hear
all
these
amendments

going
to
be
made
to
the
taxes
and
things
added
and
things
taken
away.

That's
not
a
suspicion,
and
we
know
it's
not,
but
as
I
go
through
the
agenda
today,
I
see
something
the
board
endorses:
an
expansion
of
the
program
by
increasing
the
income
eligibility
limits
for
the
folks
on
fixed
income.
There's
not
a
person
in
this
room
doesn't
want
the
old
folks
to
be
able
to
live
in
bulk
any,
but
there's
a
problem
with
this
resolution
and
I'm
looking
for
somebody
to
address
this,
that
this
board
requests
that
the
legislation
be
approved
to
increase
the
homestead
exemption
with
reimbursement
to
the
local
governments
for
the
last
revenue.

Now
you
all
have
had
to
sit
there
with
all
these
people
from
these
different
organizations
asking
you
for
money.
Now
your
resolution
is
going
to
the
state
asking
done
for
money.
Where
are
you
going
to
get
your
300
and
whatever
it
is
million
dollars?
And
for
this
and
the
schools
want
to
get
their
money
and
the
state
get
your
money
to
give
it
back
to
the
schools
and
the
state
get
your
money
to
get
it
back
to
the
County
social
services?

all
that
money
coming
from
and
if
you
ask
the
state
you're
doing
the
same
thing
that
all
these
people
doing
you,
they
pat
you're,
passing
on
your
responsibility

asking
the
state
to
give
you
money

guess
who
have

the
people,
even
you,

strongly
encourage
you
to
look
at
this
money.
Is
it
your
money?
You
make
the
cuts.
You
increase
the
improvement
you
coordinate
between
the
departments,
you
do
things
in
this
county
to
save
money
and
I
promise
you.

start
having

discussions

public,

solutions
that
can
save
you
money
because
guess

we
all
have
to
do.
When
our
taxes
go
up,
we
have
to
cut
our
spending
and
save
our
money

stretch

further

honest
with
you:
I'm,
sick
and
tired
of
the
state,
the
federal
and
the
county
looking
at
need
to
pay
the
bills
perfect.

a
resident
of
Buncombe
County
and
currently
the
principal
at
Charles,
do
in
high
school
in
Black
Mountain
North
Carolina
I've
been
employed
as
an
administrator
with
the
Buncombe
County
Schools
for
16
years,
dating
back
to
2001.
First
I
want,
like
the
commissioners,
know
how
much
I
appreciate
your
commitment
to
public
education.
I
also
am
going
to
ask
you
today
to
support
and
I
appreciate
here,
there's
going
to
be
an
amendment
towards
the
school
district
and
it's
budget,
I
wrote
my
comments
before
I
realized
about
that.

But
I
know
that
you
all
have
supported
new
construction.
You've
supported
teachers
beyond
the
state
allotment
for
years,
and
we
appreciate
those
as
examples
of
what
you
do
for
public
education
I'm.
Also
a
homeowner
in
Buncombe,
County
and
I
feel
the
squeeze
too
and
I
understand.
There
are
new
pressures
on
you
every
day
that
are
really
made
because
of
decisions
that
are
made
in
Raleigh,
and
we
appreciate
what
you
do
to
support
us
as
I
said
tonight.

I
also
want
to
remind
you,
because
I'm
assuming
that
you
know
principal
pay,
is
51st
I
didn't
know
there
were
51,
but
I.
Think
that
includes
the
District
of
Columbia.
That
is
the
bottom.
We
can't
go
any
lower
for
principals.
I
realize
you
all
should
not
have
to
shoulder
the
burden
of
all
of
that,
but
we
have
come
to
trust
and
appreciate
your
support
for
public
education.

I
think
it's
really
important
that
we
are
competitive
with
neighboring
counties
with
neighboring
states
and
also
with
private
sector
jobs.
I
was
talking
to
a
teacher
from
Down
East
yesterday
and
I
mentioned
how
you
all
support
public
educators
in
this
county
and
talked
very
specifically
about
the
local
supplement.
I
also
want
to
mention
that
I
know
the
budget
in
Raleigh.
That's
been
talked
about
in
the
last
couple
months,
talks
about
a
raise
for
teachers
and
eraser
administrators
when
I
calculated
my
raise
in
the
Senate
budget.

It
gave
me
a
four
thousand
dollar
base
pay
cut
because
they
remove
the
years
of
experience
and
it's
moving
more
towards
a
merit-based
pay
schedule.
That's
hard
to
stomach
after
about
thirty
years
in
public
service,
I'll
go
with
the
flow
I'm
not
going
to
complain
about
that,
but
I'm
just
going
to
implore
you
tonight
to
continue
your
support
for
public
education.

them
right

They
don't
even
need

be
here

get
what
they
want.
They
never
have,
and
they
never

have

be
here
to
get
the
end
of
always
give
it
commission

commission
I've
watched
this
politics
for
years,
and
you
can
predict
what's
going
to
happen
neck,
that's
how
predictable
it
is
when
it
comes
to,
then
the
budget
never
goes
down.
It
goes
up.

