The
first
one
is
like
to
welcome
Tim
Raines
to
our
borders
Altima.
As
you
know,
this
is
not
our
first
rodeo
we've
done
this
move
or
four
times
in
the
last
five
little
over
five
years,
and
it's
the
job
of
the
Board
of
Aldermen
to
reach
out
and
select
and
choose
someone
that
they
feel
like
is
a
good
fit
for
the
town
of
Black
Mountain,
and
it
has
something
to
offer
to
this
board
and
Tim.

Raines
is
well
known,
respected,
Boston,
girls,
basketball,
coach,
you
know
in
high
school
for,
like
twenty
four
years,
taught
civics
for
25
years.
He
goes
to
Jamie
boys,
football
team,
he's
well-known
well-respected
and
a
good
decent
man
who
had
had
to
this
board.
I'm
gonna
welcome
him.

The
work
will
include
the
replacement
of
the
existing
sewer
main
with
8-inch
pipe
and
reconnection
of
the
existing
service
lines,
from
adjacent
structures
to
the
to
the
new
main
it'll,
take
approximately
five
weeks
or
depending
on
the
weather
and
other
factors
to
get
it
complete
itself.
Just
have
that
in
your
memory
banks
and
then
also
like
to
commend
the
Black
Mountain
PD
Black
Mountain
was
ranked
in
the
North
Carolina's
13th.
He
was
the
13th
and
safest
cities
for
2018.

Property
crimes
per
capita-
that's
burglaries,
motor
vehicle
thefts,
each
city
in
the
state
was
ranked
on
the
category
on
a
scale
of
one
to
ninety,
with
one
being
the
safest
and
ninety
been
the
worst.
The
reason
for
this
extremely
high
ranking
is
due
to
the
great
before
and
transparency
between
the
citizens
and
the
police
department
and
with
the
continued
help
of
the
citizens,
will
continue
to
climb
this
chart.

Now
we
also
have
to
have
two
proclamations
and
awards.
We
have
a
certificate
of
the
government
finance
Officers
Association.
The
news
release
that
our
town
and
Dean
Looby
has
achieved
the
certificate
achievement
for
excellence
in
financial
reporting
has
been
awarded
to
the
town
of
Black
Mountain
by
governing
finance,
Officers
Association
of
the
United
States
and
Canada
for
its
comprehensive
and
annual
financial
report
to
Khafre
their
certificate
of
achievement
is
the
highest
form
of
recognition
in
the
area
of
government,
accounting
and
financial
reporting,
and
its
alignment
remains.

All
like
I
would
also
like
to
congratulate
Angela
Angela
Reese,
our
our
clerk
she's.
Just
recently
this
year,
she's
been
graduated
from
2017-18,
municipal
and
County
Administration
course
of
school
government
Chapel
Hill.
It's
designed
for
managers,
department,
heads
and
officials,
whose
responsibilities
require
a
broader
understanding
of
functions
beyond
individual
areas
of
the
specialization.

This
course
is
aprox
150
hours
in
length
and
more
than
60
instructors
participate
in
leading
the
program.
Of
course,
instruction
covers
north
carolina,
local
government
law
organization
management,
finance,
budgeting,
employment
law,
administration
planning
and
regulation
development
and
the
delivery
of
specific
city
and
county
services.
She
was
one
of
ninety-six
who
graduated
from
this
course
and
she's,
one
of
only
3,200
that
have
completed
the
course
since
it
began
in
1954.

She
is
also
honored
by
the
North
Carolina
Association
of
municipal
clerks
she's
been
awarded
the
prestigious
award
north
carolina
certified
municipal
clerk
from
North
Carolina
Association
of
municipal
parks,
along
with
School
of
Government,
and
the
University
of
North
Carolina
Chapel
Hill
for
achieving
its
highly
educational
experience
and
service
requirements.

I've
been
working
with
a
couple
other
folks
from
the
town
also
I'm,
losing
it
here:
Wes
Hall
and
myself
and
one
other
individual.
We
are
in
the
process
of
putting
together
a
honoring
for
our
veterans
on
November
11th
Black
Mountain
is
a
community
that
is
considerably
surrounded
by
veterans.

