which
is
a

the
budget,
but
it

distributed
to

Okay,
the
ads
are
75
thousand
dollars
for
Asheville
Museum
of
Science
five
hundred
thousand
dollars
for
non-certified
to
be
split
8am
between
the
two
school
systems,
one
half
of
the
request
for
teachers
supplements
and
the
ATM
share
for
for
Asheville
City
Schools
comes
to.

One
half
of
the
teacher
supplements
this
year
and
to
include
the
other
half
in
the
in
the
budget
and
18
174,000
for
retiree
premiums
are
the
percentage
and
health
insurance
and
120,000
for
home
base
in
canvas
and
the
city
share
of
those
contingency
for
a
million
817,
which
would
be
the
the
total
for
both
County
Schools
Nashville
city
schools.
That
would
go
into
education,
contingency
until
Weena's
the
outcome
of
the
state
budget
and
then
just
to
be
sure
that
I
heard
this
right.

The
city
of
Asheville
has
invested
I
believe
a
million
dollars
to
provide
some
local
match
for
that.
So
I
think
it
would
be
a
real
show
of
good
faith
for
Buncombe
County
to
do
the
same.
That
will
provide
only
a
small
percentage
of
the
costs
to
build
that
infrastructure,
but
by
showing
that
the
community
considers
it
a
priority.
I
believe
we
have
a
better
chance
for
those
design
elements
to
be
included
in
this
most
important
transportation
project
that
we're
ever
going
to
see
in
our
lifetimes
to
make
sure
the
community
gets
gets.

take
just
a
minute
to
thank
everyone,
you
and
all
the
people
that
do
this
year
after
year,
and
it
wasn't
the
easiest
year.
There
were
a
lot
of
challenges
and
based
on
your
hard
work
and
your
figuring,
we
know
a
lot
of
people
whose
lives
are
going
to
be
immeasurably
better,
come
July
first
I'd.

are
always
here
and
they
start
working
on
this
budget
a
couple
months
after
we'd
opt
this
budget
they'll,
probably
on
it
next
month
and
start
working
through
the
preliminary.
So
this
is
my
20th
and
last
budget,
and
it's
some
it's
an
amazing
process.
I
I
hate
to
admit
how
little
I
knew
about
my
first
budget.
But
let
me
just
say
when
we
voted
on
it.
I
didn't
know
it's
time
to
vote
on
it.
I
was.
A
Everyone
this
board
did
a
lot
better
than
I
did
my
first
year,
but
think
I
want
to.
Thank
you
too,
for
your
hard
work.
It's
it's
a
lot
of
moving
parts.
It
changes,
there's
a
lot
of
factors.
We
have
no
control
over,
such
as
the
state
and
federal,
and
we
have
to
respond
to
them,
and
we
don't
know
when
they're
going
to
change
the
rules
or
change
the
the
the
engagement
that
we
have
with
them.
I'd
like
to
thank
all
the
nonprofit's
I'd
like
to
thank
the
arts
community.

Community
we,
we
just
have
some
really
good
people
that
want
to
do
good
and
make
the
place
a
better
play,
a
better
area
to
live
in
and
at
the
end
of
the
desk,
that's
kind
of
why
the
good
Lord
put
us
here.
You
just
want
to
improve
everyone
around
you.
You
want
them
to
be
the
best
they
can
and
and
do
the
best
they
can,
and
I
think
this
budget
does
this:
it's
not
perfect,
it's
not
it's
not
what
I
probably
would
have
done
line
by
line,
but
it's
taken
a
lot
of
work.

these
commissioners
have
worked
very
hard
on
it.
Staff
has
worked
extremely
hard
for
almost
a
year
and
thank
you
for
letting
me
be
part
of
the
process.
I've
enjoyed
it
every
years
different.
This
was
the
most
different
year
of
all
I.
Think
and
I.
Just
I
think
it's
a
good
budget.
I
think
it's
got
what
we
need
to
move
buncombe
county
further
and
farther
and
make
it
a
better
place
to
live.
So
that's
what
I
have
so
any
other
comments
is.

