meeting
this
afternoon,
plowed
clogged
door.
If
you
would
turn
off
your
cell
phones
and
your
beepers,
you
know
this
is
an
issue
today
that
many
of
our
residents
have
some
very,
very
strong
emotions
about.
So
today,
let's
show
respect
and
no
booing
or
cheering
when
folks
say
something
in
june
of
2011.
A
This
week
a
purchase
offer
of
2.1
million
came
to
us
at
least
one
alderman
has
raised
the
issue
of
selling
this
property
at
every
board.
Meeting
since
june,
this
property
been
an
issue
with
such
opposite
views.
I
feel
the
offer
should
admit
I
felt
the
offer
should
merely
be
made
public
with
both
the
board
and
the
community
being
aware
of
the
offer.

Therefore,
today
I'm
going
to
allow
citizen
comments,
alternating
between
those
in
favor
of
the
town,
developing
the
property
and
those
in
favor
of
selling
the
property.
Then
we'll
have
board
comments
or
any
actions
that
the
board
wishes
to
pay
the
program
or
the
agenda
will
be
marcy
o'neill.
Our
town
manager
will
do
the
presentation
of
the
offer
to
purchase,
get
some
comments
from
ron
sneed
and
then
we'll
call
on
those
who
have
signed
up
to
speak
this
time.

our

think
everybody
in
the
audience
have
copies
of
the
proposal
that
was
sent
to
us
I'd
like
to
give
just
a
little
bit
of
background
on
how
this
arrived,
since
the
town
acquired
the
property
nearly
two
years
ago,
and
particularly
since
the
buildings
were
raised,
and
it's
been
a
vacant
lot
from
time
to
time.
The
town
has
received
inquiries
of
interest
about
the
property
over
the
course
of
the
last
two
years.

I've
probably
fielded,
maybe
two
dozen
calls
from
private
commercial
property
developers
who
had
an
interest
in
the
property,
but
not
so
significant
that
they
went
to
the
trouble
of
actually
presenting
a
formal
offer.

On
friday
of
last
week,
exactly
one
week
ago,
I
received
just
a
cold
call
from
a
developer,
like
I
have
many
times
in
the
past.
The
particular
company
is
ed
street
company
development
and
construction
out
of
johnson
city
tennessee,
and
when
mr
sparks
from
that
company
called
me,
he
was
just
inquiring
about
the
availability.
What
the
circumstances
were
whether
the
town
had
listed
the
property
and
we
have
not.

Many
of
you
are
aware
that
over
the
course
of
the
last
couple
of
months
in
the
summer
in
particular
during
june,
we
had
engaged
the
services
of
a
private
engineering
firm
to
do
a
traffic
study
looking
at
traffic
safety
concerns
traffic
flow
parking
in
the
downtown
area,
pedestrian
bicycle
safety
in
the
intersection
and
taking
a
look
at
how
that
montreat
state
street
intersection,
as
you
all
know,
there's
a
kind
of
a
dog
leg.
It's
an
awkward
transition
point
in
that
intersection.

How
we
might
improve
that,
and
the
timing
for
all
that
is
related
to
the
fact
that
north
carolina
department
of
transportation
has
plans
within
the
next
14
months
to
resurface,
highway
70
state
street
through
downtown
black
mountain.
So
this
board
has
felt
that
that
before
any
of
that
resurfacing
was
done.
It
was
important
to
take
care
of
these
safety
issues,
because
we
certainly
don't
want
the
state
to
be
spending
money
resurfacing.
When
we
know
we
have
some
real
safety
and
traffic
flow
needs.

As
an
example,
we
have
talked
about
one
of
the
the
recommendations
that
will
be
coming
with
the
transit
plan
are
additional
on
street
parking
on
state
street
parallel
parking
at
the
front
of
that
property.
But
in
order
to
do
that
and
not
impede
traffic,
we're
going
to
have
to
back
that
into
that
piece
of
property
we've
also.

We
want
to
give
people
an
opportunity
to
pass
to
two
by
two
without
running
into
each
other
and
a
place
to
sit
down
there.
There
is
an
interest
in
improving
landscaping
in
the
downtown
area,
perhaps
doing
some
underground
utilities
in
that
area.
So
there
are
a
number
of
improvements
that
we're
that
the
town
board
has
has
determined
are
important.

All
of
this
work
has
been
guided
by
the
town
square
steering
committee,
which
is
composed
of
a
board
appointed
by
this
board,
and
it
consists
of
the
chairs
or
executives
of
every
single
boarding
commission
in
the
community.
It
includes
all
of
the
major
cultural
and
business
organizations
in
the
community
and
all
of
the
property
owners
adjacent
to
the
town
square
property
have
been
invited
to
participate.
So
there's
been
a
lot
of
work
leading
up
to
this
point
with
a
law.

