seem
to
be
some
kind
of
miscommunication
among
some
folks
here.
That
would
didn't
think
that
we
had
been
in
contact
with
the
our
representatives
and
I'd
like
to
read
you
some
emails
that
I
got.

One
was
from
my
representative,
John
Yeager,
and
he
says
the
debate
was
hot
and
heavy,
but
we
were
able
to
prevail
in
the
end.
Brian
Turner
sent
an
email
says
today,
the
house
she
national
past,
as
the
138
and
139,
allowing
even
your
elections
for
Black
Mountain
monitoring
build
more
forest.
These
bills
are
not
require
action
by
the
governor
and
will
be
enrolled
and
become
law.

this
before
I
just
came
up
to
speak
a
little
bit
about
the
plans
for
Veterans
Park
I've
heard
that
perhaps
the
daycare
center
is
back
on
and
so
I
just
want
to
remind
you
all
that
we
do
need
to
have
good
public
comment
and
ability
for
the
citizens
of
this
town.
To
comment
on
that
project.

was
on
this,
the
I
guess
the
steering
committee
we
represent
greenways
when
we
first
started
looking
at
the
footprint
and
how
that
could
interface
with
the
garden
with
the
Ville
Design
Center,
and
we
came
up
with
some
plans.
I,
don't
know
what
the
status
for
those
are
or
whether
they're
being
considered
now,
but
a
part
of
that
was
to
be
public
hearings,
public
comment
where
everybody
and
the
public
could
come
and
talk
about
it
and
I.

The
mayor
stressed
transparency
when
he
ran
for
mayor
from
the
Board
of
Aldermen,
but
how
transparent
has
this
board
been
since
this
issue
began
in
the
spring
of
2017?
The
only
public
meeting
that
you've
had
was
when
the
board
resumed
that
property,
the
Planning
Board,
was
totally
in
the
dark.
When
the
town
requested
the
rezoning
of
the
property
in
question,
the
only
real
reason
to
rezone
it
was
because
there
was
a
daycare
coming
which
nobody
knew
about.
Obviously,
there
was
some
closed
door
behind.

discussion,
because
when
it
was
finally
revealed
to
the
Planning
Board,
it
was
already
known
that
it
was
a
daycare.
It
was
for
a
daycare
center
to
hold
an
entire
board.
Discussion
on
this
matter
does

definitions
for

session
spelled

in
north
carolina
general
statutes,

memorandum
of
understanding

meeting

it
was

had

pleasure
of
serving
on
the
ABC
board
from
September
of
2012
until
about
a
month
ago
or
less
than
a
month
ago.
Term
limits
are
good
and
a
number
of
boards,
and
that
is
one
I.
Don't
think
the
statute
requires
that
I
think
it's
local
choice,
but
I
would
encourage
you
to
continue
that,
at
least
for
that
board.
I
wanted
to
just
give
a
I
thought.
It'd
be
appropriate,
I
think
the
unaudited
financial
statements
for
it
doesn't
get
around
everybody.

You
can
review
those
at
your
leisure,
but
the
the
ABC
Board
things
are
good
and
I
just
wanted
to
give
just
a
real,
quick
update
on
where
we've
been
and
where
that
it
goes
number
one.
There's
a
great
manager
and
Randy
Reece
he's
doing
a
really
good
job.
He
takes
his
job
very
seriously.
He
emphasizes
customers
first
runs
it
as
a
business.
The
other
employees
are
fantastic,
they
work
hard,
they
treat
the
public.
Well,
they
go
out
of
their
way
to
be
helpful.

Maybe
not
everybody
goes
to
other
ABC
stores,
but
I've
been
in
others,
where
you
can't
say
that
so
it's
something
the
town
should
be
proud
of.
As
this
board
knows
a
few
years
ago
we
began
looking
at
renovating
or
doing
something
else
and
with
the
help
of
the
board,
we
were
able
to
squirrel
away
some
money
to
do
that,
and
we
finished
last
year
the
renovation,
which
is
was
really
extensive.

