one
that
I
want

share
with
you.
I've
been
asking
Matt
to
gather
some
facts
because
seeing
in
the
paper,
the
tax
rates
and,
of
course,
there's
tax
rates,
there's
different
tax
rates
for
all
the
municipalities
and
with
first
glance,
it
would
appear
that
woodfin
has
the
lowest
tax
rate
because
there's
like
30.5
well,
but
then
whooping
doesn't
pay
for
a
special
fire
because
they
don't
even
fire
department
there.
And
so,
therefore,
then
they,
the
residents
were
billed
separately
from
the
county,
so
their
tax
rate
is
higher
than
that.

bottom
line
is,
is
the
fact
that
of
the
six
municipalities
in
Buncombe
County.
This
board
here
has
kept
your
tax
rate
as
the
lowest
of
the
six
municipalities.
I.
Think
that's
quite
an
accomplishment
for
this
board
faith.
They've
done
well,
not
only
that,
but
when
you
look
to
see
there's
only
the
city
of
Asheville,
that
has
a
recreation
department
and
we
have
a
recreation
department
in
our
town.
That
basically
is
seven
three
quarters:
a
million
dollars
which
is
roughly
a
seven
cent
tax.

Yes,
my
name
is
Christian.
I
live
at
74
locust
street
on
the
west
side
of
Black
Mountain
I'm,
a
new
resident
here
in
town,
my
wife
and
my
son
who's
4
years
old.
We
all
love
it
here
and
the
reason
why
I'm
coming
today
is
because
I've
been
working
with
the
Planning
and
Zoning
Board
for
the
past,
I
would
say
five
to
six
months
and
speaking
with
Jennifer
Tipton
for
the
past
over
a
year.

Regarding
our
a
recent
relocation
here
to
Black
Mountain,
as
you
may
have
guessed,
I'm
a
tattoo
artist
as
one
of
my
professional
traits
I'm.
Also
an
artist
of
20
years
and
I
have
many
different
backgrounds
that
I
bring
to
the
arts.
One
of
my
desires
with
moving
here
and
one
of
my
choices,
I
pick
black
mountain
for
was
the
incredible
family
atmosphere
here.
The
values
that
my
wife
and
I
share,
while
we're
very
alternative
in
our
creative
pursuits,
were
very
homey
and
family-oriented
as
people
and
we
love
nature.

outdoors
with
of
the
amenities
and
the
resources
of
this
town,
and
one
of
the
things
I
wanted
to
do
is
bring
my
business
here
to
be
able
to
do
my
profession
close
to
home.
So
I
started
working
with
jennifer
a
little
over
a
year
ago
to
ask
about
the
planning
and
zoning
laws
of
tattooing
in
black
mountain,
and
one
of
the
things
I
came
to
find
out
was
that
it
was
legalized
in
terms
of
the
statutes
or
the
ordinances
were
in
in
place.

versus
you

kind
of
the
industry
itself,
just
like
a
bar
could
be
a
bad
bar
or
a
you
know
could
be
a
great
bar.

could
be
a
family
bar
anyway.
My
desire
is
to
approach
the
board
today

basically
introduce
myself
and
let
you
know
who
I
am
and
that
I'm
I'm
here
in
town,
I'm
working
with
the
board,
the
Planning
and
Zoning
Board
with
Jennifer
with
Josh.

met

last
month
and
my
desires
to
be
here
in
the
community
I
called
Don
and
reached
out
to
him
some
of
you
I'm
just
meeting
for
the
first
time,
but
basically
my
intention
is
to
see
how
we
could
work
together
to
make
it
possible
for
me
to
work
here
and
I'm
open
to
any
questions
you
may
have.
Regarding
how
I
approach
tattooing,
it
may
be
something
that's
very
new
to
black
mount
and
I
know
from
the
previous
board.
They
said
they
kind
of
put
the
laws
in
place.

