From YouTube: Black Mountain Aldermen Meeting - 12/09/2013
Description
The monthly meeting of the Town of Black Mountain Aldermen was held on Monday, December 9, 2013.
A
A
We
welcome
everyone
to
the
december
black
mountain
board
development
meeting.
This
is
usually
the
the
meeting
that
we
have
the
most
people,
a
lot
of
us
going
out
the
door
rather
tired
and
some
new
ones
coming
in
usually
or
those
here
already
with
new
renewed
enthusiasm
to
keep
our
town
moving
forward.
So
we
do
appreciate
all
of
you
being
out
here
to
support
this
board
and
support
your
town.
A
I
would
like
to
ask
you
to
turn
off
your
telephones
and
beepers.
If
you
would
also,
this
meeting
is
televised
on
channel
192
now
on
charter.
It's
on
sunday
at
8
o'clock.
That's
the
only
time
that
it's
on
but
charter
channel,
192
sunday
at
8
o'clock
at
this
time,
we'll
stand
and
do
the
pledge
of
allegiance,
and
then
our
invocation
will
be
by
pastor
steve.
C
I
might
take
a
moment
of
personal
privilege
to
say
thank
you
for
allowing
me
to
be
here.
Carl
was
on
the
search
committee
that
called
me
from
orlando
florida.
Some
of
you
might
think
that
was
crazy
to
come
from
orlando
florida
to
the
valley,
but
it
was
a
wonderful.
It's
been
a
wonderful,
seven
or
eight
years
that
I've
been
here.
He
was
on
that
committee.
That
called
me
as
pastor
of
the
church,
and
he
also
worked
well
with
the
chaplain's
corps.
C
In
fact,
he
was
the
one
who
helped
us
get
that
chaplain's
core
started
that
our
ministers
and
the
community
work
with
the
fire
and
police
department.
So
I
appreciate
carl
and
appreciate
his
family.
Let's
pray
father,
we
thank
you
for
the
freedoms
that
we
have
to
assemble
and
conduct
the
business
of
our
community
according
to
our
leadership,
and
we
thank
you
for
our
leadership.
C
C
C
C
A
Street
we
do
have
a
change
in
the
agenda
after
the
new
mayor
and
the
two
aldermen
are
sworn
in.
There
will
be
a
like
a
three
to
five
minute
break
at
that
time,
because
I
know
some
folks
will
be
wanting
to
leave
so
at
that
point
there
will
be
a
break
to
where
you
can
leave.
If
you
desire
to
do
that
at
this
time,
proclamation.
E
E
D
F
We
know
that
I
won't
tell
you
what
great
I
was
in
mayor
bartlett
when
you
first
were
elected
mayor,
but
you
were
probably
younger
than
rhinestone
at
the
time,
so
you're
still
a
young
man,
and
when
we
hear
you
at
the
the
football
games,
we
always
understand
you're
such
a
timid
soul
and
the
year
I
graduated
from
reynolds.
F
We
lost
to
owen
because
brad
johnson
was
your
quarterback,
so
he
went
on
to
do
do
great
things
and
we
know
you
love
this
place
and
love
this
town
and
so
on
behalf
of
governor
mccrory.
We
will
present
to
you
the
order
of
the
longleaf
pine.
It's
one
of
the
highest
awards.
Our
our
state
can
give
you
pat
mccrory
governor
reposing,
special
confidence
in
the
integrity,
learning
and
zeal
of
the
honorable
carl
bartlett.
F
F
I
want
to
read
the
most
folks
know
that
opening
verse
of
that
of
our
north
carolina
toast,
but
most
folks,
don't
hear
the
rest
of
it.
So
I
will
continue
on
here's
to
the
land
of
the
cotton
bloom
white,
where
the
scuba
knob
perfumes,
the
breezes
at
night,
where
the
soft
southern
moss
and
jasmine
mate
meet
the
mermaid
pines
of
the
old
north
state.
