three
key
components,
and
this
requires

statute

the

year.

the

of
new

largest
North
Carolina
counties.

we
feel
I'm
very
proud
of
my
staff
for
the
hard
work
they
do
to
get
us
second
environments.

11th
largest
counties

also
like
to
point
out
that
the
average
of
the
11
largest
counties
is
ninety
nine
point,

percent.

about

half
a
percent
lower

the
citizen

citizen

respond

months

they
stop
talking

hear
from
them
at
all,
then
it
goes
to
the
attorney.
When
the
attorney
sends
a
letter
many
times,
you'll
get
a
response
from
the
attorney,
because
that

seven

but
they
need
to
talk
to
us

agree

the
moral
obligation

not
run
people
out

homes

when

two
thousand

attached

tax
office

did
some

foreclosures
for
the

county.

that
time,
many
times

you're

house
and
when
I
was
an
in-house
lawyer,
you
send
up
a
demand
letter,
yeah

do
it's
a
title
search
find
out
where
these
people
are.

comes
on
County
letterhead
and
it
still
ignored
so
sometimes
many
times.

figure
out
how
to
take
that
letter
from
another
attorney,
whether
it's
her
you

any
other
attorney
and
have
a
letter
sent
they
respond
to
it.

pay

attorney

he
don't
deserve
three
to
four
thousand
dollars
or
hundred
dollar

need

measure

those

referred

actually
paid,

them

next

the
actual
foreclosure
process
and
compared

we
refer,

properties

it
all
the
way
through
a
confirmed,
sale
or
what
closure
processors
are
very
low
percentage.
So,
for
example,
in
the
last
18
months,
so
January
2018
through
June
2019,
the
for
the
actual
confirmed
sales
foreclosure.
There
were
five
properties
that
were
land
only
for
properties
that
were
the
owner
was
in
another
state.

numbers
of
those,
if
430
or
so
are
getting
referred,
that's
0.3%
of
all
property
tax
bills.
If
a
dozen
are
actually
leading
to
foreclosure
condemnation,
that's
less
less
than
0%,
so
I

we
think
about
it,
sort
of
on
a
systems
level.
Certainly
we
want
to
be
thing
about
the
individuals
on
the
other
side
of
those
letters,
I
think
when
we
think
about
on
the
systems
level.
It
seems
like
this.
It's
working
and
many
of
the
ways
were
intending
it
to.

suggested

service

bid

are

payment
arrangements

pretty
popular
over
3,200

those
enough

Similarly
to
a
mortgage
where
you
make
the
monthly
education

part

your
meeting.
Orbitz
payments
include
property
tax
and
insurance,
so
you're
trying
to
extend
that
option
in
it.
It
seems
to
grow
with
every
passing
year.

affordable
housing
efforts
taken

Buncombe
County,

the
first
item
is
related
to
the
Oh
Haywood
Road
project.
At

June
and
early
June
pre-meeting
Rachael

activities

the
Affordable
Housing
Committee,
so
you've
seen
some
of
this
information,
at
least
in
brief,
reprieve

This
project
is
a
national
area,
habitat
and
new
project.
It
is
targeting
individuals
with
an
area
median
income
of
less
than
80
percent,
and
the
project
includes
98
homes.

will
be
32
single-family
homes
at
66,
townhome
units,
the
total
project,
the
there's
a
portion
of
it
that
we're
focusing
on
of
today
and
then,
when
this
item,
were
you
again
at
your
first
meeting?
August
is
the
phase
one
section,
so
this
is
a
38
unit.
Portion
of
the
larger
development
includes
both
single-family
an
town
units.
The
construction
is
actually
already
underway
on
sites
they
are
working
on
the
site
already
and
that
construction
is
scheduled
to
be
completed
in
the
spring
of
2023.

