A
Dominating
of
May
11th
2022
order,
like
welcome
everybody.
Second
time
we're
having
to
do
this
with
the
Tobin
and
restrict
our
visitors,
I
hope
everybody's
been
able
to
tune
in
through
zoom
and
or
their
phones
and
I
regret
that
enjoy
seeing
all
the
smiling
faces
that
are
normally
back
there
in
the
back
and
with
that,
if
we
will
stand
with
us
pledge
allegiance
to
the
play.
A
B
Last
month,
at
the
Board
of
Aldermen
adopted
a
process
of
procedure
for
doing
these
meetings
were
the
remote
and,
at
the
time,
remote
had
a
different
definition
where
the
board
was
beating
and
public
is
not,
and
it's
that
procedure.
So
the
public
could
see
that
what's
going
on
here,
what's
going
on
just
some
pate
to
a
certain
degree,
we
haven't
had
any
public
hearings
and
that's
another
animal
itself,
but
our
regular
meetings.
We
have
a
process
in
place
where
people
can
provide
their
citizen
comments.
B
Last
weekend
the
legislature
adopted
and
the
governor
signed
to
the
session
law
I'm
asked
about
130
140
pages
in
new
law.
There's
just
a
few
pages
that
effect
hearings
and
what
it
did
is
it
defined
a
remote
meeting
which
we
were
calling
a
remote
meeting
is
not
what
the
legislature
called
remote
meeting.
B
The
statute
only
says
this
remote
meeting
if
some
of
the
aldermen
attend
remotely
and
aren't
here
physically,
which
we
aren't
doing,
and
it
set
some
guidelines
for
how
you
had
to
do
that
and
I
am
suggesting
and
recommending
to
this
board
that
you
take
some
of
their
guidelines
for
remote
meetings
and
apply
for
this
type
meeting.
I
think
that
the
legislature
to
get
a
chance
to
revisit
it
are
going
to
do
that
because
the
things
they
set
up,
we're
obviously
for
the
benefit
of
the
public.
B
The
first
rule
that
said
to
the
mayor
and
conditioning
peacetime:
you
speak
so
this
is
theirs
and
then
go
from
there.
Somebody,
you
can't
see
you
or
is
listening
both
on
who's
talking
and
if
you
make
a
motion,
if
you
did
the
same
thing
that
state
your
name
and
I
lose
that
and
typically
in
a
meeting
of
quite
often
in
their
meetings,
the
emotion
will
be
I,
move
that
we
adopt
resolution,
our
20-3
or
whatever
it
is.
B
B
Don't
think
one
had
that
motion
tonight,
but
nonetheless,
and
you
make
a
motion
to
adopt
the
resolution,
you
give
a
brief
statement
and
if
it
takes
it,
you
can
read
the
title
of
that
motion
just
so
that
a
resolution,
so
the
people
who
can't
see
what's
going
on
and
then
there
preach
motion
all
votes
have
to
be
by
roll
call.
You
can't
just
say
all
that
all
the
third
to
say
hi
and
they
call
the
children's
name
and
you
state.
B
Your
vote
is
irony
and
it
gets
on
the
record
that
way,
people
who
can't
see
what's
going
on
they
devoted
how,
but
those
are
just
the
four
things
that
I've
put
in
a
sort
of
basic
outline.
If
we
could
do
those
things,
I
think
we
comply
with
the
open
meeting
requirements
we
reach
a
little
farther
with
butter.
I,
promote
meeting
is
that
the
legislature
did,
but
I
think
that
they
will
come
back
and
revisit
some
of
these
and
lastly,
Larry
asked
me
for
this
procedure.
We've
adopted.
That
means
in
any
meeting
somebody
participate
remotely.
B
A
A
E
F
A
E
E
Is
research
and
find
parts
of
water
again
wait
that
others
work
things
such
as
any
of
these
containers
and
throughout
the
year
they
are
polluting
the
morning
lowering
the
detector
we
plant
and
thankful
and
here's
an
essence,
oxygen
liqueurs,
grapes,
all
weird
works
at
work.
