Description
Regular Meeting of the Black Mountain Board of Alderman from March 9, 2015. To see the agenda or information about future meetings, please visit townofblackmountain.org.
A
Then
we'll
open
up
our
meeting
for
March
between
stands
and
Pledge
of
Allegiance
I
pledge
allegiance
to
the
flag
now
States
of
America
and
to
the
Republic
for
which
it
stands.
One
nation,
under
God,
indivisible
with
liberty
and
justice
from
will
be
led
in
prayer.
A
prayer
were
denied
by
dr.
bill,
Henderson
the
pastor
at
the
First
Baptist
Church
in
black
mahomes.
C
B
Our
Lord,
we
pause
to
pray
that
our
perspectives
might
be
adjusted
rather
than
a
load
of
paper
to
plow.
Through
that
we
may,
we
instead
see
faces
of
people
for
whom
we
might
bring
a
quality
of
life
and
a
freedom
from
want,
and
rather
than
a
list
of
issues
that
might
divide
us,
may
we
see
opportunities
to
see
moments
to
serve
like
heroes
to
unite
us.
This
is
an
era
of
too
much
uncertainty,
rather
than
a
stretched
and
failing
economy.
B
A
Don't
have
any
announcements
except.
I
would
like
to
recognize
the
tremendous
work
that
the
streets
department
did
during
these
past
snows
and
the
ice
the
week
that
we've
had,
I
have
not
had
I've,
never
had
as
many
compliments
whether
I
was
at
the
grocery
store
or
someone
who's
calling
me
as
to
the
job
that
was
well
done,
so
they
did
a
good
job
and
Matt.
Thank
you
for
c
/,
/
/,
seeing
them
certainly.
A
Did
a
wonderful
job
and
said
so:
did
all
those
guys
we
were
going
to
do
a
proclamation
honoring
one
of
our
former
employees
Johnny
rains,
but
the
family,
especially
Jane.
She
was
sick,
she's,
sick
right
now,
so
she
just
couldn't
couldn't
make
it
so
I
need
to
get
a
voice
vote
for
us
to
pull
that
off
of
the
agenda.
I
get
emotionally
make
the
motion
all
right
on
favor
those
okay,
but
I
will
say,
though,
that
Johnny
rains
very
simply
was
the
ambassador
of
black
mountain
and
his
dong.
A
A
E
Watch
this
one
more
card
diem
stand
here
and
talk
about
this
I
prayer
good,
but
while
driving
by
our
property
on
US
highway
70
in
swannanoa
on
january,
the
15
2015
I
found
on
collins
and
jamie
matthews
standing
on
the
boundary
between
us
and
valley
truck
was
taking
picture
of
my
property
I
stopped
and
asked
him
what
they
were
doing
on
my
property
and
Don
informed
me.
He
wasn't
on
my
property
that
he
was
on
Valley
trucks,
so
I
left,
I
went
home
call
my
attorney.
E
My
attorney
instructed
me
to
go
back
and
take
pictures
of
it.
When
I
returned
I
was
taking
pictures
of
Don
Collins,
he
said
quote.
You
had
plenty
of
time
to
work
on
that
building.
I
said:
I
can't
talk
about
that.
To
Don,
which
replied
quote:
you
are
a
coward.
I
was
infuriated,
I
took
pictures
of
dawn,
as
he
sarcastically
commented.
Do
you
want
me
to
smile
and
I
left?
The
building
down
is
talking
about
is
located
on
1599
gross
stone
road.
What
does
this
piece
of
property
on
US
highway?
E
70
have
to
do
with
that
building
and
the
work
we've
done
on
it,
and
why
is
non?
Taking
pictures?
It's
not
within
the
town
of
Black,
Mountain
I.
Don't
understand
why
dawn
and
Jayme
we're
taking
pictures
were
they
representing
the
town
of
Black
Mountain
and
the
Board
of
Aldermen
in
their
official
capacity.