A
very
broad
based
group
of
folks
who
have
have
had
input
into
this,
and
the
timing
is
all
associated
at
this
point,
with
waiting
on
a
traffic
engineering
study
to
come
back.
So
with
that
being
the
background,
this
proposal
from
ed
street
company
sort
of
came
out
of
the
blue.
I
thought
this
was
just
another
cold
call
like
many
of
the
ones
I've
received,
and
I
didn't
necessarily
expect
to
hear
from
him
again
on
monday
afternoon
we
got
a
call
from
his
office
saying.
Please
expect
a
fedex
package.

The
fedex
package
arrived,
I
received
this
on
tuesday
and
it
is
a
legitimate
purchase,
a
purchase
offer
of
2.1
million
dollars
for
the
three
parcels
that
comprise
the
town
square
property.
Now
the
offer
is
for
the
existing
parcels
as
they
are
sidewalk
to
sidewalk
bounded
by
honeycutt,
midland
and
states
or
honeycutt
montreat
and
state
street.

It
came
as
you
will
see
within
your
packet.
It
came
with
a
ten
thousand
dollar
earnest
check
and
for
that
ten
thousand
dollars.
Essentially,
what
this
is
is
an
purchase
option,
giving
the
developer
100
180
days
to
do
due
diligence
on
the
property
and
when
I
speak
in
terms
of
doing
due
diligence,
this
developer
will
look
at
zoning
regulations,
we'll
look
at
layouts
and
look
at
utilities
and
that
sort
of
thing-
and
if
and
if
any
of
those
do
not
meet
the
needs
of
this
developer,
then
the
developer
can
walk
away.

There's
also
a
clause
in
there
for
an
additional
fifty
thousand
dollar
earnest
payment
for
another
ninety
days
of
due
diligence
period.
So
at
this
point
you
see
that
we
have
a
check
for
ten
thousand
dollars
an
offer
for
two
point:
one
million
dollars,
but
we
have
this
board
waiting
on
recommendations
from
an
engineering,
firm,
cooperative
discussions
with
the
department
of
transportation
and
the
french
broad
mpo
and
recommendations
from
five
of
our
boards
and
commissions,
which
have
been
meeting
for
the
last
couple
of
months
to
talk
about.

So
you
could
say
that
this
is
all
a
little.
You
know
the
timing,
for
this
is
a
little
bit
awkward,
it's
it's
uncomfortable,
but
I
have
an
obligation
as
a
manager
when
we
receive
you
know
an
offer
to
purchase
to
bring
that
back
to
this
board.
So
that's
what
we
have
done.

Ron
snead
has
also
reviewed
the
contract
and
may
have
some
recommendations
for
this
board
related
to
the
legal
matters.
The.

The
one
I
find
interesting
is
they're
putting
down
ten
thousand
dollars
for
six
months
of
due
diligence
and
another
fifty
thousand
dollars
for
another.
Ninety
days
later
in
the
contract,
those
are
treated
as
earnest
money
deposits.
In
the
event
they
find
they
don't
find
or
do
find
something
that
doesn't
serve
their
purpose.
They
walk
away
and
they
get
their
deposit
back.

Obviously,
if
I
were
a
normal
seller
pulling
a
market
property
off
the
market
for
nine
months,
I
want
some
of
that
money
to
stay
in
my
pocket
if
they
walked
away
true
purchase
of
a
due
diligence
period.
A
couple
of
things
that
marcy's
mentioned
is
there.
Our
boards
are
going
to
come
forward
with
recommendations
right
now,
and
this
has
been
brought
up
before
we
don't
have
a
whole
lot
in
place
for
that
particular
area
of
town.

That
would
control
what
goes
on
the
lot
if
it
complies
with
zoning,
and
I
think
your
planning
board,
your
historical
commission
and
others
have
wanted
to
address
that
and
put
something
in
place,
and
I
think
it'd
be
only
fair
to
buyer.
If
you
accept
his
offer
to
put
in
there,
this
is
going
to
be
subject
to
and
tell
them
what
kind
of
limitations
he
can
look
forward
to
that.
This
board
might
want
to
do,
and
I
think
a
big
interest
always
has
been
at
least
the
historic
commission
planning.