Can't
we
work
of
art
with
this
record
will
also
be
refreshed
when
he
visits
a
mission
for
visitors
and
locals
alike
to
the
joy
neck.
E
E
E
E
E
We
do
not
have
to
support
our
other
actions
or
healthy
in
Christmas,
and
addition
we
will
not
give
one
the
goals
that
we
set
for
command
for
2020
and
2021
these
both
of
more
containers
on.
Let
them
love
you
with
work
to
eat,
leading
into
town
and
an
additional
distance
last
piece
of
banking
and
birthday.
C
E
Us
right,
you
have
the
wisdom
of
Solomon.
We
are
all
working
for
the
good
of
the
town
and
fortunately
for
soonerlater
if
she
cannot
get
iron
claws,
the
humour
anywhere
with
the
place
your
face,
but
our
landscape
artists
materials
coming
to
fall.
Did
that
through
your
applaud
those
bonds?
Have
a
virtue
of
effective
stabile?
Go
back,
you
look
hard
ulema.
Yes,
what
can
do
about
the
activity
funded
by
the
garden
for
next.
E
E
E
A
Mayor
Collins,
here,
miss
liver,
I,
think
I
can
speak
for
this
entire
board
and
say
thank
you
to
via
fication
committee
for
their
everything's.
You've
done
those
many
recognitions
and
all
across
the
United
States
and
big
magazines
to
Oprah
Winfrey
to
Southern
we've
only
known
and
all
it
stomach.
The
this.
This
town
has
been
recognized
as
one
of
the
most
beautiful
places
in
the
United
States
small
towns,
and
it's
because
of
what
y'all
have
done.
H
A
C
F
A
G
H
Should
have
Jesse
Gartner
on
line
with
civil
design
concepts,
who's
done
the
generator
engineering
for
this
project.
Let
me
just
kind
of
set
this
up
a
little
bit
for
him
for
those
I'm,
not
sure
how
much
Jennifer
and
Tim
know
about
this
project,
but
this
is
something
that
we
worked
on
for
I
guess.
Since
May,
we
probably
passed
this
agreement
with
Asheville
May
of
2019
a
little
bit
before
to
take
over
a
total
of
about
600
water
customers
from
city
of
Asheville.
H
On
the
west
side
of
town
majority
of
phase
one
phase
two
work
has
been
completed.
We
are
still
buttoning
up
a
few
items
on
the
Phase
two
work,
which
does
involve
the
bottom
project
and
the
new
pump
station
down
on
us
70
in
front
of
our
old
Public
Works
facility.
As
we
move
forward
into
into
phase
3,
we
will
need
to
do
some
additional
work
on
our
existing
system.
In
a
few
places
we
were
scheduled
to
take
over
around
400
or
so
customers
in
May
of
this
year.
H
E
E
E
H
H
H
E
They
paint
I
believe
that
take
400,000
gallons
if
current
hidden
pumps
are
running
with
you
know,
breaking
12
16
hours
a
day,
the
they're,
pretty
tight,
built,
apply.
The
code
I
think
we're
adding
another
75
to
100
residences
on
set
paint
with
this
bait
great
connection.
It's
all
over
the
you
know,
Jake
Jake
doesn't
good
job,
calling
that
effective
pump.
E
It's
the
minimum
defense
that
were
started
to
burn
attack
that
that
station
to
the
limit
and
flat
for
a
piece
of
the
Danny
Haren
that
wakes
up
a
pulsation
drinkin
should
be
budgeted
pool
to
be
treated
one
of
the
limiting
somewhat
limiting.
Is
you
currently
don't
get
a
single-page
power?
So
you
thought
we
need
to
correct
three
face
another
a
pump
so
that
normal,
sometimes
they
may
swell
out.
