that

affected

the
plane
crash

Alaska

in
Canada

in
this
tragedy

train
wreck.

thirteenth

ten
a.m.

Is
the
East
buncombe
hard
to
recycle
collection?
This
is
our
third
time
back
at
this
end
of
the
county
and
it's
our
ninth
event.
So
we
we've
really
gotten
this
thing
rolling,
pretty
good.
It
is
co-sponsored
by
rainbow
recycling,
asheville,
greenworks,
kirby,
air
recycler,
biltmore
iron
and
metal,
openbox
moving
solutions
and
our
local
co-sponsor
as
fans,
friends
and
neighbors.

If
swannanoa,
we
collect
the
standard
items
that
we
have
been
doing
all
along
as
a
copy,
the
fire
that
includes
the
hard
plastics
and
the
books
and
electronics
and
the
metals
in
the
styrofoam
and
they
use
cooking
oil.
We
also
collect
a
lot
of
things
that
can
be
reused
by
our
local
ministries
and
other
groups
and
is
quite
a
long
list.
This
time.

Besides,
collecting
non-perishable
food
will
collect
usable
towels
sheets
and
blankets
for
them,
as
well
as
spring
and
summer
clothing,
the
unusable
will
go
to
ABC
cm,
as
well
as
the
fall
and
winter
clothing
and
towels
sheets,
and
towels
and
blankets
that
are
not
usable
by
people
will
go
to
the
Asheville
Humane
Society.
So
just
about
anything
fabric
you
bring,
we
have
a
place
for
it,
and
that
also
goes
with
things
like
small
appliances.

We
also
will
have
used
cooking
oil
that
will
get
recycled
by
Blue
Ridge
biofuels.
They
make
biodiesel
out
of
it
and
then
other
things
that
habitat
will
take.
This
time
include
usable
tools,
household
items
aren't
usable
lawn
furniture
and,
if
it's
not
usable
Kirby
will
take
it.
Sporting
Goods
usable
windows
and
doors
and
usable
ceiling
fans
if
they
have
the
mounting
fixture
and
the
Humane
Society,
will
take
the
typical
pet
items
as
well
as.

Storage
totes
for
those
for
their
Center,
and
we
also
will
take
prescription,
eyeglasses
and
hearing
aids
for
the
Swannanoa
Valley
Lions
Club.
So
it's
kind
of
a
long
list
and
it's
really
best
to
get
a
copy
of
this.
It's
copies
are
available
at
the
Chamber
of
Commerce,
at
both
libraries
at
Black
Mountain
in
swannanoa,
or
you
can
give
us
some
Ausick
info
at
rainbow.
Recycling,
org
and
I
just
want
to
bring
it
to
your
attention
that
while
we
collect
such
a
wide
array
of
things
with
it,
we
can't
take
everything
that's
hard
to
recycle.

Medications
they
don't
take
any
back.
Let's
see
wood
furniture
upholstery
foam,
we
don't
take
food
service
styrofoam
or
the
kind
that
you
use
in
insulating.
It
has
to
be
white
styrofoam
and
we
don't
take
hoses
or
plastic
bags.
Of
course,
if
you're
carrying
something
to
us
in
it
so
think
about
the
items
that
you
have.
This
will
give
you
a
great
chance
to
really
clear
out
stuff
from
your
home,
your
garage
or
shed
your
office
and
do
good
at
the
same
time,
because
local
businesses
will
benefit
because
they
get
more
materials
to
recycle.

Local
nonprofits
will
benefit
because
they
get
things
to
reuse.
This
event
is
free.
We
do
accept
donations
to
help
us
keep
continuing
them
and
it
will
happen
rain
or
shine
if
it's
severe
weather
we
won't
have
it,
but
otherwise
we'll
be
there
and,
if
you'd
like
to
pitch
in
and
help
us
just
get
in
touch
with
me
and
this
time
we'll
have
our
new
signage
up,
that
we
got
a
grant
from
the
keep
North
Carolina
beautiful
for
some
station
signage,
so
that
would
be
an
exciting
new
addition.

Getting
the
mayor
board
I
just
want
to
give
a
very
brief
update
on
what's
happening
over
town
square.
As
you
can
see,
there
has
been
some
work
done.
We
removed
some
more
asphalt
from
the
space
took
down
a
wall.
Did
some
grading
planted
grass,
which,
with
all
this
rain,
is
still
there
and
actually
growing?
So
you
can
see
green
through
the
straw.
The
pad
has
been
prepared
for
the
restroom
that
will
be
built
there
very
very
soon.
In
fact.
F
Hopefully
this
week
or
next,
we
should
have
some
work
begin
on
that
process,
as
well
with
all
the
the
sub
work
that
needs
to
be
done.
What's
happening
there
this
coming
saturday.
The
thirteenth
is
a
another
concert
of
the
summer
concert
series
that
will
be
from
one
o'clock
till
five
o'clock
this
saturday,
the
thirteenth,
it's
a
fundraiser-
and
you
know
this
is
going
to
be
broadcast
on
as
public
service
announcement
on
the
news
channels
and
radios.
We
expect
to
see
a
large
turnout
with
the
groups
that
are
going
to
be
there,
including
the
swayback
sisters.