E
E
F
Teresa
watson,
five
blocks
and
road
swannanoa
as
co-owner
of
the
properties
on
us
70
that
Rick
just
spoke
about
Donna
I,
think
your
behavior
representing
the
town
of
Black
Mountain
and
the
Board
of
Aldermen
on
january
twentieth
was
incredibly
unprofessional
and
outside
the
balance
of
the
town's
authority
or
yours.
Having
said
that,
that's
not
why
I'm
here
tonight,
for
quite
a
few
years,
the
town
of
Black
Mountain
has
dump
debris
at
RNC
dinner,
permitted
site
on
US
Highway
70.
It's
the
only
state
permitted
site,
nice
buncombe.
It's
also
a
buncombe
county
permitted
dirt
bar.
F
F
A
March
second
Rick
cut
a
conversation
with
Jamie
and
according
to
Jamie,
it's
the
town's
policy
to
rotate
vendors
Jamie
said
the
town
is
chosen
to
rotate
his
brush
stumps
and
mug
dumped
into
another
NCD
nor
permitted
site,
because
they're
five
dollars
to
load
cheaper
than
we
are
the
town
dumped
its
last
load
of
brush
with
us
in
May
of
2014.
The
town
has
every
right
to
decide
who
it
does
and
doesn't
want
to
do
business
with,
but
it
would
have
been
nice
to
have
a
courtesy
phone
call
for
a
letter
to.
F
Let
us
know
that
after
all
these
years
the
town
was
moving
its
business.
I
spoke
to
andrea
keller
this
morning
and
she
and
Roger
Presley
finally
inspected
the
site.
Last
Wednesday
turns
out
the
brown
properties.
Not
MC.
Dean
are
permitted
its
operating
under
a
new
state
burning
law
that
allows
land
clearing
operations
to
be
transported
off
site
and
burned
in
another
location.
It
is
her
opinion
that
this
law
was
not
meant
for
commercial
use
or
used
by
municipality,
but
the
law
is
vague
and
open
to
interpretation.
F
It's
not
the
state's
preferred
method
of
organic
waste
disposal,
but
it
is
not
illegal.
We
don't
understand
the
cloud
of
secrecy
that
surrounds
the
Newtown
done:
it's
not
top
secret
information,
we
aren't
telling
citizens,
but
we
are
town
taxpayer
and
a
lot
more.
Transparency
in
the
public
works
department
would
be
nice,
otherwise
folks
might
think
you're
trying
to
hide
something.
G
My
name
is
TK
Brown
641,
North,
Fork,
Road
and
Black
Mountain
I
am
the
other
dump
that
she
has
spoken
about
and
in
the
last
two
weeks,
I've
been
visited
by
Vulcan
County
erosion
control,
the
senior
environmental
specialists
with
dinner,
and
they
came
up
with
a
report
that
I
had
an
illegal
dump
from
another
citizen
upon
inspection
I
was
found
to
be
compliant
in
every
way
no
citations
were
issued
and
no
fines
were
issued
to
me
so
upon
that
I
am
operating
a
legal
dope.
So
thank
you
sounds
good
thanks.
H
A
I
All
right,
Jesse,
Gartner,
30
Bethel
drive
chairman
of
the
Planning
Board,
feeling
a
little
deja
vu.
I
guess
I
was
last
time.
I
gave
you
my
update
report.
It
was
championship
Monday
from
the
Southern,
Conference
and
I
was
rushing
to
get
over
to
watch
western
play
and
unfortunately
miss
total
that
ain't
happening
tonight,
but
give
you
a
little
update.
That's
happened
through
the
planning
board
over
this
last
year.
One
key
component
has
been
Josh.
I
Harold
are
planning
director,
so
his
new
arrival-
and
he
you
know,
he's,
took
in
a
fresh
approach
and
sort
of
a
take.
A
basketball
coach
told
me
is
you're
either
getting
better
or
you're
getting
worse
and
with
hit
with
his
set
of
fresh
eyes,
he's
been
trying
to
bring
ordinances
back
to
us
that
he
reviewed
from
our
land
use
code
and
for
the
most
part,
that's
what
we've
been
doing.