than
two
weeks

rainbow
Recycling's
8th
annual
flower
pot
recycling
collection
will
be
held
at
the
Black,
Mountain
garden,
show
and
sale.
During
its
hours,
9
a.m.
to
four
p.m.
this
year.
We
are
very
happy
to
announce
that
we
have
a
new
drop-off
site
at
the
show.
Denise
King,
the
director
of
the
Black
Mountain
library,
has
graciously
agreed
to
let
us
park
our
truck
and
we
have
a
bigger
truck
this
year
at
the
far
end
of
their
parking
lot,
the
library
parking
lot.

other
spaces
will
be
for
library
patrons,
but
there
is
a
loop
in
enough
space
for
people
to
swing
by
pulled
to
the
side
and
their
volunteers
can
help
you
unload
your
vehicle's
of
flower
pots
in
the
trace
and
markers
tube,
and
if
you
care
to
have
any
flower
pots,
will
help
load
them
up
for
you
and
then
you
can
just
continue
on
and
head
on
out
or,
if
you're
being
dropped
off
there,
you
can
walk
across
the
grass
directly
to
the
garden.
Show
it
right
from
there.

ask
that
you
bring
your
plus
and
only
plastic
pots.
Rinsed
or
already
rinsed
or
with
the
dirt
most
dirt
removed.
So
please
no
clay,
no
wood,
no
metal
items
and
no
trash
the
pots

trades

reuse

free
and,
as

and
on
a
first-come,
first-served
basis.
We
have
a
lot
of
growers
who
like
to
get
the
pots
to
reuse,
but
whether
you
want
one

you

The

Assembly
requires

made
some
changes
to

what
we
were
allowed

terms

slope
requirements,
mostly

think

the
aesthetics
of
steep
slope,
but
that's
a
call
for
public
hearing
for
next
month.

got
a
call
for
public
hearing
to

planted
right
away

have
a
petition

that
closure,
and
you've
got
a

for

hearing

text
amendments
to

the
zoning

basically
we're

doing

has
to
do
with

to
notice

we

somebody
when
there's
one

there's
a
rezoning
that
takes
place,
but
this
will
codify
that
and
formalize
our
notice
requirements

we're
currently
doing.

Finally,
you've
got
an
amendment
to
the
lease
term
for
the
Swannanoa
Valley
Montessori
School,
which
we
proved
last
month,
but

lease,

still
a
one-year
lease
they'd
like
it
to
run
from

school
year,
which
would
be
august
first
2016
through
July,
thirty-first,
2017

think
the
least
that
we
had
reviewed
should
made
through
April,
and
we
just
would
like
to

still
one
year
and
it
still
goes
year

year.

going
to
want

to

least

linear
feet
separating.

maybe
if
it

will
convert
the
above
garage
area
into

studio

thought
was
something
you
could

because
back

the
early
times
with
Elizabeth
Teague,

part

the
citizen
advisory
board.

I
had
built
three
secondary
dwellings
in
Cheshire
I
had
been
chairman.

me
saying,
give
me
some
insight
with
these
granny
flats
mean
and
what
should
be
the
requirements
in
terms
of
square
footage,

so
I
worked
with
her
or
nothing
so
I
thought
I
knew
the
code,
but
when
I
came
to

Planning
and
Zoning
people
they
said
well,
you
know
you
did
have
a
garage
built
that
could
configure
to
this
but
you're
in
the
zoning
town
residential,
for
you
only
have
a
quarter
an
acre.

need
a

acre

the
density
and

know
from
the
beginning.

benefit

the

one

reasons
why
our
taxes

slow
is
is
the
staff

we

working
here
at
the
town

losses

golf
course,

year

a

is

money

have
to
spend

folks
to

that's
real
money

tax.

wasn't
needed.
We've
run
this
town
efficiently
through
the
leadership
that
we
have
with
wood
wood
with
Matt
and
the
town
staff
and
employees.

a
reboul

we,
instead
of

after
we
had
everything

reappraised
the
revo
week.
Instead
of
going
up
to
the
one-half
cents,
it
would
have
taken
to

revenue
neutral.

kept
it

sense,

that's

equivalent

a
half
cent
tax
decrease,
and
then,
on
top
of
that,
we've
got
highland
farms.
We
lost
equivalent
of
one
sense
about

hundred
thousand
dollars

taxes
that
we're
no
longer
getting

those
guys.
