meeting

our
commissioners,
and
so
we
appreciate
you
being
here
with
us
today.

is
hopefully
a
chambers
we
will
be
at
if
we
were
anywhere
near
as
long
as
we
were
at
the
courthouse.

This
is
a
economic
development
agreement
with
linamar
number
two
hadn't
been
too
long
ago
that
we
fat
past
the
first
incentive
agreement
with
that
company
and
they're
well
on
their
way
to
establishing
the
workforce,
400
or
so
employees
they
promised
to
that
incentive
and
have
made
significant
investment
in
the
last
couple
years
on
the
site,
which
is
the
old
Volvo
plant
here
in
Arden.

What
this
new
plan
is,
we
call
it
the
line'
more
instead
of
two
is
a
plan
to
build
a
new
100,000
square
foot,
building
sort
of
in
the
middle
of
the
facilities,
which
have
two
large
buildings
right
now
and
put
a
new
one
roughly
in
the
middle.
The
plan
would
be
to
invest
approximately
75
million
dollars
and
bringing
in
250
at
least
250
new
employees,
so
they'll
be
brand
new
hires
not
transferred
from
anywhere
but
brand
new
hires,
hopefully
from
from
the
community.

We've
made
huge
progress.
We've
got
128
people
on
staff
now
at
the
site
and
we're
planning
to
have
150
by
the
end
of
the
year.
We
are
officially
in
production
now
on
our
two
major
programs,
so
the
first
launch
was
the
Volvo
13
litre
engine
program
and
the
second
one
is
for
Caterpillar
and
its
axial
large
axial
components
and
both
of
those
have
have
been
kicked
off.

We've
passed
all
of
our
peak
pop
approvals
and
such
and
so
we're
rolling
in
production
right
on
target,
so
things
are
going
really
well
and
we're
on
target
to
meet
our-our
plan.
You
know
for
the
the
400
people
and
in
the
continued
investment
are.
The
investment
to
date
has
been
about
70
million
in
in
capital,
so
we're
right
on
track
on
that
as
well.

forward
that
really
we're
so
excited
about
that,
you
know
the
success
and
how
that's
been
doing
and
we're
really
looking
forward
to
embarking
on
phase
two
of
the
program.
The
timing
for
that
will
be
really
the
first
hires
for

second
phase
will
come
in
the
towards
the
end
of
2014
to
start
staffing.
That
project,
then
in
2015,
will
start
rolling
in
the
capital,
for
that
will
begin
by
capitalizing,
the
second
building
and
then
construction
on
building
three
would
start
in
in
20
2016.

there's
a
trend
in
the
market
for
for
outsourcing
of
the
precision
machining
that
we
do
and
for
localizing
it
it's
something
that
the
OEMs
used
to
do
internally
and
more
and
more
they're
they're,
making
strategic
alliances
and
looking
to
get
it
close
to
the
end
and
ship
points.
So
we're
really
positioned
well
in
North
Carolina
to
do
that,
so
we're
looking
forward
to
getting
started.

second
phase

we're
excited

you
add
all
this
up
now
we're
talking
about

jobs

we
need
for
this,
this
county
in
this
community,

things
you
remember,

careers,
along
with
some
of
us
have
up
here
and
one
of
the
most
outstanding
thing.
I
recall
about
our
economic
development.
I
went
about
a
thousand
of
our
citizens
where
the
Chamber
of
Commerce
dinner,
when
we
announced
nicking
them
got
up
in
and
out
that
linamar
was
come
in
with
these
jobs
and
this
investment.
They
got
about
a
ten-minute
standing
ovation
and
we're
out
of
that
route.

appreciate
that
there
there
was
a
feeling
at
one
point
that
manufacturing
is
something
that
was
going
to
be
done
in
other
countries
besides
North
America,
and
we
were
glad
we're
glad
and
we
want
to
fight
for
those
jobs.

give
you
the
kind
of
employee
that
you
can
put
right
to
work
and
and
and
start
paying
and
start
getting
the
production
going
and
we're
thankful.

tends

cluster

electric

I'd
like
to
talk
to
you
about
an
economic
development
incentive
for
baldor
electric.
It's
a
electrical
division,
a
plant,
that's
located
in
weaverville,
it's
a
long-term
plan.
Bal
doors
been
here
since
the
late
70s.
We
were
approached
a
couple
of
years
ago
by
the
Chamber
of
Commerce
about
a
possible
expansion
at
the
plant.

At
that
time
they
were
proposing
the
32
jobs,
4.8
million
dollar
investment
and
the
jobs
pay
twenty
dollars
and
29
cents
an
hour
which
is
42
thousand
dollars
a
year,
so
they're
very
good,
paying
jobs.
It's
about
ten
thousand
dollars
more
than
the
average
wage
manufacturing
wage
and
buncombe.
The
one
NC
Fund,
which
is
through
the
state
of
North
Carolina
Department
of
Commerce,
had
offered
sixty
four
thousand
dollars
in
order
for
them
to
be
eligible
for
the
for
that
incentive
from
the
state
we
needed
to
match
that
I
came
to
the
board.

At
that
time,
everybody
agreed
that
that
they
would
want
to
match
that
ground
since
then
bound
or
has
made
their
investment.
In
fact,
they've
they've
exceeded
their
investment
by
a
large
amount.
There
just
a
few
dollars
short
of
seven
half-million
dollars
on
the
investment.
They
started
hiring
employees.
The
state
wants
to
go
ahead
and
do
the
first
payment
of
twenty
four
thousand
three
hundred
and
twenty
dollars
and
I'd
like
to
recommend
that
the
county
matched
that
and
go
ahead
and
make
that
first
initial
payment,
since
they've
met
their
investment
and
they've
started,
hiring
hiring
people.