We've
been
review
on
our
land
use
code
and
trying
to
make
it
better.
We've
looked
at
the
abandoned
Junkanoo
set
vehicles.
I
We've
looked
at
clarification,
a
multi-family
residential
of
definitions,
Board
of
Adjustment
changes,
home
occupations.
It's
been
the
onslaught
of
just
trying
to
make
make
that
code
as
best
as
it
can
be.
We
do
feel,
like
seems
like
development,
just
in
general,
seems
to
be
ticking
up
a
lot
of
I.
Think
Dan
will
mention
a
lot
of
permit
activity,
and-
and
we
do,
I
do
believe-
there's
some
bigger
projects
coming
forward
with
the
town
soon
so
again,
you're.
I
A
One
that
I've
got
it
because
you
keep
hearing
a
lot
about
it
in
the
news
and
just
because
the
fact
that
people
just
don't
have
large
homes
and
these
little
tiny
homes.
Where
does
that
fall
at
our
ordinances?
What
they
were
there
calling
about
tiny
homes
which
for
the
for
the
audience
out
here?
These
are
just,
I
would
assume,
they're
really
almost
trailers,
but
they're.
Just
very,
very
small
and
people
can
put
them
on
there.
Why.
I
A
No,
no,
these
are
the
ones
that
you
know
that
can
be
moved
now
they
could
be
moved.
Just--All
is
just
like
a
mobile
home
either
on
you
know
the
wheels
or
sitting
on
a
trailer
and
then
just
lift
it
on
to
a
foundation,
but
they're,
very
small,
though
I
know
that
the
stage
has
gone
ahead
and
denied
several
on
Nashville
because
of
the
size
of
the
kitchens.
They
said.
The
kitchens
weren't,
big
and
I
just
wondered.
If
we've
had
it.
I
Probably
doesn't
live
in
our
code,
that's
something
I've
sort
of
been
trying
at
least
the
container
home.
You
know
a
train
car,
railcar,
40
foot,
8
foot
wide
I've
seen
those
go
up,
there's
actually
a
commercial
one
being
built
on
the
river
right
now
out
of
the
those
things
if
you've
been
down
there.
H
I
Think
it's
going
to
come
down
to
how
that
that
makes
building
code,
not
necessarily
how
we
define
it.
I,
don't
think
it'd
be
defined
as
a
mobile
home,
but
if
it
defined
as
a
mobile
home,
then
we
have
restrictions
on
it
from
a
zoning
code
standpoint
if
it
does,
if
it
falls
under
whether
you
be
a
modular
type
unit,
it's
probably
something
that
needs
clear.
There's
a
third
category
there
of
the
what
I
call
them
container
homes,
but
more
of
a
modular
home
could
be
something
we
need
to
look
at.
You.
A
A
H
A
H
H
D
Sir
mr.
mayor,
you've
got
the
adoption
of
minutes
from
the
agenda
workshop
and
the
regular
session
in
February
plus
a
closed
session,
and
a
special
called
meeting
from
December
in
January.
You've
got
a
budget
amendment
to
recognize
a
revenue
from
the
BK
h
program,
which
is
the
obviously
the
Buncombe
County
anti-crime
task
force
that
we're
a
member
of
and
in
the
amount
of
twenty,
two
thousand
nine
hundred
seventy-eight
dollars.
That's
to
equip
the
police
cars
with
cameras.
You've
got
a
budget
amendment
to
recognize
an
expense
in
the
water
department
of
forty
nine
hundred
dollars.
D
That's
to
hire
some
part-time
help
for
some
of
this
going
on
maternity
leave
in
a
few
weeks,
and
you've
got
a
budget
amendment
to
recognize
an
expenditure
of
twelve
thousand
five
hundred
dollars
to
finish
up
the
work
at
lake
tomahawk.
As
you
recall,
we
we
have
a
capital
reserve
final
amount
of
fifty
thousand
dollars
for
that,
and
so
that
might
ended
up
rolling
back
into
fund
balances
has
taken
over
to
years.