F
So
today
we
had
the
honor
of
going
down
to
raleigh
to
had
a
committee
meeting
and
so
left
early
this
morning
and
just
got
back
and
every
time
we
go
up
old,
fort
mountain
and
cross
over
the
continental
divide
and
see
the
cross
at
ridgecrest.
F
A
G
I've
done
a
lot
of
soul,
searching
about
standing
at
this
podium
at
this
time
tonight.
I
have
great
respect
for
our
board
of
aldermen
each
and
every
one
of
them.
G
G
I'm
very
concerned
that
the
political
provenance,
the
political
history
of
mr
harris,
while
I
am
sure,
he's
an
honorable
individual
and
I
I
keep
hearing
that
over
and
over
again
he's
an
affable
amiable
man.
I've
only
met
him
a
couple
of
times
and
I
I
have
no
real
concerns
about
the
integrity
he
would
bring
to
the
board.
G
G
A
I
Lucenheiser
elaine
lots
and
heiser
410
avena
road,
I'd
like
to
speak
on
behalf
of
the
vice
mayor
nomination
tonight.
I'd
like
you
to
consider
the
long
time
serving
of
carlos
showers.
I'd
like
you
to
consider
him,
as
vice
mayor
he's,
been
on
the
board
longer
than
anybody
here
except
mr
sobel
who's
going
to
be
mayor
and
mr
bartlett
who's
going
to
be
retiring.
I
A
Let
me
tell
you
a
brief
point
of
privilege
here:
jay
and
I
were
first
elected
to
the
board
back
in
early
80s
and
at
that
time
we
all
went
to
raleigh
to
spend
the
week
going
through
training
and
I
called
gay
and
said
I'm
going
to
get
a
room
at
the
holiday
inn.
You
want
me
to
get
you
one
and
she
says
no,
I
I've
got
a
couple
old
friends
down
there,
I'm
going
to
stay
with,
so
we
go
down,
and
I
say:
where
do
they
live
guys?
A
She
says
we
go
up
through
the
campus
here
we
keep
driving
and
driving
and
going
for
this
big
house
with
white
columns
and
everything-
and
I
said
okay
who
lives
here
and
she
said:
oh
build
a
night
of
friday.
That's
it,
you
don't
know
who's
the
chancellor
from
the
university
of
north
carolina
for
many
many
years,
really
the
father
of
her
unc.
K
J
K
K
K
That
isn't
democracy,
and
I
feel
that
my
vote,
which
is
sacred
to
me
in
all
of
our
voting.
That's
what
we
get
as
citizens,
the
freedom
to
vote
and
to
have
that
changed
by
five
people
I
think,
is
wrong
and
it's.
This
is
not
easy.
For
me,
because
I
love
all
these
people
and
I
love
the
people
who
are
running
against
them
who
lost,
but
I
think
that
the
integrity
of
the
vote
is
the
most
important
thing
that
we
have
and
I
feel
that
mine
has
really
been
challenged.
L
L
L
L
A
M
M
M
But
I
have
a
few
things
that
I'd
like
to
say
about
it.
I
have
here
some
flyers,
but
under
the
time
restraints,
I'm
just
going
to
say
that,
as
of
now,
what
I'm
thinking
for
the
greenhouse
it
has
been
approved
by
the
recreation
commission
of
black
mountain,
but
what
I
pitched
to
them
was
a
14
foot
by
20
foot
twin
wall,
polycarbonate
greenhouse
kit.
M
I
have
gotten
the
okay
from
the
recreations
commission
to
start
more
on
this
project.
So
now
what
I'm
trying
to
do
is
I'm
trying
to
get
support.
So
that's
where
you
all
come
in.
That's
why
I'm
standing
in
front
of
you
now
is
to
get
the
support
that
I
need
for
this
greenhouse
as
you
can.
