A
E
A
C
C
This
agreement-
and
it's
really
two
things
one-
is
our
plan
to
designate
land
of
sky,
is
our
18
administrator,
its
airpot
grant
funds,
so
someone
has
to
be
named.
These
are
federal
funds
that
come
through
the
state
down
to
the
county.
We
could
have
missed
from
ourselves.
We
have
traditionally
contract
with
landless,
got
to
administer
those
funds
for
us,
and
we
also
allow
the
process
to
serve
our
county
funds
that
we
put
into
Aging.
So
one
of
the
documents
is
naming
them
as
administrator
funds.
Only
half
welcome.
F
C
F
A
C
Second
cos
that's
made
of
a
staff
member
as
well
as
community
members,
a
lot
of
folks
on
that
aging
hell
allocation
rate
that
are
retired
from
local
government.
So
it's
a
really
good
group.
So
this
is
their
proposed
use
of
the
funds
and
you
can
see
sort
of
on
this,
but
what
we
did
last
year,
what
we're
doing
this
year
even
breaks
it
down
between
federal
funds,
county
funds.
D
G
A
B
G
G
G
It
does
allow
a
broader
bring
to
residential,
then
kind
of
soft
scale.
Institutional
type
of
uses
basis
of
staffs
recommendation
is
compliance
with
the
comprehensive
land
use
plan.
Over
half
of
the
property
has
a
steep
slope.
High
elevation,
the
elevations
above
2500
feet.
Also,
we
have
the
property,
is
a
landslide
burn
soils,
so
the
comprehensive
plan
recommends
that
more
residential
development
steer
away
from
those.
F
B
A
G
It
could
and
I
should
have
actually
mention
this,
but
that
is
a
that
is
a
definitely
option
and
it
would
make
it
easier
to
develop
a
more
sensitive
way
on
the
steeper
slopes.
The
problem
is,
they
don't
have
direct
access
to
water
super
an
allocation?
It's
not
too
far
from
water
and
sewer.
There's,
not
any
dialogue
between
the
outlook
and
an
MSD.
You
know.
City
basketball
and
utility
access
and
without
Tillett
eats
there's
really
no
effective
way
to
cluster
no
way.
They'll
have
any
difference
on
area
with.
A
G
G
H
G
Again,
yeah,
so
that's
a
good
view.
Subject:
property
the
request
is
to
result
from
or
read
residential
to
commercial,
very
dramatic
change
in
potential
land-use,
going
from
mixed
multifamily
skilled,
relatively
high
density
residential
zoning
district
to
almost
purely
commercial,
as
well
as
industrial
type
land
uses
staff
recommends
approval
of
this.
It
meets
all
of
your
criteria
under
a
plan
for
proximity
to
transportation
portal.
First:
proximity
who
utilities
the
topography
its
is
pretty
well
flat.
G
The
the
only
hesitation
would
be
two
things
one:
it
is
a
budding
residential
neighborhood,
surrounded
on
two
sides,
north
east,
by
residential.
It
doesn't
actually
completely
comprehensive
plan.
The
comprehensive
plan
talks
about
protecting
low-density,
residential
neighborhoods
so
sore
or
lp1
zoning
or
freeze,
higher
density,
both
family
there's,
no,
no,
no
guidance
from
your
policy
that
would
scare
you
away
from
perfect
resilience,
probably
the
bigger
concern
from
staffs
perspective
with
the
Rutherford
worth.
It
is
very
heavily
used
by
commercial
traffic.
G
G
I
G
F
G
Large
residential
or
three
zoning
district
in
a
button
Arabic
service
here
this
is
a
leave
EMP,
so
most
of
the
uses
to
the
north
and
the
west
or
commercial,
the
property
and
its
current
use
is
actually
commercial.
This
predates
zoning.
These
properties
go
back
to
that.
It's
a
70s
and
80s
in
terms
of
their
commercial
development
format.
The
property
owner
I
believe,
is
about
selling
property
and
she's
wanting
to
change
the
zoning
it
does.
It
is
supported
by
your
comprehensive
plan.
Staff
does
recommend
approval.
G
B
G
G
G
G
B
I
I
Your
travels,
but
also
to
give
you
an
opportunity
to
provide
so
if
you're
not
familiar
the
tourism
management
and
investment
plan.
Team
FZ
acronym
is
a
TDA's
attempt
to
create
sort
of
a
long-term
plan
for
tourism
assets
and
Oakland
County.
For
years,
the
TPDF,
the
tourism
product
development
fund
has
been
a
one-year
cycle,
and
so
the
crew
at
EDA.
