Thanks

this
time
must

Oh

We
thank

without
which
there
would
be
no

A
We

for
setting
us
in
this
community
to
thank
you
for
friends
and
lovers
for
choice
for
companions
at
work
and
share
our
burdens
and

Heavenly

We

amen
instead,.
C
Doe
at
169
hilltop
road,
Black
Mountain.
Thank
you
very
much
alderman
for
your
tremendous
support
of
the
town
square
project
and
I
would
just
like
to
update
you
and
the
community
briefly
on
where
we
are.
We
have
begun
the
brick
and
granite
sales
and
I
want
to
show
the
brochure
to
the
public.
As
you
see
these,
we
were
trying
to
lay
these
around
town
there
at
the
chamber
office
and
we'll
have
them
in
stores
very
soon.
C
This
brochure
gives
an
example
of
the
different
size
bricks
that
individuals
can
buy
with
three
lines:
five
lines:
eight
lines
on
it
depending
upon
what
you
want
in
order
for
the
community,
fully
participate.
We've
designed
a
fifty-dollar
clay,
brick,
which
will
allow
people
who
really
want
to
have
to
be
part
of
this
community
to
buy
one
of
those
breaks
that
allow
three
lines
of
14
characters
per
line.
C
So
we
hope
that
these
will
be
available,
but
we
do
have
the
break
the
brochures
and
you
just
still
have
to
brochure
with
what
you
on
it
and
that
will
take
care
of
that.
So
we're
actively
involved
in
that
fundraising
continues
to
be
tremendously
successful.
We
are
excited
about
the
tremendous
support
we
were
getting
from
the
community
and
the
naming
opportunities
have
been
greatly
supported
by
the
community,
for
example
like
the
Rotary
Club
of
Black.
C
So
we
can.
Plant.
Wolf
saw
all
that
with
grass,
because
we
have
scheduled
for
concerts
this
summer
for
Saturday
afternoons
will
be
saturday
in
the
park
in
the
town
square,
gotten
some
really
big
names
to
come
in
on
Saturday
for
free
concerts
from
like
two
to
four
o'clock
in
the
park
where
people
that
can
go
shopping
and
then
they
can
also
come
by
in
the
afternoons
and
they'll
be
Saturday
afternoons,
May,
June,
July
and
August,
with
like
David
lamotte's
coming,
and
to
do
a
free
concert
for
us.
C
D
My
name
is
Don
view:
I
live
in
east
asheville
and
I'm
a
member
of
transition,
black
mountain
and
I'm
here
to
propose
a
solar
system
for
the
bathhouse
in
black
mountain
through
a
company
that
our
colleagues
of
mine
and
what
we
would
like
to
do
is
make
the
bathhouse
off
the
grid
and
have
it
solar,
lighted
and
solar
heated.
And
what
we're
looking
for
right
now
is
some
authorization
to
get
an
estimate
and
maybe
put
a
plan
together
in
the
near
future.
D
A
D
F
Thanks
for
having
me
tonight,
my
name
is
Erica
Anderson
and
I'm,
a
planner
at
latest
aboriginal
council
and
for
for
anyone
who
doesn't
know
Elena
sky
Regional
Council
has
three
core
service
areas.
One
is
planning
of
which
I'm
on
part
of
the
local
service,
local
government
services
group,
the
other
is
aging
services.
We
provide
assistance
to
our
citizens
over
55
and
then
workforce
development,
we're
focusing
on
jobs
and
training.
F
One
here
tonight
is.
We
have
a
new
effort
that
we're
we're
working
with
all
of
our
communities
to
ensure
kind
of
improved
communication,
or
any
way
that
we
can
assist
with
all
of
our
communities,
so
we're
creating
client
service
officers
and
I've
been
identified
as
Black
Mountains
client
service
officer,
so
I'll
be
working
with
Matt
to
determine.