I
I
was
aware,
this
is
Larry
Harris
Jesse
I
was
aware
from
joshed
that
the
magnitude
of
the
expenses
that
we're
going
to
have
to
incur
but
I'm
I,
don't
recall,
hearing
numbers
of
this
magnitude
anywhere
in
the
discussion
at
any
time
place
anywhere,
because
I
think
it
would
have
had
some
impact
on
our
discussions
with
the
city
of
Asheville,
not
that
we
would
have
not
taken
on
the
lines.
But
you
know
just
to
be
aware.
How
did
you
know
I'm
the
rest
of
the
board
anyway?
I
I
bet
he
wants
to
speak,
but
until
Josh
had
mentioned
this
to
me,
it's
probably
been
six
weeks
ago
or
two
two
months.
I'd
never
heard
numbers
outside
of
this
I
and
I
was
aware
that
there
could
be
a
good
bit
of
maintenance
to
because
the
lines
were
over
and
and
it's
just
what
they
like
a
lot
of
our
lines
or
frankly,
but.
I
I'm,
a
little
shocked
at
the
number
and
at
its
up,
comes
to
a
surprise.
I,
don't
you
know?
Maybe
it's
not
a
surprise
tonight,
but
it
was
a
surprise
when
I
first
heard
of
it
and
and
I
am
I,
guess
the
next
step,
I
mean
I'm,
not
doubting
your
integrity
or
anything
I'm,
not
trying
to
cost
me
thing
into
question
about
what
you've
done,
but
we
didn't
didn't.
We
were
you
not
ever
asked
to
examine
the
cost
of
breaking
on
these
these
new.
E
G
I
I
Yeah
well,
thank
you
that
you
know
and
I
think
maybe
that's.
The
explanation
is
that
if
you
know
it
was
that
it
was
a
good
while
back
when
the
discussion
first
started
and
then
when
it
we
really
when
we
really
entered
into
negotiations
to
do
it
I'm
not
sure
those
numbers
were
revisited,
but
I
have
I,
did
have
a
question
and
and
I
think
we
have
to
take
a
hard
look
at
it,
but
happen
mean
how
do
we?
Even?
How
do
we
even
deal
with
this?
Our
water
club?
I
We
probably
have
a
million
dollar
balance
or
a
million
to
balance
and
the
in
the
fund
fund
balance
in
the
water
fund,
but
we
can't
afford
to
you,
know
spend
it
all
anybody
know
you
can.
We
can't
afford
to
do
that,
and
so
obviously
we
have
to
it
has
to
be
done.
It
has
to
be
done,
but
I'm
curious.
If
we
can
well
I'm,
you
know
if
we
had
the
information,
the
town
had,
the
information
and
Matt
had
it
and
I'll
leave
it
to
the
rest
of
the
board.
I
I
just
got
we're
able
to
remember
having
a
discussion
of
the
complete
cost
of
all
this,
so
I
think
we
have
to
look
at
how
we
recover
money
for
capital
projects
through
our
fees
and
see
how
we
address
it.
I,
don't
think
it's
the
end
of
the
world,
if
you
have
we're
gonna
have
to
figure
out
some
way
to
finance
it,
but
it's
not
the
end
of
the
world
to
have
to
spend
the
money
for
a
perpetual
flow
of
revenue
from
six
hundred
water
customers.
I
But
I
would
like
to
think-
and
you
know,
Jesse
I
think
you
know
what
I'm
get
what
I'm
getting
at
when
I
say.
This
I
would
like
to
think
that
perhaps
over
a
10-year
period
of
time,
six
hundred
water
customers
could
add
could
add
approximately
$1,000
each
to
fund
balance.
I
mean
that's
over
a
ten-year
period,
but
if
that's
the
case,
then
we
have
those
improvements
paid
for
in
ten
years,
which
is
I
mean,
and
these
are
just
my
estimations-
that's
not
based
on
any
science.