Veterans,
live
here,
I'm
sure,
there's
quite
a
few
here
in
the
audience
or
those
who
have
have
sons,
daughters,
spouses,
family
doing
that
we
have
probably
one
of
the
finest
cemeteries
in
the
area,
one
of
the
best
soldiers
homes,
and
we
thought
that,
with
all
of
these
great
things,
to
include
a
spectacular
hospital
for
the
from
the
Veterans
Administration
in
this
area,
we
wanted
to
go
ahead
and
honor
our
veterans.
Through
a
parade.
We've
been
doing
the
initial
planning.
We
have
some
more
information
that
will
be
coming
out,
but
basically
on
beginning
around
1
p.m.

on
November
11
parade
through
Black
Mountain,
for
the
opportunity
for
folks
to
see
who
these
people
are,
how
they
have
fit
into
our
town
and
give
them
a
opportunity
for
some
little
respect
and
a
chance
for
the
rest
of
us
to
say.

understanding
is
that
the
employees
that
resigned
have
not
left
employment
with
the
town
due
to
better
opportunities
becoming
available
to
them,
but
rather
because
of
the
poor
treatment
that
they
have
received
from
either
the
mayor,
the
interim
town
manager
or
the
town
clerk
now
I
understand
that
the
interim
town
manager
is
reviewing
employee
personnel
files
and
firing
town
employees.
One
such
employee
had
17
years
of
service
with
the
town.

would
like
to
request
that
the
aldermen
consider
voting
on
a
motion
in
the
very
near
future
to
stop
the
inner
in
town
manager
from
firing
any
additional
employees.
I
do
not
think
we
are
creating
a
positive
platform
for
a
permanent
town
manager
to
even
desire
to
work
for
the
town
of
Black
Mountain.
In
closing,
I
would
like
to
remind
this
board
that
the
mayor
does
not
run
this
town.
You
do
the
only
time
the
mayor
has.

These
are
based
on
the
fact
that
my
wife
and
I
come
into
town
seven
days
a
week
pretty
much
365
days
a
year
unless
we're
somewhere
else
on
vacation
once
or
twice
a
day
for
shopping
for
dining
and
supporting
local
businesses,
I'm
also
a
person,
that's
kind
of
observing
a
thing.
So
my
first
point
about
Cherry
Street
and
the
traffic
direction
change
I,
fully
support
that
I
think
it's
an
excellent
idea.
I
would
like
consideration
for
thinking
about
making
the
traffic
southbound
rather
than
northbound.

My
reason
for
that
is,
although
there
is
a
no
left
turn
sign
posted
at
the
top
of
the
hill,
it
is
routinely
violated.
We
cannot
expect
our
officers
to
put
a
full-time
person
on
the
corner
and
ticket
people
for
turning
left.
That
would
be
a
very
good
use
of
resources.
It
happens.
I
see
it
the
left
turn.
There
is
often
encroach
on
sidewalks.
We
have
a
lot
of
older
people
in
this
town.

We
have
a
lot
of
people
who
aren't
familiar
with
the
town
that
don't
do
the
best
job
following
the
crosswalks
and
watching
for
cars.
So
I
would
like
to
suggest
thinking
about
making
the
traffic
flow
southbound.
That
would
put
it
on
the
street
with
a
traffic
controlled
intersection
if
they
want
to
go
in
any
other
direction.
The
second
point
is
diagonal
parking.
A
lot
of
our
residents
and
visitors
drive
very
large
double
cab,
high
pickup
trucks
and
SUVs
I
Drive,
a
full-size
sedan.
What
I
parallel
park?

Any
Street
where
there's
diagonal
parking
me
and
quite
honestly,
the
drivers
that
come
down
the
hill
are
pretty
much
already
up
to
the
speed
limit.
So
by
the
time
you
can
back
out
far
enough
to
see
if
somebody's
coming
and
pray
that
they
might
do
a
courtesy,
stop
you've
already
put
yourself
at
risk.
I
think
it's
a
pretty
significant
concern.
I,
don't
know
how
to
address
that
line-of-sight
issue,
but
maybe
a
little
thought
to
go
into
the
diagonal
parking.
It
creates
more
spacious,
but
is
it
really
the
right
thing
to
do?

