B
Free
will
baptist
church
good
evening.
Let's
pray
our
Father,
we
want
to
thank
you
for
your
blessings.
We
are
blessed
Lord,
indeed
in
our
Valley,
blessed
with
wonderful
views
that
we
can
enjoy
every
day
blessed
with
a
bounty.
That's
beyond
measure
price
pressed
down,
shaken
together
and
running
over
Lord
for
those
who
may
have
needs.
We
do
ask
for
your
blessing
and
we
ask
you
all
also
to
make
us
aware
that
we
may
be
a
blessing
to
them.
B
We
know
Lord
that
we
have
promised
that
if
any
man
like
wisdom,
let
him
ask
of
God
who
gives
to
all
men
liberally
and
upgrade,
if
not
so,
we
pray
father
for
wisdom
for
tonight
for
each
and
every
decision
that
has
to
be
made.
We
thank
you
Lord,
for
these
are
leaders
and
we
pray
for
your
guidance
in
their
lives
in
all
things,
but
especially
in
those
things
which
are
pertained
to
us
as
a
town
and
as
a
community.
B
Lord,
thank
you
for
our
friends
and
our
acquaintances,
those
that
we
know
in
this
valley-
and
we
know
to
not
only
be
blessings
to
others,
but
especially
their
blessings,
to
us.
Their
commitment
to
each
and
every
person
here
their
willingness
to
share
and
to
serve
and
to
help
and
father.
We
pray
that,
as
many
are
blessing
to
us
that
we
would
be
a
careful,
we
would
be
careful
to
be
a
blessing
to
them
in
Christ's
name.
We
ask
it
obvious.
A
Now
under
announcements,
the
first
thing
I
want
us
to
go
ahead
and
to
and
to
look
at
is
as
most
people
on
the
north
side
of
town.
Unfortunately
experience.
We
had
some
water
problems
on
new
year's
day,
starting
New
Year's
Eve
night
and
as
the
slide
shows
there,
we
had
10
10
repairs
that
you
just
don't
go
out
and
just
simply
dig
it
out.
10
minutes
later
put
the
dirt
back
in
and
fix
it.
A
These
things
took,
these
men
were
out
there
all
night
long,
they
didn't
some
went
home
and
other
chef
came
back
out
on
Saturday
and
then
some
came
back
in
Saturday
night
and
then
also
so
we
wanted
just
to
show
you
some
slides
before
we
do
that,
though,
I
want
to
go
ahead
and
say
that
these
are
the
gentlemen.
There's
no
question
that
we
had
good
leadership
from
Jamie
public
service
and
more
quite,
but
these
are
the
men
there
in
the
trenches
and
I
think
they
deserves
recognition.
A
C
B
A
For
a
while,
but
they're
the
ones
that
got
it
back
on
and
not
the
most
easy
conditions
either
shows
just
a
couple
of
slides
than
if
you
would.
This
is
over
the
golf
course
you
can
see
in
the
left
hand,
on
the
left
side
there
right
in
the
middle
that
white
pop
it
got
washed
out
just
with
all
the
rain
that
we
had.
A
A
So
some
people
without
water,
in
that
section
town
for
a
while,
but
one
of
the
good
things
that
that
that
has
occurred
over
the
years-
and
this
was
this-
was
started
under
Bob
watts
and
has
continued
under
jamie,
and
that
is
to
worry
that
we
can
segment
the
town
off
back
in
the
days
of
francis
hurricane
frances
and
Irene.
What
happened
was
those
lines
blew
out
up
towards
Christ,
Mont
and
up
towards
the
reservoir
at
ridgecrest
and
unfortunately
didn't
have
any
way
of
sectioning,
the
town
off
and
but
now
we're
in
quadrants?
A
So,
let's
just
say
this,
ten
quadrants
I'm
not
exactly
sure
what
it
is.
But
if
you
have
quadrant
three
and
quadric
sout,
you
can
block
them
off
and
the
other
eight
will
still
have
service.
So
it's
it's
a
good
job
that
those
two
men
have
done,
and
this
was
what
caused
the
main
problem.