B
If
that
wasn't
a
matter
that
was
discussed
with
the
city
of
Nashville,
and
it
may
be
a
discussion
that
listen
to
knowing
we're
in
the
same
gym
they
are
in
now,
but
across
the
board.
All
the
municipalities
are
gonna,
be
looking
for
where
to
get
money
and
not
where
to
give
money.
So
it's
a
hard
time
to
strike
the
deal.
I
We
should
be
recovering
some
capital
in
each
each
egg,
a
lot
of
water
that
were
you
know
that
we're
charging
the
client
for
a
customer
for
and,
of
course,
that's
not
a
lot,
but
if
we
take
it
per
customer
per
year
and
go
over
and
maybe
maybe
there's
some
numbers
out
there
that
some,
what
other
comparisons
to
look
at
Josh.
As
far
as
a
recoup,
you
know
I'd.
B
Number
to
look
at
is
you
now
have
a
system
development
fee
right
that
brings
in
a
significantly
more
money
for
our
water
right
than
you'll
out
of
a
hat
impact
fee
weekend
right
and
it's
developed
and
picks
back
up.
Then
that's
going
to
be
a
source
of
money
that
we
didn't
even
have
to
talk
about
water,
clean,
didn't.
D
H
H
I
But
we
but
I
would
think
them
again.
This
is
Larry
Harris,
I'm,
sorry
I
would
think
we
still
have
to
regardless
of
how
we
can
recoup
those
dollars
through
fees
and
through
rate,
we're
gonna
have
to
look
at
financing
that
now,
fortunately,
money
is
very
inexpensive.
So
that's
you
know,
that's
you
know,
that's
that's
helpful,
but
I'm
wondering
and
everybody's
looking
for
money
now
so
I
doubt
this,
but
there
weren't
there
funds
available
for
water
and
sewer
projects
me.
It
was
something
I
know.
G
I
H
Yeah
we've
talked
to
work
on
a
World,
Water,
Association
and
they've
actually
done
kind
of
rate
study
for
us
recently.
So
my
plan
is
to
kind
of
present
that
to
you,
when
we
get
to
the
budget,
I
think
that
I'll
have
some
numbers
in
it
that
may
show,
and
what
what
this
recoup
rate
could
be
for
this
project.
So.
I
I
I
B
I
Might
be
helpful
if
we
could
spread
these
expenses
out
and
you
know
for
and
make
it
more
manageable
per
year,
I
mean
because
we
say
around
700
the
pump
stations
250.
So
that's
a
problem,
approximately
a
half
million
dollars
if
we
needed
to
accomplish
it
all
in
one
year.
When
do
you
need
to
start?
If
you
were,
if
that
were
the
case
Jesse,
when
do
we
do
you
need
to
start.
H
H
Over
the
years
there
have
been
there's
been
a
gentleman
in
charge
with
the
state
they
took
I
guess
for
lack
of
better
words,
a
lacks
approach
to
to
reviews,
and
you
pretty
much
cents
in
in
what
you've
done,
and
that
was
kind
of
a
check
mark,
and
that's
all
you've
heard
since
that
time.
I
think
the
state,
the
federal
government
EPA
has
come
down
a
little
harder
on
the
state.
Advise
then
they
need
to
be
doing
reviews
and
making
sure
that
EMS
for
overs
are
doing
what
they're
supposed
to
be
doing.
H
G
H
Carolina
what
you
have
before
you
tonight
is
a
resolution
which
will
affirm
the
support
regarding
implementation
of
a
compliant
NPDES
Ms
for
stormwater
program
here
in
Black
Mountain.
Think
we've
been
in
this
we've
been
in
a
mess
for
thinks
it's
about
two
thousand
nine
or
ten.
So
about
ten
years
now,
and
there's
quite
a
few
things
that
go
along
with
with
with
approving
the
the
compliant
program,
we've
done
a
few
of
those
things
already.
The
resolution
is
one
of
the
last
things
to
do.
