for
schools
and
better
outcomes

students
and
resonated
esbit

married
with
two
grown
children.
Two
grandchildren,
as
well
as
being
a
public
servant
and

great
storyteller

history
of
the
assembly
and
raz
martinez
'but,
was
reelected
because
he
was
a
populist,
a
man
of
the
people
and
a
man
to
match.

mountains
therefore

square

there
and
take
a
look
at
it.

other
thing
I'd
like
to
ask
you
is
when
you're
working
on
your
budget
this
spring
and
that's
going
to
be
coming
up,
I'm
sure
right
soon,
there's
a
a
charge
attacks
of
five
dollars
on
our
property
tax
motor
vehicle
that
was
put
on
I.
Think
when
my

mayor
and
I'd
like

look
at

remove
it

next

The
beautification
committee,
who
didn't
just
spring
into
action
in
two
thousand
in
1997,
a
member
of
the
Economic
Development
Committee,
approached
Mary,
Leonard
quite
and
said:
Black
Mountain
needs
sprucing
up
and
so
Mary
Leonard
got
with
Willie
Headley
and
Harriet
styles
and
Yolanda
Smith,
and
they
formed
a
committee
and
they
called
it.
The
Black
Mountain
Beautification
Committee
and
their
first
act
was
to
create
a
master
plan
for
the
town,
and
so
we
have
been
working
through
some
of
that
master
plan
and
in
fact,
town
square.

It
was
a
part
of
that
master
plan,
maybe
not
right
there,
but
certainly
it
was
a
vision,
one
of
the
things
real
important
to
Black
Mountain.
One
of
the
very
first
things
we
did
was
with
your
funding
was
to
develop,
welcome
signs
to
black
mountain
and
we
have
now
signs
at
the
west
end
of
Black
Mountain,
the
east
end
of
Black
Mountain,
and
when
you
come
off
the
interstate-
and
here
are
two
of
the
signs
Mary.
So
Nova
was
the
artist
that
created
these
signs.

The
way
we
work
is
the
way
any
good
organization
works.
We
have
a
mission
statement
and
it's
that
mission
statement
that
guides
us
in
our
work
and
the
thing
that
is
most
important
to
us
is
that
the
work
we
do
reflects
the
beauty
of
the
mountains
all
around
us.
How
can
we
improve
on
the
mountains?
Well,
we
can
make
the
town
be
as
beautiful
as
the
mountains
are
I'm
going
to
talk
some
about
Swan
annoyed
Center,
a
correctional
center
for
women,
but
I
want
to
point
this
out.

This
is
one
of
the
hay
racks
that
we
plant
every
year
we
plant,
hey
racks,
all
over
town
and
the
women
at
the
prison
grow
these
plants.
Now
these
plants
only
do
as
well
as
the
store
benders
do
and
keeping
them
alive.
So
this
is
how
they
look
last
spring
when
they
were
planted,
and
you
know
if
they
weren't
watered
well,
it's
another
story
altogether
later
on.
Okay,
how
do
we
work?
How
do
we
do
what
we
do?

We
meet
monthly
and
I
know
that
y'all
can
all
read
that,
but
one
of
the
things
that
Darlene
said
to
me
she
said
I
didn't
know.
Each
member
maintains
a
garden
site.
We
have
about
17
garden
sites
in
town
on
public
property
and
we
maintain
those
sites
we
plant
them
every
year,
a
couple
of
times
a
year.
We
clean
them
up
and
we
work
hard
and
you're
going
to
see
some
more
about
that
later
and
we
all
participate
in
special
projects.

The
funding
comes
from
you
partially
we're
very
grateful
for
the
funding
that
you
give
to
us
and
our
other
funding
comes
from
the
spring
garden,
show
sale
and
silent
auction.
So
if
you
hear
people
complaining
about,
oh
my
gosh,
the
beautification
committee
is
asking
for
donations.
Well,
it's
all
for
a
good
cause.
It
goes
in
to
all
the
planting
that
we
do
around
town.

You
know
if
we
hadn't
had
the
winter
that
we
had.
We
might
have
a
riot
of
daffodils
out
there,
there's
no
telling
considering
what
sort
of
winter
we
had,
but
that
was
then
another
community
project
in
the
very
beginning
was
the
well
house
over
by
the
parking
lot.
It
was
a
disaster
and
the
committee
came
in
and
cleaned
up
that
area
this
past
year.

Do
you
all
know
where
that
is
it's
the
parking
lot
behind
the
public
restroom
and
with
the
public
works
department
from
the
town
and
with
our
funding?
Actually
on
this
one?
We
cleaned
up
that
area
and
the
amount
of
debris
was
embarrassing,
but
it
looks
really
good
and
people
are
less
likely
to
have
debris
when
the
area
is
looking
good.