There
was
a
line
on
the
golf
course
that
blew
out
again
it
blew
up
because
of
the
stream
washed.
The
line
out
again,
Jamie
and
them
and
Mark
has
replaced
that
with
a
ductile
iron
pipe.
A
We
think
that
this
has
come
possibly
from
when
a
line
was
gone
ahead
and
was
broken
up
in
the
Goodson
code
last
summer,
when
a
tracker
was
in
there
and
ripped
that
line,
that's
ten
inch
line,
and
maybe
right
at
first
when
that
water
was
gushing
down
out
of
the
time
220
pounds
per
square
inch
pressure,
it
washed
a
lot
of
rocks
and
some
of
the
pipe
into
it,
because
this
went
down
to
a
relief
valve
of
pressure
reducing
valve
and
what
happens
is
to
tighten
cook.
We
have
a
big
tank
on
the
mountain.
A
The
water
comes
down.
It
comes
down
to
220
pounds
per
square
inch,
it'll
blow
your
hot
water
heater
apart.
If
it
gets
into
your
house
that
way,
so
we
have
to
put
a
reducer
and
reduce
it
down
to
140
pounds,
unfortunately,
as
rocks
got
in
there
and
it
wouldn't
go
ahead
and
seat
properly
in
functions,
Jamie
and
them
took
it.
Apart
with
some
men
from
clay
link,
it
was
clay
play
down
and
they
got
it
back
up,
but
is
one
of
the
things
that
just
took
so
long.
A
The
next
one
there
and
so
I
showed
this
one
because
I
know
it's
easy
to
say
it
could
have
been
worse,
but
we
didn't
have
to
put
up
for
that,
so
we
were
very,
very
blessed.
So
thank
you,
man
for
what
you
did
next.
We
have
a
little
video
mr.
Clarence
Harper.
We're
going
to
show
this
video
then
I
want
you
to
come
to
the
front.
If
you
would
please
the
war.

A
A
One
said
that
I
personally
have
never
heard.
Hale
word
spoken
to
the
man.
He
was
almost
universal
life
by
every
student
at
the
middle
school.
He
took
time
to
speak
to
the
kid
is
giving
it
Nick
minutes,
like
sunshine,
forehead,
blondie
people
of
people.
Remember
years
later
he
took
the
time
to
consolidate
distraught
students
and
to
look
after
those
in
need.
His
tenure
was
so
long
and
that
sometimes
two
generations
of
students
were
able
to
appreciate
his
presence.
Some
of
the
notable
quotes
that
I've
heard
was.
He
was
the
brightest
face.
A
A
L
A
Students
told
me
about
our
plans
was
around
the
snack
machines,
class
change
and
at
lunch
just
happened
to
be
near
someone,
we
didn't
have
enough
change
and
the
difference
was
made
us
one
basic
fact.
That
is
abundantly
clear
that
you
genuinely
cared
about
his
students
and
he
made
an
effort
to
constantly
improve
environment
of
the
school
for
his
students,
both
through
his
work
as
a
custodian
bus
driver
and
through
his
work
and
brightening
the
day
of
nearly
everyone
crossed
his
path.
A
His
sister
Mary
told
me
numerous
times
that
the
family
outings
that
Karen's
was
to
go
to
went
on
without
him
because
he
had
to
do
things
school
two
qualities
that
said
Clara
part
was
being
friendly,
but
holding
kids
accountable
being
encouraging,
but
not
making
excuses
for
the
kids
they
messed
up,
but
his
best
quality
he's
the
kind
of
person.
Thank
you
good
job.
We
got.
A
A
Want
to
change
one
day,
we
click
on
the
schedule
there
with
the
proclamation
of
modern
TVs.
Second,
since
I'm
up
here
and
by
wats,
will
come
up,
please
Bob
and
then
I
represented
Martinez
Steve
minute
past
six
years.
He
followed
me
my
over
there
and
one
day
were
you
and
I.
Have
definite
agreement
on
that
board
is
better.
A
And
we've
gotta
know
by
friday.
This
meeting
runs
faster
because
you
were
away
that's,
it
says
it's
a
lot.