H
We
have
seen
in
a
a
lengthy
stormwater
management
plan
that
we
had
to
do
that
has
to
be
approved
by
the
state.
They'll
probably
take
two
months
so
back
and
forth
to
get
approval
from
the
state.
We
did
I
already
sending
that
again
and
Jessica.
If
you're
on
the
line,
can
you
jump
on
and
kind
of
give
just
a
brief
synopsis.
E
E
E
Critics
because
we're
able
to
account
for
and
Tiffany
that's
used
in
a
rate
structure,
as
put
everybody
exact
amount.
It's
predictable,
which
is
this,
varies
rent,
we're
talking
about
this
shirt
here
and
it's
dedicated
of
protective,
which
picture
these
sensibility
factors.
You
can
also
these
principles
we've
announced
means,
so
you
can
set
your
rates
for
originally
big
ships
advance
and
the
service
that
you're
providing
to
the
community.
E
Like
talk
about
disease
and
running,
and
all
this
part
is
the
greatest
expectations
from
the
community,
what
is
parent
agency?
They
are
going
to
want
to
see
elephant
spent,
so
it
also
is
very
clear
about
what
it's
or
warranty
is
stiffly
regulating
what
it
is
not
to
learn.
Theory
that
utility
doesn't
in
the
biggest
oscillating
from
happening,
for
example,
for
control
and
elimination
night,
especially
animal.
E
H
I
think,
from
the
staffs
perspective
you
know
we
would
like
to
really
try
and
dig
in
a
little
deeper
to
what
Clemens
does
I
think
they've
done
a
really
good
job,
and
then
you
know
they
obviously
or
successful
one
they're.
All
that
I
think
they've
been
pretty
inventive
on
how
they,
how
they've
done
it
to
stay
as
cheap
as
they
possibly
can.
H
I
think
that's
something
that
you
know.
Staff
will
be
in
favor
of
trying
to
not
recreate
the
wheel.
They
use
is
someone
else.
That's
that's
been
successful
in
this
project
or
excuse
me
in
this
program.
I'll
say
when
I
was
here
is
playing
director.
It
was
all
you
know.
It
was
always
understood
that
you
did
the
best
you
could
with
the
program
and
that's
what
we
did.
We
didn't
watch
how
we
got
by
that's.
A
H
Obviously,
as
I
mentioned,
EPA
is
that's
kind
of
given
North
Carolina
a
warning
and
said
this
has
got
to
be
done
correctly.
Otherwise,
this
some
of
us
want
to
pay.
So
that's
that's
the
reason
that
we're
in
this
situation
now
is
due
to
the
changes
from
EPA
and
being
more
more
stringent
on
on
States,
specifically
North
Carolina.
In
this
case-
and
you
know
please.
H
Would
I
would
say
that
you
know
at
this
point
we're
kind
of
at
the
beginning?
You
know
with
this
resolution
and
our
stormwater
management
plan
or
things
we
have
to
do
for
this,
for
this
audit
to
be
in
compliance.
That's
just
the
beginning,
as
we
move
through
this,
regardless
of
what
direction
we
take,
you
know
there'll
be
multiple
conversations
we'll
have
to
have
in
public
meetings
to
talk
about
you.
H
A
H
Not
with
the
not
with
the
suggested
rate,
it
would
just
be
a
tiered
rate
based
on
it
was
probably
based
on
acres,
we're
not
going
to
go.
If
you
do
the
impervious
surface,
it's
a
much
more
in
depth,
the
equivalent
residential
unit,
which
I
think
Henderson
builders
went
to
it's
much
more
complicated
to
do
that
to
do
that
process
and
that
does
bring
in
to
bring
into
account
impervious
surfaces.
So.
I
For
this
meeting
we
were
issued,
the
town
was
issued
a
notice
of
deficiency
or
violation
on
February,
the
28th
and
part
of
our
process
that
we
are
required
to
follow,
but
by
the
statute.