School,
don't
need
any
more
money.
I
want
to
know
tonight
how
much
of
the
twelve
million
dollars
out
of
the
Buncombe
County
fund
that
they've
got
in
fund
balance
is
being
used
against
its
budget
today,
I'd
like
to
know
that,
let's
go
down
to
the
harder
questions
when
you're
looking
at
tax
exempt
property,
we
look
at
small
business.
Small
business
is
something
around
six
point:
nine
billion
dollars
in
small
business
on
the
tax
rate
that
taxes
come
in.
Now.
Let's
look
at
nonprofits
in
Buncombe
County.

I
know
that
our
commissioners
have
been
very
supportive
and
have
high
regard
for
our
public
schools
but
I'm
concerned
about
how
we
can
fulfill
our
commitments
for
the
good
of
all
of
our
students
that
nearly
half
of
the
additional
itemized
budget
request
that
amendment
will
go
a
long
way
under
funding.
The
budget
request
means
that
Buncombe
County
Schools
will
have
to
rob
Peter
to
pay
Peter
a
shell
game
of
sorts
that
merely
shifts
funding
from
one
necessary
expense
to
another,
both
expenses
for
the
same
intrinsic
purpose,
which
is
adequately
educating
our
children
for
the
future.

What
expenses
can
possibly
be
cut
without
having
a
negative
effect
on
our
students?
There
is
nothing
that
the
Buncombe
County
Schools
has
asked
for
that.
We
do
not
need
in
order
to
deliver
the
schools
that
our
students
deserve
there.
This
is
a
time
when
our
state
government
has
spent
a
good
deal
of
time,
legislating
unfunded
mandates
and
implementing
budget
cuts
that
tear
away
from
our
ability
to
create
optimal
learning
environments.
We
Excel,
because
we
are
well-managed,
well-trained
and
deeply
committed.
However,
we
are
at
critical
mass
right
now,
both
from
a
resource
and
a
morale
standpoint.

We
cannot
help
but
look
to
you,
our
closest
branch
of
government
leadership
to
invest
appropriately
to
the
in
the
children
who
live
right
here
in
our
communities,
your
own
children
and
grandchildren,
those
of
your
neighbors
and
constituents.
This
is
where
the
line
gets
drawn,
where
we
dig
in
deep
and
say
not
in
my
backyard
and
not
on
my
watch.
Specifically,
the
2
million
dollar
shortfall
in
the
budget
has
an
obvious
correlation
to
the
amount
of
money
already
promised
and
voted
last
year
for
the
second
year
phase-in
of
the
county
supplement
increase.

And
now
that
promissory
note
is
in
danger
of
default.
Buncombe
County
Schools
will
not
be
able
to
deliver
on
the
promise
made
by
the
county
commissioners
without
cutting
deeply
into
intrinsic
core
services.
The
long-term
cost
to
our
schools
will
be
extensive,
including
the
damage
to
the
trust
and
morale
of
our
professional
staff,
teaching
working
conditions.
Our
student
learning
conditions
we
cannot
do
more
than
we
are
doing
and
certainly
cannot
do
it
with
less
I.
Ask
that
the
county
commission
increase
the
proposed
budget
as
it
pertains
to
the
Buncombe
County
Schools
itemized
request.

statewide
coalition,
the
North
Carolina
climate
solutions
coalition,
which
is

nonprofits
across

renewable
by
2050
and
implementation
of
the
Jacobson
plan.
They
wanted
to
speak
a
little
bit
on
the
clean
energy
proposal
that
I
see
on
the
agenda
and
full
support
of
it.

think
this
is
so
important
for
us
to
be
considering
and
I'm,
really
delighted
that
it's
been
brought
forth
and
put
on
the
agenda,
so
climate
change
is
real
and
it's
happening.
97%
of
scientists
agree
that
it's
happening
and
that
part
of
the
cause
is
our
activities
as
human
beings.
Probably,
as
many
of
you
know,
the
temperature,
the
global
temperatures
raised
1.5
degrees
fahrenheit
in
the
last
century,
the
sea
levels
raised
eight
inches
and
the
rate
of
that
rise
over
the
last
10
years
has
doubled,
which
means
it's
increasing
rapidly.

Over
the
last,
the
last
10
years,
we've
had
the
most
the
largest
and
the
most
explosive
forest
fires
in
this
country
that
we've
ever
had
you
remember
those
from
last
year
here
and
there's
a
prediction
that
90%
will
be
a
90
percent
increase
over
the
next
50
years
in
the
amount
of
category
4,
&
5
hurricanes.
This
is
happening.
It's
happening
in
North,
Carolina
is
happening
across
the
globe,
and
so
this
proposal
is
one
one
solution
to
helping
us
fight.