That's
one
of
the
most
important
boards
in
buckingham.
There
is
a
board
education.
You
get
four
more
mission
board
itself,
but
still
the
MSD
board
and
now,
with
the
way
that
politics
are
in
fact
they
will
probably
have
to
take
over
the
actual
water
system.
A
All
right
next,
the
proclamation
for
dr.
Martin
Luther
King
Proclamation
are
honoring
dr.,
dr.
Martin,
Luther
King
raz,
dr.
Martin,
Luther
King,
inspired
millions
of
Americans
to
participate
in
nonviolent
protests
to
support
the
ideals
of
equality
for
all
and
was
a
motivating
force
behind
a
civil
rights
movement
that
had
as
its
gold
for
the
creation
of
a
society
tolerant
of
all
races,
cultures
and
nationalities.
Whereas
the
ideals
of
dr.
King
and
a
black
mountains.
A
A
King's
birthday
is
intended
as
a
time
for
all
Americans
to
reaffirm
their
commitment
to
the
basic
principles
that
underlie
our
Constitution
equality
and
justice
for
all,
and
whereas
the
town
of
Black
Mountain,
Courage's,
all
citizens
to
rededicate
themselves
to
the
repense
rules
of
respect
for
human
rights
and
freedom
of
belief
in
non-violence
and
of
commitment
to
improving
our
community
through
community
service
and
volunteerism.
Now,
therefore,
I
see
Michael
Sobel
mayor
of
the
town
of
luck,
mountain
on
behalf.
L
A
The
Board
of
Aldermen,
the
citizens
of
Blood
Mountain,
wish
to
honor.
If
you
proclaim
Monday
January,
the
11th
is
today
as
dr.
Martin
Luther
King
Day,
the
town
of
Black
Mountain,
will
honor
of
dr.
Martin
Luther
King
at
the
26th
annual
Valley
prayer
breakfast
Saturday
februari,
the
6th
at
Camp
Dorothy
walls
was
hosted
by
it
will
be
hosted
by
the
local
Martin
Luther
King
jr.
memorial
corporation
each
year,
scholarships
were
awarded
to
local
participants
who
have
applied,
and
maybe
through
the
selection
process.
A
The
challenge
that
the
scholarship
pose
include
critical
thinking
and
compassionate
action
signed
this
eleventh
day
of
January
2016
and
just
to
keep
in
mind,
you
can
sign
up
at
ww,
sve,
MLK,
org
and
the
tickets
are
fifteen
dollars
again.
It's
Saturday
februari,
the
sixth
at
8am,
at
Camp,
Dorothy,
wise.
A
One
other
of,
as
a
matter
of
fact,
it's
a
very
bright
note
and
that
is
on
Wednesday
January,
the
13th.
The
Sun
will
be
rising
one
minute
per
liter
so
and
you
can
been
noticing
the
Sun
has
been
coming
up
or
has
been
setting
later
as
of
December
the
11th
in
the
evening.
So
but
now
we're
going
to
gain
on
both
sides.
So
that's
always
a
nice
sign
to
see
mr.
winter
go
to
bed
all
right.
We
don't
have
any
citizen
comments.
Unless
somebody
wishes
to
stand
up,
we
didn't
have
anyone
to
sign
up.
C
M
Thank
you
first
off
I
just
want
to
do
a
brief
refresher
of
what
the
Recreation
Commission
is.
As
you
know,
the
town
established
the
commission
that
serve
as
an
advisory
board
to
both
the
aldermen
and
to
the
Department.
Commission
has
14
defined
duties,
which
can
be
summed
up,
as
advising
both
the
alderman
and
the
department
in
matters
affecting
Recreation
and
Parks
policies,
programs,
facilities
and
setting
of
both
short-term
and
long-term
goals
for
improving
Recreation
and
Parks
for
the
citizens
of
Black
Mountain.
M
The
current
Commission
and
you
see,
members
have
listed
on
the
screen,
includes
a
good
mix
of
individuals
with
various
perspectives
and
Recreation
and
Parks
commissioners
are
involved
in
programs
ranging
from
youth
to
seniors
and
arts
to
sports.