we
get
something
downtown
that
looks
like
it
belongs?
Downtown,
that's
always
been
addressed
in
the
past,
and
if
you
are
going
to
take
that
approach,
you
want
to
build
that
into
the
the
response
you
give
to
the
seller.
If
you
you're
willing
to
accept
his
offer,
they've
been
in
a
position
to
tell
what
kind
of
terms
and
conditions
you
plan
to
impose
on
this
contract
is
assuming
that
he
goes
forward
with
zoning
he'll
build.
What
zombie
will
allow-
and
I
don't
know
if
that
at
the
moment
that
fully
fits
the
desires
of
the
sport.

would
like
to
add
one
other
piece
of
information,
and
that
is
that
this
there
have
been
a
lot
of
rumors
about
what
would
be
going
on
this
site.
The
issue
of
the
walgreens
is
not
a
rumor.
This
particular
developer
has
provided
a
site
plan.
I
think
some
of
you
have
seen
that
also,
as
you
came
in
the
door,
this
particular
developer
developed
the
walgreens
on
tunnel
road
in
asheville,
the
the
walgreens
in
arden.

They
have
expressed
some
interest
in
cooperating
in
terms
of
you
know
if,
if
there
is
available
space
on
their
their
lot
after
they
create
the
building
in
the
parking
to
do
some
kind
of
green
space
or
landscaping
that
would
be
perceived
as
a
public
area,
they're
certainly
willing
to
cooperate,
but
this
I
have
to
emphasize
this
is
very
preliminary.
This
developer
has
not
been
by
to
they
don't
even
have
a
survey
on
this
property.
Yet
so
what
you?

you
see
is
a
preliminary
offer
and
but
but
they
have
they
are.
They
are
awaiting
a
an
answer
from
this
board,
although
they
have
not
put
any
kind
of
time
restriction.
At
this
point
we
have
not
cashed
the
check.
They
have
not
asked
us
for
an
answer
on
a
particular
deadline,
but
they
do
have
interest
in
moving
forward
as
quickly
as
as
this
board
would
allow.

safety
concern

pedestrian
traffic
at
this
town
center
selling.

would
the
rest

include
how
will
the
texture
of
downtown
change
if
a
chain
store
locates

that
corner,

existing
businesses
will
suffer

of
the
merchandise
mix
and
pricing

nationwide
chain,
store
buying
power
and
how
will
downtown
black
mountain
present
itself
to
visitors
with
the
chain
store
located
on
such
a
prominent
corner?
Other
questions
are
germaine
as
well,
but
these
are
most
pressing
at
the
moment.

previously
voted
to
sell
the
property

reasonable
offer
has
been

is
a
reasonable
offer
for
this.
For
this
property
town's
going
to
lose
some
money,
they've
made

what
there's
a
lot
of
people
that
have
lost
a
lot
of
money
because
of
the
devaluation
of
their
properties.

way
the
market
is
right
now
some
people
have
lost
a
lot,
but
then
a
whole
lot
of
people
have
gotten
nothing
out
of
their
properties.

think
what
we
will
lose
is
going
to
be
justified
in
the
fact
that
we're
going
to
have
pardon

we're
going
to
have
revenue
brought
in
you

for
the
property
and
the
building

have
paid
is
going
to

quickly

gained,

I

pharmacy

whatever
it's
the
fact

this
property
needs

be
sold
to

it
off
the
backs

plan

time

this
is
when

walked
in
the
doors
first
time.

seen
any
of
the
paperwork

site
plan
shows

building,
that's
floating
out
in
the
middle

a
parking
lot,

if
I
understand
our
zoning
ordinances
right
now
for
the

or
whatever
we
call
it
now,
you
can't
do
that.
Anyway,
you
have
to
build
to
the
street,
and
now
we
got
lots
and
lots
of
restrictions.

there

of
restrictions
that
are
going
to
apply
to
this
developer
right
out
of
the
gate,
and
I
would
be
reluctant
if
I
were
a
buyer
to
buy
any
piece
of
property
that
had
deed
restrictions
on
it.

caution
this
board
to
avoid
that
to
avoid
the
deed
restrictions,
but
it's
a
good
starting
place
and
I'm
glad
somebody
wants
to
buy
it
and
I'm
in
favor
of
it's
being
sold
to
somebody.

parking

belongs

town

the
project
that's
been
developed

talked

worked

for

meet
their
children

school

sit
while
their
wives
or
husbands
are
shopping
and
make
it
a
place.

would

just

important

black
mountain

central
park

lot

old
people
haven't
really
stuck
their
necks
out
and
convinced
the
city
of
new
york
to
keep
that
space,
they
wouldn't

it
now,

it's
not
just
for
new
yorkers.
It's
all
the
people
that
come
to
new
york
from
all
over
the
united
states
and
that's
sort
of
the
way
this
is
for
us.