But
that
would
that
will
finish
out.
The
project
relate
tomahawk
and
just
just
as
an
aside
for
that.
D
D
D
That
did
the
work,
removing
the
trees
now
bill
now,
they'll
ever
see
the
proctor
test
in
the
end,
the
and
then
the
back
filling
involved
with
with
completing
the
work
and
removing
of
a
stunt,
so
they'll
be
they'll,
be
on
site
from
this
point
forward
and
that's
what
that's
what
that
expenses?
For
you
know
your
next
item
Amy's
way
is
a
street
off
of
terry
estates
drive
and
a
subdivision
there
that
was
approved
in
February
2002.
This
is
for
acceptance
of
that.
As
a
publican
maintained
street.
We
will
add
it
to
our
pal
bill
map.
D
You
have
the
municipal
records
retention
schedule.
There's
some
amendments,
therefore,
when
we
can
dispose
of
records,
and
so
we
would
like
to
request
that
you
approve
that
new
record
for
that
new
retention
schedule.
You
have
a
handful
of
public
hearings
to
be
called
a
call
for
public
hearing
on
Roberts
farm
master
plan
and
development
agreement.
This
is
the
development
off
of
the
proposed
development
off
a
bird
road.
You
have
a
call
for
public
hearing
on
text
amendments
on
the
definition
of
setbacks
in
our
land
use
code.
D
We've
discussed
this
over
the
last
six
months
or
so,
and
we
have
a
recommendation
in
that
regard.
You
have
a
public
hearing
for
a
text
amendment
to
the
tobacco
use
ordinance
to
include
electronic
cigarettes
as
part
of
our
prohibition
of
tobacco
on
public
properties,
and
you
have
a
call
for
public
hearing
for
texting
members
to
the
highway
business
district.
Regarding
setbacks
that
actually
will
tie
into
the
definition
of
setbacks
that
this
came
out
of
out
of
that
discussion,
and
so
we
will
have
a
public
hearing
regarding
that
and
that's
your
consent
agenda
for
tonight.
A
K
J
And
brimstone
three-minute
address
all
prepared,
I
start
thinking
about
it,
not
his
pitched
it.
No
one
did
probably
following
deaf
ears:
I
just
want
to
go
on
record
as
saying
I'm,
extremely
disappointed
in
the
management
by
the
town
of
the
Black
Mountain
Golf,
Club
I,
think
Matt
settled
Meyer
Dean
Looby
are
shirking
their
fiduciary
responsibilities
to
the
citizens,
the
town
of
Black
Mountain
and
their
management
of
the
golf
course.
Thank
you.
H
L
C
A
L
M
My
name
is
Bill
James
I
moved
to
Asheville
in
1993
and
almost
immediately
began
playing
on
the
golf
course
and
I've
been
playing
ever
since,
and
I
think
I've
been
a
member
since
1996
and
I
have
really
enjoyed
all
the
way
under
local
management
under
billy
casper
management
and
I'm
still
enjoying
it,
even
though
after
nine
holes.
Now
in
my
game
and
my
body
I
wonder
if
I
ever
go
out
there
again.
M
This
facility
that
we
have
I
hope
you
have
the
exercise,
wise
business
sense
and
whatever
you're
proposing
for
increasing
fees
I,
do
not
understand
a
two
dollar
walking
fee.
It
seems
to
me
a
strange
sort
of
thing
when
golfing
is
for
walking
so
you're
penalizing
folks
like
us,
who
do
all
at
least
I
hope
to
the
next
time.
I
played,
but
I
appreciate
the
attention
you're.
Giving
to
this
issue
and
I
hope
you'll
make
a
decision
that
will
increase
the
use
of
the
course,
as
well
as
be
a
good
money
management.
A
K
They
were
discussed
as
head
of
perfect
when
he
did
stop
the
car,
so
it
the.
B
D
Would
it
be
helpful
for
me
to
get
just
a
brief
synopsis?