F
If
there
are
any
priorities
we
might
be
able
to
help
with
or
assist
with
for
overall
the
community
or
some
regional
needs
that
might
be
identified,
and
our
alternate
point
of
contact
is
John
Connell
and
he's
here
as
well
and
how
it
works
is
all
of
the
planners
in
the
department
have
been
kind
of
identified,
four
point
of
contact
for
one
community
and
then
alternate
for
another.
So
if
there's
any
reason,
you
can't
get
a
hold
of
me
through
Matt,
then
John
would
be
the
secondary
person,
and
this
is
really
to
enhance
communications.
F
We
certainly
don't
want
to
take
place
of
an
existing
channels
with
executive,
our
executive
director
and
our
local
government
services
director
and
all
of
your
other
relationships,
but
to
build
on
that
and
and
see
where
we
can
how
to
improve
everything
moving
forward.
So
a
little
background
about
me,
I,
moved
to
the
area
three
years
ago
and
have
worked
in
agriculture,
forestry
and
natural
resources
here
in
Western,
North
Carolina
for
the
last
three
years
prior
to
that
I
did
a
lot
of
Emergency
Management
hazard
mitigation
and
Water
Resources
planning.
F
G
G
I'm
Robert
Woodward
from
the
chairman
of
the
library
board
and
I've,
been
asked
to
come
this
afternoon
this
evening
and
give
you
just
a
basic
update
as
to
how
things
are
going
at
the
library
we
try
to
just
move
out,
carry
on
and
move
along
without
causing
any
bumps,
and
so
that's
pretty
much
been
the
case
recently
other
than
just
a
general
oversight
and
taking
care
of
our
regular
business
that
we
have.
But
I
thought
you
might
be
interested
in
noting
just
some
some
points
of
interest.
G
Most
of
you
know,
of
course,
that
we've
had
some
major
renovations
in
the
last
couple
years
and
we
got
some
new
restrooms,
but
the
older
restrooms
had
fallen
into
a
pretty
bad
state
of
repair
and
we've
had
some
of
that.
Some
of
the
plumbing
and
so
forth,
and
the
fixtures
rebuilt
there.
So
we
we
hope
that
we're
in
good
shape
for
the
near
future
and
ron's
need
our
town
attorney
is
our
scribe
or
secretary,
and
he
is
in
tennis
tonight
in
judd.
G
A
H
H
H
H
Next
slide
here
is
the
same
time
frame
from
july
to
December,
and
the
blue
is
the
2011
and
red
is
2012,
so
our
incidents
where
it
was
down
from
218
to
158
citation
charges
were
up
30
for
24
96.
Total
arrests
were
also
up
163
to
205.
Total
charges
was
up
to
53
to
370,
for
traffic
accidents
were
slightly
down
from
10
nine
down
to
105,
and
our
drug
violations
were
also
up
from
42
to
66.
H
Cwi's
did
also
decrease
from
18
to
10,
and
the
reason
is
the
trend,
you'll
notice,
the
citation
charges,
arrests,
total
charges
and
drug
violations.
We
participated
with
the
governor's
highway
safety
program
and
we
had
numerous
checkpoints
and,
through
those
checkpoints,
a
lot
of
additional
charges.
As
far
as
knowing
suspended
license,
we
had
some
warrant
services
fugitive
serve
the
warrant
service
also,
so
that
that's
the
reason
those
numbers
are
up.
H
The
next
is
our
kids
tours.
We
continue
to
perform
kids
tours
for
the
primary
in
elementary
schools,
and
this
is
a
great
way
for
our
officers
to
interact
with
the
children
officers,
show
and
explain
what
types
of
equipment
we
have
and
use,
while
going
over
some
safety
tips
and
we've
also
have
stepped
up
police
presence
in
the
schools
and
are
working
closely
with
the
both
principals
on
us
any
kind
of
safety
issues
and
concerns.
We
have
some
meetings
in
the
future
that
we're
going
to
sit
down
with
those
folks
and
discuss.
H
The
next
is
a
our
canine
was
recertified
his
certifications,
included,
obedience,
search
and
rescue,
which
is
a
new
certification.
