couple

things
that
were
not
very
joyous
for
this

aldermen
here
that
lost
some
in-laws
Carlos
showers
and
his
family
lost
his
mother-in-law.

father
month,
so
the
prayers
and
thoughts
will
be
with
him.

induction
of
the
newly
elected
members
of
the
board,
but
before
that
happens
we
conduct
some
business,
especially
the
old
business,
and
then
we
will
get
to
the
inductions.

at
this
point
we've
got
a
citizen

is
to
speak
recycling,
holiday
recycling.

special
and
festive
season
comes
our
popular
holiday
recycling
event.
Once
again,
it
will
be
the
first
Saturday
of
the
year,
so
in
2016
that
means
January
second
and
as
before,
we'll
be
at
hope.
He's
parking
lot
on
highway
70,
it's
a
great
opportunity
to
take
for
taking
all
of
your
packing
and
shipping
material
that
comes
in
during
this
time
of
year
or
in
case
you've
stashed.

just
waiting
this
event
and
letting
us
recycle
it
or
make
it
available
for
others
to
reuse
and,
as
you
might
guess,
I'm
speaking
of
packing
styrofoam
bubble,
wrap
air,
pillows
brown,
packing
paper
and
other
materials
that
provide
cushioning
and
protection
and
boxes.
We
ask
they
come
clean
dry
with
tape
removed
no
upholstery
or
insulation
foam.
We
also
do
not
take
food
service
styrofoam,
but
good
news.
Now
you
can
take
those
items
to
the
publix
on
hendersonville
road.

have
two
bins
outside
their
doors
for
your
foam
cups
and
paper
plates
and
that's
kind
of
thing
and
take
out
boxes
and
if,
by
any
chance
the
bins
are
full,
please
take
them
to
the
customer
service
inside.
So
that's
a
great
resource.
We
now
have
on
please
bag,
all
your
packaging
items
separately.
It
doesn't
matter
what
kind
of
bag
you
bringing
in
just
as
long
as
it's
holds
the
material
securely.
We
don't
want
to
be
chasing
things
and
win
all
over
the
park.
Want
that's
quite
a
chore.

business

excessively
large
amounts
material,
please
call
us
an
advance
for
a
little
additional

and
if
you
have
need

such
materials,

you're

artist

you
just
for
whatever

We
are
all
volunteers
and
we
don't
make
any
income

this
material
and
our
styrofoam
gets
trucked
several
counties
away.
So
we
do
graciously
ask
for
a
dollar
donation

large
bag

help
us
cover
transportation
costs.

people

working

to
town
and

commission

promoting
peace
and
justice

share
with
you

The
Greenwood
Commission
had
a
booth
at
the
last
tailgate
market,
the
Holiday
Market,
and
so
we
sold
socks
thanks
to
Parker
legwear,
and
we
had
our
display
up
and
we
had
a
number
of
people
come
by,
and
people
often
ask
what
can
we
do
to
help
the
Greenway
Commission
and
we
were
like
well
give
us
money
or.

Importantly,
you
can
talk
to
the
order
bottom
in
and
tell
them
how
much
you
appreciate
what
they
are
doing
to
support
greenways,
and
so
we
decided
to
make
that
easier
and
we
look.
We
laid
out
a
card
and
we
have
people
sign
it.
We
would
say
you
know,
will
you
please
sign
this,
because
we
want
our
Board
of
Aldermen
and
our
mayor
to
know
it's
not
just
those
of
us
on
the
granule,
a
commission
to
support
greenways.
So
we
didn't
catch
everybody
that
came
by
because
we
are
busy
selling
socks
and
talking
to
them.

did
have
a
good
number
of
people
come
by
and
to
sign
this
thank-you
note
to
you,
while
guys-
and
it
says
thank
you
for
supporting
Black
Mountain
Greenway
in
2015,
so
I
want
to
come
and
share
this
with
you
and
I
have
a
copy
of
this
for
each
one
of
you
and
it's
from
our
heart
at
the
greenway
Commission
and
many
of
the
citizens
of
this
town.