E
I
Wants
to
look
at
five
10
years,
15
years,
ition
that
way,
they're
focusing
on
longer-term
projects
that
benefit
the
home
count.
So
in
Section
18
the
team.
It
is
defined
as
a
full-face
project
so
intended
to
be
a
community
exercise.
So
there's
lots
of
folks
from
across
the
county
that
are
participating
across
different
sectors
when.
I
B
I
I
Team
we
sort
of
convened
working
sessions
to
say,
hey,
you
know
what
are
some
of
the
gaps
in
the
county
from
tourism
perspective?
What
are
projects
that
we
think
provide
heads
in
beds,
but
also
serve
as
community
assets
that
benefit
the
county?
In
doing
so,
we
decided
to
adopt
our
personalities.
So
we
engaged
these
municipalities
and
discussion,
so
we've
melted
black
mountain
on
trees
within
we.
B
I
Table
in
all
of
these
discussion,
any
questions
on
our
party,
so
you
know,
based
on
this.
After
meeting
with
municipalities,
it
became
pretty
clear
that
you
know
one.
Each
of
the
municipality
has
has
their
own
culture,
their
own
dynamics,
their
own,
draw
area,
tourism
and
so
what
we
sort
of
identified
as
a
need
to
sort
of
connect
these
different
projects
in
a
way
that's
more
lincoln
county
specific.
So
a
quote,
unquote,
concept
and
vision
statement,
which
is
very
draft.
This
isn't
final
stuff.
It.
I
And
diversify
tourism
in
Buncombe
County,
through
the
circulation
of
tourists
to
our
unique
collective
and
vibrant
community
destinations
or
existing
assets,
provide
cultural,
environmental
and
recreational
attractions,
while
leveraging
the
charr
existing
infrastructure
found
in
Western
North
Carolina
towns.
So
just
kind
of
emphasizing
that
we
already
have
these
towns
and
have
their
drawings
are.
I
There
were
in
Section
B
a
few
core
projects
were
identified.
I'm
not
gonna,
spend
a
lot
of
time
here,
just
want
to
give
you
kind
of
a
quick
synopsis
and
show
you
how
they
fit
together.
I
also
want
to
stress
to
y'all
and
anyone
in
the
room,
including
our
friends
in
media.
You
know
these
are
conceptual
for
discussion
purposes.
These
haven't
been
approved
or
anything
like
that.
That's
more
a
planning
exercise
so.
I
I
I
Bike,
whatever
you
wanted
to
do
from
Black
Mountain
proper
into
the
mantri
trails,
and
vice
versa,
and
so
to
us
that
seemed
like
a
pretty
quick
win
project.
Potentially
you
know,
circulate
tourism
really
use
existing
assets
without
building
something
in.
In
addition,
you
know
we
spent
some
time
we
heard,
though
we
were
ill
just
recently
approved
version
of
community
center.
I
I
A
I
Right
josh
is
here
he
can
chime
in
when
I
get
off
track,
but
you
know
there's
no
designated
use
for
the
old
landfill
at
this
point,
but
I
believe
it
has
been
tested.
It's
not
in
a
floodplain.
It
would
address
kind
of
a
long-standing
gap
for
us
with
soccer
field
in
the
county
would
also
fall
on
existing
Greenway.
I
E
I
I
B
I
F
I
I
I
I
B
I
A
I
We
do
but
certainly
not
a
definitive
list.
We
met
with
the
tas
consultant
there
named
it's
PG,
AP
and
so.
I
I
H
Thank
you.
Has
there
been
any
sort
of
more
high-level
dialogue
about
a
strategy
where
and
some
where
in
some
TDA
funds
could
be
used
for
infrastructure
and
core
services
that
are
really
essential
to
maintaining
the
community
and
and
a
lot
of
the
kind
of
attractions
that
are
subtraction,
just
wondering
if
it's
showing
up
in
this
process
and
if
not,
if
there's
a
way
that
we
can
detect
pressure
from
the
table,
you
know
just
I
mean
some
of
it.
I
think
is
a
very
basic,
concrete
stuff
like
accessible
sidewalks
in
or
I
know.
H
H
H
I
F
F
A
A
circus
following
a
plunge
as
much
question
is:
is
there
any
discussion
about
that?
I
mean
it's
that
sort
of
part
of
the
conversation
at
all
on:
hey,
let's,
let's,
as
a
community
kind
of
step,
back
think
about
how
to
use
the
resources
as
the
best
we
can,
and
if
there
are
some
you
know
some
ideas
that
that
people
think
are
good
ideas
that
would
fit
legislation
means.