That
other
thing
that
needs
to
happen
in
all
sorts
of
different
communities,
but
the
fact
that
Buncombe
County
is
considering
this
is
really
exciting
and
we're
very
thankful
for
that.
So
one
of
the
questions
you
might
be
faced
with
as
you're
considering
this
proposal
is,
is
it
feasible
people
will
ask
you
well
sounds
like
a
great
idea,
but
is
it
feasible?
Can
we
actually
do
this?
Is
it
possible
to
get
to
100
percent
renewable
energy
by
2050,
and
the
answer
to
that
is
a
reason?

Yes
and
there's
lots
of
data
that
I'm
happy
to
send
you.
Green
jobs
is
one
of
the
fastest
growing
sectors
in
our
country.
It's
growing
at
5%
right
now,
and
a
solar
jobs
in
particular
growing
at
11%,
so
there's
a
huge
economic
impact
to
investing
in
clean
energy.
That's
going
to
increase
jobs
and
increase
the
development
of
the
county,
currently
bit
of
one-million
near
or
full-time
people
employed
in
the
green
energy
sector
in
the
u.s.

that's
five
times
as
many
as
are
employed
in
the
fossil
fuels
industry
and,
if
you
add
the
people
that
are
working
part
time,
we've
got
three
million
workers
in
the
u.s.
working
on
green
energy.
So
far,
27
cities
have
committed
to
going
100%
renewable
by
2050,
the
last
one,
with
Atlanta
and
there's
currently
four
cities
and
one
island
in
Alaska
in
the
u.s.
that
are
already
running
on
100%
renewable.
So
it's
totally
doable
it's
totally
needed
and
we
really
appreciate
your
support
and
making
this
a
possibility
in
Buncombe
County
se6.

First,
like
you

excuse
the
absence

and
Ray

managing

there
attending
a
conference
in
whelming
Wilmington,
North
Carolina
to
North
Carolina
presenters
consortium,
where
Ray
is
a
chairperson

years

duncan
county
partner
with
pac
place
in

effort
to
revitalize
downtown.

Was
it
successful?
Did
this
inverse
that's
what
their
fruit
just
look
around
I
think
the
answer
is
obvious.
I
want
to
be
very
clear
here.
We
are
not
asking
for
additional
resources
from
the
county.
Only
continued
funding,
preferably
at
the
$300,000
level.
The
proposed
funding
level
of
175,000
would
be
a
devastating
reduction
in
would
significantly
impact
our
organization's
ability
to
serve
the
community
through
our
mission.
It
is
true
that
only
half
of
our
building
is
currently
operational,
while
half
of
it
is
under
construction.
However,
most
of
the
buildings
operational
costs
are
fixed.

The
variable
cost,
such
as
utilities,
have
yet
to
show
any
significant
decline.
The
dinah
Wortham
theater
is
home
to
over
20
of
our
local
arts
groups.
We
boast
annual
attendance
of
50,000
and
serve
10,000
school
children
through
our
programming
in
Western
North
Carolina.
Our
planned
expansion
plans
have
laid
the
groundwork
to
increase
our
programming
for
children
and
families
over
250
percent
to
75
events
a
year
and
increase
our
annual
attendance
60%
to
over
80,000
a
year.

propose
to
all
of
you
today
that
the
county's
funding
has
allowed
us
to
be
a
positive
catalyst
to
higher
hotel
and
property
tax
receipts.

local
budgets
are
tight
and
it's
been
a
difficult
year,

have
not
asked
you
for
a
contribution
to
our
building
expansion
and
our
capital
campaign,
but
only
ask
you
to
continue
to
fund
our
operational
costs
at

level
that
we
can
continue
to
do
the
work
that
serves
our
community
in
both
tangible
and
intangible
ways.

numerous
arts
organizations,
including

Diana
wertham
theater.
In
my
consulting
capacity,
what
strikes
me
is
most
essential
about
Diana
wertham
if
its
shared
use
by
an
incredible
array
of
Buncombe
County
groups,
organizations
and
businesses.
These
groups
rely
on
the
theaters
availability
and
affordability
made
possible
by
the
current
350
thousand
dollar
level
of
operating
support
from
Buncombe
County
for
the
packed
square
cultural
partnership.
I
The
theater
is
the
most
active
performing
arts
and
civic
events
venue
in
all
of
Western
North
Carolina
with
more
than
200
events
a
year
representing
the
interests
of
taxpayers
of
all
stripes,
the
performers,
speakers
and
audiences.
Everyone
involved
with
these
groups
represent
the
taxpayers
who
currently
utilize
this
space.

