have
concerns
about
some
risk
areas
and
that
sort
of
thing
and
then
the
last
thing
is
that
I
wanted
to
mention
and
which
the
public
may
be
aware
of
this,
but
and
I,
don't
think
it's
quite
official
but
I
me,
and
you
could
correct
me
Josh
on
this.
I
If
you
are
aware,
but
the
timetable
for
the
exchange
is,
has
slid
from
this
right
away,
right
away,
acquisition
from
December
of
this
year,
December
of
nineteen
to
twenty
twenty
I.
Don't
you
know
it's
it's
a
bag
as
far
as
what
the
mood
movement
is
there,
but
just
a
slight
and
every
pretty
much
every
project
in
the
state
is
getting
the
same
treatment
just
because
construction
costs
have
risen
and
so
they're
just
kind
of
pushing
everything
else
a
few
months.
I
U
I
So
everything's
sliding
just
a
little
bit,
but
I
would
also
remind
that.
We've
done
this
before,
but
remind
the
public
that
the
funds
are
committed.
They
can't
be
moved,
they
can't
be
changed
so
the
project.
Is
there
it's
going
to
happen.
It's
just
with
these
committed.
All
these
committed
projects,
I
think
pretty
much
statewide
they're
all
moving
just
yeah
moving
just
a
little
bit.
So
it's
not
a
huge
move,
but
it's
good
to
keep
the
public
informed
on
that
and,
in
addition,
I've
heard
a
comment
or
two
on
the
bottom
building.
I
So
the
projects
there
they're
gonna
build
a
building,
but
the
financing
combination
has
caused
them
to
just
it'll
that
they're
still
saying
it'll
be
completed
in
2020.
That's
the
timeframes
that
they're
offering
in
our
eating's,
so
that's
I,
think
that's
important
to
get
out
to
so.
Forgive
me
if
that's
long-winded,
I
think
it's
information
already
to
keep
out
in
front
of
the
public
yeah
thanks.
A
Anybody
else,
I
have
only
one
thing
and
that's
to
say
that
the
children
friends
is
very
seems
to
be
with
some
folks
that
they're
just
dead
set
against
it.
But
I
know
this
deep
in
my
heart:
the
children
friends,
once
it's
done
two
or
three
years
down
the
road
it's
going
to
blend
in
with
the
community
and
be
one
of
the
biggest
assets
this
town
has
had
since
the
town
square.
There
was
a
lot
of
people
about
the
town
square
when
it
was
balked
and
then
cow
it
got
started.
Let's
look
at
it
now.