M
Yes,
it's
very
expensive
to
build
a
structure
like
this,
but
I
feel
like
with
all
the
different
venues
of
getting
money
for
this
kind
of
thing
for
the
community
that
it
can
be
accomplished
and
it
won't
take
too
terribly
long.
I
hope
what
I'm
looking
at
right
now
is
about
ten
thousand
dollars
for
the
greenhouse,
with
all
the
building
materials
and
initial
costs,
for
it.
M
Greenhouse
the
flowers
that
I
have
here
are
posted
around
various
locations
in
black
mountain
they're
on
bulletin
boards
and
in
multiple
businesses.
This
is
what
it
looks
like
here.
I
think
you
all
have
one
of
them
and
again
it
has
my
email
address
on
the
bottom
of
it.
Please
feel
free
to
contact
me
if
you
have
any
suggestions,
any
input.
Anything
like
that.
I
would
be
very
thrilled
to
get
any
input
back
on
this
and
I'm
looking
forward
to
it,
and
I
can't
wait
to
see
what
it
can
do
for
this
community.
A
M
My
main
goal
is
basically
to
bring
something
more
into
the
gardening
program,
because
I
have
done
a
lot
of
research
on
the
topic
and
it
really
is
very
influential
in
a
community
and
having
that
opportunity
for
any
member
of
the
community
to
be
able
to
grow
their
own
plants
and
have
their
own
food
provided
by
their
own
hands.
So
I
think
it's
really
great
opportunity
for
everyone.
M
J
J
Rumors
has
it
that
there
is
one
such
person
could
be.
Mr
harris
who
also
ran
for
mayor
but
did
not
succeed
because
the
vote
wasn't
there.
J
J
Vacancy
what
did
I
say?
I
don't
know
where
the
done
digital
that
the
newspaper
talked
about
came
from.
There
is
no
done
deal
until
the
fat
lady
sings,
but
you
have
a
choice
and
I
think
an
obligation
to
consider
mr
gill
or
others
who
ran
mr
gill
ran
for
alderman,
and
his
effort
and
understanding
of
our
development
of
the
town
square
could
be
a
great
help
in
the
future.
J
J
N
J
A
O
Representing
rainbow
recycling,
this
is
the
time
of
year
we
celebrate
with
family.
With
friends,
we
share
meals,
we
give
gifts,
we
bring
out
the
old
bring
in
the
new,
and
so
what
a
perfect
time
for
a
holiday
recycling
event
and
that's
what
I
want
to
share
with
you
today
we'll
be
having
our
sixth
annual
black
mountain
holiday,
styrofoam
and
packaging
collection.
O
O
We
accept
other
packaging
material,
other
kinds
of
foam,
but
not
upholstery
foam.
This
is
just
packing
foam
bubble,
wrap
air,
pillows
brown
or
packing
paper.
These
items
need
to
be
separated
by
type
and
closed
securely.
We
brave
the
elements
often
and
the
wind
can
really
carry
things
afar
and
we
don't
want
to
be
running
across
the
parking
lot
chasing
them.
So
if
you
make
sure
you
bag
them
and
securely
close
them,
please
no
boxes
also
we're
collecting
a
new
item
this
time,
and
that
is
christmas
tree
light
stripes.
O
O
We
do
this
as
a
community
service,
so
we
appreciate
donations
to
cover
the
fuel
costs,
to
truck
it
down
there
and
back
we
make
the
packaging
available
the
peanuts
the
bubble
wrap
would
to
anybody
who
can
use
them,
whether
you're
an
artist,
whether
you're
a
shop
or
gallery
whether
you're
somebody
who's
moving
or
somebody
who
just
needs
it
to
wrap
up
artwork
for
storage
or
whatever.
So
it's
first
come
first
serve
so
again,
that's
saturday
january
4th
10
a.m,
to
1
p.m.
O
At
hopi
and
company
or
amazing
savings.
Should
we
need
a
snow
date.