Lastly,
I
support
the
idea
about
paver
brick
for
Cherry
Street
I
think
it
will
add
dramatically
to
the
aesthetics
of
the
historic
district
to
the
benefit
of
the
entire
community,
and
it
will
enhance
the
beauty
of
that
particular
district,
and
it
will
be
a
very
long
time
and
permanent,
durable
investment
as
a
taxpayer.
I
have
no
problem
with
funding
my
share
to
leap
propria
to
mountain
property
tax
that
this
contributed
to
the
town
of
Black
Mountain.

I
refer
to

The
Daytona
500
of
Black
Mountain
I'm
here
today
to
speak
to
the
fact
that
mr.
Carlos
suggested
on
social
media
a
while
back
that
we,
the
citizens
of
Black
Mountain
volunteered
to
perform
some
of
the
Taos
normally
performed
by
the
employees
that
have
resigned
or
been
fired.
Many
by
the
actions
or
inaction
of
our
mayor
and
board.
I
personally
found
that
offensive.

He
found
it
laughable,
but
regardless
he's
entitled
to
his
opinion,
you're
entitled
to
yours
and
I'm
entitled
to
mine,
my
biggest
concern
is
whether
or
not
the
board
could
look
into
whether
or
not
this
would
be
a
wage,
labor
violation
and
also
whether
or
not
the
town
liability
insurance
would
cover
incidents
that
might
involve
that
employee,
volunteer,
employee
and
the
town.

got

projects

town
that

lot
of
people
have
or
disturbed
about

amount

runoff.

almost

daily
basis.

think
we're
within
our
nothing.
That's
happened
that
we've
not
cleaned
up
or
but
we've
been
having
some
rain
events
here.
The
last
six
eight
weeks,
I
believe
my
whole
lot
and

Don't
remember
a
summer
like
this,
and
we
we've
tried
every
ways
to
mitigate
the
amount
of
runoff.
I

finally
got
a
covert
open
that
I
had
requested
a
year
and
a
half
ago
on
Lake
tomahawk
Avenue
the
covered
been
blocked
for
at
least
five
years.
We
got
that
covered
opened
up.
Mr.
Cordell
came
to
the
job
site.
I
showed
him
the
problem
within
20
minutes.
We
had
a
backhoe
and
a
truck
there
and
the
culvert
was
opened
and
we've
not
had
any
problem
since
so.
I
just
want
everybody
to
know
that
stormwater
is
a
big
issue.
I'm
a
member
of
the
Planning
Board.
I
We
plan
on
addressing
the
stormwater
issue
and
I
just
wish
more
citizens
would
come
to
the
Planning
Board
meeting.
We
did
a
review.
We
did
a
review
of
the
comprehensive
plan
about
three
years
ago
and
we
advertised
every
meeting,
but
nobody
would
come.
We
can't
even
get
you
know,
miss
letters
and
housing
would
usually
art
and
the
guy
from
the
paper
was
the
only
people
we
have
at
the
Planning
Board.
Well,
there's
seven
of
us
and
we
we
volunteered
to
do
this
once
a
month,
so
anybody
has
any
issues
with
kind
of
thing.

company

Black
Mountain,

company

kind

tonight,
I'd
like
to
represent
the
other
builders
in
this
area,
because
it
seems
like
when
social
media
we
kind
of
get
a
bad
tilt
in
terms
of
our
responsibilities
and
what
were
held
accountable
for
it.

One
of
the
people
next
to
where
I'm
you
know,
have
land
that
is
in
the
world
of
nonprofit,
and
he
came
to
me
and
said:
oh
you're,
doing
this
for
money
and
I
said
well,
that's
the
only
medium
of
exchange,
I,
don't
know
how
to
work
in
in
the
United
States,
but
more
important
than
that.
As
a
builder
I'd
like
to
let
people
know
that
of
a
hundred
percent.