So
there's
no
debt
on
that
property
whatsoever
and,
as
you
see
from
I,
was
just
looking
back
in
2015
was
the
first
year
that
the
store
hit
two
million
dollars
in
revenue.
This
year's
figure
was
almost
2.8
million.
I
would
anticipate,
could
be
3
million
next
year,
so
the
sales
are
really
up.
The
town
benefits
one
of
the
areas
that
the
sales
are
up.
The
most
in
is
in
in
in
the
sale
of
mixed
beverage
sales
back
in
2015.
That
was
a
hundred
and
forty
thousand.

Additionally,
now
that
all
of
the
construction
is
over
in
assuming
things
continue,
as
they
will
I
believe
that
you'll
be
hearing
from
the
board
in
the
future
that
they're
going
to
want
to
increase
the
regular
payments
to
the
town
they
should
be
able
to
by
statute.
The
ABC
Board
can
only
accumulate
so
much
money,
which
is
a
good
thing
and
they
distribute
it,
and
so
it's
a
excellent
store.
Things
are
doing
well.
You've
made
a
really
good
choice
in
the
pointing
Roger
Hibbert
I
believe
that
the
board
members
Sam
Hopson
Rick
Harwood,
are
great.

Everybody
works
together,
and
so
it's
a
things
are
in
good
shape.
At
our
last
meeting
we
did
look
and
we
realized
we
had
too
much
money,
and
so
we
voted
to
make
an
extra
distributions
of
town.
So
I've
got
a
check
here
for
37
five
for
the
town
and
that's
about
it.
I'll
take
any

our
annual
report
for
2019
I
have
that
right,
yes,
18th
or
19th,
so
we
continue
our
public
awareness
activities.
We
had
promotional
tables
at
the
Valentine
round,
the
Greenway
challenge
and
the
tailgate
market.
We
also
continued
fundraising
and
we
raised
333
dollars
at
the
Holiday
Market.
We
had
the
Greenway
challenge,
which
was
our
biggest
one
to
date:
300
runners,
30
volunteers,
we
netted
71-68,
which
was
the
most
we
have.

had
great
community
support
from
our
sponsors
and
we
really
need
to
really
thank
Amy
Parker,
who
was
the
coordinator
of
that
event,
but
we
all
kicked
in
and
it
was
great
fun
and
thanks
again
to
Pisgah
Berlin,
which
helps
us
a
lot.
Then
you
we
also
worked
on
the
Greenway
master
plan.
When
I
say
we
I
mean
really
Leslie
temple,
who
really
spearheaded
that
event.
That
effort
and
Fred
Grogan
helped
out
a
lot
too.
You
will
be
hearing
from
either
Jessica
or
Leslie
later
about
that,
but
that
was
a
big
undertaking.

We
participated
in
bike
walk
to
school
day.
We
worked
with
the
Recreation
Department
in
the
police
department
to
put
that
on
the
spring
and
once
again
it
was
a
big
success.
The
kids
really
enjoy
it.
So
we
have
people
coming
from
the
Black
Creek
Greenway
and
a
lot
of
people
meet
at
the
church,
the
Baptist
Church
and
walk
to
our
bike
down.

Then
we
had
our
2019
green.
My
sculpture
called
an
exquisite
moment.
This
is
down
in
the
Veterans
Park
right
before
you
go
under
the
bridge.
It's
on
the
ball
field,
side,
julia
burr
and
dana
gringas,
where
the
artist
who
did
that-
and
we
were
planning
a
dedication
for
this
sculpture
on
September
19th.
They
were
planning
some
other
activities
along
with
it.
So
just
keep
that
date
in
mind.
You
can
come.

We
also
had
some
Commissioner
trains.
Three
of
us
again
attended
the
thread
trail
forum
in
Mooresville
in
December,
and
we
always
learn
a
lot
from
that.
We
had
some
challenges
this
year
so
last
spring,
as
we
all
know
that
the
big
challenge
was
all
the
rain
we
had
and
it
had
the
flat
Creek
Greenway
really
took
a
hit.