Is
that
perfect
conversation
or.
I
I
D
Know
a
concern
that
it's
anybody
look
at
just
the
legislation,
because
when
you
talk
about
7525
well,
nobody
talked
back
in
the
eighties
when
this
would
put
in
place
that
we
would
have
25
million
or
more
year
coming
in
well.
They're
not
gonna,
spend
that
much
on
advertising.
We
already
advertise
all
of
the
world.
A
D
B
A
Up
so
we
did,
you
know
when
they
did
the
last
increase
from
4%
to
6%.
You
know
the
questions
that
I
was
talking
about.
World
definitely
have
a
lot
of
interest,
and
so
they-
and
they
came
up
with
that.
So
it's
not
going
as
far
back
in
the
future
might
because
this
was
just
about
three
years
ago,
three
or
four
years
ago,
when
the
legislation
was
passed,
to
increase
it
from
4%
to
6%
and
that
formula
of
75%
25%
was
in
the
updated
legislation
and
the
Commission
voted
for
2/3,
because.
I
I
B
G
D
A
A
Then,
in
a
way,
maybe
kind
of
fighting
the
fight
of
trying
to
talk
about
changing
it,
isn't
maybe
that
compelling
because
we
need
the
money
just
for
the
instructure
projects,
but
if,
if
if
there
starts
still,
you
know
the
other
thing
about
other
things
like
you
know
the
festivals,
these
other
things
that
are
not
bricks
and
mortar
projects,
but
which
are
valuable
to
the
community.
They're
good
for
tourism,
and
you
know
and
I,
know
they're
trying
to
do
some
things
to
put
some
more
resources
behind
that.
A
I
A
A
B
A
H
I
A
B
B
A
B
A
B
I
A
Project,
it
seems
like
a
great
project.
You
know
that's
a
project
where
it
is,
it
is
so
I
mean
there'll,
be
some
look
benefits,
but
it's
really
a
tourism
project
and
I
would
have
a
really
hard
time
supporting
a
lot
of
our
general
fund.
You
know:
are
scarce
general
fund
dollars
into
a
project
like
that,
but
I
really
would
love
to
see
something
like
that
happen.
A
I
I
I
Listed
the
paid
amount,
cumulatively,
the
proposed
events,
investment,
those
jobs
and
status
as
to
where
they
are
related
to
jobs
and
so
on
schedule.
What
we'd
like
to
do
this
year?
We've
not
done
this
with
y'all
or
is
provide
kind
of
its
update
of
our
project.
So
in
economic
development,
your,
if
you
will
so.
I
You
know
this
is
looking
at
the
end
of
FY.
18
I
have
updated
these
f119
because
we're
still
going
through
that
process,
but
this
will
be
a
way
for
the
board
to
reflect
on.
You
know
the
incentives
you
put
into
economic
development
projects
and
sort
of
what
you're
getting
for
in
terms
of
jobs
as
well
as
Capra
Festival.
That's
something
we
would
add
to
this
slide.
The
average
wage
that
we
have
types
of
jobs
that
are
created,
but
I
was
so
glad
to
provide
any
additional
context.
I
B
I
Not
limited
to
just
recruiting
big
companies,
there's
a
number
of
programs
we'd
like
to
share
with
you
all
what
example
green
venture
Asheville,
which
is
their
small
business
incubator.
Next
ADL,
which
is
a
program,
helps
college
students,
find
local
college
students
find
mentors
in
the
area
so
that
they
don't
leave
the
area
just.
I
A
I
I
I
Next
steps,
so
in
terms
of
strategic
planning,
clearly
we
need
a
facilitator.
The
facilitator
that
we'll
be
using
is
Rebecca
Romijn.
Some
of
you
are
familiar
with
her
through
her
work
at
the
Chamber
of
Commerce,
but
Rebecca's
got
20
years
of
experience.
She's
worked
as
a
loafer
Tacoma
and
Des
Moines
she's.
B
I
I
For
this
trend,
are
you
doing
related
to
this
trend?
Does
this
trend
even
map,
and
so
that's
kind
of
been
how
that's
been
presented,
but
you
know
Rebecca,
because
she's
already
been
working
at
a
community,
we
thought
she
was
a
good
fit
and
because
she's
been
working
in,
maybe
she
didn't
have
as
much
to
know
some
of
the
players.
I
So
what
has
been
currently
discussed
is
Rebecca
would
like
to
start
one
on
one
phone
calls
with
each
of
you.