Above
the
price
of
a
house,
20
to
25
percent
goes
into
land
some
sixty
percent
cause
of
building
materials
that
another
20
percent
goes
in
the
overhead
and
profit.
So
typical
builder
profit,
if
you
look
at
professional
builder,
is
five
to
seven
percent.

where
does
all
the
other
money
go
thinking?
Well,
it
goes
the
Henson
building
materials.
It
goes
to
all
the
subcontractors.
It
goes
for
all
the
taxes,
in
other
words,
we're
accountable.

frustrated
what
seems
to
be
a
bit
of
a
disconnect
in
communication
with
this
board
and
I'm.

say
this

first
instance

August
3rd
I
sent
a
note
to
the
board
via
the
town
of
Black
Mountain
email,
that's
to
go
to
all
board
members
and
received
absolutely
no
response,
not
a
response
to
say
the
email
was
received,
red,
etc.
This
is
not
the
first
time
as
in
the
past.

It
seems
to
be
the
topic
of
conversation
tonight
and
the
complete
mess
that
people
near
construction
sites
are
experiencing
and
their
frustration
when
they
attempt
to
contact
town
on
multiple
occasions,
and
it
goes
nowhere
a
it-
should
not
take
a
person
myself
or
anybody
else
having
to
come
to
a
Board
of
Aldermen
meeting
and
make
a
public
comment
to
get
a
matter
perhaps
not
resolved,
but
at
least
checked
in
to.
While
there
is
frustration
over
the
extent
of
new
developments
in
town,
the
reality
is
they
are
here.

However,
I
think
it
should
do
those
in
a
position
of
leadership
well
to
be
more
respectful
as
to
the
extent
of
the
impact
on
the
existing
neighborhoods
being
affected
by
such
development
and
to
be
more
proactive
to
protect
the
existing
homeowners.
It's
not
one
developer,
not
one
extreme
storm
that
I'm
talking
about
people
being
impacted,
are
seeing
an
increase
in
flooding
residual
water
sitting
in
their
yards
breeding
ground
for
mosquitoes
and
also
water
flowing
into
Lake.

also

quick

things
not
taken.
We,
these
events
do
not
take
every
single
thing.
That's
hard
to
recycle.
It's
those
selected
and
identified
items

chamber

commerce,
and
you
can
go

We
are
super
excited
back.
In
March
of
this
year
we
were
selected
to
receive
a
grant
from
kaboom
and
foresters
financial
to
be
able
to
replace
playground
equipment
at
the
primary
school.
You
guys
may
have
seen
activity
going
on
there
recently
as
we're
starting
the
planning
process
for
that
playground.
We're
gonna,
replace
any
clip
minutes
over
25
years
old
and
making
it
safe
for
our
kids
that
are
going
there.
We
have
over
800
families
participate
at
the
school
between
the
elementary
school
in
the
primary
school.

So
we're
really
excited
to
make
this
happen
when
the
PTA
started
about
12
years
ago.
This
is
the
primary
focus
was
to
replace
the
playground,
and
so
we're
excited
to
be
able
to
do
that
on
October,
the
6th
as
part
of
this
process.
We
are
building
it
in
barn-raising
fashion,
which
means
that
we
get
about
250
of
our
friends
all
together
on
one
day
which
is
October
the
6th,
and
we
build
that
playground
all
in
one
day.

So
we'll
go
from
bare
ground,
that's
prepared
to
having
a
playground
by
3
o'clock
in
the
afternoon
on
these
six,
as
you
can
imagine,
even
with
a
grant.
There
are
things
outside
of
that
that
we
try
to
do.
That
was
our
obligation.
Do
you
want
site
preparation,
getting
volunteers
to
come
in
removing
things
that
may
be
hazardous,
as
you
guys
know
that,
may
the
field
that's
out
there
used
to
be
a
don't
softball,
complex
and
there's
still
some
of
the
structures
that
are
there
from
when
it
was
serving
that
life.