want
to
thank

is

as
the
mayor
just
said,
this
is
going
to
be
the
report
for
this
half
of
the
year,
although
some
of
the
numbers
as
I
go
through
will
be
for
the
entire
year
2015
up
to
this
point,
and
you
it'll
be
a
little
bit
different
than
I've
done
in
the
past
and
I'll
explain
as
I
go
through
if
I
need
to
and
if
you've
got,
questions
feel
free
to
stop
me
so
for
permits
issued,
you
can
see,
the
trend
is
going
up
and
the
green
is
2015
up
a
little
bit
from
twenty
thirteen
to
fourteen
and
then
15
single-family
residential
permits
are
up
just
a
small
amount
and
commercial
is
up
a
small
amount.

So
for
zoning
permits
everything's
only
wise
is
well
everything
good
is
up,
I'll,
say.
Zoning
permits,
of
course,
are
up.
Inspections
are
up
as
well,
complaints
are
about
even
and
our
notice
of
violations
are
considerably
down
what
we
do
with
those
now
we
send
out
kind
of
a
warning
letter,
so
it's
not
really
considered
in
my
violation,
and
that
seems
to
be
getting
people's
attention
enough
to
where
they're
correcting
the
issue.
We
don't
have
to
issue
the
violation
notice
so.

Privileged
licenses
and
business
registrations,
so,
if
you
know
you're
all
familiar
with,
we
lost
a
lot
of
that
revenue
that
we
were
getting
from
privileged
licenses.
This
graph
just
shows
the
new
licenses
that
were
coming
in
on
the
in
these
three
years
and
if
you
remember
correctly,
the
privilege
license,
we
could
bill
outside
of
our
jurisdiction.
So
if
they
were
just
doing
business
here
for
whatever
reason
we
could
feel
them
a
privilege
license.
Now
they
have
to
be
an
actual
business,
that's
inside
city
limits
and
we
can
no
longer
call
them
privilege
licenses.

We
now
call
them
business
registrations,
so
they're
only
there
they're
mean
obviously
they're
down
from
what
they
were
in
the
past,
because
we
can't
we
can't
bill
outside
of
our
jurisdiction,
so
that's
affected,
as
some
think
we
had
projected
about
eight
thousand
dollars
in
revenue
and
we're
at
about
seven
now,
but
it
looks
like
we
should
come
in
pretty
close
to
that.

Plant
awards
not
been
too
busy
with
text
members,
they
have
got
three
through,
but
there's
been
quite
a
few
more
that
they've
discussed
that
you
may
see
coming
in
the
future,
but
they
are
taking
their
time
deliberating
those
texts
minutes
right
now,
so
maybe
a
little
while
before
you
see
any
more
planning
studies,
we're
doing
the
bike
plan.
That
I
mentioned
seventy-five
percent
complete
the
watershed
restoration
plan.
Seventy-Five
percent
complete
our
stormwater
mapping
is
about
sixty-five
percent.
Complete
Lando
sky
is
doing
a
lot
of
that
for
us
out
in
the
field.

Mapping
they're
currently
mapping
the
outfalls.
Now
it's
all
the
leaves
and
the
brushes
down
there
able
to
see
where
these
outfalls
are
and
our
future
land
use
plan,
probably
to
begin
that,
hopefully
in
january
or
februari-
and
this
is
part
of
our
2014
comp
plan-
update
something
that
we
should
be
doing.
So
we
will
be
engaging
in
this
and
getting
this
complete,
which
would
be
real
important
for
us
as
we
go
forward.
Maybe.

What
that
will
do
will
kind
of
look
at
the
town
as
a
whole,
specific
areas
and
kind
of
predict,
so
to
speak,
what
we
might
want
to
see
go
there
in
the
future.
It's
usually
part
of
a
comp
plan,
update
and
just
didn't
get
included
when
that
one
was
done
in
2014,
but
it'll
be
a
valuable
tool.
When
we
go
to
do
things
like
reasonings,
we
can
say,
hey
and
we've
been
projected
this
area
to
be
business.
You
probably
want
to
resolve
it.
The
residential
things
like
that.