So
these
north
carolina
general
statutes,
but
they're
pushed
with
federal,
Clean,
Water
Act,
but
there's
north
carolina
general
statutes
created
by
the
Clean
Water
Act
work.
Is
it
bad.
I
Form
conforming
and
so
I'm
sorry,
this
is
Larry
Harris
and
so,
but
tonight,
at
this
meeting
as
part
of
the
process,
we
are,
we
are
required
or
we
could
be
subject
to
penalties
we
need
to.
We
are
required
to
adopt
this
resolution.
All
right,
we'd
be
in
further
violation,
so
this
is
Larry.
Harris
I
would
make
a
motion
that
we
adopt
this
resolution
as
required
by
law
because
of
our
violation,
but
we
have
to
work
through
all
the
details
of
our
plan.
That's
not
what
we're
really
doing
tonight.
I
A
D
A
H
I
This
is
Larry
Harris
personally,
I'd
prefer
to
be
able
to
have
a
little
bit
better
discussion
I.
It
was
a
little
hard
to
follow
Jessica
tonight
on
the
telephone,
not
her
fault,
but
you
know
we're
these
meeting
conditions
are
a
little
unusual
and
this
is
a
pretty
weighty
topic
and
so
I
would
be
my
opinion.
I'd
rather
defer
it
to
another
meeting
special.
We
can
do
a
special
call
meeting
one
to
try
to
tackle
it
a
little
bit
more.
H
H
C
E
H
Omitted
from
this
should
the
hell
America
was
not
added
to
this.
That
is
a
two
hundred
dollar
special
players
pass
$25.00
weekdays
and
$35
on
weekends,
so
that
then
we
can
be
added
back
to
this
all
times
for
that
in
a
minute,
so
the
2020
proposed
rates,
family
current
rates
are
1,300
dollars
and
we
suggest
we
get
to
$1,800,
which
is
about
27%
increase.
H
Individual
rates
are
at
950,
we
suggest
going
to
1200,
which
is
about
20%
car
to
ease
riding
18
is
currently
17.
We
suggest
20
or
recommend
20
variety.
Nine
is
currently
nine
dollars.
We,
we
recommend
$10
green
fees
for
2020
weekday,
ride,
18,
currently
35.
We
recommend
40
riding
19,
currently
20
that
stays
the
same
at
20,
walk,
18
and
walk
behind
both
stay
the
same
at
$20
for
18
and
$12
for
mine
on
the.
G
H
Rates
riding
18,
we
recommend
50
instead
of
45
weekend
ride
9
it's
currently
24,
we
recommend
25,
walk
18
is
24,
we
recommend
25
and
walk
9
is
14.
We
recommend
15
senior
riding
for
18,
they
see
Friday,
it's
currently
30.
You
recommend
35
Twilight
after
2
p.m.
every
day,
right
18,
it's
currently
28
very
min
30
right
9.
It's
currently
18.
We
recommend
it
to
stay
the
same,
walk.
H
F
Okay,
Maggie
turtle
I
saw
these
rates
and
I
certainly
noticed.
Some
of
the
percentage
increases
were,
more
so
than
others
and
I
thought.
With
the
current
situation,
with
the
co
v19
situation
going
on
that
I
thought
we
ought
to
maybe
meet
in
the
middle
on
these
fees.
I
have
some
suggestions
and
I
know
and
I've
talked
and,
from
my
perspective,
coming
as
a
as
a
golfer
who
plays
and
being
on
this
board,
I
have
double
interest
in
this
situation
and.
G
F
Certainly
they
need
to
pay
to
play,
and
one
thing
I've
noticed
with
this
last
month
that
now
that
the
golf
course
has
been
back
open
with
the
situation
going
on
how
many
people
are
out
there.
It
is
incredible
and
of
course
the
weather
is
cooperating.
So
I
have
a
lot
of
positive
feeling
about
our
golf
course
and
think
it
would
be
advisable
right
now
to
not
increase
the
fees
quite
as
much
as
proposed
here
so
I
have
some
proposals
on
fees.