That's
this
site
is
maintained
and
cared
for
by
the
beautification
committee,
so
that
you
can
see
what
we're
doing
representing
you.
We
have
work
days.
All
of
the
members
are
expected
to
do
work
days
and
we
are
cleaning
up
at
the
westgate
sign
there
get
up
and
then
about
three
years
ago
we
started
decorating
the
town
you
might
notice.
Somebody
in
that
upper
left
hand,
picture
Don,
helped
us
on
our
work
day
and
we
couldn't
have
done
the
work
day
and
I'm.

Just
sorry,
I
don't
have
a
picture
of
Michael
sobo
cutting
down
all
the
corn
stalks
for
us.
He
took
us
out
in
the
back
of
his
truck
and
we
cut
down
all
the
corn
stalks
that
came
around
town.
We
again
we
wanted
town
hall
to
reflect
it,
and
so
there
is.
There
are
three
people
on
the
committee.
Actually
two
members
in
one
volunteer
and
then
there's
Joyce
blackworks,
who
always
makes
a
spider
come
to
life.

One
of
the
things
about
decorating
the
town
is
that
it
makes
visitors
appreciate
the
town
more.
These
happen
to
be
family
members
of
mine,
but
they
also
happen
to
stem
from
this
area.
The
gentleman
on
the
top
is
the
grandson
of
dr.
Porter,
who
built
the
pharmacy,
which
is
now
town
hardware,
and
they
came
to
town
to
see
the
park
because,
as
a
family,
they
made
a
significant
donation
to
town
square.

The
hay
racks
and
planters,
as
I
said
earlier,
the
beautification
committee
works
with
the
women
at
swannanoa
correctional
center
for
women.
We
buy
the
seeds
every
year
and
one
of
our
volunteers
who's
actually
on
the
back
road
works
with
the
women
and
rolling
all
the
seeds
out
there
and
it's
those
seeds
that
go
and
all
the
planters.

There
used
to
be
some
shrubs
that
over
groove
the
sidewalk
and
you
didn't
even
know
there
was
a
wonderful
streets
light
there.
We
took
that
the
shrubs
some
of
the
shrubs
out
and
we
built
the
wall.
That
was
there
and
that
wall
built
is
to
match
the
wall,
that's
across
the
street
and
that's
the
ball.
It's
on
the
east
side
of
broadway
and
sutton
at
it.

Henson's
John
may
notice
that
this
past
year
somebody
ran
into
that
wall
and
we
we
have
no
idea
who
ran
into
that
wall,
but
a
few
weeks
ago
we
got
the
wall
fixed
and
we
we
hope
that
the
flowers
will
bloom
this
beautiful
again,
this
spring.
The
last
of
our
mission
statement
is
we
work
with
town
groups
to
realize
the
vision
of
Black
Mountain
as
a
hospitable
and
scenic
town,
and
we
work
with
community
organizations.
In
order
to
make
this
happen,
you
can
see
some
of
the
community
organizations.

We've
worked
a
lot
this
year
we
were
quite
honored,
because
the
Willie
Headley
garden,
Bob
Headley,
asked
us
the
beautification
committee
to
design
that
garden,
and
so
we
have
designed
that
garden.
That's
the
first
installation,
it
just
wait
till
things
start
popping
up
and
there
is
Willie
one
of
the
founding
members
of
the
beautification
committee.

We
also
work
with
the
national
program
of
litter
sweet
and
there
are
some
of
our
members
on
litter
sweet
day.
We
were
one
of
the
beginning
members
of
the
sculpture
stroll.
Ok,
then
we
do
other
things
to
support
the
community.
We
have
a
best
vegetable
garden
and
the
best
flower
garden,
and
these
were
these
past
year's
winners.

We
have
instituted
a
new
process,
a
new
thing,
we're
putting
in
four
hundred
dollars
again
from
money
raised
from
the
garden
show,
because
we
thought
there
might
be
people
in
town
who
have
an
idea
for
the
town
and
that
won't
just
need
a
little
of
one-time
gift
to
make
it
happen.
We've
already
gotten
three
applications.
I
saw
somebody
today,
who
said
I
think
that's
the
best
idea
that
the
beautification
committee
has
she
said:
I've
been
walking
around
town,
just
thinking.
What
could
we
do?
What
could
I
do
with
some
money?

So
we've
gotten
a
lot
of
people
talking
and
we're
coming
up
with
some
great
ideas.
This
int
the
application
process
ends
the
15th
that
y'all
have
anybody
that
you
know
that
wants
to
look
at
some
idea
and,
as
I
said,
one
of
our
major
fundraisers,
it's
a
spring
garden,
show
and
sell
again.
This
brings
people.
We
hear
this
all
the
time.
I
look
forward
to
this
garden,
show
and
sale
more
than
anything
and
I
actually
come
to
black
mountain,
to
go
to
the
garden,
show
and
sell
it
will
be
May
seventeenth.