The
reduction
in
funding
would
negatively
impact
all
of
these
organizations.
This
facility,
at
its
current
funding,
provides
these
groups
with
a
state-of-the-art
venue
with
top-notch
support
systems
to
assist
them
with
their
work.
A
well-maintained
500-seat
Hall,
a
dedicated
technical
staff
box
office
and
ticketing
and
promotional
support,
a
reduction
from
three
hundred
and
fifty
thousand
to
one
hundred
and
seventy-five
thousand
from
the
county
drastically
impact.

healthy

health

bare
minimum
cost

facility

reconsider
their
decision

cut
funding

made

drastic
cut
without
conversation
with
either
the
diana
wear
them
theater

the
Asheville
Art
Museum.
Our
organizations
now
face
a

and
seventy

thousand
dollar
shortfall
overnight.

worked

partnership
with
Duncan
County

provide
critical
educational
and
cultural
services

residents
and
visitors

region

more
than
sixty
nine
years.

aware
that
this
is
a
tough
budget
year,

seem

be,
and
we
thank
you
for
your
hard
work.
We
are
grateful
for
the
county's
commitment
to
the
Asheville
Art
Museum
capital
project,
which
has
enabled
us
to
launch
major
construction
of
this
transformative
project
for
our
County,
the
community
and
its
many
visitors.
We
look
forward

sharing

progress

all
of

museum,
design
and
construction
team
is
overwhelmingly
local,
amplifying
the
significant
economic
impact
of
the
project
and
the
museum
served
nearly
a
hundred
and
thirty
thousand
participants.
Last
year,
including
21,000
students,
on-site

off-site.
We
anticipate
that
this
will
double
in
many
museums,
an
overwhelming
majority
of
Americans
believe
that
the
arts
are
a
part
of
a
well-rounded
education
and
are
essential

development
of
a
creative
workforce
to
the
next
century.

museum

proud
partner
with

public-private
investment

opportunities
for
all

residents
and
visitors

Diana
wertham
Theatre
in
the
Asheville
Art
Museum,
hasn't
been
a
critical
element
of
the
revitalization
of
our
community.

ask
that
the
commissioners
increased
the
community
funding
this
year
to
the
pack
square
cultural
partnership
from
one
hundred
and
seventy-five
thousand
dollars
allocated
currently
to
two
hundred
and
eighty
five
thousand
dollars
for

next
year,
in
which
construction
will
be
ongoing
in
portions
of
the
dye
north
and
theater
MBA
a.m.
areas
of
the
facility
of
this
allocation.

One

thousand
would
cover

actual
utility
costs
for

entire
facility,
and
we
have
to
make
this
based
on
past
parents
that
a
minimum
allocation
of

additional

very
most
basic
operations

Highland
Brewing
Company
Oscar
Wang
started
Highland
brewery
over
over
20
years
ago.
He
was
the
first
out
of
the
chute
here
in
Buncombe,
County
and
I
have
to
say
he's
had
a
very
successful
business.
Last
year,
Highland
Brewing
was
one
of
two
breweries
in
the
southeast
that
had
double-digit
growth
they
currently
employ
over
50
employees.

do
when
we
put
incentive
grant
together,
we
base
half
of
that
grant
on
the
on
the
jobs
and
the
wages
of
those
jobs,
and
then
the
other
half
goes
for
the
capital
investment.
So
in
this
case
the
sixty
one
thousand

five
dollars.
If
you
divide
that
in
half,
is
30
thousand
seven
hundred
two
dollars
and
86
cents.
So
you
say
you
take
that
half
and
divided
by
the
number
of
jobs
which
were
fifteen
jobs,
the
average

those

is
a
revalue
and
we
have

identify

Revenue
neutral,
the
2017
budget,
which
were
finishing,
was
built
on
and
executed
using
a
sixty
point.

cent
tax
rate
revenue
neutral
is
fifty
one
point
three
cents,
but
this
budget
tonight
is
presented
to
you
at
fifty
three
point:
nine
cents,
which
is
a
five

components

the
budget
are
still
our
core
services,
that's
human
service,

Safety

and
there's
not
a
lot

shifting.

discretion

eight
percent

our

some
things
that
we

adjust
for

new
property
tax
in
here

million

sales

filling
a
revenue
gap
with
some
one-time
funds

we
had
one-time
funds
last
time,
there's
some
additional
revenues
that
are
coming
because
of
services.

provide
those
are
reimbursements

lot
of
that's
intergovernmental
and
are
just
based
on
the
sheer
volume
going
up
in
some

our
departments.

employees

given

health

needs

terms
of
the
need
to
do
this.
Amendment
tonight

not
about
whether
the
County
Commission
supported
following
through
on
the
teacher
supplemental
pay,

well

the
other
priority
items
identified
by
the
school
board
in
this
year's
budget.

this

just

into
some
really
mundane

really

county

their

investing
it

that

budget