At
that
same
time,
the
parks
and
recs
were
moving
to
a
new
space
and
all
our
stuff
was
stored
there.
So
Robin,
joseph´s
and
I
had
loaded
it
all
in
our
cars
and
took
it
to
her
basement
until
they
were
settled
into
the
new
park
space
and
thanks
to
Joshua
Henderson
for
letting
us
store
stuff
there.
So
you
know
all
changes
are
always
interesting
and
that
they
it
takes
a
little
while
to
kind
of
get
accustomed
to
the
new
way
things
are
going,
but
I
think
we
have
done
that,
so
we
continue
collaboration
with
others.

As
I
mentioned
during
public
comment,
we
were
part
of
the
veteran
Park
stakeholder
group.
We
collaborate
with
Friends
of
Connect
Buncombe,
which
is
a
countywide
supporter
of
greenways,
the
fonta
flora
trail,
which
will
come
through
Black
Mountain
Greenway
Partners
is
another
group
working
to
promote
greenways
and
then
there's
a
new
regional
trail
workgroup
but
I
don't
believe
they
have
nice
that
yet,
were
you
at
the
last
meeting
Jessica
today,
yeah.

So
then
future
plans,
the
incoming
green.
My
commission
has
some
great
plans
for
the
next
year
we
have
the
sculpture
dedication
on
September
19th.
We
are
looking
at
doing
some
new
Greenway
activities
just
to
raise
awareness
of
what's
happening
on
our
greenways,
and
so
we've
got
some
ideas
happening
and
people
are
stepping
up
to
volunteer
to
coordinate
those.
We
want
to
establish
a
more
robust,
volunteer
program,
Julie,
Weatherford
and
I
went
out
and
rode
the
trails
and
kind
of
looked
at
tasks
that
might
be
good
for
loops
of
volunteers.

know
one
of
them
is
trash
along
Flat,
Creek
Greenway,
which
right
now
you
don't
see
it
looks
great,
but
we
know
it's
there.
So
that's
a
wintertime
task
and
then
we
also
want
to
do
at
some
outreach
to
businesses
just
to
let
them
know
kind
of
what
to
expect.
What's
the
status
of
the
greenways
our
because
we
do
want
support
from
them
as
the
projects
go
on.

the
county
has

it

can't

least
at
least

city
limits

that's
something

we're

but
that
was

jump
in
and

us
bring
our
master
plan
into
a
modern
planning
document.

a

tonight,
I
believe
you've
all
seen
our
update
and
that's
exactly
what
this
is,
that
update
to
the
one
that
looked
like
this.
Previously,
it's
just
a
convention.
One
of
our
first
goals,
was
to
make
this
a
document
that
will
aid
Jessica
in
using
as
a
funding
tool
for
grants,
which
has
been
very
effective
already
so
far
with
Riverwalk.

It
does
acknowledge
just
six
existing
greenways
and
prioritizes
now
high
medium
and
low
the
other
ten,
and
that
can
change
as
things
happen.
But
at
this
point
is
how
we
feel
those
high
B
should
be
on
those
other
10
greenways
and
then
last
but
not
least,
and
I've
already
shown.
It
is
that
we
really
want
to
have
a
more.