Spivey
I'm,
the
plant
manager
at
we
revealed
facility
I've,
been
there
well
18
years
of
the
20
I've
worked
for
the
company
great
place
to
work.
We,
we
are
a
manufacturer
of
a
very
diverse
group
of
products.
We
make
mechanical
power
transmission
products
for
industrial
applications
and
we
also
make
hydrodynamic
bearings.
In
fact,
the
hydrodynamic
bearing
product
is
what
we
brought
into
the
company
from
the
Indiana
facility.

Like
it
was
stated
earlier,
we're
a
very
capital-intensive
company.
We
invested
the
seven
and
a
half
million.
We
are
actually
spent
another
six
million
since
we
started
this
three
years
ago,
so
we
buy
a
lot
of
equipment.
We
have
a
very
flexible
productive
workforce
and
we
really
pride
ourselves
in
training
trying
to
keep
our
folks
at
the
cutting
edge.
So
with
that
I
guess
any
questions.

a
redundant

but

like
to
know
what
the
average
of
the
workers
pay
is
and
I
keep
bringing
this
up
for
a
point
for
commissioners,
and
that
is
when
jobs
are

created.
We

take
the
burden
off
the
taxpayers
and
not
have
it
on
social
service,
because
a
lot
of
times
31,000
in
a
family,
they
could
still
draw
service
from
what
I
understand.
So
we
need
we
need
jobs,
that's
going
to
sustain
us.
So
that's
a

brief
information
about
the
public
hearing
and
grant
application
before
you
today.
The
purpose
of
the
public
hearing
is
to
receive
comments
on
a
our
annual
grant
application
to
the
NCDOT
for
administrative
and
capital
funds
to
support
the
operations
of
mountain
mountain
mobility,
we're
applying
for
420
9780
three
dollars
in
administrative
funds,
which
is
our
annual
capitated
allocation
from
the
d.o.t
no
change
from
last
year
or
previous
years.

local
match
funds
would
be
allocated
from
our
fy2014
transportation
division
budget
and
during
the
public
hearing,
we
would
receive
any
comments
on
the
actual
application.
I'd
also
like
to
just
take
a
moment
and
on
behalf
of
Mount
mobility
ability,
staff
and
our
patrons
who
utilize
Mountain
mobility,
I'd
like
to
thank
each
of
you
for
your
sustained
efforts
and
contributions
over
the
last
four
years

four
for
some
of
you,
many
more

dedicated
efforts
and
contributions,
we
wouldn't
have
the
community
transportation
program
we
have
today.

quite

money

cell

each
vehicle,
as

the

revenues

the
pro
sales
proceeds

any

transportation
purpose,
so
those
proceeds
actually
go
right
back
into
our
transportation
division
and
help
offset
the
match
of
the
new
vehicles.

finest
public
servants

to
honor

We're
going

start
off
with
a
gentleman
that
has
been
the
director
of
America's
favorite
famous
favorite
Community
College
has
been
a
promoter,
has
been
a
wonderful
commissioner
who
understands
all
the
aspects
of
buildings
and
some
of
the
budgets
that
he
teaching
me
things
I'm
ashamed
to
say
how
long
happened
on
the
commission.
Commissioner
ray
Bailey
was
telling
me
it
some
things.
I
didn't
know
about.

I
I
was
talking
about
some
of
the
good
things
that
happened
over
these
past
four
years,
especially
economic
development,
which
I
was
fortunate
enough
to
be
on
the
EDC
and
and
be
the
Chamber's
rep
to
continue
on
that
I
think
over
the
last
four
years
of
the
valves.
What
I
looked
at
we've
created
about
2,700
jobs,
about
seven
hundred
billion
dollars
in
investment
in
the
community
and
got
to.
I
For
four
years
and
have
a
product
development
fund
and
its
really
doing
a
lot
of
great
things
for
people
in
this
community
and,
of
course,
I-
don't
have
to
tell
you
that
one
thing
that
I'm
really
proud
of
is
anybody
in
law
enforcement
or
fan.
You
know
where
I'm
coming
from
we
work
I,
think
probably
for
about
15
years,
trying
to
find
a
way
to
get
a
public
service
training
center.
I
For
for
this
county,
our
people
were
having
to
drive
to
Gaston
County
in
the
Mecklenburg
County
and
all
started
when
I
was
at
a
vtec
and
we
tried
to
find
the
right
place
to
put
it
alive.
We
didn't
have
enough
land
and
so
finally,
as
committed
with
all
the
other
commissioners,
we
were
able
to
but
to
develop.
I
What
I
think
is
probably
the
finest
public
service
training
center
north
carolina,
maybe
in
the
southeast,
according
to
some,
the
architect,
people
and
it's
going
to
help
all
of
the
people
who
are
who
serve
us
in
this
county
on
a
daily
basis
and
his
bill
will
tell
you
probably
one
of
the
great
things
too
is,
and
he
told
me
when
I
started
running
no
tax
increase.
He
did
say
it
exactly
like
that.
He
is
a
little
for
Roger
language
and
we
were
able
to
do.

those
four
years,
I
think
the
people
in
the
community
appreciate
that
sighs
I've
been
joined.
I've
enjoyed
my
time

I've

two

involved,

everything
that
I've
done.

were

citizen