Our
k9
was
not
certified
in
search-and-rescue
before,
but
he
is
now.
We
hope
that's
going
to
provide
another
resource
to
the
town
for
lost
hikers
or
any
other
situation,
he's
also
sort
of
recertified
in
article
searches
and
narcotics
to
include
marijuana,
cocaine,
heroin
and
meth.
If
you'll
notice,
the
top
picture,
the
top
right
picture,
the
k-9
alerted
on
it
to
the
alerted
to
the
trunk
area
of
the
vehicle,
which
contained
over
6
pounds
of
compressed
marijuana.
H
We
had
three
arrests
made
from
that
and
then
on
the
bottom
right,
you'll
notice
that
the
k-9
alerted
on
a
soda
can
under
the
front
passenger
seat
of
a
vehicle
and
if
you'll
notice,
that
soda
can
it's
got
a
hidden
compartment
in
it
and
that's
how
there's
certain
transporting
more
drugs
and
without
the
k-9
of
that
that
would
have
been
really
difficult
for
an
officer
to
actually
identify
that.
So
we
had
one
arrest
out
of
that.
H
H
Statistically
more
than
ninety
percent
of
all
child
safety
seats
are
installed
improperly,
which
can
turn
read
the
results
in
the
injury
there
an
accident.
So
if
you
want
to
us
to
install
one
child
safety
seats,
please
call
ahead
and
we'll
make
sure
it's
certified
officers
working
to
be
able
to
to
install
that
seek.
H
Next,
we,
we
have
updated
our
police
website
and
then
inserted
some
helpful
links
on
the
left
side
of
the
website
and
you
welcome
to.
When
you
go
home,
you
can
go
on
the
website
on
the
left
side,
you'll
find
some
Department
information
and
crime
prevention
tips
and
on
the
right
side
you
have
links
to
the
town,
ordinances,
north
carolina,
general
statutes
and
the
NCA
six
register
offender.
H
You
go
there
and
just
click
on
any
of
those
links,
and
it
will
take
you
to
that
site
and
the
next
we
we
have
each
year
we
have
holly
jolly
christmas
break.
This
requires
numerous
officer
hours
and
without
help
from
our
reserves.
These
events
would
not
be
possible.
We
won't
appreciate.
We
do
appreciate
all
the
hours
that
they
donate
to
the
community.
H
They
do
donate
that
free
of
charge
and,
as
you
can
tell
it's
645
hours,
that
would
equal
if
we
had
a
payoff
sort
of
a
little
over
nine
thousand
dollars
and
that's
in
a
six-month
period
and
last
but
not
least,
officer
Fred
tenant,
he
retired.
We
want
to
recognize
him.
He
had
22
years
of
dedicated
service
to
the
town
of
Black
Mountain.
Well,
we
appreciate
all
of
his
hard
work
while
he
was
here
and
he'll
be
on
our
reserves,
so
he'll
will
get
in
free
from
all.
This
is
a
good
thing.
Any
questions,
maybe.
H
E
H
E
I
Gets
it
all
from
her
mama,
cheap,
jokes
good
evening,
fire
department,
semi-annual
report?
We
had
665
calls
in
the
city
341
in
the
district,
which
it
always
in
this
to
be
about
a
60,
30
split,
so
total
996
calls
up
a
little
bit.
Twenty-Two
percent
from
this
time
last
year,
but
that's
mainly
medical
calls,
not
not
fires
so
and
that's
a
trend
throughout
the
county
everybody's
getting
busier
running
medical
Cole.
Some
that's
just
the
way
it
is.
The
big
thing
is
we're
up
averaged
thirty
eight
times
a
month.
I
It
would
go
out
more
than
one
time
we
have
two
or
three
calls
going
on
at
a
time,
and
just
the
other
day
we
had
one
going
out
and
I
was
the
last
one
on
the
hook.
So
I
was
the
fourth
call
and
I
was
just
sitting
there.
Waiting
for
the
phone
to
ring
ever
go
out
again.