F
I
would
like
to
propose
that
the
family
membership
be
1600
and
the
individual
1100
and
the
cart
fees
go
up.
Two
bucks
which
is
$19
and
right,
nine
would
be
$10
and
the
weekday
rates
38
leave
the
ride.
Nine,
the
same
and
leave
the
walk
and
nine
this
thing
weekend
to
ride,
be
48
and
ride
nine
with
the
25,
which
is
the
same
as
what
you
have
proposed
here.
Leave
the
walk-in
nine
the
same
and
the
rest
of
the
rates
I
think
would
be
okay,.
C
C
F
G
D
F
A
F
A
It's
not
look.
My
thing
is:
we've
got
better
golf
course.
Then
what
Nene
does
and
to
be
cheaper
than
Muni?
If
and
just
knowing
that,
the
the
cost
of
the
regular
non
top
playing
taxpayers,
we
have
we're
always
taking
a
hit
and
I
understand
that
would
do
the
same
thing.
I'll
keep
the
tennis
courts
up
and
all
that
sort
of
thing
it's
it's
it's
something
that
is
expected
in
a
kind
of
town
me
and
we
have
cut
our
our
losses.
A
Back
from
the
days
when
Billy
Casper
was
losing
tons
of
money,
we've
cut
our
losses,
but
I
just
I
just
won't
go
on
record
that
I
feel
like
we
shouldn't
be
any
less
than
uni,
and
enough
said
about
that.
I
think
that
asking
of
the
non
golfing
taxpayers
to
pay
more
than
what
Asheville's
golfers
is
playing
is
when
we're
providing
a
better
product
just
doesn't
make
sense.
Well,
we
have
motion
on
the
floor.
C
I
Could
own
if
I
could
just
Larry
Harris
I
think
your
points
well-taken
we're
just
in
a
it's?
This
is
an
unusual
time.
You
know
my
when
I
saw
the
rates.
My
first
comment
to
Joshua's
I,
just
think
where
we
are
in
the
middle
of
a
very
unusual
time
that
I
was
uncomfortable
with
racism
at
all.
Frankly,
but
you
know
I
think
Maggie
did
a
nice
job
working
through
it
and
I
think
we
have
some
reasonable
increases
and
we
just
have
to
stay
after
it.
I
I
think
we
I
think
we
do
need
to
like
everything
else
in
the
world.
Everything
goes
up
a
little
bit
each
year,
and
so
we
I
think
we
need
to
be
careful
about
taking
holidays
from
doing
an
increase,
because
you've
got
increases
with
your
employees
every
year
and
it's
been
so
cool,
so
you
know
it's.
We
need
to
be
attentive
to
anything
that
we
have
fees
to
you
just
have
to
you
have
to
stay
after.
I
D
This
first
memberships,
individual
and
family,
because
the
people
in
the
town
are
paying
taxes
and
the
people
out
of
the
town
are
not
paying
taxes.
So
that's
what
created
membership
rates
a
while
back?
We
went
to
making
the
same
rate
for
in
town
residents
from
out
of
town
residents,
and
so
really
the
people
who
live
in
the
town
are
paying
more
because
of
their
pets
right
and
the
people
that
are
out
of
town.
So.
A
H
I
A
F
A
B
Me
I'll
have
one
the
next
line
to
us
begin.
The
meeting
with
you
reach
the
point
you
actually
have
public
hearings
for
the
public
has
to
be
involved,
there's
a
step
added.
So,
as
you
schedule
a
meeting
for
public
hearing
you're
going
to
want
to
schedule
a
follow-up
or
continuance
of
that
meeting
to
the
next
evening,
because
every
public
here
you
have
to
allow
24
hours
for
public
comment
to
come
in
and
whatever
form
and
have
that
comment
or
you
need
to
make
a
decision.