These
phone
calls
will
be
30
minutes,
just
you
and
her
to
talk
about
a
number
of
topics,
really
anything
you
want
to
talk
about,
but
specifically
feedback
on
current
strategic
priorities,
strategic
plans,
your
vision
for
how
to
save
for
governing.
B
B
F
F
E
I
A
A
I
A
D
I
So
the
workshops
themselves,
which
eats
a
lot
30th
and
31st,
we're
recommending
this
date.
It's
our
new
assistant
county
managers,
we'll
both
be
on
site
as
well
I'm.
So
we
think
it
would
be
good
for
them
to
partake
possible
and
then
our
window
for
doing
the
phone
calls
is
the
15th
through
the
24th.
We
got
a
lot
of
flexibility.
There
just
wanted
to
kind
of
narrow
it.
I
A
B
I
E
A
I've
just
kind
of
throw
out
it's
you
know
one
of
the
biggest
things
that's
changing
in
Buncombe
County
is
the
creation
of
the
dogwood
right,
so
it's
gonna
be
like
biggest
charitable
fund
per
capita
in
the
country.
I
will
now
be
okay.
We
traditionally
been
a
community
that
doesn't
really
have
a
really
strong
philanthropic.
A
You
know
kind
of
community
because
we're
not
a
big
kind
of
corporate.
You
know
like
Charlotte
or
Raleigh,
or
a
place
like
that,
so
especially
a
lot
of
resources
there
there
are
gonna,
be
all
about
kind
of
preventive.
You
know
help,
so
it's
doing
proactive
things
to
kind
of
create
a
healthier
community
which
is
really
in
a
lot
of
ways
what
the
county
is
kind
of
about
right.
That's
what
we!
Our
mission,
is
kind
of
aligned
a
lot
to
talk
about
the
TDA
having
a
lot
of
money.
These
people
really
have
a
lot.
A
So,
in
some
ways
that
kind
of
feel,
like
part
of
our
you
know
and
they'll,
have
all
kinds
of
partnerships
across
Western
North
Carolina
under
stop
welcome
County,
but
in
some
ways
I
think
we're
Clay,
uniquely
positioned
to
create
some
of
the
plans
that
could
be,
and
you
know,
invest
in
so
I
think
we
I,
don't
know
I
mean
that's
one
of
it.
One
of
the
things
I
mean
they'll,
make
a
decision
about
how
to
program.
If
there's
good
strategies
and
vehicles,
then
I
think
there's
just
gonna
be
enormous
opportunities
to
to
partner
in
there.
B
A
Be
something
that
we
need
to
think
through
the
staff
front
work
is,
is
work
to
so
anyway.
I'll
just
throw
that
out.
It's
more
of
this.
A
lot
of
the
things
that
we
see
here
are
trends
that
are
important,
but
you
know
we're
anything
going
a
long
time.
We're
still
things
we
wrestle
with,
but
this
is.
This
is
a
big
different
thing
I'm.
So.
H
Glad
you
brought
that
up
and
just
quickly
to
build
on
that
I
mean
I.
Think
three
of
the
strategic
parties
we've
identified
sort
of
very
directly
linked
into
social
determinants
of
health,
with
early
child
education,
affordable
housing
and
responding
the
opiate
crisis
and
I
think
in
each
case
the
county's
leveraging
fairly
sizable
investments
of
public
dollars
and
I'd
be
excited
to
have
an
even
more
focused
conversation
for
them
about
partnerships,
particularly
in
those
three
areas.
We're
certainly
seeing
in
some
communities
like
Charlotte.
They
have
the
corporate
foothold
I.

It's
no
excuse
for
us
not
to
be
standing
in
line;
hopefully
they
have
in
fine
because
we
need
to
prepare
for
and
I
think.
That's
a
mistake
that
over
and
their
organizations
in
the
community
and
not
doing
because
when
you
go
to
those
big
tech
foundations,
it's
not
my
danders.
We
had
here
that
was
just
small
30
million
dollars
compared
what
they
imported
over
here,
but
I
agree
with
Brown.
We
need
to
prepare
for
and
take
it
back.

There
are
some
very
practical
solutions
that
should
work
well,
there's
a
couple
different
ideas
that
sound
like
they're
likely
doable
so
I
came.
I
came
away
from
a
pretty
encouraged
I
mean
they
seem
like
they
really
do
this
project.
It's
just
a
matter
of
kind
of
choosing
which
of
these
transportation
solutions.
It's
is
the
best.