have
thousands
of
people
that
come
here
for
one
week
or
two
two
weeks
in
the
summer
to
these
conferences
and
they
love
it,
and
then
they
decide
they
want
to
come
back
and
retire
here.
That
makes
a
big
difference
to
our
economy
and
we've
got
chip

there
he's
the
major
pro
here
and
he
can
vouch
for
that
because
that's
the
truth
and
I
think
what
we
need
is
the
truth
and
this
property.

square
project

probably
will

we
do
get
a
town
square

few
years
back,

appointed
by
the
board
the
alderman
to
serve
on
a
comprehensive
planning
committee
and
we
will
have
a
a
we've
come
up
with
a
10-year
plan
for
the
town
of
black
mountain
mike
you
were
on
that
committee.
I
don't
remember
that
in
our
recommendations
we
recommend
a
walgreens
at
the
co
in
the
williams
esso
spot.
Did
we.

It
seems
to
me
that
the
eastern
part
of
the
property
could
be
developed
commercially
done
tastefully
with
historic
preservation
there.
The
transportation
needs
can
be
met
by
deeding,
a
small
sliver
on
montreat,
road
and
east
state
street,
so
that
the
intersection
can
be
improved,
cosmetically
and
functionally
the
rest
of
the
property
could
be
used
for
park
and
parking.

The
eastern
part
of
the
property
will
generate
revenue
and
maybe
close
to
in
time
close
to
what
you'll
be
getting
with
the
sale
of
the
property
for
2.1
million,
taking
a
loss
and
having
nothing
you
know.

would
like
to
think
that,
10
to
20
years
from
now,
when
our
children
and
grandchildren
come
up
broadway
and
look
up,
they
will
be
able
to
see
the
mountains
when
they
come
to
the
intersection.

point

retirement

surveyed
our
options
to
make
a
decision
where
we
wanted
to
spend
the
rest
of
our
lives,
and
we
chose
black
mountain
for
several
reasons.
Probably
the
top
of
the
list
was
that
it
was
a
quaint
community
with
wonderful
people
and
that's
the
type
of
community
we
wanted
to
live
in.

When
you
and
I
first
moved
here,
we
had
a
refrigerator
that
just
didn't
work
very
well
and
a
guy
named
jackie
moore
came
to
came
to
repair
it
for
us
and
he
fixed
it
very
quickly.
But
then
he
stood
around
yarning
with
us
for
another
45
minutes,
and
I
thought,
oh,
my
god,
I'd
move
from
washington
dc
and
I
thought
we're
going
to
owe
him
a
fortune.

We
are
going
to
really
care
how
we
use
this
land-
and
I
I
ask
myself
this
question:
are
we
going
to
see
a
big
undistinguished
box
sitting
on
that
corner,
or
are
we
going
to
have
a
thoughtfully
planned
use
of
this?
That
reflects
the
humane
quality
and
neighborliness
that
jackie,
moore
and
many
others
have
shown.

I
own
the
bookstore

we're

our
12th
year
as
business
owners.
Here
I
would
like
to
speak
to
ask
you
to
please
not
put
the
walgreens
in
in
this
particular
spot
in
our
town.
If
we
were
to
decide
to
put
the
walgreens
there,
I
think
we
would
show
that
we
are
seriously
confused
about
who
we
are
as
a
town
and
who
we
want
to
be
as
a
town.

In
order
to
do
that,
we
were
the
first
business
in
the
historic
district
to
install
solar
panels,
so
we
went
before
the
historic
commission
in
order
to
get
permission
and
in
order
to
preserve
the
charm
of
the
town,
we
were
asked
to
lower
this.
The
solar
panel
should
sit
at
about
a
45
degree
angle
to
get
the
maximum
capture
the
maximum
sunlight.
We
were
asked
to
lower
them,
so
they
wouldn't
be
unsightly.

I,
in
my
opinion,
if
we
on
the
one
hand,
have
a
historic
district
and
we
have
strict
rules
that
apply
to
all
of
us
merchants
that
are
within
a
stone's
throw
of
where
this
walgreens
would
go,
we're
totally
pulling
in
the
opposite
direction.
If
we
then
put
a
walgreens,
a
box
store
right
there
on
the
corner
and
give
them
control
of
that
property,
I'm
for
black
mountain
as
the
unique
place
that
it
is,
but
I
I
don't
really
think
we
want
to
pull
in
two
different
directions.

walgreens,

merchants

that
property.

courage