Is
there
people
here
of
what
of
what
the
new
rate
schedule
proposal
is,
because
what
we,
what
we've
done,
is
try
to
reduce
the
number
of
membership
types,
and
so
the
the
new
proposed
rate
schedule
and
I'm
well
aware
that
the
walking
fee
is
not
pop.
D
You
so
I'm
going
to
give
you
a
couple
of
a
couple
of
options,
but
that
we
had
what
we
had
proposed
is
an
individual
membership
of
seven
hundred
dollars,
a
family
membership
of
a
thousand
dollars
to
new
membership
types
that
were
hoping
to
help
recruit
younger
golfers.
We
don't
I,
don't
think
that
we've
budgeted
that
to
to
be
a
revenue
generator,
but
just
isn't,
but
just
as
an
experiment
to
see
if
it
would
work,
we
have
a
junior
membership
at
four
hundred
fifty
dollars
in
a
gym
and
a
Gen
X
membership.
D
We
call
it
that's
age,
19,
234,
six
hundred
dollars.
Our
original
proposal
included
a
two
dollar
walking
fee,
as
was
noted.
In
addition,
we
would
increase
the
public
rack
rates
two
dollars
so
that
if
you
wanted
to
ride
a
teen,
it
would
go
from
34
to
36
dollars
and
if
you
want
to
do
walk,
walk
18
immigrated
from
twenty
to
twenty
four
dollars
that
so
the
schedule
basically
includes
it.
D
D
If
that
sort
of
rate
structure
generates
the
same
level
of
revenue
projections,
whichever,
whichever
way
that
you
would
choose
to
choose
to
go
with
that,
so
that
I
would
start
off
with
that,
an
individual
membership
at
750,
a
family
membership
at
a
thousand.
Fifty
no
walking
fee
cart
fee
will
be
sixteen
dollars
and
well
well.
The
membership
karthi
would
be
sixteen
dollars
and
then
you-
and
then
that
would
not
change
our
updated
weekday
and
weekend
rack
rates
and
then
I'll
I'll
try
to
answer
any
questions
as
they
come
in.
L
Okay,
I've
thought
long
and
hard
about
this,
and
it's
gotten
feedback
from
several
of
the
members
started.
Looking
at
the
math,
you
know
that's
where
I
would
be
most
intrigued
by
and
I
was
looking
at
the
percent
of
increase.
That
would
happen
with
each
type
membership
and
it
seemed
to
me
that
the
weekday
membership
going
from
552
800
was
well
I.
Figured
it
out
is
a
forty-five
percent
increase
of
Italy,
that's
a
tough
increase
and
then
I'll
started.
Looking
at
the
other
increases.
L
So
then
I
started
thinking
back
a
little
bit
and
going
from
your
750
I
think
it
would
be
very
fair
to
offer
a
week.
We
don't
offer
in
this
proposal.
That's
here
we
don't
have
a
weekday
membership
and
I
know.
We
have
quite
a
few
members
that
do
play
that's
when
they
play
during
the
week
and
we
want
to
keep
those
folks.
There
I
mean
they're
there
rain
shine
of
you
know.
L
D
I
will
say
that
under
that
that,
under
those
those
type
of
those
projections,
the
revenue
would
be
there
again.
The
projections
are
based
on
suddenly
assuming
assuming
that
that
membership
stays
roughly
the
same
and
number
of
rounds.
They
representing
the
proportions
to
public
to
membership
round
stays
the
same,
but
under
the
scenario
that
that
miss
Tuttle
has
just
proposed.
That
would
generate
the
same.
The
roughly
the
same
amount
already
so.
D
D
P
H
P
P
N
L
D
Don't
have
said
so
forth,
Hanson
we've
had
some
increases,
but
but
I
will
say
that,
for
example,
are
our
rack
rates
in
2010,
even
with
the
proposed
rates
are
lower
now
than
they
were
than
they
were
then
so
for
the
for
the
public
rates
we're
still
at
a
lower
rate
than
we
were
in
2010,
the
the
membership
rates
have
gone
if
I
believe
they,
but
in
the
last
10
years.
Obviously
this
is
they've
gone
up.