We
will
use
the
following
saturday,
but
at
a
different
event,
it
will
be
the
west
buncombe
hard,
recycle
collection
at
the
errands
on
patton
avenue,
so
we
are
collecting
more
than
that
there,
but
that
will
serve
as
the
snow
date.
For
this
event,
thank
you.
P
Thank
you,
mr
mayor.
You've
got
the
adoption
of
the
minutes
from
your
two
november
meetings.
P
You've
got
a
budget
amendment
to
recognize
the
revenue
of
thirty
seven
thousand
five
hundred
dollars
at
the
abc
board
presented
to
us
a
couple
of
months
ago
and
then
on
the
expense
side
that
would
be
reflected
under
unemployment
insurance
and
the
workers
comp
insurance
line
items.
It
would
that's
where
we
would
appropriate
that
37.5
you've
got
a
call
for
a
public
hearing
for
text
amendments
regarding
breweries
distilleries
and
wineries.
P
That
would
be
a
public
hearing
at
the
january
13th
board
meeting
you've
got
a
call
for
a
public
hearing
for
rezoning,
a
portion
of
old
lakey
gap
road.
Also,
at
the
january
13th
board
meeting
you
have
a
resolution
of
support
for
naming
the
clevenger
property
black
mountain
recreation
park.
That
is
primarily
first
of
all
to
to
to
create
a
name
for
that
piece
of
property
for
for
grant
applying
purposes
and
and
to
give
some
consistency
to
that
entire
area.
So
we
would
ask
that
you've
passed
that
resolution.
P
P
In
addition,
you
have
the
black
mountain
parks
and
greenways
foundation
resolution
to
transfer
assets.
This
is
a
resolution
passed
by
them
recently
regarding
the
the
restroom
facilities,
the
the
water
fountain
in
the
parking
lot
at
town
square,
they
provided
they
were
the
primary
source
of
fundraising
or
the
the
the
non-profit
that
the
fundraising
ran
through
and
so,
while
legally,
those
are
our
those
are
our
responsibilities
because
they're
on
town
property,
they
have
passed
a
resolution
and
have
asked
us
to
to
acknowledge
and
support
that
resolution.
P
And
then,
finally,
you
have
a
call
for
a
public
hearing
to
consider
the
updates
for
the
town
of
black
mountain
comprehensive
plan.
As
if
you'll
recall
a
couple
months
ago,
we
had
a
presentation
on
that
from
planning
staff,
we're
continuing
to
get
more
feedback
and
we'd
like
to
and
we'd
like
you
to
call
public
hearing
to
discuss
that
at
january.
13Th
meeting
also,
and
that's
your
consent
items
for
tonight.
D
A
The
recognition
of
right
and
who
handles
this.
P
Michael
you'll
handle
the
the
recognition
of
carl
and
carl
you'll
handle
the
recognition
of
tim,
okay.
A
Okay,
it
gives
me
a
pleasure
to
present
to
you
in
recognition
of
outstanding
service,
dedication
and
leadership
to
the
citizens
of
black
mountain.
North
carolina
has
an
album
years
of
service
2009-2013.
This
is
by
the
board
of
alden
panel
black
mountain
on
this
ninth
day
of
december
2013,
and
also
for
your
30
some
years
of
fire
chief.
E
And
for
mr
carl
bartlett
in
recognition
of
outstanding
service
dedication,
leadership
to
the
citizens
of
black

north

as
mayor
for

by
the
town

by
the
board
of

town
of
black

On
this
ninth
day
of
december
2013..
A
It's
it's
really
been
a
a
privilege
and
an
honor
to
serve
as
mayor,
and
that's
all
I'm
going
to
say,
I'm
not
going
to
give
you
one
of
my
speeches
and
I've
been
accused
of
putting
humor
into
too
many
things.
So
I'm
not
going
to
do
that
either.
This
time,
I'm
going
to
call
on
steve
coghill
and
our
buffing
county
clerk
court
to
come
up
and
administer
the
installation
and
oath
of
office
to
our
mayor
and
also
to
our
aldermen.