That's
not
safe
for
the
kids,
and
so
one
of
the
things
I'm
really
doing
with
this
project
as
well
from
a
side
note,
is
being
able
to
demolition
those
structures
once
again
enhancing
the
safety
of
the
site
and
making
the
site
more
usable
for
all
the
kids
that
are
there
with
all
those
new
playground.
Equipment
going
in
a
lot
of
folks
may
be
thinking
that
it's
on
school
property.
Nobody
else
can
use
it
except
the
kids
that
are
going
to
that
school
and
that's
not
necessarily
true
outside
of
school
hours
and
on
the
weekends.

I
wanted

start
off
with
a
quick
note
that
this
month
makes
one
year
since
I've
been
the
town
of
Black
Mountain,
and
that
has
been
a
year
of
transition
and
a
year
of
learning
both
for
myself
and
for
my
department,
there's
a
lot
of
getting
used
to
one
another
and
figure
out
how
we
work
together,
but
I'm
really
proud
of
how
far
we've
come
and
I
think
that
we
are
really
set
up
to
go
far
in
the
next
year
in
the
next
year.
We're
anticipating
to
our
first
departmental
strategic
plan.

So
the
first
slide
that
you
can't
all
see
is
basic
demographics.
The
population
of
Black
Mountain
has
increased
by
311
since
2010
and
the
2010
sorry,
the
2020
census
is
among
those
and
is
keeping
us
busy
as
we
prepare
so
we'll
have
even
better
data
the
next
time
we
do
this
report
as
we
inch
toward
that
the
town
has
three
thousand
six
hundred
and
forty-eight
households.

The
median
age
is
fifty
point
eight
years
compared
to
Buckham
County,
which
is
forty
two
point
six
years
compared
to
the
state,
which
is
thirty,
eight
point
seven
years,
and
we
could
have
a
very
long
conversation
about
economic
indicators
and
land-use
and
demographics.
Surrounding
that
single,
singular
data.
Point
and
I
think
that's
a
conversation
we
should
keep
exploring,
but
for
now
just
kind
of
will
hold
on
to
that
and
the
talent
is
comprised
of
46
percent
male
and
54
percent
female.

economic
data
point
that
we've
included
are
the
median
household
income
for
the
town
is
forty
one
thousand
eight
hundred
and
seven
dollars
compared
to
Buncombe
County,
which
is
forty,
six
thousand
nine
hundred
and
two
compared

state,
which
is
forty.
Eight
thousand
two
hundred
and
five,
the
poverty
rate
for
the
four
Black
Mountain
is
the
lowest
of
the
three
groups
at
twelve
point.

percent
and
the
median,
the
median
property
value
part
owner
occupied
home
is
two
hundred
thousand
nine
dollars,
and
that
is
up
from
one
hundred
eighty
six
thousand
dollars
in
2010
the
owner,
occupancy
rate
is
fifty
nine
point.
Seven

the
renter
occupied
rate
is
forty
point
three.
This
is
a
good
bit
lower,
then
I'm,
sorry,
our
owner-occupied
rate
is
slightly
lower
than
Buncombe
County
and
the
state,
but
not
unlike
other
towns
like
ours,
with
significant
tourism
economies.

we
get
into
all
the

building
permits,
and
these
looks
very
tiny,
except
for
that
I
would
not
be
reading
it
up
there.
In
2017,
there
were
61
building
permits
for
single-family
homes
and
there
were
24
commercial
permits,
and
that
represents
a
total
permit.
Inspection
value
of
two
hundred.
Ninety
three
thousand
nine
hundred
and
$18.75.

We're
going
to
leap
over
the
building
purposely
because,
in
my
infinite
wisdom
at
the
last
minute,
I
tried
to
make
it
easier
to
read
and
deleted
this
year's
factoids
so
well.
I
will
get
you
that
updated
slide

you
look
at
the
building
permit
valuations
the
single-family
homes
added
over
11
million
dollars
and
commercial
added,
almost
8
million
dollars
to
our
tax
base.

We
are
working
on
some
new
scheduling
policies
to
hope,
moderate
that
workflow
a
little
bit
and
make
sure
it's
efficient,
as
we
can
be,
maybe
make
Dan's
life
a
little
bit
easier,
but
he
does
the
work
of
three
people
and
I'm
very
grateful
for
it.
Our
zoning
permits
this
year
we
had
178
and
we
had
242
zoning
inspections,
113
complaints
and
65
notices
of
violation,
and
so
sorry.