I
know
people
like
to
listen
to
them
their
trip
and
a
half,
so
we
would
encourage
everyone
in
town
to
come
and
take
part
in
that,
and
we're
also
pleased
to
announce
it
on
august.
31St,
David
Lamont
will
do
a
benefit
concert
on
the
square
as
well.
That
will
be
from
two
to
five
on
the
thirty-first
of
August.
So
thank

We
still
do
have
some
revenues
coming
in
from
the
state,
but
I'm
able
to
estimate
those
fairly
accurately
so
in
the
general
fund,
at
least
estimating
revenues
at
about
seven
million
three
hundred
fifty
thousand
dollars
and
expenses
at
about
seven
million
one
hundred
thousand.
That's
a
$250,000
increase
in
overall
fund
balance.
G
Now,
just
because
overall
fund
balance
increases
by
that,
much
doesn't
mean
that
the
unassigned
fund
balance
does
but
still
that's
that's
a
we'd
rather
see
fund
balance
going
up.
If
you
look
at
most
of
our
major
revenues,
our
current
our
advil
and
DMV
taxes
came
in
very,
very
well
right
around
one
hundred
percent.
In
fact,
most
of
our
revenues
we're
right
around
a
hundred
percent,
which
was
which
was
very
nice
building
permits
had
a
great
year,
particularly
in
the
winter
months.

We're
going
to
come
in
about
two
hundred
and
fifty
thousand
dollars
under
under
the
final
budgeted
numbers,
and
that's
really
because
all
of
the
departments
spent
at
about
a
ninety-six
ninety-seven
percent
rate,
and
if
you
can
go
back
if
we
want
to
and-
and
we
were
happy
with
that-
you
know
if
we
can
like
for
administration.
If
we
can
budget
633
and
we
spend

I'm
pretty
happy
with
those
percentages.
The
planning
department
was
the
one
exception.
They
came
in
quite
a
bit
lower.

They
only
spent
eighty
percent,
but
that
was
because
the
interim
manager
and
myself
we
budgeted
for
some
positions
kind
of
halfway,
knowing
that
we
may
not
fill
them
during
the
fiscal
year.
So
we
expected
them
to
come
in
quite
a
bit
lower
on
the
water
side
in
water
fund,
which
is
really
the
only
other
operating
fund
that
the
that
the
town
will
be
reporting
this
year,
I'm
estimating.

Can't
really
see
it
from
this
slide,
but
I'm
estimating
that
expenditures
will
exceed
revenues
by
about
seventy
or
eighty
thousand
dollars
and
again
this
is
really
what
we
budgeted.
We
knew
with
some
of
the
new
debt
coming
on
that
water
might
have
a
tough
time
breaking
even
for
a
couple
years.
Some
of
that
debt
falls
off
two
or
three
years
from
now.
So
we're
not
overly
concerned
about
it.
Water
has
a
very
healthy
spendable
fund
balance,
but
the
both
revenues
and
expenditures
pretty
much
came
in
the
way
we
expected
them
to
it.

Just
wasn't
it
didn't,
but
they're
fun
balance
will
go
down
by
probably
eighty
thousand
dollars,
or
so
the
rest
of
it
is
going
to
just
be
me
talking
a
little
bit
back
to
the
on
the
fund
balance
discussion,
the
ona
there's
five
categories
of
fun
balance
in
there
they
talk
about
how
restricted
the
money
is.
The
one
that
we're
most
concerned
about
for
the
town
is
the
unassigned
fund
balance
and,
as
matt
spoke
about
the
last
meeting,
we're
expecting
that
to
go
up
about
a
hundred
thousand
dollars.

Now
I
talked
earlier
about
overall
fund
balance
about
250.
That
means
some
of
the
other
categories
have
gone
up
about
a
hundred
and
fifty
thousand
dollars.
That
would
be
like
restricted,
fund
balance
and
assigned
fund
balance,
and
these
are
but
the
number
that
you're,
probably
most
concerned
about
is
unassigned
fund
balance
and
we're
expecting
about
a
hundred
thousand
increase.