and
of

and
that
I
will
in
all
respects
and
that
I
will,
in
our

observe
the

of
the

preserve
the

of

of

A
E
E
Not
hearing
any
other
names
we'll
have
a
vote.
All
those
in
favor
say
aye
opposed
it's
the
unanimous
vote
for
larry
harris
to
be
the
next
board
member
and
if
larry
would
step
forward
and
steve
cogburn
to
do
the
swearing
in.
D
T
N
E
E
D
E
E
For
those
of
you
that
don't
know
we
a
lot
of
towns
go
ahead
and
they
have
their
agenda
meetings
an
hour
before
the
regular
meeting.
On
that
very
day,
we
have
for
the
past
two
years
and
we've
done
a
agenda
meeting
on
the
thursday
preceding
and
the
reason
for
that
being,
we
really
feel
that's
for
a
lot
more
transparency.
E
E
N
E
E
D
P
D
E
Opposed
okay:
now
we
get
down
to
the
appointments
and
all
taunting
us
to
represent
the
town
of
black
mountain
on
boards
of
committees
of
the
outside
agencies
and
we'll
just
simply
take
these
one
at
a
time.
The
first
one
is
the
black
mountain
center
for
the
arts.
E
V
Group
can
we
we
need
to
do
the
doing
singly
mayor
as
far
as
the
who's
going
to
be
the
representative
and
the
alternate.
E
P
E
E
E
So,
unless
the
board
wants
to
appoint
alternates,
I
think
just
one
person
being
in
charge
of
that
is
is
enough.
I'd.
D
F
E
E
E
P
Both
of
those
have
generally
been
staff
staff
appointments,
you
need
to
make
the
appointment
for
it,
but
those
have
generally
been
staff,
appointments
and
and
for
the
black
mountains
of
the
arts.
I
currently
serve
on
that.
That's
just
a
seat
for
the
town,
though
so
that
would
be
obviously
at
the
pleasure
of
the
board
for
who
serves
on
that.
I'm
currently
do
that,
but
but
it's
been
elected
officials
and
staff
in
the
past.
P
On
the
the
center
for
the
arts,
no
you'll
have
to
no,
you
need
to
appoint
who
you,
who
you
want
that
to
be.
I'm
just
saying
that
for
the
for
the
the
technical
coordinating
committee
and
the
regional
housing
consortium,
you
really
need
to
appoint
just
staff
for
those
two
for
the
other
ones.
You
need
to
appoint
just
elected
officials,
but
for
the
center
of
the
arts,
you
kind
of
have
some
discretion
between
staff
and
either
appointing
me
or
somebody
else
that
wants
to
serve.
S
D
E
Matt
is
the
member
alternate,
is
maggie
tuttle,
all
in
favor,
say
aye
aye
aye
opposed
all
right
that
board's
taken
care
of
black
mountain
swan
and
oil
chamber
of
commerce,
the
current
appointees
carlos
showers.
You
need
a
member,
oh.
V
I'd
like
to
nominate
mike
simples
ultimate.
D
V
Right
to
nominate
mike
sobel
is
the
board
appointee
and
ames
tron
will
continue
being
the.
E
U
V
E
Okay,
french
broad
mpo,
one
of
our
most
important
committees,
because
that
particular
committee
reports
directly
to
the
d.o.t,
and
that
is
the
one
that
brings
up
the
different
ideas
and
programs
and
different
solutions
to
problems
that
we
have
dealing
with
transportation.
Sidewalks,
greenways,
bikeways,.
V
E
P
I
think
what
we,
what
we've
done
in
the
past,
and
what
we
will
do
in
the
future,
is
when
we
fill
the
planning
director
position
which
we're
getting
ready
to
start
interviewing,
for
that's
the
position
that
I
would
prefer
that
we
use
the
alternate
for
that.