It's
a
pretty
quickly
moving
project
with
Habitat
for
Humanity
would
find
that
the
unit's
they're
able
to
actually
produce
about
15
a
year
within
a
project
largely
the
result
of
volunteer
hours
to
go
into
the
project.
So
the
total
project
cost
for
phase
1,
which
is
in
that
first
portion
of
the
project
is
6.8
million
hours
through
the
FY
2019
of
Housing
Services
program
project
and
Habitat
for
Humanity
received
$240,000
funding
to
support
that
portion
of
ACE
one.
They
came
back
earlier
this
year
and
requested
additional
funding
for
all
38
units
and
the
entire
phase.

project
that
requested
after
meeting
with
them
over
several
months
is
that
being
six
hundred
and
eighty
thousand

hundred
dollars
and
this
breaks
down
kind
of
how
the
the
currently
approved

board
versus
the
additional
work
requests

laid

initial
work
request,
it
was

support
the

forward

a
community
on
that
loan.

which
is
related
to
home,
and
so
again
we
touched
on
this
when
we
write
a
meeting
in
June
but
the
home
funding,
that's
federal
funding
that
comes
through
the
Asheville
Regional
Housing
consortium.
Just
when
to
touch
on
that.
That
is
a
four
County
consortium.
The
lead
entity
is
the
city
of
Asheville,
so
they
actually
receive
the
funds
and
they
minister,
those
funds.
They
receive
approximately
1.3
million
dollars
a
year
and
have
a
several
years
for
sanitation,
1.3
million
dollars
in
urine
and
home
funds,
and
there
is
some
variation
in
that
it's
an
average.

They
can
fund
things
new
construction,
rehabilitation,
downpayment
assistance,
so
they
do
some
similar
things
to
what
we're
able
to
do
with
our
County
and
portal
Housing
Services
program.
They
do
have
some
other
activities
that
they
undertake.
We
don't
directly,
but
it's
an
opportunity
for
our
nonprofit
agency
to
for-profit
agencies,
think
housing
development
organizations
to
access
federal
dollars
so.

funds

requested
approached
nearly

there's
a
discrepancy

what
is
requested

Buncombe

were

the

requested

projects

presented

award

affordable
housing

committee

recommendation

have
program
income

certain
cases,
unused

we

awarded

that
rolls
forward
and
the

was
one
hundred
and
twenty

thousand

dollars

they

to
allocate

projects

Affordable
Housing
Committee

recommending
eighty-seven
thousand

organizations

project

an

payback
of

than

we

focus

roadmap,

the
county,
the
Commission
approved
a
contract,
the
Cadmus
group
to
assist
in
creating

plan
in
terms

helping
us
determine
how
we
can
reach

100%
renewable
goals.

with
a
50/50
sort
of
combined
effort
between
the
city
and
the
county,
the
very
basics
of
the
plan
or
to
again.

our
projections
for
future
energy
and
what
energy
mixes
as
well,
nuclear
coal,
gas,
etc,
as
well
as
to
clearly
design
strategies
for
reaching
our
goals
and
model,
put
the
potential
impacts
of
the
strategies

be,

least,
is
the
cost
implications
of
those
strategies.
So
this

we

at
the
payback

original
program

replacements

packages

policies

waiting

before

halfway

project

moving

were
to

it
based
on
the
conversations
that
I've
had
with
with
Duke
Energy
and
their
reps
I
would
say,
probably
middle
of
2020
is
when
we
can
really
expect.

speak,
but
it's
still
a
bit
of
a
ballpark.
There
they've
got
their
engineering
firm
out
there
currently
doing
assessments
on
the
facility.
There's
the
interconnection
process
is
what's

big,
holdup,

sure
brownie.
You
dealt
with
this
a
lot
interconnecting
two
coops
grid.
You
have
to
go
through
and
hew,
and
even
when
it's
Duke
doing
it,
you
still
have
to
get
in
the
back
of
the
line,
so
they
have
to
apply
for
connecting
to
their
own
grid
and
still
have
to
get
in
the
back
of
the
line.

two

think
that's
really
why
they
gave
it
themselves

due
diligence
period
improves
it,
but
it's
moving

nicely

far
as
we
can
tell