It's
a
plus
for
the
town
to
have
the
commission
that
include
several
recreation
and
park.
Professionals
next
slide.
M
In
recent
months,
the
Commission
has
been
reviewing
an
update
to
the
recreation
parks,
master
plan,
so
duty
of
the
Commission
to
review
the
master
plan
annually
and
evaluate
and
revise
periodically
to
keep
the
plan
valid
and
functional
to
the
needs
of
the
town
and
its
citizens.
We
will
be
conducting
public
input
sessions
within
the
next
few
months
before
final
approval
and
will
then
present
the
plan
to
you
for
your
review.
M
The
past
year
the
department
has
provided
over
68,000
interactions
and
various
programs
and
think
about
that
68,000.
How
many
people
do
we
have
in
this
town?
That's
a
tremendous
number
of
contacts,
and
this
does
not
include
informal
use
of
park
facilities
by
thousands
of
folks
who
use
the
walking
trails,
use
the
playgrounds
go
fishing
picnicking
for
other
non
programs
uses
the
Commission
embraced
the
need
for
a
new
Department
logo,
a
more
modern
design
which
depicts
the
variety
of
the
department's
functions
from
arts
to
sports
from
youth
to
seniors
next
slide.
Please.
M
The
Commission
supported
the
department
in
reviewing
the
status
as
a
senior
set
of
Center
and
programs,
recognizing
that
the
seniors
of
today
are
much
different
than
in
the
past
and
embrace
the
ideal
that
today's
seniors
are
actively
aging.
Thus,
the
center
name
and
programs
have
been
changed
to
reflect
that
sent
Center
for
active
aging.
M
We
are
embarking
along
with
department
staff
of
attaining
national
accreditation
for
the
department.
This
process
will
take
about
two
years
and
when
accredited
the
town
will
be
the
smallest
in
the
state.
Only
one
of
11
in
the
state
to
receive
this
honor
the
Commission
will
be
working
on
one
or
more
task
associate
with
this
process
in
each
of
our
monthly
meetings.
We
thank
Casey
and
his
staff
for
wanting
to
pursue
this
and
show
the
world
that
what
we
the
world,
what
we
already
know
that
our
department
is
one
of
excellence.
M
We
hope
to
present
that
to
you
within
the
next
couple
of
months
for
your
review
and
approval.
We
thank
the
town
for
the
continuing
improvements
to
the
Carver
center,
so
much
much
warmer
there
now
with
the
new
roof
insulation
and
when
there's
we
thank
you
for
that.
The
Commissioner
Department
continues
to
find
ways
to
minimize
the
number
of
nuisance
waterfowl
at
Lake
tomahawk.
As
you
know,
an
overpopulation
of
waterfowl
can
create
unhealthy
water
quality
for
fish
and
other
species
and
humans
as
well,
and
this
has
in
the
past.
M
A
Y'all
have
done
a
wonderful
job
when
you
think
we
could
possibly
get
this
award
be
recognized.
You
know
it's
amazing.
When
you
look
around
the
state-
and
you
see
you
know
the
fact
that
that
we
have
a
recreation
department
of
this
size
and
I
do
want
to
go
ahead
and
remember
flat
back
on
a
former
fire
chief
who
mr.
Bartlett,
who
was
in
those
days
when
he
was
still
here,
was
primary
in
getting
this
going
and
getting
the
recreation
former
not
that
they
said
it
up.
A
M
C
M
C
C
Agenda,
yes,
sir,
you've
got
the
adoption
of
minutes.
You've
got
the
minutes
from
your
the
vivir
regular
session.
Your
december
agenda
workshop
in
your
december
regular
session.
You've
got
a
a
budget
amendment
for
a
couple
of
insurance
settlements
regarding
claims
for
for
accidents
that
we've
been
reimbursed
for
and
then
you've
got
two
calls
for
public
hearings
for
the
peg,
where
you'll
have
a
public
hearing
for
a
text
amendment
to
the
highway
business
district,
allowing
educational
facilities
as
a
permitted
use
as
opposed
to
a
conditional-use.
It's
already
a
permitted
use
in
office.