It's
a
registration
permits
that
you
can
see
that
there's
two
colors
we're
where
we
transition
from
having
privileged
licenses
to
business
registrations.
The
numbers
are
inflated
when
you
look
at
privileged
licenses
because
they
were
issued
to
anybody
who
did
work
in
Black
Mountain,
even
if
they
had
a
business
in
Marion,
they
had
to
have
a
privileged
license
to
work
here
and
with
the
building
in
flux,
we
had
a
lot
of
contractors
coming
from
different
jurisdictions
who
needed
those
permits.
But
now
we
only
issue
business
registration
permits
to
individuals
with
businesses
in
Black
Mountain
proper.

So
that's
why
you
see
a
difference
in
those
colors
and
numbers
and
those
will
sort
of
you
know
age
off.
The
graph
is
a
years
ago
we're
also
looking
at
making
sure
that
we
are.
We
are
really
getting
in
touch
with
all
the
business
community
to
make
sure
we're
capturing
all
the
different
types
of
brick-and-mortar
businesses,
internet-based
businesses,
home-based
businesses
and
things
like
that.
So
I
imagine
you'll,
see
a
jump
in
that
number
next
year.

We've
been
lucky
to
have
some
nice
grants
awarded
to
the
town,
and
this
last
year
that
we
will
be
implementing
this
year.
The
French
Broad
NPO,
which
is
our
regional
transportation
agency,
has
awarded
us
three
million
dollars
to
continue
the
work
on
the
River
Walt
Greenway,
which
is
I,
submitted
our
updated
data
to
the

Freeman

I'm
amazed
at
the
knowledge
that
she
has
about
this
and
she's
taught
us
a
lot
in
two
weeks.
She's
been
here
and
is
doing
a
fine
job
there.

I
told
them
that
morning
that
if
we
could
get
in
this
building-
and
it
would
make
all
the
difference
in
the
world
and
their
ability
to
efficiently
use
their
equipment
store
their
equipment
work
on
their
equipment,
so
the
fence
should
be
up
this
week.
The
office
is
up
in
the
front
have
been
painted.
We
think
the
phone's
in
computer
system
is
about
squared
away
and
we'll
be
moving
in
there,
as
I
said
soon
and
looking
forward
to
that,
because
both
the
Parks
and
Rec
folks
and
the
maintenance
folks.

there
seems
to
be
a
lot
of
turnover
here
in
the
town
and
anytime.
You
have
new
administration
that
comes
in
things.
They
see.
There
seem
to
be
a
people
I'm
reminded
by
a
friend
of
mine,
Gary
Bartlett,
who
became
the
new
Public
Safety
Director
he's
only
there

policemen
he
lost
when
he
became
over
the
police
department,
as
well
as
the
fire
department
in
three
months
time.

we've
introduced
Tim
and
we
thank
him
for
agreeing
to
serve
with
us,
but
on
behalf
of
the
board,
I
think
we
would
be
remiss
if
we
did
not
say
how
thankful
and
appreciative
we
are
for

services
that
Jeremy
Canadian
provided
as
an
alderman,
and
we
are
very
grateful
for
his
contributions
and
his
service
and
we
wish
him
and
his
family
nothing
but
the
best
going
forward.
He
will
be
missed,
but
we
are
grateful
for
everything
that
he
did
just
to
elaborate
on
the
manager
search.

80
applicants
that
we
have
spent
the
previous
Thursday's
reviewing.
We
have
been
able
to
narrow
that
down
to
a
small
number
of
individuals
that
will
begin
interviewing
here
in
the
next
next
weeks
and
the
process
is
ongoing
and
we
look
forward
to
who
will
get
and
getting
the
best
candidate
that
we
possibly
can.

everybody

the

as
to
what
is

and
what
isn't
and
I
thought
that
in
the
future,
perhaps
one
of
the
things
that
we
could
do
is
to

the

there's

that
you

on
to
get
full
information.