Let
me
be
the
member
and
the
planning
director
position
service.
The
alternate.
E
So
matt's
going
to
be
the
tcc
town
square
steering
committee.
T
T
Q
S
E
Excuse
me,
I'm
sorry,
all
right,
all
in
favor
of
larry
harris
being
the
town
square,
steering
exterior
committee,
member
and
matt
being
the
alternate
all
in
favor,
say:
aye
aye,
okay
opposed
5-0.
E
V
D
V
E
All
in
favor
aye
opposed
all
right.
Is
there
any
other
committees
or
represents
representation
that
these
board
members
that
you
board
members
would
like
to
do
in
the
city
of
asheville
a
lot
of
times
with
the
other
different
groups
and
committees,
recreation,
housing,
some
of
the
planning
they
have
a
specific
board
member
there?
I
don't
think
we
need
to
do
that.
I
think
we've.
I
know
that
when,
when
mary
leonard
and
I
were
on
this
board-
we
were
you
know
you
would
go
to
this
and
then
just
report
back.
E
E
E
No,
the
way
that
one
works
bob
is
the
fact
that,
during
at
last
jan
january
december,
we
appointed
bob
again
to
go
ahead
and
take
a
second
term,
and
that
is
a
three-year
term,
so
bob
watts
is
serving
he's
now
in
his
second
year
of
a
three-year
term.
E
So
we
don't
have
any
citizen
comment
all
right,
we'll
move
on
the
next
order
of
business,
the
award
of
the
service
weapon.
It
won't
be
the
award
of
the
service
weapon.
P
No,
what
you,
what
you'll
do
tonight
is
declare
the
service
weapon
and
badge
as
surplus
sergeant.
Johnny
raynes
is
retiring
from
the
black
mountain
police
department,
and
this
is
the
formal
step
he
will
then.
I
believe
that
they
will
announce
a
retirement
event
for
him,
but
you
need
to
do
this
tonight
too.
E
We
need
to
get
a
motion,
in
fact,
to
do
what
matt
was
talking
about
of
retiring,
the
service
weapon
and
the
police
badge,
so
move
for
johnny
rings.
Okay,
all
in
favor.
E
We
have
moved
that
to
the
the
hearing.
That
is
the
comprehensive
plan,
so
I
think
we're
now
down
to.
P
Just
a
couple
of
quick
things,
mr
mayor,
as
I
briefly
mentioned
before,
we've
we've
gotten
our
applications
for
the
planning
record
position.
I've
narrowed
them
down.
We
need
to.
We
will
start
the
scheduling,
some
interviews
with
the
holidays.
My
time
is
going
to
get
pushed
back
just
a
little
bit,
but
we
got
some
quality
applicants.
I
believe,
and
we're
going
to
start
the
interview
process
soon
to
to
start
looking
to
fill
that
position.
P
We've
selected
baker
engineering
to
do
the
hydrology
study
that
you'll
remember.
We
had
talked
about
and
approved
a
few
months
ago
to
to
look
at
the
next
phase
of
the
flat
creek
greenway,
the
section
that
go,
that
we
have
to
go
under
or
needs
to
potentially
go
under
70
under
the
norfolk
southern
railway
and
then
back
under
number
nine.
P
We
need
to
do
a
kind
of
a
a
study
of
that
corridor
to
to
to
see
if
we
can
get
approval,
then
from
d.o.t
and
from
norfolk
southern
to
continue
with
that
as
the
as
clearly
the
preferred
route
that
the
greenway
commission
has
has
said.
P
So
we're
moving
forward
with
baker
engineering
to
to
do
that,
and
we
met
this
morning
with
wk
dixon
they're,
helping
us
with
the
requirement
from
the
from
deaner
from
dam
safety
to
do
to
clear
the
trees
off
of
the
dam
at
lake
tomahawk
and
to
make
some
maintenance
improvements
there,
and
so
that
process
has
started
and
probably
by
spring
time,
you'll
see
some
changes
there.