C
Industrial
I
think
the
consensus
is
that
it
should
be
also
I
have
permitted
use
in
highway
business.
Then
you've
got
a
call
for
public
hearing
for
a
text
amendment
to
landscaping,
requirements
regarding
walls,
fences
and
berms.
That's
so
then
the
Planning
Board
has
been
working
on
and
they'd
like
to
have
a
public
hearing
on
that
in
February
and
those
are
your
consent
agenda
items
which
are
mayor.
Anybody.
E
A
C
C
The
bids
were
opened
on
December
15
2015.
You've
got
four
bids
that
were
available
for
the
process
and
Cantrell
construction
was
the
was
the
low
bid
I'll
remind
everybody
that
under
North
Carolina
big
requirements,
construction
contracts
that
are
that
require
public
bid
processes
are
generally
$500,000
or
greater.
This
project,
of
course,
is
lower
than
that,
but
we
did
go.
We
did
we
did
use
that
we
did
use
that
process.
C
N
Just
a
reminder
to
the
public
that
it's
hard
to
tell
because
of
the
rain,
but
like
was
drained
into
anticipation
of
this
work,
starting
and
probably
will
get
something
done,
and
the
folks
at
temple
construction
felt
optimistic
even
with
with
the
amount
of
rain
that
we
had,
that
they
might
accomplish
the
project.
But
we're
going
to
do
all
we
can
do
this
time
around.
Yes,.
C
C
Now
it's
it's,
it's
pretty
dry,
so
it's
the
lake
is
draining.
If
it'll
stay
like
this
for
the
next
90
days,
then
people
then
that
a
lot
of
work
will
be
accomplished,
and
but
Cantrell
construction
has
done
this
in
the
past
and
has
experience
doing
this
and
they'll
they'll
work
around
the
constraints
that
we
have
and
make
as
much
headway
as
we
can
at
a
time
when
either
we
have
yes,
sir,
what.
J
A
One
of
the
things
I
was
wondering
about
was
that
if
we
by
chance
would
continue
to
have
this,
el
nene
acknowledges
this
this
this
wet.
One
of
the
reasons
that
we
have
to
delay
is
because
the
fact
that
the
way
those
tailgates
are
on
those
trucks-
they'd
be
Lincoln,
going
down
the
road
and
that's
not
permissible
with
it.
Is
there
a
possibility
of
using
because
I've
noticed
like
when
Bob
went
ahead
and
did
the
work
on
the
water
line
on
blue
ridge
road?
Some
of
those
trucks
side,
loading
trucks,
another
kind
of
concave
base?
J
C
No
and
I
think
we
have
we've
been
permitted
for
the
work,
and
so
the
you
know,
in
addition
to
Jesse,
keep
an
eye
on
and
contractors
and
Jamie.
The
state
will
also
keep
an
eye
on
it
for
us
and
we
will
will
comply
with
all
the
regulations
to
make
sure
that
it's
done
properly
as
we
move
as
we
move
the
silt
from
one
spot
to
another
and
then.
A
C
C
A
C
You
have
a
resolution
to
amend
the
Black
Mountain
fund
balance
policy.
This
is
a
directive
you
all
had
handed
down
to
the
staff
regarding
and
I
think,
as
the
auditors
have
spoken
the
last
couple
years,
they've
mentioned
our
fund
balance
policy
and
deke
and
expand
on
this
more
of
unique
it
that
you
needed
he's
given
a
good,
a
good
synopsis
within
your
packet,
but
a
lot
of
the
the
terminology
that
we
use,
for
example,
reserved
and
unreserved
fund
balance.
C
I
would
just
just
for
your
information,
I.
Think
being
correct
me
if
I'm
wrong,
but
right
now,
you're
unassigned
fund
balance
it's
at
around
thirty
six
percent.
Your
total
fund
balances
some
are
closer
to
60
percent,
but
your
unassigned
fund
balance,
which
is
what
because
you're
you
know
your
total
fund
balance
has.