D
You
know
a
few
a
few
dollars
along
the
way,
but
this
is
this.
Is
this?
Is
the
Pope
you
know
of
an
increase
that
kind
of
gets?
It
gets
a
closer
to
be
back
in
line,
but
I
think
is
Maggie
pointed
out.
Muni
is
thousand
dollars
and
fifteen
hundred
dollars
as
their
breakdown
for
individual
and
family.
So.
P
L
A
A
A
D
A
O
A
A
D
D
Going
to
have
the
list
now
which
one
of
your
membership
I'm
am
pretty
sure
I'm
clear
on
what
ya
know?
What's
your
what's
your
hair
list,
if
your
motion
needs
to
include
the
individual
five
day
at
700,
individual
7800
and
family
at
11
hundred
and
the
existing
and
the
existing
proposed
rates
or
the
existing
rates,
as
proposed
scrape
that.
H
L
A
A
D
Yeah,
just
briefly,
we've
alderman,
Harris
and
audible
Mottola
have
been
spearheading
this
a
little
bit.
We've
worked
closely
with
staff.
To
balance
golf
course:
maintenance
with
some
environmental
principles
and
and
the
USGA
has
a
sm-
has
a
policy
that
that
we
tailored
to
meet
the
needs
of
our
golf
course.
They're,
not
they're,
not
mandatory
requirements,
they
are
voluntary
requirements,
but
I
think
they
balance
some
of
the
environmental
concerns
with
how
the
golf
course
is
maintained,
with
some
of
the
needs
of
the
golf
course
to
be
maintained
properly.
D
So
this
policy
that
you
had
before
you,
I
think,
is
a
good
there's,
a
good
synopsis
of
those
of
those
principles,
and
you
have
those
in
front
of
you,
but
they,
but
basically
what
it's
going
to
do
is
balance
our
ability
to
maintain
the
golf
course
efficiently
with
some
of
the
economic
or
the
environmental
principles
that
you
have
in
front
of
you
and
that
that
is
what
this
policy
is.
It's
not
a
this.
It's
not
a
mandatory
policy.
It's
a
it's!
A
If
not
I
hear
a
motion
to
accept
so
move
this
policy
in
the
discussion
all
in
favor
opposed
passes
unanimously.
I
will
say
that
one
of
the
things
that
the
Black
Mountain
Golf
Course
does
do
and
say
it's
very
generous
in
the
back
foot.
It
lets
the
kids
come
out
as
they
have
for
years
and
years
and
years
to
sled,
so
I
think
that's
a
great
utilization
of
a
resource.
Q
Well,
if
I
can
just
real
quickly
just
say
thanks
to
Maggie
and
Larry,
and
course
Advisory
Committee,
matt
and
dean
for
for
really
putting
it
all
on
all
the
effort
and
the
hard
work
I'm
coming
to
this
because,
as
matt
said,
it
really
is
trying
to
find
a
balance
finding
something
that
is,
that
is
obviously
an
asset
to
this
community
of
vows
between
recreation
and
use
and
being
a
revenue
generator
as
well.
I
think
that
we've
done
that
tonight,
I'm
just
so
thankful
for
all
of
your
work
on
it.
Thank
you.
A
N
N
You
know
you
drive
through
Vulcan
County,
go
up
high
rock
acres
road
back
in
the
McDowell
County
totally
inaccessible
to
their
fire
departments,
and
steve
says
that
they've
been
provided
in
fire
service
in
there
all
this
time
anyway
and
is
hoping
with
a
simple
contract
that
at
least
recover
what
they
get
for
the
fire
district
taxes
for
the
properties
that
are
at
the
high
end
of
higher
our
papers.
Road
doesn't
change
much
of
what
we're
doing,
hopefully
get
a
few
dollars
right.
Mcdowell
County,
for
what
we're
doing
make.
A
S
This
is
pretty
straightforward.
We
did
an
annexation
a
couple
months
ago
for
piece
of
property
off
tavern
apple
road,
dead,
highland
farms
owns
they're,
going
to
be
doing
some
development
on
this
property,
and
since
we
brought
them
into
town,
they
didn't
have
a
zoning
district,
so
we
needed
to
give
them
a
district.