We
will
have
some.
We
will
issue
a
press
release
and
get
some
information
out
to
the
public.
E
One
question:
I've
got
a
couple
questions.
I
got
about
the
greenway
that
that
hydrology
study
will
obviously
you've
said
three
areas
that
it
that
it's
going
to
cover.
E
E
E
Yeah
yeah,
that's
okay!
Okay,
so
I
just
was
saying
because
when
you
when,
when
you
go
down
there
to
the
creek-
and
you
look
underneath
you've
got
three
big
concrete
tunnels
through
there
and
the
far
right
one,
the
west
one
is
where
we
would
probably
put
the
walkway
the
same
way.
We
did
down
at
I-40
going
from
the
black
mountain
recreation
department,
so
I'm
assuming
that
we
didn't
have
to
have
any
kind
of
no-ride
certificate
down
there,
since
that
went
through
a
dry.
P
Well,
I
don't
know
yet
I'm
not
sure,
yet
what
what
certification
will
be
required.
I
am
sure
that
that
dot
is
going
to
require
us
to
study,
to
see
what
impact
it
has
that
may
determine
what
we
need
to
get
on
the
back
end
to
to
get
approval
from
d.o.t
to
move
it
forward
and
also
to
work
with
this.
This
also
will
work
a
little
more
comprehensively
with
norfolk
southern.
We
did
get
a
no
rise
for
that
under
the.
D
P
Rail
traffic
but
they've
not
but
but
that
is
not
doesn't
mean
much
to
norfolk
southern
in
terms
of
their
approval,
which
we
would
ultimately
need
so
we'll
get
it
for
we'll
we'll
look
at
it
for
all
three
sections,
and
then
we
can
get
a
broader
picture
of
what
we're
gonna
need
to
do
to
to
bring
the
trail
under
those
both
those
all
three
of
those
areas.
E
When
jamie
was
the
last
meeting
that
he
was
showing
the
pictures
of
the
of
that
tunnel
down
there
because
of
the
flood,
and
so
I'm
hoping
that
make
sure
that
that
matt
has
those
and
that
baker
has
those
pictures,
also
because
I
think
it's
going
to
be
very,
very
instrumental
in
showing
d.o.t
that
you
know
the
way
that
that
was
designed.
P
And
baker
engineering
has
done
this
for
other
other
municipalities
and
has
a
relationship
with
d.o.t,
and
I
think,
with
norfolk,
at
least
the
team
that
they
put
together
for
our
project
has
a
relationship
with
d.o.t
and
norfolk
southern,
and
so
they
are.
They
have
done
this
in
the
past
and
other
places
and
are
very
well
aware
of
what
they
need.
P
K
E
Thanks
all
right
now
we're
looking
at
the
last
thing,
which
is
communication
from
the
board
of
aldermen,
did
any
did
any
of
the
board
members
wish
to
to
say
anything.
Q
I
would
mr
mayor
first
like
to
thank
everyone
for
coming
out
tonight
and
I
would
like
to
thank
you
also
for
your
vote
in
the
election
four
years
ago,
when
I
first
ran
and
was
elected
to
this
board,
I
came
on
board.
With
a
there
was
a
lot
of
animosity.
There
was
a
lot
of
feelings
of
hard
feelings
on
this
board
in
the
last
two
years.
I
think
we've
grown
past
that,
with
the
addition
of
ms
tuttle,
mr
collins,
we've
become
a
kinder
gently
board.
Q
We're
working
together,
we're
doing
things
that
could
be
done
just
going
to
make
black
mountain
a
better
town
with
the
addition
of
larry.
I
think
he
brings
professionalism.
He
brings
experience
as
a
prior
board
member
and
I
think
he's
going
to
video
well
with
this
board
with
ryan.
I
think
ryan
is
an
excellent
choice
and
I
think
it
speaks
very
highly
of
ryan
for
the
amount
of
votes
that
he
got
in
the
election.