N
C
You
know
over
thirty-five
thirty-six
percent
for
are
unassigned
fund
balance
when
you,
when
you
put
money
in
a
capital
reserve
fund
when
you
have
money
set
aside
and
Dean,
will
correct
me
again
if
I'm
wrong,
but
if
you,
when
you
have
money
for
pal
bill,
some
of
those
that
have
that
are
restricted,
restricted
funds,
those
those
those
show
up
in
your
total
fund
balance,
but
not
in
your
unassigned
fund
balance
and
so
unassigned
at
36
36,
36
percent
is
where
we
are
now.
I
think
we
can
continue
to
to
bolster
that.
C
A
little
bit
that
other
communities
are
size
are
maybe
maybe
a
little
bit
higher.
We
may
be
kind
of
in
the
mid
range
for
for
communities.
Similarly,
similarly
situated
communities
with
their
fund
balance.
But
again,
if
we
set
it
at
thirty
percent,
then
then
we
feel
confident,
but
that
is
that
that
financially
will
be.
It
will
be
enough
in
a
healthy
position
as
a
move
forward
and
if
we
could
drop
below
that
for
some
reason
for
an
emergency
or
an
expenditure
that
you
all
find
necessary.
N
N
A
B
C
Don't
know
that
we,
you
know
I,
don't
know
that
with
this,
that's
not
going
to
issue
for
us.
None
of
this
has
been
an
issue
for
us.
I
think
the
directive
of
the
board
has
been
to
make
sure
that
our
fund
balance
policy
is
as
current
and
it's
comprehensive
as
in
as
it
possibly
could
be.
That's
best.
We
that's
what
we've
done
is
not
because
there's
any
issue
right.
N
Well,
I
think
the
point
can
invite
into
these
discussions
with
Dean
and
I.
Think
I
suspect
the
rest
of
the
board
agrees
that
thirty
percent
you
can
set
this
anywhere
because
you
corrected
it.
If
you
set
it
too
high,
it's
going
to
create
it's
not
as
practical
to
work
with
and
you
might
be
dealing
with
bumping
up
against
the
limit
more
often
than
not,
and
it
takes
the
whole
purpose
of
a
benchmark
away.
N
But
thirty
percent
is
a
number
that,
if
we
drop
below
that,
we
would
want
to
be
mindful
of
it
and
accordingly,
to
be
able
to
be
required
to
set
forth
in
a
two-year
plan.
To
replenish
and
to
get
back
up
to
the
benchmark
is
I.
Think
a
really
good
approach
and
appreciate
Dean,
bringing
it
bringing
it
forward.
N
A
C
Only
thing
I
would
remind
you
of
is
that
on
Thursday
of
this
week
at
five-thirty
at
Town
Hall,
we
have
an
open
house
for
the
watershed
management
plan
that
we've
been.
You
know
we
got
a
grant
for
this
last
year,
and
this
is
this
open
house
and
kind
of
present
the
draft
of
that
of
that
plan
and
then
ultimately,
to
bring
it
to
the
board
for
you
all
for
your
approval
in
the
next
month,
or
so,
maybe
in
February
or
march.
So
I
was
encouraged,
everybody
and
everybody
in
the
public.
C
That
has
the
opportunity
to
come
here
at
five-thirty
p.m.
on
thursday,
the
14th
of
january,
to
review
the
plan
build.
What
the
and
Josh
will
correct
me
if
I'm
wrong
with
the
emphasis
of
the
plan,
is
to
is
water
quality,
ultimately
for
the
Swannanoa
river,
and
so
it's
looking
at
stormwater
management
practices
that
we
can
implement
on
town,
property,
private
property,
other
public,
other
public
properties,
if
possible,
to
to
hold
water
to
provide
cleaner
water.
C
I
B
N
Who
had
chaired
our
urban
forestry
commission
for
number
of
years
put
in
about
the
tree,
removal
and
so
forth
and
I
was
just
curious
if
that
I
just
asked
that
that
decision
be
reviewed
again,
just
based
on
Andy's
request.
He
given
a
lot
of
time
and
service
to
the
town,
it
has
a
high
level
of
expertise
and
so
yeah.
C
The
sidewalks
are
damaged,
the
the
trees
are
probably
not
suiting
not
suited
for
the
site.