The
property
now
was
currently
zoned
currently
is
owned
by
six,
so
it
made
sense
to
zoom
to
the
new
portion
the
same.
It's
pretty
much
appreciated.
C
A
K
Q
D
D
H
A
S
Right,
this
is
relatively
straightforward,
is
addict:
do
definitions
to
our
current
land
use
code
for
section?
One
point
two
point
three:
oddly
enough:
we
don't
have
definitions
right
now
that
describe
nursing
care
institutions
or
Congress
ill
ities,
so
staff
and
planted
word
thought
it
would
be
a
good
decision
to
add
those
definitions
to
earth
and.
Q
A
No
one
jumping
up
do
I,
hear
a
motion
to
close
the
public
hearing
on
favor
goes
in
animus
and
you
do
adopt
ordinance
number
0
dash
1503
to
them.
In
the
text
section
of
chapter
14
here
motion
it's
anuj
on
favor,
unanimous
all
right
to
adopt
the
statement
of
consistency
to
amend
definitions
in
chapter
one
section:
123
the
land
use
motion
so.
S
So
as
we
as
we
went
through
this
and
added
these
definitions,
we
needed
to
find
out
where
we
would
either
have
these
as
conditional
use
or
permitted
by
right,
whether
it
be
a
simple
permit
that
comes
from
the
Planning
and
Zoning
Department.
We
did
some
research
and
it
was
kind
of
split
both
ways.
What
other
jurisdictions
do
some
permit
it
by
right?
S
I'm
do
conditional
use
permits
plan
board
felt
that
it
was
a
better
decision
to
make
it
a
conditional
use,
permit
kind
of
given
the
town
and
the
general
public
a
little
more
discretion
on
how
these
things
come
in.
Just
news
permits
go
before
the
board
of
adjustment,
so
people
would
have
a
chance
to
come
and
comment,
or
maybe
make
suggestions
before
this,
where
it's
just
they
permitted
by
right
use
for
a
simple
permit.
A
N
P
A
D
A
couple
of
quick
announcements
I
remind
you
that
the
2015
bittersweet
for
Black
Mountain
is
scheduled
for
Saturday
April
to
forth
from
nine
to
noon.
They'll
meet
at
the
parking
lot
at
town
square.
The
NCDOT
litter
sweep
is
a
little
later
in
the
month
and
we'll
do
a
result
will
do
a
proclamation.
Our
resolution
at
our
April
board
meeting
but
I,
do
want
to
announce
that
they'll
be
some
publicity
for
the
for
the
local
group.
D
That
does
that
and
they'll
they'll,
be
there
to
hand
out
bags
and
give
you
places
to
go
in
pick
up
trash.
Also,
I'd
remind
you.
The
operation
medicine
drop.
This
is
where
prescription
drugs
can
be,
can
be
returned.
We
will
do
it
wednesday,
March
the
18th,
from
2pm
to
4pm
at
the
sunshine
pharmacy
and
Thursday
March,
the
19th
from
2pm
to
4pm,
as
the
health
ridge
pharmacy
sergeant
airs
in
the
police
department,
is
the
contact
person
there.
But
if
you
call
here,
we
will
will
get
you
to
get
you.
D
The
information
that
you
need
is
there's
signs
on
the
doors
here
and
we
encourage
everybody
to
return
their
prescription
medication
through
that
program
and
finally,
I
would
like
to-
and
this
is-
this
is
I-
think
the
third
year
now
I'd
like
to
commend
Dean
Looby
we've
got.
We
received
from
the
government
finance
office
association,
the
certificate
of
achievement
for
excellence
in
financial
reporting,
I
think
that's
something
that
should
be
recognized
and
and
they'll
be
there's
a
plaque
on
the
wall.
We
put
a
little.
A
P
Already
alluded
to
bastard
great
citizen
mr.
Raines,
last
week,
I
was
pledged
had
the
pleasure
to
meet
mr.