Q
S
Thank
you
and
mayor
if
I
could,
for
a
second
I'd
like
to
echo
those
sentiments
that
alderman
showers
just
said,
it's
a
it's,
been
an
honor
and
a
privilege
to
serve
up
here
with
you,
and
I
look
forward
to
doing
it
in
the
future.
I'm
humbled
and
honored
by
your
support
and
trust
in
me,
but
tonight
I
also
wanted
to
thank
the
people
that
often
don't
get
a
lot
of
credit
and
that's
our
our
staff
and
our
police
department
fire
department,
public
works.
S
I
want
to
thank
them
for
all
the
great
work
they
did
this
week.
I
want
to
thank
our
town
square
steering
committee
for
the
great
event
they
had
friday
night
with
the
dedication
of
the
restrooms
and
also
the
lighting
of
the
tree
and
thank
highland
farms
for
donating
that
to
us,
and
I
want
to
thank
everyone's
hard
work
for
the
parade
on
saturday.
It
was
a
great
event.
It
continues
to
grow.
S
It
continues
to
show
what
makes
black
mountain
so
special,
and
since
this
is
our
last
meeting
before
the
holidays,
I
would
like
to
extend
from
myself
and
from
the
rest
of
us
here
on
the
board.
Our
best
wishes
for
a
happy
holiday
season
and
a
prosperous
new
year.
V
I'd
just
like
to
say
that
over
the
last
week,
or
so,
I've
had
a
lot
of
emails
and
a
lot
of
phone
conversations
with
good
and
dear
friends,
giving
me
advice
all
over
the
board
and
when
it
comes
down
to
the
bottom
line
is,
is
we
had
to
make
a
decision?
This
board
did
as
to
who
we
thought
was
the
best
person
to
put
in
this
seat,
and
I
think
we
have
done
that,
and
I
know
it
does
make
some
people
different
groups
happy.
U
E
Just
a
couple
things
number
one
I
would
like
to
to
ask
matt
to
get
with
get
with
the
police
chief
and
also
to
get
with
ronnie
snead
and
and
let's
look
at
what
the
implications
are
of
the
bill
that
was
passed
this
past
session
in
the
legislature
regarding
guns,
I've
had
several
people
talk
to
me
about
this,
and
so
we
as
a
board
had
passed
a
bill.
E
So
I
want
to
ask
if
you
would,
if
you
would
take
care
of
that
and
then
and
then
and
then
do
that.
Also
too,
as
mayor
bartlett
said,
we
were
used.
We
used
to
be
on
channel
two
now
we're
on
channel
192
at
8
p.m.
On
sunday,
there's
also
something
he
didn't
mention,
and
that
was
we
have
the
meetings
current
and
archived
available
via
youtube
on
the
town's
website.
E
E
If
you
didn't,
she
was
the
lady
that
lived
in
the
house
across
from
the
pool
brick
house
turquoise,
always
jimmy's
favorite,
color
turquoise,
and,
of
course,
if
you
didn't
see
her
on
her
porch,
there
mowing
the
grass
you
saw
her
down
at
her
at
the
tennis
courts.
I
started
to
say
her
tennis
courts.
Well,
they
just
about
were
her
tennis
courts
because
she
spent
a
lot
of
time
down
there
a
lot
of
time,
a
lot
of
effort.
E
E
They
were
the
ones
that
purchased
the
the
floating
christmas
tree
in
the
in
the
lake
for
the
first
time
and
as
it
turned
out,
she
never
saw
she
saw
pictures
of
it
because
they
were
back
in
florida
for
the
winter.
E
She
also
went
ahead
and
donated
the
money
for
the
first
for
the
water
fountain
that
was
down
at
the
down
at
the
lake
jimmy
died
friday
after
thanks
thanksgiving
after
a
long
battle
with
cardiac
with
heart
failure,
chuggy
her
son.