We
spent
twenty
9811
hours
on
cause.
I
Our
inspections
department
did
516
inspections,
business
inspections
and
12
residential
inspections
when
I
say
12
residential
inspections,
that
could
be
home
safety
that
we
go
out
and
somebody's
putting
in
a
chimney,
a
fireplace
or
so
just
wants
to
give
them
a
safety
inspection.
It's
not
nothing
other
than
that
that
I
have
to
go,
buy
anything
that
we
tell
him
all.
We
come
as
a
recommendation
and
he
does
poster
carrying
that
kind
of
stuff
prevention.
Education
we
had
250
for
events.
Open
house
was
our
big
event.
In
the
last
report.
I
We
had
a
big
turnout,
as
we
always
do
is
a
pretty
day
give
plenty
of
fire
truck
rides
and
actually
ended
up
going
over
about
an
hour
because
I'm
not
gonna,
let
any
kid
that's
not
written
on
the
truck
that
day
not
get
a
ride,
so
we
always
stay.
At
least
everybody
gets
one
as
well
as
the
police
department.
We've
upped
our
presence
in
the
schoolhouse.
I
Since
the
Sandy
Hook
incident,
we
felt
that
it
was
important
for
the
children
to
know
the
difference
between
the
police
and
the
fire
department,
because
you
know
we
do
two
totally
different
jobs.
So
we
do
a
walk-through
of
both
schools
twice
a
day
once
in
the
morning,
once
in
the
afternoon,
we
don't
interrupt
any
classes.
I
I
Next
was
training.
We
had
5126
hours
spent
on
training
coming
up
this
a
couple
of
weeks
is
the
mountain
Mitchell
marathon,
that's
what
one
of
the
slides
are.
There
are
the
four
wheelers.
That's
always
a
big
event
for
us,
we'll
pull
in
other
departments
from
this
County
as
well
as
Yancey,
County
and
mcdowell
county,
and
we
turn
this
event
into
a
training
exercise.
So
it's
alive
we're
there
to
rescue
if
they
need
us,
but
we
also
use
this
to
train
people
for
cold
weather
emergencies.
I
We've
been
doing
training
in
classroom
stuff
up
through
the
next
week
and
then
we'll
go
out
in
the
field
will
put
crews
in
the
field
on
Friday
night.
They
will
stay
up
there
all
night
in
the
weather,
no
matter
what
the
weather
is
and
they'll
be
in
position
when
the
race
starts
at
seven
next
morning.
Hopefully
everything
goes
as
as
planned
and
no
no
glitches,
but
we're
always
ready,
and
we
welcome
this
opportunity
we
partner
with
a
BTech
for
this
training.
So
it's
a
very
good,
it's
very
good
for
everybody.
I
Then
the
big
one
is
out
with
the
old
he
and
I
watch
the
old
fire
truck,
go
down
the
road
and
it
made
that
made
it
to
Richard
Petty
bridge
and
broke
down,
and
they
had
to
drop
it
and
go
get
the
truck
worked
on.
So
I
was
glad
to
see
this
truck
go
and
then
the
next
slide
shows
the
new
truck
that
came
in
when
we
the
day
we
got
it.
It
started
the
running.
Calls
it's
been.
Do
enough,
you
seen
the
big
shoe
fire
and
Marion.
It
went
mutual
aid
to
that
fire.
I
It's
been
mutually
this
one.
Oh,
it's
been
mutilated,
broad
river.
So
plus
it's
been
on
all
our
coasts.
It
is
the
most
used
truck
in
our
fleet
because
it
goes
on
every
call
we
have
so
we
appreciate
it
we're
enjoying
it
we're
putting
it
to
work
and
hope
to
get
20
good
years
of
service.
Out
of
this
truck
as
well
and
last
but
not
least,
is
our
extra
duty
hours.
We
had
150
six
hours
and,
as
I
say
every
every
time,
it's
just
they
come
in
and
help
out
around
the
station.
This
is
not
cause.