Raines,
not
long
after
I
came
to
this
valley.
We
may
not
have
always
sought
out
on
some
things
but
I.
Consider
mr.
Raines
was
a
good
man.
We
carried
a
respect
for
each
other
in
that
we
still
talk
to
each
other.
We
were
very
civil
to
each
other.
P
There
are
some
things
that
may
have
happened
in
this
boardroom
that
didn't
always
come
out
to
his
likings
and
didn't
come
out
to
my
likings
but
I
think
even
with
that
being
said,
we
always
stay
civil
with
each
other.
I
think
that's
a
lot
that
takes
a
lot
of
class
for
a
person
to
do
that.
It
was
very
easy
to
sit
back
and
badmouth
someone
behind
it
back
when
you
come
out
and
talk
to
that
person.
P
Man
to
man
face
to
face
and
be
honest
straight
up,
lift
them
that
carries
a
different
kind
of
character
and
we
also
lost
a
gentleman
by
the
name
of
Larry
horns.
Larry
was
a
good
friend:
I
met
Larry
when
I
was
working,
a
vocational
rehab.
He
was
working
with
the
Florida
security
commission.
Larry
was
very
active
with
our
veterans
around
here
Larry
and
his
veterans
group
with
my
son
needed
his
hip
surgery
in
Florida.
They
threw
a
big
benefit
cookout
down
at
the
lake.
They
raised
several
thousand
dollars
to
help
him
out.
P
O
Only
thing
I'd
want
to
add
mr.
mayor
is
just
on
the
environmental
policy
to
cast
it,
certainly
in
a
positive
note
and
Matt
and
Maggie
and
I,
and
together
with
some
citizens
in
town
who
had
concerns,
we
felt
like
it
was
a
very
appropriate
time
to
put
a
policy
in
place
this,
as
this
policies
developed
that
you
obviously
a
lot
of
thought
by
the
USGA.
But
it
gives
us
an
opportunity
to
to
create
a
mindset
that
perhaps
hasn't
always
been
there,
that
we
have
such
an
incredibly
beautiful
and
delicate
as
far
as
wetland
yeah.
O
O
So
we
think
that's
a
good
thing
to
put
into
place
and
I
think
a
lot
of
those
practices
were
already
in
place,
but
this
does
document
that
and
lastly,
I
wanted
to
mention
that
I
ran
into
a
gentleman
whose
name
is
john
callen
last
week
and
John
is
the
second
ranking
executive
at
Givens
estates
to
entire
corporation
and
I've
known
him
a
long
time.
But
John
was
telling
me
just
how
absolutely
delightful.
O
The
experience
had
been
working
with
town
Black
Mountain
as
far
as
all
the
work
that
they've
been
doing
and
I
think
most
most
of
our
citizens
are
aware
that
they
are
putting
an
incredible
amount
of
investment
in
the
highland
farms.
Campus
I
think
as
I
understand
it.
It's
a
new.
The
health
care
center
will
be
built
on
this
property
that
we're
a
taxing.
O
That's
part,
part
use
of
it,
there'll
be
some
residents
as
well
they'll
be
moving
the
entrance
to
Gibbons
estate
and
building
a
new
entrance
along
with
all
this,
but
they're
putting
an
incredible
amount
of
money
into
the
into
the
facility,
and
that
will
serve
the
town
of
Black
Mountain.
Well.
So
we
appreciate
that
and.
Q
If
I
could
say
one
thing
with
the
mayor
just
to
build
on
what
Carla
said
why
our
community
said
at
the
passing
of
mr.
Raines
mr.
Owens
I
just
wanted
to
say
an
express
from
from
all
of
us
just
how
thankful
we
are
to
have
a
community
that
produces
such
exceptional
people,
that
put
the
community
and
others
before
themselves
and
I
know
that
that's
a
saying
that
that
matt
has
really
incorporated
herein
one
black
mountain
and
these
individuals
certainly
lived
that,
and
you
know,
certainly
for
myself
and
all
of
us
going
forward.