little
jealous,

we
don't
get
to
plant
flowers.
The
best
thing
we
got
is
something
land
use
codes
that
we
get
to
talk
about,
but
I
think
I
want
to
get
volunteer
for
the
beautification
committee
on
my
next
door.
Baby
I
should
have
a
summary
of
the
things
we've
the
planning
board,
I'm
lucky
to
be
the
chairman
of
the
Planning
Board
I've,
been
on
the
circuit
on
the
Planning
Board.
Now
for
four
to
five
years.
I
I
think
I'm
on
my
last
rotation
worked
my
way
up
to
chairman.
We've
got
a
great,
a
great
board
right
now
and
biggest
accomplishment.
I
think
we
took
care
of
last
year,
was
sort
of
what
what
the
Planning
Board
does
is
that
it
keeps
the
vision
of
black
mountain
and
the
comprehensive
master
plan
that
we
discussed
thoroughly,
probably
for
a
couple
years
made
it
made
it
made
its
final
version
through
to
you
guys
and
got
approved.

The
things
I
see
us
moving
forward
into
this
year,
there's
been
some
at
the
last
meeting
or
two
discussion
on
signage
ordinance,
and
so
there's
been
some
business
owners
and
the
chamber
brought
suggestions
and
some
and
Jennifer
and
staff
has
helped
us
wrestle
with
us
and
we're
going
to
holding
a
special
work
session
just
to
discuss
those
further
prior
to
our
next
Planning
Board
meeting,
which
will
be
the
third
the
fourth
monday
of
this
month.
So
that's
coming
up
on
the
agenda.
I
Also,
we
have
arrested
with
the
Housing
Commission
is
looking
at
sort
of
two
things
is
they're
looking
at
ways
to
increase,
affordable
housing
and
they're,
bringing
us
suggestions
to
potential
revisions
to
our
current
land,
use,
orbitz
and
they're.
Also,
looking
at
the
minimum
housing
code
in
our
land
use
code
today
and
they'll
be
bringing
their
recommendations
back
that
I
imagine
will
fall
under
our
consideration
in
the
in
the
future
in
this
calendar
year.

one
thing
that
y'all
did
I
think,
which
is
the
most
important,
was
to
update
the
comprehensive
plan,
because
that
is
the
guiding
document
of
that
that
has
been
before
most
members
got
on
this
board
and
will
be
after
members
are
off
of
this
board.
But
yet
that's
that's.

nice
unified
way
of
helping
to
build
a
better
sense
of
community
I've,
said
of
good
anybody.

to
the
adoption
of
minutes
from
your
februari
sixth
of
gender
workshop,
your
februari
tenth
regular
session
in
your
favor
against
closed
session.
You've
got
to
budget
amendments.
One
is
an
insurance
settlement
in
the
amount
of
5846
dollars
on
the
revenue
side
and
again
on
the
expense
side
and
a
budget
amendment
to
recognize
the
revenue
from
FEMA.

we've
talked
about
in
the
past
July
the
month
of
July
of
2013
was
declared
disaster
FEMA
because
of
the
rain
and
the
damage
done
by
the
rains
in
this,
in
which
North
Carroll,
and
so
we
had
some
projects
on
flat,
creek
greenway
westview
drive
ins
and
with
some
storm
drainage
from
paving
and
some
some
stream
bank
stabilization
that
qualified
for
that,
and
so
in
the
amount
of
55,000
$225,
with
a
budget
limit
to
reflect
those
revenues
from
FEMA
and
the
expenses
that
we
encourage
them.
It
and
those
are
those
your
consent
agenda
items
tonight.

changes

going

centers

realized
that
conference
centers,

allowed

the
residential
districts
and

Planning

not
feel
that

met

intent
of
our

and
urban

those
four
districts,

allowed
them

additional
requirements
in

neighborhood
mixed-use

community
facility

conditional

recall

everyone
from
last
month,
we
took
the
board,
took
the
action
to
put
the
property,

Town
Square
property
itself
as
of
july,
one
under
the
supervision
of
Public
Works.

there's
two
or
three
objectives
here
that
we
want
to
meet
one
is
to
continue
to
encourage
members
of
the
committee
and
members
of
the
town
at
large
to
maintain
their
interest
in
the
development
of
the
of
the
park
and
the
further
development
of

property,
which
means
we
want
to
have
fundraising,
to
stay
on
the
forefront
and
for
that
to
be
facilitated.
The
problem
that
comes
with
with
that
and
I
don't
know
that
it's
actually
a
problem,
but
it's
just
something
we
have
to
deal
with
is
a
public
body.

there
was
a
fire
up

schaum

two
homes

burned,
but
the
time
they
got
there,

first
one
was
completely
engulfed
in

second
one.

masses
of
just
molten
roof
was
falling
on
the
second
house
and
burning
yet
too
so
they
did
save
a
third
house
and
they
went
ahead
and
kept
the
fire
from
spreading
around
sharm

acres
and
igniting
other
houses.

Stevens
men
on
a
job.

don't
know

anyone

by

circle
during
the
snow,
but
someone
had
built
a
snow
house
up

our

department