I
E
Steve
I,
just
I,
won't
call
me
and
I
would
like
an
answer
from
everybody
knows
I'm
code
when
it
comes
to
let's
take
place
in
Paris.
That's
my
thing:
I,
like
parks
and
rec,
not
against
them,
but
you
guys
do
so
much
and
I.
Just
I
want
to
ask
you
to
give
us
a
synopsis
of
where
you
think
our
police
and
fire
departments
here.
Do
we
need
a
state
that
we
need
I
got
to
steves
here
so
where
we
headed,
you
know
what
we
got
to
do
down
the
road.
I
I
You
thank
you
Matt.
J
Would
you
address
the
percentages,
sure
I
think
the
first
item
on
there
is
adoption
of
minutes.
The
second
item
on
there
is
a
budget
amendment
to
approve
dippage
between
the
plaintiff
apartment
to
move
some
money
between
fifty
three
thousand
dollars
from
the
salary
line
item
into
contracted
services
line
item.
This
is
money,
that's
already
been
budgeted,
it
has
no
impact
on
the
bottom
line
of
our
budget
is
just
an
adjustment
within
the
department.
J
Basically,
at
the
beginning
of
the
year,
you
budgeted
for
a
planning
director
and
a
permit
clerk
in
those
positions
were
not
filled
with
permanent
positions.
Instead,
what
we've
done
what
we
r?
What
we're
going
to
do
is:
we've
used
a
temporary
agency
to
fill
the
permit
clerk,
an
administrative
position
and
you
can
use
resources
that
way
and
we've
contracted
with
the
land
of
sky
to
use
a
planet.
They
are.
J
You
have
on
staff
part-time,
to
provide
some
planning
services
here
to
see
what
the
demand
is
for
for
the
planning
needs
for
the
town
before
we
jump
into
a
full-time
position
on
staff.
Because
of
that
we
need
the
money
to
be
shifted
from
from
the
salary
line.
Item
rivers
not
being
utilized
into
the
contracted
services,
so
that
we
can
make
those
adjustments
in
the
apartment,
like
I
said
you
would
already
budgeted
that
at
the
beginning
of
the
year.
This
is
just
putting
in
the
proper
line
item.
Okay,.
A
K
K
What
we
are
presenting
to
you
this
evening
and
was
included
in
your
packet
was
a
an
update
to
the
Memorandum
of
Understanding
between
the
French
Broad,
River
NPO
and
the
town.
These
recent
census,
2010,
the
numbers
came
out
and
added
tarik
area
into
the
MPO
from
madison
county
and
the
town
of
hot
springs
is
now
considered
within
our
urban
boundary
area,
which
triggered
a
full
update
of
the
memorandum
of
understanding.
K
The
town
was
a
member
before
the
update
in
the
town
will
be
a
member
afterwards,
we
don't
have
our
final
budget
figures
in
from
do
t
and
what
our
funding
is
going
to
be.
So
we
can't
we
don't
know
what
the
impact
of
the
local
dues
are
going
to
be,
but
all
the
rumors
are
looking
like.
It
will
probably
be
the
same
if
or
perhaps
go
down
a
little
bit,
we're
not
quite
sure
yet,
but
will
be
working,
of
course,
with
your
town
manager
and
your
TAC
representatives
on
that
issue
of
the
coming
months.
J
K
A
J
J
Name,
do
you
have
any
comment?
Listen
da
moon,
just
just
too
I
would
remind
you
that
we
have
a
vacancy
now
on
the
Planning
Board.
The
vacancy
only
actually
runs
until
until
july.
One
of
this
year,
I
think
the
plane
boards
perspective
was
that
they
were
now
at
six
members,
and
so
they
would
like
us
to
go
ahead
and
appoint
somebody
we've
advertised
on
this
on
the
seventh
and
again
tomorrow
they
have
an
advertisement
out
taking
applications
for
that.
J
So
I
would
venture
a
guess
that
it
at
your
next
meeting
will
have
some
applications
for
you
to
review
and
appoint
someone.