These
are
estimated
costs
of
these
could
change
yeah,
that's
at
any
point
in
the
future,
with
construction
cost
or
issues
that
are
run
into
every
edgy,
as
we
move
forward
with
the
construction
of
the
green
light,
the
cost
for
the
very
top
one,
which
is
six
hundred
and
forty
two
thousand
dollars
now.
This
would
be
running
essentially
from
Black
Mountain
Avenue.
I
The
second
option,
which
is
the
most
expensive
option,
would
be
the
hotel,
property
and
reasons
for
that
are
due
to
bridges.
We
have
to
cross
this
one,
oh
no
again,
if
we
get
on
the
hotel
side
of
the
property.
So
that's
going
to
add
more
cost
to
that.
That
option
is
really
not
on
here,
but
essentially
this
Green
Line
on
this
map
is
the
center
of
the
river.
So
you
would
be
along
the
hotel
property
here.
You're
gonna
have
to
cross
the
Swannanoa
at
least
once
with
a
bridge
the
pet
bridge.
I
The
third
option
would
be
the
cheapest
of
the
options,
maybe
not
the
best,
but
it
is
the
cheapest
five
hundred
and
seventy
nine
thousand.
This
option
would
be
coming
up
from
the
river
up
on
Black,
Mountain
Avenue
and
following
the
green
and
then
to
the
purple,
which
is
on
on
the
public
services,
Parks
and
Rec
property,
where
we've
got
that
fence
place
now,
so
that
would
incorporate
having
to
move
some
of
the
fence.
I
There's
also
a
structure
in
the
back
that
you
don't
see
on
this
aerial
photo
kind
of
where,
at
the
end,
where
the
Purple
Line
is
that
structure
would
also
need
to
be
moved.
In
order
to
make
this
alignment
work,
then
it
would
hit
the
green
option,
the
Green
Line,
and
follow
accordingly
down
the
billing
and
Vance
Avenue,
like
the
other
two
that
or
the
excuse
me,
the
first
one
and
then
the
last
option.
Seven
hundred
and
fifty
nine
thousand
essentially
uses
the
green
coming
up
from
the
river
up
to
Black
Mountain
Avenue.
I
You
hang
a
left
heading
west,
Ontario,
States,
the
yellow
and
you
stay
Ontario
States
the
whole
way
the
red.
So
that
would
be
treating
that
road.
You'd
have
to
do
something
different
to
that
road.
Now,
if
you
do
a
one
lane
road
on
that
existing
pavement,
it
could
get
a
little
bit
complicated.
If,
if
that
route
was
chosen,
then
you're
gonna
have
to
hit
Vance
Avenue
on
a
little
bit
longer
distance
going
down
to
connect
back
to
in
the
oaks
trail.
I
So
the
reason
I
wanted
to
present
this
to
you
tonight
was
we're
kind
of
at
a
point
now,
where
we
need
to
finish
up
and
figure
out
which
one
of
these
options
we
want
to
do
going
forward.
So
we
can
start
doing
the
design
work
on
this
side.
So
what
I
was
hoping
to
get
from
the
mayor
and
the
board
was
some
direction
on
which
one
of
these
options
you
would
like
to
pursue,
knowing
that
they
could
change
a
little
bit
on
cost,
but
this
is
essentially
what
they
are
being
estimated
at
currently.

In
the
back
lot
move
the
salt
bin
or
the
structure-
that's
been
built
back
there
to
get
over
to
that
next
section,
so
that
would
be
a
con,
even
though
it's
cheaper
as
far
as
using
Black,
Mountain,
Avenue
and
heading
west
Ontario
States,
you
know
I,
guess
the
con
would
be
we're
going
to
be
kind
of
on
the
road
there,
a
little
bit
with
the
Greenway
Ontario
States.
Until
you
cut
back
through
the
woods
there
at
the
bridge,
Street
essentially,
and
then
the
one
that
runs
all
tarriest
rates.
I
That
would
be
probably
disruptive
for
those
folks
that
live
Ontario,
States
just
having
to
get
used
to
some
new
and
be
a
completely
different
traffic
patterns.
Probably
you
know
how
that
shook
out,
but
it
would
be
substantially
different
than
what
they
then
what
it
is
now
Ontario
States
now
granted.
All
these
were
kind
of
preliminary.
So
there's
not
been
a
lot
there.
Hadn't.
Really
any
engineering
done
on
any
of
this.
We
just
put
together
some
preliminary
numbers
from
from
our
consultant
engineer
on
this.
I
I
I'm
dealing
you're
only
you
only
you
would
be
affecting
which
I
think
we
can
stay
on.
The
side
is
what
we've
been
told
and
not
affect
actual
traffic
I'm
dealing
as
much
as
anywhere
else.
Let's
see
houses,
it's
like
you
got
about
five
or
six
houses
there,
I'm
dealing
Avenue
or
we're
going
to
be
coming
in.