Will
be
five
hundred
and
sixty
three
thousand
dollars
now?
That
includes
two
hundred
thousand
dollars
for
the
Clevenger
debt
which
I'll
be
paying
off
in
a
week
or
so
after
that
the
payments
will
go
down
to
360
to
within
three

and
then
down
to
250
thousand
dollars
per
year
in
the
general
fund,
as
a
percentage
that
rate
rates
at
about
three
or
four
percent
of
fun,
balance
which
that's
what
it
will
rate
in
two
thousand
fourteen
to
fifteen,
which
those
percentages
are
fine
for
most
governments
of
our
size,
the
water
debt,
the
person
well.

Actually,
when
I
say
the
percentage
I'm
talking
about
the
money
that
we're
spending
in
principal
and
interest
compared
to
our
total
expenditures
in
that
fund,
our
water
percentages
are
closer
to
about.
Twelve
percent
were
a
little
bit
high
on
the
water
side.
But
as
some
of
that
debt
falls
off,
we
will
go
down
as
well.

You
now
only
have
one
item
on
your
consent
agenda
for
tonight
it's
two
to
prove
a
grant
purchase
of
radios
for
the
Black
Mountain
Police
Department.
We
know,
as
I've
explained
it
I'll
explain
it
briefly
again
to
case
people
have
seen
it
in
the
in
the
newspaper,
buncombe
county
received
a
grant
for
fire
department,
radio
replacements
to
upgrade
their
communication
system.
That's
not
what
that's
not
what
this
is.
We
remember
we're
a
part
of
that
process,
but
that
process
is
going
on
and
we'll
probably
closer
the
end
of
the
year
before
those
radios
are
BOTS.
I
This
was
a
grant
that
another
County
got
had
some
some
reserve
money
left
over
and
we
reached
out
to
them
chief
Padgett
reached
out
to
them
and
was
able
to
get
what
amounts
to
the
equivalent
grant
for
the
police
department
to
replace
handheld
radios.
It's
roughly
seventy
two
thousand
dollars
worth
of
radios.
We
can.
We
will
be
able
to
purchase
those
for
around
four
fifteen
thousand
six
hundred
sixty
three
dollars
and
23
cents,
and
we
can
appropriate
that
out
of
the
out
of
the
reserve
money
for
our
drug
forfeiture
funds.
I
So,
there's
actually
no
impact
on
the
tax
dollars
in
that
portion
of
the
general
fund,
because
we
still
have
a
reserve
of
about
eighty
thousand
dollars
in
our
drug
forfeiture
money
that
will
group
that
would
be
our
match
to
replace
these
radios.
These
radios
are
called
dual
band
radios,
so
we
continue
to
run
our
own
communication
system
on
the
on
the
VHF
system,
but
will
also
have
digital
capabilities
to
turn,
to
switch
to
different
channels
to
communicate
with
buncombe
county
surrounding
counties,
how
a
patrol
and
in
emergency
services
those
are.
I
Those
are
vital,
communication
opportunities
that
we
need
to
be
able
to
to
utilize
and
that's
what
that's?
What
this
does
this
this
does
it
for
the
police
department,
like
I,
said
we
will
hopefully
come
back
later
in
the
year
and
do
the
same
thing
for
the
fire
department
at
the
same
same
reduced
rate,
and
that's
all
you
have
on
the
consent
agenda.

Manager,
just
two
quick,
two
quick
things:
I
would
remind
everybody
in
case
they
were
not
aware
that
the
fireworks
were
cancelled
for
a
July
4th
they've
been
rescheduled
for
August,
the
10th
at
the
sourwood
festival
and
we're
looking
forward
to
a
great
night
that
that's
the
Saturday
night
of
the
festival.

would
also
just
update
the
board.
The
montreat
road
sidewalk
project
is
being
bit
out.
I
We
have
the
bids
back
by
the
end
of
July,
so
I
think
Jamie
is
fair
to
say
that
in
August
will
have
begin
sidewalk
construction
there,
the
flat
creek
sidewalk
construction,
should
begin
this
month
too.
So
in
the
next
60
days
or
so
you'll
see
60
90
days,
you'll
see
a
lot
of
the
sidewalk
construction
that
we've
budgeted
for
be
a
be
completed.

I
think
the
surveying
is
complete.
The
survey
is
complete
our
issue
here
there
is,
we
met
with
Chad
bandy
from
the
d.o.t
to
discuss
what
the
requirements
would
be
or
what
the
what
the,
what
the
deity
is
going
to
require
us
to
go
under
highway
70
at
ola
guacamole.
That
is
the
initial
issue
that
we're
going
to
they're
trying
to
address
to
see
what
their
issues
are
to
use
the
culverts
the
big
box
covers
that
are
under
70,
so
we're
waiting
to
hear
back
from
from
DoD
for
that
portion
of
that
part