I
know
it's
a
short
window
time,
but
I
think
there's
just
some
concern
that
they
that
if
there
were
if
there
was
a
time
that
could
pose
an
issue,
and
so
they
would
like
us
to
pursue
that.
So
I
just
want
you
to
be
aware
and
to
encourage
people
to
to
put
an
application
in
if
they're
interested
in
serving
on
the
planning
board
and
then
finally,
not
and
I
should
have
mentioned
this
earlier.
J
Maybe,
but
you
know
generally,
we
do
when
we
do
our
department
reports.
All
the
departments
report
at
one
time
we
do
that
for
a
whole
meeting,
we're
trying
something
new
we
get
to
tonight
the
the
model
that
we'd
like
to
try
to
do
two
departments
every
other
month,
all
year.
Long
that
way
you
don't
get
bombarded
with
with
with
presentations.
You
get
a
couple
every
other
month
that
way
every
department
will
basically
present
twice
a
year.
I
think
it'll
just
allow
us
the
opportunity
to
have
additional
business
on
a
meeting
on
an
agenda.
J
J
You
ought
to
ask
questions
and
so
we're
going
to
try
that
model
in
that
and
if
we,
if
we
come
back
to
it-
and
you
say
you
don't
like
that
goodwill
I
will
go
back
to
the
old
way
but
I'm,
just
just
letting
you
know,
that's
how
that's
why
we
did
it
with
the
place
of
fire
tonight,
two
months,
we'll
do
two
more
departments
a
couple
months.
We'll
do
a
couple
more
departments
and
we'll
rotate
them
through
all
during
the
year.
E
L
You're
going
to
have
to
kill
a
monsoon
heiser
for
ten
avena
road
of
mat,
maari
stand
up.
Standard
started
asked
her.
She
said
that
you
were
going
to
be
telling
the
people
that
that
hearing
the
Buncombe
County
hearing
is
changed
to
the
end
of
the
month
and
I
didn't
bring
my
I
think
it's
the
27th.
Yes,
she
said
that
you'd
be
making
the
announcement,
so
she
wasn't
coming.
That's.
J
Right,
the
the
you
memory
standard
had
come
about
the
solar
panels
or
the
solar
farm
in
ridgecrest,
and
they
had
they
had
moved
there.
They
moved
their
meetings
effect
from
january
to
februari.
27Th
is
the
meeting
at
the
Buncombe
County,
Courthouse
and
I
did
want
to
apologize,
and
thank
you
late
well,.
L
J
A
The
Black
Mountain
will
be
featured
in
the
advantage
of
West
and
a
report
as
an
entrepreneurial
community
will
be
featured
in
their
annual
report
this
year.
Some
of
the
things
that
down
from
your
committee
has
been
able
to
do
over
the
past
four
years,
actually
also
beginning
this
coming
monday
at
five
o'clock
in
the
morning,
channel
13
will
set
up
in
red
radish
pick
out.
A
Ellen
White
mental
Avenue
and
they'll
be
doing
interviews
with
some
of
our
local
entrepreneurs
and
some
of
the
committee
from
five
to
seven
different
spots
throughout
their
unless
they
get
both
once
again
but
other
than
that
be
sure
intent
in
picasa.
Some
of
our
entrepreneurs
have
a
good
story
to
tell
about
black
mountain
and
the
success
they've
enjoyed
here.
So
we're
really
proud
of
that.
A
We've
had
24
new
businesses
start
Black
Mountain
this
past
year
and
we're
getting
some
economic
numbers
together,
looks
like
we'll
have
somewhere
around
450
new
jobs
up
the
last
couple
of
years
so
means
we
can
really
be
proud
of
presidents
going
that
South
welcome
to
talk
to
those
folks
about
jobs.
I
think
he
probably
shouldn't
visit
us,
because
I
think
it
done
just
as
well
as
they
have,
especially
from
a
fall
a
small
community
without
someone
from
the
outside
moving
in
and
creating
jobs.
Certainly
thank
those
here.