You
say
that
this
too
will
be
my
last
budget.
No,
but
that
I
really
feel
like
the
it.
Each
budget
kind
of
has
some
type
of
reflection
for
what's
happening
in
the
community,
but
the
themes
that
I
would
see,
particularly
in
the
last
four
years,
is
that
this
board
has
recognized
that
our
community
values-
education.
You
know
so
we
have
tried
to
you,
know,
build
the
schools
and
listen
to
the
advocates
for
the
teachers
as
well
as
that
is
the.

Is
that
all
the
personnel
that
makes
everything
tick,
and
so
it
feels
really
good
to
to
have
a
document
that
you
know
that
we
are
signing
off
on.
That
will
really
be
the
core
investment
just
not
just
for
this
year,
but
the
investments
that
we
make
this
year.
We
know
just
carry
on
and
go
forward,
so
I'm
really
proud
of
this,
of
the
the
commitments
that
are
reflected
in
this
budget
and
also
I'm
so
grateful
for
all
y'all
do
to
to
hear
us
and
to
kind
of
find
ways
forward
that
to
make
it
all
work.

Know
two
things
I
like
the
budget,
but
there
are
two
things
that
I'm
disappointed
in
the
first.
One
is
a
little
over
26
hours
ago,
when
did
not
have
a
five
million
dollar
surplus
and
within
26
hours
we
have
spent
the
surplus
instead
of
returning
just
a
portion
of
that
back
to
the
hard-working
taxpayers
of
buncombe
county
I.

Think
it's
incumbent
upon
us
as
elected
officials
when
we
have
those
surpluses
to
be
mindful
of
the
fact
that
we
take
that
money
by
law
from
hard-working
citizens
and
when
we
have
an
opportunity
to
return
that
back
to
them,
regardless.
If
it's
ten
dollars
or
twenty
dollars.
It's
important
that
we
do
so
so
I'm
disappointed
that
my
motion
regarding
that
failed.
Secondly,
and
dr.

Our
school
systems
certainly
appreciate
when
they're
coming
from
in
regards
to
maintaining
that
level
of
funding
in
the
account,
but
I
don't
think
that
in
lean
times,
when
we
have
an
opportunity
to
use
a
portion
of
that
to
meet
your
request
that
it
would
be
appropriate
to
do
so.
Based
on
that,
I
will
not
be
able
to
support
the
emotion.

guess
just
one
other
one
other
thing
I
was
just
here
to
mr.
chairman
is,
and
this
is
it's
not
just
semantics,
but
it's
part
of
the
roles
of
government,
the
roles
of
the
school
board.
The
roles
of
this
commission.

In
this
room,
one
to
vote
for
a
budget,
my
first
time,
I
pretty
well
had
it
because
I
was
the
only
thing
I
said
to
miss.
Greene
was
if
you've
got
a
budget
and
it's
not
going
to
go
out
if
the
schools
need
to
use
their
fund
balance
so
that
we
don't
have
to
go
up
on
property
taxes,
I
vote
for
the
budget.

Twenty
dollars
so
be,
it
done
two
hundred
thousand
thirty
dollars
on
300,000,
but
we
got
2,500
people
that
walk
in
that
tax
office
that
make
payments
under
taxes
that
want
to
stay
in
their
homes.
It's
probably
as
old
as
me
or
older,
and
I
cannot
do
that
when
it
was
a
generous
thing
to
try
to
give
one
penny
back
to
these
people
of
the
county,
that
that's
a
that's
a
lot
of
money.
There's
you
know.

If
we're
taking
from
the
people
29
and
a
half
billion
dollars,
we
have
nonprofits
that
I'd
sure
like
to
see
fess
up
on
five
and
a
half
billion.
Then
we
wouldn't
have
any
problems
at
schools
or
anything.
But
the
fact
is,
when
we're
talking
bridges
to
put
multiple
mobile
million
dollars,
we're
talking
about
greenways
to
take
this
money
that
he
helped
appropriating
and
Raleigh.
We
could
give
it
to
this
something
to
the
schools
whatever
it
is,
but
this
budget
will
the
way
they
have
just
laid
it
out.
I
cannot
vote
for
it.
I'm
sorry.