B
I
You
can't
limit
to
numbers
the
only
thing
we're
allowed
to
limit
the
numbers
in
at
this
point
in
time
would
be,
if
let's
say
it,
increases
over
ten,
but
if
so
we
could.
If
it
does
that,
then
we
could
potentially
have
a
meeting
if
you
could
distance
them
within
the
room,
or
is
that
I
wonder
if
that
still
restricts
our
public
meeting
laws?
At
that
point,
you're.
H
H
This
year,
as
you
all
know
and
I
think
everybody
in
the
country
is
gonna,
have
to
do
the
same.
A
couple
things
before
as
I'm
tidying
up
this
budget,
a
couple
things
staff
has
concerns
about,
and
these
are
shots
in
the
dark.
We
just
don't
know,
what's
going
to
happen
with
with
the
allowance
of
having
people
in
doors
and
how
many
people
summer
camps,
an
issue,
I
think
I
think
right
now
that
is
allowed,
but
that's
been
decreased,
I
think
to
50
percent.
So
typical
we
have
13
kids,
we
could
have
probably
six.
H
And
Rec
broken
up
into
a
2,
a
2
B,
2
C
and
a
phase-three
and
they're.
Not
this
is
just
projections
for
them
and
no
one
knows
they're.
Not
thinking
pools
will
open
back
up
until
at
least
July.
So
the
question
for
us
is:
do
we
want
to
have
a
pull
up
in
for
two
months?
That's
something
that
you
know
we
have
concerns
about.
We
want
to
do
that.
I
do
not
want
to
do
it.
How
do
we
do
it?
H
People
think
people
can
come
in.
So
it's
things
like
that
or
on
our
minds.
Bark
rhythms,
of
course,
is
another
event.
We
have
fourth
of
July
I'll,
say
fourth
of
July
is
being
canceled,
apply
lots
of
focus
right
now.
People
all
across
the
state
are
canceling.
Asheville's
cancel
their
4th
of
July
celebration.
We
realized
postponed
their.
G
H
H
A
That
Josh
I
think
of
what
you
said.
The
fourth
of
July
is
the
main
pressing
when
right
now
that
we
need
we
kind
of
need
to
agree
on
simply
because
it
takes
you
next
month.
You'd
have
to
be
ordering,
the
fireworks
have
been
all
set
up
and
it's
and
we
don't
know
whether
we're
gonna
be
allowed
to
open
up
streets
or
not
so.
H
H
Issue
we
get
donations
for
that
right.
That's
what
we
try
to
recoup
that
money.
Well,
this
year
has
been
a
bad
year
for
donations,
and
we've
got
about
1,500
hours
a
day
in
donations
as
well.
We
were
able
to
get
before
this
one.
This
fire
sits
there
and
there's
that
yeah,
like
you
said
there
I,
don't
know.
No
one
knows
when
streets
will
be
open
when
we'll
be
able
to
have
more
than
ten
people.
It's
it's
tough
times
for
us
all.
I
H
H
H
H
You
like
that,
a
special
public
and
one
last
thing,
since
it's
very
important
in
this
time
we,
since
its
offices
on
reopening
June
1st
on
a
limited
basis,
I,
know
folks
that
are
supposedly
going
to
order
door,
probably
have
concerns
about
going
water
door
in
people
from
their
concerns
about
answer
in
other
work,
with
different
folks
coming
to
their
doors.
The
deadlines
been
extended,
October
31st,
so
that's
a
good
thing.
As
I
mentioned,
fill
operations
will
begin
June
13th
so
about
a
month
away.
H
G
A
Just
to
tack
on
with
what
Josh
is
said
about
the
census,
it's
more
important
this
year,
father
than
any
time
we've
had
a
census,
because
that's
how
we
will
get
our
federal
funds
and
money
from
is
to
have
an
accurate
count
of
the
folks
who
are
living
in
this
town.
So
my
encouragement
to
everybody
who
hears
this
message
make
sure
you
are
fell
out.
Your
census
forms.
Can
you
get
counted?