That's
there.
They
to
groups
worked
very
hard
with
Jamie's
guidance
to,
but
they
work
very
hard
to
pick
out
new
trees
that
we
thought
would
be
suitable,
a
timeline
that
we
thought
would
also
be
be
most
of
most
effective
for
further
placement.
Those
trees
and
and
I
think
they're
going
to
do
a
walk-through
of
the
entire
town
and
look
at
look
at
all
the
trees
and
all
the
spots.
C
Because
you
know
we
also
have
some
spots
that
have
some
that
are
empty,
some
that
have
little
distracted,
trees
in
them
and
some
that
have
trees.
That
may
be
too
large
for
the
spots
and
so
they're
going
to
they're
going
to
look
at
it
entirely,
but
but
I
understand
and
ease
concerns.
But
I
think
the
consensus
of
both
the
urban
forestry
and
beautification
was
that
on
on
those
trees,
and
I
think
frankly,
as
we
as
we
look
at
the
trees
coming
up
on
broadway,
that
that
there
are
other
trees
that
are
better
suited
nobody's.
C
Nobody
wants
to
to
to
eliminate
a
number
of
trees.
They
do
want
to
put
the
right
trees
in
the
right
spots
and
and
I
think,
there's
other.
You
know,
I
think
the
totality
of
the
concerns
their
access,
pedestrians,
a
DA
requirements
in
addition
to
the
trees.
If
you
ever
notice
that
Duke
is
less
concerned
about
about
about
the
trees
than
others,
others
minds.
N
C
J
J
You
know
that
it's
a
good
idea
to
replace
them
in
budget
for
him
about
every
20
years,
but
we
also
done
our
own
research
and
found
out
that
if
we
use
stuff
called
poor
Spade
which
will
allow
them
to
get
more
water
more
root
space-
and
it
will
allow
us
more
88
space
because
it
can
actually
walk
on
it
and
put
wheelchairs
on
it
that
we
could
probably
gained
another
five
to
seven
years
out
of
that.
So
we're
probably
looking
27
30
years.
If
we
plant
the
right
trees.
O
Let's
just
remind
folks,
you
know
nobody
wants
to
cut
trees
in
the
town
nobody
wants
to,
and
but
there
are
times
do
you
have
to
do
what
you
have
to
do
if
you'll
remember
the
dam
lake
time
all
you
thought
we
start
World
War
three
over
there
by
cutting
those
fries
look
at
what
has
transpired
and
what
is
transpiring
now
I.
Don't
think
anybody
would
say
that
it's
not
been
for
the
benefit
of
the
town
and
it
was
required
for
us
to
do
by
the
Army
Corps
of
Engineers,
if
I'm
not
mistaken,
without.
C
J
C
N
N
But
money
public
money
from
the
federal
and
state
level
is
going
to
be
much
harder
to
to
obtain
in
the
next
decade
or
so,
and
a
good
bit
of
that
is
there's
only
so
much
expansion
for
the
economy
to
have
that
produces
more
tax
revenue
at
those
levels.
But
then
what
expansion
there
is
we'll,
probably
be
consumed
by
health
care,
because
that's
just
what's
happening.
N
We
know
that
we
hear
it
every
day,
but
what
that
really
says
is
that
here
at
the
local
level,
we
have
to
continue
to
be
extreme,
and
I
think
we've
done
this
this
current.
This
board
has
done
this,
but
we
need
to
continue
to
be
careful
with
our
spending.
Careful
and
assuming
debt
that
has
to
be,
you
know,
has
to
be
financed
and
has
to
be
young
has
to
be
funded
in
the
future
and
careful
with
what
we
do
and
to
stay
stay.
N
You
know
very
diligent
in
our
financial
matters,
not
a
surprise
to
anybody,
but
I
think
it
does
ring
true
that
the
funds
at
both
state
and
federal
levels
are
going
to
be
limited
due
to
simply
health
care
costs,
not
to
mention
social
security
costs,
either
over
the
next
decade
or
two,
which
is
what
it
is
and
I
think.
We're
in
I
think
we're
well
postured.
But
it
is
worth
mentioning
and.