So
this
is
a
been
a
project
that
we
are
still
waiting
to
start.
We've
we've
been
doing
a
lot
of
work
on
it.
It's
our
it's
our
Greenway
project.
We
got
funding
through
surface
transportation,
money
which
is
Federal
Highway
Administration
money
which
is
caused
some
slowdowns
just
with
getting
approvals
through
federal
highway
administration.
I,
don't
want
to
say
that
we
hope
to
begin
soon,
but
hopefully
in
January
that
will
start.

the
2014
comp
plan
was
was
finished,
there
were
about
101
tasks
that
were
noted
in
that
comp
plan.
We've
done
17
completed
17
of
those
tasks
to
date,
a
lot
of
the
tasks
are
ongoing,
but
some
of
the
most
notable
ones
are
minimum
housing
code
that
we
updated
the
strategic
energy
plan
that
we
updated,
the
tomahawk
damn
work
that
we
did
with
cutting
down
the
trees
and
we
update
on
her
historic
district
guidelines.

They're
not
meeting
its
actually
doing
so.
Some
quick
facts
for
Black
Mountain,
the
American,
Community
Survey,
just
updated
some
numbers
just
came
out
or
the
December,
so
I
just
wanted
to
hit.
Some
highlights.

Erika
noted
some
of
this
in
her
presentation
last
month,
especially
about
the
median
age,
but
forty
percent
of
households
here
earn
less
than
thirty
five
thousand
dollars
annually.

So,
switching
gears
now
to
our
website-
and
you
can't
see
this
but
I
just
wanted
to
use
it
as
an
example.
Anybody
now
that
can
access
our
website
can
go
in,
and
this
is
our
strategic
energy
and
magnet
water
management
plan.
You
are
able
to
click
on
links
to
better
understand
how
you,
as
a
citizen
or
business
owner,
can
save
energy
at
your
location.

And
this
is
the
Carver
center
they
have
with
the
upgrades
that
have
been
done
there.
None
of
the
windows
are
being
installed
now.
I,
don't
know
that
they're
finished,
but
the
insulation
in
the
roof
has
helped
a
considerable
amount
in
electric
usage
and
gas
which
you'll
see
in
a
minute,
but
it
is
down
a
considerable
amount
in
electrical
usage
from
2014,
and
this
is
their
gas
usage,
which
is
almost
been
cut
in
half.

Another
thing
that
our
intern
did
this
summer
was
a
street
tree
survey
in
our
in
our
2014
comp
plan
update
it
talks
about
looking
at
our
downtown
and
working
with
our
urban
forestry
commission
and
maybe
taking
a
look
at
our
streetscape.
So
what
max
the
dars
act,
what
he
did
for
us,
he
informally
surveyed.
All
our
merchants
will
ninety
percent
of
them
from
what
came
out
of
the
survey.
They
all
wanted
a
more
attractive
and
welcoming
environment.

I
think
you've
got
this.
It's
a
short
report
that
he
did
for
us
in
your
packet
in
front
of
you,
but
this
is
just
a
map
of
downtown,
so
he's
kind
of
color-coded
where
the
trees
are
what
type
of
tree
they

there

recommended
tree
species
that
he
looked
at
for
other
other
locations.

fire
districts

the
Black
Mountain
Fire
Department,
of
course
serves
a
broader
area
in
the
town

the

Black
Mountain.

the
east,
welcome
fire
district,
and
this

expands
the
title
of
the

the

from
from
a
fire
district
to
the
fire,
protection

ambulance

rescue
services.

change
the

service

residents
of
black
mountain

residents

fire

districts

were
some
concerns
brought
to
the
plant
award
from
some
neighbors
in
a
specific
area

town

concern
was

would
be

of
these
structures
on
a
vacant.

property

use
on
site
could
be
someone
renting
the
property

districts

exception
for
greenhouses

agricultural
use.

it's
what
that

any

zoning
districts,

it
would

treated
as

accessory
building