just
simply
is
this
I,
you
know
the
assessment
is
in
my
assessment
anyway.
Money
does
at
some
point
in
time,
become
a
criteria,
and
so
maybe
that
one
pointed
to
is
just
out
of
the
question,
but
if
the,
if
the,
if
the,
if
being
on
the
other
side
of
the
river
and
having
to
do
a
bridge,
is
so
magnificently
superior
in
every
way
for
reasons
that
you
can
document
and
understand,
I
would
want
to
know
that
right.

I
sent
you
a
memo
the
last
week
regarding
the
traffic
study
that
was
completed
in
2017
for
a
couple
different
areas
in
town
we
had
gotten
some
Simkin
some
concern
and
a
couple
phone
calls
and
some
emails.
Some
concerns
some
concerned
residents.
I
think
the
board
actually
got
was
copied
on
those
emails
specifically
for
4th
Street
about
some
speeding.
I
think
there
were
some
videos
that
were
shown
of
car
speeding
up
and
down
the
road.
So
what
I
mentioned
in
the
memo
was
we've
done
with
a
few
things.
I
We've
we've
put
a
speed
time,
speed,
test,
sign
out
and
I've
got
some
information
to
share
with
you
from
the
police
department,
on
the
speed
test
sign
and
what
those
results
were.
We
have
replaced
some
orange
warning
flags
on
the
stop
signs
to
make
them
a
little
more
visible.
We
have
put
a
new
stop
ahead,
sign
on
4th
Street
as
well.
We've
done
extra
patrol
for
speeding
and
we
have
restriped
that
roadway
centerline
on
4th
Street
make
it
more
visible.

The
information
we
got
from
the
police
department
with
them
recording
the
speeds
on
the
sign
they
recorded
3211
speeds,
78%
of
those
speeds
were
at
or
under
the
speed
limit,
which
is
20
miles
an
hour,
22

20,
almost
22
percent
or
above
the
posted
speed
limit.
So
that's
kind
of
how
that's
that
that
fell
out
now
these
were
between
3
and
5
o'clock
is
when
the
the
tests
were
taken.
Now
some
of
these
counts
I
know
it
seems
high.
They
could
have
been
the
same
car.

we've
got
there

engineer

So
this
is
something
that
we've
been
working
on
for
I
guess
the
past
60
days
at
least
and
I
was
posted

our
website

45
days

this
meeting

statute.
We
had
to
do
that.
This
is
something
that
has
been
required
by
the
General
Assembly.
The
past
couple
years
was
to
develop
a
system
for
every
every
municipality
and/or
county
that
charges
a
an
impact
fee.
I
If
you
will
to
come
up
with
a
way
to
determine
how
those
fees
are
charged.
Now
we
we
went,
we
went
through
this
process,
we,
like
I,
said
we've
had
the
study
on
the
website
for
45
days,
and
what
we've
come
up
with
is
a
total
charge
of
14
dollars
and
70
cents
per
gallon
per
day,
so
how
that
was
derived
was
we
gave
McGill
associates
they'll,
specifically
Dean,
a
bunch
of
information
regarding
our
assets.
Our
future
plans
for
capital
needs
for
build-out.

this
spreadsheet

been
built
by
our
engineer,
and
this
is
based
on
the
North
Carolina
Administrative
Code,
where
these
numbers
are
derived
from
on
the
uses

this
spreadsheet.
So
you
know,
for
the
most
part,
it's
gonna
hit
the
majority
of
things
that
we
have
coming
in
they're
gonna
be
new.

something
is
on,
if
something
that
comes
in
is

on

the
development
provide
us
with