Yeah
I've
got
I've,
got
a
couple
comments,
I'm,
probably
as
frustrated
with
this
budget
as
any
that
I've
had.
But
let
me
preface
it
to
say
dr.
Greene,
that,
prior
to
a
lot
of
what's
happened
this
evening,
amazing
job.
There
was
challenges
throughout
the
year
at
the
beginning
of
the
year
in
middle
of
the
here
and
the
end
of
the
year,
and
to
be
able
to
present
a
budget
to
us
without
the
additional
five
million
dollars
that
was
going
to
be.
You
know,
the
tax
no
tax
increase
was
was
pretty
surprising.
To
me.

That's
the
school
board
and
everybody.
There
knows
how
big
a
supporter
I
am
of
the
schools
in
this
county
and
to
be
put
in
a
position
to
where
a
budget
we
have
five
million
dollars,
and
then
it
almost
makes
you
look
like
that.
You're,
not
it's
very
frustrating
to
me,
but
I'm.
Okay
with
that,
because
I
signed
up
for
this-
and
you
know
you
put
your
big-boy
britches
and
go
on,
there
is
a
lot
of
things
that
I
that,
like
I,
said
about
the
budget
that
I
really
did
like
I.

I
am
also
disappointed
that
when
we
did
receive
a
large
amount,
because
one
of
the
conversations
I've
been
having
is
that
you
know
if,
if
the
bill,
you
know
past
that
there
would
be
that
funding,
and
this
board
has
done
an
amazing
job
in
taking
care
of
schools
and
making
sure
that
schools
were
taken
care
of
in
funding
schools
in
the
two
city.
Schools
you
know
would
give
an
opportunity
to
free
up
that.
That.

just
wanted
to,
in
addition,
just
to
kind
of
underscores
the
value
of
investing
in
education
of
our
community.
I
mean,
I
would
say,
over
the
eight
years
that
I've
been
a
commissioner
I,
have
had
five
hundred
to
one
request:
do
more
for
schools
do
more
for
teachers
to
one
request,
for
please
reduce
my
tax
rate,
so
you
know
sin
that
emails.
My
way
is
fine,
but
I'm.
Just
saying
that
this
our
schools
have
been
starved.

Our
teachers
are
believing
our
our
personnel,
the
are
are
down,
so
we
do
have
some
resources
and
and
and
I
thank
the
school
lab
in
the
times
that
we're
really
hard
and
tight
to
hold
it
together.
But
when
we
do
have
some
flexibility
to
invest,
it's
not
necessarily
I,
don't
see
it
as
spending,
and
that
would
just
be
a
difference
that
we
will
always
have
I
see
it
as
an
investment
and
I.

wanted
just
mr.
go
against
me.

I've
been
a
commissioner
since
2012
and
heard
lots
from
teachers
from
non-certified
personnel
and
it
needs
the
community.

Schools
are
if
we're
going
to
invest
in
anything
to
use
your
word
its
schools,
it's
from
the
cafeteria
workers,
the
custodians
teacher's
assistants,
bus
drivers
to
the
teachers.
We
don't
put
our
money
there,
I,
don't
know
where
else
we
would
put
it
and
I
liked.
Mr.
Jones,
no
one
has
ever
said
to
me:
please
lower
the
tax
rate
on
my
two
hundred
thousand
dollar
house,
so
I
can
save
twenty
dollars.
What
the
have
set
is
do
everything
you
can
for
schools,
so.

all
about
how
we
use
the
funding
that's
available
to
get
there
so

don't
look
at
it
as
a

choice

lowering

tax
rate

we
don't
have
an
opportunity
to

lower
the
tax
rate
and
fully
fund
the
request
from
Buncombe
County
Schools
by
asking
suggesting
that
they
use
a
portion
of
their
fund
balance
to
achieve
the
balance
of
their
request.

I
think

nominations

set
forth

opposed.

have

commissioner.

seats
to
fill
the
Health

Human
Services

Commissioner,
fryer,
Belcher
and
frost
have
expressed
interest
and
I
would
ask
the
clerk
to
poll
the
board.
